A Chapter 7 bankruptcy allows the debtor to retain certain exempt property, but the debtor’s remaining property is gathered and sold by a trustee from which creditors will receive payment. It may also be used by businesses which wish to terminate their business. A Chapter 13 bankruptcy enables debtors, through court supervision and protection, to propose and carry out a repayment plan under which creditors are paid, in full or in part, in installments over a three-year period. During that time, debtors are prohibited from starting or continuing collection efforts. MONTGOMERY — Prekindergarten may be “the missing piece” in an arsenal of tools state public school educators put together to increase high school graduation rates. Spending public money on young children to prepare them for kindergarten may seem odd at a time of bare-bones budgets and proration. But Deputy State Education Superintendent Tommy Bice said as the state pushes for higher high school graduation rates, early education is a worthy goal. The issue of dropout statistics will likely come up again Monday when the state releases its Adequate Yearly Progress report card on public education. Parents and children will know how their schools scored from the report released to the state Board of Education. In past years, the issue became important because the state lost points on the scorecard that helps determine how much federal revenue comes to the state for schools. Bice said the state needs
to equip pre-kindergarten children with early language and communications skills they will need to learn in kindergarten and beyond. If pre-kindergarten were available to the state’s 60,000 eligible 4-year-olds, future dropout and graduation statistics could improve considerably, he said. Alabama provides pre-kindergarten funding for 3,380 children in 215 locations statewide. “Regrettably students who come from impoverished environments don’t enter school on a level playing field at no fault of their own,” Bice said. “They often begin so far behind that they never catch up.“ Eventually such children become a dropout statistic, and are at higher risk for ending up in prison or on public assistance, Bice added. The state has programs to increase graduation rates. Most schools also track students at risk of dropping out at an earlier age than in the past, but not as young as kindergarten. With prorated budgets and likely bare-bones funding next fiscal year,is pre-K a wise investment? Most educators say it is.
