From History, to Industry, to Hospitality Yorktown Market Days Adds New Dimension to a Thriving Economy
T
he theme “York County: From History, to Industry, to Hospitality” is more than just a slogan; it embodies the advantages that anyone who comes to live in or visit York County can enjoy.
From History Visitors can learn about the rich American heritage here, from the climax of our nation’s struggle to win independence to the intense Seven Days campaign in the American Civil War.
To Industry York County enjoys tremendous benefits from its strategic location on the York River, a tributary of the Chesapeake Bay, to its central location between Virginia Beach and Richmond, which makes it the ideal place for businesses serving both the Hampton Roads and the Greater Richmond markets. Local economic development agencies have been working together for many years to maximize a welcoming environment for businesses. York County has an environment conducive to economic development. Water and sewer service has been extended through most of the county. Gas, electric service, and fiber optics are also available. With a real estate tax of $0.6575/$100 and no utility tax, the county is an inexpensive place to do business. Yorktown Market Days The historic and scenic Yorktown Waterfront provides the ideal venue for a thriving marketplace. Yorktown Market Days, which takes place on most summer Saturdays and select weekend dates through December, is the perfect place for anyone who enjoys shopping and browsing to see what York County’s merchants and vendors have to offer. Local growers and suppliers make sure the best produce and seafood are available, skilled artisans supply visitors with a variety of
hand-crafted wares, and seasoned entertainers provide musical ambience. Yorktown Market Days brings new life and fresh faces to historic Yorktown, providing new business to local vendors and welcoming newcomers to enjoy all the region has to offer. Whether a native, a tourist, a student of history, or someone considering relocation, visitors to Yorktown Market Days get a clear reminder of all the great things the region has to offer. In conjunction with Market Days, Yorktown also offers popular community events that everyone can enjoy. Community Close Ups A Great Place for Families In spite of continued population growth over the past three decades, York County remains a safe home for its residents — the crime rates in the County are among the lowest in the region. Helping to keep those rates low and raising the level of safety awareness are among the prime functions of the York County Sheriff’s Office, which is proactively working to keep the county a warm and welcoming home for families. A complete set of safety programs is offered: • The Citizens’ Sheriff Academy is a 10-week program for all citizens interested in the workings and responsibilities in the Sheriff’s Office. Free to the public, the academy lets interested citizens accompany the sheriff and deputies while they are on duty to learn law enforcement techniques and exactly what is involved in being a law enforcement officer.
• Stressing the “ounce of prevention” angle, the Sheriff’s Office has two full-time crimeprevention officers who work with the public to raise awareness about preventing crime, speak at social gatherings, and work closely with neighborhood watch organizations. • T.R.I.A.D. is a program designed to educate senior citizens on how to deal with attempted fraud. Through T.R.I.A.D., seniors learn to protect themselves from con artists, scams, and Internet crime. • The Lookout/Lockout program promotes the installation of secure door locks and wideangle door viewers. • The D.A.R.E. program, working in unison with the York County School Division, helps raise awareness of the dangers of drug addiction. Military Maneuvers With 11 military bases in the region (four are in York County), there is no shortage of skilled, well-trained military personnel who, upon serving out their tours of duty, are looking to cycle into the private sector. In 2009, the respective bases were home to a total of 101,160 activeduty personnel. The region’s best-kept secret is that over 13,000 highly trained personnel exit the military every year, and the region’s labor supply benefits from this consistent infusion of talented labor augmented with diverse skill sets. Further, a significant portion of the area’s economy is based on providing the skills and services needed by the region’s many military facilities. These government contractors are engaged in a variety of specialties like technology, construction, and engineering. Those contractors are served in turn by a range of service professionals specializing in the legal nuances involved with government contracting, including attorneys, accountants, consultants, and others.

orktown is part of “America’s Historic Triangle,” which also includes Williamsburg and Jamestown. The Historic Triangle effectively collaborates to present tourists and residents with programs that highlight colonial American life and educate people of all ages. Attractions and museums, like Colonial Williamsburg, Jamestown sites, and Yorktown Victory Center, as well as family-fun places like Busch Gardens and Presidents Park, help present history in a way that’s not only enlightening, but entertaining. Historic Yorktown has greatly benefited from being part of the Historic Triangle, and ongoing efforts continue to spur Yorktown’s growth. York County, in conjunction with several community organizations, offers year-round events that include concert series, wine festivals, and holiday programming, all of which help broaden the appeal of this wonderful town. Business leaders have joined in these efforts, helping Yorktown evolve into a center of history, tourism, and industry.
Historic Yorktown One of the true jewels of the Historic Triangle is Historic Yorktown, which has equal measures of history and charm, all in a breathtaking riverfront setting. Yorktown is the home of several 4 York County Chamber of Commerce
fine antique shops, art galleries, and charming restaurants, all nestled in the village and overlooking the York River. Don’t miss the free trolley that operates daily spring through fall. To add to the charm of your visit, take a sunset sail on the York River aboard the Schooner Alliance. Stroll along the scenic riverwalk, where you can relax on the beach, soak up the sun, or attend one-of-a-kind programs such as pirate pillage, beach music, and jazz concert series. Riverwalk Landing
York County Historical Museum
A few blocks from Main Street, the Yorktown waterfront offers visitors peaceful views of the York River from the tree-lined riverwalk, which opened in 2005 and features a collection of retail shops and riverfront dining. The waterscape includes two piers — a large T-shaped pier to accommodate tall ships and a smaller pier to welcome pleasure boaters. The summer time is the right time for free outdoor concerts, requiring only a blanket or chair, and refreshments. Situated midway between Yorktown’s two major historic sites, Riverwalk Landing provides a respite as visitors stroll from the Yorktown Battlefield at the east end of town along the mile-long
Native American tools and artifacts from Yorktown’s past, from the times of the Jamestown settlement through the American Civil War, are all on display at the York County Historical Museum. Open year round, the museum also features exhibits on historical treasures like the U.S.S. Yorktown, the famous World War II aircraft carrier, and the Naval Weapons Station. The museum is located in the lower level of York Hall. Call for hours or group tours.

