During a time of urban renewal, it was the first public building constructed over a federal interstate highway. When it opened in 1976, after years of construction delays, the municipal center of Fall River was unique in America, perched directly above Interstate 195. After a major discovery of rot and danger below it, state officials are putting the final touches on multi-million dollar renovations to the Fall River City Hall and the supports through the tunnel below it. Five years of highway and structural work over, above and under the center of the city of Fall River are coming to a very positive end as the Government Center Project nears completion. MassHighway officials said that by January, the pinched off lanes of EastWest Interstate 195 will finally be opened in both directions, something not seen since the middle of George W. Bush’s presidency. The long-running local project, which motorists have witnessed in delicate phases around the city’s central City Hall, began on Sept. 20, 2005. Stage I construction included the demolition of and rebuilding of the south, east and west upper plaza at City Hall, painting structural steel and installing tunnel lighting, according to Jeff Morra, resident engineer of

MassHighway. Stage II construction, Morra added, was the demolition and rebuilding of the north upper plaza at City Hall, installing steel hangers and WT beams, deck panels and fireproofing material. Stage III is to complete structural painting, tunnel lighting and installing steel hangers, deck pans panels and fireproofing material, some 85 percent that went up this fall. While lanes have been restricted under the city for years, see RENOVATION page 6

Louisiana-Pacific Starts $140M New Limerick Operation As the end of the first decade of the 21st Century approaches, news from across North America about investment in new wood processing plants is pretty scarce. Too often the news has been about cutbacks, lay-offs and mills closing permanently. When a company invests millions of dollars in a new plant that incorporates cutting-edge technologies to produce an emerging wood product that promises to create innovative design capabilities and provide economic advantages in the home construction industry, the industry takes notice. Louisiana-Pacific decided several years ago to invest more than $140 million into its New Limerick mill near Houlton, Maine, to allow it to expand into the production of Laminated Strand Lumber (LSL). The company carried through with the project despite the economic downturn, betting that when the industry recovers, the mill will be able to produce approximately eight million cu. ft. of L-P SolidStart LSL product and supply it through its distribution system across North America. L-P promotes SolidStart LSL for a wide variety of residential construction applications, including headers and beams, wall studs, roof beams and rafters, columns, rim boards and stair stringers — pretty much anywhere traditional lumber is used. The product’s big selling point is that because of its enhanced strength and consistency, fewer pieces of SolidStart LSL are required compared to conventional lumber. The enhanced strength lets LSL span greater distances, and carry more load. SolidStart LSL design properties also present a whole new set of opportunities for innovative engineered designs and balloon framing, according to the manufacturer. L-P also promotes SolidStart LSL’s conservation qualities,

