Two airports serve Starkville. The largest is Golden Triangle Regional Airport (GTR), which offers a 6,500-foot paved and lighted runway and provides commuter service through Atlantic Southeast Airlines, a wholly owned subsidiary of Delta Air Lines. Passengers and freight have quick access to Atlanta, one of the nation’s busiest airline hubs. In addition, the George M. Bryan Field, located adjacent to Starkville’s industrial park, features a 5,550-foot paved and lighted runway and offers a variety of services for smaller private jets/planes. Commercial rail service is available through Kansas City Southern, which offers connections to all major rail lines. Virtually any United States railroad destination is accessible through Starkville’s rail service providers. Twenty-two miles from Starkville is the Tennessee-Tombigbee Waterway. This partly natural, partly man-made waterway provides convenient and economical access to cities along the Tennessee and Ohio rivers, from Canada to the Gulf of Mexico. No matter where and how you are going, you can certainly get there from here!

thoroughfare, in the early 1820s. Robinson Road helped to connect Jackson, Miss., with Nashville, Tenn., on a path through the newly established community. The 1870s brought rail service to Starkville. In 1874, the Gulf, Mobile & Ohio expanded into Starkville from Artesia. In 1884, the Canton, Aberdeen & Nashville came through and connected Starkville with Aberdeen to Durant on the Illinois Central line. This opened up a new trade territory for Starkville into the northeast. Starkville’s central location and excellent transportation network contribute to the community’s continued growth today. By highway, air, rail and river, goods and services make their way in and out of the community. Motor freight carriers serve Starkville and supply corporate citizens with next-day delivery service to major commercial hubs such as Atlanta, Birmingham, Memphis, Nashville, the Gulf Coast and New Orleans. Starkville’s highway system includes U.S. Highway 82 and State Highways 12, 25 and 389. Access to U.S. Highway 45 — a major north–south corridor — is just 10 miles away.

estled in the rolling hills of northeast Mississippi, Starkville has warm, humid summers and mild, dry winters. Its strategic, central location near many of the nation’s top markets makes Starkville a great place to conduct business. At the same time, the community is known to be friendly, safe and affordable. Starkville is located in Oktibbeha County, which was originally inhabited by Choctaw Indians. The name “Oktibbeha” means “icy water” and was inspired by a creek in the northern part of the county that was the boundary marker between the Choctaw and Chickasaw nations. In the 1820s, more than 1,500 Choctaws lived in six different settlements within the county. During that time, white Presbyterian missionaries came to Oktibbeha County and established permanent settlements. Led by Cyrus Kingsbury, these settlers established the Mayhew Mission in the northeastern portion of the county. Three years later, Calvin Cushman established the Hebron mission three miles north of Starkville. The mission worked to improve the Indian trails into suitable wagon roads. With federal and state funding, the mission created Robinson Road, the first public

WHY STARKVILLE?

What Sets Us Apart

S

tarkville offers a vibrant and diverse community with both smalltown charm and big-city opportunities! Don’t just take our word for it. Presently the park is the home of a number of research and technology businesses, including Cypress Semiconductors, Harbinger Technologies, II-VI Incorporated, Sitel (formerly ClientLogic), SemiSouth and Spatial Information Solutions, plus a number of university laboratories. The research park now employs

more than 1,500 individuals and was recently expanded by 25 percent in land area. With improvements now under way, the park will become a major economic development engine for Mississippi and a destination of choice in the Southeast United States for high-technology companies. The expectations are for an increase of 500 privatesector jobs (knowledge-based/high-salary jobs) by 2010, with an additional 1,500 jobs projected by 2015. • The Cornerstone Industrial Park is now ready for occupancy. Careful planning, covenants and amenities will ensure that the capital investments of companies are protected. The 226-acre site is at the intersection of four-lane Highways 25 and 12. The limited-access Highway 25 was part of a $100 million highway improvement project, completed in 2004. A beautiful property in a highly visible location with excellent utility services and transportation access make this an unbeatable choice for new and expanding companies. • According to the 2000 Census, Starkville had a 16 percent gain in population from 1990 to 2000.The city’s growth was ranked third compared to other north Mississippi communities. • As the home of Mississippi State University, Starkville enjoys the benefits of hosting one of the state’s top three employers. • The average household income in Starkville was $42,454 for 2006 and is projected to increase 15.2 percent by 2011, compared to the United States average of a 13 percent increase. www.starkville.org 5

