Area law enforcement officials attend conference on Adam Walsh Act implementation By Sherry Kughn Special to Consolidated Publishing, Co. On July 27, 2006, the Adam Walsh Child Protection and Safety Act was passed by the 109th United States Congress. Implementation was to take place within three years, that is, by July 27, 2009. Because the laws in each state vary across the country, the Act is an effort by federal government to make the laws dealing with sex offenders more consistent across the country. Adam Walsh was a child who was abducted and murdered in 1981 in Hollywood, Fla. His father John Walsh founded the television program, America’s Most Wanted, and founded the National Center for Missing and Exploited Children (visit www.missingkids.com to learn more about the Center). Since 2006, guidelines have been issued by the federal government that have affected how law enforcement officials implement their sex offender registration and notification programs, know as SORNA. Recently, officers from various local law enforcement departments attended in Birmingham a SMART conference, an acronym which stands for sex offender Sentencing, Monitoring, Apprehending, Registering, and Tracking program. Don Ray of the Calhoun County Sheriff’s Office was among those who attended. “We learned that those states who choose not to comply with this new law will lose federal funding,” said Ray, “approximately ten percent to begin with. At the local level and the state level, we in Alabama not only meet most of the criteria but also exceed it in several areas.” Actually, the federal government does not provide funds to set up and implement programs related to sex offenders. However, it does provide funds via each state for other programs, one being the drug task force and others relat-

ed to grants for various programs. Those are the funds that may be cut if local law enforcement agencies do not comply with sex-offender programs. Current laws do not require the federal government to provide funds to set up Internet sites to help capture sex offenders and to notify residents when sex offenders move. Also, attendees of the conference studied some of the biggest changes regarding SORNA. For instance, once a person is found guilty of a sex offense, that person will not necessarily be forced to register as a sex offender for the remainder of their lives. That requirement will be enforced for only those rated in Tier 3 category. Sex offenders in Tier 2 will be required to register for 20 years, and those in Tier 1 will be required to register for 10 years. Rocky Stemen of the Anniston Police Department said the Adam Walsh Act is extensive. “There are many changes that adherence to the Adam Walsh Act will require,” said Stemen, “and it will take a while to understand and implement all of the changes.” Stemen explained that another change in the tier system will require sex offenders to register every three months rather than every six months. “In addition, we will be going out and doing compliance checks,” said Stemen, “to make sure sex offenders are living where they say they are living and working where they say they are working.” The National Guidelines for SORNA enforcement were issued by the Department of Justice in May, 2007. A comment period followed,

which allowed federal officials to clarify the guidelines. Roger Phillips of the Oxford Police Department also attended the SMART conference. He said the guidelines will help clarify compliance for law enforcement officials, offenders, and victims. “We have had callers scared when someone moves into their neighborhood who might only have been convicted of statutory rape,” said Phillips. “Those people are not necessarily a risk to the public.”

Adam Walsh was abducted on July 27, 1981 from a Sears department store in Hollywood, Florida. He was later found murded. After 27 years, on December 16, 2008, police closed his case and named convicted seriel killer Ottis Toole as his murderer. Toole died of liver failure in prision on September 15, 1996.

Oxford Police Seek leads in theft suspect identity The Oxford Police Department needs the assistance of the community in identifying a theft suspect who has stolen items from unlocked vehicles in the Oxford area. FBI warns of Jury Duty Scam Courtesy of the Oxford Police Department Most of us take those summonses for jury duty seriously, but enough people skip out on their civic duty, that a new and ominous kind of fraud has surfaced. Be aware if you receive a call from someone who claims to be a jury coordinator. If you protest that you never received a summons for jury duty, the scammer asks you for your Social Security number and date of birth so he or she can verify the information and cancel the arrest warrant. Give out any of this information and bingo; your identity was just stolen. The fraud has been reported so far in 11 states, including Oklahoma, Illinois , and Colorado . This (swindle) is particularly insidious because they use intimidation over the phone to try to bully people into giving information by pretending they are with the court system. The FBI and the federal court system have issued nationwide alerts on their web sites, warning consumers about the fraud.

