A collection of neighborhoods in southeastern Queens, N.Y., has long been known as one of the largest sections of middle class African American homes in the country. The residents there live with significant neighbors including Idlewild Park, a 160-acre public park and saltwater marsh, Brookfield Park, consisting of approximately 100 acres of greenspace, and the sprawling John F. Kennedy International Airport. The busy airport, located on Jamaica Bay, is a significant employer in the area, but it also requires considerations from the neighborhood because of traffic and vibration.
A drawback for homes in this unique location, however, has been persistent flooding in low-lying areas after heavy rains. The Department of Design and Construction (DDC) in New York City is taking on this problem through the construction of a triple-barrel sewer. The ambitious $79

The construction at Pittsburgh’s $1.5 billion new airport terminal is nearing the finish line after years of development, as the facility’s officials voiced confidence Jan. 16 that they will reach their longstanding goal of opening before the end of the year.
Airport spokesperson Bob Kerlik said the new terminal has reached 80 percent completion, up from around 60 percent last February. There is still a ways to go, but progress is readily apparent behind the building’s remaining scaffolding.
The two-tiered bridge leading up to the terminal from the snowy expanse of the parking lot is a grand affair — longer than the city’s Fort Pitt Bridge, Kerlik told reporters on a tour of the facility. The new building’s three-layer design, with departures on top, arrivals in the middle and maintenance on the bottom, was an intentional choice, he said, eliminating a longstanding congestion problem at the current airport.
“Right now, at the existing terminal, passengers both arriving and departing are kind of crisscrossing,” he said. “The two levels — two crowds, basically — will be much more efficient.”
The nearly complete parking garage, with 3,300 public parking spaces, stood to one side, partially wrapped in cloth so workers could paint the columns around its elevator.
The construction site’s few-and-farbetween visitors were greeted with a rush of warm air just inside the temporary wooden
door to the departures level, which protects crews from the biting cold.
Inside, dozens of carpenters, plumbers and electricians wearing hard hats and safety glasses were using hammers and power tools to work on the terminal’s vast ceiling.
Paul Hoback, vice president and chief development officer for the Allegheny County Airport Authority, who had to raise his voice to make himself heard over the racket, told the Pittsburgh Post-Gazette that the construction around him would produce a sturdy structure built to stand the test of time.
The current building has been in use for over 30 years, and the new building is built to last at least that long, he said.
There is a distinct local flair to the new terminal project, which the airport made a priority early on in the process. Around 90 percent of the 1,200 workers onsite are from Pittsburgh and the surrounding region, according to Hoback. The building’s materials also were sourced locally, he said, including its many steel beams, which were fabricated at Sippel Steel in Ambridge.
“It’s fabricated out of the same [mill] that fabricated steel for the Chrysler Building, the Empire State Building, and other amazing landmarks in this country,” he said, waving his hand around the expanse of metal.
At this point, the outside of the building is
essentially complete, and work has moved to fleshing out its interior, Kerlik explained. Below the construction boards that reporters stood upon, workers had already finished the level’s terrazzo floors, aside from one more layer of polish.
Additionally, he said the airport’s “lifeblood” — its baggage conveyor system — is operational and currently undergoing testing. Due to the terminal’s more compact structure, the baggage system has been shortened from a length of 8 mi. down to 3 mi., which will reduce wait times for deplaning passengers, he said.
“Bags will be getting to the carousels faster than they do today, across the board,” Kerlik noted.
The “brains” of the terminal, its main distribution frame in the lower level that powers the structure, will be one of the final additions, according to Hoback.
“You don’t really see technology in this airport right now because that all goes in [at] the last minute, right before we open,” he said.
But there is still the question of when the airport will be fully functional, which the Airport Authority has declined to share publicly.
Hoback narrowed down its opening date to sometime during the upcoming fall — likely September or October — and added that there would be an official announcement at least six months ahead of time.
Once the building achieves “substantial completion,” it will take about three months
to get everything up and running, the PostGazette reported. This will include a public trial, where 1,000 people will test out every part of the airport before opening day in an effort to iron out any remaining kinks, according to Hoback.
He also emphasized architectural upgrades in the new terminal that he said create a harmonious relationship with the surrounding landscape.
For instance, the roof is meant to mimic the rolling hills of western Pennsylvania, while the inner supporting columns are each uniquely designed to resemble tree branches.
Four outdoor “green roof” terraces, each modeled after a different Pennsylvania ecosystem, will be installed in March.
“I can probably count on my hand maybe five terminals in the world that allow people outdoors when they’re through security,” Hoback said.
The airport’s wildlife team also is working with the Federal Aviation Administration to approve landscape materials that do not attract birds since they are a safety risk with planes nearby.
Ambient LED constellation lighting arranged like a starry night sky, already installed, was one of the features Hoback noted was “near and dear to my heart.”
“The ceiling and constellation lighting is just something like I’ve never felt in another building, [and] I’ve been all around the world,” he said. “This is definitely a different feeling. It’s going to make every Pittsburgher proud of this new airport.”

