THE Corbières mountains are proving a major headache to planners working on the new high-speed train line from Montpellier to Perpignan. The simplest, cheapest solution is to closely skim these hills northeast of Perpignan, but the terrain is too steep for freight trains – a problem because the aim has always been for the line to be used by freight as well as passengers. Another option – following coastal lagoons between Narbonne and Rivesaltes – is more costly, involving two tunnels of 3km each to avoid built-up areas. The issue, plus others like location of new stations, must be solved by the autumn. Public consultations are planned in June and July. A spokeswoman for rail infrastructure body Réseau Ferré de France (RFF), Valérie Durand, said a third route near the hills that can take freight is technically possible – but very difficult, requiring a tunnel more than 8km long. She said: “We are already consulting with mairies and associations,
but we also need to talk to citizens, including about the issue of mixed use [freight and passengers]. “What is certain is that the brief is that the new line must be mixed in the areas with heaviest use – so, from Montpellier to Narbonne. After that a line branches towards Toulouse, so some traffic leaves. There is then the Corbières, where it is hard to pass. Freight trains can’t cope with steep ups and downs. If the line continues with just TGVs, freight trains would leave and continue to Spain on existing lines.” The project is the latest attempt to prolong the LGV Méditérannée, finished in 2001, which links Paris to Nîmes; with the long-term goal of linking Paris to Barcelona in four hours. RFF is building a section from Nîmes to Montpellier from the end of this year, over four years. The Montpellier to Perpignan stage is then hoped to be operational by 2020, carrying trains at 300kph over 150km. Ms Durand said: “Nothing is decided. We are doing studies, presenting results and listening to peo-
ple; but we need to take the major decisions this year.” The Corbière hills problem is not the only one that must be solved. Current plans have the line follow the A9 motorway to either the south or north. Both options present challenges as south of the A9 lies the protected area of La Gardiole, while to the north are many inhabited zones. Another hurdle is the issue of new TGV stations and where they will be located. Debate has arisen over whether to build separate stations for Béziers and Narbonne, or a single station at Nissan, with local train connections. Environmental challenges are posed by the conservation area of Loupian, the vineyards around the Mèze area, the crossing of the Hérault river and the flood zones of Moussan and Caxac.

FARMERS in Languedoc have come up with their own version of the celebrated Japanese Kobe beef – feeding their animals on a muesli mix and a litre a day of local wine. Young farmers and vignerons in the Hérault registered the name VinBovin for the new delicacy and hope to match prices set for the densely marbled Japanese beef: €600 a kilo. Honneur du Vin president Jean-Charles Tastavy heard of the Wagyu cattle which produce Kobe beef being fattened on sake and beer, and spoke to a cattle breeder at Lunel to do the same. He said they took the World Health Organisation guidelines for maximum human alcohol consumption, scaled up for the cattle to mean a little more than one litre of wine per day per beast.
Giant catfish thrive in Hérault GIANT catfish are thriving in the Hérault river. Believed to have been introduced from the Danube 200 years ago, this predator grows to more than 2.4m and weighs 80kg. It lives on the riverbed and feeds on any fish that passes its sensitive whiskers. The catfish also thrives on dead fish and birds, giving it its nickname “the undertaker”.

Michelin stars: some you win, some you lose
Chefs Jacques and Laurent Pourcel’s restaurant has lost a Michelin star A LANGUEDOC restaurant owned by twin brother chefs Jacques and Laurent Pourcel has lost a Michelin star in the latest issue of the gastronomic Michelin Guide. The chefs’ Montpellier restaurant Le Jardin des Sens now has just one star. It means the regional capital now has only two Michelin-starred establishments - the other being La Maison de la Lozère, which also has a single star. Other Languedoc los-
ers were Le Vieux Castillon, in Castillon (Gard) and Saint-Cyprien’s L’Almandin (Pyrénées-Orientales), which both had their solitary stars removed. On a positive note, Carcassonne chef Franck Putelat was awarded a second star for Le Parc, and Cyril Attrazic of AumontAubrac’s Chez Camillou (Lozère) won back his star, while female chef Anne Majourel was also awarded a star for La Coquerie, in Sète.
Jo’burg flights set for take-off SOUTH African Airways (SAA) is launching weekly flights from Montpellier to Johannesburg. The link starts on March 31 and is shared with Lufthansa, which will run a linking Munich to Montpellier service. The Montpellier-Munich service will fly on Saturdays, with a return flight every Friday.
Languedoc wine exports increase WINE exports from Languedoc-Roussillon showed a sizeable increase from 2006 to 2011, according to figures released by Sud de France Développement, the the regionally-funded organisation that promotes Languedoc-Roussillon food and wine exports at Vinisud, Montpellier’s wine trade show. Exports to China showed a seven-fold increase, putting Languedoc wine sales second only to those of Bordeaux. In Germany, one bottle in every three of French wine sold is from Languedoc-Roussillon.
Wind farm plan comes to a halt LANGUEDOC-Roussillon préfecture has vetoed a project to build a wind farm in the Faugères wine-making area of Laurens, north of Béziers. Campaign group Roquessels Patrimoine spokeswoman Michèle Solans said: “The associations, winemakers and local people who joined together should be proud of their efforts.”

