School advocacy group clarifies previous comments By Kimberlee Sabshin NT SUN CORRESPONDENT

At last week’s regular Kenmore-Tonawanda School District Board of Education, a representative of a new district parent advocacy group came before the board to clarify what she said was a misunderstanding between

her group and the board. On Feb. 10, Kate Kaufman, a Kenmore resident, spoke on behalf of the Ken-Ton Advocates for Student-Centered Education, made up of district parents as well as teachers, faculty and other residents. “After reading the district’s statement regarding comments made by our members

at the November and January Board of Education meetings, it is obvious you have misunderstood our mission,” said Kaufman. “Our mission statement was not written with the Board of Education in mind, nor does it criticize the Board of Education. In fact, we were quite surprised that the district released such

a strongly-worded statement regarding our mission statement.” In response, Board President Bob Dana said, “I don’t believe the statement we read said anything about your mission statement. We didn’t refer to that in any way, shape or form. It was other things that were being said in

public, and being presented to the press, that we had objections to.” A portion of the Ken-Ton advocacy group’s statement said, “Children are not political pawns to be used to advance political agendas and private corporate interests. Children have the right to a free, appropriate, equal and

fair education. The mission of this group is to advocate for children and empower Ken-Ton residents to make positive change by informing them of the truth about current education reforms.”

Santiago removes one of her many hats, steps down as executive director By Kaitlin Urban

Joyce Santiago is a woman who wears many hats in her community. She’s a mother you may see at your child’s PTA meeting. She’s a board of director for the Twin City Community Outreach and wears the hat as the current president of the Exchange Club of the Tonawanda’s. But, she has decided it’s time to take off the hat she’s been wearing for seven years as the Chamber of Commerce of the Tonawanda’s Executive Director. “I set out to do what I wanted to do by implementing certain programs in the chamber, not only to help give more to our members but to have added value for the community,” said Santiago. Her last day as executive director will be Feb. 28. While she’ll miss holding this position, she plans to use her extra time serving her community in other ways. “I’ve always been involved in the community,” she said. “I still plan on seeing a lot of the people and I hope to have some roll in the community that helps with the growth and development of the community. I’m still hoping to be involved in some way, even if it’s not with the chamber.” The North Tonawanda resident started in the chamber as a volunteer. She then worked her way up and “probably sat in every seat there”. So when the position for executive director became available, she felt comfortable with her experience in the chamber to finally wear that hat.

Executive Director for the Chamber of Commerce of the Tonawandas, Joyce Santiago. “I wanted to try to make things better and set a good example for our kids,” Santiago said while explaining why she first got involved in the chamber. “I hope that people see the value in their local chamber of commerce,” she added. “I certainly still do. I believe in what it stands for and its success in the past and I see what can be accomplished in the future.” But she added at this can’t all be done without support. As she steps down as executive director, Santiago hopes to see the continued support of the community for the chamber. She believes it serves a great

purpose to the community and said it’s because of the support from the residents and businesses that this chamber has had so many accomplishments. Some of Santiago’s most memorable accomplishments while serving on the chamber were starting the women’s expo and beginning the distribution of the visitor’s guide. In addition to these, she said “there were various others that helped members gain value in them joining the chamber.” While she still plans to see many of the people she worked with in the past, it’s what she says she’ll likely miss the most. She explained that her

favorite part about being involved in the chamber was, “meeting the different people and feeling a sense of accomplishment; definitely the people though, because I’ve gotten to meet them and work with them side by side.” Because she’s still involved in many other community groups, she looks forward to seeing those people again while she continues to wear her many other hats. As her final day as executive director approaches, Santiago concludes with a message to the residents. “It’s been a pleasure serving the community and I hope to do it in other ways,” she said.

