This year, A. Gervasio Construction celebrates 45 years of service to the community in the field of excavation. The Foster R.I.-based company started humbly on a farm with a hard-working pair of boys. Albert (known as “Chic” to most) Gervasio started A. Gervasio Construction Company back in 1966. The life of the new company actually began with a death in 1963, when Gervasio’s dad passed away. Gervasio and his brother Bobby were left in charge of running the farm where they were raised. Gervasio bought a desperately needed piece of equipment for the A. Gervasio Construction’s first project of this kind; the installation of the base for farm, a brand new John the 100-kilowatt windmill at the New England Institute of Technology’s campus, Deere shovel dozer (model next to I-95 in Warwick, R.I. 20-10) for $6,600, which was needed to move corn silage and feed the cows. Now that he had a monthly note to way. For a few years, this was a one-man operation. In 1970, Gervasio bought a Ford Luievell truck and 500C pay on this piece of equipment, he needed to find a way to backhoe and said goodbye to his night job at Pratt & make it pay for itself. Gervasio started working the night shift at Pratt & Whitney. Then, Gervasio’s first employee, Mitch Parent Whitney as an apprentice sheet metal welder from midnight came along. To this day, 45 years down these country roads, he is still considered family. Although he left the business to 7 a.m., five to six days a week. But there was no rest. During the daylight hours, 8:30 a.m. to 4:30 p.m., he back in 1978, Parent still lives next door to A. Gervasio would work on the farm. He then started doing other side Construction. cles requiring tri-axles, but Rhode Island hadn’t done so yet, and would not pass such regulations until the early 1980s. By those 1980s, A. Gervasio Construction would grow again, adding another Mack truck (three in all), two excavators, one backhoe and a bulldozer. It also grew as a full family business, as, with this growth spurt came Mark Gervasio, Gervasio’s second son, and Jim Griffen, Gervasio’s nephew. “We made money in the 80s, got everything just about paid off, in spite of the rising interest rates,” Gervasio recalled. “People were building, and, as a matter of fact, one year, we dug almost 100 swimming pools.” Credit to His Family Gervasio credits all of his family employees for the company’s ongoing success. He further believes that being conservative in spending greatly contributed to longevity in the field of construction. He also said that versatility in the field helped mightily. “We do anything, from digging pools to building small roads, to rock walls and commercial endeavors,” he said. Being in the business for nearly a half-century brings excellence in your trade. For example, to watch Peter manipulate an excavator is like seeing the machine as an extension of his very arms. Many times, Mark can be seen in a hole, shoveling, while Peter and machine are lurking over his head. Mark has complete faith in his brother’s ability to expedite the job without a glitch. A. Gervasio Construction is based in bucolic Foster, the most countrified corner of northwest Rhode Island, an excavated stone’s throw from Connecticut. If you ask Gervasio, “Why Foster?” he says, “Why not? I’ve been here since 1945, the end of World War II.” Foster is a rural town with many back roads. The company is located on Jencks Road, along the Connecticut border. Many a time, the company has had to fix or repair the local roads, so they are passable, especially in winter when snow often prevents buses from picking up and/or delivering the local children to school. see GERVASIO page 12

It is creating a strategic network throughout North America with the ability to totally remanufacture cranes as well as make major structural repairs. Remanufacturing significantly extends the life of the crane and, because it is done in close collaboration with Manitowoc, customers are assured of the quality and reliability of the repairs,” he said. “In fact, Manitowoc fully certifies the load charts of the remanufactured crane after completion.” Ferreira said that barring any major structural repairs, remanufacturing typically costs about 50 percent of the price of a new crane. “This not only saves the customer money, but it also extends the life of a crane that would otherwise be sold for scrap value,” he said. Vermont’s Gov. Says Circ Highway Won’t Be Built By Dave Gram ASSOCIATED PRESS

WILLISTON, Vt. (AP) After more than 50 years of planning, environmental reviews, lawsuits, $97 million of spending and more planning, state officials announced May 20 they’re giving up on the Chittenden County Circumferential Highway (Circ). Gov. Peter Shumlin cited dwindling federal funds available for major highway projects, continued opposition and the threat of more legal challenges, and the fact that even the two key federal agencies reviewing the project had recently issued conflicting reviews of it. “The Circ ... will not be built,” Shumlin said at a highway rest area east of Burlington near where the road was to connect with Interstate 89. “Let’s face that reality while also recognizing that significant transportation problems exist in this region that need to be addressed.” The road would have run through Williston and Essex before reconnecting with I-89 north of Burlington in Colchester and continuing on to Vermont Route 127 in Mallets Bay. A 4-mi. (6.4 km) section in Essex is complete. The state was furthest along in planning a next section of the road from Williston to Essex, with a tentative start date of 2014. But the $60 million segment depended on federal funding, now uncertain, and getting several state and federal permits, which were likely to draw more fights from environmentalists, said Sue Minter, deputy secretary of the state Agency of Transportation. Shumlin said a new planning process would begin to address the county’s traffic problems with a series of smaller projects, most still to be designed. “I believe we will find more cost-effective and modern solutions to our current challenges.” The decision appears to close an epic political battle in Vermont that has continued through the administrations of five governors. It came nearly a decade after former Republican Gov. Jim Douglas won his first term in 2002 after running TV ads accusing Democratic Lt. Gov. Doug Racine of flipflopping on the Circ. “Today the state received the record of

the decision from the Federal Highway Administration granting approval for the original project to move forward. However, on May 9, the state received a letter from the EPA indicating they would veto any such approval,” said a statement issued by Shumlin’s office. The EPA cited likely harm to the wetlands that the road would pass through. Longtime supporters of the project said they were disappointed but not surprised. Among them was Rep. Patrick Brennan, RColchester and chairman of the Transportation Committee in the Vermont House “I’ve been a supporter of it for years, since I was old enough to understand congestion and safety issues that Colchester has without a highway such as the Circ. However at this point, after 53 years of planning and fighting the environmental people out there and the special-interest groups, we’re at a point now where we need to look to the future,” Brennan said May 20. Environmentalists cited studies indicating the highway could contribute to suburban sprawl and would not bring the job growth its supporters promised. Sandra Levine, senior attorney with the Conservation Law Foundation, which brought a lawsuit that ended with a judge’s ruling that an environmental review had to be redone, said she was encouraged by the announcement, and particularly by Shumlin’s statements that he wanted to focus on smaller projects to address the transportation problems of Vermont’s most populous area. “It’s great to focus on solutions. It’s wonderful to pull all of the interests together and figure out what can move forward, and we look forward to being part of that process,” Levine said. The Conservation Law Foundation and other environmental groups joined several years ago to form the Vermont Smart Growth Collaborative. The group had proposed addressing one of the region’s most congested roadways — Route 2A from Williston to Essex, by replacing its traffic lights with traffic circles called roundabouts. Supporters of that traffic management technique say the circles slow traffic without stopping it and causing idling, improving safety and reducing pollution.
