Search and Rescue requests funding from LAURA CAMPER

Cleburne County Search and Rescue approached the Cleburne County Commission at its work session Monday for some emergency funding.

Two representatives from Search and Rescue, Josh Davis and Adam Johnson, came to the meeting asking for some funding to help the organization keep operating.

Right now the volunteer organization, which works with the Cleburne County Sheriff’s Office, survives on fundraisers, Davis told the commission members. But some setbacks have left the group unable to meet all its needs, he said.

The main truck the members use has blown a tire, both the organization’s boats need tune ups and the motors need upgrades and repairs. Also, some of the members do not have pagers and radios, and they have to be reached by phone, Davis said.

The organization’s insurance bill is also coming due in September, and the money just isn’t available to pay for it, he said.

“We’ve hit a wall, and now we’re asking y’all for some help,” Davis said.

Commissioner Emmett Owen asked if the commission could commit some tobacco tax funding to the organization. The commission members receive a portion of the tobacco tax funds to use in their districts. Owen said he could give some of that money to the group.

“There’s $27,000 left of that funding left for District 2,” Owen said, referring to his district.

County Administrator Steve Swafford said tobacco tax proceeds can be used for outdoor recreation, and the argument could be made that search and rescue supports outdoor recreation. For instance if a hiker got lost on a trail or there were a boating accident, Search and Rescue would respond, he said.

“However, I would encourage you to use caution from an equity standpoint,” Swafford said. “Say that we’re going to support Cleburne County Search and Rescue. But we might not support Cane Creek Fire Department.”

Owen asked if the organization was licensed through the state. He said he believes there is state funding available, but the organization has to be licensed to receive it.

Davis said he was unaware of the status of the organization.

“I don’t attend as many meetings as I want to because of classes,” Davis said. “But I haven’t heard anything about getting a license.”

Revenue Commissioner Joyce Fuller was at the meeting and said the legislation to which Owen was referring did not pass the Alabama Legislature.

She was familiar with the legislation because it would have created a $2 voluntary donation listed on the property tax bill, which her office sends out, she said. She thinks the legislation was going to be filed again for the upcoming session, Fuller said.

Owen asked if the 2 mill property tax that is currently collected by Cleburne County could be used to help fund

the search and rescue group. Fuller said that tax was established by state legislation and is collected for the fire departments specifically. It couldn’t be changed except by new legislation.

“I really have a concern about our Search and Rescue,” Owen said. “These guys are coming here serious about whether we’re going to have a search and rescue funded next year.”

Swafford said the county could look into new local legislation adding a 2 mill property tax that could be distributed among the fire departments and the search and rescue group.

The 2 mill property tax currently brings in about $198,000, Fuller said. That is split evenly among the 12 fire departments in the county, she said. There is also a 2 mill tax on car tags collected by the Probate Office, but she was unsure how much that typically brought in, Fuller said.

If the commission were to hold a referendum for a new 2 mill tax, it could specify how the money will be handed out, Swafford said. It could be split on a per call basis or by population, and it could include search and rescue, he said.

“There is no truer form of democracy than a referendum,” said Commissioner Bobby Brooks.

The commission members asked Swafford to draft sample legislation for their review.

BOE finalize personnel decisions LAURA CAMPER

The Cleburne County Board of Education on Monday finalized some last-minute personnel decisions before the start of school.

The board members unanimously accepted Superintendent Claire Dryden’s recommendations to hire Sharon Laros as special education teacher at Cleburne County High School and to accept the resignation of Scott Benefield, custodian at Fruithurst Elementary School.

The board members also unanimously nominated Sammy Jackson to replace Joe Braden as their representative on the Cleburne County Board of Equalization, which hears residents’ appeals on the market value of properties. Braden recently resigned his seat.

The high school teachers started training on Google Drive, an online application that allows users to access documents anywhere, Dryden said. The teachers will begin using the program with new computers the system bought for its initiative to provide every high school student with a computer. This year, the system bought enough computers for two mobile computer labs. Next year, the system plans to buy enough computers for each student in seventh through 12th grades, administrators have said.

