The city of Waterloo has municipally owned electric, gas, water, and sewer services and is extremely fortunate to operate a Power Generation Facility for use in emergency situations. The Waterloo Park District also operates several public parks that provide picnic facilities, fishing lakes, and nature trails. Waterloo is blessed with superior schools, which include the Waterloo Public School District, Gibault Catholic High School, and SS Peter and Paul Grade School. All educational facilities are supported by a modern, progressive public library and three history museums. A variety of activities is also available through the Waterloo Sports Association and CYO for the youth of our community. The enthusiasm and vibrant spirit of Waterloo is evidenced in many civic projects sponsored by numerous clubs and long-standing service organizations. The Waterloo Municipal Band conducts weekly summer concerts on the Courthouse lawn, and the city further sponsors an annual Sister Cities Celebration, late summer Homecoming, and fall PumpkinFest. Various religious organizations are also quite active in providing community outreach as well as numerous congregational activities that are open to all. High Marks for an Outstanding Learning Environment Waterloo Community Unit School District 5
www.wcusd5.net Forward-thinking facilities and quality programs make Waterloo CUSD 5 one of the best options for parents in the St. Louis Metro-East area. Beginning with the approval of a $35 million referendum in 2006, Waterloo CUSD 5 added a new state-of-the-art high school and brought their junior high students into a freshly renovated building in just four years. Today, students are reaping the benefits of spacious, technologyready facilities and continuing to make the district proud with their academic achievements. Considerable community support, including donations from individuals and businesses, made the dream of a new high school a reality in 2009. The 227,000-square-foot facility can accommodate 1,400 students and can be easily expanded to serve up to 1,800. Features include wireless networking and hard-wired technology labs; a pond and greenhouse for agriculture programs; a new gymnasium that seats 2,000; an athletic complex with a synthetic-surfaced, multi-use (band/football/soccer/track/PE) field; and a 462-seat auditorium.

“What we’ve tried to do is provide for all of our focuses — the college prep, the vocational programs, the athletic side, drama, and fine arts,” said Waterloo CUSD 5 Superintendent Jim Helton. “I think what you’ll find is that our new high school has an area for everyone. That was the overriding theme going into it as a plan for the future.” The next facilities project for the district was a remodel of the previous high school building as the new home of Waterloo Junior High. Completed in 2010, the $1.25 million project included health and safety upgrades, “reskinned” interior walls to accommodate updated
amount of work to build the platform for success at Waterloo Junior High. The junior high has met or exceeded state testing standards over the last three years in a row, and whenever you do that in the 90th percentile or higher, you are recognized by the State of Illinois.” Rather than resting on its laurels, the board of education and administration have developed a new strategic plan for 2011–2016. The plan is focused on maintaining positive programming and facilities, improving communication and relationships, and fiscal management that will allow the district to maintain its value-based school tax rate.

That was the overriding theme going into it as a plan for the future.” technology, and a configuration conducive to team-based education. “Before this happened we had a very overcrowded school system,” Helton explained. “Now we have a junior high of 640 students in a building that once housed 900 high school students, so we’re able to do a better job with our instruction.” Even in the midst of transition, Waterloo students continued to produce test scores well above state averages. In fact, Waterloo Junior High earned an Academic Excellence Award from the state board of education in 2010. “It’s a sixth through eighth grade building, but quite honestly, we look at it as a K through eight award,” Helton said. “The teachers in the kindergarten through fifth grades did a tremendous

