ebanon is built around its charming historic commercial district. From the Victorian homes in the center of the city to the new construction expanding into available land, and from established neighborhoods with treelined streets to patio homes for retirees, this is a city that takes pride in the many quality housing choices its residents have. Singlefamily homes, townhouses, duplexes, condos, apartments, lofts, assisted living, retirement
living — there are properties for any age, lifestyle, and family size. Located centrally in Warren County between Cincinnati and Dayton — and within an hour and a half of Columbus, the state capital — Lebanon is both a commuter city and a city with jobs for its residents. The estimated population is 20,000, representing an increase of 14.2 percent in just four years. As the second-fastest-growing county in Ohio, Warren
County has a population of 201,000, which is a 26 percent increase from 2000 to 2006. Single-family homes here range in price from $100,000 to $1 million. In 2006, the estimated median value of owner-occupied housing was $158,500. First-time home buyers can find both new and pre-owned homes at affordable prices. preserving, building, and saving this important part of life in Lebanon. The beautifully restored and preserved 19th-century homes in its historic core are magnificent showpieces. Nine houses and four historic districts are listed on the National Register of Historic Places. Apartments and lofts above retail stores are becoming more popular. As part of the city’s drive for an economic development program, the Community Reinvestment Area program allows property owners in six designated areas to apply for real property tax abatements. This assistance is open to residents or businesses and is for new construction, renovation, or improvement projects. New housing development in Lebanon totaled $17 million in 2006. The following are a few of the exciting new subdivisions. • Village of San Mar Gale offers 2,150 single-family and single-family executive homes, as well as townhouses. The 22.5-acre town center includes a golf course, an equestrian center, and other commercial development. • Countryside offers single-family, larger executive, and patio homes featuring neoclassical designs from $230,000 to $500,000. • Revere’s Run offers single-family homes from $165,000 to $225,000. Lebanon’s real estate market has maintained its strength, avoiding the major adjustments that markets in larger metropolitan areas have made. The appreciation rate here for single-family homes averages 3 percent per year. The average time residential properties are on the market is 60 days. The area’s growth and its variety of properties are keeping this market healthy.

rom preschool through graduate school, Lebanon residents receive education with excellence. Community, creativity, collaboration, and critical thinking are valued here. Students are challenged and encouraged as they pursue their goals, better equip themselves for their jobs, or change directions in their careers. The variety of choices, combined with quality learning environments, equals success for individuals and businesses.
Lebanon’s Public Schools Commitment to education from beginning to end is obvious in the Lebanon City School District. For the fifth consecutive year, Lebanon City schools have received an excellent rating from the state of Ohio. The district maintains the lowest cost per pupil expenditure in Warren County ($7,348.00 in 2006). Students benefit from diverse programs, a dedicated staff, and quality facilities. In addition to the “Excellent” rating, students’ state test results increased in 16 of the 30 areas of the state report card in 2006. In 2004, two new buildings opened. Bowman Primary School houses first and second grades, utilizing the eight elements of literacy and integrating the Math Investigations and the Marilyn Burns Math Solutions. The building programs create a motivational and caring environment for

young children. Lebanon High School utilizes the Collin Method of Writing for all subjects. The College Life Class prepares students for the ACT/SAT tests and college applications. There is a full-service bank branch located in the cafetorium to give students experience in operating a business. L.H.S. also provides an Air Force R.O.T.C. program and a staterecognized BRIDGES program that promotes student tolerance and leadership. It is projected that the district will be eligible for state funding for building projects again in 2011. With 5,300 students and a geographical area of 81.9 square miles to serve, the district uses the grade level model in its six schools: • Louisa Wright Early Childhood Center (kindergarten) • Bowman Primary (grades 1 and 2) • Donovan Elementary (grades 3 and 4) • Berry Intermediate (grades 5 and 6) • Lebanon Junior High (grades 7 and 8) • Lebanon High School (grades 9–12) The Lebanon Warriors athletic programs for junior high and high school students promote fitness, sportsmanship, and discipline. Boys’ and girls’ teams compete in a variety of sports throughout the school year. In 1998, the high school football team won the state championship. In the fall of 2007, the volleyball and girls soccer teams won the GWOC South Division.
The district’s Web site–Libraries Learning Center serves all schools and also operates a virtual branch online. The successful partnership with the Lebanon Telecommunications Department has resulted in increased connectivity.
Lebanon’s Private Schools Founded in 1973, Lebanon Christian School is dedicated to giving students a quality academic education based on a Christian worldview. Students in preschool through eighth grade benefit from small class sizes and a traditional educational setting. The Christian staff, advanced Bible-based curriculum, and spiritually nurturing activities are additional strong points. Students participate in daily Bible study and prayer. Parents are encouraged to be involved at every level, which is a plus for students and staff. Elementary grade students typically score in the top 20 to 30 percent in their grade level. St. Francis DeSales School, which opened in 1962, provides a Catholic education for students in kindergarten through eighth grade. The nurturing environment is rich in spirituality and strong in academics. The focus of experiencing Christ is at the center of all activities. There are also programs for students with special needs. Students in fourth through eighth grades can participate in competitive athletics. Students in third grade and younger have indoor soccer available, in conjunction with Countryside YMCA. Lebanon United Methodist Church operates a preschool and kindergarten. Countryside YMCA has a preschool, as well as before- and after-school care options.
Warren County Career Center With its emphasis on quality programs and customized training, the Warren County Career Center (WCCC) is the choice of students, parents, and area businesses for a future of opportunities. Career/technical and academic education is offered to adult and high school students on two campuses — Lebanon and Kings Mills — and through satellite programs in many of the six partner Warren County high schools. Full-day and part-time programs are available. Career development and education is a large part of what the center does. Each year the Career Development Coordinator provides career education resources to more than