Also during the meeting, school officials also announced that the district’s budget hearings are scheduled for Sept.

9 at Cleburne County Middle School and Sept. 10 at Ranburne High School.

Local gospel group attends music school Witness 4 Him, a southern gospel group based out of Wedowee, attended the Steve Hurst School of Music at Lee University in Cleveland, TN last week.

The school helps groups and individual vocalists polish their performance skills and concentrate on using the talent God has given them to reach those who need that special touch from Him. Instructors at the school are well known vocalists and some are members of professional southern gospel quartets.

During the week, Witness 4 Him had the opportunity to study under Mark Trammell of The Mark Trammell Quartet; Gary Casto, manager and lead vocalist for Tribute Quartet; Pat Barker, bass vocalist for The Mark Trammell Quartet; Riley Clark, tenor singer for Tribute Quartet and Anthony Davis, bass vocalist for Tribute Quartet.

On Tuesday night of the school, Witness 4 Him had the chance to help open up a concert with The Mark Trammell Quartet. Mike McCormick, bass singer for Witness 4 Him said, “It was a wonderful week of learning new vocal skills, polishing songs that we have done for a while and spending some much needed time in God’s Word and in prayer.

Sometimes you become complacent with what you are doing every week and you lose sight of what is

really important and it’s just performing…you need to refuel every now and then with the Spirit.”

Soprano Angie Moore from Oxford, said the group wants to present the Gospel in a way that it will touch hearts and souls in a special way.

“We are not singing for our glory or to make big money, we want to touch lives and bring them closer to God.” Alto singer Linda McCormick said about the school, “I have played piano and sung all my life

and the things you have been doing might seem right but if someone can teach you how to do it in a different way it makes each song that much better and will touch someone’s heart or soul with the love of our Lord.”

The newest member of the group, Misty Herring of Dallas, GA. said the school was a great experience. “I have only been with the group for just over three weeks so I am still trying to learn all the songs and what part I sing in them.

State Sen. Gerald Dial, 75, will face a Cleburne County challenger for his seat in the 2014 Republican primary election June 3.

Tim Sprayberry, 47, Cleburne County Republican Party chairman, in July began raising money and campaigning against the seven-term senator.

Dial is serving his first term as a Republican. He had previously served two terms in the Alabama House of Representatives and six terms in the Sprayberry State Senate as a Democrat. He lost an election in the Democratic primary for the District 13 Senate seat in 2006. In 2009, he switched to the Republican Party and won back his former seat.

There is some discontent among Republicans with some of the former Democrats who have switched to the Republican Party, said Sprayberry.

“I believe Sen. Dial is still a Democrat,” Sprayberry said. “I don’t believe he represents the values we believe in as Republicans.”

Dial, who spoke by phone Friday from the Alabama Farmers Federation Commodity Producers Conference in Birmingham, said he welcomes the competition.

“We look forward to the campaign,” Dial said. “But, right now we’re working to bring jobs to Alabama.”

Dial said he was a little surprised to hear Sprayberry, the head of Cleburne County’s Republicans and someone he’s known for years, was running against him. But Dial noted that Sprayberry has run for office before, including an unsuccessful campaign for the House of Representatives District 39 seat in 2010. District 39 represents Cleburne, Cherokee and Dekalb counties.

Dial said he plans to run in the upcoming election because he has some unfinished business. He would like to see the sales tax on groceries abolished and to pass a bill he filed last year and has pre-filed again this year to move state schools to online textbooks.

“My goal is to serve one more time,” Dial said. “As majority whip, I’m in a position to have some real influence.”

But he said if he wins in 2014, it would be his last election. He’s ready to retire from political life and work on his book, Dial said.

Sprayberry said if he could turn back the clock, he would have run against Dial in 2010. But he was intimidated by the size of Dial’s campaign fund. This time, Sprayberry thinks he might have a chance to take the seat, he said.

Both men filed have filed campaign finance reporting waivers because they have not yet raised $10,000.

