Before getting to last week’s lumber prices and market comment, it is important to note the very surprising -- in fact stunning -- decision by the LCIA on the latest arbitration under the 2006 Softwood Lumber Agreement. The US had been asking for a $303 million penalty against British Columbia wood only, not any other Canadian provinces, exported to the US. That the entire claim was dismissed Wednesday means, as of this moment, all BC lumber producing companies have more money than they thought they did. It is not an exaggeration to say that everyone expected to pay at least something. If BC lumber had been at a nine to 11 per cent disadvantage compared to other Canadian wood, it is sure that volumes to the US would have dropped as mills sought out customers in other regions. That BC wood will remain on a level playing field with the rest of Canada, at least until October 2015 when the SLA expires, is a massive relief to producers from that region. In addition, continued strong lumber prices mean that the existing export tax will remain below the full 15 per cent rate. Thus the built-in disadvantage of Canadian wood selling within the US, compared to US domestic lumber, is also reduced.

Sustained strong demand for lumber and panel from the US last week propped up prices somewhat. This is a very unusual time of year for lumber prices to be climbing, and for US housing starts to be up. Traditionally by July most ground-breaking for new homes is done, and most solid wood has been ordered and either delivered or on its way. Benchmark WSPF KD 2x4 #2&Br jumped $8 last week to finish at US$294 mfbm. Western 2x4 studs reversed their downward trend of the previous week, popping up $15 and recovering to US$345 mfbm. Even struggling Douglas fir mills were able to raise prices on green 2x4s slightly. Most other commodities were flat even as sellers fielded multiple phone calls. Order files were sustained at five weeks or so, giving mills confidence to keep prices at current levels. The lumber futures July contract on the Chicago Mercantile Exchange closed to little fanfare, and at a $10 discount to cash, as most players were already heavily trading in the September contract.
