ituated right in the heart of the San Joaquin Valley, Tulare is in the perfect location. Residents enjoy a multitude of recreational opportunities, from hiking in the scenic Sierra Nevada Mountains in the east to swimming in the warm Pacific waters in the west. The prime location is also a terrific spot for businesses. While still within same-day reach of major California markets, Tulare offers businesses a great location, a lower cost of doing business, and a terrific workforce. Discovered in the late 1700s, Tulare was officially founded almost one hundred years later in 1872 with the arrival of the Southern Pacific Railroad. Settlers had arrived years earlier, and the roots of agriculture were planted in 1860 when Dr. W.F. Cartmill began farming northwest of Tulare and later opened the first of many dairies in the region. As the city continued to grow and flourish with businesses opening, churches being organized, and settlers arriving from all over the country, the citizens decided it was time to incorporate. In 1888, the City of Tulare was officially incorporated and continued growing. The city experienced its share of difficult times during its earliest days. In fact, during the first 14 years, the town burned down and was rebuilt three times â&#x20AC;&#x201D; a testament to the perseverance of the earliest settlers of the area. In 1891, the town again faced hardship when the Southern Pacific Railroad relocated its valley headquarters to Bakersfield. The town was faced with the choice to either fade away or find a new way to support the city. Residents turned to the fertile farmland; soon, agriculture became the driving force of the economy, as it has so remained to this day. Water soon began to run short for the agricultural demands in the early days of Tulare, so the residents were once again faced with a decision. They formed the Tulare Irrigation District and issued $500,000 in bonds in order to construct an extensive canal system to carry water from the Sierra Nevada Mountains. To celebrate paying the bonds off early, residents held a bond-burning celebration in 1903. Today, the City of Tulare is home to more than 51,000 residents who come from diverse backgrounds and ethnicities. One thing has remained constant throughout all the years, however: Tulare residents continue to persevere today through whatever trials they may face. They are dedicated to making Tulare succeed. One thing insuring the success of Tulare is its ability to maintain a small-town feeling while remaining easily accessible to larger cities. Nestled in the beautiful Central San Joaquin Valley, Tulare is less than a four-hour drive away from Los Angeles and San Francisco, and the Sierra Nevada Mountains are just a short drive to the west. Fresno is

located 45 miles north of Tulare, and Bakersfield is 60 miles south. Tulare has weathered many storms in its long, rich history and always comes out stronger. Today, every member of the community continues to work together to make Tulare an even better place to live, work and play. The “City With a Smile” T ulare is unique in the role the government plays in the development of the city. The city leaders believe in making it easy for businesses to open their doors in Tulare and have streamlined the process. This is just one of the many reasons Tulare is known as the “City With a Smile.” The City of Tulare operates on a city council/city manager form of government with five at-large city council members serving in staggered four-year terms. Elections are held every other year on even-numbered years. The city manager runs the day-to-day operations of the city and reports to the part-time city council members. The council meets on the first and third Tuesdays of each month at 7 p.m., and agendas and minutes for their meetings can be found online at www.ci.tulare.ca.us. The city has many different departments to handle the needs of the citizens of Tulare. The Public Works, Parks and Recreation and Library, Administrative Services, Development Services, and Police and Fire departments are all ready to help residents of Tulare with any problems or questions. Safety is the number-one priority of any community, and Tulare is no exception. An excellent Police Department with 64 sworn police officers is continually making Tulare an even safer place to live. rates are already low in Tulare, the Police Department is constantly looking for ways to decrease crime. One way the Police Department is reaching out to the community is through the D.A.R.E. program. D.A.R.E. succeeds in part because it reaches children while they are young, builds their self esteem, and teaches them how to stand up to peer pressure. Instead of only teaching children to “just say no,” the program gives children viable alternatives and teaches them how to stay crime free. The Fire Department is another example of how Tulare continues to make the city an even safer place to call home. The City of Tulare has three fire stations and 40 sworn fire fighters. In addition to fighting fires, the Fire Department believes in educating their citizens. Fire station tours are one way they are helping to get the message of fire prevention out to the public. School-aged children

watch an educational video, tour the fire station, and see the fire-fighting apparatuses. In addition, the children are taught the important lesson to “stop, drop and roll.” There are also several public boards, commissions and committees in which members of the community can participate. The City Tree Committee is one example of citizens becoming actively involved in the beautification of their city. The committee is comprised of nine appointed members serving four-year terms who make recommendations to the Parks and Recreation Department concerning tree removal, planting and landscaping within the city limits. The City of Tulare has been named “Tree City USA” by the National Arbor Day Foundation for 16 consecutive years and has been given the “Growth Award” for four consecutive years for its residential treeplanting programs and water-efficient landscaping. These awards are due, in part, to the efforts of the City Tree Committee. Other committees and boards include the Planning Commission, Community Improvement Committee, the Parks and Recreation Commission, the Aviation Commission, the Board of Public Utilities, the Library Board, the Commission on Aging, and the Community Relations Commission. All