Sprayberry works as a private investigator at his own business, Sprayberry Investigations, in Heflin. He’s had the business since 1998 when he left law enforcement, Sprayberry said. He decided two years ago to leave a job at Forte Power Systems, a wire and cable manufacturing company, and work as an investigator full time, Sprayberry said.

If elected, Sprayberry plans to work for smaller government and lower taxes as well as protecting gun owners’ rights and state’s rights, he said.

Senate District 13 includes parts of Cleburne, Clay, Chambers, Cherokee, Lee and Randolph counties.

The qualifying deadline for the 2014 primary election is April 4.

‘The hostess with the mostest’ stress

Three months ago, I began planning a party at my house; this party was to coincide with a meeting of the Writers of Calhoun County on July 25. I decided we would meet first and then move to my house to eat and have fun.

I set the party that far in advance, hoping the ample time would surely give me the opportunity to avoid the usual stress related to preparations.

However, as usual, I put off doing too many things until the day of the party. Four hours before it took place, I wondered why I had ever wanted to host a party.

There were some things that occurred the day of the party that I could not help.

An unexpected event came up, which took longer than I expected. Then, an editor called and needed a last-minute article,

Sherry Kughn Sherry-Go-Round which I hurried to complete within an hour. All of those lastminute tasks left me with little time to do what I needed to do the most – straighten and clean my house.

Hosts and hostesses know that, on party days, we see dirt we normally never see. Dust bunnies pop up on the floor.

Food drips emerge on surfaces, such as the top of the dishwasher and the refrigerator shelf, places I never notice on other days.

Bathrooms always need a lastminute swish or two. So, just before the meeting, I was faced with several tasks and also needed to freshen my hair and make-up.

Before doing any of these things, I sat down and took a few deep breaths. My guests would certainly want a relaxed hostess. Afterward, I looked in the mirror. I fluffed my hair, droopy from the high summer humidity. There was no time to apply fresh makeup. I wiped surfaces, I swiped doorknobs, and I vacuumed for about 30 minutes. I promised myself I would clean more on another day. The next thing I knew, preparation time was over. My friend who was picking me up knocked on the door, and we left for the meeting. Once there, Beth Duke talked to us writers about how important it is to

write daily, even if only an hour a day. We had a good crowd, and about a dozen members went to my home afterward.

Thirty minutes later, I sat in a lawn chair on my newly renovated concrete patio and laughed with my guests. Some members read excerpts from humorous quotations. One friend played us a gospel song on his guitar and sang. One told a meaningful story. Another shared a poignant moment from her week. We ate sandwiches made of chicken salad; and we ate snacks the others brought, including cupcakes that our speaker had made. (Beth, you write and speak well and you bake. I’m glad to know you.)

We drank lemonade punch and enjoyed the 75-degree evening.

As I sat and listened to my talented friends, I remembered why I like being a hostess.

Successful parties give us a much-needed opportunity to enjoy time with friends who feel like family members. My party was one of those happy times to share with friends. I was also reminded that everything worthwhile requires effort and probably some last-minute stress.

Best of all, I forgot that my makeup needed freshening, and I did not mind because a smiling face is the best makeup of all.

We’ll meet again in September. I can’t promise another party, but we will enjoy our programs.

What about the four secondary state offices?

Last week we predicted that all three of our top constitutional officeholders will win reelection to a second four-year term in next year’s election. The election will be in June next year. Since we are now a one party state when it comes to statewide political races, winning next year’s June 3rd Republican Primary is tantamount to election. Folks, that is only 10 months away. The actual bell to begin campaigning rang out two months ago when candidates could officially begin raising money.

Gov. Robert Bentley, Lt. Gov. Kay Ivey and Attorney General Luther Strange should have smooth sailing in their efforts to garner another four years in their posts. In addition, Sen. Jeff Sessions is a prohibitive favorite to win reelection for another six-year term in Washington.

What about the other four secondary statewide offices? Former banker, Young Boozer, is finishing his first term as Treasurer. He will have very little, if any, opposition in his bid for a second term. Boozer was the most qualified candidate to run for the office of treasurer in my lifetime of following Alabama politics.

