CEG CORRESPONDENT

In 1966, with just one backhoe and a small dump truck, John A. Marshall began a small business named, appropriately, J.A.M. Construction. Today, 43 years later, with 50 employees, two locations and a fleet of 42 trucks and 28 pieces of equipment, J.A.M. Construction Co. Inc. is one of the most experienced excavating and paving contractors on Aquidneck Island. In 1966, John A. Marshall had long since learned the meaning of hard work, toiling on the fam-

After buying it, he started doing odds and ends and things slowly evolved. His next purchase was a dump truck, and then a backhoe, and so on and so on. Soon, he was digging foundations, installing septic systems and learning as much about the industry as he could. Today, Marshall’s son, John A. Marshall Jr., is one of the see JAM page 8

Utility Vehicles Help Maintain Special Vineyard Property Maintaining property that ranges from ocean beaches to mature hardwood forests can be a challenge. For the Trustees of Reservations staff on Martha’s Vineyard island, the job is easier with the right equipment — a pair of Bobcat 2200 utility vehicles. The Trustees of Reservations is a non-profit, private land trust that manages 25,000 acres of land throughout Massachusetts. This unique organization preserves and maintains 99 properties of exceptional scenic, historic and ecological value for the use and enjoyment of the public. One of those locations is Martha’s Vineyard, a 100-sq.-mi. island about 7 mi. off the coast south of Boston. Tourism is the major industry on the island with up to 100,000 residents in the summer. Most of the property owned and managed by the Trustees in the Martha’s Vineyard region is along the coast. To help maintain the 16-mi. beach area and to transport personnel and patrol the area, Chris Egan and his staff rely on two Bobcat 2200s. Egan is the superintendent of the Martha’s Vineyard property. “When it came time to replace the similar type of machines we previously used, we looked at a variety of options and decided the 4x4 2200s were best for our circumstances,” Egan said. He lists some of the considerations: • Versatile carrier. “We needed something that we could use to move staff around, for patrols and to carry supplies for maintenance. Features of the 2200s — such as excellent maneuverability, dumping cargo box, good suspension system for driver and passenger comfort, easy entry and exit, ample leg room and To help maintain the 16-mi. beach area and to transport personnel and patrol the area, Chris Egan and his staff rely on two Bobcat 2200s. simple, easy-to-use controls — were a good fit for us.”

• Sturdy frame. “Working in a salt environment caused our previous vehicles to rust out very quickly, resulting in broken suspension systems. The all aluminum frame of the Bobcat machines should provide extended vehicle life.” • Access to service. “Bobcat of Cape Cod is the closest equipment dealer to the island. That’s great for us.” In addition, the 2200s are equipped with the diesel engine option, which the organization already has available for its Bobcat S250 skid steer loader. “And, compared to other machines, the 2200s are quieter,” Egan said. He also points out that the utility vehicles are rugged. “While they are mainly used along the beach, we’ve used them in the heavily wooded northern portion of the island. When some of our trails washed out last year, we delivered gravel and fence posts to the area in the 2200s. They proved to be tough and durable.” The Trustees of Reservations, like other buildings and grounds specialists, have come to depend on Bobcat utility vehicles to help them meet their daily demands while minimizing operating and maintenance costs. This story was reprinted from Bobcat WorkSaver, Summer 2009.

Maryland Developer Cuts Ties With R.I. Construction Project PROVIDENCE, R.I. (AP) A Baltimore development company has pulled out of a major construction project in Providence. Struever Bros. Eccles & Rouse said it will give up its ownership stake in the $230 million American Locomotive Works project. The 23-acre project, which had been scaled back over time, called for residential units and office and retail space.

The company’s president and chief executive, William Struever, told The Providence Journal that Struever Bros. and other real estate development companies are facing challenges during the recession. It has already halted work on another major development in Providence. A St. Louis housing developer, McCormack Baron Salazar, has agreed to be lead developer on the ALCO project.