Montpellier’s vibrant trams burst into life, three years on We all know what it’s like - you wait three years for a tram to turn up and then two new lines come along all at once. LOUISE HURREN reports A COLLECTIVE sigh of relief will be breathed by visitors and residents alike this month in Montpellier when work on the latest additions to the city’s public transport system will be finished, three years since the official groundbreaking ceremony on March 19, 2009. Friday April 6 sees the official inauguration of new Lines 3 and 4 of the tramway network, and from Saturday, April 7 the public will be able to ride 100km of track, connecting four communes. French fashion designer Christian Lacroix created the rather daring look of the carriages. Line 3’s cars sport a psychedelic, seasideinspired motif in fuchsia pink, purple, turquoise and green on a black background. Their interiors are a riot of orange, lime green, purple, mid-blue and turquoise, while the slightly more sedate Line 4 carriages are decorated with golden Louis XIVderived patterns referencing the city’s Jardin du Peyrou. They join the comparatively prim Line 1 - white birds on a blue background - designed by Italian duo Elizabeth Garouste and Mattia Bonetti. This line was inaugurated in July 2000 by the late Georges Frêche, the former mayor. More flamboyant, however are the flower-power, red, yellow and green trams of Line 2, also the work of Garouste and Bonetti, which was inaugurated in December 2006. Line 3 will cross the city from north-west to southeast, running 22.4km across the centre of Montpellier, from Juvignac to Pérols;

Jean-Pierre Moure Agglo president Line 4 runs on the existing tracks and links the other three lines, encircling the town’s historic and largely pedestrian-access only centre and provides some handy short-cuts. When both new lines finally come into service, Montpellier’s tramway system will be one of the longest in France. More than 56km of rails had to be laid to complete the project, which will carry an estimated 77,000 travellers
every day to and from the areas of Juvignac, Montpellier, Lattes and Pérols. The only flaw in the new system is that it excludes the Montpellier-Méditerranée Airport and the coast. These two destinations are much in demand, but neither is part of the agglomération of Montpellier. The airport is in the Mauguio commune and the nearest beaches are at Carnon, also outside the Agglo catchment area. The good news, however, is that Line 3 stops outside the Parc des Expositions, home of Montpellier’s show grounds and recently-built Parc et Suites Arena concert hall, so visitors to this previously-inaccessible part of town near Pérols will see a tangible benefit. UK wine importer Mark Anderson says: “I’m a regular visitor to Vinisud, and every year there are nightmare traffic
jams and cars sat bumper-tobumper trying to get in or out of the car park at the Parc des Expos. Taking a taxi from the centre of Montpellier out to the show is expensive, too. “I’m certainly hoping that the new tram network will sort out this problem and make visiting trade shows generally easier and cheaper.” There are further benefits for motorists: those who live out of town and use their cars to visit the region’s capital will be encouraged to leave their vehicles at one of three brand-new car parks at Mosson, Parc des Expositions and Garcia Lorca, bringing the number of parking spaces available across the tram network to more than 5,000. Other improvements will be the modifications to Lines 1 and 2. First up is the extension of Line 1 with the addition of a new station called Mosson (the stop that was previously named Mosson is
to be rechristened Stade de la Mosson), which will be the new terminus for Line 1, connected with Line 3 and will improve transport links for residents of this northeastern suburb. Meanwhile, on Line 2, the route between Corum and Gare Saint-Roch will be modified to save nine minutes of journey time, with Lines 3 and 4 covering off stops previously served by the carriages of Line 2. The cost of the most recent work is €530 million, 20% of which has been funded by the Languedoc-Roussillon regional council. This brings the combined investment for Montpellier’s tramway system

We aim to have reduced car use by 10%, and greenhouse gas emissions from public transport vehicles by 25%, by 2020.”