is in Dayton, and other learning centers are in Clayton and Huber Heights. Located at the intersection of Interstate 71 and State Route 741, across from Kings Island amusement park, the 4.5-acre site provides room for expansion. Success definitely starts here in the 18,000-square-foot building that serves more than 360 students. Currently 47 different courses are offered in three associate degree programs and five certificate programs. As enrollment grows, the number of course offerings will expand. The goal is 2,000 students by 2012. One of CCC’s goals is to provide a pathway from secondary to postsecondary education. Partnering with local universities to help students make a smooth transition into the third and fourth year of bachelor’s degree programs will begin in 2008. University-level courses will be offered at this facility, and students will be able to complete a four-year degree while continuing to reside in Warren County. Miami University has been signed along with the University of Cincinnati and the University of Dayton, and these institutions began offering upper-division courses at CCC in January 2008.
Miami University Middletown A regional campus of Miami University in Oxford, Ohio, the Middletown campus serves more than 2,700 undergraduate and 300 graduate students. Its 141 wooded acres are just two miles off I-75. Facilities include the Applied Research Center, Business & Industry Center, Center for Chemical Education, Bennett Recreation Center, and the 749-seat David Finkelman Auditorium.

Adult students work with the staff to gain awareness about their strengths and skills and to explore careers and make plans for the future. The high school students of today are the employees of tomorrow, and the WCCC works hard to prepare workers who will benefit the local economy. There are 21 articulation agreements with 15 high school programs in place, and more are in the negotiation stage. The center collaborates with many post secondary schools, business, and industry to ensure relevant curriculum that prepares students for careers and further education. Industry certifications continue to grow in importance for many fields, and WCCC is working to create more certification programs. The newest are fire science and EMT basic for high school students, as well as public safety services, which include firefighter and EMT training for adults. Greentree Health Science Academy for high school students prepares them for further education and careers in the medical field. Adult education programs provide opportunities for students to earn certifications in career areas such as health, information technology, and cosmetology. Opportunities for schooland work-based learning experiences, such as apprenticeships, mentorships, co-op programs, and internships, continue to increase.

Education This commuter campus combines the quality of a university education with the convenience of a campus close to home. Offered here are certificate programs, associate degrees, bachelorâ&#x20AC;&#x2122;s degrees, beginning course work for most four-year degrees, and graduate courses in business and education. Flexible class schedules and affordable tuition help pave the way for students to reach their educational goals. Other advantages include career counseling and job placement, cooperation education programs, and athletics and cultural programs.
Cincinnati and Dayton Nine highly rated universities and colleges are located in the Dayton and Cincinnati areas, just a short drive from Lebanon. Warren County Career Center and Courseview Campus Center work closely with several of them to help students find the programs and financing they need. North of Lebanon in Dayton are RETS Technical Institute, Wright State University, Sinclair Community College (main campus), and the University of Dayton. South of Lebanon in Cincinnati are the University of Cincinnati, Xavier University, Miami University (main campus), Wilmington College, and Cincinnati State Technical Community College. West of Lebanon in Cincinnati is Miami University. East of Lebanon in Cincinnati is Wilmington College.