Construction’s history is the fact that for a number of years, John Sr. worked for Doris Duke, an American heiress and philanthropist who was at one time considered the richest woman in America. “Originally, our work started in Middletown (R.I.) and evolved into Newport where my father worked for the late Doris Duke who started the Preservation Society of Newport,” said John Jr. “He worked for her for many years on various Newport estates almost exclusively, and when she passed away, the work stopped.” Marshall added, “My Dad worried that most of his customers had found other contractors to do their work. off and pick up material used for construction. With a trailer and one person working, many people were asking if they could buy materials to save them a trip to another store. What started as a few customers here and there, turned into more and more customers daily. “This is when we realized the yard was in need of a scale to accurately measure the materials being sold,” said his son. “Once this scale was installed, he was able to weigh anything ranging from 10 pounds to 100 tons, enabling him to carry a variety of products for re-sale.” Company Growth, Community Involvement J.A.M. Construction has worked

on many projects on Aquidneck Island and beyond, but they concentrate on the Island’s three towns, Middletown, Portsmouth and Newport. “Currently, we are in the process of wrapping up a project in Jamestown, R.I., on a 16,000 square foot guest area. It will include a barn, a movie theatre, golfing area, utility storage, elevator and more,” said John Jr. “We ended up hauling 18,000 cubic yards of fill off the site for the excavation of the foundation. It was featured in the February, 9th issue of New England Construction.” The company has grown quite a bit in the last 10 years. “We have about 50 employees between the material and construction companies. We have an extensive amount

of family groups that are employed here together,” added John Jr. “For example, our asphalt crew is a father and his three sons. We have two backhoe crews where two brothers are together. Then, we have my family, my father, who is the founder of the company, myself and my older brother Jay.” Workmanship, Service “What makes our company stand out is customer service and workmanship. We are known for doing quality work and standing behind it,” he said. “We are a small community, on an island, with three towns. We try to focus on the three towns only. When someone calls us at five at night, when we are ready to go home, and need their broken sewer or water line fixed, we pull a crew together and

get the job done for them. People will remember when you were there for them and call you when they have another job.” Despite the difficult economy, J.A.M. keeps getting a steady stream of work. “In this economy, we are very grateful to be as busy as we are right now. We credit that to all of our employees who are out there every day doing the work. We try to carry on the same things that my father has taught us, and got us to be where we are as a company today,” added John Jr. Loyalty and longevity are keys to any longstanding, successful company and this certainly applies to J.A.M. Construction. “We have three employees that have been working here as long as 41 years. Larry Silvia, our head estimator, has been here since

1968. Edward Alvernaz, who is a truck driver, started in 1969, and Robert Monroe, a backhoe operator, started in 1979,” said John Jr. “What gets us through economies like this is our name and reputation. People want to do work with companies they know will be around for years to come,” he said. “We are proudest of being able to walk or drive down any street on Aquidneck Island and point out something we have done, whether it was put in the road, or put the walkway in someone’s yard, and have a good feeling that years later, the job still looks great.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) Maine Groups Urge State to Slowdown DISPLAY ADS/ Wind Power Mountaintop Development CLASSIFIEDS By Glenn Adams ASSOCIATED PRESS WRITER

AUGUSTA, Maine (AP) Two groups came to the State House on Nov. 9 to ask the state to slow down wind power development, which they said is gobbling up environmentally sensitive mountain ridges for questionable results. The Citizens’ Task Force on Wind Power said it wants to work with state officials to reconsider statewide goals the group said will put turbines atop 360 mi. of the state’s mountaintops. The group formed recently in opposition to a project underway in Roxbury near Rumford. The citizens’ group co-chair Monique Aniel said a 2008 law that guides wind power development allows for “the destruction of tens of thousands of acres of forested majestic mountain tops brimming with birds, trees, life, beauty and serenity.’’ The law was based on recommendations of a wind power task force that set goals of 2,000 megawatts of wind power capacity by 2015 and 3,000

megawatts by 2020. It would take 1,000 to 2,000 400-ft.-tall turbines to generate that much power. Erecting even 1,800 windmills would cause clearing and blasting along 360 mi. of mountain ridge lines plus construction of new transmission lines and access roads, said Aniel’s cochair, Steve Thurston. He said that money spent on wind power would be better used by encouraging conservation and efficiency. While some of Maine’s largest environmental organizations have endorsed the state’s goals as a way to wean the state from fossil fuels, the Forest Ecology Network lined up Monday in support of the Citizens’ Task Force on Wind Power. “The sprawling wind power that is being proposed today is going to have a devastating effect on the Maine woods,’’ said FEN leader by Jonathan Carter, a former Green party gubernatorial candidate. Carter said industrial wind power only serves to feed consumers’ “gluttonous appetite’’ for electrical power. But he noted that his group supports

wind energy if it is generated offshore, as is being studied in Maine. Major land-based wind farms are already in operation in Mars Hill, Stetson Mountain and Kibby Mountain. Expansions are under way at the latter two sites and several other projects are in earlier development stages. John Kerry, director of Maine’s Office of Energy Independence and Security, said he met with the Citizens’ Task Force on Wind Power. Kerry said state’s residents have access to an extensive review process for wind projects, which addresses environmental and health issues raised by critics. He defended Maine’s windfriendly power policy, saying that the state is trying to ease its heavy dependency on fossil fuels. Eighty percent of Maine homes are heated by fossil fuels, he said. “We’re open, we’re very transparent,’’ said Kerry, “but at the same time we have to be reasonable.’’ A survey of 600 Mainers in late October showed that 90 percent support wind power development.

