GENERAL PROVISIONS

1. NAME OF COMPETITION

1.1. TheofficialnameofthetournamentistheConcacafCaribbeanCup (hereinafter:TheCompetition). Concacaf,atitssolediscretion,canchangethe officialnameofTheCompetitionandincludeatitleor presentingsponsorintheofficialnameandtheofficialmarks.TheCompetitionisplayedeveryyear.

1.2. TheCompetitionisanofficialeventofTheConfederationofNorth,CentralAmerica,andCaribbean AssociationFootball(Concacaf).

1.3. TheCompetitionconsistsofthree(3)rounds:

1.3.1. GroupStage

1.3.2. Semifinals

1.3.3. Finals(Finalsand3rdPlaceMatches)

1.3.4. Whenreferringtoallthree(3)stages–hereinafter:TheCompetition.

1.4. Concacaf’sCaribbeanMemberAssociations(hereinafter:Associations)mayenter acertainnumber ofclubsforTheCompetitioninaccordancewiththequalificationprocessasdefinedbyConcacaffor eachAssociationandtheConcacafCaribbeanClubShield.

1.5. ConcacafisthesoleownerofTheCompetitionandofallrightsemanating fromTheCompetitionand hastheexclusiverighttoorganize,controlandmanagethiscompetition.Theserightsinclude,among others,everykindoffinancialrights,audiovisualandradiorecording,reproductionandbroadcasting rights,multimediarights,marketing,sponsorshipandpromotionalrightsandincorporealrightssuch asemblemsandrightsarisingundercopyrightlaw.AnyrightsrelatingtoTheCompetitionthatthese Regulations do not specifically grant to a participating club or Member Association will belong to Concacaf.

1.6. ThisCompetitionwillalsoserveasthequalifyingtournamentforthe2024ConcacafChampionsCup.

1.7. TheCompetition’sRegulations(hereinafter:Regulations)governtherights,duties,andresponsibilities ofalltakingpartinTheCompetition.TheRegulations,TechnicalGuide,ConcacafStatutesandall otherConcacafrules,regulations,circulars,directives,anddecisionsinforcewillapplyandare bindingforallparticipatingassociations,officials,players,andtheirrespectiveclubsandforall personsinvolvedinthepreparation,organizationandhostingofTheCompetition.

3. CONCACAF

3.1. TheresponsibilitiesofConcacaf,amongothermatters,includebutarenotlimitedto:

3.1.1. OrganizingTheCompetition

3.1.2. Supervising general preparations, deciding on The Competition format drawsandforming thepairings.

3.1.3. Determiningthematchscheduleandkick-offtimesforTheCompetition

3.1.4. Setting the dates and approving the venues of the matches during TheCompetition

3.1.5. AppointingVenueCoordinators,MatchCoordinators,MatchCommissioners,TechnicalStudy Group, Referees, Referee Assessors, Disciplinary Committee Members and any other delegates(hereinafter:MatchOfficials)forTheCompetition

3.1.6. Daily per-diem and international traveling expenses for the Concacaf MatchOfficials.

3.1.7. Approving the choice of the WADA-accredited laboratory that will carry out the doping analyses.

3.1.8. Decidingwhichmatcheswillbesubjecttodopingtests.

3.1.9. Informing the Disciplinary Committee of any breach of any applicable regulations for appropriateaction.

3.1.10. Replacing clubs that have withdrawn from The Competition and on what basis such a replacementoccurs.

3.1.11. Settlingcasesofforcemajeure.

3.1.12. Selectingtheofficialmatchballandthestipulatedtechnicalmaterial.

3.1.13. Organizing and coordinating the post-match ceremony immediately following the 2nd leg

matchoftheFinalRound.

3.1.14. DealingwithanyotheraspectofTheCompetitionthatisnottheresponsibilityof any other bodyunderthetermsoftheseRegulations.

3.2. ThedecisionstakenbyConcacafarefinalandbindingandnotsubjecttoappeal.

3.3. Concacaf may modify these Regulations, from time to time, in order to comply with the laws of a specificjurisdiction,whenapplicable.Allparties’responsibilities,rights and obligations hereunder shall besubject to thecompliance of local laws, regulations, ordinances, and other rules issued by competentauthoritiesfromtheapplicablejurisdictions.

4. PARTICIPATING CLUBS

4.1. EachParticipatingClubshallberesponsiblethroughoutTheCompetitionfor:

4.1.1. Theconductofallplayers,coaches,managers,officials,mediaofficers,representatives,and guestsofitsdelegation(hereinafter:TeamDelegationMembers),andofanypersoncarrying outdutiesonitsbehalfthroughoutTheCompetition.

4.1.2. EnsuringtheprovisionofadequateinsurancetocoveritsTeamDelegationMembersandany otherpersonscarryingoutdutiesonitsbehalfagainstallrisks,including butnotlimitedto health, injury, accident, disease, and travel in consideration of the relevant rules or regulations.

4.1.3. ProvidingConcacafwithalltheinformationand/ordocumentationrequestedwithinthe stipulateddeadlines. ClubsthatfailtoprovideConcacafwithallrequestedinformation and/ordocumentationwithinthestipulateddeadlinesshallbeimposedafineexceptin unforeseencircumstancesandcasesofforcemajeureasdeterminedbytheConcacaf GeneralSecretariat.

4.1.4. Applying for visas within the required time as stated by the diplomatic missions of the countriestobevisited,whennecessary.

4.1.5. AttendingpressconferencesandotherofficialmediaactivitiesorganizedbyConcacafandin accordancewithitsinstructions.

4.1.6. AttendingthemandatoryMatchCoordinationMeeting(MCM),atthepredesignatedtimeand location

4.1.7. Allowing Concacaf to use theirmarks for the promotionof The Competition, and allowthe eventsponsorstousethemarksinacollectiveformonly,forthesolepurposeofpromotingThe Competition as per The Competition’s Commercial Regulations (hereinafter: Commercial Regulations).

4.1.8. Collaborating and supporting Concacaf withthe promotions and activations of tournament sponsorsaspertheCommercialRegulations.

4.2. EachHostClubshallberesponsiblethroughoutTheCompetitionfor:

4.2.1. ProvidingastadiumthatmeetsthecriteriaestablishedbyConcacaf.

4.2.2. EnsuringthatthestadiumismadecompletelyavailableonMatchDay -1(andMatchDay-2 for the Final Round), forsole use by Concacaf Staff and Officials, to conduct walkthroughs, install signage and conduct any other activity reasonably requested. No other activities, unrelatedtoTheCompetition,maybeheldduringthistime.

4.2.3. ProvidingaccesstoatrainingfieldthatissimilarinsizeandsurfacetypeforuseonMD-1if thestadiumisunavailableduetoweatherissues.

4.2.4. ProvidingforthelocaltransportationofthedesignatedConcacafDelegatesandMatchOfficials uponarrivaluntildepartureforallofficialfunctions.

4.2.5. Providing for the local hotel rooms (including breakfast and internet) for the designated MatchOfficials.

4.2.6. Reserving and providing the necessary rooms and/or equipment for the Team Arrival Meeting(TAM)andMCM.

4.2.7. Providingalllocalinformationasmaybereasonablyrequestedbytheirvisitingopponentin accordancewiththescheduledeterminedbyConcacaf.

4.2.8. RecommendinghotelstothevisitingteamandadvisewhichhotelisbeingusedbytheMatch Officialstoavoidconflict.

4.2.9. Providing all water and isotonic beverages as detailed by Concacaf in TheCompetition’s TechnicalGuide(hereinafter:TechnicalGuide).

4.2.10. Obtaininginsuranceforthetrainingfields.

4.2.11. Ensuringthatthematchfieldisavailablefortheteam’sofficialtrainingsession.

4.2.12. Ensuring that the police escort (unless otherwise agreed is not necessary bybothteams andmatchofficials)isarrangedandontimeforallofficialmovements.

4.2.13. Providing a team liaison who will be responsible for and available to the visiting team throughouttheirstayandmust:

4.2.13.1. Speakthelanguageoftheteam.

4.2.13.2. Meettheteamuponarrivalattheairportandaccompanythemtotrainingandthe match.

4.2.13.3. Assisttheteamwithspecialrequestssuchasarrangingspecialmenus.

4.2.13.4. ArrangingthetransportationtoandfromtheMCMfortheteam’sdelegation.

4.2.13.5. Make certain that the team locker room is cleaned and ready with the required provisionsaspertheTechnicalGuide.

4.2.13.6. ConfirmtheseatingarrangementsforthevisitingteamVIPsasoutlined.

4.2.13.7. Anyreasonablerequestsforthelockerroomonmatchdaybythevisitingclubor Concacaf.

4.2.14. Providing the match tickets by the stipulated deadline, as explained in theCommercial Regulations.

4.2.15. Guaranteeinglawandorderaswellassafetyinthestadiumincollaborationwiththerelevant authoritiesasestablishedintheConcacafSafetyandSecurityGuidelines.

4.2.16. Providingasegregatedsafesectionforthevisitingclub’ssupporters.

4.2.17. Undertakingandarrangingadequateliabilityinsurancecoveragewithrespecttothestadium inwhichthematchistobeheld,andaddingConcacafandTheCompetition’smarketingparts asan“AdditionalInsured”partyinthepolicyandprovidingConcacafwithacopyofsuch policypriortotheclub’sfirstmatchinTheCompetition.

4.2.18. ProvidinganofficeatthestadiumwithadedicatedwirelessinternetconnectionfortheMatch Officials

4.2.19. Providingtwelve(12)practiceballs andatleasttwenty(20)bibs,ten(10)eachof two (2) colors,tothevisitingteamtoutilizefortheirofficialpracticeonMD-1andforthepre-match warmup,ifrequestedbythevisitingteam

4.2.20. Providingforaminimumoftenballkidsforeachmatchwhoare14yearsofageorolder.

4.2.21. IfthecaseofhostingthefinalmatchofTheCompetition,assisting,andcooperatingwithConcacaf to coordinate the arrangements for the post-match awards presentation on the field immediatelyfollowingthematch.

4.2.22. Coveringallcostsassociatedwithsection4.2.

4.3. EachVisitingClubshallberesponsiblethroughoutTheCompetitionfor:

4.3.1. Arrivingtothehostcitynolaterthan48hourspriortokick-offtoconducttheuniformand playerchecksaswellasfulfilltheirmediaobligations.

4.3.2. Providingfortheirowninternationalandlocaltravelandtransportandanycostsincurredin obtainingvisas.

4.3.3. Providingfortheirownhotelaccommodationandmealexpenses.

4.3.4. Payinganyairporttaxes,laundrycostsandtipsasacustomary.

4.3.5. Havingacellphoneduringaway matcheshasthecapacitytomakeandreceivephonecalls whileabroad.

4.3.6. Makinganyreasonablerequestforguidance,information,andassistancefromthehomeclub ingoodtime.

4.3.7. Advisingthehomeclubofanyspecialrequests,nolaterthanoneweekbeforethematchof theirtravelandaccommodationarrangements

4.3.8. Advisingthehomeclubofanyspecialrequestssuchasatrainingfield,transportationneeds, beveragesfortraining,etc.nolaterthanoneweekpriortothematch.