Owning Your Own Home: Getting Started*

How do I know if I’m ready to buy a home? You can find out by asking yourself some questions: • Do I have a steady source of income? • Have I been employed on a regular basis for the last 2–3 years? • Is my current income reliable? • Do I have a good record of paying my bills? • Do I have few outstanding long-term debts, like car payments? • Do I have money saved for a down payment? • Do I have the ability to pay a mortgage every month, plus additional costs? If you can answer “yes” to these questions, you are probably ready to buy your own home. How do I begin the process of buying a home? Start by thinking about your situation. Are you ready to buy a home? How much can you afford in a monthly mortgage payment? How much space do you need? What areas of Starkville do you like? After you answer these questions, make a “To Do” list and start doing casual research. Talk to friends and family, drive through neighborhoods, and look in the “Homes” section of the newspaper. Additionally, you may want to consider pre-applying for a loan. Doing so will allow you to know how much home you can afford before you begin searching; it can also give you negotiating power once you’ve selected a home, as the buyer will know that you’re

10 Greater Starkville Development Partnership

already approved for a loan. However, the rates and amounts of pre-approval loans are usually only good for a fixed period of time; if your home search exceeds this period, you will have to re-apply for the loan. How does purchasing a home compare with renting? The two don’t really compare at all. The one advantage of renting is being generally free of most maintenance responsibilities. But by renting, you lose the chance to build equity, take advantage of tax benefits and protect yourself against rent increases. Also, you may not be free to decorate without permission and may be at the mercy of the landlord for housing. Owning a home has many benefits. When you make a mortgage payment, you’re building equity. And that’s an investment. Owning a home also qualifies you for tax breaks that assist you in dealing with your new financial responsibilities — like insurance, real estate taxes and upkeep — which can be substantial. But given the freedom, stability and security of owning your own home, they are worth it. How does the lender determine the maximum loan I can afford? The lender considers your debt-to-income ratio, which is a comparison of your gross (pre-tax) income to housing and non-housing expenses. Non-housing expenses include such long-term debts as car or student loan payments, alimony, or child support. According to the FHA, monthly mortgage payments should be no more than 29 percent of gross income, while the mortgage payment, combined with

Starkville’s beauty and history, along with its affordable and abundant housing options, make it the ideal place to call home.

non-housing expenses, should total no more than 41 percent of income. The lender also considers cash available for down payment and closing costs, credit history, and so on when determining your maximum loan amount. How do I select the right real estate agent? The Partnership can provide a list of area agents. Talk to each before choosing one. Look for an agent who listens well and who understands your needs and whose judgment you trust. The ideal agent knows the local area well and has resources and contacts to help you in your search. Overall, you want to choose an agent who makes you feel comfortable and can provide all the knowledge and services you need.

Owning Your Own Home: Finding the Right House for You* What should I look for when deciding on a community? Fortunately, Starkville has many community and neighborhood choices. Select a community that will allow you to best live your daily life. Many people choose communities based on schools. Do you want access to shopping and restaurants? Is access to local facilities like libraries and museums important to you? Or do you prefer the peace and quiet of a rural community? When you find places that you like, talk to people who live there. They know the most about the area and will be your future neighbors. How can I find out about community resources? Contact the Partnership for promotional literature, welcome packs, maps and other information. Your real estate agent and the local library are also good sources of information. Is an older home a better value than a new one? There isn’t a definitive answer to this question. You should look at each home for its individual characteristics. Generally, older homes may be in more established neighborhoods, offer more ambience and have lower property tax rates. People who buy older homes, however, shouldn’t mind maintaining their home and making some repairs. Newer homes tend to use more modern architecture and systems, are usually easier to maintain, and may be more energy-efficient. People who buy new homes often don’t want to worry initially about upkeep and repairs.