pointing out that trees that are generally not fit for sawn lumber can now be used to manufacture a high quality construction product. In addition, the consistency of the product means no culling at the job site. An added value for builders is labor savings, since time will not be directed to laminating sawn lumber to build carrying beams and headers. New Limerick is the first Louisiana-Pacific mill to produce strand lumber, and one of only a handful of mills in North America that produce LSL. Marc Pinette explained that as the operation’s procurement forester, he is usually on the road meeting contractors and securing deliveries of aspen and other hardwoods to the Louisiana-Pacific OSB mill at New Limerick. However, with the new mill start-up and production testing, he has been spending a lot more time at the mill. “We started construction in late-2006, and we made our first LSL board in March 2008. Like every mill start-up, there have been a few minor glitches to smooth out, but basically the mill is performing up to our expectations,” said Pinette. LSL is a structural engineered wood product based on wood strand technology and was developed in the 1980s. The process utilizes debarked low-grade trees such as aspen, which are flaked into strands. The flakes are dried, coated with resin and then oriented parallel in a thick mat. With the aid of injected steam, mats are pressed into large billets. The billets can then be sawn into conventional lumber dimensions. Pinette explained that development of the LSL operation actually began in 2004, when L-P shipped several containers of aspen and hardwoods to Dieffenbacher labs in Germany. manufactures complete production systems for the wood panel industry. Dieffenbacher created a lab model LSL plant and tested different combinations of species, as well as formulating the specific recipe for an adhesive and other technical details for L-P’s operation. The recipe for wood fiber in the L-P operation is a specific mix, 75 percent aspen or poplar, and 25 percent eastern hardwoods, in particular birch and maple. Pinette explained that the fiber properties provide a strong — and relatively light — finished product. To get the recipe right consistently, Louisiana-Pacific sorts the wood for the operation’s special mix in the mill yard, using a Sennebogen 735 M-HD material handler. “A higher proportion of dense hardwoods would result in a very heavy product that would be difficult to manhandle in conventional construction,” he explained. “Our LSL product also has excellent nail penetration and holding properties. If the product had a higher ratio of dense hardwoods, there would quite possibly be issues around nails being able to penetrate the product.” The Sennebogen 735 M-HD is a compact rubber-tired 36.5 ton (33 t) machine purpose-built for pick and carry operations. The unit onsite with Louisiana-Pacific is equipped with a pulpwood log grapple. Compared to more familiar crawler-mounted log loaders, the speed and agility of the 735 M-HD are ideally suited to this sorting application. Its chassis, boom mount, counterbalance and hydraulics are configured to allow the machine to travel with the load, swing its boom and operate the grapple all at the same time. It can even lift its maximum load through 360 degrees of rotation without requiring outriggers to brace its wheeled platform. SPS New England Spearheads City Hall Project in Fall River RENOVATION from page 1

Morra said, “Work continued throughout [these past four years] with no shutdown period. I have been the only resident engineer on the project. As to date, this is the fourth project manager from the prime contractor.” SPS New England That prime contractor is SPS New England. Sub-contractors include Testa Corporation, which did the demolition of the bridges; Tri-State Painting, which cleaned and painted the structural steel, D & M Concrete Floor Co.; which formed and placed all the concrete flat work. Massey Plate and Glass did the glass and glazing work, while Atlantic Bridge & Engineering, Inc. installed the structural steel and the architectural precast panels. Mass Bay Electric Corp. performed the tunnel electric work in the tunnel around EastWest I-95, conduit, wiring and the lighting fixtures. M.O.N. Landscaping Co. did the landscaping work; Chapman Waterproofing Co. installed a Sterling Lloyd waterproofing system, sealant and caulking of joints. Joseph Cohn & Son put in the cushion Terrazzo flooring. Total cost of the renovation project, according to Morra, is $15,921,583, with $12,100,393 coming from the federal and state budget and $3,821,190 coming from the city of Fall River’s budget. Morra said that 655,800 lbs. (161,388 kg) of structural steel has been replaced and 1,450 cu. yds. (1,109 cu m) of lightweight concrete. Located at One Government Center, the building replaced Fall River’s historic 19th Century City Hall when Interstate 195 was built through the middle of the city. The new Center, built from reinforced concrete and glass in the Brutalist style of the