Little League Drive development candidates provide proposed plans By Kimberlee Sabshin NT SUN CORRESPONDENT

On Tuesday, City of Tonawanda officials heard from a husband-and-wife team of developers who may be chosen to build homes for the city’s proposed Little League Drive development. Mayor Rick Davis invited Robert and Donna Briceland of Williamsville-based Brownstone Homes to speak at the city’s regular Common Council meeting and discuss their proposed plans if they are hired as the project’s new developers. “[Robert Briceland] made a proposal to me. I sat down with him and had what I felt like was a great meeting, and felt like the next best thing was to bring him in front of you guys to answer any questions you may have, and also for him to talk about what he would like to do with Little League,” Davis told the council. The plan the Bricelands presented to the council included a proposal for 40 to 50 new homes, with a target market price of under $300,000 or up into the “mid twos,” depending on what individual clients want in the homes. They have already secured a project in Wheatfield which they said is similar to this one, and cited the close proximity of the Niagara River, Tonawanda

High School and Niawanda Park to Little League Drive as positive attributes of this project if they are selected. Briceland said if they are chosen as the Little League Drive project candidates, they could have a design plan ready in 30 days. “We’re designing for young families and also empty-nesters. We’re thinking we’ll start off with a ranch and a two-story model, so people with young kids, if they want bedrooms upstairs they have that option,” Briceland said. “We are custom, so Donna likes to sit down and listen with each client to see what they really want, because a lot of times when you find that out, it might not be either one of the two models that we have.” At Tuesday’s meeting, Fourth Ward Councilwoman Jenna Koch asked the Bricelands if they were looking for any tax breaks for the project, referring to the city’s previous contract with Natale Builders. This fell through last year due to the mayor and council’s reluctance over a proposal that would have given lifetime condominium status for the newly-built houses, which meant they would have been taxed at a mere 60 percent of their actual assessed value. “We’re not looking for the tax status, so we’re not asking for that. We’re not going to fight for that,” Briceland

said. “In Amherst, we’ve done three or four subdivisions. The Amherst ones, they make you sign off on it that you’re not going to ask for tax status for the homes, so we’re used to that.” According to Briceland, he and his wife started building homes in 1989, and Donna went to school for an architectural degree, ultimately receiving a four-year degree in interior design. They built their first home in Clarence and went on to design “a couple of office buildings,” the latter of which Briceland said received a particularly high rating from the Amherst Chamber of Commerce. From there, they went on to building homes for clients in multiple Western New York municipalities, including Buffalo Sabres alternate captain Matt Moulson and former Sabres defenseman Christian Ehrhoff. Briceland also emphasized that since he and his wife own two insurance companies, they are “one of the few builders with the right insurance,” which he said could be a problem for peo-

ple or municipalities without proper insurance. “We overinsure ourselves because our original business was in insurance, and now we’re fortunately 20-plus years into the home building business, very successfully,” added Briceland. According to Briceland, when his development team builds a home, they send letters to all neighbors living in adjacent properties, including the contact information for the project manager and for themselves, as well as information about the company. Brownstone Homes includes a staff of about 12 people, and builders are not allowed on building sites without first having the proper insurance and taking all safety precautions, he added. Donna Briceland said, “We listen to what people want. A lot of people come to us and say, ‘We cannot spend more than this, so you have to keep us in our allowance and you have to do this with us.’ I said, ‘Okay, so just follow the guidelines that we’re giving you.’”

Term limits The following is a letter sent to the Erie County Legislature in regards to term limits: Dear Honorable Members, I see where the issue of term limits is again before the Erie County Legislature. I strongly urge you to adopt a local law that would implement term limits for Erie County elected officials. As the proponent of the local law enacted in the Town of Amherst, I can say our local town law has worked well, and indeed, one of the “affected” members of the town board is term limited this year and declaring his candidacy to run for the county legislature. That is indeed a salutary purpose of this legislation. Some see it as a form of punishment for electeds, as if they deserve treatment. I am certainly not in that element, having held several elective offices and consider elective public office necessary and honorable but a privilege. It is always good to frequently change elective public offices, and unfortunately the many endemic problems with our political system do not guarantee that change, but instead guarantee the opposite: long term incumbencies. Hence the need for term limits, at least in some measure. But in term limiting often very good or talented elective public servants from further office in the same office, that should serve fro them to be the encouragement to pursue higher, or other, elective office, much as Mr. Marlette is doing. This is major electoral reform, it is probable too