4.3.9. Advisingthehomecluboftheapproximatenumberofsupporterswhowillbeattendingand iftheyareawareofanyproblematicsupporterswhomightattendormight try to access the stadium.

4.3.10. Travelingwithaminimumof18playersfromtheapproved23-PlayerRosterforanymatch

4.3.11. Coveringallcostsassociatedwithsection4.3unlessotherwiseagreedbythehostclub.

4.4. ClubsandtheirplayersandofficialsparticipatinginTheCompetitionshallagreetofullyrespectand complywith:

4.4.1. TheLawsoftheGameandtheprinciplesofFairPlay.

4.4.2. TheConcacafStatuesandallConcacafregulations,rules,codes,protocols,circulars,directive, guidelines,anddecisions(includingtheseRegulationsandtheTechnicalGuide)

4.4.3. AlldecisionsanddirectivesoftheConcacafCouncil.

4.4.4. TheFIFADisciplinaryCodeofEthicsandtheConcacafCodeofConduct.

4.4.5. TheFIFADopingControlRegulations.

4.4.6. AllConcacafprotocolsduringmatchesandfullycooperateintheirenforcement(e.g.,Concacaf protocolforracistincidentsduringmatches).

4.4.7. AllConcacafanti-matchmanipulationandanti-discriminationstipulations

4.4.8. AllConcacafmarketingandmediarequirements,asstipulatedintheMediaand Commercial Regulations.

4.4.9. Allkitandequipmentrequirementsaspersection16oftheseRegulations

4.4.10. ProvidingtoConcacafpriortothestartofTheCompetition,statistics,playersphotographs,

stadium information, to include aerial photographs, and any additional information as requestedtoassistinthepromotionofTheCompetition

4.4.11. Responsibleforfieldingonlyeligibleplayers.Failuretodosowillleadtotheconsequences stipulatedintheapplicableregulations.

4.5. Clubsshalltakeallnecessaryactionsfortheirplayersandofficialstobeboundbyandcomplywithall the statutes, regulations, rules, codes, protocols, circulars, directives, decisions, stipulations, and requirements.

4.6. Refrainfromanyillegal,immoral,orunethicalbehaviorthatdamages,orcoulddamagetheintegrity andreputationoffootballandmustcooperatefullywithConcacafatalltimesineffortstoprevent, investigateandsanctionsuchbehavior.

4.7. AllclubswhohaveenteredTheCompetitionshallnotrefer(directlyorindirectly)toitsteamasan inferiorteampubliclyorintheprintand/orelectronicmedia.

5. ENTRIES FOR THE COMPETITION

5.1. The specific entry criteria for each Association will be agreed upon between Concacaf and each Associationinquestion.

5.1.1. DominicanRepublic’squalificationcriteria:

5.1.1.1. Thechampionclubfromthe2022LigaDominicanadeFutbol

5.1.1.2. The non-champion club with the most accumulated points in the 2022 Liga DominicanadeFutbol.

5.1.1.3. The non-champion club with the 2nd most accumulated points in the 2022 Liga DominicanadeFutbol

5.1.2. Jamaica’squalificationcriteria:

5.1.2.1. Thechampionclubfromthe2021-2022

5.1.2.2. Therunner-upclubfromthe2021-2022

5.1.2.3. The3rdplaceclubfromthe2021-2022

5.1.3. TrinidadandTobago’squalificationcriteria:

JamaicaPremierLeague.

JamaicaPremierLeague

JamaicaPremierLeague.

5.1.3.1. The club that holds the first position in the 2023 Trinidad and Tobago Premier Football League season by the end of Matchday 18, on May 28th, 2023.

5.1.3.2. Theclubthatholdsthesecondpositioninthe2023TrinidadandTobagoPremier

5.1.4. ConcacafCaribbeanClubShieldqualificationcriteria:

5.1.4.1. Thetwofinalistsfromthe2023ConcacafCaribbeanClubShield.

5.2. In the event of any disagreement in establishing or applying the entry criteria, Concacaf will determineandapplytheentrycriteriaatitssolediscretion.

5.3. Asamatterofprinciple,clubswillearntherighttobeenteredbytheirAssociationintoTheCompetition through:

5.3.1. Fairplayandsportingmerit.

5.3.2. CompliancewiththeirAssociation’sRegionalClubLicensingrequirements.

5.3.3. FinancialgoodstandingwiththeirAssociationandConcacaf.

5.3.4. Qualifiedclubsmustsubmit:

5.3.4.1. ThesignedparticipationagreementbythedatespecifiedbyConcacaf,atwhichpoint theywillbeofficiallyregisteredforTheCompetition.

5.3.4.2. AllotherdocumentsrequiredbythedatesspecifiedbyConcacaf.

5.3.5. UponenteringTheCompetitioneachclubagrees:

5.3.5.1. ToplayinTheCompetitionuntiltheirelimination.

5.3.5.2. ToensurethattheirleaguescheduledoesnotconflictwithTheCompetition’sdates andtimesasdeterminedandapprovedbyConcacaf.

5.3.5.3. TofieldtheirstrongestteamthroughoutTheCompetition

5.3.5.4. Toensurethatitshomevenuemeetsthecriteriaestablishedinsections13and15 oftheseRegulations.

5.3.5.5. ToplayallscheduledmatchesondatesandtimesasdeterminedbyConcacafand setforthinaccordancewiththeseRegulations.

5.3.5.6. ToprovideConcacafwithanyrequirementsdefinedintheseRegulations.

5.3.5.7. Totakeallnecessaryactionsforitsplayers,officials,andstafftobeboundbyand complywithallapplicablelaws,regulations,rules,codes,protocols,directives,and decisions, including but not limited to, all disciplinary and appeals rules and procedures, all anti-doping requirements, all anti-match manipulation and anti-

discriminationstipulationsandallmarketingandmediarequirements.

5.3.5.8. Torefrainfromanyillegal,immoral,orunethicalbehaviorthatdamages,orcould damage, the integrity and reputation of football and must cooperate fully with Concacafalways,initseffortstoprevent,investigateandsanctionsuchbehavior.

5.3.5.9. Thattheclubitselfaswellasitsplayers,officialsandstaffrecognizethejurisdictionof the Court of Arbitration for Sport (CAS), as defined by the Concacaf and FIFA Statutes.

5.3.6. TheCompetition’sChampion:

5.3.6.1. DoesnotgainautomaticentrytothenexteditionofTheCompetition.

5.3.6.2. Willqualifytothe2024ConcacafChampionsCupRoundof16.

5.3.7. Therunner-upand3rdplacefinisherwillqualifytothe2024ConcacafChampionsCupRound One.

6. LAWS OF THE GAME

6.1. All matches shall be played in accordance with the Laws of the Game in force at the time of The Competition and as laid down by the International Football Association Board. In the case of any discrepancyintheinterpretationoftheLawsoftheGame,theEnglishversionshallbeauthoritative.

6.2. Eachmatchshalllast90minutes,comprisingoftwoperiodsof45minutes,withahalf-timeintervalof 15minutes.

COMPETITION

7. WITHDRAWAL, UNPLAYED MATCHES AND ABANDONED

MATCHES

7.1. IfanAssociationdoesnotproperlyenteraneligiblecluborclubsintoTheCompetition,orsuchclubs areunabletomeetthecriteriaestablishedintheseRegulations(considered“non-entry”),thenConcacaf will decide, at its sole discretion, the course of action in relation to the vacant space(s) in The Competition.ThesamewillalsoapplyincaseswhereanAssociationand/oraclubarenotin good standing with Concacaf, or a club is not in good standing with its Association. This decision may include:

7.1.1. Providingforanalternateclub(s)fromtheAssociation(s)inquestion.

7.1.2. ProvidingforanalternateclubfromadifferentAssociation(s).

7.1.3. InthecaseoftheConcacafCaribbeanClubShield,thenexteligibleclub.

7.1.4. Leavingaspacevacantandgrantinga“bye”totheiropponent(s).

7.2. Once having entered The Competition, participating clubs must meet all obligations including participatinginallmatches.Failuretoparticipateinanymatch maybeconsideredbyConcacaf,atits sole discretion, as a withdrawal from the event. A withdrawal may have a serious impact on the integrityoftheeventandassuch,thepenaltiesasspecifiedbelowwillapply,exceptincasesofforce majeureorunforeseencircumstancesdeemedacceptablebyConcacaf.

7.3. Thefollowingfineswillapplyinthecaseofawithdrawalofaclub:

7.3.1. AftersingingtheParticipationAgreementuptooneweekpriortothedraw: Afine of USD 15,000.

7.3.2. From one week prior to the draw up to the first match in The Competition: A fine of USD 30,000.

7.3.3. FromthefirstmatchinTheCompetitiontothestartoftheSemifinals:AfineofUSD60,000.

7.3.4. AnytimeafterthestartoftheSemifinals:AfineofUSD100,000.

7.4. Failuretoplayorcompleteanyspecificmatchdoesnotreleaseateamfrom its obligation to play in other matches as scheduled in The Competition. All cases willbesubjecttoreviewbytheConcacaf DisciplinaryCommittee(hereinafter:DisciplinaryCommittee)forpossiblesanctionsand/orfines.

7.5. ExceptincasesofforcemajeureorunforeseencircumstancesasdeemedacceptablebyConcacaf,a clubthatwithdrawsatanystageofTheCompetition:

7.5.1. Maybeorderedtoreimbursetheopposingclub(s)and/orConcacafofanyexpensesthatthey have already incurred as a result of its proposed involvement or non- involvement in The Competition.

7.5.2. Mayberequiredtopaycompensationforanydamagesorlossesarisingfromitswithdrawal

7.5.3. MaybedisqualifiedfromtakingpartinthenexttwoeditionsofTheCompetition.

7.5.4. WillbereferredtotheDisciplinaryCommitteeforadditionalsanctions.

7.6. TheAssociation of any penalized club will beresponsiblefor ensuring that specified sanctions are carriedoutandcompliedwith.

7.7. FailureofTheCompetition’sChampiontoparticipateinthe2024ConcacafChampionsCupwillresult inafineofUSD100.000payabletoConcacaf.

7.8. Noappealcanbelodgedagainstthesedecisions.

7.9. Ifamatchcannotcommenceon-timeorisstoppedbytheRefereebeforetheendofnormaltimedueto forcemajeureoranyotherincidentssuchas,butnotlimitedto,thefieldisnotfitforplay,weather conditions,floodlightfailure,etc.thefollowingproceduresmustbefollowed:

7.9.1. Thematchmustfirstbedelayedforaminimumof30minutes,unlesstheRefereedecidesthatthe matchcancommenceearlier,beforeadecisiontoreschedulethematchistaken.

