I Guess It’s Never Too Early According to the street committee there already names being considered for a run as our next mayor. Some names we’ve heard before and some of the suggested names are very interesting. Here are some of the names. Current City Councilor Skip Henderson’s name has surfaced once again as it has the past three elections. We are surprised to hear that At-Large Councilor Judy Thomas may be considering a run. Finally we are hearing that former State Representative Jed Harris is also considering tossing his hat into the ring. He is a native of Columbus and considers himself a longtime friend of the African-American community. Folks a r e s t i l l h o p i n g t h e Ta x Commissioner Lula Huff will seriously consider running. She has name recognition, credibility and she is knowledgeable of the city.

Teddy Bear School”. LeAnn Rimes is fine when she’s singing, Crystal Gayle’s, “Don’t It Make My Brown Eyes Blue”. It’s funny though, as much as I like Country music the only time I listen to it is when I’m traveling, as I was over recently. Inevitably there are always a few songs that come on where I break down with; “That’s my jam”. Here is one of my favorite “Country Jams” I heard by Red Sovine while on the road. It always touches my heart and I hope it does yours as well.

Throughout the year, as we celebrate this 10 year milestone, I periodically pub- lish those columns that were helpful in my life in hopes that in turn it will again bless you and many others. Here is one that was first published on September 13, 2012

Patsy Cline, Hank Williams, George Jones and the like grew when I lived in Clifton Forge, Virginia where there were no R&B stations. The total population at the time was 5008 and the only music available on the radio was Country.

I like country music. I ‘m sure my love for the music of Conway Twitty, Johnny Cash,

Today, although I like some of the contemporary country songs I prefer my country music the way I like my R&B music, “Old

“I was on the outskirts of a little southern town, Trying to reach my destination before the sun went down. The old CB was blaring away on channel one-nine When there came a little boy's voice on the radio line. And he said, "Breaker, one-nine, is anyone there? Come on back, truckers, and talk to Teddy Bear." Well, I keyed the mike and I said, "Well, you got it, Teddy Bear." And the little boy's voice came back on the air "'Preciate the break. Who we got on that end?" I told him my handle, and then he began: "Now, I'm not supposed to bother you fellas out there, Mom says you're busy and for me to stay off the air. But you see, I get lonely and it helps to talk 'Cause that's about all I can do. I'm crippled and I can't walk."

I came back and told him to fire up that mike and I'd talk to him as long as he'd like. "This was my dad's radio," the little boy said, "But I guess it's mine and Mom's now 'cause my daddy's dead. Dad had a wreck about a month ago. He was trying to get home in a blinding snow. Mom has to work now to make ends meet And I'm not much help with my two crippled feet. She says not to worry, that we'll make it all right, But I hear her crying sometimes late at night. You know, there's one thing I want more than anything else to see. Aw, I know you guys are too busy to bother with me, But, you see, my dad used to take me for rides when he was home But I guess that's all over now since my daddy's gone." Not one breaker came on the old CB as that little crippled boy talked with me. I tried hard to swallow, the lump just wouldn't stay down As I thought about my boy back in Greenville town. "Dad was gonna take Mom and me with him later on this year. Why, I remember him saying, 'Someday this old truck'll be yours, Teddy Bear.' But I know I'll never get to ride an 18wheeler again, But this old base will keep me in touch with all my trucker friends. Teddy Bear's gonna back on out now and leave you alone 'Cause it's about time for Mom to come home. But you give me a shout when you're passing through And I'll sure be happy to come back to you." Well, I came back and I said, "Before you go ten-ten, What's your home-twenty, little CB

