e prepared. It’s the simplest of instructions but one that many ignore. We are coming to the end of what has not only been a very busy summer for the concrete cutting, polishing and GPR scanning community, but for the construction industry as a whole. Were you prepared? Did you have the right tools, equipment and expertise to do every project you set out to bid for and complete? If not, what steps will you take to better prepare for the future?

It is said that hindsight is 20/20. Now may be good time to take stock of the past several month’s work and consider how things could have been improved and what could have been done better.

To be truly be prepared for next year and beyond, think about how these improvements can be made and begin planning for a successful 2017.

While the fall and winter months represent a slowdown in workload for some, CSDA is preparing to enter into its busy season of training courses, networking events and trade show participation.

This is no coincidence. The association realized long ago that many companies cannot afford to send employees to training courses during the summer months, nor do company owners have the time to attend events. This is why CSDA has a full schedule between September and March that can benefit employers and employees.

This year, the most frequent comment I have heard from contractors is that they cannot find qualified operators or technicians. The upsurge in work has left many companies searching around for knowledgeable people to do the jobs, with many unsuccessful in their quests. It may be the case that a potential employee does not have the necessary experience or background to do the work, but may have the aptitude to learn and be a valuable addition. If so, CSDA offers training that could help develop this person and provide you with a more skilled employee. From all disciplines of sawing and drilling, estimating, polishing, measuring surface texture or GPR scanning, the association has resources to prepare a business for busier, more profitable times.

A

major remodeling of a 10-story office building in Dallas, Texas has been completed thanks to the precision and capabilities of a specialty concrete sawing and drilling contractor. Tasks included over 32,500 linear feet of 5-inch-thick suspended slab sawing to create atrium and parking ramp openings, some measuring 125 feet long by 25 feet wide.

The cutting contractor created openings for an atrium, parking ramps, floor ducts, trash chutes and utilities.

The 50-year-old building in downtown Dallas, commonly known as the Mayflower Building, has been converted into 215 apartments and retail space—complete with a rooftop swimming pool and ground floor restaurant space. The remodel includes an atrium in the center of the building, which has a large skylight and bridges that span the space.

To successfully convert the former insurance offices into residential and retail space, general contractor Andres Construction of Dallas specified the use of concrete sawing and core drilling techniques. The low noise levels and low vibration produced by these methods would eliminate structural damage, allowing all remaining sections to be reused as part of the remodeling work.

CSDA member Magnum Sawing & Coring, Inc. of Irving, Texas, was chosen to complete specialized sawing and core drilling tasks at the Mayflower Building. Besides the creation of six 125-foot-long, 25-foot-wide atrium openings and three 75-foot-long, 25-foot-wide ramp openings in 5-inch-thick suspended slabs, the contractor was also responsible for creating openings for floor ducts, trash chutes and utilities throughout the building. The work began in September 2015 and was scheduled for completion nine months later.

“We decided to saw the majority of the specified slab areas into 2-foot square sections, as this allowed us to get the concrete down in service elevators and load them onto trailers,” said Danny Spencer, owner of Magnum. “This method worked well for most of the atrium and ramp openings, but we had to come up with another plan for the top floor—the elevator didn’t go up that far!”

The cutting contractor’s tools and equipment had to be set up on the tenth floor to create the top atrium opening, so operators from Magnum worked with the general contractor to cut a 4-foot square opening in the roof slab of the building.

From there, an A frame and winch system was used to move everything into place.

Once cut, the sections of concrete from this floor were lowered to the ninth floor using the same system.

Over 32,500 feet of linear cutting was completed.

Mayflower Building Renovation Project

Built in 1965, the property originally was the headquarters of the Mayflower Insurance Company and housed parking for a department store across the street. After several years of the building being empty, New Orleans-based HRI Properties bought the ninestory Mayflower Building in 2015. It has now been reimagined as a 215-unit apartment complex with an on-site restaurant and retail space.

Apartments range in size from 700 square feet to approximately 1,400 square feet for the top floor penthouses. Resident amenities include a rooftop pool and lounge, outdoor kitchen, gym, a business center and onsite parking, as well as a 6-story atrium featuring a 60-foot-tall art installation designed by local architect Merriman Associates/Architects.

The building is located in downtown Dallas at 411 North Akard Street.

Before any cutting work commenced, however, the contractor had to erect scaffolding and shoring beneath each 25-foot square floor bay. An operator from Magnum used a Core Cut CC3700 electric slab saw from Diamond Products to make a series of latitudinal and longitudinal cuts through the 5-inch-thick suspended slab, forming a grid of small cut pieces. These pieces were removed from the shoring by hand before being carted down in a service elevator and placed on a trailer.

With the exception of the top floor, this method was repeated for the six specified atrium openings and three parking ramp openings. On average, each 25-foot square floor bay area was cut and removed in three days with an eight-man crew, including the setting up and taking down of scaffolding and shoring.

Parking in and around the building during the remodeling work was sparse. The cutting contractor was only allocated space for one truck and dump trailer. It was calculated that the team would be cutting and removing concrete faster than it could be hauled away. Therefore, the general contractor gave Magnum access to a staging area on the first floor to stockpile cut concrete pieces until they could be removed from the jobsite.

The floors of the building had been poured in place with beams that measured 24 or 36 inches thick, so the areas around the beams were either ribbon cut or broken out by jackhammers. Andres Construction had crews dedicated to maintaining safety rails and fall protection systems around the newly-created openings. Magnum employees were 100% tied off and wore safety harnesses fitted with standard and yo-yo style lanyards, along with all other items of PPE required for the job.

As each floor bay opening was completed, the scaffolding was disassembled and set up under the next bay.

All concrete sawing and drilling tasks were done wet, so slurry was collected in barrels and allowed to dry out. Once dry, the waste material was taken offsite to a concrete crushing and recycling facility with the rest of the debris.

Corners of the openings were finished using gas- and hydraulic-powered chain saws from ICS. The chain saws were also used in conjunction with a gas-powered hand saws from Stihl and a hydraulic ring saw from Husqvarna to create 50 floor duct

openings measuring 24 inches square and 10 trash chute openings that were 4 feet square. On average, it took one operator from Magnum two hours to create one floor duct opening and three hours for a two-man crew to complete one trash chute opening.

In addition, the cutting contractor was responsible for core drilling around 500 holes for the installation of utility lines through the new residential floors of the building. Holes ranging from 2 to 10 inches in diameter were cored through floors and walls, as specified, using a Weka DK 22 core drill from Diamond Products and bits from Husqvarna. In each case, the core drill rig was securely mounted to the horizontal or vertical surface and concrete cores were collected safely for removal.

“Our cutting crew stepped up and gave 100% effort to work safely and get the job done ahead of schedule and within budget,” stated Spencer. “We have a continued good working relationship with Andres Construction and our companies are involved with other projects in downtown Dallas. We like to think that large building renovations are our specialty,” he added.

The remodeled Mayflower Building, currently known as 411 North Akard Street, has a scheduled completion date of December 2016.

Without Wasting a Drop Robotic Demo Brings Down Aging Water Silos

When a demolition contractor faced demolishing two aging concrete silos standing precariously over Santa Fe, New Mexico’s water supply, they knew they had to be innovative. The water intake structures sat in the Nichols and McClure reservoirs on the Santa Fe River and supplied 40 percent of the area’s drinking water.

General Contractor RMCI Inc. hired A-Core Inc. to carefully demolish two aging concrete silos in reservoirs in the Sangre de Cristo Mountains east of Santa Fe.

To adjust water flow through dams and into the water treatment plant, city workers took small boats across the reservoirs and climbed rickety ladders to the top of the silos, built in the 1940s, to open or close the valves. It was inefficient and dangerous.

In 2014, city engineers came up with a $6 million plan to modify the silos and allow workers easier access. The designs included connecting the inlet structures to intakes that would run up the sides of the dams. The city planned to alternate draining the two reservoirs over two years so as not to interrupt the flow of drinking water. They hired contractors to demolish the silos down to the inlet structures at the base so crews could construct a new system.

Santa Fe hired general contractor RMCI Inc., based in Albuquerque, New Mexico. RMCI brought experience in water supplyrelated construction and could build the new intake structures, but the team lacked the tools and expertise to cut the silos down without damaging the bases. They connected with A-Core Inc., a Salt Lake City-based CSDA member with an office in Albuquerque. The contractor has extensive experience using innovative methods for concrete cutting, demolition and wire sawing.

