Si nce the enactment of Substi tutc '路Iollse Bill 234 (126 Genera l Assembly). Ohio voters have been able to participate with any election by usi ng an absen t voter's ballo t witho ut providing an "excuse" for obtaini ng the bal lot. Pre viously, Ohioa ns had 10 justi fy thcir lISC o f an absent voter's ballot undcr one of approxi mately a dozc n reaso ns such as the vo ter woul d be out of the votcr's cou nt y on Election Daya l' that the vote r was ove r the age of 65. Over the last several elections, a few coun ties ha ve. for any number o f varied reasons, requestcd and obtained appropriut ions from their coull ty general revenue fund s to pay for the unsolic ited mailing of absent VOIt.:r ba ll ot applicatio ns to most if not all o f the registered vote rs in thc coull ty. In some cases, the county ge nera l fund bore the cost of not only the outbound ma ili ng of the unsolicited application but a lso the rc tu m postrlgc fo r the comp leted app licatio n and the return postage for the voted ballot. Ofthesc, some havc had irregular engagemcnt in their own practice: mailing fo r on ly ce rtain elec tion s, paying postage on so me porti ons orthe process in one year but not in another.
