ALSC Changes Southern Pine Design Values

The current editions of the International Building Code (IBC) and the International Residential Code (IRC) include span tables to be used in the design of wood joists. The design criteria is established by Department of Commerce standard DOC PS 20-5, American Softwood Lumber Standard, which is also referenced in both the IBC and IRC. This standard identifies the American Lumber Standard Committee (ALSC) who administers an accreditation program for the grademarking of lumber produced under the system.

On January 11, 2012 the ALSC Board of Review certified reduced design values for 2x4 lumber sizes of Southern Pine of grades #2 or lower, effective June 1, 2012. In making this reduction, they stated the following: ‘The values represent approximately a 25-30% reduction…All design professionals are advised in the strongest terms by the Board to evaluate this information in formulating their designs in the interim period.’

As a result of this action taken by the ALSC, the ICC Board is directing the ICC membership to the American Wood Council website where the effect of those changed design values on the span tables contained in the IBC and IRC may be found.

The business of trading lumber in North America fell deeper into a lull last week, more due to the inexorable pull of summertime slowdown and curtailments than the Canadian and US national holidays. Prices on many dimension lumber and panel products remained flat, or lost ground slightly. Producers reported continued high levels of interest. Those mills which were unable to book new orders had plenty of work in milling through already established order files. So far this season, no one is complaining. If solid wood prices soften further, the export duty on Canadian lumber going to the US will start to increase again. This is not an entirely unexpected development. Word came from the international tribunal July 11 that a ruling on the current arbitration, against British Columbian timber pricing policy, will come down in one week’s time. Wednesday, July 18 is the day players across North America, and indeed globally, will know at exactly what disadvantage BC producers will be compared to other Canadian and to American producers. If there is to be a penalty, that is. The US asked for an additional export tax on BC lumber products of US$303 million. Divided equally over the remaining duration of the 2006 Softwood Lumber Agreement, this comes out to approximately 9 per cent additional tax paid by BC producers only. Unlike some of the other arbitrations that have taken place, the LCIA ruling this time is final. There is no possibility of appeal. By Wednesday it will be all over but the crying. The scope of the penalty against BC, if there is one, will seriously effect the volume of that province’s wood going into the US for the next three years. Being at a disadvantage compared to US lumber producers, particularly those on the west coast, is one thing. But having to pay the Canadian government a significant percentage more per thousand board feet than say, Alberta, is another thing entirely. Should the penalty be sizable and should BC companies consider it prohibitive, a greater proportion of BC wood will be sent to established and burgeoning offshore markets like Japan and China, at the expense of traditional US customers. This just when US home building properly embarks on the recovery that has started to show this year. This reduction in volumes arriving from BC’s important fibre basket are likely to send lumber prices within the US higher as the supply shock starts to hit.