His previous experience could not have been more perfectly scripted to manage the state’s treasury.

Boozer has lived up to his resume and has done an excellent job as treasurer. He has put in a lot of hours. His yeoman’s efforts may have salvaged the beleaguered PACT program.

Four years ago I marveled and chronicled the fact that we had candidates running for two state positions who were actually qualified for the offices they were seeking. They seemingly were aspiring to the posts for the purpose of doing the job as opposed to seeking the office in order to run for governor. One was the treasurer’s race with Young Boozer. The other was

the Agriculture Commissioner post.

Four years ago there were three Steve running Flowers candidates for Agriculture Commissioner who were uniquely qualified to administer Inside The Statehouse this important constitutional office.

John McMillan, Dorman Grace or Glen Zorn would have been chosen for the job if their resumes had been put into a merit system register. Any one of the three would have been good for Alabama. John McMillan emerged as the winner at the polls.

McMillan has indeed done a good job under trying circumstances. His budget has been cut drastically by the legislature, along with all General Fund agencies.

He will more than likely win reelection to a second term. He made sure Zorn would not oppose him by hiring him soon after the election.

The office of Secretary of State is an open seat, so to speak, in 2014.

The five constitutional offices previously discussed have incumbents seeking reelection. However, Beth Chapman quit as Secretary of State with 17 months to go on her term. She was prohibited from running for a second four-year term. With an open seat, this office is receiving interest from some very well qualified men.

Rep. John Merrill of Tuscaloosa announced almost a year ago that he was running. He has been campaigning throughout the state for the past year.

Crenshaw County Probate Judge Jim Perdue recently switched parties in order to run for the statewide job, which is similar to being a state probate judge. Another veteran probate judge is also in the race. Former Montgomery County Probate Judge Reese McKinney has thrown his name into the hat. These gentlemen may not be the only ones in the fray. This one is shaping up to be one of the best contests of the year.

The State Auditor’s job is also wide open. Samantha Shaw has served her two-term limit like Chapman.

Probably a host of aspiring young politicians will seek to run for this seemingly irrelevant position. Mrs. Shaw more than likely will not run for anything herself. She may instead simply help her husband seek reelection to his seat on the State Supreme Court. Justice Greg Shaw is the only judge on the high court up for election next year.

There are two seats on the Court of Criminal Appeals on the ballot. Judges Mary Windom and Beth Kellum should be reelected.

The Court of Civil Appeals also has two of its members up for election. Judges William Thompson and Scott Donaldson should be favored to retain their seats on the appellate court.

The most active races in the state next year will be on the local level. There will be battle royales throughout the state for the 105 House of Representative seats as well as the 35 State Senate seats. You may see some tough intra-party brawls within the Republican Party.

It will be fun to watch.

With a sluggish economy and millions of Americans still out of work, there’s a solution to help stabilize our energy costs over the long term and increase our chances for energy independence: tap our own domestic energy sources.

The coal industry, for example, provides the largest source of electric power generation in our country and supports thousands of jobs including jobs in Alabama.

Schrag, an adviser to the president, was quoted in the New York Times as saying, “a War on Coal is exactly what’s needed.” In fact, just seven of the EPA regulations proposed since President Obama took office could cost as much as $16.7 billion annually once fully implemented. We were blessed to have Dr. Larry Riddle with us bringing the Word from 1 Corn.C.4, “An Extreme Servant”. Pray for Bro George as he is on a mission trip to Nicaragua. Friends, we have the things that are needed to do the work for the Lord. We have the facilities, the people, and the Bible. We must make ourselves so great that we become extreme in our servant hood! God needs extreme servants!

Paul challenged the church to be authentic for Jesus. He expects us to be obedient to him. We need to look at our hearts and love others despite all they have done to us. We need to forgive to win others for Christ. Never forget that we are not owed anything from anyone, especially God. The world has begun to see many Christians as dirt. They see us in our lives, on the street, in our jobs, and hear us point out others flaws and offer reminders for them - all without looking in the mirror. As the world lives out of control, why should they stop to respond? You don’t offer a reason.