7.9.2. AtthediscretionoftheReferee,anotherdelayofamaximumof30minuteswillbeallowedif intheiropinionthisextraperiodofdelaywillallowthematchtocommence.

7.9.3. Otherwise,attheendofthissecond30-minuteperiod,theRefereemustdeclarethematch to havebeencancelled.

7.9.4. Inthecaseofacancelledmatch,ConcacafwilldecidewithintwohoursoftheReferee’sdecision tocancelthematch,whetherthematchcanberescheduled(takingsportingandorganizational considerationsintoaccount),orwhetheranyotheractionand decision is neededto continue with The Competition. Any disciplinary sanctions resulting from the cancelled match will remaininforce.

7.9.5. If the match is stopped and cannot resume for the reasons stated above, then it will be consideredabandoned.Playwillresumethefollowingdayatthepointwhereit wasstopped andplayedtocompletion,thusavoidingconsiderableextraexpenseforthe visitingclub.Ifitis stillimpossibletocompletethematchthenextdayforthesamereasons,Concacafwilldetermine howandwhenthematchwillbecompleted.Theexpensesthusincurredbythevisitingclubwill bedividedequallybetweenthetwoclubs.

7.10. Thefollowingprincipleswillapplytotherecommencementofthematch:

7.10.1. The match will recommence with the same players on the field and substitutes availableaswhenthematchwasinitiallyabandoned.

7.10.2. NoadditionalsubstitutesmaybeaddedtothelistofplayersontheStartList.

7.10.3. Theteamscanonlymakethenumberofsubstitutionstowhichtheywerestillentitled whenthematchwasabandoned.

7.10.4. Playerssentoffduringtheabandonedmatchcannotbereplaced.

7.10.5. Any sanctions imposed before the match was abandoned remain valid for the remainderofthematch.

7.10.6. Thekick-offtime,date(foreseenforthefollowingday)andlocationwillbedecidedby Concacafinconsultationwiththeparticipatingclubs.

7.10.7. AnymattersrequiringfurtherdecisionwillbetreatedbyConcacaf.

8. REPLACEMENTS

8.1. IfanyClubwithdrawsorisexcludedfromTheCompetition,theConcacafCouncilshalldecidewhether toreplacetheClubinquestionwithanotherClub.

9. ELIGIBILITY OF PLAYERS

9.1. A player who is selected to represent his club in The Competition, must comply with all Concacaf statutoryrequirementsforeligibilityofplayers.

9.2. Protests regarding the eligibility of players shall be decided by the Disciplinary Committee in accordancewiththe FIFA DisciplinaryCodeanduponits entryintoforce,the Concacaf Disciplinary Code.

9.3. The club shall be responsible for fielding only eligible players. Failure to do so shall lead to the consequences stipulated in the FIFA Disciplinary Code and upon its entry into force the Concacaf DisciplinaryCode.

9.4. IfConcacafbelievesaplayer’seligibilityisinquestion,Concacafreservestherightto consider thesaid player ineligibleto participate in anystageofTheCompetitionuntil theplayer’seligibilitystatusis confirmedbyConcacafinaccordancewiththeapplicableregulations.

9.5. Anyteam foundtohavefielded anineligibleplayerwillforfeitthematch.Iftheresultofthematch wasavictoryfortheclubfieldingtheineligibleplayer,threepointswillbeawardedtotheopposing clubonthebasisofa3-0score,orhigherdependingontheresultofthematch.Thisincidentwillbe submittedtotheDisciplinaryCommitteeforfurtherreview.

10. PLAYERS’ LISTS

10.1. CompetitionRoster

10.1.1. Clubsmustprovidetheir35-playerrostertoConcacafnolaterthan14daysprior tostartof TheCompetition,onAugust8th,2023.Inthecaseofthetwoqualifiedclubsfrom the 2023 ConcacafCaribbeanClubShield,their35-playerrosterwillbedueonAugust15th,2023.This listisbindingandmustcontainthenamesofnolessthan18playersandnomorethan35.

10.1.2. IfTheCompetitionrosterdoesnotincludethemaximum35players,thenadditionalplayers maybeaddedprovidedthemaximumof35playersisnotexceeded.

10.1.3. Clubsmustprovidetheir23-playerfinalmatchroster(withaminimumof18),selectedfrom theirapproved35-playercompetitionroster,toConcacafnolaterthan44hourspriortoeach matchkickoff.

10.1.4. Aplayeralreadyregisteredbyaclubcannotbedeletedfromtherosterregardlessofthereason.

10.1.5. Clubs must register at least three (3) goalkeepers on their 35-player roster of which a minimumoftwo(2)mustbelistedonthe23-playerroster.

10.1.6. Ifanyregisteredgoalkeeperonthe23-playerrostersufferslong-terminjuriesorillness,then theclubmayreplacethegoalkeeperinquestionwithagoalkeeperatanytimeduringThe Competition from the 35-player roster. An injury or illness is considered long-term if it incapacitates the goalie for longer than 35 days. A medical report must be submitted to Concacaf detailing the extent of theinjury to the goalkeeper before a replacement player, fromthe35-playerroster,willbepermittedasareplacement.

10.1.7. All rosters and team officials must be approved by club’s Federation prior to being sent to Concacaf.

10.2. OnceaplayerhashadactivetimeonthefieldforaclubinTheCompetition,that playermaynotbe registeredforanyotherclubduringthesameeditionofTheCompetition.

10.3. AllplayersmustberegisteredwiththeclubandtheappropriateFederationandeligibletoplayinany leaguematchforthecurrentplayingseasonpertheFIFAtransferdeadlinesineachcountry.

10.4. Allparticipatingplayersmusthavealegaland validgovernmentissuedidentificationcontaininga photographandgivingfullparticularsonthedateofbirth(day,month,andyear).

11. START LISTS AND SUBSTITUTES ON THE BENCH

11.1. Uptotwenty-three(23)playersmaybeenteredonthestartlist(11startersand12substitutes).Up to a maximum of five (5) substitutes may take the place of the selected players during the three substitution windows. Halftime does not count as a substitution window. The Start Lists shall be signedbytheheadcoachuponarrivaltothestadiumonmatchday.

11.2. Uponarrivalatthevenueandnolaterthanninety(90)minutespriortoanymatch,arepresentativefrom eachteammustsubmittheirStartListtotheVenueCoordinatororotherauthorizedConcacafofficial andshouldalsohavetheidentificationdocumentationforverificationifneeded.Anyplayerwithoutthe relevantdocumentationmaybedeemedineligibletoplay.Bothteamswillreceiveacopyofthestart listnolaterthan seventy-five(75)minutespriortokickoff.

11.3. After the start lists have been completed, signed by the head coach, and returned to the Venue Coordinatorandifthematchhasnotyetkickedoff,thefollowinginstructionswillapply:

11.3.1. Ifanyofthestartingeleven(11)playerslistedonthestartlistarenotabletostartthematch for any reason, they may be replaced byanyofthetwelve(12)substitutes.Thereplaced player(s)maynolongertakepartinthematch,andthequotaofsubstituteplayersshallbe reducedaccordingly.Duringthematch,five(5)playersmaystillbesubstitutedwithinthe allowedsubstitutionwindows.

11.3.2. Ifanyofthetwelve(12)substituteslistedonthestartlistarenotabletobefieldedforany reason,theplayer(s)concernedmaynotbereplacedonthebenchbyanadditionalplayer, whichmeansthatthequotaofsubstitutesshallbereducedaccordingly.Duringthematch,five

(5)playersmaystillbesubstitutedwithintheallowedsubstitutionwindows.

11.4. Ifastartingplayersustainsaseriousinjuryorissoillthathecannotlongerbeexpectedtoplay,he maybereplacedpriortopregameprotocolwithoutpenaltybyaneligiblesubstitutefromthestart list but must be listed as injured on the Start List and will be ineligible to play the match.

11.5. Althoughnolongereligibletoplayasasubstitute,theinjuredorillplayerwhowasremovedfrom theStartListmaybeseatedonthesubstitutes’bench,andifso,wouldthenalsobeeligiblefordoping controlselection.

11.6. A maximum of twenty-one (21) people [twelve (12) substitute players and nine(9)clubofficials] are permitted on the substitutes’ bench. The club officials must have their names and functions indicated ontheofficialform providedby Concacaf prior to thematch.Note:suspendedplayersor officialsarenotpermittedtositonthesubstitutes’bench.

12. FORMAT AND STRUCTURE OF THE COMPETITION

12.1. MatchesinTheCompetitionwillbeeveningmatchesandplayedoneitherTuesday,Wednesday,or ThursdayasdecidedbyConcacaf.

12.2. Clubsagreetoplayattheirhomevenues,whichmustbeapprovedbyConcacaf,andmustensurethat theirleaguescheduledoesnotconflictwiththedatesandtimesasdeterminedandapprovedbythe Confederation.

12.3. Aspreviouslymentioned,TheCompetitionwillconsistofthree(3)rounds:

13. VENUES, KICK-OFF TIMES AND TRAININGS SESSIONS

13.1. Eachclubisresponsiblefortheinspectionofthevenuewhichwillbeutilizedforthiscompetition. This inspection must be completed no later than 90 days prior to the start of The Competition utilizingConcacaf’sinspectionforms.

13.2. UnlessstipulatedotherwiseintheseRegulations,matchesinTheCompetitionmustbeplayedina stadiumwhichmeetsalltherequirementsandstandardsasstatedintheseRegulations.Participating clubsmustensurethattheirstadiummeetstherequirementsandstandardsnolaterthan60days priortothefirstmatch.

13.3. Lighting

13.3.1. The Field of Play must comply with the illumination requirements as per the Technical GuideandConcacafStadiumGuidelines.

13.3.2. Thefieldlightsmustbefullyturnedon75minutes priortokick offorsunset, whichever comesfirst.

13.3.3. ClubsmustensurethatfieldlightinginstallationsaremaintainedandprovideConcacafwith avalidlightingcertificateissuedwithintheprevious12months.Concacafmayconductan independentassessmentoflightinglevelsinstadiumsandwillnotifytheclubsingoodtime oftheresultsofsuchassessmentsandofanycorrectionstobemade.

13.3.4. Anemergencypowergenerationsystemmustbeavailablewhich,intheeventof apower

13.3.5. Matchesplayedatnightmaybeplayedonlyatvenueswherethefloodlightinginstallations meettheminimumlightingrequirementslaiddownbyConcacaf,i.e.,thatthe wholepitch shallbeevenlylit,witharecommendedlightinglevelofatleast1,000luxorasspecifiedper tournament.Anemergencypowergeneratormustalsobeavailablewhich,intheeventofa power failure, guarantees at least two-thirds of the intensity of light for thewhole pitch. 13.4. The practice field must be the same size and type (artificial or natural pitch)asthematchfield andwillbesubjecttoapprovalbyConcacaf.Thepracticefieldwillonlybeutilizediftheteamsare unabletoconducttheirofficialpracticeatthestadiumduetosevereweatherorunlesssuchtraining would,intheviewoftheReferee,MatchCommissionerorotherConcacafOfficials,causeexcessive damagetotheplayingsurface.