friend?" Well, he gave me his address and I didn't once hesitate 'Cause this hot load of freight was just gonna have to wait. I turned that truck around on a dime And headed straight for Jackson Street, 229. And as I rounded the corner, boy, I got one heck of a shock- Eighteen-wheelers were lined up for three city blocks! Why, I guess every driver for miles around had caught Teddy Bear's call And that little crippled boy was having a ball. For as fast as one driver would carry him in, Another would carry him to his truck and take off again. Well, you better believe I took my turn at riding Teddy Bear And then I carried him back in and put him down in his chair. And, buddy, if I never live to see happiness again I want you to know I saw it that day, in the face of that little man. We took up a collection for him before his mama got home And each driver said goodbye and then they were all gone. He shook my hand with a milelong grin And said, "So long, trucker, I'll catch you again!" I hit that interstate with tears in my eyes And I turned on the radio and I got another surprise. "Breaker, one-nine," came a voice on the air, "Just one word of thanks from Mama Teddy Bear. We wish each and every one a special prayer for you 'Cause you just made my little boy's dream come true. I'll sign off now before I start to cry. May God ride with you. Ten-four, and goodbye."

Opinion/Editorial

There are a number of elected officials in the Columbus Consolidated Government. Currently serving as mayor, Teresa Pike Tomlinson is certainly one of those elected officials. She is the mayor. As an elected official in the CCG the has the legal authority to manage and organize her office as she sees fits, given that her actions do not violate the law or the Charter. This mayor would not allow City Council to undermine her authority by dictating how she should manage and organize her office. She would not allow City Council to ride herd on her or target her office for punitive budget cuts based on all or some of the councilors' personal or political feelings about her. I will give it to her, Mayor Tomlinson would never stand to be bossed, bullied, or bowed. Nevertheless, what this mayor as an elected official would not take from others is exactly what she wants other elected officials in the CCG to take off her. Fueled by revenge and totally blinded by the desire to dominate elected officials and rule the CCG with an iron fist, Mayor Tomlinson has seriously underestimated a few of the elected officials. There are some of them that are simply not going to submit to the mayor's will when they have no actual duty or legal obligation to do so. Mayor Tomlinson is just not going to be able to force them to do whatever she wants for no other good reason than she says they have to do it, nor should they. They are not employee subordinates. None of the elected officials serve at the pleasure of mayor and council as do appointed officials, which is a very significant distinction that mayor and certain councilors are obviously determined to ignore as much and as long as they are allowed to get away with doing it. As much as the mayor would have it to be so, the Charter does not give the mayor any actual authority over elected officials, and it certainly does not provide for mayor and members of council teaming up

to stage a sort of "hostile takeover" of any elected office using the budget review hearings as a cover to do the dirty work. It is no surprise and no secret that the mayor has it in for the sheriff and the marshal, as well as anyone that will not bow down to her. After she was reelected, it was a foregone conclusion what this mayor would do to get even with the sheriff and marshal, no matter what she told the public about moving forward. Unfortunately, a mayor or a councilor can make up reasons to justify their actions and decisions. In this case, the dirty work was the mayor's proposal in the 2016 budget to transfer eight (8) deputies from the Muscogee County Sheriff's Office to the Columbus Police Department and to also "cut" a total of six (6) deputies from the Muscogee County Marshal's Office. Apparently, the mayor thought opening the door for additional lawsuits would be great idea. Be that as it may, one has to wonder if mayor and council are limited in power and authority to the degree they cannot even impose disciplinary action against an employee of the sheriff or any elected official, then just how did she think they would get away with "transferring" a total eight (8) deputies to CPD? Well, the mayor had nothing to lose. If council bought into her sales pitch and voted for the proposal, then it would be on council's head. To get the job done in quick and easy fashion, the mayor relied on the ready-available and misleading "duplicative services" argument in pushing the proposal to transfer the deputies to CPD. The mayor's thinking was that since CPD had investigators the Sheriff's Office should not be allowed to have their own. However, council found no merit in the mayor's "law enforcement resources are not to be duplicative of others provided in the county" argument and voted for all (8) deputies to remain working in whatever position the sheriff as an elected official saw fit. The may-