The logistics of getting equipment to the sites was the contractor’s immediate challenge. The first silo in Nichols Reservoir could only be reached by traveling two miles up a narrow, winding dirt service road. McClure Reservoir is another three miles up. RMCI widened the road and put steel plates on some turns for stability to accommodate trucks, equipment and a 120-ton crane. Still, the

road wouldn’t allow large trailers, so much of the equipment was transported by front-end loaders or on small trailers. Weather complicated things even more. The cutting and demolition contractor couldn’t work for a number of days because rain made it dangerous to get up or down the mountain.

The crew also had to be conscious of noise at the service road entrance, which was near a bird sanctuary that housed protected species.

“It was slow going,” said A-Core Demolition Division Manager Ray Chavez. “We crept up the mountain with our equipment. We used an 85-foot boom lift for the project and couldn’t bring it up on a trailer, so we drove it the whole way while hugging the mountain. It took an entire day.”

The difficulties didn’t stop when the crew reached the top. While Nichols Reservoir had clear access roads making it easy to get to the bottom, the older McClure Reservoir did not. The area had been under water for many years, so finding a way down to the silo without disturbing the face of the dam was a daunting task. Santa Fe city engineers found a solution in the archives.

“They found these old black and white photos taken when they built the reservoir,” Chavez said. “We looked at the pictures to see the access roads they used back then and used that information to plan our route.”

Like the journey to the jobsite, demolishing the silos was not straightforward. Aside from needing to maintain the integrity of the inlet structures, the contractor had to be careful not to contaminate the drinking water flowing beneath them. The Nichols Reservoir silo, the first to be demolished, was about 65 feet tall and had to be brought down to a 25-foot buried inlet section. Measuring 10 feet in diameter, the walls of the silo were 2.5-foot-thick concrete reinforced by rebar, steel plates, angle iron and embedded gate valves. The McClure Reservoir silo was 35 feet taller and had to be brought down to another 25-foot buried inlet structure. The silo was 8 feet across with 2-foot-thick concrete walls that had the same embedded steel obstacles as Nichols.

Project planners devised a plan to build scaffolding around the silos and wire saw 6-foot sections before removing them with a crane piece by piece, but Chavez said it was too risky and dangerous.

“The silos were old and deteriorating. I thought that if we tried to lift the sections, the concrete might break apart and put our crew,

equipment and the inlet structure in danger,” Chavez said. “We would have had the same problem if we tried to use explosives or larger equipment. We proposed a faster and safer method.”

Based on past experience at a similar job, Chavez convinced the city to go a different route that would fit the existing budget. A-Core planned to attach the company’s remote-controlled Brokk demolition machine to the crane, lift it into the air and carefully chip away at the silos. That plan would allow A-Core to work from the top down, using the machine’s precision demolition abilities to avoid vibrations that other methods would have caused and, in turn, led to micro-fracturing the inlet structures.

The contractors needed to follow strict EPA drinking water rules. Before demolition could begin, they had to prevent debris or dust from falling into the waterway beneath the silos or onto the outer part of the inlet structures.

The water treatment plant downstream monitored the water constantly for any changes during the project.

“We also had to make sure our equipment was in excellent shape and wouldn’t leak,” Chavez said. “We always had spill kits on hand, used foodgrade hydraulic fluid and inspected our equipment often.”

A-Core determined the best way to contain the debris inside the silos was to build watertight platforms at the elevation they planned to stop hammering. They used Weka and Diamond Products core drills to create 12-inch diameter holes on one side of the silos and 14-inch holes on the other. The crew slid two 10-inch square tube steel beams through to A-Core project manager Ray Chavez chose to use demolition robots because they are powerful enough to break create a base. a clean finish at the required elevation. All cut sections were removed by crane. The contractor also spent two days in the McClure Reservoir wire sawing off a horseshoe-shaped wall at the foot of the silo that was more than 6 feet thick. The wall allowed space for water to flow into the inlet structure. A-Core removed it to make way for the new structure RMCI was building.

The Nichols silo took about 2.5 weeks of actual breaking time to complete. The McClure silo took about 2 weeks. Chavez said the first was a learning curve and the extra half-foot of concrete in the walls made it more difficult. In the end, A-Core hauled away more than 600 tons of concrete.

Once the demolition was done, RMCI added the new intake structures and the city refilled the reservoirs, completing the Nichols Reservoir in July 2014 and the McClure Reservoir in May 2015.

City workers can now adjust the valves by opening a door at the top of either dam and walking down a flight of stairs.

The project was on time and on budget with no safety issues or injuries. The job also strengthened A-Core’s relationship with RMCI and opened the door to new projects. It was a project made successful by creative thinking and innovative tools.

COMPANY PROFILE Based in Salt Lake City, Utah, A-Core Inc. has been in business since 1974. The company joined CSDA in the 1970s and company owner Jack Johnson served as CSDA President in 1988. The use of understrength concrete during the construction of a new motorway off-ramp meant a support beam and its surrounding concrete had to be replaced before the ramp was opened to traffic. The concrete would not have withstood the anticipated volume of traffic traveling over it, which would have led to major structural failure and the endangerment of commuters.

A 95-cubic-meter (3,355-cubic-foot) section had to be precisely cut and removed using a combination of advanced diamond wire sawing and hydro-demolition techniques.

T

he $1.4 billion NZD ($1 billion USD) Waterview Connection project is one of the most important infrastructure upgrade and road improvement projects ever to take place in New Zealand, completing a 48-kilometer (30-mile) motorway ring route around the city of Auckland. When forming a portal beam on one of four newly-constructed ramps of the Great North Road Interchange, several truckloads of understrength concrete were incorrectly placed. The interchange was a key feature of the project so, to maintain schedule, the remaining sections of the bridge were completed with a temporary support structure in place around the understrength area.

Once unimpeded access to the portal beam was available, the Well Connected Alliance—the New Zealand Transport Agency and overseas companies with expertise in infrastructure, tunneling and design—contracted CSDA member A1 Kiwi Cutter & Drillers Ltd. of Auckland to carry out the wire sawing portion of the work. Cutting techniques with diamond wire, along with hydrodemolition, were chosen as the safest and most efficient ways to remove the defective concrete.

The portal beam was 15 meters long (49 feet) by 2.5 meters wide (8 feet) and 2 meters tall (7 feet).

Additionally, there was a 2-meter (7-foot) square corbel at each end that also had to be removed.

The portal beam held up Super T pre-cast beams, which had 20 stressing strands coming out of each one up to 500 millimeters (20 inches) above the soffit. The corbels had up to D40 vertical reinforcing bars at approximately 100-millimeter (4-inch) centers that had to be retained.

Wire sawing was specified to remove the top 1.5 meters (5 feet) of the portal beam and hydrodemolition was specified to remove the concrete from the bottom 500 millimeters (20 inches). This ensured that stressing strands and corbels were not damaged and that vertical reinforcing bars were left intact for tie-in to the replacement section.

“We had already worked with the client on a number of quite difficult and risky concrete removal jobs in different parts of the overall project,” said Ross Cole, Technical Manager of A1 Kiwi Cutters & Drillers. “These jobs had been completed close to budget and within schedule so we had already done most of the "selling" to get this work,” he added.

on an elevated section of the off-ramp approximately 20 meters (66 feet) above a nearby stream, with a corresponding on-ramp spaced a similar distance across from it. All slurry produced by wire sawing and hydro-demolition had to be captured to avoid contaminating the nearby stream. Additionally, a 3-meter-wide (10-foot) working platform had to be constructed on three sides of both corbels that was capable of accommodating the 1-ton hydro-demolition robot.

A shield was erected around the work area to funnel the concrete run-off into a temporary holding dam. This allowed all of the solids to drop out of suspension, leaving the site wastewater system to treat the high pH water so that it could then be discharged back into the environment. The shielding also prevented flying debris from exiting the immediate area and created a noise barrier. The jobsite was about 500 meters (1,640 feet) from a school and there were a number of residences in the vicinity, so planning to alleviate any noise nuisance was critical. Noise was reduced to below legal limits by a combination of heavy tarpaulins and temporary fence panels, directing the noise upwards.