arren County is “Ohio’s Largest Playground,” with more than 6 million visitors enjoying its many sights and attractions. In response to tourism being the leading industry here, the Warren County Convention and Visitors Bureau — a professional destination marketing organization — began in 1980. Each year tourism provides more than $6 million in direct economic impact. In 2005 visitors stayed here for more than 95,000 room nights. Every $1 million spent by visitors produces 25 jobs, and there are currently more than 15,000 tourism-related jobs in the county. What is all the excitement about? Take a look at some of the many reasons visitors are coming to this area in record numbers each year.
Historic Lebanon Eat, shop, and sleep in historic Lebanon as you step back in time to America’s small-town past. Stroll the brick sidewalks and enjoy the many opportunities to stop and stay awhile. More than 80 retail specialty shops feature antiques, furniture, fine art, jewelry, collectibles, distinctive clothing, and much more. USA Today chose Lebanon as one of the “Ten Great Places to Browse for Antiques.” Casual restaurants, a German delicatessen, and an old-fashioned soda fountain provide places to sit for a spell. 8 Lebanon Area Chamber of Commerce
Ohio’s Largest Playground
The Golden Lamb Inn, established in 1803, is Ohio’s oldest operating inn. It has been chosen as a building worthy of preservation by the Historic Buildings Survey and is listed on the National Register of Historic Places. It has also been the subject of many articles in state and national publications over the years, including Gourmet and Life magazines. As the centerpiece of downtown, the brick structure has four floors with a front porch plus second- and third-floor balconies. There are four large public and four private dining rooms, as well as 18 guest rooms and The Blackhorse Tavern. Each guest room has antique furnishings and a private bath and is named after a famous guest. In addition to showcasing the beautiful furnishings, the inn also has rare collections of Shaker materials, Currier and Ives prints, and miniature lambs. Part of the inn’s tradition is the dedication of owners and staff to preserving gentle and gracious living as it once was in America. Group events — such as banquets, business meetings, group luncheons, and dinner parties — are held here often. The inn is open seven days a week. Throughout December, the Christmas celebration features the Barker Christmas Tree, filled with handmade ornaments, and the Feather Christmas Tree, decorated with a rare collection of late 19th- and early 20th-century ornaments.
There are three bed and breakfast inns in Lebanon — The Hatfield Inn, Hardy’s B&B Suites, and the Silver High Manor.
Lebanon Mason Monroe Railroad Reminisce and enjoy family time as you take a nostalgic train ride through Warren County. Leaving from the downtown train station — a replica of the 1881 passenger station — you will feel like you are in another era as a passenger on the vintage 1930s railroad cars. The season begins each year with the Easter Bunny Express and runs every weekend through December to the North Pole Express. Special theme weekends, such as Day Out With Thomas — featuring Thomas the Tank Engine — and Pumpkin Patch Express, are local favorites. Weekday events include the History Train and One Hour Train Ride. Evening events, such as Train of Terror and Murder Mystery Dinners, are one-of-a-kind experiences. Birthday parties become memorable events when celebrated on this train.
Warren County Fairgrounds Since the first county fair was held here in 1850, Warren County residents have made this annual event a time for fellowship and fun. Each July the fair returns, bringing carnival excitement and friendly competition in its many events.
Recreation & Tourism Today the fairgrounds cover 57 acres and feature 26 buildings and show areas. The exhibition hall is designed for year-round use, and the grandstand seats 2,700. Residents and visitors look forward to the petting zoo, daily corn hole tournaments, the talent search and so much more. Additional barns with show rings bring other events to the fairgrounds. The Ohio Valley Arabian Horse Association, American and Warren County kennel clubs, antique shows, and 4-H events are just a few groups that use the facilities throughout the year.
Lebanon Raceway Located at the Warren County Fairgrounds, Lebanon Raceway is a horse track that features the best in live harness racing on Thursday, Friday, and Saturday evenings. The season spans autumn, winter, and spring each year. A grandstand seating capacity of 2,700, free parking, no entrance fee, and a concession stand guarantee a fun evening for all. The Lebanon Raceway also provides simulcasting from harness, thoroughbred, and quarter horse tracks throughout North America. The simulcast center is open daily from noon to midnight.
Annual Festivals and Events City residents, visitors from surrounding communities, and tourists from near and far enjoy the many special days that Lebanon sets aside to celebrate life. Area Attractions Within 45 miles of Lebanon are some of the top Midwestern sites for indoor and