I would recommend the extinction of race identification. On almost all official documents and applications you are asked your race. Race is arbitrary and needs society's desperate need to legitimize it. By making citizens identify with a race, it is maintained and embedded in our psyche. You are constantly reminded of who you are and “where you belong”. There are stereotypes for any and every group that exists. These are the primary categories on which draw conclusions of people immediately. They provide us with cues on how to treat the person we are encountering, what to expect

and how to conduct ourselves. When joining a particular group - by birth either gender or raceor something as simple as a sports team, you subconsciously begin to live up to some of the expectations. Take the sports team for example; you would not typically even join a team if you did not possess the stereotypical characteristics believed of that team or group. You would not usually see a football player join the chess team. With identifying to these race categories you are also aware of how you are perceived by others. This prevents one from being their authentic self. These

By Brother Love Special To The Courier or actually later cited OCGA 36-8-5 (Powers of county police generally) in a op-ed published in the Sunday edition of the Columbus Ledger-Enquirer on July 1st. Mayor Tomlinson claimed in the op-ed that OCGA 36-8-5 "shows" one thing or another in support of her interpretation. Well, I do not know what OCGA 36-8-5 showed the mayor, but what it will not show you when you read it are the words the mayor used in the op-ed regarding the statute. The mayor read so much into what was outlined in OCGA 36-8-5 it is fair to say that her interpretation equated to a total rewrite, which really does show us something. That something it shows is just how desperate the mayor is for power, control, and revenge. From where I sit, the mayor plays very lose with the truth. If you trust this mayor then you do so at your own risk. I say the news media should do a better job fact checking. I say we as citizens should do our homework and fact check the information being thrown out by the mayor as well as everybody else. You can trust and support all you want, but as a citizen taxpayer you should trust but verify. I will show you how to start. This is what the mayor said in her op-ed: "The only funds sought to be reduced through the budget process are related to duplicative law enforcement services. (And, no, the Sheriff’s Office is not the Chief Law Enforcement agency of the county, as OCGA § 36-8-5 shows that where there is a countywide police department so funded, the Police Department, not the Sheriff’s Office, is the Chief Law Enforcement agency, and while the Sheriff is required to have “some” budget for law enforcement, those law

categories are limiting. Why should a person of mixed races have to pick between the two, or more. Your race does not explain who you are. Your race does not give any innate cues to what you like, what you’re good at, or how you behave. Once you love someone, either in a romantic or friendship capacity, their race is no longer considered either. You don’t even think about your race until someone asks, until someone else’s need to put you in a box rears its ugly head. By eliminating this constant reminder of who you are, you

enforcement resources are not to be duplicative of others provided in the county.)" This is O.C. G. A. 36-8-5 (2014): O.C.G.A. § 36-8-5 GEORGIA CODE Copyright 2014 by The State of Georgia All rights reserved. *** Current Through the 2014 Regular Session *** TITLE 36. LOCAL GOVERNMENT PROVISIONS APPLICABLE TO COUNTIES ONLY CHAPTER 8. COUNTY POLICE O.C.G.A. § 36-8-5 (2014) § 36-8-5. Powers of county police generally Under the direction and control of the county governing authority, the county police shall have: (1) The same power to make arrests and to execute and return criminal warrants and processes in the county of their election or appointment only, as sheriffs have; and (2) All the powers of sheriffs as peace officers in the county of their election or appointment. HISTORY: Ga. L. 1909, p. 156, § 3; Civil Code 1910, § 851; Ga. L. 1914, p. 142, § 3; Code 1933, § 23-1403; Ga. L. 1961, p. 217, § 1. At this point I will leave it to you to decide if Mayor Tomlinson was being totally honest regarding the explicit or implicit content of the statute, or was she reading words and meanings into the statute and embellishing what it said or may have even suggested? These are our taxpayers dollars here we are talking about one way or another. Concerned citizens and voters should want to know if the elected officials we have helped put into office are lying to our faces and wasting our taxpayer dollars just because they are in position to make the decision.