boards, commissions and committees meet regularly and post their minutes on the city Web site at www.ci.tulare.ca.us. Citizens can become involved by attending regularly scheduled meetings and requesting an appointment to the board when a vacancy arises. Many routine questions residents have for city employees can be answered 24 hours a day, seven days a week through FYI Tulare. This automated telephone-information service is not meant to replace the important

usiness and commerce in the Tulare area is expanding. The combination of a loyal and strong workforce coupled with local leadership makes it easy to open new businesses and expand existing businesses, which makes Tulare a winning location. How does Tulare make it easier for businesses to open? Local officials have taken to heart their goal of attracting new businesses to the area. Since 1994, the City of Tulare and the Tulare Chamber of Commerce have worked side by side in a unique public-private partnership designed to encourage economic development and job creation. This team approach makes it possible to streamline the process

between initial contact with a potential new business and its start of operations in Tulare. As a result, what some communities consider as “fast tracking,” Tulare considers as standard operating procedures. One example is the CEQA (environmental) review of planning applications. While most cities take much longer, Tulare has reduced the review time to the statutory time limits, which means most planning applications can be filed and acted upon within just 30 days. New businesses may also choose to file construction drawings for the plan checking and a building permit at the same time as a planning application or even in advance of the submittal of the planning permit application. Businesses who choose this

option often realize a time savings of up to six weeks. Several incentive programs are available to help businesses succeed in the Tulare area. One incentive program is the Business Incentive Zone (BIZ). Qualifying corporations can take advantage of state tax credits, development-fee deferrals, and permit fast tracking when locating in the BIZ area. Other benefits of operating in a BIZ area include employer hiring assistance and state hiring tax credits. There are many businesses taking advantage of the benefits of operating in Tulare. Some of the largest manufacturing and processing employers in the area include Land O’Lakes, whose plant in Tulare is the largest single site dairy complex in the nation; Ruiz Foods, the largest manufacturer of frozen Mexican food products in the U.S.; Häagen Dazs, whose only plant manufacturing that brand in North America is located in Tulare; Cheese and Protein International; and Kraft Foods Global. Some of the largest non-manufacturing employers in Tulare include the Tulare City School District, Tulare District Hospital, Tulare Joint Union High School District, WalMart, Southern California Edison, Knight Transportation, and the City of Tulare. The wide range of employers ensures a strong economy in Tulare and demonstrates the large skill set of the workforce in both Tulare and the surrounding communities. One reason so many different companies have chosen to locate in Tulare is the proximity to multiple transportation options. From rail to air and water to land, there are options to ship just about anything in and

out of Tulare. Tulare has excellent rail access to all major cities nationwide through Union Pacific. In addition, ground transportation is a convenient choice since Tulare is located on Highway 99 (California’s central corridor) with Interstate 5 (California’s longest freeway) just 40 miles west. There are several choices close to Tulare for both international and domestic air travel. Fresno and Bakersfield are within a one-hour drive and are home to international airports. Limited commercial air service is offered from Visalia Airport, just a few miles away. In addition, Tulare owns and operates its own municipal airport. Major sea ports of Los Angeles, San Francisco and Sacramento are all only 200 miles away, and the port at Stockton is 170 miles from Tulare. Training is also an important part of the workforce. Both pre-hiring education and on-the-job training are available in Tulare, keeping employees’ skills sharp and up to date with new technology. Businesses in the Tulare area will continue to see success for years to come due to the local officials who are ready and willing to help and the workforce that stands behind the products and services they offer.

AGRIBUSINESS

Driving the [ Economy A

griculture has been a part of Tulare since before the city was founded and continues to be a driving force in the local economy today. From the World Ag Expo to the local dairies and farms, agriculture touches almost every life in Tulare and much of the surrounding area in one way or another. Tulare County is the second-largest agricultural-producing county in the world and is also first in the nation for milk production. Located on some of the most productive farmland in the world, Tulare’s agriculture is at the heart of the local economy. Some of the primary commodities include milk and cream, grapes, oranges, cattle and calves, nursery products, and cotton. The pleasant year-round weather is one of the reasons agriculture is so productive in Tulare. Days are typically mostly sunny from April through October, and average rainfall is around 10 inches annually. Temperatures range from the mid-40s to the mid-60s in the winter and from the mid-70s to the upper 90s in the summer. Dairy products are by far the largest revenue producer for Tulare and the surrounding county. Bringing in over $1 billion annually, the milk industry is a vital part of the community. Many local dairies share in the annual revenue; a drive through Tulare and the surrounding countryside will show you just what an important role dairies play in the Tulare economy. Tulare County is home to over 300 commercial dairies and more than a half a million milking cows. The abundance of dairies and the community’s commitment to the dairy industry prompted the