To remove the ramp sections using wire sawing techniques, A1 Kiwi operators core drilled six 50-millimeter-diameter (2-inch) holes through the portal beam at the specified reduced level using a Hilti drill rig. The holes were positioned so that when wire sawing commenced, there would be sufficient angle on the cut to ensure the bottom of the concrete was not as wide as the top. This was done so that each piece did not exceed the load limit of the 350-ton crane at its set swing radius. Chemical anchors were used to rig the concrete to the crane.

A Hilti DS WS 15 wire saw fitted with a 20-meter (66-foot) length of diamond wire was used to cut and remove 20 sections of concrete, each weighing between 5 and 9 tons. A1 Kiwi marked out ten areas on the concrete ramp that were 2.5 meters (8 feet) long and 1 meter (3 feet) wide. The wire saw operator then set up the correct pulley configuration and performed a horizontal pull cut across the length of the marked area at a depth of 1.5 meters (5 feet) before making vertical pulls along the length and width of the concrete to free the cut section. The last cut completed was an angled cut that created two wedge-shaped 2.5-meterlong (8-foot) pieces that were rigged and removed by crane. This process was repeated a further nine times, with each piece taking approximately 1.5 days to cut and remove including setup and take down.

Over 30 days, the team from A1 Kiwi completed the cutting and removal of 45 cubic meters (1,589 cubic feet) of concrete from the off-ramp of the Great North Road Interchange. The work was completed just two days after the originally scheduled date, but to the satisfaction of the Alliance team.

On completion of the concrete cutting and removal tasks, a hydrodemolition company arrived onsite to complete the high-pressure water blasting of the remaining sections. A 500-horsepower pump was used with a hydro-demolition robot on the two corbels, the bottom 500-millimeter (20-inch) section of the portal beam and an area of deck concrete over the Super T beams. Water was stored at 1,500 bar (22,000 PSI) and left the lance at approximately twice the speed of sound to remove the concrete. The hydro-demolition work removed the remaining 50 cubic meters (1,766 cubic feet) of concrete in 45 days.

Enabling works for the Waterview Connection began in January 2012 and the project is due to be completed by the end of 2016. With help from this professional concrete sawing and drilling contractor, the Great North Road Interchange will open early 2017 as planned.

The main concern for the hydro-demolition portion of the work, was that fly-rock would escape and hit passing traffic. All barriers were thoroughly checked and made robust enough to prevent this from happening. The work area was 20 meters (66 feet) above ground, so a strong temporary structure was built for the hydro-demolition robot to operate on during the corbel demolition stage.

We developed a good working relationship with the overall project management team and, by working in conjunction with them, managed all risks to get a successful outcome,” he added.

Trends in Decorative Concrete

D

ecorative concrete, like all things construction related, took a major hit in the Great Recession.

Between 2008 and 2011, business was down anywhere from 40 percent to 60 percent for many companies.

“Our industry was decimated by the recession and we are just now recovering,” says Chris Sullivan, vice president of sales and marketing with a Texas corporation that manufactures color and cement-based admixtures for the decorative concrete industry. Last summer was good, he says, and this summer is even better. “Finally, we’re back.”

And he should know. Sullivan, who also manages his company’s product development, has published four books on current trends in decorative concrete. He’s been a columnist for decorative concrete magazines since 2009 and a technical writer since 2008. He’ll be teaching a class September 28 at the upcoming Concrete Décor Show in San Diego titled Emerging Trends in Decorative Concrete.

POLISHING IS POPULAR Hands down, polished concrete is the fastest-growing sector of decorative concrete, mainly in the commercial realm.

“It’s been the hottest finish for the last five years and there’s no sign of it slowing down,” Sullivan says. “The concrete can be seeded with different types of aggregate or colored glass to give yet another defining design element. This allows the concrete to look and perform like traditional terrazzo at a much lower price point.”

Although we see a lot of polished and dyed concrete, Sullivan concedes, plain gray is very much a part of the minimalist design many are seeking. Being able to “manipulate plain gray concrete to achieve various design elements is one of the benefits that makes polished concrete so versatile and adds to its popularity among designers and homeowners,” he says.

Polished concrete also melds well with many current design trends. You can easily achieve most any light color. The reflectance of the floor is increased with light color, which decreases the need for artificial light and these floors contribute nicely toward U.S. Green Building Council LEED points on green projects.

When it comes to whether polishing should be done wet or dry, many installers have adopted a hybrid approach. Usually they prefer one process over the other, but

remain flexible and are willing to adapt when the situation warrants. There is currently no hard set of rules, but general guidelines and specifications like CSDA-ST-115 are slowly being introduced. Right now, however, most contractors set their own rules based on personal experience and preference.

TRENDSETTING USES In the residential arena, specialty toppings and overlays on existing slabs are the number one treatment requested.

Overlays, which are thin coatings applied on existing slabs, can be stamped, polished and even carved. Toppings run the gamut, from clear polymer resin with colored glass or quartz chips, to decorative rubber and embedded seashells.

Customizing decorative concrete is another across-the-board trend. This doesn’t include anything revolutionary or any new products per se. We are seeing installers using existing technology and getting creative. They are blending color with design elements and merging all these elements to form an overall design. Projects before that typically involved two colors now have three or four. Rather than one pattern, there are more combinations with bands and borders.

And the patterns are going big. Large, bold designs are in. Most people are staying away from small, busy patterns and the bright multicolored patterns preferred in the early 2000s are exiting quickly. In their place, most designers are leaning toward subtle designs and soft tones, as well as more industrial gray finishes.

Integrally colored concrete, where the concrete mix is colored all the way through, is still in good graces with the public, but many contractors are combining it with sand or glass or some combination of small aggregates. Light exposures of the aggregate are being used to create elegant finishes by blending colors and aggregates to create visual movement.

Concrete countertops is a segment of the decorative concrete industry that has definitely grown and remains a specialty niche with a gamut of options for both residential and commercial uses. “It’s really become almost an art,” Sullivan says. “There is some really beautiful stuff out there.”

Another gangbuster trend that’s taking the industry by storm involves metallic coatings. “By randomly dispersing metallic pigments in clear high-performance coatings, contractors are getting a one-of-a-kind floor that is both durable and artistic,” Sullivan says. In this instance, vibrant colors win out.

STAMPING Even though stamping is no longer the exciting new kid on the block, it remains a viable hardscape option right up there with pavers and natural stone. When stamped overlays are installed, the trend is the same with microtoppings: they’re simple, clean and natural looking. Natural light earth tones — tan, beige, light brown — are the popular, along with various grays.

As more homeowners are incorporating outdoor living spaces into their residential scheme, more and more traditional stamped concrete installers are starting to offer expanded services to create multifunctional outdoor living spaces that include kitchens, countertops, water features, fireplace or fire pits, seat walls and built-in concrete benches.

While Ashlar slate and large slate patterns in general remain popular choices for residential patios, walkways and pool decks, simulated wood patterns are what folks are clamoring for. “There are some wood patterns out there where the realism is fantastic,” Sullivan says.

STAINING About seven to 10 years ago, water-based stains made a big splash in the market and some believed it would be the end for acid stains. However, not only are acid-based stains still here, they are flourishing.

Although water-based stains are also here to stay and many praise their ease of use, wide color selection and consistent results. Acid stains can achieve a look you cannot get with any other product, as the acid in the stain chemically reacts with the lime in the concrete to form a natural and unique marbling that is more than surface deep. This unique look has been taken to a new level, thanks to the introduction of new stain and dye technology.

Concrete stains have expanded far beyond interior commercial spaces and are commonplace in the home as well as outdoors. Because of the improvement in stain and sealer technology, more and more contractors are staining exterior concrete.

ADVICE FOR BEGINNERS It is suggested that contractors looking to break into the business focus on a select market and become specialized in one aspect of decorative concrete before trying to branch out.

It would be naïve for a contractor to think he or she can enter this market and be able to stain, stamp, polish and create countertops to a high quality.

Decorative concrete installers can certainly do more than one thing, but it is unlikely one person can do them all perfectly and be successful.

Regardless of your area of interest, you should learn the basics of concrete.

Ultimately, the message is to not stop learning. You need to fully understand the material, from its makeup to finishing techniques and everything in between.