DURING the 17th century conflict in Languedoc between the Huguenots and the Catholics, the Protestant Huguenots were coerced into having Dragoon soldiers billeted upon them. They were expected to give them lodgings and feed them together with their horses. This gave rise to the English verb “to be dragooned” or “to coerce or compel by violent measures”.

the new name and employed it with gusto, rebaptising certain structures (Prod’Export became Septimanie Export, for example), while local and regional press debated the pros and cons of such a step. Frêche’s wish to reintroduce a name that had not been used since the Middle Ages fell on deaf ears: the general public voiced their dissent and the Catalan population of the Pyrénées-Orientales was strongly opposed to the idea, claiming that Septimanie undermined their Catalan identity and denied the dual cultural identity inherent in LanguedocRoussillon; the inhabitants of Lozère were understandably unenthusiastic about the proposed name change, too. A petition was organised with more than 45,000 signatures opposing the idea, and a protest march in Perpignan in October 2005 saw 8,000 people gather to voice their concerns. Faced with such opposition, Frêche abandoned his name-change mission and Languedoc-Roussillon lived on.

THE RELICS of Saint Valentine have lain in Roquemaure since 1868. Every year, on the weekend nearest February 14, the town recreates the arrival of Saint Valentine’s relics and celebrates the love and romance this mythical saint symbolises. Roquemaure turns into the town of love legends, and a 19th-century look, with more than 800 traditionally costumed people, horses and carriages. Store fronts are decorated as they would have been 200 years ago and streets are given the names of the most famous lovers in French literature.
THE Beast of Gévaudan story began on June 30, 1764, when this legendary creature is supposed to have claimed its first victim, in the parish of St Etienne de Lugdares in Vivarais. Over the next three years, the story turned into a gory epic. The beast was blamed for devouring or maiming nearly 100 people across the Margeride region of Gévaudan. The whole country waged war against the animal, with hunting-parties and searches. There are several theories about the Beast's identity: some say it was a wolf, or a pack of wolves; others claim it was some kind of strange wild animal imported from abroad, but no one actually knows.

IF YOU think Languedoc-Roussillon is a bit of a mouthful (and tricky to spell), you are on the same wavelength as the region’s late president Georges Frêche. When the socialGeorge Frêche ist politician won the regional elections in 2004, he embarked upon an overhaul of the region, its institutions and organisations. The region’s flag (which at the time bore the 12-pointed cross of Languedoc as well as the yellow-and-red striped senyera flag of Roussillon) was given a makeover and the result was a contemporary-looking graphic with no reference to the old provinces save for the red and yellow hues. Along with the visual identity overhaul, Frêche decided to undertake a rebranding exercise. The duality of Languedoc and Roussillon was declared to be problematic and a new name – Septimanie – was proposed, with the aim of strengthening the unity of the region. The origins of this rather odd-sounding name were Roman: Septimania was the term that designated the coastal area that covers present-day Languedoc-Roussillon (with the exception of the Gévaudan area, nowadays Lozère). Early spring drought leads to wildfires PARTS of the Gard and Hérault departments have recorded their lowest-ever rainfall levels in 40 years, leading to wildfires caused by the droughts. The French meteorological office, Météo France, says rainfall levels from December to January were the lowest recorded since 1970. Only 5mm of rain fell in the Béziers/Sète area, with less than 10mm in the Montpellier/Nîmes region. The drought has caused an increasing number of wildfires, with Hérault firefighters averaging seven calls-outs a day to deal with them. Cereal farmers say they are worried for their crop yields. Fishing has been banned on some lakes to protect species that are struggling because water levels are too low. No hosepipe bans or restrictions on water consumption are in place yet, but with underground water tables starting to dry up, serious problems could arise if there is little rainfall this spring.

It followed the shooting of three paratroopers of north African origin and of three children and a teacher at a Jewish school. The treasurer of Jewish community body the Association Cultuelle Isréalite de Narbonne, Mercedes Atlan, said: “We are a small community in the Aude, but very much affected. We have a lot of contact with Toulouse – my daughter lives there and her children went to the school. It is tragic for the children and we are very, very shocked." Ms Atlan added: “Our president is meeting police to put in place surveillance of the synagogue, but there are limits to what we can do. THE AUDE department has allocated €360,000 for investment in cycle lanes in both rural and urban areas. A cross-departmental route from north to south passing through major Cathar sites is planned, as well as a route through the Minervois area. Meanwhile, existing commuter cycle lanes are to be improved (and new ones built) in Narbonne and Carcassonne. In Perpignan, urban cycling goes from strength to strength with the municipal bike hire service BIP celebrating four years of activity, while in Montpellier, the popular Velomagg service is to be enlarged this month with new bikes, more pick up/drop off points and secure bike parking stations throughout the tram network, to coincide with the inauguration of the city’s brand new tram lines 3 and 4.
Body found with €17k cash A FULL autopsy is being carried out into a mystery death near Laroque-de-Fa (Aude). A man’s body was found along with €17,000 in cash. So far, there is no clue as to the cause of death. The mystery is deepened as there were also some written notes which appeared to reference Bugarach, regarded by some as a mystic spot which is destined to survive the end of the world. Investigators say the remains could be those of a 57 year-old man missing from the Dordogne since last year. They said that there were no visible signs of foul play.

