MUNFORD — Kyle Franklin has applied discipline in equal measure to his academic and athletic pursuits during his four years at Munford High School. Now he’s about to be rewarded for his work. Multiple colleges and universities have offered him scholarships for multiple achievements. Birmingham-Southern College is recruiting Franklin to play football and offering him an academic scholarship, Kentucky State University is offering him an academic scholarship and wants him for track and Jacksonville State University is offering Franklin an academic scholarship. There are more offers still, including a federally funded $180,000 scholarship from the Marines, but Franklin hasn’t decided which opportunity he’ll take. He said he’s waiting to see if other opportunities develop before he commits to a school. “Because we have so many options, we don’t want to make a decision yet,” said his mom, Munford High School counselor Carla Franklin. Franklin’s offers came as no surprise to his family, his coaches or his teachers. They said Franklin’s natural ability coupled with his diligent work ethic yielded too many accomplishments to go unnoticed. Franklin is lean with a muscular build and pale brown eyes. In the classroom he’s quiet and focused with an unassuming demeanor. On the field and the track he’s on-task, educators at the school said. “He deserves it,” said Adam Bailey, an English teacher at the high school, said of the scholarship offers. “He’s worked hard for them and he has a clear path ahead of him and he knows what’s coming.” After high school Franklin, who excels in English and science classes, wants to earn a degree in nursing. Later, he said, he wants to get a masters degree in nursing and his ultimate goal is to become a nurse practitioner. And, Franklin added, he wants to become a military officer. Workloads at the Anniston Army Depot could continue to diminish as the military continues its drawdown of the Afghanistan war, the U.S. Army Chief of Staff says. During his first visit to the depot Tuesday, Chief of Staff of the Army Gen. Ray Odierno said that though the facility is a vital installation that will be maintained, it must give way to the reality that less work there is needed as the military’s efforts in Iraq and Afghanistan come to an end. But at least one military expert says that even if work hours are further reduced, the depot has the flexibility to avoid layoffs and to maintain its core mission require-

Odierno said workloads at the depot will remain relatively consistent over the next few years. “It will go down a bit, but it will be slowly over a period of years,” Odierno said of the depot workload. In the last couple of years, the depot has experienced declining workloads as the wars have drawn down, resulting in several hundred layoffs of temporary and term employees in 2012 and the last 371 temporary workers Saturday. The depot still has 2,873 permanent employees along with 1,127 contract employees. MONTGOMERY — Tax credits for some parents with children in private schools will cost Alabama’s school system between $50 million and $60 million in revenue in 2014, the chairman of the House education budget committee said Tuesday. The lost revenue won’t lead to cuts in programs, said Rep. Jay Love, RMontgomery, but it will make a dent in the revenue increases legislators expected for 2014. “We just didn’t spend that money,” said Love, chairman of the Ways and Means education Committee. Love’s committee, which oversees the state’s education budget, held a public hearing Tuesday to accept input on the $5.74 billion proposed education Trust Fund budget. Alabama runs two budgets, one for education and another, called the General Fund budget, to fund other functions. The Tuesday hearing was the public’s first glance at the House committee’s spending proposal. earlier this year, Gov. Robert Bentley proposed a $5.83 billion layout for schools — a figure that included a projected $277 million increase in revenue compared to 2013. The state’s schools are funded largely by income and sales taxes, which budget officials expect to grow as the economy continues to recover from the 2008 recession. Lawmakers took a chunk out of that growth earlier this year when they passed the Alabama Accountability Act, a bill that allows an income tax credit, estimated at about $3,500, to parents of

Hess would weaken what he called stringent requirements for the bidding and construction of “minor athletic facilities” for county schools. “If I want to go out and build a dugout or a batting cage, you have to go through the state Building Commission and get architectural plans, and they have to come out and inspect it,” Hess said. “You’re doubling or tripling the cost of something that doesn’t need to be expensive.” The bill reads in part that certain projects, defined as costing less than $100,000, would be “exempt from certain bidding and competitive laws,” but Hess said the main goal of the bill is to use community volunteers and resources to save the county money. The bill’s sponsor, state Rep. Randy Wood, R-Anniston, said projects would still need to be thoroughly inspected, but that local engineers and volunteers could take care of the projects at a fraction of the cost. “every time someone from the state touches the project, it becomes more expensive,” Wood said. “We don’t need their approved blueprints and their engineers when we got them right here locally.” Katherine Lynn, director for the Alabama Building Commission, said on Tuesday she had not seen the legislation and declined to comment on the specifics of the bill, or the process for inspecting such projects.