much to ask current members of your honorable body to make it affect themselves, or somehow make it retroactive in application. Make it prospective, and secure the votes necessary for adoption. There is a little altruism in politics. To make it reasonable, I think 10 years would be a fair compromise for the legislature. Eight years, or two to four year terms for the other electeds. It eight was good enough for George Washington, it should be good enough for all other elected executive and administrative office holders. Besides the Town of Amherst, the City of Lackawanna, and the Town of Evans also have eight years terms of limitation. If the purpose and the objective is not seen as just punishing the elected officials involved, but more so availing the constituents of the greater good and opportunity of new and fresh leadership, the concept is more politically palatable. For those who just fear their loss of elective office, I can assure you, from personal experience, I have lost a few of them, but have been able to come back, thanks to my constituents, to other or the same office, with a little effort. That effort is the personal trade-off we all make for the greater good of the people we serve. And each time I have had a separation in service, I have come back renewed with new and different ideas and perspectives, all of which has been to the good. Do the right things, and pass term limits. New ECC Building will improve North Campus, term limits introduced at county level Regular readers of this column know that I am a strong proponent of the much-debated construction of a new academic building at Erie Community College’s (ECC’s) North Campus. I believe that all taxpayers in the northtowns should share this conviction. It really is in our financial selfinterest. This is because of the socalled “chargebacks” from other counties whose community colleges are residents choose to attend which are added to our property taxes. Niagara County, for instance, sends a $3,320 bill to Erie County for every full-

time student who crosses the border to attend Niagara County Community College (NCCC). This is then added to the county property taxes of the city or town in which the student resides. Given our proximity to NCCC, this arrangement proves disastrous for those of us in the northern sector of the county. In 2013 this cost Town of Tonawanda taxpayers an additional $846,204 in additional property taxes. It cost City of Tonawanda taxpayers $305,759 and Town of Grand Island $453,803. These figures are staggering and are why I am pleased that we are moving

ahead with the North Campus building. The hope is that we will be able to retain more of our students in Erie County by improving the North Campus. Another project upon which I have working has taken on even greater importance as a result of recent events in Albany. With the downfall of former New York State Assembly Speaker Sheldon Silver, there have been renewed calls for ethics reform in New York State and term limits for public officials at every level. The idea behind term limits is that the power of the incumbency creates an uneven

playing field in elections and it is nearly impossible to beat an entrenched incumbent. By placing limits on the number of consecutive years someone can hold office, we insure that there will be new blood with new ideas constantly entering public office. At the board’s Jan. 13 meeting, the Board of Education issued a statement regarding some comments attendees had made during public comment sessions of previous board meetings, which it said were “not entirely accurate.” The board alleged residents “claim[ed] the district is using students as political pawns to advance interests,” “does not have the students’ interests in mind,” and had failed to fulfill some of its contractual obligations, it said via a statement. The board did not specifically say members of the Ken-Ton Advocates for Student-Centered Education were responsible for making these “inaccurate” comments. The board’s statement said the remarks in question had been made at the December and January board meetings. According to Kaufman, the group’s mission statement was created because

of “what we see happening in our schools,” and “our group would like to build an environment where all local residents can be involved in learning about education reforms and advocating for change.” She said the statement was “written from a broad perspective” and referred to members of state and federal government engaging in these actions. “It was never meant to accuse the Ken-Ton Board of Education of not being student-centered, or using students as political pawns, but rather it was meant to convey that the politicians in Albany and Washington, D.C. are doing just that,” Kaufman added. “Although there are mandates from the state and the district we have to abide by, there are things happening on a daily basis in classrooms that are discouraging to parents and students.” Andrew Gianni, a Kenmore father, urged the KenTon District to better itself without comparing itself

to other districts, many of which have more financial resources. Instead, it should work within its own limits and find strengths on which it can capitalize to improve, such as focusing on leadership, creativity, and a sense of community, teamwork and community service, Gianni said. “Living in a district with a significant poverty rate, we will likely never achieve the performance of those districts we often benchmark ourselves against when it comes to standardized tests,” he told the board. “The Kenmore-Tonawanda Board of Education listens. Listening does not necessarily mean agreeing, but the board hears your comments. The board thanks you. The board will consider comments made for future reference and future decisions,” Dana said. “We also appreciate the fact that parents take the time to advocate for their children, and they certainly should be commended for that.”