13.5. Ifthevisitingclubcannottrainonthematchfield,thehomeclubmustadvisethereasonswhythefield isnotavailable,allowthevisitingclubtodoawalkaroundthefield togetusedtothestadium,and makeafieldofcomparablequalityandsurfaceavailableatnocosttothem.

13.6. Clocksinthestadiumshowingtheamountoftimeplayedmayrunduringthematchiftheyrunup (from0’-45’ inthe1sthalf and45’-90’in thesecond half) andthat they arestopped at theend of normalplayingtimeineachhalf.

13.7. Each home club must open stadium doors to spectators a minimum of two (2) hours prior to scheduledkick-off,unlessotherwiseapprovedbyConcacaf.

13.8. OfficialTraining

13.8.1. Weatherpermittingandbasedontheconditionofthepitch,bothteamswillbeallowedto train for a maximum of one hour for their official practice at the stadium on MD-1 to preservethepitch.

13.8.2. ThevisitingteamwillbegivenpreferencetothetimetheywishtotrainonMD-1.Ifstadium lightingisrequiredfortraining,thenitmustbeprovidedbythehomeclubatnoextracharge tothevisitingteam.

13.8.3. Ifthematchistobeplayedonanartificialpitch,theneachteamwillbepermittedamaximum oftwohourstrainingsession.

13.8.4. ClubsmustinformConcacafoftheirofficialtrainingtimeoneweekpriorthematch.

13.8.5. Thematchofficialswillalsobeallowedaone-hourtrainingsessiononMD-1atthestadium.

13.8.6. IfeitherclubchoosesnottotrainatthestadiumortoconductatrainingwhatsoeveronMD-1,they mustinformtheVenueCoordinatorandConcacafHQtocoordinatetheirmediaobligations atleast48hoursprior.

13.8.7. FortheFinals,clubsmustholdanofficialtrainingsessioninthematchstadiumandthese sessionsshallbeopentothemediafor15minutes.

13.8.8. Allofficialtrainingsmustendbyaminimumof22hourspriortothescheduledkick-offtime.

14. STADIUM AVAILABILTY

14.1. ThestadiummustbemadeavailablesolelytobeusedbyConcacafstartingthedayprior(MD-1)to the club’s home matches to conduct walk-throughs, install signage, brandingandtoconductany otheractivityreasonablyrequested.Ifasubstitutestadiumisused,Concacafwillrequestverification ofcompliancefromtheownershipensuringitsavailabilityforthematchdates.

14.2. Stadiums must be made available to the visiting team and Match Officials for the purposes of trainingthedaybeforethescheduledmatch.

15. STADIUM INFRASTRUCTURE AND EQUIPMENT

15.1. Eachparticipatingclubwillberesponsibletoensurethattheirhomestadiumanditsfacilitiescomply withthestandardsofsafetyandsecurityrequiredforinternationalmatches,includingvenuestaffing levels as per the FIFA Stadium Regulations and Concacaf Stadium Guidelines. The fields of play, facilities and accessory equipment will be in optimum conditions and must comply with the provisionsstipulatedintheLawsoftheGameandallotherrelevantregulations.

15.2. Concacafwillconductstadiuminspections:

15.2.1. IfdeemednecessarybyConcacafbeforeorduringTheCompetition.

15.2.2. Nolaterthan45dayspriortoamatchinanyroundforastadiumthatwillactasasubstitute fortheparticipant’shomestadium,afterinitialinspectionshavealreadybeenconducted.

15.2.3. If a substitute stadium must be utilized after inspections of the primary stadium have alreadybeencompleted,andatanytimeafterthecommencementofTheCompetition,the costoftheinspectionwillbechargedtothecluband/ortheAssociationwhorequestedthis change.

15.2.4. Ifasecondaryorafollow-upinspectionisrequired,thecostoftheadditionalinspection(s) willbechargedtotheclub.

15.3.

HomeStadium

15.3.1. Thehomestadiumselectedbytheparticipatingclubshouldbetheregularstadiumusedby theclubforitshomematches.

15.3.2. Thestadiummustbemadeavailablefortheexclusiveuseoffootballandnootherevents foratleastfive(5)dayspriortothematch.

15.3.3. Intheeventthattheclub’susualstadiumdoesnotmeettheminimumcriteriaestablished intheseRegulationsandotherConcacafpolicydocuments,theclubwillberequiredtomake allreasonableefforts,tomeetsuchstandardsatnocosttoConcacaf.

15.3.4. Ifafterexhaustingallreasonableefforts,theclub’shomestadiumdoesnotmeettheminimum criteria,thentheparticipatingclubwillbepermittedtoselectanalternatestadium,which is subject to the approval by Concacaf, as their home stadium provided such stadium is locatedwithinthesamecountry.

15.3.5. Anyclubpermittedorrequired,underthetermsoftheseRegulations,toplayahomematch inastadiumnotordinarilytheirown,doessoatentirelyitsowncost.

15.3.6. If no alternative stadium is available, then the club will forfeit their entry into the tournamentandConcacafwilldecideonareplacementatitssolediscretion.

15.4. FieldSurfaceandCondition

15.4.1. ThematchesofTheCompetitionmaybeplayedonnaturalorartificialsurfaces.

15.4.2. Ifanartificialpitchisused,theclubmustprovidetoConcacafavalidFIFAlicensingcertificate which meets the requirements of the FIFA Quality Programme for football turf. This certification may be either FIFA Quality or FIFA Quality Pro and must be valid for the entiretyofTheCompetition.

15.4.3. Each participating club will guarantee that the match and practice fields chosen for The CompetitionareofinternationalstandardsandcomplywiththeLawsoftheGame.Theywill alsobesubjecttotheapprovalofConcacaf.

15.4.4. ClubsmustcomplywithConcacaf’smatch-dayfieldwateringguidelinesasdescribedinthe TechnicalGuide.

15.4.5. Ifthehomeclubconsidersthefieldunfitforplay,Concacafwillbeinformedimmediately, aswellasthevisitingteamandtheMatchOfficialsbeforetheirdeparture.Ifthehostclub failstodothis,itwillbeobligedtocoverallexpensesincurredfortravel,boardandlodging ofthepartiesinvolved.

15.4.6. However,ifpriortothematchkickofftimethehomeclubisnotabletorectifythepitchin accordancewiththeLawsoftheGame,thehomeclubwillforfeitthematch.Thevictory,a scoreof3-0,andtheresultingthreepointswillbeawardedtotheopposingteam.Thematter willalsobereferredtotheDisciplinaryCommitteeforappropriateaction.

15.4.7. IfthereisanydoubtregardingtheconditionofthefieldoncethevisitingteamandtheMatch Officialshavealreadyleftforthehostcity,theRefereewilldecidewhetherthefieldisplayable ornot.

15.4.8. Each stadium must have sufficient space to allow the substitutes to warm up during the

StadiumSignageandAudio/VisualBranding

15.5.1. EachstadiummustprovideConcacafwith“exclusiveareas”thatarefreeofany commercial signage and/or advertising (whether temporary or permanent) whatsoever, including corporate,civic,orclubmarks.The“exclusiveareas”arefurtherdefinedintheCommercial Regulations.These“exclusiveareas”shouldbeprovidedtoConcacafonbothMD-1andMD.

15.5.2. There can be no restrictions, except in cases of national law, on what signage may be permitted to be displayed in the stadium by Concacaf. Further details are included in the CommercialRegulations.

15.5.3. No commercial messages, other than those approved by Concacaf, may be readoverthe public-addresssystempriorto,duringandafteramatch.Furtherdetailsareincludedinthe CommercialRegulations.

15.5.4. Concacafdoesnotallowanyviolent,offensive,ordiscriminatorybannersto bedisplayed insidethestadium.AnyviolationwillresultinareviewbytheDisciplinaryCommitteefor possiblefinesorothersanctions.

15.5.5. Ifthestadiumhasastadiumvideoscreen,messageboards,LEDboards,oranyothersimilar digitalmedium,thesewillbeexclusivelyreservedforConcacafonMD-1and MD. Usageof theseassetsbythecluboranythirdpartywillneedtobeapprovedby Concacafexplicitly andinwriting.TheuseofsuchdigitalmediumswillbeprovidedtoConcacafatnoadditional cost above and beyond the board operator expenses. Further detail included in the CommercialRegulations.

15.5.6. Eachhomeclubwillprovideapublic-addressannouncerandscoreboardoperatortoserve at Concacaf’s direction during each match. Further detail included in the Commercial Regulations.

15.6. StadiumSecurity

15.6.1. Foreachmatch,thehomeclubwillberesponsiblefordevelopingasecurityplan whichwill provideforthesafetyofallparticipantsincludinghomeclub,visitingteam,Concacafstaff, Officials,anddelegatesfromthetimeofarrivalintothestadiumuntiltheydepart.Theplan will also provide for a safe environment for spectators attending the match including a separately secured access and segregated seating area for the visiting spectators, and individualsecuritychecksandanybagstheywishtobringintothestadium.

15.6.2. ThissecurityplanmustbeprovidedtoConcacafnolaterthanoneweekpriortoeachhome match.

15.6.3. Home clubs will also ensure the ability to manage any controlled zones including areas reserved for clubs, Officials, guests, delegates, staff, media, or other groups as defined by Concacaf.

15.6.4. Concacaf will require the home stadium to implement The Competition’s credentialing system which will focus on The Competition areas, tunnel, field and locker rooms, the broadcastingareas aswellasthemediaareas.Allotherareascanbecovered by the club’s credentialingsystem.

15.6.5. Concacafreservestherighttorequireadditionalsecuritybeprovided,atitsown discretion, andparticipatingclubsagreetoprovidesuchcooperationasmayberequiredatitsowncost.

15.6.6. Thehomeclub and its Association may besubject to disciplinary measures if appropriate securityarrangementsarenotprovided.Sanctionsmayincludefinesand/orsuspensions.

15.6.7. Nosmokenoranyflammableitemsarepermittedinsidethestadium.

15.6.8. AllstadiumsutilizedinTheCompetitionwillbesmokefree.

15.7. Allbeveragesservedinsidethestadium(excludingbottlesofwaterorisotonicbeveragestobeused by the teams during the match) must be served in open containers (without tops). No glass nor aluminumcontainerswillbeallowedinsidethestadium.