Effective Feb. 1, 2025, Rich Anderson, Jeff Harmston and Mike Coakley will assume new roles designed to strengthen ECA’s operations and customer service capabilities.
Rich Anderson has been promoted to
vice president of sales, where he will oversee all sales-related activities for ECA.
Anderson joined the company in 2010 as an intern and quickly advanced through several roles such as account manager, branch manager of the Philadelphia office, and vice president.
Anderson has demonstrated exceptional leadership in key initiatives, including the strategic relocation of the Washington, D.C., branch and contributions to ECA’s succession planning. His involvement in the PDCA organization further highlights his expertise and commitment to the industry.

Associated Equipment Distributors (AED) announced Jerry Donlon of Standard Equipment in Elmhurst, Ill., is the association’s 2025 chairman.
Donlon was sworn in as chairman in front of an audience of industry leaders, partners and fellow AED members during the 2025 AED Summit taking place in Orlando, Fla., from Jan. 15-17.
Donlon brings decades of expertise and leadership to AED. As an instrumental figure in the success of Standard Equipment, his deep understanding of the challenges and opportunities within the equipment distribution industry positions him to lead AED with vision and dedication.
Donlon has been an active member of AED for many years, contributing to key initiatives including Vision 2025, member growth and championing the association’s commitment to industry excellence.

Newport News location has played a crucial role in fulfilling the growing demand for Liebherr products both locally and globally since Liebherr’s expansion to North America in 1970.
From demolition to groundwork and crane lifts, Liebherr equipment plays an integral role in every phase of the upgrade and expansion project at Liebherr’s mining truck manufacturing facility in Hampton Roads, Va.
The Newport News location has played a crucial role in fulfilling the growing demand for Liebherr products both locally and globally since Liebherr’s expansion to North America in 1970. Newport News, recognized as one of the seven cities within Hampton Roads, offers a strategic position as a port city with access to intermodal shipping routes and a bustling economic environment.
The manufacturing plant is dedicated to producing Liebherr’s range of diesel electric mining trucks handling payloads of up to 400 tons. These large machines are partly assembled, tested and certified at the Newport News plant. Complete assembly is then carried out at mines all over the world.
In response to the global demand for mining trucks, Liebherr has partnered with several Hampton Road’s contractors to begin expansion of the production facilities. Due to the range of applications required for the project, Liebherr machines have been the choice of equipment to handle the diverse and demanding tasks in the different phases. From spe-