OSHA’s Multi-Employer Worksite Doctrine Update: Civil and Criminal Liability

ulti-employer worksites have long complicated labor and employment law compliance, raising difficult questions as to which company constitutes an employee’s “employer” for purposes of federal and state law. The NLRB has taken a rigorous approach, targeting multiemployer worksites and finding alleged “joint employers” liable for labor law violations.

The federal Occupational Health and Safety Administration (OSHA) is even more aggressive. For years, OSHA has advanced a policy at worksites, particularly construction sites, under which it can cite direct employers, general contractors, consultants and temporary employers for a single safety or health violation. We can expect OSHA to focus this special enforcement agenda at multi-employer worksites, targeting temporary employees and subcontractors.

Because of new regulations, employers on multi-employer worksites face increased fines, costly abatement responsibilities and potential criminal liability.

OSHA’S ENFORCEMENT INITIATIVES The presence of multiple employers, contractors, consultants and temporary workers at the same workplace is increasingly common in construction, manufacturing and other industries. OSHA has long maintained a Multi-Employer Worksite Policy, the Agency’s enforcement position on multi-employer worksites.

Under OSHA’s Multi-Employer Worksite Policy, more than one employer may be cited for a hazardous condition that violates an OSHA standard, so long as OSHA determines that they violated a duty under the Act. This can occur even when the employer being cited had no employees exposed to the hazard at issue.

The Agency will use a two-step process to determine whether more than one employer is to be cited. The first step is to determine whether the employer is a creating, exposing, correcting or controlling employer.

The creating employer, who created or caused a hazardous condition, may be cited even if the only employees exposed to the alleged hazard are those of other employers at the site. At a construction site, an employer could be liable as a “creating employer” for negligent conditions it created, even if that employer has finished its work and left the worksite.

The exposing employer, whose own employees are exposed to the hazardous condition, may be cited if (1) it knew of the hazardous condition or failed to exercise reasonable diligence to discover the condition, and (2) it failed to take steps consistent with its authority to protect its employees.

The correcting employer, who is responsible for correcting the hazardous condition, may be cited if it fails to meet its obligations of correcting the allegedly hazardous condition.

The controlling employer, who has supervisory authority over the worksite and the power to correct safety and health violations or require others to correct them, may be cited if it fails to exercise reasonable care to prevent and detect violations on the site. In general industry, the host employer is typically the controlling employer, while in the construction Industry it is typically the general contractor. These employers carry a higher compliance burden than other employers. Accordingly, a general contractor with supervisory authority and control over a construction site will be expected to detect and abate OSHA violations.

If OSHA determines that an employer falls into one (or more) of the four categories under the Multi-Employer Worksite Policy, the second step is to determine whether the employer met its obligations with regard to preventing and correcting the violations. If not, OSHA will issue a citation to the employer under the Multi-Employer Worksite Policy.

POTENTIAL CRIMINAL PROSECUTION It is important to note that the MultiEmployer Worksite Policy can also be utilized for criminal prosecution of employers if the following elements are present: (1) a fatality, (2) violation of a specific regulation, (3) the violation was willful and (4) there is a causal connection between the violation and the death.

As OSHA continues its aggressive application of the Multi-Employer Worksite Policy, employers should be wary as to potential liabilities for contractors, temporary workers and other non-employees at their worksites.

In addition, OSHA is also intensifying its criminal prosecution of management representatives. The Department of Justice (DOJ) announced a recent criminal enforcement agenda on December 17, 2015, to seek additional liability against employers when there is a workplace safety violation having nothing to do with a fatality. The DOJ will seek criminal penalties under other criminal laws for lying during an OSHA inspection, making false statements in government documents, obstructing justice and tampering with witnesses which are felonies and can result in imprisonment ranging from 5 to 20 years and enhanced monetary penalties.

RECOMMENDATIONS The re-invigorated Multi-Employer Worksite Policy has been another tool employed by OSHA in its mission to more aggressively enforce compliance with workplace safety and health laws and regulations. Employers who exert control over other employers must assess their potential liability as a “controlling employer” and develop appropriate administrative procedures and written documentation to demonstrate compliance with a controlling employer’s duties. Accordingly, it is recommended that all employers carefully evaluate the

degree to which they control the means and methods of a subcontractor’s work and implement immediate actions to ensure the exercise of reasonable care in identifying and correcting violations, including: Carefully reviewing contractual language to identify which employer is responsible for OSHA compliance and degree of control the employer exercises over other employers and employees. While an employer cannot discharge its OSHA liability by contract, contractual language can be protective to the extent to which a particular employer limits its responsibility and ability to correct or abate dangerous conditions at a multiple employer site.

Reviewing the subcontractor’s safetyrelated documentation when working with a subcontractor, including personal protective equipment records and safety programs and policies, to ensure they are up-to-date and address the particular hazards (e.g., fall, electrical, excavation hazards) to which the subcontractor’s employees are expected to be exposed.

When working at a multiple-employer worksite, the employer with supervisory responsibility must either inspect the worksite itself or ensure that inspections are being conducted by a subcontractor frequently enough to be able to identify and correct observed safety and health violations. This includes training onsite managers and supervisors to identify safety and health violations.

The employer must also implement an WARNING! effective system either for correcting any safety and health violations that it observed during these inspections or for ensuring that the subcontractor corrects any observed violations. This should include documenting the completion of any corrective action recommended.

The employer should develop a system to ensure that subcontractors monitor their employees, correct violations and report to the general contractor, the construction manager or foreman.

The employer should require the subcontractor to report injuries immediately, both to the proper regulatory authority (as applicable) and to the employer. The employer should maintain documentation of any worksite injuries to subcontractors’ employees, as well as any corrective action taken to address any hazardous conditions that led to the injury.

The Reality of Millennials in the Workplace

anagers tell us every day in our research some version of what one middle-aged manager told me: “When I was young and inexperienced, I may have been naïve or immature, but I knew enough to wear a tie, make eye contact, say ‘please’ and ‘thank you’ and ‘yes sir’ and ‘yes ma’am.’

I knew when to shut up, keep my head down and do the grunt work without having to be told over and over again.”

Indeed, the incidence and insistence of managers complaining about the soft skills of their new young workers has risen steadily year after year since we began tracking it in the mid-1990s, when Generation Xers were the “New Dogs” on the scene. Specifically, what issues do managers complain about most? Here’s what managers most often say about young workers: “They are unprofessional.”

“They have no self-awareness.”

“They don’t take personal responsibility or hold themselves accountable.”

“They need an attitude adjustment.”

“Their work habits are terrible.”

“Their people skills are terrible.”

“They don’t know how to think, learn and communicate without checking a device.”

“They don’t think critically.”

“They don’t know how to problem-solve, make decisions or plan.”

“They have problems deferring to authority.”

There is a growing gap between the expectations of employers and the reality of how today’s new young talent is showing up in the workplace. Today’s young stars may well show up with the latest and greatest tools and tricks. Indeed, many of them seem to have developed almost “super-powers” in

their chosen areas of interest and focus. They are often masters of the newfangled. What they are missing—way too often and more and more—is the old-fashioned basics. What many refer to as “the soft skills.”

Of course, the older more experienced people are always more or less annoyed by the attitudes and behavior of each successive new young generation. New young employees are, by definition, always younger and less experienced and, therefore, lacking in the corresponding maturity and patience. As they step into the adult world with youthful energy and enthusiasm, young workers often clash with their older colleagues. That’s always part of the story. But there is something much bigger going on here.

GLOBALIZATION Second wave Millennials (born 19902000) will be the first truly global generation— connecting and traveling to work across borders in every direction and combination.

Unlike any other generation in history, Millennials can look forward to a lifetime of interdependency and competition with a rising global youth-tide from every corner of this everflattening world.

TECHNOLOGY The pace of technological advancement today is unprecedented. Change in computing, communication, transportation, commerce, entertainment, food, medicine and war is fast-paced. In every aspect of life, anything can become obsolete any time—possibilities appear and disappear swiftly, radically and often without warning.

THE INFORMATION ENVIRONMENT Second wave Millennials are the first true ‘digital natives.’ They learned how to think, learn and communicate in a never-ending ocean of information. Theirs is an information environment defined by wireless internet ubiquity, wholesale technology integration, infinite content and immediacy. From a dangerously young age, their infinite access to information and ideas and perspectives— unlimited words, images and sounds—is completely without precedent.

