long the pleasant banks of the DuPage River lies Naperville, Illinois — full of unmatched charm and beauty. The city beams with progressive, artistic culture and a rich, friendly ambience. The city’s accolades and booming industries seem only to complement its already picturesque qualities. As the oldest city in DuPage County, Naperville has managed to maintain historical charm with a wide selection of quaint shops, popular retail stores, and beautifully kept neighborhood parks. Meet Your Government Officials By D.W. Norris

N

When it comes to governance, Naperville is ahead of the curve.

aperville has used the council-manager form of government for nearly 40 years, making it one of the first Illinois cities to use that format. A city manager acts as chief administrator of the city. The Naperville City Council is comprised of a mayor and eight members elected at-large. The Council meets at 7 p.m. on the first and third Tuesdays of each month in the Council Chambers at the Naperville Municipal Center, located at 400 S. Eagle St. The public has an opportunity to speak before the council during each meeting.

Mayor George A. Pradel has a strong law enforcement background, and as a 69-year resident, knows Naperville inside and out. He has served his community for more than 40 years. Pradel retired from Naperville’s police department, where he worked for 29 years, after his election as mayor in 1995. Active in the Lions Club, Rotary Club, and DuPage County Child Serve Safety Committee, among other groups, Pradel continues his nearly lifelong love affair with Naperville. Pradel is active in various area veterans groups, and he and his wife of 46 years, Pat, have three adult children.

James Boyajian, a Milwaukee native, has served on the City Council since 2003 and holds degrees in economics and marketing from the University of Wisconsin-Whitewater. Boyajian has also served Naperville as a member of the Plan Commission, Naperville Development Partnership, and as a past board member of the Naperville Area Chamber of Commerce. He has vast business experience as a 29-year employee of Amoco and as a private consultant. Boyajian and his wife of 37 years, Marianne, have three sons. Robert Fieseler is an East Coast native who came to the Midwest to attend law school after he completed his undergraduate studies with an engineering degree. The next stop for Fieseler was Loyola University Chicago School of Law, from which he graduated in 1984. Fieseler has practiced law for 24 years as a patent attorney. He is active in the community as a youth sports coach, Boy Scouts leader, and as a director of Naper Settlement, a museum of 19th-century life in Naperville. Fieseler and his wife of 28 years, Mary Ellen, have four adult children. Dick Furstenau has served on the City Council for nearly 10 years. A one-time rancher from Montana, Furstenau holds an M.B.A. from Utah University. He brings corporate experience to the Council from jobs at Lucent Technologies and AT&T, as well as knowledge of how small businesses operate from his position as a partner at Furst Homes. As a public servant, Furstenau has spent time on the Fair Housing Commission and has worked with local children as a Junior Achievement Advisor. Furstenau and his wife, Connie, have five children and nine grandchildren.

Born in Chicago, Doug Krause has served on the Naperville City Council for nearly 20 years and has a wealth of experience in municipal and county government, as well as in small business. Krause has served on the DuPage County Solid Waste Committee, the DuPage Stormwater Committee, the Public Utility Board, and the Naperville Area Chamber of Commerce. He holds degrees in accountancy and business education and has been involved in a variety of local businesses. He and his wife, Cindee, have four children. Kenn Miller has been a council member since 2005 and holds an M.B.A. from Lake Forest School of Management. He is active in Republican politics and in the Wheatland Salem Church. Miller learned a strong work ethic on his father’s farm, where he worked until earning a pre-med degree at the University of Iowa. On a corporate level, Miller has experience in the medical supplies and education businesses. He has served on the Plan Commission, as a Wheatland Township trustee, and as a member of the Downtown Rotary Club, among other civic and private organizations. Miller and his wife, Janice, have two daughters and three grandchildren. John Rosanova has dedicated his life to serving his country. As a Vietnam veteran, as a 22-year teacher of history and government at Naperville Central High School, and as a member of the City Council since 1997, Rosanova has readily answered each call of duty. He has deep roots in Naperville, having earned his B.A. in history from North Central College, which he attended before earning his M.S. in Educational Administration at Northern Illinois University. Before he became