outdoor fun. The following are some of the top draws for residents and visitors alike. Kings Island Amusement Park, which is less than 10 miles away in Mason, truly has something for everyone. There are 18 rides and attractions for families with children age 6 and younger; more than 80 rides and attractions for families with children from ages 7 to 12; and five family-friendly live shows. One of the newest rides is the Firehawk flying roller coaster, which travels at a speed of more than 50 miles per hour, goes up 115 feet in the air, and completes five inversions, all of which gives the experience of human flight. And if that isnâ&#x20AC;&#x2122;t enough fun, there are 12 more world-class coasters in the park. For those who enjoy water fun, the 15-acre Crocodile Dundeeâ&#x20AC;&#x2122;s Boomerang Bay water park is located here. The Beach Waterpark in Mason is a 35-acre tropical-themed adventure for the whole family. As the largest stand-alone water park in Ohio, the park has 11 thrill attractions, sand volleyball courts, four chill attractions, and the Kokomo Kove Stage for concerts. Great Wolf Lodge in Mason is a family destination resort and conference center. On 39 acres, this 450,000-square-foot structure is designed to capture the atmosphere and adventure of the Northwoods. The lodge consists of four stories with log siding and a threestory grand atrium. There are 401 all-suite guest rooms, plus a spa, an arcade, a fitness room, and restaurants. The 93,000-squarefoot indoor entertainment area is Ohioâ&#x20AC;&#x2122;s premier indoor water park. Fort Ancient State Memorial in Oregonia preserves an important part of the areaâ&#x20AC;&#x2122;s Native American history: 18,000 feet of earthen walls that were built 2,000 years ago by the prehistoric Hopewell culture. The site also features hiking trails, remains of prehistoric mounds, and picnic areas. The museum at Fort Ancient focuses on 15,000 years of Native American history in the Ohio Valley in its 9,000 square feet of exhibits. Caesar Creek State Park in Waynesville covers 4,700 acres with an adjacent 2,500-acre wildlife preserve. Visitors enjoy boating on the 2,830-acre lake. The 1,300-foot beach is a favorite for swimmers and sunbathers. Fishing, hunting, camping at campsites or in cabins, and picnicking are also popular activities. To enjoy the more than 65 species of plants in the forests here, visitors can choose from 43 miles of hiking trails, 31 miles of horseback riding trails, or two mountain bike trails. Recreation & Tourism Gorge plunges to a depth of 180 feet and is a breathtaking natural wonder. Little Miami State and National Scenic River offers a trip into nature and history. It’s recognized as one of the nation’s top 10 wild and scenic river systems. The river is a vital ecosystem, as well as a favorite place for canoeing and rafting. A 32-mile section of the 72-mile Little Miami Scenic Trail is in Warren County. Following near and along the banks of the river, bicyclists experience some of the most breathtaking scenery, peaceful surroundings, interesting towns, and pure family fun that this area has to offer. Cincinnati Zoo and Botanical Garden is consistently ranked as one of the top zoos in the country. The nation’s second-oldest zoo, with more than 500 animal species and more than 3,000 plant varieties, it has also been recognized by Child Magazine as one of the “Top 10 Best Zoos for Kids.”
Opportunities for Recreation Ralph J. Stolle Countryside YMCA This 125-acre recreational complex is the largest single-site YMCA in the United States. With 220,000 square feet of activity space under one roof, it provides many programs and fitness activities for all ages. Since opening in 1978, this YMCA has focused on promoting family life and fun in Warren County and surrounding communities. In 2007, this location served more than 34,000 men, women, and children — and more than 28,000 members. While maintaining a strong commitment to excellence, the YMCA sponsors sports, community, and Arts & Education programs year round. Some of the YMCA-sponsored programs that are having a dynamic impact on the community include the Sports and Soccer Leagues with recreational venues for youth and adults; the World Week of Prayer in November; Health Fair, in conjunction with Middletown Regional Hospital; parenting groups; and the summer and fall family group activities. Also, pre-teen and teen overnights are offered multiple times throughout the year. Lebanon-Countryside YMCA Trail is an 8.2-mile recreation trail that goes south from the train station in downtown Lebanon to the YMCA. Then it continues southeast toward Little Miami Scenic River and connects with the Little Miami Scenic Trail. Community Sports Lebanon Baseball/Softball Association (LBSA) oversees recreational baseball and softball for Lebanon and Turtlecreek Township. Each July, LBSA hosts the USSSA All-Star Fast-Pitch Girls Softball Tournament at Colonial Park. Lebanon Soccer promotes recreational soccer in a fun and supportive environment. More than 1,000 children participate each year as they develop their soccer and social skills. Lebanon Warrior youth football league is for boys in third through sixth grades. Bantam teams help younger players begin to learn the game. During the winter, boys in third through sixth grades can play in the Lebanon Warrior youth basketball leagues. Girls in third through sixth grades participate as Warrior Cheerleaders. Professional Sports Great American Ball Park in downtown Cincinnati is the home of the Cincinnati Reds baseball team. This team has the distinction of becoming baseball’s first professional franchise in 1869. Visitors to the park also enjoy seeing the Reds Hall of Fame and Museum. Originally formed in 1937, the first Cincinnati Bengals football team had a short, sporadic life. In 1967, a new Cincinnati Bengals team became an expansion franchise in the American Football League. In 1970, the AFL merged with the NFL. The Bengals played in Super Bowls XVI and XXIII. Today, the Bengals play in Paul Brown Stadium, just one block from the Ohio River.