A 19-YEAR-OLD woman has died when the car she was driving left the road, turned over and crashed on to a river bed in Bédarieux (Hérault). The road accident happened when the victim, who was a learner driver accompanied by her mother, apparently lost control of the family’s Citroën C2 as she came off the bridge onto the Quai Vailhé-Planol. Her mother, in the passenger seat beside her, survived although seriously injured and was airlifted by helicopter to hospital in Montpellier. Investigations into the cause of the accident are ongoing. Between 2005 and 2010 there were 39 road accidents in Bédarieux, according to the town council. These resulted in four deaths, 55 injuries (31 of which were serious) and 26 prosecutions. Successive governments over the last decade have been attempting to reduce the death toll on French roads, which still remains almost double that in the UK. Shocktactic publicity campaigns, speed cameras and the latest requirement from July 1 for all drivers to carry a breathtest kit in their car are all tactics being used. The nationwide figures for February 2012 showed an encouraging drop in fatalities to 201 deaths, down from 269 in February 2011 – but this coincided with a nationwide cold snap which kept many people off the roads. For the period March 2011 to February 2012, annual French road deaths were 3,876 – the first time the figure has ever dropped below 3,900. Next year, motorbikes come under the spotlight with new laws on number plates making it easier for them to be identified by speed cameras, and a new requirement for motorcyclists to wear high-visibility clothing.

Most regional airports see growth CARCASSONNE airport had a difficult year in 2011, after losing two Ryanair routes, but other bases in the region have reported a successful year with increased passenger numbers. Montpellier saw an 11% increase, with a total of 1.3m passengers. Airport director Cyril Reboul said the creation of six new lines (Birmingham, Manchester, Nador, Rotterdam, Strasbourg, and Tangiers) had helped. Nîmes saw passenger numbers increase by 7% to a total of 195,000 passengers. Perpignan for its part ushered 370,000 passengers through its gates, resulting in a 2% increase in passenger numbers. Carcassonne lost 9% of its passengers, but was still used by 368,000 people last year. Béziers, meanwhile, reported a spectacular increase of passenger numbers: up 48% to 195,000 passengers. Rodez managed to maintain passenger numbers at 141,460 over the year. Both Carcassonne and Perpignan are undertaking ambitious works to extend their infrastructure and increase the numbers of flights they can handle. Carcassonne is building a new area for standing aircraft and Perpignan is revamping its terminal in order to try to double passenger numbers by 2018.

OFFICERS from Montpellier’s ASVP clean-up squad are targeting residents and businesses fouling the city centre – and they have the power to levy fines of up to €450. The officers have stepped up their campaign to stop unlawful dumping and dogfouling, which they say cost the city more each year than running a large creche.

Solutions needed for train crowding LOCAL trains are jampacked across the region – with an 11% rise in the number of commuters using rail services in the past year, according to the SNCF. Rail users have complained that it has been impossible to get on some trains, because platforms at some smaller stations are too short to accommodate the new trains. The SNCF has responded with some possible solutions, including extending the platforms or investing in double-decker trains. Both are expensive, but are being considered. Another option would be introducing “metro-style” carriages with reduced seating, especially on routes where most passengers make journeys of fewer than 15 minutes. As well as the 11% rise in commuters, in the past year there has been a 5% increase in schoolchildren and students using trains. Every day, 21,500 people travel on local trains, 80% of them on the Nîmes-Perpignan line.
Plan unveiled for salt therapy retreat at Camargue marshes AN AMBITIOUS plan has been hatched to build a therapeutic health retreat at a coastal town in the Camargue famous for its salt marshes. Aigues-Mortes mayor Cédric Bonato wants to build a health farm, in partnership with the salt marsh centre owners, les Salins du Midi, offering halotherapy. This is a treatment based on breathing in salt-laden air, which has been gaining popularity in France over the past 20 years. Studies have shown it to be particularly beneficial to people suffering from congested airways and lungs, for example people with cystic fibrosis or bronchitis. The cost is estimated at anywhere between €40m and €60m but the mayor is so keen on the project that a futuristic design has already been commissioned from architects François Fontesand in Montpellier, and a feasibility study has been completed which concludes that it would indeed be possible to build the centre. It would be a luxury affair,

In 1843 a Polish doctor at a salt mine in Wieliczka noticed that the miners there did not have lung diseases and his successor founded a spa based on this observation. The region’s salt-filled air could be a draw to people seeking help with breathing problems offering up to 60 four-star rooms, and total tranquillity among the salt heaps, flamingos and salt marshes of the Camargue. Guests would breathe the salt air, swim in natural pools of salt water and be completely cut off from the stresses of modern life. Access would be on foot or by electric-powered ferryboat. The proposed site already belongs to les Salins de Midi.