Luxury Resort Opening in Depressed Rhode Island By Eric Tucker ASSOCIATED PRESS WRITER

WESTERLY, R.I. (AP) Between the private beach and butler service, a new resort on Rhode Island’s shore promises to be among New England’s most luxurious when it opens in June. The original Ocean House was a post-Civil War resort destination for the rich. The 1916 silent movie “American Aristocracy’’ with Douglas Fairbanks was filmed at the towering Victorian hotel, known for its yellow facade and striking ocean views. But the 135year old hotel, in need of extensive repairs and upgrades, was closed in 2003 and razed. Now a group of sentimentally attached investors — led by mutual fund magnate Charles Royce — is taking a $140 million gamble, building an upscale replica of the hotel in the seaside enclave of Watch Hill. They want the new Ocean House — with its 49 rooms and 23 condos — to compete with rival destinations in places like Newport, Nantucket and the Hamptons.

Royce, who owns a summer home in Watch Hill, said he was dismayed by the prospect of losing the hotel, where guests, socialites and local residents converged for grand celebrations or simply drinks at the bar. He bought the property from a developer who planned to build large homes on the site. “The world doesn’t need more McMansions, especially in [place of] something that was such an important part of the community,’’ Royce said. “The sole purpose was to make certain that this very important community asset could be preserved.’’ Royce, founder and president of the Royce Funds, assembled about a dozen investors with ties to Watch Hill. The investors received a short-term $60 million construction loan and expect to repay it by the time the project opens, and say the balance is their own money. Of course it’s a risky time to open a luxury boutique hotel with $600-a-night rooms, especially in Rhode Island. The state has among the highest unemployment

and foreclosure rates in the country. The local economy has been hammered by the credit crisis and vanishing manufacturing jobs. Ocean House will also be competing for visitors against East Coast destinations with instant name recognition. Nationally, room occupancy at luxury hotels is forecast to fall to 61 percent this year, down from about 68 percent last year, with the average daily room rate sliding to $240 from $289, according to estimates from PKF Hospitality Research. But the project’s investors said they’re unfazed by Rhode Island’s sputtering economy, and expect the hotel’s amenities and proximity to New York and Boston to be prime selling points. They also point to the success of the original Ocean House, which, despite lacking air conditioning and falling into disrepair, still offered rooms for about $250 a night before it closed. “People still, even in this economy if not more in this economy, are looking for luxury. They’re looking for shorter getaways,

where instead of going for a week they’ll go for two or three days,’’ said project managing director Daniel Hostettler. And if interest in Ocean House’s condos is any sign, he may be right. Despite prices ranging from $1.5 million for a studio to a $7 million penthouse, 10 are under contract, he said. Owners can lease their condos to hotel guests when they’re not there, keeping 55 percent of the revenue. There were objections from some preservation-oriented town residents determined to see the original building saved, but the project has generally been well received, said Jack Felber, a restaurateur and Westerly Town Councilman. “What I’m looking forward to is a grand destination in town where people know before they get in their car and even leave their homes that they’re going to spend money,’’ Felber said. Royce had initially planned to renovate the building, but ultimately concluded that structural problems and severe wear-andtear made it impossible. It was

torn down and rebuilt to its original design. About 5,000 artifacts from the original building were saved, including a fireplace that was rebuilt stone-by-stone and the check-in desk. “We want to make sure that Ocean House is here for our children, our grandchildren and our great-grandchildren,’’ said Donna Simmons, one of the investors who lives in Greenwich, Conn., and has been visiting Watch Hill for about 20 years. Backgammon and croquet will be offered to lend an old-time feel, but modern touches abound, including a 12,000-sq.-ft. (1,100 sq m) spa with seven treatment rooms. An on-site “food forager’’ will seek out local products for the hotel’s restaurants, and guests will have access to a floor butler and 650 ft. (200 m) of private beach. “I don’t think there is anything that has ever been built on the eastern seaboard that has been built to this standard or will be in the foreseeable future,’’ Hostettler said. “It’s all based on the history of the original building, but inside, it’s an absolute gem.’’