ounded in 1802, Lebanon is the county seat of Warren County. The city charter was adopted by voters in 1960. Its council/ manager form of government — which is used by more than 3,700 cities across the country — includes the mayor and six Council members, who are elected and serve four-year staggered terms. The mayor is selected by a vote of the Council. The city manager is appointed by the Council to serve as the CEO for the city. There are eight boards and committees to address the many issues and ideas that arise among the citizens. Public meetings and hearings give citizens the opportunity to participate actively in the decision-making processes. To help citizens stay in touch with what is happening in their government, the city uses several communication tools: Town Hall News and Town Hall News Briefs, an annual report, a Web site, and Lebanon Channel 6. Lebanon’s Municipal Court has one judge, six clerks, and two probation officers. In 2006, the court handled 7,017 cases. In 2006, the city’s operating budget was $54.1 million, and a five-year Capital Improve ment Plan for $54 million was put in place. Also that year, the city collected $5.76 million in earnings taxes and retired $2 million of debt. CodeRED emergency notification system sends prerecorded telephone messages to residents. This is another way to spread the word about utility disruptions, construction activity, and emergencies. Emergency services are accessed by dialing 911.

In 2006, the department responded to more than 1,000 fire calls and more than 2,000 EMS calls. The addition of Thermal Imaging cameras and a Gator unit has increased firefighting efficiency. Department personnel also provide many community services, including first aid and CPR training, home and business fire inspections, fire extinguisher training, fire station tours, fire education classes for grades K–12, free smoke detectors and installation, construction plan review, and specialty rescue services.
Law Enforcement Services Lebanon’s Police Department was the 11th U.S. police agency to be accredited by the Commission on Accreditation for Law Enforcement Agencies. Its operations bureau covers patrol — with the uniform, canine, traffic, and bike units — and investigations. Its support bureau handles communications, crime prevention, community relations, and records. The staff consists of 23 officers, eight dispatchers, and an administrative assistant. In 2006, they responded to more than 25,000 calls for service. Officers have begun conducting undercover computer investigations and operate the only agency in Warren County that can forensically analyze computers for evidence.
Warren County Established in 1803, this county is named for Dr. Joseph Warren, the Revolutionary War soldier who sent Paul Revere on his famous midnight ride. Covering 408 square miles, the county has an estimated population of more than 201,871 and is the second-fastestgrowing county in Ohio. There are 16 municipalities and 11 townships. Elected officials include three commissioners, an auditor, a coroner, an engineer, a recorder, a treasurer, a sheriff, seven judges, a clerk of courts, and a prosecutor. The court system is made up of the Common Pleas Court, County Court, Domestic Relations Court, and Probate Juvenile Court.

Businesses A s the business and economic hub of Warren County, Lebanon is located midway between Cincinnati and Dayton. With more than 500 acres of developable land, plus many financial and other economic development incentives already in place, the city continues to create an attractive climate for new and expanding businesses. In 2006, the total value of commercial/industrial development was $12.2 million. Currently one of the strongest development areas is along and near Interstate 71. Other prime locations are the city’s high-tech industrial parks, with options for industrial, office, light manufacturing, and distribution: Harmon Industrial Park, Norgal Industrial Park, Columbia Business Park, Lebanon Commerce Center, and Kingsview Industrial Park. From 2000 to 2006, Warren County’s population grew by 26 percent. This is the second-fastest-growing county in Ohio and, in 2006, was the 80th-fastest-growing in the country. Seventeen new residents are coming here each day. Lebanon’s population increased by 64 percent from 1990 to 2000, and jobs have been added at an annual rate of about 4 percent since 1980. Warren County has one of the lowest unemployment rates in Ohio. The city covers 12 square miles with 55 percent residential, 7 percent commercial, 4 percent office, and 34 percent industrial. The
more than 45 industries and 800 diversified businesses represent a wide variety of ventures. The purpose of the Community Trustee program is to provide a solid foundation for the Chamber to operate each year and to ensure the continued participation of each Trustee member. OnPower Inc., a developer of fuel-cell technology for automobiles, has locations in Columbia Business Park and the Lebanon Commerce Center. The company recently received funding from Ohioâ&#x20AC;&#x2122;s Third Frontier program for new technology development, which is expected to create more than 100 jobs by 2011. Kroger Marketplace is only the second store of its kind in the region. With the addition of more than 4,000 square feet of retail space, the store now offers an expanded line of groceries, home furnishings, and a Starbucks coffee shop. Huntington Bank has a new 4,000-squarefoot facility in the Watson Crossing retail center. This location provides full-service banking and four drive-through bays for its customers.

Laser Imaging, one of the premier stoneetching companies in North America, has completed construction of its new 7,000-squarefoot facility on Main Street. This is the home for the companyâ&#x20AC;&#x2122;s fabricating shop, offices, and showroom. Miami Woodworking, a customized cabinetry manufacturer, is building a new 14,300-square-foot facility in the Columbia Business Park. Mane Inc., a flavor fragrance manufacturer with headquarters in France, recently opened the first of three building phases at its location in the Lebanon Commerce Center.
Kiesland Ltd. is completing a 38,000-square-foot â&#x20AC;&#x153;specâ&#x20AC;? building in the Kingsview Industrial Park. This is designed for industrial, manufacturing, and office uses. G/C Contracting has begun the construction of the second of three 12,000-square-foot manufacturing facilities in Norgal Industrial Park. The first building is completed and leased, and the third building is planned for construction in 2008.
Commercial Development Historic Downtown Lebanon continues to be a prime location for retail and hospitality businesses. Its brick sidewalks and 19th-century buildings form an interesting backdrop as the city strives to maintain its small-town charm and friendliness. The Lebanon City Building and Lebanon Public Library are located in the center of this business district. Spectra Group recently completed the construction of an 18,000-square-foot retail center with Fashion Bug as the anchor tenant. It is currently more than 56 percent leased. Lebanon Ventures LLC is adding more than 39,000 square feet of retail space with The Shops of Lebanon retail facility. Already 95 percent leased, this three-building development also includes a restaurant.