concept of the California Dairy Technology Center. The center will be a joint endeavor of the UC-Davis Veterinary Medicine Teaching and Research Center, the College of the Sequoias, and the Tulare Joint Union High School District. The center is currently in the planning and fundraising stages, and organizers hope to begin construction soon. Once completed, the center will provide a seamless educational system for students pursuing careers in the dairy industry. Hands-on practical learning of dairy management will give students from high school through college priceless experience. Tulare’s central location, productive farmland, and abundant milk supply also make the community a perfect match for food processors. Several major food-processing companies call Tulare home, including Nestlé Ice Cream Company/Häagen-Dazs, Land O’Lakes, Kraft USA and Saputo Cheese USA. In February of each year, the town triples in size as the World Ag Expo opens its doors. The world’s largest farm equipment and technology show attracts over 100,000 visitors in addition to the 1,500 exhibitors each year. People from around the globe come to the World Ag Expo annually and learn what new products will make their farming endeavors more profitable. In turn, the expo brings increased business to Tulare merchants, boosting the local economy. Each April, the Agri-Center hosts another of the community’s biggest events: the California Antique Farm Equipment Show. This two-day event features nearly 800 exhibitors and 5,000 pieces of vintage farm equipment, tractor parades, tractor pulls, and a regional quilt show. www.tularechamber.org | 13

hopping enthusiasts will be quite pleased with the choices and exemplary service found in Tulare. From national retail chains to the locally owned treasures, Tulare has everything you need. One of the shopping treasures found in Tulare is the Preferred Outlets at Tulare. Home to more than 40 brand-name outlets, the Preferred Outlets at Tulare is a shopper’s paradise. Opened in 1995, the center has over 226,000 square feet of shopping space with products for the entire family. Liz Claiborne, Nine West and Zales Outlet are

just a few of the tempting stores for the women, while men will love the bargains they find at Nike, Polo Ralph Lauren and Van Heusen. For those who are not quite ready to buy a home, there are many apartments for rent in the Tulare area. ulare residents know that an educated community is also a successful community. From preschool through college and beyond, people of all ages and from all backgrounds can get a top-quality education in Tulare. Tulare is home to nine public elementary schools; five serve preschool through fifth grade, three serve kindergarten through fifth grade, and one serves kindergarten through sixth grade. Five middle schools serve grades six through eight. There are two traditional public high schools and several alternative

choices for high school for students with special educational and disciplinary needs. The schools in Tulare are divided into two school districts. The Tulare City School District serves the students in the elementary and middle schools, while the Tulare Joint Union High School District serves those attending high school. What is so special about public education in Tulare? The commitment of parents, teachers and city leaders is what sets Tulare apart. Together, the adults in the community make teaching the youth a top priority, and

the results speak for themselves. In statewide testing, Tulare elementary and middle schools continue to improve each year and exceed the state expectations. Schools in Tulare have test scores that are among the highest in the entire county, and many are at the top of the stateâ&#x20AC;&#x2122;s list in ranking comparable schools. In a league all their own, Tulare high schools ranked first and second in Tulare and Kings counties in the API test scores. Awards for the two schools keep pouring in from around the state. test scores and was also a 2004–2005 AVID (Advancement Via Individual Determination) Demonstration School. Tulare Union High School is no stranger to awards, either. The Western Association of Schools and Colleges recently awarded Tulare Union High School the highest term of accreditation possible — six years. In addition, it is a California Distinguished School and a 2005–2006 Title I AAA school. One unique program offered through the high schools in Tulare is the high school farm. With agriculture being such an important aspect of the Tulare region, it is only natural that it should also be an important part of many high school students’ lives. In fact, both high schools have their own chapters of Future Farmers of America (FFA). Students participating in the high school farm program are bused approximately one mile to a 98-acre facility. With 65 acres of irrigated farmland, students raise a wide variety of crops including corn, cotton, winter forage, alfalfa hay, blackeyed beans and seed onions. In addition, it is home to the only working dairy owned and operated by a high school agriculture program in the entire United States. The agriculture program has six instructors and over 800 student members who take courses in Dairy Technology, Livestock, Ag. Computer Management, Floriculture, Farm Power and Equipment, Small Engines, Welding, Ag. Mechanics, and Ag. Business Management, in addition to the traditional courses. The courses and hands-on learning environment give students in Tulare a step up on the competition for agriculture scholarships and jobs.