would be free to live out your true self, who you really are. I would follow through with an extensive government endorsed marketing campaign with thought provoking commercials. I would use people that look like another race but identify with another. I would also conduct an optional government funded program to allow any individual an opportunity to look into their lineage. I would also get any old laws regarding race or certain crime favoritism obliterated. Like the one drop law that is still on the books; individuals serving more time in prison for a smaller amount of crack than they would serve for cocaine. This is especially ridiculous because

they are the same drug just processed different, like the difference between oats and oatmeal or peanuts and peanut butter. Not to go off on tangent but this, I believe, will begin to address some recent concerns. It becomes a little more pointless to massacre a congregation of unarmed followers to start a “race war” because race would not exist. It would be equally as silly for a woman to claim she is black, without having to suffer a day of the struggle brought on by this race identification. By eliminating race identification this will begin to start a much-needed dialogue about how miniscule this whole notion of race really is.

Are Our Black Students Being Denied Access To Better Performing Schools In The District? 2015 HB 251 (MCSD) Space Available Press Release Shows Discrepancies By Wane A. Hailes Special to the Courier After receiving numerous phone calls from parents complaining about the recent press release they received regarding House Bill 251, we decided to ask our own questions. The press release was titled “2015 Space Available Georgia Public School Choice Option (House Bill 251)”. If their child is enrolled in a school that is failing It allows parents to choose a school for their child in the district other than the school of assignment from a list of schools where space is available. Transportation is not provided and appeals are not allowed. Students are selected using a lottery. The press release stated that application requests would be accepted Friday, July 10 ␣ Friday, July 24, 2015, by 5:00 p.m. Forms are available at all schools in the Muscogee County School District (MCSD) and the Central Registration Office, which is located at 2960 Macon Road. It went on to state that parents who are interested in applying must complete and submit a House Bill 251 Request Form and return it to the Muscogee County Public Education Center, 2960 Macon Road, in the Division of Student Services by 5:00 p.m. on July 24, 2015. Parents may also determine the school of assignment by accessing the School Locator

(https://locator.muscogee.k12.ga.us/Loca tor/). Type the street address in the online link of the school locator to see the school of assignment (elementary school, middle school and high school). School assignments are determined by the parent/guardian’s legal home address. A list of the identified schools that the parents received with space available is provided below. The X denotes schools that have space available. After reviewing the press release we realized it raised a number of questions. Through an Open Records Request we asked for clarification through the following questions: 1. The media release titled "2015 Space Available Georgia Public Choice Option (House Bill 251) states that it was released to parents on July 9, 2015. When reading the press release it says applications will be accepted Friday July 10-Friday July 24, 2015. Most parents would have missed at least a day to request an application. Should not this information, by law, been made available to parents at least 14 days prior to July 9, 2015? 2. What administrative department and department head in the Muscogee county school District is responsible for disseminating this information and why was it not released at that time, according to the law? 3. Are the minimum numbers of enrollment per elementary school still 450 and 624 for middle schools? If so then why aren't all of the elementary, middle and high schools that are listed below the minimum enrollment available for parents to choose from? 4. Based on their own enrollment numbers how can the school district claim that there is

no space avail able? 5. Who made the decision on what schools were and were not available and how what was their decision based upon? 6. What steps will the school administration take in allowing parents to request applications to all of the schools with space available? We also asked for the current enrollment numbers from each school. (See Box here). We were unable to have all of our q u e s t i o n s answered by prior to going to press but what we do know is: 1) By law the information was to be disseminated 14 days prior to when it was and 2) all of the the decisions were made by the A s s i s t a n t Superintendent of Education, Rebecca Braaten.

With this information alone every parents request for a change of schools should be granted. Braaten was unavailable for comment because she was attending a work related conference. For continued updates on this story visit our website a t w w w. c o u r i ernews.org