VIRTUAL REALITY It’s not just that they are always looking down at their hand-held devices. Millennials are always totally plugged in to an endless stream of content and in continuous dialogue—through

social media based chatting and sharing and gaming—with peers (and practical strangers) however far away (or near) they might be.

They are forever mixing and matching and manipulating from an infinite array of sources to create and then project back out into the world their own ever-changing personal montage of information, knowledge, meaning and selfhood.

You see, the Millennials have been much analyzed but, I believe, largely misunderstood. Though in recent years many so-called experts have jumped on the bandwagon of tackling the challenge of “managing Millennials,” nearly everyone I know is simply reinforcing prevailing misconceptions about Millennials.

Here are the fourteen most common myths about the Millennial Generation’s attitude toward work and career: Myth #1: Millennials are disloyal and unwilling to make real commitments to their employers.

Reality: They can be very loyal, but they may not exhibit traditional loyalty traits. Instead, they offer the kind of loyalty you get in a free market—that is, transactional loyalty.

Myth #2: They won’t do the grunt work.

Reality: They are so eager to prove themselves—to you and to themselves—that they will do anything you want them to do.

But they won’t do anything if they start to fear that nobody is keeping track of what they are doing and giving them credit.

Myth #3: They don’t know very much and have short attention spans.

Reality: They think, learn and communicate in sync with today’s information environment.

Myth #4: They want the top job on day one.

Reality: They want to hit the ground running on day one.

Myth #5: They need work to be fun.

Reality: Millennials don’t want to be humored; they want to be taken seriously. But they do want work to be engaging.

Myth #6: They want to be left alone.

Reality: If they actually care one bit about the job, they want managers who know who they are, know what they are doing, are highly engaged with them, provide guidance, help them solve problems and keep close track of their successes.

Myth #7: They want their managers to do their work for them.

Reality: They want managers who will spend time teaching them how to do their work very well and very fast.

Myth #8: They don’t care about climbing the proverbial career ladder.

Reality: Millennials’ career paths will be erratic and eclectic, but that doesn’t mean they won’t be progressive and developmental.

Myth #9: Money and traditional benefits don’t matter to them.

Reality: Of course, money and benefits matter to them. They want to get the best deal they can get. But money and benefits are only a threshold issue.

Myth #10: Money is the only thing that matters to them (the opposite of the previous myth, but also widely held by managers who can’t believe how brazenly Millennials demand money).

Reality: Again, money is a threshold issue.

If they are asking for more, what they are really asking is, “What do I need to do to earn more?”

Myth #11: They don’t respect their elders.

Reality: They do respect their elders. But they want respect too.

Myth #12: They want to learn only from computers.

Reality: From computers, they want to learn stuff that is easy to learn from computers.

But, they absolutely need the human element to do their best learning.

Myth #13: It’s impossible to turn them into long-term employees.

Reality: You can turn them into long-term employees. You’ll just have to do it one day at a time.

Myth #14: They will never make good managers because they are so self-focused.

Reality: Of course, they can be good managers. They just have to learn the basics and then practice, practice, practice.

I tell employers that what Millennials need is not always the same as what they want. The problem is that giving them what they need successfully is much harder than simply handing them what they want. The high-maintenance Millennial Generation workforce calls for strong leadership, not weak. Managers should never undermine their authority; should never pretend that

the job is going to be more fun than it is; never suggest that a task is within the discretion of a Millennial if it isn’t; never gloss over details; never let problems slide; and should never offer praise and rewards for performance that is not worthy of them. Instead, managers should spell out the rules of their workplace in vivid detail so Millennials can play that job like a video game: if you want A, you have to do B. If you want C, you have do D, and so on.

From our research, these are the nine proven strategies for managing Millennials through every step of the employment cycle: 1. Get them on board fast with

the right message.

2. Get them up to speed quickly and turn

them into knowledge workers.

3. Practice ‘in loco parentis’ (in the

place of a parent) management.

Take a strong hand.

4. Give them the gift of context.

Help them understand their role

in your company and where they fit in

your picture.

5. Get them to care about great

customer service.

6. Teach them how to manage themselves.

7. Teach them how to be managed by you.

8. Retain the best of The Millennial

Generation one day at a time.

9. Build the next generation of leaders.

If you want high performance out of this generation, you better commit to highmaintenance management. Whether you like it or not, Millennials need you to help them form new bonds with your organization, their new roles, new colleagues and you, their manager. They need you to guide, direct and support them every step of the way. In return, you’ll get the highestperformance workforce in history.

Blue Collar Heroes

M

y entire life I have been surrounded by blue collar heroes. I’ve heard their alarm clocks go off at any and every hour of the night. I’ve watched them come home, sit down and for the first time of the day; breathe. I’ve (unfortunately) smelt whatever site they were on that day. More recently, I’ve been paying closer attention; attention to things that most people don’t even realize. I’ve watched my dad finally shower after an eleven-hour day, to then get a phone call that he has to work that very same night. I’ve watched my uncle write and re-write speeches for his company until every last detail was perfectly depicted. I’ve watched my brother study every minute he was off duty to move up in his field. I’ve watched my other brother have patience with his new blue collar brothers, and teach them what he has learned in his years of experience.

Family. That is what I think of when I think of blue collar men. They don’t have coworkers, they can’t. From concrete cutting to carpentry and everything in between, the danger factor is always there. Coworkers don’t exist—it’s strictly family. Just like the jungle, you need someone to have your back and you need to have theirs. Accomplishment. That is what I think of when I think of blue collar men.

The accomplishments of building something that will last decades after they are gone; accomplishments of getting to work on a historic building or bridge. Pride. That is what I think of when I think of blue collar men. I would say at least five times a day I see someone complaining about their job on social media. If you take a closer look, it’s mostly people in the white collar spectrum.

I’m not here to say that these blue collar men enjoy getting up at 3:00 AM and working a grueling day in whatever weather comes their way. I’m just saying they don’t typically

1-800-700-5919 complain about it. I have a friend who posts every single day about his job. He’s a carpenter that recently just got off night shifts and moved back to days. You know what I get to see when he posts? His pride. His sense of accomplishment. His love for his fellow blue collar brothers. It’s humbling to know that these men aren’t discouraged to show off what they do. Laborers of all kind simply amaze me.

And for these men, these blue collar heroes that make our world go round, I lift up a glass to you all. Keep pushing through—you're someone’s hero.

IACDS President’s Insight

B

esides all the great coverage of concrete sawing and drilling news here in Concrete Openings, where can you go if you are interested in finding out how the industry is working across the world? Where do you go to read the best publications or watch great videos?

Of course, you can search on Google or YouTube and spend hours doing so, but recently the International Association of Concrete Drillers and Sawers (IACDS) launched a new library on its website. This library aims to be a central point for publications, documents and videos of reference related to our industry. Over time, it can become an important place to anyone who wants to find information about the trade of concrete sawing and drilling. It will be a real window to knowledge.

To achieve this goal, participation from all the IACDS members (national associations, contractors and suppliers) is needed so that the website is full of valuable content. There also needs to be collaboration from individual companies to suggest publications, documents and videos and, finally, help from any other professional interested in using the library.

In order to become a relevant focal point of the concrete sawing and drilling industry, the IACDS has designed its library to hold two types of content (documents and videos), which can be from the IACDS, from its members or from external sources. In addition, this content can be published in multiple languages, which means the library eases the access to the work of the industry in several countries.

The use of the library is quite simple. All the content contains a short paragraph to explain briefly what the publication, document or video is and its main topic, and how to get it. Therefore, the library will be

an interesting tool for the promotion of all the industry—the national associations and all the companies that participate in it. The design of the library is very functional, with a search bar allowing the users to combine different criteria.

The IACDS wants to encourage the national associations and all of its members to suggest content and to use the new library in order to build a window of knowledge about the concrete drilling and sawing industry. As I mentioned in my last column [June 2016 issue], we are working hard to make IACDS much more relevant to members and I feel we are moving in the right direction. AHEAD OF THE CURVE Radial Cutting Techniques Refurbish Factory Floor

mployees at a plastics manufacturing facility were getting that sinking feeling. Shortly after operations were expanded at the facility, owners found that the increased volume of material carts being moved around the factory floor on steel rollers had caused grooves to form in the concrete along the carts’ main travel routes. This led to navigation problems with the carts and a reduced amount of control over their movements. A CSDA member was contracted to perform over 1,100 feet of slab saw milling, including sections of radial cuts, to help refurbish and reinforce the floor.