What should I look for when walking through a home? In addition to comparing the home to your minimum requirement and wish lists, consider the following: • Is there enough room for both the present and the future? • Are there enough bedrooms and bathrooms? • Is the house structurally sound? • Do the mechanical systems and appliances work? • Is the yard big enough? • Do you like the floor plan? • Will your furniture fit in the space? • Is there enough storage space? (Bring a tape measure to better answer these questions.) • Does anything need to be repaired or replaced? Will the seller repair or replace the items? • Imagine the house in good weather and bad, and in each season. Will you be happy with it year-round? Take your time and think carefully about each house you see. Ask your real estate agent to point out the pros and cons of each home from a professional standpoint. What questions should I ask when looking at homes? Many of your questions should focus on potential problems and maintenance issues. Does anything need to be replaced? What things require ongoing maintenance (e.g., paint, roof, HVAC, appliances, carpet)? Also ask about the house and neighborhood, focusing on quality of life issues. Ask questions until you understand all of the information you’re given. Making a list of questions ahead of time will help you organize your thoughts and arrange all of the information you receive. *Source: The U.S. Department of Housing and Urban Development

Mississippi State University Celebrating more than 129 years of service, Mississippi State University (MSU) is the state’s largest institution of higher learning. Founded in 1878 as Mississippi A&M, Mississippi State is a comprehensive land-grant institution that is known for excellence in teaching, research and service. More than 16,000 students enroll annually at the university, and there are more than 4,000 faculty and staff members. Every year, Mississippi State University awards more than 3,000 degrees, over 100 of which are doctoral degrees. Statistically speaking, nearly three-quarters of the university’s students are from Mississippi; about 20 percent are African-American, and around four percent are international students. Three-fourths of MSU’s enrollment is composed of undergraduate students. MSU’s fall 2006 freshman class had an average American College Test composite score of 23.3. Although MSU is best known for the strength of its agricultural and engineering programs, it is also known for being the only college in Mississippi to offer architecture and veterinary medicine degrees. More than 80 majors are offered at the undergraduate level, some 65 at the master’s level and about 50 at the doctoral level. MSU’s College of Education is one of the nation’s 632 programs accredited by the National Council for Accreditation of Teacher Education. The Early Childhood Institute, housed in the College of Education, is cooperating with state schools to develop professional leadership programs to improve education for children in preschool through the third grade. Another noteworthy area of recognition is MSU’s Golf and Sports Turf Management Concentration, offering a four-year curriculum that incorporates 12 months of required cooperative education. The Professional Golf Management program, the second-oldest in the nation, is sanctioned by the Professional Golfers’ Association. As a land-grant university, MSU is home to the Mississippi Agricultural and Forestry Experiment Station and conducts research to improve row crops, catfish, poultry, furniture, forestry and other agricultural commodities. Research Unit of the Department of Forest Products are helping keep Mississippi’s upholstered-furniture industry competitive. Mississippi produces 70 percent of the upholstered furniture made in the United States. MSU’s Extension Service provides researchbased information, educational programs and technology transfer focused on the issues and needs of the people of Mississippi, enabling them to make informed decisions about their economic, social and cultural well-being. Other unique opportunities at Mississippi State include its High Performance Computing Collaboratory (HPC2), formerly the Engineering Research Center, which originated as a National Science Foundation program. HPC2 specializes in applications of high-performance computing, including those for air and space crafts, ships, and submarines. It also creates virtual wind tunnels to provide a better understanding of the impacts of air and water on various design structures. The importance of HPC2’s presence was demonstrated by Nissan’s decision to locate a plant in nearby Canton a few years ago. With Nissan’s — and soon to be Toyota’s — presence in Mississippi, the university is shifting some of its resources toward the automotive industry with its Center for Advanced Vehicular Systems, located in Starkville. The university’s Raspet Flight Research Laboratory has developed composite materials for use in aircraft design and has more than 50 years of experience designing aircraft. This flight lab presence and ability to work hand-in-hand with industry was an important element in American Eurocopter’s — as well as Aurora Flight Sciences’ — recent decision to locate a manufacturing operation in the Golden Triangle region. Mississippi State’s Institute for Clean Energy Technology (ICET), formerly Diagnostic 16 Greater Starkville Development Partnership