London Cédric wants to fulfil his dream of becoming a professional airline pilot after university At 17, Cédric Rousseau from Perpignan has become the youngest pilot in France. He passed his theory exam, the brevet d’initiation aéronautique at 15, so he could take flying lessons in a dual control plane. He passed his first flying exams a year later and now, having completed 35 hours of flying in a dual control plane, plus 23 hours of solo flight, has his private pilot’s licence. With his fluent English, he can legally fly single engine aircraft all over Europe. His next challenge is to be selected for a single engine aircraft “tour de France” next year, and the national aviation body the FFA has given him €300 towards buying more flying time to practise for this. FFA spokesman Cyril Godeaux said: “We fund flying lessons for young people from modest backgrounds, to ensure flying isn’t only for the privileged. We have an entire pro-
gramme for young fliers to help anyone from whatever background, if they have a passion for flying, to get into flying school and become a professional.” Though Cédric is the youngest pilot in France, there are others only a few months older. “It’s one of the quirky things about France, you can get your pilot’s licence to fly a plane before you can drive a car.” Cédric said: “I discovered flying because a friend was into it and he persuaded me to do the brevet with him. I just fell in love with it. “To have found my passion so young really is a piece of good luck. Flying’s like being a bird and despite knowing a lot of theory it’s still like magic for me.” He added it was “brilliant” the FFA helped people such as him, with no family background in flying, with the expense. Cédric now plans to take his scientific bac and hopes go on to prep classes and a grande école to study to be an airline pilot.

CULTURE April 6 - MARKING the start of Easter Holy Week or Semaine Sainte in Roussillon, the Procession de la Sanch around the streets of Perpignan dates back to 1416 and the founding of the brotherhood of La Sanch in the church of St Jacques.This is where the annual procession starts at 15.00 and ends again nearly three hours later. It celebrates the Passion and the Agony of Christ but also follows in the steps of the penitents: condemned men on their way to their final torture and death.The Sanch – named after the precious blood of Jesus – helped prepare them for their deaths.The caparutxa hoods were used to hide the criminals’ identities to stop them being attacked by the crowd, already whipped up into a religious fervour.They walked through the streets to the sound of the chant of the misère des pendus. Wearing a pointed caparutxa hood nearly two feet high, the red-robed Regidor leads the procession, ringing an iron bell, with his black-robed followers behind him beating black-draped drums. An important part of the procession are the misteris, which are full-size representations of the scenes of the Passion and the goigs which are traditional Catalan chants and songs at the end when the penitents reach Eglise St Jacques again. Versions of the Sanch also take place in nearby Collioure and from Arles-sur-Tech Abbey, the see of the Sanch.

LES Vinifilles en LanguedocRoussillon is a by-invitation-only gathering of women winemakers from the region. Founded in 2009 by former school teacher Pascale Rivière of Domaine La Jasse Castel (Montpeyroux), the association consists of 18 producers whose vineyards are located across Languedoc-Roussillon, in a variety of wine-producing areas and appellations. The association aims to share its members’ passion for wine and viticulture, promote their wines and wine-making know-how, and to pass on information to others interested in following this path. “We aim to help safeguard the culture of wine and the development of environmentally-friendly viticulture, through our groupbased activities and events,” says Pascale. The group is made up of women from all walks of life. Some were born into winemaking, while others have changed their career. Not all Vinifilles members are French, either; members are Dutch, Swiss, Belgian, Franco-Brazilian and Irish. What unites this energetic group is a desire to share their enthusiasm for wine, and to support each other. “The Vinifilles group allows me to meet other women winemakers

Past years have been difficult for gardeners with dry hot springtimes followed by wet and windy summers, but using the right plants will help keep the garden looking good so you can enjoy it. And, if it still needs a little something, then RAY CLANCY looks at what needs to be done with pools THERE are a number of tasks that can be done this month to make sure your garden looks its best over the summer. Gite and second home-owners in particular can harness a wide range of new products to keep flowers blooming. Now is the time to be planting hanging baskets, boxes and pots. Heather Verard, a Chelsea exhibitor and garden designer who now runs her own garden centre, A Propos du Jardin in Villedieu-les-Poêles in Normandy, recommends using a
slow-release fertiliser and buying good quality compost. “It is a false economy to scrimp and save when it comes to compost,” she said. “All plants need to be nourished – feeding is terribly important. If you use a slow-release fertiliser, they will look good without you having to be there to tend to them constantly. It doesn’t need to be expensive. Slow-release cones work out at about 20 cents each,” she explained. She also recommends mulching flower beds. “This has two benefits. It keeps the moisture in the soil and