1960s and 1970s underwent a multi-million dollar exterior renovation in 2008. The main building, a concrete cube, is set on an elevated “basement,” which contains mechanical and storage areas constructed on the steel platform that spans the highway. In March 1999, concrete slabs, which formed the ceiling of the tunnel beneath City Hall, fell on westbound lanes of Interstate 195. A major multi-car accident occurred and it was later learned that corrosion of the support brackets holding up the slabs had rotted away. State officials then ordered the immediate removal of all the ceiling slabs beneath the Center. Unprotected against fire or any explosions within the tunnel, should any gas, oil or other fuel trucks overturn below it, state and local officials decided that trucks carrying hazardous cargo could no longer pass under the building. workers have worked a normal schedule day shift of five days a week at eight hours, with additional hours on Saturday, if necessary, four to five days a week at 10 hours for night work. “The workforce fluctuated depending on the operation of construction. We had as many as 25 working personnel — carpenters, laborers, ironworkers, painters, masons, etc. to three a day,” said Morra. Work is scheduled to be complete in spring 2010. This is a welcome blessing for city drivers. MassHighway spokesman Adam Hurtubise recently told Jay Pateakos of the Fall River Herald that work on the building, originally set for completion by the end of 2007 and, then again, in May 2009, will be finished by next spring. “This [completion date] is the result of the need for extensive unforeseen structural steel repairs, the replacement of several sections of the building trusses, as well as the redesign of the fireproofing system,” Hurtubise told the Herald. As drivers pass under the city, day to night, they see workers currently finishing the installation of hangers and steel decking for fireproofing panels, then the panels themselves through early winter. During this process, according to Hurtubise, hangers, made of metal, are attached to the underside of the beams. There, the fireproofing panels are bolted into the hanging system, almost like sheetrock installed into a dropped ceiling. Recently, the state’s redesign of the fireproofing system to meet new bridge requirements and other repairs forced MassHighway to bid more contracts for greater work. Beyond the recognizable highway work, the city’s Government Center is undergoing ongoing renovations approximating $3.8 million. The Fall River Herald reports this work to include structural and drainage work, a new elevator and improving handicapped accessibility and outdoor lighting. The construction work under the city has restricted traffic lanes just a few hundred yards from the famed Braga Bridge, the span that connects Fall River to Somerset. Lane restrictions have been further complicated by MassHighway’s cosmetic improvements (mostly repainting of the tons of steel) of the Bridge, a $13.3 million painting contract, which won’t be completed until the end of the summer of 2011. “The city has done a lot of work on the building,” said Jerry Bernard, MassHighway’s assistant district construction engineer. “This building is over a major highway. the energy plant. The TSI dryer takes flakes to two percent moisture and the flakes then move into dry bins. In the next step in the process, the dry flakes are covered with an isocyanate adhesive, similar to the adhesive used as the interior adhesive of OSB. Spinning head atomizers completely coat the flakes with adhesive. The L-P mill can use either dry resin or liquid adhesive. The resin covered flakes are transferred to four hoppers situated over the lumber forming line. The forming line, manufactured by Dieffenbacher, is a slowly moving 8 ft. (2.4 m) wide conveyor belt. The resin coated flakes are oriented parallel and laid down to a depth of between 7 and 18 in. (17.7 to 45.7 cm), depending on the dimension desired for the final strand lumber product. Once the mat is formed, it is trimmed to 64 ft. (19.5 m) and fed into the Dieffenbacher press. The single mat is compressed to 350 psi, while steam is injected through the press faces to activate the resin and glue the mat into a solid mass. The first breakdown cut splits the 64-ft. by 8 ft. billet into two 4 ft. (1.2 m) wide sheets. The 4 ft. billets are fed into a rotating dryer where the billet cools and cures. They are then lifted by overhead cranes and piled in the warehouse and eventually ripped and trimmed to specs in the sawmill. A Globe 18-in. (45.7 cm) gang saw rips the billets into dimension lumber, such as 2x4, 2x6, 2x8 and 2x10. In addition to shipping dimension sizes, LP also ships up to 64-ft. lengths by rail. Usually, edges of the SolidStart LSL product are paint-coated. However some may not be, by customer request. Once the lumber has been trimmed to length, it is wrapped and moves to the outdoor storage yard. Patrick Credits Stimulus With Creating, Saving 23,000 Jobs By Steve LeBlanc ASSOCIATED PRESS WRITER

BOSTON (AP) Gov. Deval Patrick said Oct. 28 that the federal stimulus program has created or saved more than 23,000 jobs in Massachusetts since February. State agencies have received $4 billion from the national $787 billion package, and have spent $1.9 billion. The expenses include $1.3 billion for such benefits as unemployment insurance and $500 million on programs and infrastructure. The 23,533 jobs represent anyone whose paycheck was supported by stimulus money, including about 6,000 summer interns, whose jobs have now ended. Patrick said the extra money has helped avoid deeper job cuts across the state. He said many of those who were spared pink slips as a result of the stimulus spending included teachers, firefighters, police officers and construction workers. “Real jobs are being created or saved,’’ Patrick told reporters during a press conference in his office. “Real projects are under way.’’

The issue of the number of jobs created by the federal stimulus program has been contentious. Critics, including Republican activists,