Instrumentation and Analysis Laboratory, is a large operation that designs sensors for inhospitable areas, such as the inside of a molten furnace or the inside of an exhaust plume of a space shuttle engine. Using these opticbased, ultra-sensitive sensors, ICET uses light to check temperatures and other conditions in places where many other devices could not survive. Mississippi State University is a member of the Southeastern Conference for intercollegiate athletics and offers excellent opportunities for students to participate competitively. MSU also is home to many national fraternities and sororities and has more than 300 student organizations of varying focus, including those of social, service, political, religious and scholastic honors. The university also has strong intramural programming to keep students active and involved while attending. East Mississippi Community College/ Golden Triangle Campus East Mississippi Community College’s Golden Triangle Campus (EMCC-GT) serves more than 3,000 full-time, part-time, day and evening students. For the past 10 years, it has been one of Mississippi’s fastest-growing college campuses. EMCC is an accredited community college with a comprehensive twoyear academic curriculum. It offers students a wide range of classes in the sciences and the arts and 23 career and technical training programs, as well as options like adult basic education, continuing education and customized industry training. The Golden Triangle Campus opened its new Humanities and Fine Arts Complex in

fall 2007. The 25,000-square-foot facility was a necessity to accommodate the ever-expanding academic unit. EMCC takes a leadership role in workforce training. Its Center for Manufacturing Technology Excellence — also known as The Center at EMCC — is a multimillion-dollar, state-of-the-art training facility that provides industries in the region with essential training to maintain competitiveness in a global economy. The center is driven and governed by industry. It works with both new and existing industries in the EMCC District to enhance workforce education by providing specialized training in manufacturing technology. Its goal is to provide workplace-specific education and technical support services for companies and employees to flourish in the technology-based manufacturing age. The center’s training programs include Programmable Logic Controllers (PLCs), AutoCAD, Hydraulics, Pneumatics, Motor Controls and many customized training programs. The technical skills required for today’s workforce are still in short supply; retraining the current workforce and developing the skills of the future workforce are ongoing challenges for the business community. EMCC and the Center for Manufacturing Technology Excellence are area educational resources providing needed technical training for both the current and future workforce. A recent innovative offering by the workforce staff at the center has resulted in the first class in the state of Mississippi to graduate as Career Readiness Certified workers. A goal of EMCC is to upgrade skills of individuals; everything that is done by the college is predicated upon its impact on the people of the region. EMCC and Workforce Services at the center are actively involved in two new initiatives in the region. EMCC has joined forces with three other community colleges in east Mississippi and four in west Alabama to form the WAEM Region. A Department of Labor Grant administered by the Montgomery Institute and involving both governors and both state economic development agencies has allowed EMCC to participate in an effort to help build a better regional workforce, a stronger regional economy, an entrepreneurial capacity, and better communities. Throughout the region and in EMCC’s area as well, communities are attempting to work together, some for the first time, to accomplish this goal. A second initiative with which EMCC is involved is the Corridor Consortium. The Corridor Consortium, consisting of Northeast

Community College, Itawamba Community College and EMCC, was formed to bring training expertise and increase the scale and clout in the region to provide specific training for new and expanding industry. The consortium increases the capacity of the community colleges to draw on the expertise and training of a far larger staff with the ability to meet the globally competitive training necessary to attract and sustain industry in north Mississippi. HEALTH CARE