It is fact that winning a child in VBS gets 25% of families. Winning a mother gets 45%. If you win a father to Christ, you will get 95% of the family in church. Your faith, your service, your walk will lead men to God. Extreme servant hood is going to involve all of you! Jesus will brace you when you fall as long as you believe in him and have faith. Ask yourself, am I extreme or just comfortable?

What a great Vacation Bible School we had! Puppets, food, games, airplanes, and traveling around the world to see God’s Amazing Wonders. The week was ended by a fun day on Saturday with waterslides, a bounce house, and watching a youth leader get a pie in the face. Lots of fun and laughter but also seeing what a great God we serve and learning that Jesus died for our sins and is the only way to Heaven.

The VBS was carried over to last Sunday morning when the children were in charge of the service. They led the praise and worship singing the songs we had learned during Bible School. After that they were presented with badges for all the work they have done this past quarter in Sunday School. Each got to say the first few books of the Old Testament, which is a new unit they are starting.

We have started a Latino service on Sunday afternoons at 3 p.m. in the Fellowship Hall. Pass the word around if you know of anyone that needs an all Spanish service.

Registration continues for New Hope Christian Academy. The cost is $65 registration and $40 per quarter for first child and then $30 per child thereafter. Call the school at 256-926-9440 or email NewHopeChristianAcademy34@yahoo.com if interested.

The TV program “New Hope Arising” airs on Channel 24 on Monday evenings at 5:30 pm, Wed 9 am, and Fri 2 p.m.

We think we can do it ourselves until we hit the bottom and then we look to Christ for help. When you commit yourself to God, that’s exactly what you are supposed to do. In 1 Peter 2:21-25 Jesus gave us the example of how to live. Whatever is bringing sin into your life, get rid of it! Get the temptation out of your life. The devil knows where he can tempt you to draw you away from your service to God. Jesus committed Himself to God to do the things He was called to do. We are to do the same! Jesus wants us to understand things like He did while He was here on this earth. We will make mistakes, others will too. We have to forgive others over and over, just as God forgives us! God controls it all. God provides all that we need. Jesus could have cured every disease while He was here. He healed those who came in contact with Him. He can do the same today. He heals through doctors and He heals alone. Christ never loses. He never fails. Jesus is your best friend.

We enjoyed singing at Harmony Grove’s revival last week. We are excited to be singing this week at Upper Cane Creek’s revival. Our choir and drama team are amazing!

Obituaries Cora Lea Beason

Cora Lea Beason, 95, died Friday, August 02. Funeral services were held August 05, 2013, at Heflin Baptist Church with the Rev. Philip Morris, Dr. Wayne Stevens, and Dr. Don Carroll officiating. Burial followed in Heflin City Cemetery.

Survivors include: Daughter - Susan(Wayne) Brimer, Springville, AL Daughter-in-law - Sharon Beason, Douglasville, GA Grandchild - Edward(Crystal) Beason Grandchild - Amanda(Chip) Hoover Grandchild - Justin Brimer Great-Grandchild - Matthew Beason Great-Grandchild Charlie Hoover Pallbearers: Justin Brimer, Edward Beason, Buddy Gaines, Ricky Gaines, Jimmy Taylor and Harold Berryhill Honorary Pallbeaers were the Friendship Sunday School Class.

Mrs. Beason was a native and lifelong resident of Cleburne County.

She was the oldest member of Heflin Baptist Church where she served in the choir. Cora ran a beauty shop in Heflin for over 50 years, and worked as a Pink Lady at RMC for more than 20 years. She was preceded in death by her husband, Maurice Beason and son Edward Beason, a sister Ora Lea O’Donnell and brother, Clarence Gaines.

In lieu of flowers the family suggests donations be made to, Heflin Baptist Church Kitchen Fund, P.O. Box 116, Heflin, AL 36264.

Jimmie E. Cobb

Jimmie E. Cobb, 80, died Sunday, August 4, 2013 at Cleburne Co. Nursing Home.