16. TEAM EQUIPMENT

16.1. The Participating clubs will comply with the FIFA Equipment Regulations in force. The display of political,religious,orpersonalmessagesorslogansinanylanguageorformbyplayersandofficials on their playing or team kits, equipment (including kit bags, beverage containers, medical bags, captainarmbands,etc.)orbodyisprohibited,anddisciplinaryactionscouldbetakenincludingbut notlimitedtomatchsuspensionsand/orfines,basedontheseverityoftheevent.Thesimilardisplay ofcommercialmessagesandslogansinanylanguageorformbyplayersandofficialsisnotallowedat anyofficial activityorganizedbyConcacaf(includinginthestadiumsforofficialmatchesandtraining sessions,aswellasduringofficialmediaconferencesandmixed-zoneactivities).Anyviolationswill bedealtwithbytheDisciplinaryCommittee.

16.2. UniformColors

16.2.1. EachclubwillprovideConcacafwithaminimumoftwofieldplayerkits (shirt,shortsand socks)ofdifferentandcontrastingcolors(onepredominatelydarkandonepredominately light) for its official and reserve field kits (shirt, shorts and socks) for all matches, bythe timelineasstatedintheTechnicalGuide.Inaddition,eachclubwillhavethreegoalkeeperkits whichmustbebothdistinctlydifferentandcontrastingfromeachotheraswellasdifferent andcontrastingfromtheofficialandreservekits.

16.2.2. TheapprovalofthesekitsisatthediscretionofConcacaf,andfinalapprovalwillbeprovided inwritingtoeachclub.

16.2.3. If any of the Concacaf approved uniforms kits are changed in any way from the point of approvaluntilthepointatwhichtheclubnolongerparticipatesinTheCompetition,itmustbe reviewedandapprovedagainbyConcacaf.

16.2.4. Concacafwillinformtheclubsofthecolorsthattheywillwearoneweekpriortoeachmatch.

16.2.5. Eachclubmusttravelwith:

16.2.5.1. Bothsetsoffieldplayerandgoalieuniforms.

16.2.5.2. Afieldplayerkitwithoutanumberintheeventofdamagetotheprimaryuniform.

16.2.5.3. Inadditiontoalltheabove(andastheonlyexception),eachclubtravelwitha setofgoalkeepershirtswithoutnamesornumberstobeusedonlyifanoutfield player must take the position of goalkeeper during a match. This extra set of goalkeepershirtsmustbeprovidedinthesamecolorsastheregulargoalkeeper shirts.

16.2.6. Ifplayerschoosetowearadditionalundergarmentssuchasthermalsandthesegarments extendbeyondthebordersofthesleevesorshorts,thenthecolorofthismaterialmustbethe sameastheuniform,orthesamecolorthatextendstheborderoftheuniform.

16.2.7. Iftherefereedeterminesthatthecolorsutilizedbytheteamscouldleadtoconfusion,he maydecide,inconsultationwithotherConcacafofficialsonsite,toissue achange.Inthis case,thehometeamwouldberequiredtochangeifthevisitingteamssecondkitdoesnot resolvetheissue.

16.3. TeamKitapprovalprocedures

16.3.1. Each participating club will provide Concacaf with exact samples with numbers, of the followingequipmentnolaterthanTheCompetition’sworkshop,inJune2023:

16.3.1.1. Officialandreserveplayerkits(oneseteachofshirts,shorts,socks).

16.3.1.2. Officialandreservegoalkeeper’skit(shirts,shorts,socks).

16.4. PlayerNames

16.4.1. Playersmaybeidentifiedbytheirlastnameornicknameontheirshirts,aslongasthename islistedonthePlayerRosterandtheplayerisofficiallyrecognizedbythatnamepublicly.

16.4.2. The size of the lettering must comply with the requirements in the FIFA Equipment Regulations.

16.5. PlayerNumbers

16.5.1. Onlynumbersbetween1through99willbedisplayedonthebackofthejerseyandonthe front of the shorts in accordance with the FIFA Equipment Regulations and must correspondtothenumberlistedonthestartlist.

16.5.2. Onceanumberisassignedtoaspecificplayer,itcannotbere-assignedtoanotherplayerof thesameteamforthedurationofTheCompetition.

16.6. SponsorAdvertising

16.6.1. Teams must wear the uniform worn in their domestic league competitions. This may include, but must not exceed, such sponsor advertising as is normally displayed on the uniformforsuchgames.

16.6.2. Theadvertisingoftobaccoordistilledspirits,as wellasslogansofapolitical,religious,or racistnatureorforothercausesthatoffendcommondecency,isprohibited.

16.6.3. All advertising and commercial use, including without limitation sponsors displayed on uniformsorequipment,maybesubjecttoadditionallocallawsorregulations;allTeamsshall complywiththerequirementsthen-effectiveinthelocaljurisdiction.

16.7. TheofficialCompetitionsleevepatcheswillbeprovidedbyConcacafandaffixedontheright-hand sleeveofeachshirt.AdifferentConcacafcampaignlogomaybeaffixedontheleft-handsleeve.Ifthe previouschampionqualifiesforthisedition,theywillberequiredtowearthegoldChampionspatch centeredonthefrontoftheirjersey.

16.8. ConcacafwillprovideofficialCaptainsarmbandsforeachteamtowearduringthematches.

16.9. Warm-UpBibs

16.9.1. OnlyConcacafprovidedwarm-upbibsmaybeusedduringofficialtrainingsessionsheldat thestadiumandforthewarm-upofplayersduringthematch.

16.9.2. The bibs used by each team must be in contrasting colors to their uniform color and the opposingteam’suniformsandbibs.

16.9.3. ThecolorsofthebibsusedforeachmatchwillbedecidedbyConcacafandcommunicated totheteamspriortotheirdeparturetothevenue.

16.10. ThroughoutTheCompetition,allitemssuchaskitbags,medicalbags,drinkcontainers,etc.,mustbe freeofanysponsoradvertisingand/ormanufactureridentification unless approved by Concacaf in writing.Thisalsoapplies:

16.10.1. Toanyofficialtrainingsessionsbeforethematch.

16.10.2. Toanymediaactivities(forinterviewsandpressconferencesandappearancesinthemixed zone)beforeandafterthematch.

16.10.3. Onthedayofthematchfromarrivalatthestadiumuntildeparturefromthestadium.

16.11. OtherEquipment

16.11.1. Theuseofanycommunicationequipmentand/orsystemsbetweenand/oramongstplayers and/ortechnicalstaffisnotpermittedduringthematchunlesswhereitrelatesdirectlywith thewelfareandsafetyoftheplayers.

16.11.2. Teamofficialswhichwillresideonthebenchduringthematchmusteitherwearcolorsthat contrast with the colors of the bibs and uniforms worn by their team to provide a clear distinctionbetweenplayerandstaff.

17. FOOTBALLS

17.1. The footballs used in The Competition will be selected and exclusively supplied by Concacaf. The footballswillconformtotheprovisionsoftheLawsoftheGameandtheFIFAEquipmentRegulations. They willbearoneofthefollowing twodesignations:the official “FIFAQUALITY PRO”logoor the official“FIFAQUALITY”logoandcannotbemarkedinanywaybytheclub.

17.2. PriortoTheCompetition,eachclubwillreceiveballsfromConcacaftobeusedfortrainingandfor theofficialmatch.OnlytheseballsprovidedbyConcacafmaybeused.

17.3. Concacaf will supply forty-eight (48) Official Competition match balls. None of the48ballscanbe markedinanywayandtheseballswillbeusedonlyformatchesandofficialpractices.18ballsmust beseparatedexclusivelytobeusedinthematchesandshouldnotbeusedbeforehand.Moredetails canbefoundintheTechnicalGuide.

18. TICKETING

18.1. If a stadium with both seating and standing areas are available, the standing space must remain vacant.

18.2. At least 5% of the totalstadium capacitymustbe available exclusively for visiting supporters in a secured,segregatedareaofthestadium.

18.3. Field-side seating is not permitted, and all non-permanently fixed seating must be approved by Concacaf.

18.4. Thevisitingclubwillbeprovidedasuitefortheirvisitingstaffandofficialsorifthestadiumdoesnot havesuites,thenthehomeclubmustprovideaminimumof30ClassAticketsinanareathatensures protectiontothevisitingdelegation.

19. TROPHIES, AWARDS, AND MEDALS

19.1. The Competition’s Champion will be entitled to be referred to as the “Concacaf Caribbean Cup Champion.”

19.2. TheChampionwillbepresentedbyConcacafwithanexactreplicaofTheCompetition’strophyfor itspermanentpossessionandwillalsoreceivefifty(50)Goldmedals.

19.3. Therunner-upwillreceivefifty(50)Silvermedals.

19.4. RefereesforbothFinalmatcheswillreceivecommemorativemedals.

19.5. Additionalmedalsmaybeproduceduponrequestandatthecostoftherequestingclub.

19.6. Separatetrophieswillbegiventoindividualawardwinners.

Fair Play trophy

TheteamwiththebestFairPlayperformance(FairPlayAward).TheFairPlayAwardshallbeawardedto theteam,whichhasshownthebestsportingspiritandfairplayduringTheCompetitionasdeterminedby Concacaf.

Golden Boot

TheGoldenBootwillbeawardedtotheplayerwhoscoredthemostgoalsthroughoutThe Competition. If twoor more players score thesame number of goals, the numberofassists(asdeterminedbyConcacaf) shallbedecisive.Iftwoormoreplayersarestillequalaftertakingintoaccountthenumberofassists,the total minutes played during The Competition will be taken into account, with the player playing fewer minutesrankedfirst.

Golden Ball

The Golden Ball will be awarded to the best player throughout The Competition, as determined by Concacaf.

Golden Glove

TheGoldenGlovewillbeawardedtothebestgoalkeeperthroughoutTheCompetition,as determined by Concacaf.

Young Player Award

The young player award will be presented to the player with the biggest impact at the 2023 Concacaf CaribbeanCup,asdeterminedbyConcacaf.

20. REFEREEING

20.1. TheReferees, Assistant Referees, and Fourth Officials (hereinafter referred tocollectivelyasMatch Officials)fortheCompetitionmustbeappointedforeachmatchby theConcacafRefereeCommittee. TheyshallbeselectedfromtheConcacafInternationalRefereeinglistinforceandshallbeneutral.The decisionsofConcacafarefinalandnotsubjecttoappeal.

20.2. If one of the Assistant Referees is unable to carry out his duties, such Assistant Referee will be replacedbytheReserveAssistantReferee(RAR),ifaRARisappointedtothematchinquestion.Ifno RAR is appointed to the match, the 4th official becomes the Assistant Referee (AR), and the AR becomesthe4thofficial.Inthecaseofforcemajeure,Concacafwill,atitssolediscretion,beallowed toreplaceanyMatchOfficialwithanofficialfromanycountry.