Aimed at assisting small- to medium-sized companies interested in locating or expanding their operations here, WCPA will also create more jobs and generate additional tax revenue for the area. Tax Increment Financing (TIF) uses funds derived from increased assessed value of any improvement to real property to finance public infrastructure improvements. The city of Lebanon uses these funds for improvements to public roads and highways, water and sewer lines, and also for land acquisition. Community Reinvestment Area (CRA) is a program through which commercial and residential property owners can receive tax incentives for investing in real property improvements. This is a direct incentive, tax exemption program for renovation or new construction projects. Ohio Enterprise Zones provide special tax incentives to businesses that agree to invest in capital improvements and create and/or retain jobs in the area where they are located. It also offers real and/or personal property tax exemptions on eligible property assets. This incentive helps to stabilize and revitalize industrial areas while creating and retaining jobs. The state of Ohio offers many incentives to help establish and grow businesses, including Job Creation Tax Credit, Manufacturing Machinery/Equipment Investment Tax Credit, Job Retention Tax Credit, Research and Development Tax Credit, Training Tax Credit, loans, Technology Investment Tax Credit, Export Tax Credit, Qualified Small-Issue Bond Fund, and Enterprise Bond Fund.
Infrastructure From 1999 to 2006, the city of Lebanon owned and operated its municipal telecommunications system. Designed to meet immediate and future needs, this system provides direct, dedicated fiber access in all industrial parks. Lebanon Commerce Center, Kingsview Industrial Park, and Columbia Business Park already have redundant 96-count fiber in the ground. A unique partnership with Cincinnati Bell Telephone, formed in 2006, provides cable television, high-speed Internet connections, and phone services to the community. Service rates are currently up to 30 percent less than those of surrounding communities. Lebanonâ&#x20AC;&#x2122;s Division of Electric is a wholly owned subsidiary of the city of Lebanon. The division provides 169 million kilowatt hours in average annual usage to the community. The division purchases wholesale power from American Electric Power and delivers it through their transmission and distribution systems to over 9,500 customers.