Capable, Compassionate Care

E

ach year, thousands of patients from a seven-county area rely on Oktibbeha County Hospital (OCH) for their health care needs. Because of its local ownership, OCH invests resources back into facilities, medical technology and equipment, and communities, impacting virtually every facet of area residents’ lives. With more than 600 employees, this progressive rural hospital provides capable, compassionate care each year for inpatients, more than 18,000 outpatients, and almost 22,000 emergency room visitors. It has six ICU beds and one of the lowest nosocomial (hospital-acquired infection) rates in the country. Almost 100 staff physicians at OCH provide state-of-the-art services. Most of these doctors are board-certified; some are even fellowship-trained. The hospital handles more than 12 medical specialties, including urology, gastroenterology, ophthalmology, family medicine, radiology, internal medicine, pulmonology, pediatrics, orthopedic surgery, pain management, otolaryngology (ENT), and obstetrics and gynecology. Since its founding 30 years ago, OCH has continued to invest in advancing medical technology. As a result, the hospital offers a 64-slice CT scanner, a 1.5 Tesla MRI unit, bone densitometry (for osteoporosis diagnosis and evaluation), laparoscopic Nissen fundoplication

(advanced treatment for gastroesophogeal reflux disease), lithotripsy (for non-surgical removal of kidney and urethral stones), a sleep disorder lab, digital mammography, a GI lab, and many other advanced medical procedures and services. The OCH Center for Breast Health & Imaging is a freestanding facility offering the latest tools in the diagnosis and management of breast disease. The center is certified by the American College of Radiology and provides digital mammography, breast ultrasound, stereotactic breast biopsy, breast MRI, and other such services under the direction of a board-certified breast health specialist. Expectant parents receive special attention at OCH. The hospital has five beautifully decorated birthing suites that help make the labor and delivery process more relaxing. OCH’s “Special Beginnings” program provides soon-to-be parents with helpful programs and services like childbirth, sibling, grandparenting and breastfeeding classes, as well as a breast-pump rental service, 24-hour infant information hotline, and free children’s safety-seat inspections. Numerous surgeries are performed in OCH’s OR suite, including routine procedures such as appendectomies, carpal tunnel release, joint replacement, laparoscopic gallbladder removal and arthroscopy,

as well as specialized procedures for the eyes and palate. And, because of the skill of staff surgeons and the support of advanced equipment, many of these procedures are done on an outpatient basis. Oktibbeha County Hospital also provides paramedic ambulance services for area residents; CPR, First Aid and Safe Sitter classes; a physician referral service (323-MDMD); and diabetes and arthritis support group meetings. OCH recently completed a $30 million renovation and expansion project known as the South Tower, which houses an impressive new emergency services suite, radiology unit and laboratory, as well as surgery and recovery suites and an outpatient services area. In a previous expansion, the hospital created the OCH HealthPlex, a more than 30,000-squarefoot facility that houses the hospital’s rehab

services department, cardiac and pulmonary rehabilitation programs, and the Wellness Connection, a total fitness center dedicated to improving the health and well-being of area residents. With five licensed therapists, the rehab services department provides a variety of services, including wound care, speech/language therapy, aquatic therapy, occupational therapy and general orthopedic rehab. Sports medicine rehab services are also offered and are just one component of the hospital’s overall sports medicine program, which boasts certified athletic trainers who regularly attend the practices and games at area schools to help treat and prevent injuries. Free sports physicals are performed each year for these athletes and, during football season, Saturday morning clinics are held each week

www.starkville.org 19

so that players can have Friday night’s game injuries evaluated and treated by a boardcertified orthopedist. The Wellness Connection offers new members a full fitness test and health assessment along with a customized exercise regimen to meet their individual needs. One-on-one nutritional counseling is available, as are

personal training services. The facility offers an array of modern equipment and services. A variety of special-interest and lifestyle-modification classes are offered, such as Tai Chi, yoga, swimming lessons, massage therapy, smoking cessation and weight management. Special exercise classes for those with arthritis, osteoporosis and other physical limitations are also offered. In addition, the Wellness Connection provides a licensed activity center for members’ children age two months to 14 years.