Funeral services were held on August 7, 2013, at Cedar Creek Baptist Church with the Rev. Donald Triplett, Bro. David Phillips, and Rev. John D. Collins officiating. Burial followed in Cedar Creek Cemetery.

Survivors include: Wife - Betty Cobb, Heflin; Daughter - Denise Cobb Owen, Heflin; Brother - Russell Cobb, Anniston and Judson Gay Cobb, Heflin; Granddaughters Deidra McLeroy Price, Leah Owen Humphries, and Lindsey Owen, and Great Grandson, Ross Price.

Pallbearers were nephews.

Mr. Cobb was a native of Delta and a resident of Cleburne County for most of his life. Retired from Moore Business Forms, Mr. Cobb was a member and former Sunday School Teacher at Cedar Creek Baptist Church. He was preceded in death by a daughter, Martha Cobb McLeroy, his parents, 9 brothers and 6 sisters.

Jr. Joe Jarrell

Jr. Joe Jarrell, 68, of Auburn, was born January 23, 1945, in Heflin, Alabama. Jimmy entered the presence of the Lord on Tuesday, July 30th, from his home and surrounded by his loving family. Funeral service took place August 3, at City Church in Auburn, with interment following in Town Creek Cemetery on South Gay Street in Auburn.

Jimmy is survived by his wife Pat; daughter Stacy Jarrell Jones (Chad) and son Casey Jarrell (Melissa); grandchildren Cole and Cara Jones, another expected in January 2014; siblings Rosa Jarrell and Sarah Mae O’dell; and a host of nieces, nephews, and cousins. Jimmy grew up in Heflin and Oxford, Alabama, where he met the love of his life, Pat Williams Jarrell. Jimmy and Pat married in 1974 and moved to Auburn in 1976. In Auburn, Jimmy began his entrepreneurial career with J& J CB Center. Over the years, Jimmy has owned a car lot, a limousine service, a taxi service, pawn shops, Jimmy’s Car Stereo and multiple Christian radio stations. Jimmy was a car collector who enjoyed NASCAR and sponsored dirt-track racecars. He, also, enjoyed fishing and going to the beach. It is in understatement to say Jimmy was an avid Auburn fan. Jimmy was a wonderful husband and devoted father. He was a pillar in the Auburn community and will be remembered for his generosity and willingness to help those in need. Jimmy loved and served the Lord Jesus Christ for many years.

He fought the good fight of faith in his battle with cancer.

He can say, “I have fought the good fight, I have finished the course, I have kept the faith; in the future there is laid up for me the crown of righteousness, which the Lord, the righteous Judge, will award to me on that day; and not only to me, but also to all who have loved His appearing.” (2 Timothy 4:7-8). In lieu of flowers, Jimmy would be blessed by spreading the gospel of the kingdom through Christian radio. Harold Laminack

Mr. Harold Laminack, age 81, of Muscadine, AL, passed away July 31, 2013. Mr. Laminack was born July 4, 1932 in Muscadine to the late Jessie and Effie Long Laminack.

In addition to his parents, he was preceded in death by his sister Verna Lee Deese and brother, Gerald Laminack.

Mr. Laminack served in the US Army and worked for more than 30 years in the Transportation industry. He enjoyed gardening, fishing, hunting and everything and anything that was done outdoors. He also worked for many years with Cleburne County as a Heavy Equipment Operator.

He is survived by his devoted wife of 61 years Shirley Clayton Laminack of Muscadine; daughter Jean and Freddie Wysner of Heflin; son Gary Laminack of Muscadine; granddaughter Bree McNeese and Will Jacks; great grandchildren Anderson Jacks and Ari Jacks all of Heflin; sister Lucille Bentley of Muscadine; as well as many nieces and nephews, cousins and friends.