a Council member, Rosanova served on the Plan Commission and the Transportation Advisory Committee. An active member of the Veterans of Foreign Wars Post 3873 and American Legion Post 43, Rosanova has four children. Darlene Senger enters her fifth year on the City Council in 2008. Ms. Senger, an Indiana native, holds an M.S. from Purdue University and an M.B.A. from DePaul. She adds a solid business background as a vice president and financial advisor to her impressive community resume. Senger has served on the Plan Commission, the Financial Advisory Board, the Indian Prairie Parents Council, and the Naperville Homeowners Association. She and her husband, Terry, have two children. Grant Werhli is a lifelong Naperville resident with an eye towards his community’s history and its future. He has served on the Naper Settlement Board, the Historic Sites Commission, the Riverwalk Commission, and the Naperville Development Partnership. A former Southern Illinois University Saluki, Werhli holds an aviation management degree from SIU Carbondale and has worked as a corporate pilot. Werhli and his wife, Sharon, have two children, and he remains active in the Rotary Club and has served on the Plan Commission. City Manager Pro Tem Robert Marshall is a former Naperville police officer. His duties include acting as the chief administrator for all city operations. Naperville’s city manager is appointed by the City Council and is responsible for carrying out policies established by the Council.

S

o you’ve found the place where you want to live — Naperville. Now the question is, “Where will I work?” The answer is simple — It’s also Naperville. Naperville is committed to business growth and high-paying jobs for singles and families looking to carve out their own American dreams. The list of major employers in Naperville reads like a “who’s who” of technology, energy, investment, communications, retail, and food service businesses. Top names include Alcatel Lucent, Nicor Gas, BP America Inc., Tellabs, Nalco Company, ConAgra Foods, Laidlaw, Calamos Investments, Solar Communications, and Kraft Foods. Alcatel Lucent puts about 5,000 professionals to work each day. The health care industry employs more than 4,600 workers. Nicor Gas, Illinois’ largest natural gas distributor, employs more than 2,000 workers. But while those employment numbers are impressive, they’re just the tip of the iceberg. The City of Naperville has a strong manufacturing and technological base, which combines with other fields such as retail and service industries to total more than 69,000 employees. Major employment categories in Naperville and its surrounding communities offer more than 620,000 jobs. Even with an impressive roster of businesses inside and outside its city limits, Naperville is continuing to pursue growth. The city has joined with members of the business community to expand existing businesses through its Naperville

Business & Industry Development Partnership (NDP). The NDP, a not-for-profit corporation founded in 1995, works on attracting new businesses to Naperville. The NDP aids businesses through its partnerships with utilities, education and health care providers, real estate developers, financial service companies, legal services, construction firms, and even landscapers. The partnership between the city and its businesses doesn’t end with the NDP. Naperville’s Plan Commission, which reports to the City Council, works on zoning, land use, and subdividing. Several members of Naperville’s City Council have served on the Plan Commission, which ensures that business will remain a priority as Naperville expands. And, to continue to foster growth and make things even easier for area businesses,

Naperville has one of the top chambers of commerce in the United States. The Naperville Area Chamber of Commerce, located at 55 S. Main St. Suite 351, is a forward-thinking organization that helps its Members better serve the city’s wideranging consumer segments. Naperville Public Schools Naperville’s numerous choices for exceptional education include two nationally recognized public school districts. Average scores for standardized tests, such as the ACT and SAT, consistently rate among the highest in the country. Naperville Community Unit School District 203 serves students in grades K–12 and offers a full range of special education programs for students with identified needs who range in age from 3 to 21 years. With an enrollment of just under 18,000 students, it is one of the six largest school systems in Illinois. In the fall of 2007, both Naperville Central High School and Naperville North High School were ranked in the top 2 percent of public high schools in the nation by U.S. News & World Report, and the entire district achieved the highest overall state test scores among large K–12 school systems in Illinois. District 203 partners with NCO Youth & Family Services and the Naperville Police Department to offer fourth and fifth graders an awardwinning substance-abuse prevention program known as Operation