cialized demolition machines to heavy lift mobile cranes and a variety of earthmoving equipment, the current demolition and construction plans are projected to be completed by the end of 2025.
To kick off this large-scale project, the plant annex needed to be torn down to make room for the new 80,000 sq. ft. addition. Turnkey demolition provider East Coast Demolition brought in its Liebherr R 936 Compact crawler excavator to sort, pick, load out and process all steel, debris and other materials removed.
“The biggest challenge is performing demolition next to a live plant and the active construction work that is happening around the demo site,” said Ricky Webb, COO of East Coast Demolition. “The Liebherr R 936 Compact crawler excavator is a smooth and balanced machine equipped with the demolition guarding and protection making it safe to run in a high-risk environment.”
The R 936 Compact crawler excavator is easy to maneuver and operate, allowing for a safer working environment for East Coast Demolition project sites. With its tight radius, this
machine is especially well suited for job sites with many other moving machines. For example, the crawler excavator had to operate around multiple drill rigs, cranes and earthmoving equipment assisting with the demo and construction of the facilities.
Once most of the demo is done, three main structural trusses weighing 30,000 lbs. each had to be removed from the back of the production plant. Due to the precise coordination and crucial movements to complete a safe demolition, Prillaman’s Crane and Rigging Inc. was brought in and utilized a Liebherr LTM 1090-4.2 mobile crane and an LTM 1250-5.1 mobile crane. These mobile cranes provided a flexible and agile solution to assist with heavy lifting.
Prillaman noted the high-quality cranes and longstanding relationship with Liebherr aided in their decision to continually use Liebherr products. On a daily basis, Prillaman uses Liebherr LTMs on various crane, rigging and heavy haul projects including building ships, mining trucks, ac units, trains and more.

Located in the heart of Westbrook, Conn., Carr Concrete, founded in 2009 by Kris Carr, has grown from a small company focused on residential projects to a team of 14 that sees mainly commercial work jobs.
Morin Concrete, a business started by his grandfather in 1958, introduced Carr to the industry. As a middle and high school student, Carr worked with his uncle, learning the trade and laying the foundation for his future. By 2008, as the economy faltered, Carr found himself on the edge of a challenging landscape.
“I graduated high school in 2008, and it just all started going downhill fast,” he said. “Big companies were struggling; work dried up. That’s when I started doing side projects and eventually launched Carr Concrete in 2009.”
In its early days, Carr Concrete focused on residential projects. Carr and a small crew poured concrete for foundations, additions and custom homes. Slowly but steadily, the business grew. By 2010, he had a few employees, and within five years, the company began pivoting to commercial projects.
“Commercial work became about 75-80 percent of our business in recent years,” Carr said. “We’ve done steel buildings, apartment complexes and even big projects out of state, like a massive apartment complex in Freeport, Maine.”
Carr Concrete now prides itself on taking on a variety of projects — from small residential additions to multi-million-dollar commercial projects.
The shift from residential to commercial wasn’t without its challenges. Commercial projects required larger crews, more equipment and strategic bidding. Carr leaned on his experience from Morin Concrete and carefully scaled his team.
“At one point, we had 18 guys, but I realized a dozen was more manageable,” Carr said. “It’s all about finding the right balance
to ensure quality and efficiency.”
One of the company’s standout achievements was a $1.5 million concrete project in New London, Conn., involving apartments for KGI Development.
“That was the biggest dollar amount we’ve handled,” Carr said, noting that Carr Concrete also has completed high-profile custom residential work, such as a 2,000-yd. concrete house on the Connecticut River.
Despite its growing footprint, Carr Concrete remains firmly rooted in Westbrook. The company’s market spans all of Connecticut and dips into Rhode Island, with occasional forays into New England states for loyal clients. The Carr family plays an integral role in the business: Carr’s fiancée, Brooke Fowler, manages the books, while his father ensures the equipment is in top shape.
Looking ahead, Carr sees the company continuing to evolve. He emphasized the importance of relationships, saying, “For residential, I only work with trusted builders. And for commercial, it’s all about understanding who you’re bidding against.”

Weaver has 50 years of experience in the concrete paving industry, more than 45 of those years being with Weaver-Bailey Contractors, which is based in Conway, Ark. Since 2002 he has served as the president and chief executive officer of the company, responsible for all areas of business operations. Previously he served twenty years as the chief operations officer/vice president, and before that was a project manager.
Weaver is a national board member representing the Associated General Contractors of America Arkansas Chapter, and was the chapter’s president in 2002. In 2009 he was the highway chairman for the Associated General Contractors of America National. In 2015 he was the national chairman for The Road Information Program (TRIP), and currently he serves as a board member of the Arkansas Contractors Licensing Board.