Public school in Tulare is much more than just a required education. It is a quality education that prepares students to continue their education at the college or university level or to directly enter the job market. The area is also home to several private schools. Two exemplary, Christian-based schools are the St. Aloysius Parochial School and the Tulare Christian School. Students learn both the traditional subjects as well as the faith-based teaching of the Bible. For continued learning after graduation, students have several options close to home. With two four-year California State Universities within an hour’s drive of Tulare and the College of the Sequoias just 10 miles away, students don’t need to leave home to obtain a quality education. College of the Sequoias is a two-year community college located in Visalia. Opened in 1926, the sole purpose of the college was to provide a quality, inexpensive education to local high school graduates who then intended to transfer to a four-year university setting. Today, the college helps students prepare for immediate employment as well as transfer to universities around the country. Over 10,000 students are currently enrolled at College of the Sequoias and are earning degrees in a variety of fields. Some students attend with the intent to continue their education at a four-year university, while others are earning associate’s degrees that will take them directly into the workforce. Some of the programs offered at College of the Sequoias include journalism, business, architecture and many others. There are certificates offered as well, including veterinary

technician, legal secretary, accounting, certified nursing assistant, electronics technology, fashion design, human services social work, and many, many more. College of the Sequoias offers many programs and vocational certificates in the Agriculture Division. After completing one of the agriculture programs, students can easily transfer to a four-year agricultural school to complete a bachelor’s degree, or they can directly enter the workforce, confident that they are well trained in their field of study. For a more technical-centered-career education, Golden State Business College and San Joaquin Valley College are located in nearby Visalia. Education doesn’t end with a degree, though, so the residents of Tulare are constantly learning. Through adult-education courses offered at the Tulare Adult School and through other community-based organizations, residents can brush up on skills they already have or develop new ones they may be interested in. Students of all ages and backgrounds take advantage of the low-cost community-education courses and come out enriched. From learning to count in preschool to developing business plans for farming operations in college, the educational opportunities are endless in Tulare. uality health care is an important part of any community. In Tulare, residents have a state-of-the-art hospital as well as a community clinic staffed with the besttrained doctors and nurses. Dentists, optometrists and fitness facilities are also available in Tulare. The friendly staff and caring medical personnel make a visit to the doctor a more relaxing experience. The physicians are treating more than just patients; instead, they are treating their neighbors and friends. The Tulare Community Health Clinic treats over 52,000 patients each year. Each patient receives quality care from a doctor or physicianâ&#x20AC;&#x2122;s assistant who is ready to listen to their concerns and prescribe the best possible treatment plan.

Founded in 1995, the Tulare Community Health Clinic continues to grow and expand. In 1998, the clinic moved into its present location at 1101 Cherry Street. Although there is an emphasis on pediatric specialties, patients of all ages come to Tulare Community Health Clinic for a variety of reasons. From wellness check-ups to dental visits, the clinic provides a wide range of services. Other available services include OB/ GYN, ENT, geriatrics, oncology, dermatology, neurology, internal medicine, nephrology, podiatry and gastroenterology. Come visit a well-trained and caring physician Monday through Saturday at the Tulare Community Health Clinic. The Tulare District Hospital is part of the Tulare District Healthcare System. The

modern, 112-bed, acute-care facility is home to many different inpatient and outpatient services. In addition, the health care providers reach out into the community to provide care for those patients needing in-home care. The full-service hospital not only treats the patient, but also helps families who are faced with making difficult medical decisions. One of the services offered at the Tulare District Hospital is the Birthplace. Combining both the latest medical technology and the comforts and conveniences that expectant mothers need, the Birthplace is a great place to bring that new life into the world. Beginning with the early stages of pregnancy, skilled obstetricians monitor both the mother and baby. Childbirth classes are taught through the Community Education