Lebanon is located near two major interstate highways — I-75 to the west and I-71 to the south and east — and is also near State Routes 48, 63, 123, and U.S. Route 42. Over-the-road freight services are provided to the area by 14 intrastate motor carriers and all interstate carriers. Norfolk Southern Railroad provides freight rail service. Port of Cincinnati is the country’s fifth-largest inland port. Less than 30 miles from Lebanon, it handles more than 52 million tons annually on the Ohio River. Air passenger and freight services are within 45 minutes of Lebanon. Cincinnati/Northern Kentucky International Airport serves more than 22 million passengers each year, and is Delta Airline’s newest and most modern hub. Warren County Career Center (WCCC) serves nearly 8,000 adults each year through its Adult Workforce Development division. In 2006–2007, 4,809 individuals were served through the customized training and employment services it provides. These services are available at either of the two campus sites — Lebanon or Kings Mills — or on site at the company’s location. Any of the center’s career programs and courses can be customized for a particular industry and presented to employees. The Technology Education Center on the main campus is the main site for computer training. It also has facilities that companies may use for small retreats, business meetings, planning sessions, and training sessions. Sinclair Community College’s Courseview Campus Center (CCC) in Mason opened in 2007. As a participant in the educational and business communities here, CCC is committed to offering continuing-education courses to industries, government agencies, and local agencies to help them become more competitive in the global market. As an engine for economic development in Warren County, CCC can provide these courses on campus or on site at times convenient for employees. The campus facility also provides a place for community gatherings and educationally related events. Workforce One of Warren County is a partnership of the workforce development, educational, and social service agencies here. The Lebanon Symphony Orchestra and Chorus Breaking the Classical Sound Barrier! In 1991, Music Director David Donovan and a handful of community members embarked on a musical journey as the founding organization of the Lebanon Symphony Orchestra and Chorus (LSOC). The Lebanon Area Community Chorus (LACC) first presented Part One of Handel’s Messiah in 1991, with an organ and harpsichord as the only accompaniment. Messiah is now performed with full baroque orchestra by the LSOC, biennially, in its entirety and is gaining the reputation as the Messiah performance not to miss. As the repertoire grew, the need for orchestral accompaniment became more apparent, so in 1996, the New Little Symphony Orchestra was formed. In 1998, the Boards of the LACC and the New Little Symphony Orchestra merged, forming the current organization. The orchestra is made up of professional musicians from around the tri-state area, while the chorus is comprised of volunteer choristers within the Greater Cincinnati-
Dayton Corridor. The chorus has performed with the Cincinnati Opera and the Kentucky, Blue Ash/Montgomery, and Hamilton-Fairfield symphonies. The Lebanon Symphony Orchestra and Chorus has consistently pushed the musical envelope with creative and innovative programming, from the fun-filled COOKIE CONCERT to last season’s stellar performance of Richard Einhorn’s Voices of Light/ The Passion of Joan of Arc, with special guests Richard Einhorn and ANONYMOUS 4. The LSOC is a user-friendly organization. It is an organization through which you can learn, listen, meditate, reflect, and experience great classic, contemporary, and traditional orchestral/choral works — all within the comforts of your community’s back yard! Lebanon Theatre Company Since the 1920s, Lebanon has made theatre an important part of its cultural scene. For the past 12 years, Lebanon Theatre Company has presented four productions each year — including comedies, musicals, dramas, and musical reviews — in its intimate theatre on the top floor of what was once a shoe factory. Each production features talented regional actors. The company has won many Orchid Awards from the Association of Community
Theatres, and in 2005 it was named as a Local Secret/Big Find on the Travelocity Web site. The company’s summer theatre camps for children are preparing the next generation of actors for the stage, behind the stage, and as audience members.
Live Music Venues Several downtown venues regularly host musical performers, adding additional flavor for various tastes. Local solo musicians and combos play in The Black Horse Tavern and provide dinner music in the restaurant at The Golden Lamb Inn. Wild Bill’s New American Grille, The Village Wine Cellars, and Doc’s Place are also popular places to take in some tunes. Lebanon Grand Opry House presents live country music shows featuring talented regular singers and an exciting line-up of guests. Lebanon Blues Festival, an annual event, hosts the live music of blues bands each August.
Warren County Arts Council This organization brings the arts to all citizens of Warren County by sponsoring community programs for all ages. Historic Downtown Lebanon Lebanon, a quaint and picturesque community, maintains a Colonial atmosphere that is unusual for cities in the Midwest. It is home to nine structures and four districts â&#x20AC;&#x201D; including the Lebanon Commercial District â&#x20AC;&#x201D; that are listed on the National Register of Historic Places. With the many antique shops, restaurants, and specialty shops located downtown, itâ&#x20AC;&#x2122;s obvious that Lebanon has something to offer all residents and visitors. Downtown Lebanon is also the home of the Lebanon Mason Monroe Railroad; The Warren County History Center; The Corwin House, once the home of Thomas Corwin, who was elected governor of Ohio in 1890; and The Golden Lamb Inn and Restaurant, Ohioâ&#x20AC;&#x2122;s oldest operating inn. Many distinguished visitors have enjoyed its hospitality and beauty: 12 presidents, including President George W. Bush, and several literary greats, including Charles Dickens, Samuel Clemens (Mark Twain), and Harriet Beecher Stowe.