“I’ve got a tight crew,” Carr said. “Some of my guys have been with me for over a decade. Felix, my right-hand man, has been around for at least 12 years. We’ve built a rhythm, a trust.
“Retention is our strength. We don’t lay people off in the winter. I think that’s why people stay — they know we’ve got their back.”
This loyalty pays dividends in quality.
“Whether I’m on site or not, I know my guys will deliver. They’ve got their routine, and I don’t mess with it. I just stay ahead of them to make sure they have what they need.
“We work year-round,” Carr said. “Even in 20-degree weather, we pour. It’s all about preparation — heaters, blankets, you name it.”
For Carr, the future isn’t just about growth — it’s about sustaining what makes Carr Concrete special. As the industry faces challenges in finding skilled workers, Carr relies on word of mouth and his team’s network to bring in new talent.

As the construction industry evolves, Carr Concrete has embraced sustainable practices while staying true to its roots. Once Carr Concrete’s concrete foundations are in place, the construction of the condos begins.

“When I started, it was just me working out of a shop in the back of my grandparents’ house,” Carr said.
Over time, Carr Concrete evolved from those humble beginnings to its current operation, which includes a 4,000-sq.-ft. facility and a sprawling yard for equipment.
Carr Concrete specializes in large-scale projects, pouring between 300 and 400 yds. of concrete a week with a tight-knit crew. The work is physically demanding, but for Carr and his team, it’s all part of a day’s work.
“I like to keep things simple,” he said. “We focus on getting the job done right, no matter the challenges.”
From navigating inaccessible sites to managing difficult clients, the world of concrete isn’t always straightforward.
“Sometimes the toughest part is dealing with a super who doesn’t know what they’re doing,” Carr said. But he’s quick to emphasize that with a trusted crew and solid partnerships — like his go-to pump company, SJM Pumping — most obstacles become manageable.
“I don’t care if there’s a dirt pile or some crazy access issue. We just call in the pump, and it’s good to go,” Carr said, underscoring the importance of adaptability in the business.
The company’s evolution hasn’t diminished its roots.
“Even as we’ve grown, I try to keep the family spirit alive in what we do,” Carr said. This extends to his team, who share a camaraderie that makes even the most grueling projects rewarding.
Maintenance is another cornerstone of Carr Concrete’s operations. Whether it’s old equipment or brand-new machinery, Carr ensures everything runs smoothly.
“It’s a constant effort, but it’s worth it. The equipment is our lifeline,” he said.

The ZX210LC-7H Super Long Front (SLF) excavator provides 50 ft. 4 in. of reach at ground level and a 39-ft. 2-in. dig depth with fewer trade-offs due to its dedicated design.
A proprietary hydraulic circuit has been engineered for smooth and safe operation. It includes an upgraded swing motor for nextlevel reach and control as well as Hitachi genuine bucket attachments that pair perfectly with the new ZAXIS-7 Super Long Front excavators.

Mecalac, a global designer, manufacturer and distributor of compact construction equipment, introduced the 12MTX wheeled excavator loader to the North American market.
The 12MTX combines the capabilities of a compact excavator, loader and telehandler into a single machine that excels at digging, loading and material handling. It also is a powerful tool carrier that can handle attachments, such as asphalt planers and flail mowers, that require high-flow hydraulics.
With its exceptional functionality, the 12MTX eliminates the need for multiple pieces of equipment on the job site in industries such as construction, roadbuilding, landscaping, utility, tunneling, mining and forestry/tree care, according to the manufacturer.
The multipurpose machine ultimately maximizes profitability by reducing maintenance, labor and equipment transportation costs.
“Anyone who subscribes to the philosophy of ‘do more with less’ or is simply forced to do more with less will appreciate the 12MTX,” said Peter Bigwood, general manager of Mecalac North America. “It’s a compact machine that can work in a tight envelope and do virtually anything you’d expect from the typical job site mainstays — and do it all well.