uct that feeds and airs the soil. “Moss grows on hard compacted soil, so it is important to aerate your lawn. If we get a dry spell, don’t cut your lawn too short,” said Mrs Verard. She also recommends using your bath and dish water in the garden. “As long as there is no bleach in it, it will not harm your plants.” Her top plants to try this year all cope well with varying weather conditions. Nepeta (cat mint) is great for attracting bees for pollination if you have fruit trees in your garden, and copes well with most weather conditions. Agastache is her favourite plant, as it flowers non-stop for four months. It is tall, but does not need staking. You can’t sort out a green pool overnight, and just flinging in extra chemicals is not going to work.” Each pool is different and with a little practice, some technical help and a thorough cleaning regime, you will be able to stay on top of your pool and get full pleasure from it for many years to come. The key component in your armoury against an unsafe pool is the filtration system. Another key element in keeping your pool clean is to keep the dirt out of it in the first place, so it is advisable not to have any loose material like sand or gravel near the pool, to keep potted plants well away from the water and to try to site your pool away from trees and shrubs, especially pine trees, advises Mr McHale. It is also worth considering a poolside shower to rinse dirty feet and suntanned bodies before entering the pool. Also, keep the pool covered when not in use. Water streaming into your pool is much faster than the surrounding water in the pool. This creates a low pressure area that pulls the surrounding water towards itself. DO THE TEST: You can create this effect in your own pool with a garden hose. Connect it to a tap and put the other end in your pool.
Hold it just below the water level, and just watch the surface water being pulled towards it. Squeeze the end to increase the speed (and so decrease the pressure) and you will see the pulling effect get stronger. Started in Languedoc by an enterprising bed & breakfast owner Tony Tidswell, Wikibnb.org is a project to encourage co-working of a completely new kind across the globe, bringing together anyone interested in leisure tourism to post questions, links and articles related to the property rental industry. Wikis are not commercial websites, they are collaborative places to bring groups of people together - literally “on the same page”. A huge variety of Wikis are available online, including wikis for Travel, France, Health, Jelly events, even the Klingon language and Star Wars! Within the travel trade, niche groups have also developed with a view to maximising sales - singles, couples, activity breaks, toddlers and empty nesters are just a few of the specialist

Income from the UK needs to be declared in France We came to live in France in August 2011. We are retired and in addition to our UK State pensions, I am receiving a Civil Service pension. We also receive interest and dividends from our ISAs. We have been told that we must complete a French income tax return in 2012, but we do not understand why, as we are paying tax on our pensions in the UK and our ISAs are tax-ffree. Please can you explain? F.I. FRENCH residents are liable for French taxes on all their worldwide income and assets. Unfortunately, while your ISAs are tax-free in the UK, this is not the case in France. Your first income tax return will be due in May 2012 and you will need to declare your income and gains for the period from August to December 2011. This will include all your pensions and your investment income. The latter includes any dividends paid on the shares/funds held within your equity ISAs, even if these have been re-invested. In addition, the interest earned on your cash ISAs must also be declared for the period, whether or not you have drawn this. This is also the case for any other bank interest, coupons on bonds, Premium Bond winnings, etc. Fortunately, there is a Double Taxation Treaty (DTT) between the UK and France, which prevents you being taxed twice on the same source of income or gains. This lays down that your Civil Service pension will remain subject to UK tax. However, the amount must still be declared in France and will be taken into account, therefore, in determining your French income tax liability. The total amount of French income tax due to be paid will then be reduced, to take into account that this source of income is subject to UK tax. If you have sold any of your ISA shares or funds since becoming French resident and you have made a gain, you will also be liable to French capital gains tax on the amount of the gain. Unlike the UK, there is no capital gains tax allowance on this type of investment. These gains (or losses) should be reported on your French tax return. Once you are registered in the French tax system, you will be able to claim relief from double taxation. In the meantime, it is likely that you will continue to pay tax in the UK and so you will need to claim a rebate from the UK tax authority, pending relief being granted. As in the UK, France has its own forms of tax-efficient investments. With careful planning, you can avoid paying unnecessary taxes on your investments. However, it is also important that you have investments that are suitable for your needs and in line with your attitude to investment risk. Hence, it is very important to seek professional independent financial advice before selling existing investments and entering into new ones. Clearly, where this involves “cross-border” circumstances, it is better to seek advice from a specialist in this field, so as to ensure that you do not inadvertently incur any tax penalties in the UK, while restructuring for your new life in France.