20.3. Iftherefereeispreventedfromorunabletocarryouthis/herduties,suchrefereeshallbereplacedby thefourthofficial.Ifoneoftheassistantreferees ispreventedfromor unable to carry out his/her duties,suchassistantrefereeshallbereplacedbythefourthofficialorbythereserveassistantreferee (whenappointed).Concacafwill,atitssolediscretion,beallowedtoreplaceanyMatchOfficialwith anofficialfromanycountry.

20.4. TheMatchOfficialswillbegiventheopportunitytousethetrainingfacilities.

20.5. Concacaf’sdecisionswillbefinalandnotsubjecttoappeal.

DISCIPLINARY MATTERS

21. Concacaf DISCIPLINARY COMMITTEE

21.1. The Concacaf Disciplinary Committee, hereinafter the Disciplinary Committee, will apply the CompetitionRegulationsandtheFIFADisciplinaryCode,untiltheConcacafDisciplinaryCodeenters intoforce.Inaddition,itmayapplytheConcacafStatutesasappropriate.

21.2. IncasesofinfringementoftheseoranyotherRegulations,orintheeventofunsportsmanlikeconduct, notregulatedintheseRegulationsorin theFIFADisciplinaryCode,bytheparticipatingclubs,their players,officialsand/orstaff,oranytype ofincident,theDisciplinaryCommitteeisauthorizedto applythefollowingsanctionsand/ordecisions:

21.2.1. Caution, warning, fine, deduction of points in the Group Stage, suspension and/ or disqualificationofclubs,theirplayers,staffand/orofficials.

21.2.2. Takeactionagainstanyperson(s),club(s)orAssociation(s)whichincursinsuchinfringement oftheseoranyapplicableRegulations(whichincludetheLawsoftheGameandtherulesofFair Play).

21.2.3. ProhibitviolatorsfromparticipatinginaspecificnumberofConcacaforganizedcompetitions inwhichtheymightotherwisehaveparticipated.

21.3. TheDisciplinaryCommitteemayrefertotheConcacafCouncil,anymatterrelatingtoaninfringement oftheseRegulationsasitseesfitwhetherforfurthersanctionoranyotherreason.

21.4. TheDisciplinaryCommittee’sdecisionsmaybebaseduponwrittenrecordorvideos. Additionally, hearingsmaybeheldtoinvestigateacase.

21.5. When taking a decision, the Disciplinary Committee may refer to the reports made by the Match Delegates, Officials or any other Concacaf Official or staff present. Referencemayalsobemadeto additionalreportsincludingsuchasdeclarations fromthe parties and witnesses, material evidence, expertopinions,audioand/orvideorecordings.Suchreportsmaybeusedasevidencebutonlyinso farasthedisciplinaryaspectsofthecasebeingdealtwithareconcernedandwillnotaffectareferee’s decisionregardingfactsconnectedwithplay.

21.6. TheDisciplinaryCommitteemayconveneapersonalhearingandwilldecideany procedures to be followedinsuchhearing.

21.7. ThefollowingdecisionsoftheDisciplinaryCommitteewillnotbesubjecttoappeal:

21.7.1. Cautions andcensures imposedon players, Match Officials, clubs (staff andofficials),other persons,orAssociations.

21.7.2. Suspensionsofuptotwomatches,orofuptotwomonths,imposedonplayers,MatchOfficials, clubs(staffandofficials)orotherpersons.

21.7.3. Finesimposedonplayers,MatchOfficials,clubs(staffandofficials),otherpersons(notexceeding USD10,000)orAssociations(notexceedingUSD30,000).

21.8. Sessionsmaybeheldwithasinglemember.Decisionswillbemadebythesolejudge,ortheywillbe adoptedbyasimplemajorityofthememberspresent.Intheeventofatie,thepresidentwillhavethe castingvote.

21.9. ExceptincasesofforcemajeureasrecognizedbyConcacaf,ifaclubdoesnotreport for a match, or refuses to commence or continue to play, or leaves the stadium.Before the end of the match, the club will be considered to have lost the match withascoreof3-0ormore.Inanycase,thematter willalsobereferredtotheDisciplinaryCommitteeforappropriateactions

21.10. AnyotherinfringementoftheseRegulations,whetherbyplayers,officials,clubsorAssociationsthatare punishable by economic sanctions will be reported to the Concacaf General Secretariat for considerationbyConcacaf.

21.11. Allimposedeconomicsanctionsmustbepaidnolaterthan60daysafternotificationoftherelevant decision.Unlessotherwisespecified,thetotalamountofallfines willaccruetoConcacaf.Concacaf may debit accounts of debtors to settle any amounts due to the Confederation.

22. CONCACAF APPEALS COMMITTEE

22.1. TheConcacafAppealsCommittee,hereinaftertheAppealsCommittee,willheartheappealsthatmeet therequirementsthatwillbesaid,againstthedecisionsmadebytheDisciplinaryCommittee.

22.2. TheAppealsCommitteewillapplytheseRegulationsandtheFIFADisciplinaryCode,untiltheentry intoforceoftheConcacafDisciplinaryCode.

22.3. TheAppealsCommitteewillreachitsdecisionsonthebasisofthedocumentsandtheothermeans ofevidencecontainedintheDisciplinaryCommittee’sfile.TheAppealsCommitteemayadditionally, at its solediscretion, also consider additional evidence, including television and video recordings, whichitconsidersrelevant.

22.4. ThepartiesmustnotifytheAppealsCommitteeoftheirintentiontoappealthedecision, bywriting sent within three days, counting from the notification of the grounds for the decision. Said notification must be made via email to the Concacaf General Secretariat, to general.secretariat@concacaf.orgwithacopytodisciplinary@concacaf.org.

22.5. Oncetheperiodforcommunicatingtheintentiontoappealhaselapsed,theappellantwillhavefive daystopresenttheformalappealletter.Itshouldcontaintheappellant’srequests,astatementofthe facts,evidence,alistoftheproposedwitnesses(withabriefsummaryoftheforeseeabletestimony) andtheappellant’sconclusions.Thelatterwillnotbeauthorizedtopresentfurtherdocumentation orevidenceoncethedeadlineforsubmittingtheappealletterhasexpired.

22.6. AppealsaresubjecttothepaymentofafeeofUSD1,000,whichmustbepaid,atthelatest,atthetime thedocumentisdelivered.Theappellantmustsendconfirmation of said transfer by email to the Concacaf General Secretariat, to general.secretariat@concacaf.org with a copy to disciplinary@concacaf.org.

22.7. Failuretocomplywithanyoftheaforementionedrequirementswillresultintheappealnotbeing admitted.

22.8. Sessionsmaybeheldwithasinglemember.Decisionswillbemadebythesolejudge,ortheywillbe adoptedbyasimplemajorityofthememberspresent.Intheeventofatie,thepresidentwillhave thecastingvote.

23. PROTESTS

23.1. ForthepurposeoftheseRegulations,protestsareobjectionsofanykindrelatedtoeventsormatters that have a direct effect on matches, including but not limited to thestateofandmarkingsonthe pitch,accessorymatchequipment,eligibilityofplayers,stadiuminstallationsandfootballs.

23.2. AnyonewishingtolodgeaprotestmusttransferaprotestfeeofUSD500toConcacaf’sbankaccount andsubmitconfirmationofsuchtransferbeforeexpiryofthetimelimitforsubmittingtheprotest. Such confirmation must be e-mailed to the Concacaf General Secretariat at general.secretariat@concacaf.org.TheprotestfilingfeeisUSD500andmustbepaidatthetimeitis presented. The fee must be paid by transfer to Concacaf’s bank account and confirmation of said transfer must be sent before the expiration of the deadline for submitting the protest. Said confirmation must be sent by email to the Concacaf General Secretariat, to general.secretariat@concacaf.org with a copy to disciplinary@concacaf.org. This amount will be refundediftheprotestisacceptedinitsentirety.

23.3. Unless otherwise stipulated in this article, protests must be submitted in writing to the Concacaf Match Commissioner within two hours after the end of the match in question.Inaddition, afull writtenreport,includingacopyoftheoriginalprotest,tobesent byemailtotheConcacafGeneral Secretariatatgeneral.secretariat@concacaf.orgwithacopytodisciplinary@concacaf.org,within24 hoursoftheendofthematch,otherwisetheywillbedisregarded.

23.4. Protestsregardingtheeligibilityofplayersregisteredinthecompetitionmustbesubmittedinwriting to the Concacaf General Secretariat, to general.secretariat@concacaf.org with a copy to disciplinary@concacaf.org,bynolaterthantwohoursaftertheendofthematchinquestion.

23.5. Protestsregardingthestateofthepitch,itssurroundings,markings,oraccessoryitems(e.g.,goals,flag postsorfootballs)mustbemadeinwritingtotherefereebeforethestartofthematchbythehead ofdelegationoftheteamlodgingtheprotest.Ifthepitch’splayingsurfacebecomesunplayableduring amatch,thecaptainoftheprotestingteammustimmediatelylodgeaprotestwiththerefereeinthe presence of the captain of the opposing team. The protests must be confirmed in writing to the Concacaf Match Commissionerbytheheadoftheteamdelegationnolaterthantwohoursafterthe matchinquestion.

23.6. Protestsagainstanyincidentsthatoccurduringthecourseofamatchmustbemadetotherefereeby theteamcaptainimmediatelyafterthedisputedincidentand beforeplayhasresumed.Theprotest mustbeconfirmedinwritingtotheConcacafVenueCoordinatorbytheheadoftheteamdelegation nolaterthantwo(2)hoursafterthematchinquestion.

23.7. Onlyprotestsregardingrequeststoreviewandrectifyaclearandobviouscaseoferrorrelatedtoa disciplinarydecisiononthefieldofplaybymatchofficialsforadirectredcardshallbesubmittedin writingtotheMatchCommissionerortheConcacafrepresentativeatheadquartersnolaterthantwo (2)hoursaftertheendofthematchinquestion.Theprotestmustbefollowedupwithinthenext48 hourswithafullwrittenreport,includingacopyoftheoriginalprotestandanyandallevidence(e.g., video, photography, written statements, others) supporting the protest, which must be sent in writingandbyemailtotheConcacafGeneralSecretariat,togeneral.secretariat@concacaf.orgwitha copy to disciplinary@concacaf.org, otherwise they will be discarded. Such protests must be accompaniedbyproofofelectronictransferintheamountofUSD10,000payabletoConcacaf.This amount will be refunded if the protest is accepted in its entirety.

23.8. IfanyoftheformalconditionsofaprotestassetoutintheseRegulationsarenotmet,suchprotestwill bedisregardedbythecompetentbody.OncethefinalmatchofTheCompetitionhasended,anyprotest describedinthisarticlewillbedisregarded.

24. DISCIPLINARY PROCEDURE

24.1. Notwithstandingtheaboveprovisions,anyplayercautionedorsentofffromthefieldofplaybythe Refereewillbesubjecttothesanctionsspecifiedinsections24.2,24.3and24.4.Suchsanctionswill be automatically applied and are not subject to appeal. However, if they are increased by the Disciplinary Committee, they may be appealed in accordance with the previously defined appeal process.