The 12MTX can work side by side with trucks or carrying a pallet loaded with material and lay it to rest on the other side of a wall or even next to the machine itself. The 12MTX is a capable handler in all types of terrain. An articulated undercarriage, four-wheel drive and five different tire options keep the machine sufficiently grounded to ensure precision and control, according to the manufacturer.
The machine features high-flow hydraulics with a 37-gpm maximum flow rate — higher than a standard excavator and similar to high-flow skid steers and compact track loaders. Operators can go far beyond what a mini excavator typically offers by easily equipping it with a range of attachments, such as a loader bucket, snow removal equipment, mowers, compactors and planers utilizing Mecalac’s CONNECT quick coupler system. The 12MTX uses a flow rate memory function that allows users to save up to six different profiles/tools for quick, intuitive switching without the need to input manual settings when going from one attachment to the next.
Mecalac designed the 12MTX with user experience in mind, ensuring a safe and comfortable operation. An automatically unfolding step allows the operator to safely enter and exit the cab — eliminating the risk of slipping on a tire while getting in and out of the machine. Once inside, users will enjoy a spacious, ergonomic layout with great visibility and minimal blind spots.
The 12MTX provides superior visibility due to the boom’s position to the left of the cab so that even when dumping from its maximum height of 16 ft. 5 in., the operator maintains superior visibility without the boom obstructing their view. million project is the initial spine of a large-scale sewer pipe that will receive water from dozens of other pipes that will be constructed. The triple-barrel sewer will direct the water into the Bergen and Thurston Basins, located adjacent to the airport.
The sewer system is being built crossing Idlewild Park between the airport and the Springfield Gardens neighborhood. Each of the barrels will be 12.5 ft. wide by 8 ft. high. The immense size of the barrels is necessary to collect the water that will be coming once it is connected to other sewers. This construction should alleviate the flooding problem of the neighborhoods, which do not have adequate stormwater systems to capture water during heavy rainfall. This project also will include mitigation and preservation of wetland in Idlewild and Brookville Parks.
The team will use advanced helical piles for the foundation rather than traditional mini piles. This approach uses steel shafts with helical plates to ensure optimal load transfer to stable soil layers.
The pipe will be built with cast-inplace construction and will be approximately 1.2 mi. long. The project began in fall 2023 and is expected to be completed by the fall 2026. The job is approximately 20 percent complete.
The contractor for the project is Inter-LaPeruta JV and the design was handled by DDC in-house staff.
The current job is part of a $2.6 billion project that will include 45 construction projects to handle flooding issues in the region. The current work will require workers to excavate approximately 65,000 tons of soil for the extensive trench network of the sewer system. Workers will use a considerable amount of materials in the project, including:
• 18,000 cu. yds. of concrete for culverts, manholes and bends;
• 21,000 sq. yds. of asphalt to be used on nearby Rockaway Blvd. and Springfield Lane; and
• 2,100 metric tons of steel reinforcement for the concrete

The sewer tunnels will pass through Idlewild Park and residential areas. The project planners and workers are taking special care to protect and preserve the environment where they are working. The team also has carefully considered community interests. For example, the team decided not to work from April to September in an area that would disturb fields where local teams will play and practice for cricket matches.

The completion of mining at Thimble Shoal Channel marks a significant milestone for this project. Chessie, the tunnel boring machine designed and built by Herrenknecht specifically for this project, has removed approximately 500,000 cu. yds. of soil and installed nearly 10,000 concrete segments, each weighing 10 tons, since she began mining in February 2023.
Now that her job is complete, Chessie will be decommissioned and demobilized from the Parallel Thimble Shoal Tunnel project. CTJV will then begin to construct the roadway inside the tunnel, install the electrical/mechanical systems and construct the support buildings.

To create additional storage and a rainwater retention pond, essential earthmoving, utilities and stonework was carried out across 8 acres of land. The bulk of the dirt work was carried out by Hampton Roads construction contractor, C.A. Barrs.
Virginia Beach. The new parallel tunnel will greatly enhance the safety and efficiency of this transportation infrastructure that welcomes more than four million vehicles each year. Once complete, the new tunnel will carry two lanes of southbound traffic while the existing tunnel will carry two lanes of northbound traffic. Current forecast for project completion is early 2028.