County History Center preserves. Located in downtown Lebanon, this is a three-story brick building with 28,000 square feet of space. In 2007, Rand McNally included it as a â&#x20AC;&#x153;canâ&#x20AC;&#x2122;t missâ&#x20AC;? stop in its Midwest Getaway Guide. Known as one of the most outstanding county museums in the country, it includes exhibits from the Paleozoic period to the mid20th century, prehistoric artifacts dating back to 500 million years ago, Indian relics from 10,000 B.C., Butterworth Cabin, the farming and tools equipment room, a country school, a common church, a transportation exhibit, and many other exhibits that bring to life the heritage of the past. Helping visitors to understand the daily life of the Shakers, who came to North America in 1774 and established the community of Union Village in Warren County in 1805, is the Robert & Virginia Jones Shaker Gallery. Artifacts and Shaker inventions are displayed here in realistic room settings with natural light. Village Green is a collection of small storefronts displaying thousands of items from everyday life as it was in the 19th century. The collections of musical instruments, furniture, and art are noteworthy. Visitors also come to see the paintings by artist Marcus Mote; furniture, dishes, and glassware by Russel Wright; and examples of Shaker furniture.
Lebanon Public Library Built in 1906 for Lebanon residents with donations from well-known philanthropists Andrew Carnegie and William Harmon, this library has been open for use to all Warren County residents since 1940. A new addition to the building was opened in the 1980s. Located on the southwest corner of Main and Broadway in the historic downtown area, this is an educational and historic landmark for the city. As a center for knowledge, education and entertainment, the library has a collection of more than 150,000 volumes. Children are an important focus of its programs, which include story times for children of all ages and a summer reading program that included 3,200 area children in 2007.
Lebanon Mason Monroe Railroad Leaving from a station that is a replica of Lebanonâ&#x20AC;&#x2122;s original passenger station built in 1881, this scenic excursion train makes regular trips along what was once the Miami Valley Railway. It is owned by the city and operated by the Cincinnati Railway Company as the LM&M Railroad. Its CNRY 55 locomotive is one of the oldest GP7 locomotives in operation today. The four bright red coaches and the open-air car, plus the tower and semaphore, give passengers a glimpse of travel as it was in another time.
Glendower State Memorial On a hill overlooking downtown Lebanon is one of Ohioâ&#x20AC;&#x2122;s finest examples of residential Greek Revival architecture. This elegant home was built between 1836 and 1840 by John Milton Williams, who named it after the Welsh prince and hero Owen Glendower. Ionic and Doric columns, classic carved cornices and porticoes, and a hipped roof with a captainâ&#x20AC;&#x2122;s walk are just a few of its distinctive features. Many Empire and Victorian furnishings recreate the elegance of bygone days. Christmas at Glendower is an annual event that showcases the enduring beauty of this local treasure.
Cincinnati and Dayton One of the top cultural attractions in the Midwest is the Cincinnati Museum Center at Union Terminal, just 30 minutes south of Lebanon. This nationally recognized education and research resource includes the Cincinnati History Museum, Cinergy Childrenâ&#x20AC;&#x2122;s Museum, Museum of Natural History & Science, Lindner Family OMNIMAXÂŽ Theater, and the Cincinnati Historical Library. Dayton â&#x20AC;&#x201D; just 30 minutes north of Lebanon â&#x20AC;&#x201D; is the home of the National Museum of the United States Air Force. As one of the countryâ&#x20AC;&#x2122;s premier educational attractions, its displays and exhibits present the history and traditions of this branch of our armed forces.

ebanon (pronounced LEH-buh-nuhn by most and LEB-nuhn by local residents) is the ninth-fastest-growing city in Ohio. Early settlers gave it this name because the primitive forests of white oak, black walnut, elm, sycamore, juniper, and eastern red cedar trees that covered the hillsides seemed like the cedar forests that once flourished in the Middle Eastern country of Lebanon. This also inspired the nickname â&#x20AC;&#x153;Cedar City.â&#x20AC;? Located in southwestern Ohio, Lebanon is connected via interstate highways to the metropolitan areas of Cincinnati, Dayton, and Columbus. It is also served by state routes, as well as air and rail transportation. Covering 12 square miles, the cityâ&#x20AC;&#x2122;s population has grown from 1,320 residents in 1840 to nearly 20,000 in 2006. During that time, the city has made great strides in setting the standards for technology, industry, and community development for southwestern Ohio. Preserving the past while growing into the future is the primary focus. This is a city with vitality and vision. In 2006, the average age was 33 years, and the average household income was estimated at $66,600. Excellent schools, reasonable tax and utility rates, plus convenient access to regional amenities, attractions, and services make this a desirable place to live and raise a family.
Brief History of Lebanon This area was first settled after the Revolutionary War, and the first cabins were built in the 1790s. Ichabod Crain was the first settler in 1796. Francis Dunlavy opened the first school in 1798. As the settlement continued to grow, a surveyor laid out the original community in 1802. The first courthouse was built in 1805. John McLean began publishing The Western Star newspaper here in 1807, and it is still in publication today as Ohioâ&#x20AC;&#x2122;s oldest weekly newspaper. Shakers â&#x20AC;&#x201D; also known as The Society of Believers in Christâ&#x20AC;&#x2122;s Second Appearing â&#x20AC;&#x201D; first came to North America in 1774. A group of them established Union Village near Lebanon in 1805. This was the largest Shaker

Local Information village in the West, known as an exclusive, intentional, celibate, and religious community. Primarily an agrarian society that followed a simple lifestyle, these settlers were also known for their furniture and inventions. This settlement disbanded in 1912. The Otterbein Retirement Living Community is located on this site today. Local interest in their culture still exists, as evidenced by the very popular Robert & Virginia Jones Shaker Gallery at the Warren County History Center. Education has always been a high priority for this city. Alfred Holbrook started the Southwestern Normal School, a teachers college, here in 1855. Its original Lebanon Academy building still stands today. For 60 years, the school grew and eventually occupied several buildings. It was later known as the National Normal School, and then the National Normal University. Once the largest normal school in Ohio, it became Lebanon University in 1907. Because of financial difficulties, it closed in 1917 after graduating 80,000 students. Philanthropist William Harmon left a lasting mark on the city by establishing the Harmon Civic Trust in 1915. Designed to fund ongoing community improvement projects, the trust still exists today.
Claims to Fame Two movies have been filmed here: Harper Valley PTA in 1977 and Milk Money in 1993. Memorabilia from these films can be seen at the Village Ice Cream Parlor and Restaurant in downtown Lebanon.