Traditional Quiche Lorraine

After winning the first BBC MasterChef in 1990, JOAN BUNTING was soon writing a food column and doing local radio for the BBC. Now the former teacher has retired and moved permanently to her home in France, but she is still keen to tell readers about good food language often – German, French, German and most recently French again. Perhaps one constant is their quiches. These possibly graced the tables of the court in Nancy as far back as 1550, but they were flat and made of bread, rather like a pizza. Gradually the bases changed to pastry and a variety of mixtures used to fill them. In Lorraine quetches and mirabelles were the most common sweet versions, while savoury ones had cream, onions, or even chopped veal and pork. The one we know as the quiche Lorraine, probably the original 16th century version, contains only eggs, cream and bacon, though elsewhere in France, Gruyère cheese is added. This, say regional experts, is simply not right. It might be a quiche, but not a quiche Lorraine.
Tried and tested by us A member of the Languedoc Pages team tested out the recipe and said: I had only a ceramic flan dish so I baked the pastry blind – using some chickpeas to weigh it down. I also found the 190C temperature to be too hot for my fan-assisted oven so would recommend using a lower temperature.
BELOVED of fundraising dos, bring-a-dish events and buffets, the quiche these days has migrated all over the world and boasts a mindboggling variety of fillings. Food snobs deride it and hearts may sink on hearing the words “I’ll bring a quiche”, but it is here to stay. In France, ingredients, dishes and tastes express the history of the people and colour the country’s many regional identities. The word quiche comes from the German word “kuchen”, or cake. The German-influenced Lorraine gives us, of course, the best-known quiche of all, although these days it is much altered and tweaked. As with most culinary traditions, the nearer one gets to the origins of a dish the more “authentic” it is likely to be. The people of Lorraine have changed nationality and even

METHOD Sift the flour on to a cool work surface and put the butter in the centre. Bring the flour over the butter and squeeze them together, then rub the flour into the butter until you have particles like peas. Make a well in the centre of this mixture and add the salt and water and,

using your fingertips, draw the butter and flour into the well and mix together quickly and lightly until smooth. Wrap and then chill for 30 minutes. Pre-heat the oven to 190C and put a baking sheet in the oven to heat. Line a 25cm flan tin or ring with the pastry, and bake blind for 15 minutes.
Cool, leaving baking sheet in oven. Sauté the lardons in the butter until golden, sprinkle on the base of the flan. Mix the eggs and cream together and season to taste. Put the tin on the baking sheet and bake for 30-35 minutes until the filling is set and golden brown. Do not over-cook.

Keep your animal on right side of law THERE are numerous legal obligations to familiarise yourself with when you own a pet or animal de compagnie in France. The responsibilities of animal ownership are taken seriously; your mairie will have exact information on guidelines relating to your commune. These are drawn up according to whether you live in a town, village or rural environment. You will be expected to be in control of your animal at all times. Be aware of your environment throughout the year. A busy road, sheep in the field, building construction work – take on board what this means for you and your pet. Pets are generally adored in France, but persistent nuisances are not tolerated. From dealing with unrelenting yapping to physically restraining over-enthusiastic animals, the French attitude is somewhat different. They will want to ensure that your animals’ wellbeing complies with their regulations, and will make regular visits to ensure this is the case. If you arrived in France with your pet signed up to the UK microchip registration scheme, don’t forget to register his or her identity on the French National Register. Your vet will have the necessary paperwork to complete and send off on your behalf. Get into the habit of asking your vet to scan your pet’s microchip when you have a consultation. It’s not unheard of for the chip to move underneath the animal’s skin or to be registered under
someone else’s name (mistakes do happen!). If you’ve recently bought a pet in France, it is a legal requirement that the pet – this includes dogs, cats, and ferrets – is microchipped. Until July 2011, a tattoo was another form of identification accepted. There is a €135 fine for any animals found without either form of identification. While vaccinations are not compulsory for a domestic animal in a French household, if you intend to travel around France with your pet (visit Corsica or campsites, for example) or board it while you are away, you will need an up-to-date pet passport and vaccinations. In French law, abandonment of a pet is a crime punishable by a €30,000 fine and up to two years’ imprisonment. There are also heavy penalties for cruelty to an animal. For example, the police or other animal officials have the right to enter your car or your property if they suspect that an animal is in distress. It goes without saying – never leave your animal unattended in your car!