Excelling through Faith Saints Peter and Paul Catholic School (SPPCS) offers a quality educational and developmental opportunity for students in a Christ-centered atmosphere. The school serves approximately 350 students ranging from Pre-K through the eighth grade. Certified as a Nonpublic School by the Illinois State Board of Education and operating under the auspices of the Diocese of Belleville school system, SPPCS offers a 13-to-1 student-to-teacher ratio and a high level of academic rigor. SPPCS is known for its programs to enhance the standard school curriculum. Spanish is taught to Pre-K through eighth graders, a gifted education program is available for qualifying students, two resource teachers are on staff, and kindergarten through fourth graders attend weekly STEM-based (Science, Technology, Engineering, and Math) Enrichment labs. Classrooms are equipped with student computer workstations and SMART Boards to enhance learning. SPPCS and the Diocese of Belleville are proud of their students’ achievements on standardized tests. During the 2010 Iowa Test of Basic Skills testing program, approximately 80 percent of second through eighth grade students in the Diocese tested at or above the national level in reading, language, and science, with 70 percent testing at or above average in mathematics. A study performed from 2007 through 2010 found that well over 80 percent of eighth graders in Diocese of Belleville schools performed at or above the national average in those same subjects. Outside of academics, students also have developmental opportunities through athletic teams, scholastic teams, choral music, band, clubs, and community service. Christian service and good citizenship are taught through the school’s many Service and Learning activities, and students “caught” performing acts of kindness are often recognized through the school’s Fabulous Falcons program.
Gibault Catholic High School has been part of the Waterloo community for over 45 years. From its first day, under the guidance of the founder, Fr. Ed Hustedde, this coeducational high school has been different from traditional high schools. Gibault Catholic offers a different schedule for its students. Some classes meet every other day, and some classes meet for longer periods of time than others — just like college. The flexible schedule allows students to take more classes per year and allows for more one-on-one time with teachers. Gibault Catholic also offers a different curriculum by teaching 40 hours of St. Louis University credited classes on campus, providing an advantage to Gibault graduates as they enter college — sometimes with enough hours to enter as sophomores. For three years running, 100 percent of graduates went on to higher education institutions, including Notre Dame, Yale, and Columbia University. Gibault Catholic is small and students benefit from individual attention thanks to the low 11-to-1 student-to-teacher ratio. Most importantly, Gibault Catholic offers a different environment that is safe, faith-based, and service-oriented, which emphasizes the importance of responsibility and self-reliance.

A 25-bed, critical access hospital, Red Bud Regional Hospital (RBRH) is continually working toward its goal of becoming the primary local access point to a wide range of health care services by developing comprehensive service lines that will serve the diverse health care needs of the community. The hospital currently has over two dozen active physicians on staff as well as approximately 30 courtesy physicians, allowing area residents access to quality care that includes 16 different specialties. One very important way that RBRH has recently enhanced service to the community is through its emergency room (ER). Wait

times have been increasing in many emergency rooms across the country, and the Emergency Department at RBRH wanted to assure their patients that they are not only dedicated to offering quality care around the clock, but also working diligently to provide that care as efficiently as possible. So, in July 2010, they kicked off their 30-Minutes-or-Less ER service pledge. The experienced ER physicians and staff have committed themselves to initially seeing each patient within 30 minutes of their arrival. Also, they have implemented process improvements to help them offer diagnosis and treatment in the most timely manner possible, resulting in a shorter overall length of stay for the patient. As an informational service, and
to help the community visualize their pledge, a billboard was erected just north of Waterloo that digitally displays RBRH’s average wait time. The ER average wait time is approximate and is based on a rolling two-hour average that is updated every 15 minutes. The same level of commitment found in the emergency room can also be found throughout all of Red Bud Regional Hospital’s departments. RBRH physicians and staff know how they want their parents and families to be treated, and they’re providing that same kind of service to each family, every day, partnering advanced technology with kindness and comfort that honors the person.
The Campus at Southern Illinois Center for Health Access to a growing number of health care resources continues to be a bright spot for the families of Monroe County. The campus at the Southern Illinois Center for Health on Hamacher Street, adjacent to the Oak Hill/Monroe County Nursing Home in Waterloo, is increasingly attracting more and more families seeking comprehensive and accessible health care. “Simply put, our goal has been to provide the resources necessary to best meet the health care needs of the people in Monroe County,” said Executive Director William Rebholz. That means backing up primary care practices with high-quality ancillary services — physical therapy, advanced imaging, laboratories — that are both more accessible and more affordable than facilities in St. Louis or Belleville. In addition, the Southern Illinois Multi-Specialty Clinic provides families convenient access to more than 15 different medical specialties. “The specialists and primary care physicians who see patients in Waterloo are affiliated with some of the most prestigious hospitals in the St. Louis metropolitan area, so patients no longer need to cross the river or drive for 30 minutes to see their doctor,” said Rebholz. Perhaps surprisingly in today’s economic climate, the most recent campus expansion in Waterloo is the newly finished Monroe County Surgical Center. The anticipated opening is in late 2011. The two operating room facility will offer state-of-the-art outpatient surgical services in the following specialties: general surgery, orthopedics, spine surgery, podiatry, ophthalmology, gastroenterology, cardiovascular/vascular, urology, pain management, plastic and hand surgery, and otolaryngology (ear, nose, and throat). “We have an exceptional group of specialists,” said Rebholz. “Many have been practicing on our campus for more than 10 years. They have been, and remain, highly committed to the people of this community.” The surgical center will allow them to provide needed surgical services locally. Waterloo and its neighbors continue to enjoy increasing access to some of the most advanced outpatient medical care possible — and it’s all at one location. part of Museum on Main Street, a collaboration between the Smithsonian Institution and State Humanities Councils. It has been made possible at HMMC by the Illinois Humanities Council. Following the Smithsonian exhibit, the museum hopes to produce an exhibit reflecting the feel of an early 1900s general store. That display will begin with the preserved storefront of the H. Schrieber and Sons shop, which served nearby Red Bud, Ill., for over a century.