Funeral services were held August 2, 2013 from Miller Funeral Home Chapel with Rev. Donald Leggett and Rev. Wayne Pike officiating. Music was provided by Joseph and Rhonda Johnson. Pallbearers serving were Clint Austin, Jason Austin, Chad Austin, Dennis Bentley, Will Jacks and Ronnie Deese. Honorary pallbearers were Carl Thompson and Ronald Joe Hulsey.

Interment followed in Hollywood Cemetery.

School Orientation August 8

Heflin First United Methodist Church Preschool will have Orientation on August 8th at 6:00 PM. We would like for orientation to be a parent meeting only.

Pierson, Voss to wed Jeff and Kim Pierson of Heflin announce the engagement of their daughter Megan LeAnn Pierson to Stephen Lee Voss son of Chris Voss and Tina Riddle of Helfin.

The bride-elect is the granddaughter of Wanda Green and Frank Green of Heflin and the late James and LeAnne Pierson of Odessa, TX. Miss Pierson is a graduate of CCHS and the

owner of Dr. Phone Fix in Oxford.

The prospective groom is the grandson of Jerry and Evon Williams of Friuthurst and Jack and Stella Voss of Hollis.

Mr. Voss is a graduate of Cleburne County High School and currently a student at The University of Alabama at Birmingham.

The wedding will be August 17.

On July 16, the Major General Patrick R. Cleburne UDC Chapter hosted a 10th birthday celebration. The event was held at historic Dodson Memorial Presbyterian Church in Oxford. This UDC Chapter was chartered June 1, 2003. Organizing Chapter President Lynda Lowery, Heflin, is shown with a cake depicting the First National Flag of the Confederacy, also known as the “Stars and Bars” flag, which continues to be the official flag of the United Daughters of the Confederacy since 1894.

Every year this Gen.Cleburne Chapter honors veterans, establishes college scholarships, donates to area libraries, gives to benevolent causes and works to preserve historic sites. The newest member of the Chapter is Peggy Hyatt Cheatwood of Heflin, descendant of William A. Hyatt who served in Co. K 34th Regiment GA Infantry.

At the July meeting, Chaplain Wilma Gosdin of Woodland memorized the four Chapter members deceased this UDC year: Jo Ann Harper, Heflin; Ruth Pirkle Groover, Heflin and Birmingham; Laurelle Hampton, Anniston; and Linda B. Hutchens, Heflin.

Fire destroys a Heflin house LAURA CAMPER

A house fire on County Road 6 in Heflin destroyed a local family’s home Wednesday morning.

Sherrie and Xavier Garcia were out when the fire started, Sherrie Garcia said.

She was sitting in her neighbor Jennifer Rios’ garage in tears as she talked about the ordeal as firefighters continued to battle the blaze an hour after the fire was discovered..

“We were gone about an hour and a half,” she said. “Nothing was on but the air conditioner when we left.”

Garcia said that when they returned home, they opened the door and saw the fire near the electrical panel.

“I could’ve handled it if I hadn’t lost my dog,” Garcia said, referring to her Chihuahua, which was in the home when the fire started.

Then she added after a moment, “I don’t know if I could’ve handled it then.”

Her husband had their other dog, a German shepherd, on a leash in the driveway of their home as he watched the firefighters work.

The home was a complete loss, said Hollis Fire and Rescue Chief Dan Hopkins.

The call came in just before

9:30 a.m. The home was in Hollis Fire and Rescue’s district, but Heflin and Micaville volunteer fire departments also responded, Hopkins said. The Hollis firefighters arrived first and found the two-story home engulfed in flames, he said.

Eighteen firefighters from the three departments worked for three hours and used about 12,000 gallons of water to put out the fire, he said.

“A little longer than usual,” Hopkins said. “Normally we can confine it to one room, one part of the house.”

But this fire had spread too far by the time they arrived, he said.

The home, near the intersection of County Road 13 and County Road 6, had been the couple’s home for nearly 30 years, said Kellye Henry, a lifelong friend of Sherrie Garcia. Henry, a Heflin resident, came to the house after Garcia called her about the fire.

“They raised their kids there,” said Rios, who has lived next door to the Garcias for seven years.

