AMENDING Park Board Rule 1, City Parks, 10, Weapons, 2 1 , Closing Time, and 29, Special Use Permits; and ENACTING new Park Board Rule 34, Reservations. WHEREAS, The number one concern of the Board of Park Commissioners is to ensure the public health, safety and welfare when it comes to our parks; and WHEREAS, We want to ensure that our Parks are always clean, safe, and reliable and instituting regular park closing times, gives us greater confidence that these principles can be accomplished; and WHEREAS, Even with posted park closing times, the incidents of vandalism and other criminal activity has always been higher during the overnight hours when there is no or low lighting in various areas of the parks; and WHEREAS, a.m.; and
Police statistics show that peak hours for criminal activity is between 8 p.m. and 4
WHEREAS, We do not want our parks to become a haven for criminal activity, but with no staff on duty and no artificial light in a large part of our park system, that is exactly what they could become; and WHEREAS, In addition, restroom facilities are generally closed during overnight hours or during times when there is no permitted event, not only because budget reductions do not allow us to maintain the restrooms on a 24 hour basis, but also because we saw the incidents of vandalism rise greatly in park restrooms during the overnight hours; and WHEREAS, With the lack of available restroom facilities, people tend to relieve themselves within the parks or in neighboring properties, which can also lead to health concerns; and WHEREAS, Rat, possum, and raccoon infestations within the parks are also a health concern. We work very hard to keep the parks clean and to remove the trash as necessary; and WHEREAS, Having the parks open 24 hours will create additional waste at times when scavenging animals are most active and when there is no staff on duty to address attractive conditions which should be cleaned up, NOW, THEREFORE, BE IT RESOLVED, Cincinnati, State of Ohio:

Section 1. That Rule 1 of the Park Board Rules is hereby amended to read as follows: Rule 1. City Parks. The mission of the park board is to conserve, manage, sustain, and enhance the parks' natural and cultural resources and public greenspace for the enjoyment, enlightenment, and enrichment of all citizens in the Cincinnati community. City parks are open for the lawful use and enjoyment of all citizens.