24.2. Anyplayersentoffthefieldofplay,whetherdirectly(astraightredcard)orasaresultoftwoyellow cardsinthesamematch,isataminimum,suspendedforthenextmatchinthecompetition.

24.3. AnyplayerwhoaccumulatestwosingleyellowcardsintwodifferentmatchesinTheCompetitionwill besuspendedforthefollowingmatch.

24.4. AllsingleyellowcardswillbeeliminatedafterthecompletionoftheGroupStage.

24.5. Any substitute player, member of the technical staff or official that enters the field of play in an aggressivemannerand/orwithoutbeingsummonedbythereferee,maybe expelledby thereferee and reported in the referee’s report. The Disciplinary Committee may impose a fine and / or additionalsuspensions.

24.6. UnservedsuspensionsasaresultofaredcardwillbecarriedovertothenexteditionoftheConcacaf CaribbeanCupinwhichtheplayerorClubofficialiseligibletoparticipatein.

24.7. TheviolationofArticle12paragraph5oftheFIFADisciplinaryCodeshallresultinafineamounting toUSD1,000forthefirstfiveteammemberssanctioned,plusUSD200foreachadditionalpersonof theteamthathasbeensanctioned.AnadditionalUSD500willbeaddedtotherespectivefineforeach caseofrepetition.

24.8. Clubsandotherpersonsboundbytheseregulationswillnotbringdisputesbefore ordinarycourts of law. Once the instances in the different Concacaf bodies have been exhausted, the Court of ArbitrationforSportinSwitzerland(TAS)maybeappealedwithin21daysafterbeingnotifiedofthe final decision. The foregoing in accordance with Article 52 of the Concacaf Statutes.

25. DISCIPLINARY POLICY

25.1. Thefollowinginfractionswillbesanctionedasfollows:

25.1.4. LackofSecurity–bythehostteam,willbesanctionedwithfinesbetweenUSD2,000and USD 10,000 depending on the severity of the Infraction, including but not limited to the following:

a) Inadequate inspection of spectators and their belongings, such as bags, backpacks, wallets,andothers.

b) Inadequate reaction to the use of flares and other fireworks in the stadium by spectators.

c) Inadequatereactiontothethrowingofobjectsontothefieldofplayorinthestandsby spectators.

d) Inadequatesecuritypersonnelinthestadium.

e) Entranceofspectatorstothefieldofplay.

f) Entry,byspectators,offlags,bannersorbannersnotallowed.

25.1.5. Media Regulations Violations – Fines will be applied to the club and / or its members, betweenUSD1,000andUSD6,000,dependingontheseverityoftheoffenseIncludingbut notlimitedtothefollowing:

a) Coachand/orplayersnotattendingmandatorymediaactivities.

b) Photographerorfilmcrewinsidethelockerrooms.

c) Non-compliancewithminimumstandardsinaccordancewiththeMediaRegulations.

d) NegativecommentsaboutthematchofficialsorConcacaf.

25.1.6. Minimum standard Violations: Fines will be applied to the club and / or its members, between USD 1,000 and USD 10,000, depending on the severity of the offense, in the followingcases,includingamongothers:

a) Lackofcompliancewiththematchprotocol.

b) LackofcompliancewiththeCompetitionRegulations,theTechnicalGuide,Guidelines orConcacafCirculars.

c) Violatingthebasicnormsofcivicconduct.

d) Makinguseofasportingeventtocarryoutdemonstrationsofadifferentnaturethan sport.

e) AdoptconductthatdiscreditsfootballorConcacaf.

f) Activelymodifytheageoftheplayersintheidentitydocumentsthatthelatterpresent incompetitionsinwhichthereisanagelimit.

25.1.7. The Concacaf Disciplinary and Appeals Committee have the power to impose other disciplinary measures and, at its discretion, in accordance with the provisions of these RegulationsandtheFIFADisciplinaryCode.

25.1.8. Thefollowingsanctionswillnotbesubjecttoappeal:

25.1.8.1. AWarning.

25.1.8.2. AReprimand.

25.1.8.3. Suspensionsofupto2matches,orofupto2months,imposedonplayers, match officials, clubs (staff and/or officials) or other persons (with exception from decisionsrelatedtodoping).

25.1.8.4. Fines imposed on players, match officials, clubs (staff and/or officials), or other persons(notexceedingUSD10,000)orAssociations(notexceedingUSD30,000).

25.1.8.5. DecisionsmadeincompliancewithArticle21oftheFIFADisciplinaryCode.

26. FINANCIAL PROVISIONS

26.1. AclubmayberefusedparticipationinTheCompetitionincaseoftheexistenceofoutstandingdebts towards Concacaf. At Concacaf’s sole discretion, the club may be allowed participation in The CompetitionifitfulfilsitsfinancialobligationswithinthedeadlinesstipulatedbyConcacaf.

26.2. Concacafwillprovideeachclubwithparticipationmoney.Thesefundswillbepaiddirectlytotheclub atleastonemonthpriortothestartofthecompetition,whenpossible.

26.3. Allrevenuesfromgatereceiptsaccruetothehomeclub,subjecttotheprovisionsoftheseRegulations includinganylevyongrossgatereceiptspayabletoConcacaf.

26.4. ParticipatingclubsagreetosubmittoConcacafforpre-approval,thepricingplanformatchtickets withintenbusinessdaysoftheannouncementoftheschedule inadditiontoatleast15businessdays priortoanyupcomingmatchthatisnotalreadycoveredbytheinitialpricingplan.

26.5. ParticipatingclubsagreetosubmittoConcacafforpre-approval,tenbusinessdayspriortothematch, anyplantoissueinexcessof1,500complimentaryticketsforanyhomematch.

26.6. UsingformsprovidedbyConcacaf,participatingclubsagreetosubmittheFinancialReport,theBox Office Report and the Ticket Report within 15business days of each match. The clubs thatsubmit theirformsafterthedeadlinesoutlinedabovewillbefinedaccordinglytothestablisheddisciplinary policy.

26.7. ClubswillalsoberequiredtoprovidetoConcacaf,adetailedaccountingoftravel expenses on aform providedbyConcacaf,within15businessdaysofeachmatchtobeutilizedforauditingpurposes.

26.8. ClubswillprovidetoConcacafadetailedaccountingofticketsalesandwill,uponrequest,maketheir recordsavailabletoConcacafforinspectionwithin15businessdaysaftereachmatch.

26.9. Participating clubs agree to pay 5% of the gross ticket revenues (or a minimum of USD 500) to Concacafforeachmatchwithin30daysaftereachmatch.Additionally,theclubsagreetoreimburse ConcacafforanyliabilitiespaidbytheConfederationonbehalfoftheclubincludingbutnotlimited tothedailymealallowance.

26.10. Concacaf may deduct from any amounts owed to the club to settle any amounts past due to the Confederation.

26.11. AllotherrevenuesfromthecommercialexploitationofTheCompetitionincludingbutnotlimitedto thesaleofbroadcastrights,sponsorshiprightsandmerchandisingrights,throughwhatevermeans, willberetainedbyConcacafasdescribedindetailintheCommercialRegulations.

26.12. Anydisputesarisingfromfinancialprovisionsshallberesolvedamongstthedelegationsconcerned butmaybesubmittedtoConcacafforafinaldecisiontobetaken.

26.13. Anyexpensesandcostsincurredbyadelegationotherthanthosementionedin these Regulations shallbebornebythedelegationconcerned.

27. MEDICAL/DOPING

27.1. To protect players’ health as well as to prevent players from experiencing sudden cardiac death duringmatchesatTheCompetition,eachParticipatingClubwillensureandconfirmtoConcacafthat its players underwent a pre-competition medical assessment (PCMA) prior to the start of The Competition. The PCMA will include a full medical assessment as well as an EKG to identify any cardiac abnormality. If theEKG is abnormal an Echocardiogram must be obtained and be normal beforeaplayercanbereleasedtoplay.Themedicalassessmentmustbecarriedoutbetween270 daysand10 dayspriortothestartofeachmatchduringTheCompetition.Concacafwillprovidea PCMAformtoallPMAs.

27.2. ThedulylicensedmedicalrepresentativeofeachclubwillberequiredtosignthePCMAdeclaration formcertifyingtheaccuracyoftheresultsandconfirmingthattheplayersandofficialshavepassed the pre-competition medical assessment. The medical assessment form will also include the signaturesofthePresidentandGeneralManageroftheparticipatingclubandmustbereceivedby the Concacaf General Secretariat at the latest seven (7) business days prior to the start of The Competition.

27.3. Furthertotheabove,eachteammusthaveadulylicensedmedicalprofessional(i.e.,adoctor)aspart oftheirofficialdelegation.Suchdoctorshouldbefullyintegratedandfamiliarwithallmedicalaspects ofthedelegationandmustremainwiththedelegationthroughouttheentireofficialperiodofThe Competition.TheMatchOfficials(theReferees)willrefertosuchteamdoctorinallcasesas requiredandnecessary.

27.4. Concacafwillnotbeheldliableforanyinjurysustainedbyanyparticipatingplayer.Equally,Concacaf will notbeheldliableforanyincident(e.g.,death)linkedtoany injury or health problems ofany participatingplayer.

27.5. Eachclubwillberesponsible,throughoutTheCompetition,forprovidinghealth,travel,andaccident insurancecoverageforallmembersofitsdelegation.

27.6. Regardingnon-traumaticlossofconsciousnessorcollapseduringagame,theRefereewillassume suddencardiacfailureuntilprovenotherwise.Thehandsignalistheright-handfistagainstthechest. Such signal will indicate to theteam doctor and themedical emergency team (stretcher team) to immediatelyinstitutecomprehensiveresuscitationthatincludestheuseofadefibrillator(AED)and CPR.Itistheresponsibilityoftheorganizingassociationtoensurethatthereisaproperlyfunctioning AEDimmediatelyathandandthatthereisanambulancewithanaccessandegressplan.Additionally, theHostClubshouldensureanemergencyactionplanisinplaceandcommunicatedwitheachClub’s medicalstaffinadvanceofeachmatch.

27.7. During the match if there is a traumatic head injury leading to a concussion to a player, and the player remains on the field of play, the Referee will stop play. In these instances,theRefereewill signal(handtothetopofthehead)totheteamdoctortoenter the field to assess and manage the player.Uptothreeminutesshouldbesufficienttimetomakethisassessment.Oncetheplayerhas leftthefieldofplay,hemustbegivenaSidelineConcussionAssessmentTest(SCAT)orsimilartest. Itistheresponsibilityoftheteamdoctortodeterminetheplayer’sabilitytoreturntoplay.