Indian Prairie Community School District 204 is the fourth-largest school system in Illinois, with an enrollment of just under 29,000 students ranging from kindergarten through 12th grade. Both high schools have recently been named National Grammy Schools. The naperville Public library We’ve got a top library for a top city.

anked as the No. 1 library in its population category for eight years in a row, the Naperville Public Library (NPL) is a perfect complement to Naperville’s outstanding educational standards. Hennen’s American Public Library Rating Index (HAPLR) ranks 9,000 libraries according to 15 different factors. Naperville competes against cities such as Denver, Colorado, and Columbus, Ohio, in the 100,000–250,000 population bracket. The rankings appear annually in American Libraries, the professional publication of the American Library Association. The Naperville Public Library is the only library in the country to be ranked No. 1 for eight years. “We’ve gained such recognition by being very cost-effective and making sure we have items available for check-out that our residents really want,” said Susan Greenwood, Naperville Public Library’s community relations coordinator. The HAPLR rankings measure how efficiently a library uses its money and resources. With measures like cost per circulation and circulation per staff hour, the rankings provide cost–benefit ratios for the library industry. In addition, the extra weighing of factors such as visits per capita, circulation per capita, and items per capita reflect a community’s use of the library. Naperville’s circulation per capita of 29 items is very high and serves as

an indication of the strength of its Hennen ranking. As such, NPL is one of the busiest libraries in Illinois. In any given 12-month period, more than 4 million items are checked out from the three NPL locations. “Given the size of our city,” Greenwood said, “that shows that nearly everybody uses the library for something.” The library owns roughly 750,000 items. Holdings include books, magazines, newspapers, and large-type books; CDs, DVDs, videos, and books on CD; downloadable audio books, music, and DVDs; and premium subscription databases. Membership in the Naperville Public Library is free to residents of incorporated Naperville, and library cards may be obtained at any of the three locations. ? Trash Removal and Recycling Keeping Naperville clean is a major priority for both the city and its contracted waste collection service, Allied Waste Services. Allied uses multiple routs for curbside collection five days a week. For best service, please have your trash out by 6 a.m. on your assigned pick-up day. To help keep your city beautiful, please remove your refuse containers from your curb by 7 p.m. on pick-up day. Naperville offers more than simple waste removal services and has always looked for environmentally conscious methods for dealing with refuse. These containers are free of charge and are another step in keeping Naperville the best place to live in Illinois. Community members may recycle newspapers, office paper, plastics, aluminum cans, glass bottles and jars, junk mail, and cardboard boxes, among other items. Residents may also take materials to the city’s recycling drop-off center at 1600 W. Jefferson Ave. This service is free of charge. A Living History Museum

I

n 1969 a group of 12 people gathered, calling themselves the Naperville Heritage Society. They had a specific purpose: working diligently to preserve important aspects of Naperville’s past. Their first order of business was to figure out how to save a 19thcentury church building from being torn down. They resolved to relocate the 1864 Gothic Revival church across town and rest it on a 13-acre piece of land that was home to the Martin Mitchell Mansion. The Naperville Heritage Society succeeded in relocating a total of 18 buildings to the new site, and the once lone Victorian mansion — which had been serving as an eclectic museum in Naperville since 1939 — became the cornerstone of a historic village known as Naper Settlement. Naper Settlement is now Chicagoland’s premier outdoor museum village, receiving accreditation from the American Association of Museums in 2002. There are more than 8,500 museums in the United States today; only 770 have been awarded this accreditation. Of those, Naper Settlement is the first outdoor museum in Illinois to become accredited.