Foreign buyers are searching French properties HOUSES on Internet - the marketing and internet company that helps private owners sell their French property without using an estate agent - has been so successful during the past few months that it now desperately needs more houses in order to meet the growing demand from abroad. Richard Kroon, director and founder, said: “It is a bit frustrating to be honest. After a year with new sales records in 2011, the trend continued this year, which means that more houses from our portfolio have now been sold than ‘new’ ones coming in for sale.” The boost in sales is due to the company’s continuous global advertising on Google and the leading French property websites. As a result of the company’s success in sales, Houses on Internet has been
forced, in a number of cases, to disappoint prospective buyers. “While we currently have about 325 properties for sale throughout the country, there are also over 100,000 visitors, literally, from around the world, who browse our website on a daily basis - and most of them are looking to buy within four to six months,” said Richard. “More than half of those visitors live in countries other than the ‘traditional’ ones: France, UK, Holland and Belgium.” Over 50% of people who bought a house through Houses on Internet were either non-European (from countries such as Canada, Australia, Russia and China), or came from parts of Europe that have in the past been less active on the French property market. Examples of those are Finland, Switzerland and Germany.
The group of potential buyers is large and diverse. “They are constantly checking our website for houses that have recently been put on the market - and many of them also contact us directly to tell us what they are looking for, so we have a pretty good idea of what it is they want,” said Richard. According to Richard demand is currently high for relatively new bungalows (for people wanting to downsize), renovated country houses, villas and large properties and estates suitable for keeping horses. Many also want a house to renovate, in any region, that is under €100,000. “What these people search for is, in fact, not so much different from what was sold through us over the past 12 months, when we sold houses from €60,000 to €1.9 million,” he added.

For larger pieces, blacksmiths will often take into account the client’s life and work closely with them. “I’m sensitive to their surroundings. I put as much of that person into the piece as I can. When you’re working, how you’re thinking and feeling comes through into the work, otherwise it hasn’t got any soul in it. When someone really puts themselves into the work, it comes alive.” When Simon came to France, he already had a full portfolio of work from a successful career in the UK, but he was still pleasantly surprised with the welcome that he received. “I’ve found that, when it comes to the work I do, I’m treated as an artist in France, and given a certain amount of respect. THE first step for your son will be to contact the Chambre de métiers et de l’artisanat of the nearest town. As a citizen of the EU, he will request a document called attestation de qualification professionnelle. This is a document certifying that he has the training and experience to work as an electrician. To obtain this document, your son will be asked to provide evidence of his past experience - statements from previous employers or if he was previously self-employed, documents showing the works that he has completed. He will also need to provide his professional diplomas and, yes, this will indeed need to be translated into French. This formality should not be too complicated, as you indicate that he has 15 years’ experience and qualifications. To actually set up as an auto-entrepreneur, it is very straightforward. For France, it really is quite amazing how little red tape is involved. A form needs to be filled in that takes a few minutes and it can all be done online. Once the registration form has been submitted, your son will receive what is called his SIREN number. This is his official registration number that needs to shown on all invoices and estimates relating to your son’s work. There is a very comprehensive website www.apce.com that provides all the essential information for auto-entrepreneurs. Another advantage of this type of enterprise is that taxes and social charges are only due on the actual turnover, so your son will not be receiving demands for payments of large amounts of money in advance from the social security in particular. As your son is an electrician, it is essential that before he starts working that he organises a proper insurance policy to cover him, in case any problems occur. It is compulsory in France to have proper insurance cover and it can be a very expensive mistake to not take proper advice about this matter from an insurance agent. Finally, if your son sets up his business as an autoentrepreneur he may wish to think about protecting his personal assets. Indeed, as there is no limited liability attached to this status, if ever he were to face any problems with employees for example or a court case for faulty works, all his assets are exposed and could potentially be seized to pay his debts. A declaration d'insaisissabilité can be signed with a notaire to protect the family home from seizure by creditors. This obviously needs to be signed and published before starting up his business. All that remains now is to welcome your son to France and wish him all the best with his future business.

Checks to be made: The baffle plate The baffle is the plate suspended above the flame and can be made of steel or cast iron. Check it has no cracks, if it does it needs replacing as they are there to protect the burner. If the baffle is easy to remove then it is worth taking it out and cleaning away any deposits that might have built up on it. Fire bricks As for the baffle plate, check the fire brick walls on the inside of the burner are intact and not warped or cracked. Leaving damaged bricks in will reduce the effectiveness of your burner and could lead to the outer shell overheating and then having to replace the whole burner if it gets damaged. Seals Make sure the rope seals around the fire door are sealing correctly. Sweep the flue It is very important to keep the flue pipes swept. If they are not kept clear and there is a fire, you may not be covered by insurance. You must have proof of having had your chimney swept, so make sure that once a year you get it professionally done and obtain a dated receipt from the company. Here are some tips on how to keep to your wood burner in tip-top condition and get the best results from it when in use. Cleaning the glass door. You can buy special products for cleaning the glass, but nothing beats using an old newspaper, ash and some vinegar. It is best to clean it whilst the door is still slightly warm. Brush off any loose residue and, with a damp piece of newspaper, rub ash from the fire in small circular motions on to the glass. Keep doing this, renewing the piece of paper if necessary, until the door is clear of residue. Wipe the door clean with a mix of warm water and white vinegar and dry with a clean cloth. Repeat if necessary.