Because OCH’s leadership understands the importance of keeping pace with today’s competitive health care market, yet another renovation and expansion project is planned to add a women’s center, additional waiting space and enlarged patient rooms and to otherwise enhance the facilities and services provided. For more information about Oktibbeha County Hospital, its events and services, or a complete listing of classes/services at the HealthPlex, visit www.och.org or call the marketing and public relations office at 662-615-3065.

In 2004, Mary Ann Templeton, widow of Charles H. Templeton Sr., donated funds to the Mississippi State University Libraries to renovate an area within Mitchell Memorial Library to re-establish the Charles H. Templeton Sr. Music Museum. Through her generous gift and the contributions of her son, Chip Templeton, and daughter, Mary Beth Templeton Langston, the Charles H. Templeton Sr. collections continue to educate and inspire individuals throughout the world. Mr. Templeton began collecting musical instruments after his wife spied an outside horn record player and thought it would look nice in their home. He agreed to buy it for her, and that was the beginning of a continuing interest. The library currently displays 96 of the 192 instruments contained in the collection. The museum allows visitors to view and listen to the early phonographs created by Thomas Edison, as well as Columbia and Eldridge Johnson’s gramophones. See and listen to cylinder and disc-type music boxes, organs, organettes of paper roll and cob varieties, and self-playing accordions. For example, until the late 1950s, the Cotton District was a collection of row houses and shanties for workers at the nearby cotton mill. Today, it is the most photographed area of the city. With cobblestone alleys and walkways, meticulously maintained courtyards, and landscaped grounds, the newly revived Cotton District draws neighbors outside and creates a great sense of community. In the spirit of such historic cities as New Orleans, Charleston and Savannah, more than 130 brightly colored, award-winning properties are showcased within the district. A stroll through the Cotton District gives visitors an opportunity to see such rarities as handcrafted shutters, dormers, balconies, railings and trim moldings. There are ample shopping and dining opportunities as well. The Starkville Historic District includes several restored brick buildings with wagonheight sidewalks that reflect the flavor and character of the late 1800s. Though the area existed well before the 1820s, a fire in 1874 destroyed most of downtown. Today, visitors

can see and shop in the buildings that were rebuilt after the fire. Examples include four well-preserved churches and Historic Hotel Chester, a 1925 hotel that was restored and reopened in the summer of 2003. Located in the hotel is Big Daddy’s Restaurant & Bar, which is open for lunch and dinner. While downtown, don’t miss the opportunity to go shopping in the Starkville Historic District. Whether your quest is for candles, gift items, stained glass, stationery, or MSU apparel and memorabilia, Starkville’s various retail areas are filled with unique shops that hold something for even the most particular of shoppers. Originally known as the East End Land Company Subdivision, The Nash Street District is the community’s best example of its earliest subdivisions. Once called “The Garden District” because of its modern-styled homes and landscape plans, the area’s 17 Nash Street homes were built in the 1930s and 1940s and feature Tudor Revival, Craftsman and Colonial Revival styles. The street was originally settled by people affiliated with Mississippi State University. Greensboro Street is lined with late 19thand 20th-century homes. It was originally part of the “Greensboro Road,” a dirt pathway that

merchants utilized to send and receive items from the Tombigbee Waterway in nearby Columbus. The large-scale houses on the street are Colonial Revival homes reflecting pre-Civil War styles. A Jacobean-style middle school that is today the headquarters of the Starkville School District was also built on Greensboro Street. Overstreet, an area just south of Main Street, forms Starkville’s largest historic district. The homes in the area range from ornate Queen Anne styles, to Folk Victorians and Colonial Revivals, to Craftsman and Bungalow styles.

Things to Do Starkville has an active Parks & Recreation Department that maintains six public parks within city limits. Public facilities include

two swimming pools; tennis and basketball courts; baseball, softball and soccer fields; playground areas; and picnic areas. Its program offerings include art, ballet, ceramics, handiwork, karate, exercise classes and activities for senior citizens. For a program schedule, call Starkville Parks & Recreation office at 662-323-2294. With entrances from three different counties, including Oktibbeha, Noxubee Wildlife Refuge was created from grants received through the 1930s Resettlement Administration.