Yorktown Battlefield & Visitor Center Site of the last major battle of the American Revolution, the site includes fortification and siege lines, Surrender Field, and the Moore
House, where negotiations for Cornwallis’ surrender took place. The National Park Service Visitor Center offers an orientation film; a museum featuring artifacts from the battle, including the original tents used by Gen. Washington; and maps for a self-guided auto tour of the battlefield and a walking tour of the picturesque town of York. Main Street and its surrounding streets are lined with historic buildings, antique shops, and galleries.
Yorktown Victory Center Innovative exhibits and an evocative film chronicle the Revolutionary era from the beginnings of colonial unrest to the emergence of the new nation, drawing from the perspectives of ordinary men and women. Outdoors, visitors can join a cannon crew and learn about 18th-century medical care in a living history Continental Army encampment. A re-created 1780s farm provides a rare glimpse of how the majority of Virginians lived during the United States’ formative years.
Watermen’s Museum On the waterfront, visit the Watermen’s Museum, which tells the story of the men and women and their families who for generations have harvested the rivers and tributaries of the Chesapeake Bay for its abundant year-round seafood. Outdoor exhibits include a five-log dugout canoe and other examples of boat building.
Colonial Parkway The 23-mile roadway connecting Jamestown to Williamsburg to Yorktown was recently named an “All American Road,” only one of 27 in the country. This National Park feature provides spectacular views of the James and York rivers.
Presidents Park The park is home to 18-foot sculpted busts of 42 U.S. presidents, all arranged in a garden setting. Experience an artistic, educational, and patriotic close-up look at America’s greatest leaders.
Water Country USA The mid-Atlantic’s largest water play park, Water Country USA is set to a 1950s and ’60s surf theme and features water rides, slides, and entertainment. Adventurers can “cruise” down Hubba Hubba Highway, a free-floating expedition through drenching coconuts and cool geysers. Sun lovers can retreat to the calming waters of the park’s Rambling River or relax in one of nearly 2,000 lounge chairs. In 2008, the park debuted its newest attraction, Rock ’n’ Roll Island, featuring nearly 600 feet of new body slides, a 700-foot lazy river, and a
9,000-square-foot pool. Water Country USA offers fun for the entire family.
Come Out & Play Whether you’re a hiker, biker, kayaker, power boater, or beach lover, York County is your outdoor recreation destination. • Yorktown Waterfront: Historic Yorktown’s mile-long pedestrian riverwalk is the perfect place for casual strolling or serious power walking. You’ll also enjoy the 2-acre beach just off the riverwalk, where you can sunbathe, swim, gather shells, and watch the boats pass by. You can catch your supper at the fishing pier, dock your boat at the Riverwalk Landing pier, and/or book a sunset sail on the Schooner Alliance. • Blueways: York County’s blueways offer plenty of opportunities for canoeing and kayaking. You can launch a canoe or kayak from the beach in Yorktown and from New Quarter Park in upper York County near Williamsburg. Boat launches at Old Wormley Creek Landing, Rodgers A. Smith Landing in Tabb, and Back Creek Park in Seaford accommodate canoes and kayaks as well. A blueways map is available as a brochure and at www.yorkcounty.gov/parksandrec. • New Quarter Park: Hikers appreciate miles of trails through mature forests, meadows, ravines, and tidal wetlands at New Quarter Park. Also available are trails for mountain biking and family biking, an 18-hole disc golf course, horseshoe pits, basketball and sand volleyball courts, a softball field, picnic shelters, and a large playground. • York County Sports Complex: The new York County Sports Complex on Route 17 features 13 lighted athletic fields for soccer, baseball, and softball. This park also offers three concession/restroom buildings, playgrounds, more than two miles of multipurpose paths, and a bike lane. Other recreational opportunities include an award-winning tennis facility at Back Creek Park. Parks throughout the county offer lighted softball fields, lighted regulation baseball fields, basketball courts, and more. Biz Briefs York County Business Improvement Zone The York County Business Improvement Zone, known as York BIZ, is an innovative program created to spur growth in existing businesses and to attract new entrepreneurs and organizations to York County. A collaborative effort of the county’s Office of Economic Development and the Department of Environmental & Development Services, York BIZ is designed to provide new and existing businesses with the information, incentives, and resources they need to succeed, thrive, and grow. The program strives to capitalize on existing business resources available via the county and other local, state, and private organizations by creating better business linkages to them. York BIZ also offers guides for businesses to facilitate compliance with local ordinances, procedures, and policies associated with commercial development. Representatives from the Office of Economic Development, the Board of Supervisors, and the York County Chamber