Farmer’s Market is a year-round destination

The thermometer only read 18 degrees, but the welcome was toasty warm at the North Tonawanda Farmer’s Market. All winter long, on Saturday’s, a handful of hardy farmers and vendors offer their goods for sale to those willing to show up, and show up they do. “We have wonderful, faithful customers,” said Tina of Tina’s Cheese. “People depend on us and the quality of what we sell. I had a lady today that was going out of town and was so excited to get her grated cheese and pepperoni.” Dan Hanzilian of Hanzilian’s Homemade Sausage agreed. “There are all sorts of people who shop here, and they are all dedicated,” Hanzilian said. “I love this community. We provide good food for good people.” When the thermometer dips into the teens with wind chills below zero, only the most robust customers make the trek. “I try to come every Saturday no matter the weather,” said Luke Dabill, one of the market’s regulars. “We live in a winter town; why not embrace it?” “There is hot soup most

Dan’s Produce has been in business for 15 years. “This is our second year with the heated option,” Ottaviano explains. “We use it if it’s below freezing outside in order to keep the customers comfortable and

In fact, he cares so much about his patrons he hired one. “I was such a good customer for so many years, I ended up working here,” Alyssa, of Dan’s Produce said. and in the spring, summer, and fall on Tuesdays and Thursdays as well. “We’re like a family,” Tina stated. “We’ve worked side by side for many years. My mother started this and I have been involved since I was 7 years old. I guess it’s in my blood.” Located at the corner of Payne Avenue and Robin-

In the warmer months, there are dozens of vendors selling a wide array of products from fresh fruits and vegetables to plants, flowers, honey, organic beef, baked goods (for humans as well as their canine companions), fresh donuts, coffee, and almost any-

They’re made in August.’ Zach did the work

over the summer and the hard work paid off.” McGregor, meanwhile, is already a THS legend. The youngest of four, Cody and his brothers Scott, Kyle and Jordan are all members of the Warriors 100-Win Club and hold the state records for most career varsity wins by siblings. Cody is also the owner

The Lady Warriors looked nearly unstoppable. Tonawanda toppled a total of 5,002 pins to finish fifth overall and second in Class C in the Section VI girls bowling championships that were held on Feb.12. Fredonia took Class C with a pin count of 5,103. Tonawanda coach Gina Maduri, who’s team was cochamps of ECIC North Small Division, was extremely proud of the way her girls came together this year, especially after a disappointing showing in sectionals last season that left a sour taste in everyone’s mouth. “I think overall, the whole season, this has been the best tournament year that we’ve had,” said coach Gina Maduri. “They’ve really shown up the second half and that was a problem that I’ve had the first three years that I was coaching. The second half we kinda fall off and lose energy. This year has been completely different and I’m so proud of them for that. They actually get stronger

Styslowsky had a 503 series for the morning session and a high game of 253 in game five as the highlight of her day. Dayna Daugherty was 33rd overall. She used a 191 high game to spark her overall score of 1,026. “Dayna has always been a rock mentally. Bowling is so mental and I stress that to the

girls a lot,” Maduri said. “It’s easy to get down on yourselves and throw the day away. They don’t do that. Dayna has pretty much been the best at that. Kelly was great all year long in tournaments. She was definitely our most optimistic person on the team.” The Lady Warriors also received strong showings from Melissa Large (1,000), Marina McClure (962) and Kassidy Richter (946). The Ladyjacks, who are the youngest team in the NFL, did not fair as quite as well as their counterparts from across the Erie Canal. Fishing 18th

overall in the field of 42 teams and 10th in ClassAwith a total pin count of 4,524. The Ladyjacks finished fifth in the league with a 6-8 record, which is about where coach Bill Rohring predicted. Senior captain Bridget Enright rolled a team-best 976 series with a high game of 199 in the first game of the morning session to finish 56th overall. Fellow captain Haylee Sutton rolled a 781 for her five game total with 180 for her high in the opening game of the afternoon session. “We struggled a bit,” said

coach Rohring. “Young team.” Weather forced the boys tournament to be rescheduled to Feb. 24. NT finished tied with Niagara-Wheatfield for second place in the NFL. Kyle Behr, who led the league in average with a 220.88 and 749 high series, comes into sectionals riding a wave of momentum. He rolled a 300 against Lockport on Feb.5. Tonawanda comes in as the ECIC North Small Division champs led by Kyle Zack and Jared Simmonds.

Daugherty carries a solid 96 academic average and is a vital member of the Lady Warriors bowling team. On the lanes, Dayna recorded the highest season average, 192, in ECIC North Small Division to help the Lady Warriors earn a share of the league title. Seemingly never rattled when she is on the lanes, Daugherty is the perfect role model for her teammates. In school, Dayna is involved with the THS Youth Court, Future Business Leaders of America, the Gay-Straight Alliance and the Girl Scouts. She is also part of the Lady Warriors soccer program.