On the Trail: Historic Monroe County Located along the historic Kaskaskia Trail and a buffalo migration trail, Waterloo has a storied past that is cherished and preserved by the community.
History Museum of Monroe County 618-939-5008 The History Museum of Monroe County (HMMC) in Waterloo offers a look at the past through a variety of permanent displays, periodically changing exhibits, and unique antiques. The museum represents a broad span of eras and interests, anchored by the extensive collection of Monroe County native and Western trail rider Col. Edd Kueker. “We started in the late ’40s or early ’50s, and I’ve been in 49 states,” Kueker said of his collecting days. “I purchased saddles in Colorado and Wyoming, and at auctions where there was one that I didn’t have, I’d try to buy it. And the same way with bits. I’ve got over 400; probably the largest collection east of the Mississippi River.” The museum opened in 2008 and received an Illinois Governor’s Award in each of its first two years. HMMC will also be distinguished in 2012 by hosting the Smithsonian’s “The Way We Worked” traveling display, which illustrates how the American workforce has changed and impacted U.S. history. “The Way We Worked” was created by the National Archives and is
618-281-5230 Located on Church Street south of downtown Waterloo, the Belle Fontaine House marks the first truly American settlement in Illinois and the second in the Northwest Territory during the post-Revolutionary War era. Taking land grants in what was then part of Virginia as payment for their war service, a group of soldiers led by James Moore began the settlement in the late 1700s. Behind the home, one of the last remaining undeveloped sections of the original Kaskaskia Trail leading to Cahokia is still visible. The Belle Fontaine House has received several additions in years past and now exhibits the Federalist architectural style, but the kitchen area of the home was originally a circa 1700s log cabin, which was part of the Moore homestead. The structure now serves as home to the Monroe County Historical Society.
Peterstown House 618-939-8829 The neighborhoods in northern Waterloo were known in the early to mid-1800s as the community of Peterstown, and within that community stood a stagecoach stop and tavern that served travelers along the Kaskaskia Trail. It still stands today as both a museum and a testament to the determination of individuals in the community. Saved from a bulldozer at the last minute by the Peterstown Heritage Society in 1973 and added to the National Register of Historic Sites in 1978, Peterstown House has been refurbished and restored to preserve the history of the area utilizing strictly private donations and volunteer service. The interior of the museum features the building’s French-style construction and includes vintage parlor, bedroom, kitchen, ballroom, and tavern displays; a 1930s-era beauty shop exhibit; a turn-of-the-century country store exhibit; and other unique displays. Two log cabins, both built in the 1700s, are also preserved on the grounds.

The Monroe County Courthouse lawn becomes a stage each Tuesday night from June through August as the Waterloo Municipal Band regales the community with live music. The band celebrated its 80th year in 2011, and performances represent a broad spectrum of musical styles, including marches, polkas, waltzes, American standards, light classical, show tunes, and even rock ’n’ roll. The organization’s nearly 80 members are as diverse as its repertoire, with musicians who have been with the group for six decades often sitting side-by-side with young people who have just joined. Despite the generational differences, 16-year band director Sharon Ebersohl says that their love of music and performing binds them together, and there are no conflicts. “We play things that appeal to an older generation, but then I might also program something from Twilight,” Ebersohl explained. “I like to think that our strength comes from the diversity in ages. Older members are willing to try new things, and younger members learn to respect the likes of the older members.”
The original 13-member band impressed a local Budweiser distributor at their first performance, and the Bud Light Brigade was born. Over 25 years later, it’s still “working out,” and the group now has around 60 members ranging in age from 16 to their 70s. Knobloch says that the hundreds of songs in their repertoire — as well as the brigade’s two offshoot ensembles — offer just about anything you can imagine in terms of musical genre. Proceeds from their performances have also provided thousands of dollars to charitable causes, including over $30,000 for local school music programs.