of Commerce hold a monthly roundtable to discuss current business concerns and ideas. And, for new entrepreneurs, York BIZ offers grand-opening ideas and access to marketing knowledge so new businesses can get off to a strong start. York BIZ was the recipient of the 2009 Community Economic Development Award from the Virginia Economic Developers Association and an Achievement Award from the National Association of Counties. Sentara Williamsburg Regional Medical Center In 2006, York County welcomed Sentara Williamsburg Regional Medical Center, a $96.4 million, five-story complex. Built to serve the region’s burgeoning population, the center replaced Williamsburg Community Hospital. The state-of-the-art complex offered a range of improvements, including more and larger private rooms; expanded emergency,
surgery, and maternity departments; and cutting-edge, advanced diagnostic imaging equipment. Additional technological amenities include expanded cardiac and vascular services, with dedicated, full-time cardiac catheterization laboratories; a “smart” operating room that responds to doctors’ orders; and the eICU, a trademarked electronic intensive care monitoring system pioneered by Sentara and implemented in 2000. Patients will also appreciate the upgraded, comfortable furnishings Sentara has installed and the safety of architecture designed to withstand hurricaneforce winds of up to 110 miles per hour. With a convenient location near Route 199 off Mooretown Road, Sentara Williamsburg Regional Medical Center adjoins the Geddy Outpatient Center, a 97,000-square-foot facility opened in 2003. Sentara ranked first in Modern Healthcare’s 2010 list of top integrated health care networks. This is the 13th year in a row that Sentara has been listed in the top 10.

Y
ork County’s steady growth over the last 30 years has demanded excellence in its public school system, and the system has fulfilled that expectation. No fewer than 11 York County School Division (YCSD) schools have earned the Virginia Board of Education Excellence in Education awards for two consecutive years. In addition, YCSD has earned the highest accreditation rating in Virginia, based on Standards of Learning exam results, for seven consecutive years.
Instructional Programs YCSD maintains a focus on providing an excellent education for all students: • Through fully integrated classroom hardware and software technology, teachers deliver lessons that incorporate engaging activities to support the curriculum. Recent projects include video tours of medieval castles in France, student-led video ecosystem explorations of deserts and rain forests, and teacher-created Voice Thread discussions. • Extensive gifted and honors programs challenge gifted learners, and Advanced Placement (AP) courses are available across the high school curriculum. • Remediation programs and individualized attention help respond to the particular needs of students. • The LifeLong Learning Center (LLLC) is dedicated to continuing adult education and staff development for licensed and non-licensed personnel and is open to the community. • New Horizons is a regional educational facility specially designed to support mathematical and scientific achievement as well as vocational and therapeutic day support for youth with disabilities.
Magnet Programs
The YCSD magnet schools offer a wide array of enriched instructional opportunities for in-depth studies for students in grades one through 12: • At the elementary level, students may participate in a fine arts magnet or a math, science, and technology magnet. • Middle school students may take part in a fine arts magnet or the Middle Years International Baccalaureate Programme. • High School students may apply for the School of the Arts at Bruton High or the International Baccalaureate Programme at York High. Arts programs provide learning experiences in literary, theater, and musical arts, with students actively participating in creative and performing arts. The elementary math, science, and technology magnet provides in-depth studies and a wide variety of activities, as well as mentoring by realworld scientists and mathematicians. The Middle Years Baccalaureate Programme focuses on a traditional liberal arts education with emphasis on written and oral communication, acquisition of a second language, and a multicultural perspective. In each program, students are afforded opportunities to expand their horizons and to work independently and collaboratively to develop critical thinking and problem-solving skills.

By installing a number of energy-efficient systems, including a digital building automation system, occupancy sensors, energy recovery units, and double-insulated windows, YCSD has reduced its environmental footprint. In September 2000, the division completed its first geothermal renovation at Tabb Middle School; as of today, more than one-third of division buildings have been converted. These improvements have paid for themselves in savings for YCSD. YCSD is also committed to protecting the Chesapeake Bay, replacing harmful chemical water treatment systems on building cooling towers with environmentally friendly ozone water treatment systems. And green efforts aren’t limited to adults — green groups have been formed throughout the grade levels to spread the important mission of environmental responsibility to students.
Green YCSD Green initiatives have been part of the YCSD vision since 1997 and, since 2004, YCSD has reduced its energy consumption by more than 16 percent, resulting in over $1.725 million in savings.