State wrestling “Wrestling” from page 8 of no less than five program records including most wins (229). But Cody McGregor, who made varsity in seventh grade, isn’t looking at records. The only thing on his mind, what has driven him his entire career and all season long, is to be at the top of the podium and be a state champion—just like his brother Kyle did in 2009. “He’s definitely a man on a mission,” said Nedell. “He’s possessed and he’s obsessed. He’s doing everything he needs to do. He’s working hard with what he needs to work on to get better.” Naturally gravitating to Cody and viewing him as a big brother during their time together, having a seasoned vet like McGregor by his side at states will be a huge plus for keeping Braddell focused and

not distracted by the pageantry of the state tournament. “A lot kids, the first time they go, get caught up in all the stuff that goes on and it really pulls (focus) away from the wrestling,” said Nedell. “I’m hoping, and I thinking Cody is going to be a big influence in telling Zach, hey, keep a level head. Don’t get caught up in it.” A shoulder injury prevented senior Jake Logan from competing, while Sam Sparacino placed fourth in the 99 pound division. Nedell said even though the program is losing core guys like McGregor and Logan, being able to return people like Sparacino and a state qualifier like Braddell will be huge for the team going forward into next season.

Last week, members of the Tonawanda City School District Board of Education heard from a committee of a student and three teachers regarding a proposed new community service requirement for Tonawanda High School students. Although the board has not chosen if it will proceed, the proposal would require all incoming freshmen to complete 20 hours of community service, over four years, to be eligible to walk across the stage at graduation. The board has said at previous meetings this would not bar students from graduating, or from receiving their diplomas, if they fail to complete the minimum number of service hours while otherwise meeting all other graduation requirements. Daniel Hyatt, the committee’s student representative, spoke in favor of adding the proposed requirement, commenting, “As far as I can tell, there’s really not much resistance among the student population to it.” “Most think it’s a good idea. The punishment is very well-deserved; the punishment would be no graduation ceremony,” Hyatt said. “Five hours every year, for a total of 20 over your whole high school career, is not very harsh.” Hyatt said he attended a private high school for his freshman year before he transferred to Tonawanda High, and at that school, students had to complete 20 hours of service a semester. Students who did not were expelled. Hyatt also told the board he felt Tonawanda students were at a disadvantage compared to those from other area schools with community service requirements,

The guidelines would also allow there to be consistency between activities for different grade levels, by having one person in charge of coordinating both grades. The plan was to integrate this into the social studies classes because the goal is to making the students better community members, part of the curriculum. “I want there to be that consistency, to say this is the standard that we’re upholding you to,” Zarcone said. “That’s also the reason why we thought it would be nice to tie it to the graduation ceremony. We’re not telling anyone they can’t graduate. They’re still able to graduate, but by saying ‘graduation,’ even if it’s just walking across the stage, it gives it more importance. This is something that we think you will gain something from, that’s it’s valuable and will make you a better person.” The committee also discussed the possibility that if parents had a vested interest in making sure their child will be able to walk across the stage, they would be likely to be more supportive of the initiative. Tonawanda Middle/High School Principal Jessica Lyons said the planning committee had discussed removing senior prom or picnic if the students did not complete the community service requirement, but they decided against this. “We didn’t feel that those would be something heavy enough to make them feel they really should achieve this,” Zarcone said.

He said in many cases, Tonawanda students must compete with students from other schools, which do have community service requirements, for college admission. “It’s a very competitive market for colleges. This would look very good to colleges, essentially. A lot of other schools require it,” Hyatt said. “GPA is not the only thing factoring into admission, especially Ivy Leagues and other prestigious institutions. Basically, if there was a competition between two students, the district that has the better all-around package for the students, the students would gain access to that college.” Maureen Zarcone, a Tonawanda High social studies teacher and one of the main proponents of the community service requirement, said the committee had discussed it at a school planning team meeting. The school board had discussed integrating the community service requirement into the social studies classes and having teachers be responsible for students in his or her class. “We have a bigger vision for our whole community service,” Zarcone said. “We don’t want to have random teachers saying, ‘Go out, do community service and come back and give me a sheet of paper that says you did it,”” Zarcone commented. “We wanted to create it as an opportunity for them to learn and to grow. We also wanted to create a connection between the elementary schools as well as the middle and high school, so maybe we can get students in the high school to go down to the elementary school class-
