We are living through history right now, experiencing it as it changes, evolves minute-by-minute. It’ll have an entire chapter in our grandchildren’s history books. They’ll have to memorize the information because for them, there’ll be no context — they will not have gone through this. For us, we have more context than we want. COVID-19, or colloquially known as Coronavirus, is unfortunately, frighteningly upheaving everything that we’ve come to take for granted — normalcy and consistency in our lives. While we continue to strategize how we’re going to surmount this (and we will), we should also consider all of this that we’re doing a practice run — to document and remember what has worked, what hasn’t worked and what we need to do going forward so that when this happens again (and it probably will), we, the world will have the infrastructure and the plans in place to thwart a pandemic, one that could be far worse than the one we’re experiencing now. If we, at our jobs, experienced something serious, wouldn’t we plan ahead so that it wouldn’t happen again? You would never wait until all of your equipment broke down to purchase all new equipment; rather, you’d track your equipment in a spreadsheet, perform PM when its’ needed and so forth. That’s where we are with this situation: at this point, it doesn’t matter anymore what could have been done differently early on or whether or not anything should have been done differently then. That’s the past now. But we are learning some things that we absolutely must be proactive about when this happens again. For example, we’re being told that our hospitals do not have enough ventilators; when this is over, we should endeavor to have more in inventory. There’s been a run on masks and hand sanitizer; perhaps, like we stock oil in our reserves, we should do the same for these products. We’ve been told that there may not be enough hospital beds to care for all of the potentially sick; like President Trump announced recently, have ships on the ready to become floating hospitals. But importantly, all ahead of time. This is where government has never acted like a business: if mistakes or gaps in procedure are made or noticed, change the policy manual so that next time everyone knows what they’re supposed to do. We’ll get through this. While serious, COVID-19 is not small pox, but we do need to learn from our history even as we’re living through it so that we can be primed and poised to surmount the next viral challenge. That old saying, “Those who do not remember their past are condemned to repeat it,” has always been proven true. Next time we’ll be better at this: as Americans, we’ve always proven that to be true, as well. Stay safe and well. P

Town of Kinderhook Highway Superintendent John Ruchel Jr. was first elected in 2005 and will be up for election again in 2021 when his current four-year term expires. The Niverville native is hoping to win that election and continue serving his hometown. During his first campaign more than 16 years ago, he knocked on doors — often in the company of a female candidate so residents felt better about opening their doors to a young man wearing an earring. These days, because he is cross-endorsed by both parties and has run unopposed since his first term, he’s no longer knocking on doors, but he is staying true to that first campaign promise to get back to everyone, whether their feedback is good or bad. Accomplishments If he had to campaign, John could run on his achievements during his tenure in office. Those include paving 30 miles of road and assisting in the design of a new 12,800-sq.-ft. garage built in 2008 that includes an office and breakroom.
Prior to John’s election, the town used an old, cold storage building. “It was horrible,” he recalled. “Holes in the furnace stacks spewed fumes into the garage. The drains didn’t work. Ceiling tiles fell down because they were waterlogged. They had to keep tarps on the overhead doors. The lunchroom wall was moving because the foundation made of cement block was eroding. It was bad for morale — and it was dangerous.” Despite the obvious need for a new building, John ran into resistance on building a new structure. He battled for three years until an engineer’s report supported the cause. “It was a long process,” he said. But he fought the challenge head-on, determined to make it a better workplace. Now the crew enjoys a heated office, clean floors, better use of space and a safe area to store equipment. “I was lucky enough to be able to have something to do with getting the new garage,” he said humbly, adding that his best day on the job was the day they moved into the new building. Additional facilities for the town include a 1,600-sq.-ft. pole barn and a salt shed with salt storage capability of 600 tons.
Safety is No. 1. “My goal is to send everyone home to their wives each day, all fingers and toes still attached,” John laughed. In all seriousness, though, safety and the best interests of his employees are uppermost in his mind at all times.