A neighbor called Rios about the fire while she was working at the Department of Human Resources, and she came home to see if the Garcias were alright, she said.

“They’re my friends,” Rios said. “So I wanted to make sure

they were OK.” Rios held Garcia’s hand as she sat in a patio chair in Rios’ garage while an emergency medical technician monitored Garcia’s blood pressure. Garcia was mopping her face with a wet rag.

She declined going to the hospital, and Rios’ son Jordan Davis helped Garcia to Henry’s car after the EMT urged her to get somewhere with air-conditioning.

Clint Cochran, a volunteer with the Heflin Fire Department who responded to the call, said the cause of the fire is still under investigation.

Cleburne County workers may see a small raise this coming year, but only if it doesn’t break the budget, said one administrator currently working on the budget.

“We’re trying to work it out,” said Cleburne County Probate Judge Ryan Robertson, who serves as County Commission Chairman.

The raise he’s envisioning is 2.5 percent across the board, but he and County Administrator Steve Swafford are still juggling the numbers, Robertson said.

Cleburne County is well into the budget process and the proposed fiscal year 2014 budget is on schedule to be approved at the Sept.

16 Commission meeting, Swafford said.

The budget will be smaller this year, mainly because expenses related to the Mountain Center were paid this year, Swafford said.

This year, the county has been operating under a $7.6 million budget that required it dip into reserves for about $800,000. Next fiscal year, which starts on Oct. 1, he expects the budget to balance without dipping into reserves, he said.

“We’re not expecting the amount of capital purchases that we had in fiscal year 2013,” Swafford said.

The county is planning some major expenditures including rebuilding up to 12 bridges. It was able to secure Alabama Transportation Improvement Grants for the work, but it will require some funding from the county level, he said.

That money will not be included in the upcoming budget because right now, it’s an unknown, Swafford said.

The county doesn’t know how much it will be required to pay out of its own budget toward the bridge work, Swafford said. In addition, it doesn’t know how many bridges it will be able

to get to in the upcoming year, he said.

“The bridge projects will be addressed as they come up,” he said.

In order to prepare, Swafford said the county will have to stay “very liquid as far as cash on hand,” Swafford said.

As Swafford and Robertson create the budget, they are focused on first of all creating a balanced budget – a requirement under state law, Swafford said.

They will be focused on the county’s core mission of serving residents through Emergency Management Agency, 9-1-1, the Sheriff’s office, the probate office and courthouse, along with the road department, they said. All the departments and programs turned in their proposed budgets

by July 19, Swafford said.

He expects to have a proposed budget ready by Aug. 26, which he will email to the commissioners about a week before their work session on Sept. 3.

The commissioners also have their priorities as they review the budget. Commissioner Emmett Owen said his number one priority shouldn’t be a surprise to anyone.

“I think everybody knows that Emmett Owen is about growth and promoting the county,” he said.

He will be looking at the budget with an eye toward economic development, Owen said.

He’d like to see some money set aside for work in the Heflin Industrial Park, in Hollis Crossroads and anywhere else in the county there is an opportunity for growth, Owen said.

“Right now, we have no funding to promote economic growth for the county as a whole,” Owen said. “We need to let people know we’re open for business.”

But he’s also a realist – the county has to pay its bills first, Owen said.

Commissioner Bobby Brooks said his number one

priority is also economic development. But he’d also like to do something for the youth and senior citizens in his district. He’d like to build a baseball field and community center in Hollis Crossroads on some land owned by Hollis Fire and Rescue, Brooks said.

Brooks, who works in construction, has the equipment to do the work, he said. The county would have to pay for materials only, he said. But, Brooks said, the budget will be tight and he’s not sure it will be possible.

The commissioners will have an opportunity to make any revisions at that

work session, Robertson said.

“There’s always give and take every year,” Robertson said.

The revised budget will be sent to all the department heads and staff so they can review it, he said.

Then on Sept. 16, at the Commission meeting, the department heads will have a chance to comment on the changes before the Commission approves the budget, he said.

The budget must be approved before the end of September. It will go into effect on Oct. 1.