Harry Wolf and the Waterloo German Band
618-935-2142 A popular group of performers at area parades and community events, the Bud Light Brigade was established in 1985 when some local musicians saw a need for summer parade bands in the region. “We said, ‘Why don’t we see if we can get some folks together who like to play music, then go to a parade and see how it works out?’” recalled Dennis Knobloch, a founding member and the group’s director.
From the Poor House to the White House, across land and seas, Harry Wolf and the Waterloo German Band have been emissaries of goodwill for over six decades. “From 1939 to 1945 there was the Monroe County Farm Bureau Band, and we were members of that. But by 1945 all the men were in the service or working the fields, so there was no more band,” recalled Waterloo native Harry Wolf, now in his early 80s. “So my mother got a set of band books — I have them yet – and
that was the beginning of the German band in around 1945 or 46.” Over six decades and thousands of performances later, Wolf is the last remaining member of that original band, and he still performs the music of his grandparents’ homeland. He laughs as he recounts those teenage years when they played for free at the Poor House nursing home and church picnics as the aptly named “Hungry Five.” “I recall that we played at a church picnic for about four and a half hours one afternoon and no one gave us anything, but everybody kept walking past us with fried chicken. So the next year when we went back we told them we wanted all the chicken we could eat, and the following year we said we would play for chicken and soda. We were so young.” The Hungry Five became the Thirsty Five when they reached legal drinking age, and they stayed quite busy playing at picnics, festivals, and halls. The name changed to The Waterloo German Band in 1962, and they’ve since played a variety of venues coast to coast, performed in Germany, and entertained many dignitaries. As the tuba player and band manager, Wolf has performed for the likes of August A. Busch, state governors, and at political events where U.S. presidents were in attendance. His band even played a concert on the White House lawn during the Reagan administration. Along the way, Wolf became an honorary colonel in the Kentucky and Alabama militias and was inducted into the Illinois Seniors Hall of Fame, among many other honors. But the most surprising award came when he received an invitation to visit the German Consulate General in Chicago to receive the Verdienstorden der Bundesrepublik Deutschland, a medal representing the highest honor the president of Germany can bestow on any individual. In a book about Wolf’s life is a story about his kindness to his enemies (POWs), which had caught the German president’s attention. Not only did Wolf play German music, but he also provided the POWs with musical instruments to play. “While we were up there, the ambassador said that one of the things that made the president choose me was that when the prisoners of war were here in Waterloo during World War II, I went down there and I used to talk to them in www.enjoywaterloo.com

German,” Wolf said. “The fact that I brought them a coronet and I treated them like friends meant so much to the president, because they were actually my enemy.” Wolf has traveled the world extensively and says that he wants to see as much of it as possible before he sits in a rocking chair. His charity along the way has included fundraising with the Waterloo Rotary Club to buy equipment for a poor hospital in Russia as well as donating his extensive collection of instruments to musicians in northern Brazil. Harry Wolf has been many things in his life: a tuba player, a band manager, a U.S. Marine, a geography and foreign language teacher, and a world traveler. But more than anything, he’s been a bridge builder. In the Bavarian-style music of the Waterloo German Band and in the way he has lived his life, he’s brought people of many cultures a little closer together. And as long as he keeps that rocking chair at bay, the sound of oompahpah will live on.

Founded in 1999, the Monroe Actors Stage Company (MASC) provides a creative outlet for local talent and entertains over 2,000 patrons per year. This community theater organization, made up solely of volunteers, offers five different productions encompassing 30 performances during their annual September-through-June season. Rising from humble beginnings, the troupe received national acclaim from The New York Times in 2007 for its production of The Flood, a musical based on the trials of local residents who rebuilt their town on the bluffs of the Mississippi River after the flooding of 1993. Several MASC members have also been honored by the St. Louis-based Arts for Life organization. MASC is also dedicated to fostering an interest in theater among the youth of the community. Utilizing grant support from the Fox Performing Arts Charitable Foundation, they offered their first Summer Theatre Camp for teens in 2011. The camp was a huge success, and MASC hopes to increase the size and scope to include more young people in the years to come. The Monroe Actors Stage Company reopened the historic Capitol Theatre in downtown Waterloo in 2000 and has made its home there ever since. The Capitol, a landmark in the community since the 1920s, seats an audience of up to 191.

Waterloo Homecoming The community comes together in the Courthouse Square on the final Friday and Saturday of August for the Waterloo Homecoming. PumpkinFest On the second Saturday of each October, Waterloo celebrates the annual pumpkin harvest with its yearly PumpkinFest. On the Town – Waterloo Community Events Porta Westfalica Fest Each year on the third Tuesday in June, Waterloo celebrates its Sister City partnership with Porta Westfalica, Germany, by gathering at the Courthouse Square for traditional German music and food. The event features a parade as well as performances by the Waterloo German and Waterloo Municipal bands.
Monroe County Fair During the last week of July, the Waterloo Fairgrounds hosts the Monroe County Fair. The
Christmas Walk Sponsored by the Waterloo Merchants, the annual Christmas walk is held on the Sunday after Thanksgiving. Local merchants are open for business as the community kicks off the holiday shopping season. Carriage rides, Santa’s cottage, and a Christmas concert make the event memorable for the whole family.