Thanks to the paving project John spearheaded, only six of those miles are still gravel, but John said half of the roads in town need repaving. While heavy snows are rare, the town maintains 10 snow removal routes that take about three-and-a-half hours to complete. It’s his least favorite part of the job. “Winter is stressful,” he said. He worries about the crew’s safety on the plow routes, taxpayer safety on the road and about keeping the equipment running until the roads are cleared. “There are no parts stores open at 2 a.m.” Snowfall amounts in Kinderhook vary. They got two feet of snow at the beginning of this season, but only a couple inches here and there since. But, John cautioned, with warmer temperatures comes ice, which can be even riskier to maneuver. In better weather, his department has approximately 30 acres of parks to mow and maintain, and beginning around Memorial Day, crews also start mowing the roadside. Because softball, little league and soccer are popular, his crews also keep the grounds manicured and the park roads in good condition. Park maintenance alone takes 20 hours or more a week. “We lose three guys all summer to mowing.” Kinderhook Attractions Located in the northern part of Columbia County, Kinderhook gets its name from an encounter between Henry Hudson, an original Dutch settler who also gave his name to the nearby river, and local Native Americans and their many children. “Kinder” means children in Dutch and “Hoeck” means hook, or bend — as in a river. Thus, the town located at “the bend in the river where the children are” became Kinderhook. Since the days of Dutch settlement in the early 17th century, Kinderhook has grown to a current population of just under 9,000 resi-
dents. Under English control, it was first chartered as a town in 1686, much of the land acquired through purchase from the Mahican people. Used as hunting, fishing and farmland by its Native inhabitants, Kinderhook was redefined by European settlement that introduced businesses. The town became known as a marketplace for local farmers and later, during the 18th and 19th centuries, as a magnet for attorneys, politicians and other educated professions. Kinderhook’s most famous former resident is Martin Van Buren, the nation’s eighth president from 1837 to 1841, known for building the Democratic party and helping to shape the two-party political system. Listed on the National Historical Registry is his home, Lindenwald, now the Martin Van Buren National Historic Site. Van Buren launched two unsuccessful presidential campaigns from the 36-room Federal/Gothic Revival mansion he purchased during his presidency. He lived on the estate until his death in 1862. continued on page 18

The intellectual congregation in the Hudson River Valley is further illustrated by nearby attractions, such as Robert Livingston’s 1740 mansion in Clermont. Burned by the British Army in 1777 during the Revolutionary War, the home was rebuilt by Margaret Beekman Livingston, whose son Robert became New York’s first chancellor, a member of the Committee of Five who drafted the Declaration of Independence, and the country’s first Secretary for Foreign Affairs. He also served as the lead negotiator of the Louisiana Purchase and coinventor of the first commercially viable steamboat. Other notable historic homes in the area include the 1892 Victorian home of author Edna St. Vincent Millay, Steepletop; Olana, home of Hudson River School painter Frederic Church; and the home of Thomas Cole, founder of the Hudson River School art movement in the mid-19th century that showcased romantic portrayals of the American wilderness. 18
Blue-Collar Climb Life was less scholarly for the resident who became superintendent. At the age of 17, he joined the fire department. He later applied to the Albany Fire Department, but at that time, firemen were required to live in the area they served. Instead, he went to work as a laborer for the town of Kinderhook, where he soon worked his way up to machine equipment operator for the highway department. He credited that experience for his success in his role at the top. “Starting from the bottom and making my way up gives me an understanding of what my crew has to do on a daily basis,” he said. “I've been there myself, so it helps me have a good relationship with all my crew members.” continued on page 22