27.8. Further to the above, regarding traumatic head injury and concussion, full return to play after a previousconcussionmustincludenosignsorsymptomsofthepreviousheadinjuryaswellasan acceptableSidelineConcussionAssessmentTest(SCAT)assessmentaswellasaprogressive/staged returntoplayprotocolandreturntobaselineneuropsychologicaltesting.

27.9. Doping is the use of certain substances or methods capable of artificially enhancing the physical and/or mental performance of a player, with a view to improving athletic and/or mental performance. If there is medical need as defined by the player’s doctor, then a Therapeutic Use Exemption(TUE)applicationmustbefiled21dayspriortocompetitionforchronicconditionsand as soon as possible for acute situations. The TUE approval system includes a designated administrativeandfunctionalcommitteethatwillreviewapplicationsandcertifytheexemptionas thecommitteedefines.

27.10. Doping is strictly prohibited. The FIFA Anti-Doping Regulations, the FIFA Disciplinary Codeandall otherrelevantFIFAaswellasConcacafRegulations,circularsanddirectiveswillapplytoallConcacaf competitions.

27.11. Everyplayermaybesubjecttoin-competitiontestingatthematchesinwhichhecompetesandto out-of-competitiontestingatanytimeandplace.

27.12. If,inaccordancewiththeFIFADopingControlRegulations,aplayertestspositivefortheuseofbanned substances,hewillbeimmediatelydeclaredineligiblefrom furtherparticipationinTheCompetition andwillbesubjecttofurthersanctionsfromtheDisciplinaryCommittee.

27.13. Failure to comply with these provisions will require a review by the Disciplinary Committee for possibledisciplinaryaction.

28. MARKETING AND MEDIA RIGHTS AND OBLIGATIONS

UponenteringTheCompetition,clubsagreetothefollowingrelatingtosponsorshipandmarketing.

28.1. ParticipatingclubsagreetodevelopandsubmittoConcacafadetailedmarketing,communications, andadvertisingplantwomonthspriortotheirparticipationinTheCompetition.

28.2. Plan should include specific ways in which the club plans to promote its participation in The Competitionusing:

28.2.1. Club webpage (should at a minimum include The Competition logo and the link to Concacaf’sOfficialCompetitionwebpage)fromthedateoftheofficialdrawuntiltheendof theclub’sparticipationinTheCompetition.

28.2.2. Socialmedia(existingplatformsandclubstrategy).

28.2.3. Marketing.

28.2.4. Advertising.

28.2.5. Ticketpromotion.

28.2.6. Publicrelations.

28.2.7. Andanyotherrelevantmarketinsights.

28.3. Participatingclubsagreetosubmitto Concacafforpre-approval,thepricingplanformatchtickets withintenbusinessdaysoftheannouncementoftheschedule inadditiontoatleast15business dayspriortoanyupcomingmatchthatisnotalreadycoveredbytheinitialpricingplan.

28.4. Allintellectualpropertyandcommercialrights(includingtelevision,radio,internet,andmerchandise) associated with The Competition and its name and marks are the sole and exclusive property of Concacaf.FurtherdetailincludedintheCommercialRegulations.

28.5. ClubsmaynotlicenseanymediarightsforTheCompetition,includingtelevision,radio,andinternet. FurtherdetailincludedintheCommercialRegulations.

28.6. ParticipatingclubsmayusethenamesandmarksoftheConcacafCaribbeanCuponlyforthepurpose ofpromotingtheirhomeandawaymatchesandwithoutanycommercialbrandingotherthanThe Competition partner brands. All materials must be preapproved by Concacaf in writing.

28.7. Under no circumstances whatsoever, may clubs utilize The Competition names and marks in conjunctionwithanycorporatesponsor,exceptforTheCompetitioncorporatesponsorshipbarthat willbeprovidedtoallclubs,andwhichmustbeincludedinallCompetitionspecificgamepromotion.

28.8. Allticketdesignsmustbepre-approvedbyConcacafandmaybearnocorporateorpartnermarksother than thoseof official Competition sponsors as designated by Concacaf.Theclubs must work with Concacaf to make sure their ticketing systems comply with this requirement and must inform Concacafifthereareanypotentialissuesassoonastheseareidentified.

28.9. ClubsmaynotproduceordistributeanymerchandisebearingTheCompetitionlogoinsideoroutof itsstadiumwithoutthewrittenpermissionfromConcacaf.

28.10. ConcacafreservestherighttocontrolallConcacafCaribbeanCupspecificmerchandisesalesateach Competitionhomegame.Theclub(oritsdesignatedlicensee) will have the sole right to sell event related merchandiseand theright to receive 20% ofmerchandiserevenue.Merchandiserevenue referstothegrossrevenuederivedfromthesaleofprograms,noveltiesandsouvenirsrelatingtothe eventorthepersonalitiesappearingthereinsoldatstadiumfacilitiesduringtheevent,lessonly:

28.10.1. Applicablesalesandothertaxes.

28.10.2. Dulydocumentedcreditcardfees.

28.10.3. Ifrequestedbylicensee,costsofbootlegsecurity;providedhowever,thatbootlegsecuritywill beatamutuallyagreeduponrate.

28.11. Concacaf,asthelicensor,willhavetherighttoreceive80%oftheeventspecificMerchandiseRevenue.

28.12. ConcacafhastherighttoproduceanddistributeprogramsforeachgameinTheCompetition,however clubsmayproduceanddistributeprogramsorotherinformationalorprintedpromotionalmaterials tofansaslongasthesehavebeenapprovedinwritingbyConcacafandbearingthattheydon’tinclude anycommercialbrandingotherthanthebrandsfromTheCompetition’sCommercialpartners.

28.13. ParticipatingclubsagreetoprovidetoConcacaftherighttousetheofficialclub marks on aroyalty freebasisandwithoutrestrictionasdescribedintheCommercialRegulations.

28.14. Participating clubs agree to provide to Concacaf the right to use collective and individual player imagesasfollows:

28.14.1. Collectiveplayerimages(withinthescopeofanactionshotandwithaminimumofsix playersofthesameclubinthesamephoto)topromoteTheCompetitionbyConcacafand/or anyofTheCompetition’sofficialsponsors.

28.14.2. Individual player images for promotion of matches exclusively by Concacaf and the participatingclubs.Suchpromotionalmaterials,aimedatticketsalesandtune-ins,bearing that they do not include any commercial branding other than the brands from The Competition’sCommercialpartnersinacollectivesponsorbrickformat.

28.15. ParticipatingclubswillprovidetoConcacaf,withoutunreasonabledelay,ahigh-resolutionelectronic versionoftheclublogoinsuchformatasisrequestedbyConcacaf.

28.16. Participating clubs agree to incorporate the Sponsor Logo Bar on all print game promotional advertisingandinanyTVbroadcastgamepromotionalspotsspecificallyrelatedtoTheCompetition.

28.17. Participating clubs agree to provide to Concacaf, free of charge, the ticket and suite allotment describedindetailintheCommercialRegulations.

28.18. Clubs will provide to Concacaf an allocation of space for The Competition’s Commercial partner’s activationsasdescribedindetailintheCommercialRegulations.

28.19. Clubs must inform Concacaf of any changes/updates to their official logo and submit an updated versionintherequiredformat,nolaterthan30daysbeforethestartofthetournament.

28.20. ParticipatingclubswillcollaborateandsupportConcacafwiththepromotionsandactivationsofthe tournamentsponsorsaspertheCommercialRegulations.

28.21. Failure to comply with the Commercial guidelines and regulations will compromise the commercial viability of The Competition. Therefore, any failure to comply will result in stiff penalties for any guiltypartyinaccordancewiththeseRegulations.

28.22. Mediarightsandobligations:

28.22.1. ConcacafwillissueseparateMediaRegulationsforTheCompetitionspecifyingmandatory promotional and media activities that will takeplaceprior and during TheCompetition. These will include, among others, interview requests, pre- and post-match press conferencesandopentrainingsessions.

28.22.2. Each club must comply with The Competition Media Regulations and must ensure that their members, officials, players, delegates and other affiliates also comply with these regulations.

28.22.3. Formoredetails,pleaserefertotheMediaRegulations.

29. INTELLECTUAL PROPERTY RIGHTS

29.1. ConcacafistheexclusiveownerofallintellectualpropertyrightsofTheCompetition,includingany currentorfuturerightsofConcacaf’snames,logos,brands,music,medalsandtrophies.Anyuseofthe aforementioned rights requires the prior written approval of Concacaf and must comply with any conditionsimposedbytheCommercialRegulations.

29.2. All rights to the fixture list, as well as the matches in The Competition, are the sole and exclusive property of Concacaf unless expressly granted to another party pursuant to these Regulations. Concacafwillhavetherighttoexploittheintellectualpropertyrightsasitdeemsappropriateinitssole discretion,andwhichshallsurvivethedurationofTheCompetition.

FINAL PROVISIONS

30. LIABILITY

TheParticipating ClubsofTheCompetitionshall beexclusivelyresponsiblefor theorganization oftheir home matches and shall discharge Concacaf from all responsibility and relinquish any claim against Concacaf and the members of its delegation for any damages resulting from any claims relating to such matches.

31. SPECIAL CIRCUMSTANCES

Concacafshall,issueanyinstructionsnecessitatedbyspecialcircumstancesthatmay ariserelatedtoThe Competition. These provisions and/or instructions shall form an integral part of these Regulations.

32. MATTERS NOT PROVIDED FOR AND FORCE MAJEURE

MattersnotprovidedforintheseRegulationsandanycasesofforcemajeureshallbedecidedbyConcacaf. Alldecisionsshallbefinalandbindingandnotsubjecttoappeal.

33. LANGUAGES

In the case of any discrepancy in the interpretation of the English, Spanish, or French texts of these Regulations,theEnglishtextshallbeauthoritative.

34. COPYRIGHT

ThecopyrightofthematchscheduledrawnupinaccordancewiththeprovisionsoftheseRegulationsshall bethesolepropertyofConcacaf.

35. NO WAIVER

AnywaiverbyConcacafofanybreachoftheseRegulations(includingofanydocumentreferredtointhese Regulations)shallnotoperateas,orbeconstruedtobe,awaiverofanyotherbreachofsuchprovisionor ofanybreachofanyotherprovisionorawaiverofanyrightarisingoutoftheseRegulationsoranyother document.Anysuchwaivershallonlybevalidifgiveninwriting.FailurebyConcacaftoinsistuponstrict adherencetoanyprovisionoftheseRegulations,oranydocumentreferredtointheseRegulations,onone ormoreoccasionsshallnotbeconsideredtobeawaiverofordepriveConcacafoftherighttosubsequently insistuponstrictadherenceto,thatprovisionoranyotherprovisionoftheseRegulations,oranydocument referredtointheseRegulations.

36. ENFORCEMENT

TheseRegulations wereapprovedbytheConcacafCouncil onFebruary24th,2023,and cameinto force immediatelythereafter.