Continental Structural Plastics was founded in 1969 as a plastics manufacturer supplying compression molding components to the automotive industry. Today, the company’s products have replaced steel and aluminum in many applications, offering superior strength-toweight ratios for customers looking to reduce weight and increase fuel efficiency. It has several locations across the U.S. and has operations in China, France and Mexico. It was at the company’s Carey, Ohio location where excessive wear of the factory floor had become an issue.

General contractor Clouse Construction Corp. of New Riegel, Ohio was tasked with refurbishing the floor and finding a solution that would stop grooves from forming on the new surface. The plan was to install lengths of 4-inch-wide, 0.25-inchthick steel bearing plates in the floor areas where the grooves had appeared. Clouse Construction approached CSDA member Precision Concrete Cutting of Carey to create the required slots to house the bearing plates. With just two days allocated to complete the refurbishment, the cutting contractor got to work.

“Our relationship with Clouse has been built over the 19 years our companies have worked together,” said Matt Leightey, owner of Precision Concrete Cutting of Carey. “When we were approached with this project, I knew we could do the straight milling and had the confidence we could step up and figure out a way to make the radial cuts.”

The work consisted of milling 1,026 feet of 0.25-inch-deep and 4-inch-wide slots in the concrete floor slab. This formed two tracks that ran parallel around the factory floor spaced 50 inches apart. The cutting contractor also had to complete an 11-foot radius groove and a 7-foot radius groove the same width and thickness, then one 9-foot radius groove to a depth of 1 inch with a 5-inch width.

distribution to suppress dust and reconfiguring the outdated transmission. Therefore, Precision already had a suitable tool for the project. What the cutting contractor didn't have, however, was the ability to turn the saw on a tight radius while maintaining the 4-inch width and 0.25-inch depth required by the general contractor. By attaching a pivot point to the saw, operators were able to achieve the desired effect: 7-, 9- and 11-foot radius cuts.

When first attempting to attach a pivot point to the saw, Precision did so as close to the blade shaft as possible. It was found that, when pivoting, the saw had a dog tracking effect that would have resulted in the cut being wider than the desired 4 inches. By attaching a second pivot point to the rear of the saw, the contractor was able to swing the radius with minimal effort and gain the accuracy of the cut desired.

At the start of the cutting process, it was also discovered that the rear tire of the saw was going to drop into the milled area. To resolve this issue, Precision attached a bogey wheel to the rear of the saw that would support the weight of the saw when the drive wheel was over the radius cut. This caused

minimal down time, as the contractor’s shop was located within a mile of the jobsite and there were parts and tooling in house to resolve this issue.

During the milling process, operators wore the appropriate PPE and dust was suppressed by the use of wet cutting techniques.

Slurry was collected by wet vacuums and disposed of offsite. By the end of the work, Precision had completed 1,026 feet of 4-inch-wide straight line milling, 69 feet of 0.25-inch-deep radius milling and a further 35 feet of 1-inch-deep radius milling. All slurry and concrete debris was removed as the work progressed, so the team from Precision finished the job in 10 hours. Leightey was very pleased with the result.

“By completing our part of the project in one working day, and placing the project a full day ahead of schedule, all involved were able to spend Easter Sunday at home with family members.

I couldn't have been more proud of the outcome of the project. All plates, including the radius sections that were fabricated at a local machine shop offsite and delivered that day, fell into place with no issues,” he stated.

The innovation and dedication shown by this professional concrete cutter allowed the work to be completed ahead of schedule and meant Continental Structural Plastics could operate as usual after the Easter weekend. This is another example of how CSDA members are always ahead of the curve!

Zika – What You Need to Know

T

he Zika virus belongs to a family of subtropical mosquito-borne viruses and has been in the news frequently as of late. As with most stories reported in the news today, it is important to separate the facts from fiction regarding Zika and de-sensationalize what is being portrayed by the media.

The most recent Zika outbreak came to light in the spring of 2016 in Brazil as the country prepared to host the 2016 Summer Olympic Games. Coverage of the outbreak stayed in the news due to several prominent athletes making the decision not to compete in Rio de Janeiro, whether because of the risk of contracting Zika or a range of other reasons, such as political unrest, poor environmental conditions and associated health risks, concerns over safety from terrorist attacks and mismanagement of the event. Since the outbreak was first documented in Brazil, it has also spread to several other areas of South and Central America and even made its way to the United States, as travelers who visited Zika-affected countries have returned infected with the virus.

This article will discuss some of the facts about Zika and the risk of contracting the virus.

Hopefully, many of you will be attending the 2017 CSDA Convention & Tech Fair taking place March 14-18, 2017 in Puerto Rico, one of the many areas affected by Zika. It is my hope that you read this article and decide for yourself if you have any reason to be concerned, rather than taking sensationalized news stories as fact.

WHAT IS ZIKA? The Zika virus is a mosquito-borne virus, meaning it is transmitted via a bite from an infected mosquito. It was first discovered in the Zika Forest in Uganda in 1947, and since then there have been outbreaks in tropical Africa, Southeast Asia and the Pacific Islands. The symptoms of Zika are similar to those of dengue fever, chikungunya and other viruses transmitted by the Aedes aegypti and Aedes albopictus mosquitos. These mosquitos live in tropical, subtropical and temperate climates. Their range includes much of the southern and eastern United States. (See Fig. 1) There are currently over 50 countries (as of August 2016) reporting confirmed cases of Zika infections, including the United States, Mexico

and most of Central and South America. Nearly every state in the U.S. has reported at least one confirmed case of Zika, while Florida has 419 cases and New York has 519. The total number of Zika cases in the U.S. is only about 2,500, with a U.S. population of 321 million (meaning less than 0.000001% of the population is infected). In July 2016, the first non-travel related case of Zika was confirmed in the Miami, FL area. The number of locallyacquired (non-travel related) cases in Florida is now at 14 at press time, with potentially more on the horizon. It is important to note that the mosquitoes that carry Zika cannot travel very far during their lifespan and die off quickly.

Houston, New Orleans and Tampa Bay are being carefully monitored, as all locations have the highest probability for locally-acquired Zika outbreaks due to their climate.

HOW DO I KNOW IF I HAVE ZIKA? Many people who contract Zika will not experience any symptoms, or the symptoms will be very mild. For those who show symptoms, they can include fever, rash, joint pain, conjunctivitis (red eyes), muscle pain and headaches. Those with Zika rarely need to be hospitalized for symptoms and usually recover within a few days. Although a bite from an infected mosquito is the most common form of transmission, the virus can also be transmitted from sex with an infected male partner, from a pregnant woman to her fetus or possibly from blood transfusions. Once a person has been infected with Zika, they are likely to be protected from future infections.

While most people who contract Zika will not become sick, or will only be mildly ill, a Zika infection in a woman who is pregnant can cause fetal birth defects.

A Zika diagnosis is based on a person’s recent travel history, symptoms and test results. A blood or urine test can confirm a Zika infection.

HOW DO I AVOID GETTING INFECTED? There is no vaccine to prevent Zika or medication to treat it. The best defense is to protect yourself against mosquito bites. To prevent mosquito bites: • Wear long-sleeved shirts and long pants • Use EPA-registered insect repellants with one of the following active ingredients: • DEET • Picaridin • IR3535 • Oil of lemon eucalyptus or para- methane-diol (do not use on children younger than 3 years old) • Stay in places with air conditioning and window and door screens to keep out mosquitos • Use mosquito netting if air conditioned or screened rooms are not available or if sleeping outdoors • Do not use insect repellant on infants younger than two months old Additionally, because Zika can be transmitted through sex with an infected man (there is no evidence that a woman infected with Zika will transmit the virus through sex), protection should be used if the man has been

infected with Zika for up to six months following the first sign of symptoms. If a man traveled to a Zika-infected area but did not show signs of contracting the virus, protection during sex should be used for eight weeks following travel.