“Once we started digging, our team ended up surprised at what we found — including car parts, tires, etc.,” said Das. “We were able to screen out different types of debris and haul it and other trash to a special dump. Only then could we regrade the land with more suitable materials.”
Excavated materials, including topsoil, are being repurposed for restoration.
“This approach minimizes waste and reduces the environmental footprint of the project by avoiding the need for new materials.”
These efforts will restore ecological balance.
“The proposed restoration of this wetland area will ensure necessary water level and ecological balance by eliminating stagnant water and excessive runoffs,” said Das. “It is already becoming an excellent recreational area.”
The team used several innovative techniques for cleansing the contaminated areas. Workers used a specialized containment boom to capture floatable materials and debris at the sewer outlet, ensuring cleaner discharge into Thurston Basin. In addition, the team is building “stilling” basins to dissipate the energy from the water flow, reducing erosion and preserving downstream habitats.
As the team begins its construction efforts, it must be vigilant of its important neighbor — JFK Airport.
“We are doing more drilling and less hammering for our piles, which will sink an average of 50 feet into the ground,” said Das. “The drilling means less vibration and is in keeping with standards required by JFK.”

This change allows faster installation while reducing costs and minimizing impact on the neighborhood.
Workers also will construct a coffer dam at an outlet area by the creek, requiring an extended time for drying before construction could begin. Water issues will continue to be a problem in the future. Planners are determined to handle some of the important issues by installing a dewatering system. This required the construction team to dig 84 dewatering wells, each approximately 70 ft. deep, and install pumps to redirect the water flow into existing bodies of water.
Das outlined the size of the problem.
“The water table is very high here. The dewatering system will remove some 2,000 gallons per minute to facilitate necessary excavation of a deep large trench of sewer. This will also result in drying out a nearby pond, about an acre in size with variety of native plants, so we need to design a special treatment plant with remote monitoring system that

Das envisions a bright future as new sewer systems become functional and connect to the triple-barrel system under construction. He sees an improved quality of life for residents as flooding abates, ecological balance is restored and recreational areas revitalized.
“By restoring these wetlands, the project will strengthen the area’s resilience to climate change,” Das said. “These restored wetlands can absorb storm surges, buffer against rising sea levels and act as carbon sinks, helping to meet local and global sustainability objectives.” CEG

Skanska, a global construction and development firm, announced it has been awarded a contract by the Delaware River Port Authority (DPRA) to carry out the $220 million phase three painting and rehabilitation of the Commodore Barry Bridge in Chester, Pa., and Bridgeport, N.J.
Serving as a critical passageway, this project will revitalize the bridge and upgrade the user experience.
“We are proud to play a pivotal role in advancing the critical infrastructure improvements for this vital link between Pennsylvania and New Jersey,” said Bill Matre, Skanska Koch senior vice president and general manager. “Upon completion, the revitalization of the Commodore Barry Bridge will ensure long-term reliability and safety, and significantly enhance the commute for the 41,000 vehicles that utilize the
passageway daily.”
The scope of the bid-build project includes blast cleaning and repainting the cantilever truss, steel barriers and overhead gantries, as well as repairing and strengthening the truss members, stringers, bearings, vibration absorbers, wind pins and the installation of temporary jacking systems.
Additional project work includes concrete deck repairs, the application of protective coatings, spall repairs to piers and pier caps, replacement of 14,000 linear ft. of electrical conduit and wiring, and the replacement of the existing movable barrier and barrier machine.
The project commenced in December 2024 and is expected to reach final completion in the first quarter of 2028.

Roger Melius
Roger Melius is the new parts manager at Monroe Tractor’s Buffalo location. With his extensive leadership experience and dedication to service, Melius is expected to be an ideal fit to help the company deliver on its promise to keep its customers at the heart of everything it does.
Melius began his career straight out of high school when he entered the United States Navy as a Machinist Mate. During his time in the Navy, he operated and maintained a variety of machinery, equipment, piping systems and more, which gave him valuable hands-on experience.
Following his service, Melius transitioned into a decadelong journey in promotional sales. He excelled at forming partnerships and developed and led a high-performing sales team.
His experience beyond promotional sales includes the banking and telecommunications industries, where he taught and developed new hire classes, showcasing his leadership abilities and dedication to helping others succeed. Most recently, Melius worked in business-to-business sales in the construction, mining and forestry industries, helping businesses find solutions that best fit their needs.
“I am excited to bring my dedication to success and growth to the Buffalo location,” said Melius. “My goal is to create a winning experience for our employees and customers alike.”
Throughout his career, Melius has been awarded two Service of Excellence awards, as well as multiple awards for his sales performance.