The Museum As a “living history” museum, Naper Settlement offers a unique experience. The goal of the site is to tell the story of daily life in Naperville as it grew from an 1800s frontier outpost into an established turn-of-the-century town. Visitors are given the unforgettable opportunity to walk through the Settlement and meet costumed villagers who are glad to tell you stories of what life was like in the 19th century. Villagers can also be found in the blacksmith, stone­carver, and print shops; the post office; and various other buildings, giving daily demonstrations of their craft and offering information on the history of each particular site. The Pre-Emption House can be found on the outskirts of the Settlement. This was the first hotel and tavern erected west of Chicago. According to legend, Abraham Lincoln once gave an impromptu speech from its rooftop. “Not many towns can boast about a museum like Naper Settlement,” said Marketing Manager Jody Ellyne. “The museum truly is a unique entity and resource because we do so many things for the community as a whole.” There are over 31,000 items on display throughout the Settlement. Furniture, clothing, sculptures, transportation artifacts, and agricultural implements can be found in appropriate settings to depict their original use. Other artifacts — paintings, blueprints, manuscripts, diaries, photographs, and more — can be found on display in the Martin Mitchell Mansion. The Naperville Heritage Society also made sure to include an extensive research library. Open to the public, the library has become a popular resource for genealogical studies and contains several hundred volumes of historical records pertaining to Naperville, DuPage County, and the state of Illinois. Centennial Beach

Century Walk

Moser Tower & Millennium Carillon

Centennial Beach in downtown Naperville features varied water depths for experienced swimmers and beginning waders alike. An NCAA-approved diving complex features two 1-meter boards and one 3-meter board. A sand beach is located next to the shallow end, providing a convenient spot for a sand castle. Six acres of fence-enclosed area, including four acres of grass and trees, is a perfect place for picnics and walks. The playground and Frisbee area are great places to get away from the splashing and sand. With all the fun it offers, it’s no wonder Centennial Beach was named one of the 150 Great Places in Illinois by the American Institute of Architects in 2007!

Naperville’s downtown district has hundreds of restaurants and shops. Just strolling the downtown streets provides artistic delight. Drawing inspiration from a Canadian town whose artful murals attracted tourism, Brand Bobosky founded Century Walk to attract business to downtown shops and restaurants. Now in its 11th year, Naperville’s Century Walk has added 30 works of art around the downtown area. Local and national artists borrow the walls and faces of businesses and apply paint, glass tile, and clay to transform them into beautiful murals depicting people and events of Naperville’s past 100 years.

Towering 158 feet over the Naperville Riverwalk is the Millennium Carillon, housed in Moser Tower. The Millennium Carillon was introduced to Naperville during a grand Independence Day concert on June 29, 2000. The Carillon houses 72 bronze bells, tuned chromatically, that ring out in concert over the Riverwalk three times a day. It is one of only four in the world with enough bells to span six full octaves. Bells range in weight from 10 pounds to the monstrous 6-ton “Captain Joe Naper Bell,” named after the city’s founder. Live concerts are regularly scheduled throughout the warm months by carillonneurs from across the nation.

In 1987, two early childhood educators, Louise Beem and Dorothy Carpenter, founded the DuPage Children’s Museum to provide interactive learning experiences focused on math, science, and art for young children. The Riverwalk

Heritage YMCA

The “Crown Jewel of Naperville,� The Riverwalk is the focal point of Naperville. Dedicated in 1981 when the city was celebrating its 150th birthday, Naperville Riverwalk provides year-round fun and entertainment. Occupying the bend of the West Branch of the DuPage River, nearly four miles of walking paths through Naperville’s downtown create the Riverwalk. It features fountains, covered bridges, the Riverwalk Amphitheater, the Celebration 2000 Millennium Wall, gazebos, volleyball courts, ice rinks, a cultural center, Rotary Hill, the Riverwalk Eatery, a pavilion, paddleboat rides, and some of Naperville’s most celebrated landmarks and attractions.

Since it opened in 1911, the Heritage YMCA has branched out to five locations: the original building, now known as the Kroehler Family YMCA; the Fry Family YMCA; the Aurora Family YMCA, in Aurora; the Field House Family YMCA; and the Oswego Family YMCA, in Oswego. The Strong Kids Campaign works to raise $500,000 to be distributed on a sliding-needs scale to families with a documented financial need in the community. “Thanks to the Strong Kids Campaign, no person will be denied participation because of an inability to pay,� Tom Beerntsen, president and CEO of Heritage YMCA in Naperville, said.