WHAT SHOULD I DO IF I SHOW SYMPTOMS OF ZIKA? A person who has traveled to a Zikainfected area or had sex with someone who did and shows symptoms of contracting the virus should see their doctor to be tested. Otherwise, the treatment is similar to treating many other viruses. Rest, hydration and acetaminophen (Tylenol) are the best tools to relieve the symptoms. Avoid sex while symptoms are present and take precautions for several weeks after. Zika symptoms will usually subside within a few days.

WHY DOES THIS MATTER TO ME? While the risk of contracting Zika in the continental U.S. is low, the risk will continue to increase during warm summer months and into the fall in the southern and eastern United States. During this time, Zika-carrying mosquitos will travel further north into the U.S. and can infect a person if that mosquito is infected. The risk of contracting Zika will greatly decrease once temperatures cool down this fall and winter, and the infected mosquitos die off.

As mentioned earlier, the 2017 CSDA Convention & Tech Fair will take place in Puerto Rico. The association is aware of the risk of Zika and does not believe convention attendees are at a significant risk to contract Zika while in Puerto Rico. Puerto Rico has a similar climate to Zika-prone areas in the U.S. and a population of 3.5 million people.

However, despite its location, only 0.001% of the population is infected with Zika, with most of the infected population located away from the coast. Additionally, the current outbreak started late in the spring of 2016. Next March is not likely to be a time when infected mosquitos will be present in great numbers in Puerto Rico, if the current outbreak even survives through this winter.

CSDA wants to educate its members and audience on the potential risks. The convention hotel, the Gran Melia Golf Resort, is located on a peninsula on the northeastern part of the island. Due to its location, surrounded by the ocean and with plenty of ocean breezes, mosquitos are not common on this part of the island. Additionally, all rooms are air conditioned with screened doors and windows and the resort is recently built, with no areas of standing water, which

typically attracts mosquitos. CSDA is working with the hotel to ensure convention attendees will be as safe as possible.

The Center for Disease Control (CDC) has advised against travel by pregnant women to Zika-infected areas, and CSDA supports this advisory. We also recommend any woman planning to become pregnant shortly after the convention consult their physician prior to making travel plans. Convention attendees, or anyone, can reference the CDC website on Zika (http://www.cdc.gov/zika/ index.html) for up-to-date information and advisories. CSDA will also continue to keep convention attendees informed on the latest development and risks, if any.

The news media has done an excellent job whipping the public into a frenzy and over-exaggerating the dangers of Zika. CSDA encourages you to do your own research and decide what is best for you. We believe the risk to convention attendees is minimal, and recommend all attendees take the standard precautions for traveling to a tropical environment. The mosquitos that transmit Zika are present in Puerto Rico, but also in the majority of the southern and eastern United States, and will likely not be present

next spring. CSDA is happy to discuss any concerns convention attendees may have and encourages readers to reach out with any questions. We hope to see you all in Puerto Rico next March!

xtension cords, also referred to 12-18 as portable cords, are used for 19-25 temporary power connections requiring a flexible cord. They are 26-35 not intended to be used as a substitute for fixed 36-40 wiring of a structure, however they may (in some circumstances) be used as a temporary wiring 41-50 solution (OSHA defines as less than 90 days).

51-60 The National Electric Code (NEC) Article 400 addresses flexible cords as a separate category.

They do not consider it to be a wiring method.

The key factor for the NEC in using a temporary flexible cord is the need to move the equipment, i.e. temporary use with portable equipment.

LABELS AND IDENTIFYING MARKS Listed and/or certified items (cords, adapters, boxes, plug ends, etc.) must be installed and used in accordance to the labeling, listing or certification.

Never use an ‘indoor only’ cord in an outside environment. The extension cord should be labelled such that you can identify it as a cord suitable for outside use.

Be aware of counterfeit cords that bear official markings as if they are properly listed, labeled or certified. The CPSC (Consumer Product Safety Commission), CSA and UL post recalls on their respective websites, including info on counterfeit marked cords.

Use established vendors and legitimate distributors. Read labels carefully, the text should be grammatically correct and free of conflicting information.

It is important to note that individual components that make up an assembly can be marked by a Nationally Recognized Testing Laboratory (NRTL), but that does not make the entire assembly approved by the NRTL.

Extension cords should be marked about 16 12 10 every foot on the cord with the service type, 12 10size and the 8 appropriate NRTL, the number of conductors.

10 8 6 Inside the extension cord, each of the 8 6 4 individual conductors are insulated and marked 4 green conductor 2 using a6 color code. The (sometimes bare wire but not in these 4 2 2 type extension cords) is the Ground (earth Ground or grounding conductor), the white or grey conductor is the neutral (near ground potential, also referred to as the grounded conductor) and the colored wires are the hot conductors (also referred to as the ungrounded current carrying conductors). On single phase, the conductor is typically black but it can also be red, orange or blue. On three phase systems, per National Electrical Code (NEC) Section 110.15 High-Leg Marking, the High leg delta (aka Red Leg or Wild Leg) systems that have the midpoint of one phase grounded are required to have that phase conductor marked with orange.

CONNECTORS, CORD ENDS AND STRAIN RELIEFS Using the correct pin out for the voltage and current as defined by NEMA standards or a custom configuration specific to a unique piece of equipment provides a good means to be certain the correct connection is made to the appropriate voltage and current source.

Cable protection from physical damage, like a wrap or sleeve, is available but putting additional thermal barriers on a cable may cause it to get hot and may exceed the ratings of the cord during normal use. It is better to protect the surface of the cord where it will be dragged across to minimize any damage to the cord and to extend the useful service life of the extension cord.

It is important to use strain reliefs or molded connectors to prevent pull being transmitted directly to the terminal screws.

PROPER SIZING OF EXTENSION CORDS At a very basic level, extension cords need to be sized appropriately for the wire size (Ampacity). The essential function of the extension cord is to carry electrical current to the equipment being operated. The longer the length of the cord equates to higher resistance which creates a larger voltage drop. Per ANSI/ NEMA MG 1-2011, electrical motors are allowed +/-10% of nameplate voltage, so the practical limitation of the length and American Wire Gauge (AWG) wire size is dependent on the allowable voltage drop.

It is important to identify the influences of real world de-rate factors such as heavy inductive loads (induction – power factor), increased resistance with elevated temperatures in the heated copper conductors, heat generated by a high number of motor starts, local Resistance Points (loose lugs, connections, arc burned contact points), variable speed motors running with reduced cooling fan speeds, lower supply voltage (208 vs 230), unbalanced legs on a 3-phase circuit, etc.

Voltage is an across variable, meaning it is measured as a different potential between two points (usually from hot to earth ground).

For example, on a 240V single phase cord there will be two hots (NEC refers to this as the ungrounded current-carrying conductors) and one Ground. Sometimes the cord might carry a forth conductor (4-pole), which would be a neutral (NEC refers to the neutral as a grounded conductor) in addition to the earth ground (referred to as a grounding conductor by the NEC). The voltage between the two hots is supposed to be 240V and the voltage between one of the hot conductors and the Ground should be 120V. It is important to note that the correct way to measure voltage drop is when the tool is loaded. The voltage at the end of the cord may appear to be within the +/-10% NEMA nameplate voltage band but once the tool is running, the voltage drop might be significant.

Current is a through variable so it is measured under full load. Typically, one conductor is isolated and a clamp-on ammeter is used to measure the current flow, but a better explanation is with a mounted ammeter that is placed in the path of the conductor.

As a rule of thumb, Amps is Watts divided

by Volts (or Watts = Volts times Amps). So for example, if a tool draws 20A at 120V, the equivalent tool at 240V would only draw 10A. This is a useful rule of thumb for determining the amp draw on a cord if the tool is rated on the nameplate in watts. It is only a rule of thumb because it doesn’t take into effect power factors on inductive loads and motor startup current draw that is not identified on the motor nameplate like the running FLA (full load amps).

Cords that are hot to touch might be an overloaded situation and may require further investigation.

Look for other important ratings on the extension cords like outdoor rated cords suitable for wet areas and sustained sunlight.

Cords with O or OO labels are for use around petroleum products like oils. The heavy Jacket can make the cord more crush-resistant and abrasion resistant. The voltage rating is important also for 300V SJ or 600V S cords if the equipment is running on 480V. Also, the electrical insulation usually means more thermal insulation, so sometimes heavy jacket cords don’t dissipate heat as effectively. Finally, the overall weight of the extension cord can be a factor on some jobs that require manually hauling the cords and equipment to remote locations or elevations.