Crime prevention takes common sense “If we all band together, we can make our community a safer place.” Sheriff Larry Amerson Preventing crime is more than installing security systems and having a guard dog. It takes old-fashioned common sense and paying attention to small details, according to local law enforcement. “Lock your car every time you get out,” Joshua Doggrell, an investigator with the Anniston Police Department recommends. “Even if it is just for a minute, whether it is cold and your heater is running or hot and the air conditioner is running. Even in your driveway.” Driveway theft is not uncommon and Sergeant L.G. Owens of the Oxford Police Department said locking car doors could have prevented recent incidences in Oxford. “We had a rash of car burglaries in the Sherwood Forest area. Some of the victims left credit cards and they were taken to a local business.” Owens said they identified two subjects after they were recorded on security cameras making purchases with stolen credit cards and charges are pending. Owens said in the summer months, leaving out yard equipment could be a strong temptation for criminals. “Unemployment is horrible and some people are looking to steal. It is their means.” When you are at home, common sense should also be used for personal safety. “Don’t go to the door for anybody that might be trying to sell something,” Owens said. “The city of Oxford doesn’t allow door-to-door sales.” Doggrell said criminals use various tactics, like door-

to-door sales, to find out if a homeowner is home. “If someone knocks on your door and has a story such as, they are out of gas or would like to cut your grass, or needs directions because there lost, these could all be stories someone has prepared in case they were attempting to burglarize your house, and you unexpectedly answered the door.” He said anything out of the ordinary should be reported to your local police department, so they can have the identity of a possible suspect. “Never open the door if you do not know who it is. You can simply talk through the door to be safe. Never let anyone you do not know (be aware) that you are home alone.” If you are planning to be away from home, Doggrell suggests that you not announce it on online social networking sites. “People that are on Facebook or MySpace that write things like they are going out of town to the beach are advertising it.” He said to be sure not to reveal on public forums when you are planning a vacation or going to be out of the house for any period of time. And, if you plan to be away, he said to create the appearance that you are at home. “When leaving your house, do whatever you can do to give the appearance that someone is still at home. Leave a light on, a radio or a car in the driveway. If you are worried about the cost of electricity, it is cheaper than becoming a victim,” he said. Theft of property happens not only in homes but also public places, so Owens said to use caution when shop-

ping. “Do not leave valuable’s visible in your car when you go shopping, like GPS devices, laptops, cell phones, expensive name brand products.” If you must leave items in your car, Doggrell said to carry an old shirt or a towel in your car and use it to cover up items can prevent theft. If you are a victim of property theft, Calhoun County Sheriff Larry Amerson said it helps in the investigation if you keep records. “The most important thing a person who is a victim of crime can do is have a list of their property,” Amerson said.” He recommends the list include the serial number, the brand and the model. “Having a list can do more to protect you when burglarized or even during a house fire. A digital picture can help find property long after it is stolen. If you have a ring stolen a digital picture can clarify the cut of the stone or any other detail. Just remember to keep the list and pictures safe.” Law enforcement said it is essential that crime be reported. “You have got to be willing to get involved and call to report a suspicious act when you see one. The willingness to call law enforcement is a crucial point to help solve and stop crime,” Amerson said. Anniston Police Department needs your help The Anniston Police Department is investigating residential burglaries that occurred in the 1200 block of Rainbow Pass and the 1200 block of Glendale Road on June 12, 2009. Witnesses reported seeing a burgundy Nissan Maxima in the area during the time of the burglaries. During the investigation they developed a person of interest who drives a burgundy 1995 Nissan Maxima that displays Alabama tag AW27668 and (the vehicle) is normally seen in the area of the 600 block of East 19th Street or on Rocky Hollow Road. At the time of the offenses the vehicle was missing the front grill. If anyone has seen this vehicle or knows where we could locate it, please contact the Investigative Division of the Anniston Police Department at 256-2404000. An arrest has already been made on one of the suspects connected to these burglaries The Anniston Police Department is investigating several incidents of Criminal Mischief 1st degree/Theft of Property 1st degree at Anniston Plaza. Between May 06, 2009 and May 26, 2009, unknown persons climbed to the roof of the various businesses located in the Anniston Plaza complex. Once there, they destroyed several commercial grade air conditioning units while stealing the copper coils out of them. The total damage exceeded $36,000. Three white males were seen

leaving the area during the time of one of the offenses. They were in a dark colored, possibly green or black, Saturn passenger car. If anyone has any knowledge of these crimes please contact the Investigative Division of the Anniston Police Department at 256-240-4000. Anniston police are looking for a man who shot a manager of Church’s Chicken, located at 2129 Quintard Ave. in Anniston, during an attempted robbery. Lt. Rocky Stemen said the manager was walking to his car on Saturday, July 4 around 12:45 a.m. and was approached by a black male wearing dark clothing and he had some type of covering over his face from the eyes down. The two exchanged words and after an attempt to steal money, the manager was shot three times. Stemen said the manager crawled across Quintard Avenue and made it to the turning lane, where he was discovered by someone at Taco Bell. He suffered nonlife-threatening injuries and was treated at Regional Medical Center. One witness saw the two men arguing in the parking lot and heard the gunshot but could not describe the robber. Stemen said the victim could not provide a detailed description of the attacker either.