Department, and an easy pre-admission process makes the delivery day less stressful. Once the mom-to-be is in labor, she receives quality care in a private birthing room from nurses that have, on average, 10 to 15 years of experience. Up to two coaches can be present during labor and birth, and once the baby is born, both mother and child are given the best possible care. A newly updated nursery welcomes the little one, and a hospital infant-monitoring system ensures that the baby only goes home with the parents. The hospital also has a wide range of rehabilitation services available, including physical, occupational and speech therapy, all now located in Evolutions on East Prosperity Avenue. Two of the newest items used in therapy at the hospital include the lap and therapy pools and the Isokinedic testing machine. The pools give patients who suffer from chronic pain an opportunity to do exercises that they could not do on land, while the Isokinedic testing machine accurately and objectively measures the strength and endurance of patients. For patients having difficulty sleeping, an on-site Sleep Laboratory may be the answer. Two comfortable rooms are available to monitor a patient’s sleep through a physician’s referral. After a sleep disorder has been diagnosed, patients can receive treatment and then support through group meetings held every first Wednesday of January, March, May, July, September and November. In August, 2004, the Tulare District Hospital opened a state-of-theart Cath Lab. Physicians use the lab to diagnose blocked arteries and veins in the patient’s body. Once a block is discovered, doctors can then install arterial stents that will help keep the artery open. Doctors also use the modern equipment to diagnose peripheral vascular

disease as well as coronary artery disease. The $1.5 million lab is also used by doctors to install heart pacemakers in patients. Patients requiring surgery can get the treatment they need in Tulare. From pre-operative assessments through post-operative care, patients are taken care of by well-trained nurses specializing in surgical care. Three operating rooms are available for a wide range of

surgeries including podiatry, vascular, urology, orthopedic, general surgery, gynecology/ obstetrics, maxillofacial, ophthalmology, as well as the cardiac pacemaker. Emergencies are treated in the 24-hour Emergency Department. Patients with less serious injuries are treated in the Fast Track department, while those requiring more serious care are seen in the Emergency Department. Each year, more than 28,000 patients are treated in either the Fast Track or Emergency Department. The smallest patients receive the same top-quality health care as the adults. The pediatric unit at Tulare District Hospital opened more than 10 years ago to treat children from birth through the teenage years.

Parents are allowed to stay in the room with the sick child, and a play area is specifically designed for the children. Also, parents are allowed to bring the children food that they might enjoy eating more than hospital food. In 2005, Tulare District Hospital opened the Evolutions Fitness and Rehab center. The state-of-the-art facility began with 1,500 members and continues growing monthly. Facilities at the Fitness and Rehab center include a one-tenth-mile indoor track, an indoor 25-yard lap pool, a therapy pool, and three group exercise rooms. With more than 150 pieces of fitness and weight equipment, you won’t have to wait for your turn to work out. From free weights to strengthening pieces and functional training pieces, people

of all ages can get the workout they need at Evolutions Fitness and Rehab center. There are also a variety of classes offered at Evolutions. Aqua Fitness is the perfect class for those wanting a fun way to burn calories and build muscle. There are cycling classes, which give participants an indoor cycling workout in a group setting, and kickboxing classes, which focus on a great cardio workout. Other classes include pilates, senior fitness, yoga, yoilates, and four different step classes. Personal trainers are also available to help you customize your workout for optimum results.

Thanks to the community, the future of Tulare District Hospital was ensured when voters overwhelmingly passed an $85 million bond measure in 2005. The money will be used to add a three- or four-story tower at the hospital that will house a new and enlarged emergency department, new operating rooms, and a new Birthplace for expectant mothers. Construction on that project is expected to be completed by 2013.

The trail was formerly a spur line of the Southern Pacific and Burlington Northern/Santa Fe Railroads. In 1989, the city acquired the property and developed the 4-mile stretch into a great trail system. The trail system ties to existing bike paths and provides residents

a safe walking trail to downtown and the redevelopment area. The Tulare Santa Fe Trail is also lighted until 10 p.m. daily. At the heart of Centennial Park is the 20,000-square-foot Tulare Youth Center. The center features a full gymnasium, basketball, volleyball and badminton courts, as well as other youth-oriented services. The latest jewel in the City’s park system will be a state-of-the-art skatepark located at Topham Park. Scheduled for completion in the summer of 2007, the facility will encourage a safe environment for the community’s youth. For a change of pace, visit the Tulare Cycle Park and watch as riders race around the 1.25-mile motocross track. The cultural side of the community is readily apparent with one drive through the town. Twenty murals are found throughout the community depicting various important events from Tulare’s past, such as the Rankin Aeronautical Academy, where over 10,000 cadets were trained during WWII. From the earliest pioneer days through the present day, the murals help give the residents of Tulare an even greater sense of community. A new project presented by the Tulare Cultural Arts Foundation is paying tribute to the dairy industry that has made Tulare what it is today. Residents and businesses can “adopt” a life-size fiberglass cow to decorate. After the cows have spent time at high-traffic intersections throughout Tulare, the owners can then auction them off with the