Some switches are Double-Pole Single Throw (DPST) and effectively break both the hot and the neutral leaving the Ground intact (as required by OSHA).

It is important that cords are wired to the correct polarity and tested before putting them into service.

To reduce the incidences of having a reversed polarity situation, many plugs and receptacles have larger blades and receivers for the neutral side so they can’t get inserted incorrectly. Never modify the size of the blade to fit into an outlet to defeat this important safety design feature. They also color code the terminals such that the hot terminals are bright Estimate AWG Cord Size

PROPER CARE FOR EXTENSION CORDS Cover and protect cords so they are not walked on or driven over. Hand trucks and push carts can also damage the inner insulation of the extension cords because the high concentration of forces on a smaller tire.

Flexible cords and cables shall be protected from damage. Sharp corners and projections shall be avoided. Flexible cords and cables may pass through doorways or other pinch points, if protection is provided to avoid damage.

When not in use, unplug the cord, coil it up with a generous loop larger than the practical bend radius of the flexible cord and store in a cool place not in direct sunlight (UV may damage the outer jacket).

Inspect the extension cord before use and take out of service if it is damaged. Be certain all the contact pins are intact and that the electrical insulation is not compromised. Check for visual signs that the cord was crushed and might need additional analysis to determine if there was any internal damage to the cord inside the outer jacket.

POLARITY AND ELECTRICAL FLOW On single phase 120V circuits there is a polarity established between hot and the neutral that must be preserved to keep the hot as the hot and the neutral at near ground potential. If the polarity is reversed it can have deadly consequences. Many switches are Single-Pole Single-Throw (SPST) and effectively only break the hot side of the circuit leaving the neutral intact. With reversed polarity, the switch will break the neutral (and without a continuous circuit, it will shut off the equipment) but it will leave the hot energized and the potential on the equipment to earth ground can be the full 120V.

shiny brass colored and the neutral terminals are silver (the ground is green).

On 240V circuits, the potential is split between two 120V hot conductors with a 240V potential difference between them. If equipment uses both 120V and 220V circuits, the extension cord needs to have four conductors to carry a neutral for the 120V circuit side.

On 3 phase circuits the rotations of the motor can be established by switching any two of the three hot conductors.

GFCI, CIRCUIT BREAKERS AND FUSES Surge arrestors (also known as lightning arrestors) are designed to protect the equipment from sudden excessive electrical surges in the power line. Fuses and circuit breakers are designed to protect the circuit from excessive current (unlike a fuse, the circuit breakers can be reset). Thermal overloads are designed to protect the motor from overheating (may have manual or automatic reset). An Arc Fault Circuit Interrupter (AFCI) is a circuit breaker designed to detect a non-working electrical arc to prevent fires, and Ground Fault Circuit Interrupters (GFCI) are designed to protect the operator from electrocution by detecting current balance from hot to ground.

Some equipment or power tools are designed with built-in GFCI protection and some extension cords also have built in GFCI protection.

Some nuisance tripping of the circuit breakers or fuses can be caused by excessive motor starts in a short duration of time.

GFCI protection can have nuisance tripping in damp conditions where electricity can leak across moist surfaces.

For safety reasons, it is important that the path to ground must permanent and continuous.

It is important to note a relax in restrictions from OSHA in that extension cords are to be used for temporary electrical power, so OSHA 29CFR 1926.405(a)(2) may be less than on a permanent installation. The full requirements of NRTL do not apply, as long as they are equivalent to factory assembled cords. Assemblies should be marked appropriately as per 1926.405(g)(2) (iv) and 1926.403(b)(1)(i) with the appropriate strain reliefs. The assemblies should be made by a qualified person and the grounding conductor should remain intact.

Wolverine Introduces Trailer-Mounted Hydraulic Power Pack Wolverine Equipment is pleased to introduce the new trailer-mounted version of its popular 67-horsepower large frame hydraulic power pack. Otto Alte-Teigeler, 1930-2016

Otto Alte-Teigeler

Industry professional Otto Alte-Teigeler, founder of the German concrete sawing and drilling association Fachverband Betonbohren und -sägen Deutchland e.V., died April 1, 2016. He was 85 years old. Teigeler was born June 29, 1930 and, after completing his apprenticeship as a driller and engineer, spent many years working in the diamond tool and oil drilling industries. Otto was involved in the early development of diamond tools and some of the concepts he worked on can be found in use today. He also contributed much to the development of joint cutting systems.

Teigeler founded his own company, OAT GmbH, in 1977 and seven years later was instrumental in the founding of the German association. He resided as chairman of the association for several year and then, in 1994, worked with CSDA Executive Director Patrick O’Brien and others to form the International Association of Concrete Drillers and Sawers (IACDS). Otto went on to become the first IACDS President and served in this role from 1995 to 1999. He is survived by his wife, Renate, and will be missed greatly by all those who knew him.

New Noggin GPR Tool Released by Sensors & Software Sensors & Software Inc. has released a new version of the company’s Noggin GPR tool. STIHL Celebrates 90th Anniversary The family-owned STIHL company celebrated its 90th anniversary in July with more than 8,000 guests. Staff and their families, as well as company retirees, were invited to the family fete at the founding company location in Waiblingen-Neustadt, Germany. When company founder Andreas Stihl developed his first chain saw 90 years ago, he wanted to “make people’s work in, and with nature, easier”. As a qualified mechanical engineer, he opened his engineering office in Stuttgart in 1926 and set about implementing his vision. His first chain saw was a two-man electric model. A gasoline chain saw was announced in 1929, and it was not long before success ensued.

LATICRETE Announces Expansion of Manufacturing and Distribution Facility LATICRETE, a manufacturer of construction solutions for the building industry, has announced the expansion of its manufacturing and distribution facility in Grand Prairie, Texas. Otto Alte-Teigeler

W

hile attending the International Association of Concrete Drillers and Sawers (IACDS) Annual Conference in Munich, I was saddened to learn of the passing of Otto Alte-Teigler on April 1, 2016.

Otto was a larger than life figure in the cutting industry not only in Germany, but around the world. It was an honor to know Otto, and I considered him a good friend as well as business associate.

The first time I met Otto was shortly after being appointed as CSDA Executive Director. The CSDA 1992 Convention was held in Lake Buena Vista, Florida. Otto brought a large delegation of members from the German association, Fachverband Betonbohren und -sägen Deutschland e.V. The German attendees did not know many of the CSDA members and I was somewhat new to CSDA so we began a relationship that would last for many years. Otto and I talked about how to foster a spirit of cooperation between our two associations.

The following April, I traveled to Germany to attend the Fachverband trade show and annual meeting in Friedrichshafen.

This was quite a celebration and of course Otto wanted to introduce me to all the trade show exhibitors. If you knew Otto, you knew that this also involved celebratory drinking at each booth, even if it was 10:00 in the morning!

CSDA fostered the cooperative spirit between associations and was the first to establish a reciprocal association membership category. The German Fachverband became one of the first such members in 1994.

Otto and I continued our discussions about cooperation and in September 1994 I again travelled to Frankfurt to meet with Otto and the Fachverband Board. Then we traveled to Otto’s home in Baden-Baden for a meeting he had organized with the German, Swiss, Austrian and French associations. This was conceptually the first meeting of what would become IACDS on April 6, 1995 in Munich during the Bauma Exhibition.

Otto and the German association members attended CSDA’s 25th Anniversary Convention in February 1997 in Maui, Hawaii.

We continued to see each other in the following years, mostly in conjunction with the IACDS annual conference, but there was one fun birthday celebration in Gernsbach that I remember for a number of reasons!

Sir Isaac Newton in talking about his many accomplishments stated, “If I have seen further it is by standing on the shoulders of giants that have come before me.” Otto is one of these giants that have enabled the industry to grow and prosper. He provided vision and energy, much like Les Kuzmick, Sr. who started CSDA in 1972, to form a cohesive group of contractors and manufacturers to promote the concrete cutting industry, share information and introduce new technologies.

Blue skies and fair winds my friend. We will miss you but never forget what you accomplished.