If he had to campaign, John could run on his achievements during his tenure in office. Those include paving 30 miles of road and assisting in the design of a new 12,800-sq.-ft. garage built in 2008 that includes an office and breakroom.
Those crew members include 11 full-time employees: Senior Foreman Chuck Dennis, Foreman Shaun Closson, Project Leader James Svensson, Mechanic Mike Talarico, Heavy Equipment Operators Matt Laverack, Steve Gibson, Steve White, Bryan Gregg, Kris Stanley, Marvin Powell and Dan Barber, and part-time laborer Seth Heimroth. John said he ran for superintendent because after a week of working for the town, he knew he wanted to make it a career. “After a few years, I realized I wanted to be highway superintendent — to better the department.” When the timing was right, he ran for the office. Safety is No. 1. “My goal is to send everyone home to their wives each day, all fingers and toes still attached,” he laughed. In all seriousness, though, safety and the best interests of his employ22
ees are uppermost in his mind at all times. The concerned superintendent said his worst day on the job was when one of the guys wasn’t feeling well. Thanks to his background at the fire department, he knew something serious was wrong, so he sent the man to Urgent Care. The employee survived, but it was his last day of work. Budget Ever concerned for his staff, John hopes to improve budgeting for personnel. “Costs have gone up considerably and it has gotten extremely hard to find good, qualified help at the pay we offer. I have worked here for 30 years, and the worker's pay has just gotten over $20 per hour.” continued on page 20

“His job is a tough one,” said his wife, Stephanie Caradine-Ruchel, “but I’ve never met anyone so dedicated to their work — to the people in the town and also to his men. Everyone tells me what a great job he does.”
It’s not the only area he’d like to see the budget increased. He is working with the town to “somehow increase the budget.” Meanwhile, he’s attempting to attain his long-term goal of getting all the roads paved and up to standards while staying within the budget he’s been given. If necessary, the incumbent superintendent could campaign on his record of improvement and sensible management. “More paving” is his fervent goal, but not his only one. The town’s equipment inventory includes two backhoes, three loaders, five singleaxle dump trucks, a tandem truck, six F550 dump trucks, three F350 pickups, a utility truck, a grader, a water truck, a mini-excavator, three trailers and a roadside mower. On John’s wish list are a skid steer, a bucket truck and a new grader. “Our grader is 37 years old, so it has seen better days,” he said. “A skid steer would have many attachments we could use on a daily basis.” 26
On the Job A member of the Highway Superintendents Association, John enjoys his job of public service. “I like helping people.” He accomplishes that in creative ways. Recognizing that not everyone benefits from the parks, he deduced an alternative way to improve life in Kinderhook. The brush program he advocates has become a “big thing,” he said. For six to seven weeks in the spring and again in the fall, his crew picks up leaves and tree limbs from residences. “We spend $20,000 a year to rent property to take the brush to and they grind it,” he said. The highway department also maintains a place at the garage where residents can bring brush all year for disposal. continued on page 30

These days, John can often be found competing with his big block dirt modified car at the Lebanon Valley Speedway with a pit crew consisting of a few friends or his dad, who started taking him to races when he was just four years old.

Beyond the Job “I like my job,” John said. However, despite preparing to run for another term, he is looking ahead to retirement. His dedication to his job and the town has kept him from taking many vacation days, so he hopes to retire while he’s still able to travel. He dreams of seeing Arlington National Cemetery and walking the battlefield at Gettysburg. Until then, he spends his downtime pursuing a lifelong passion: racing. “I worked one summer to buy a ’71 Barracuda for $750 so I could run Street Stock,” he recalled. 34

He’ll continue to push for a bigger budget to enable him and his crew to do their job better. And he’ll continue to look out for the welfare of his crew and his town.

December 17, 2019. A day that will forever live in infamy for the residents of the town of Argyle, N.Y. The day started out the same way it always did. Argyle Highway Superintendent Bob Humiston was having breakfast at The Auction Barn with some of his employees. “Usually, we’d sit there and shoot the breeze for an extra five or 10 minutes but because it was snowing, Bob wanted to get back and get the roads cleared,” recalled Jason Jablonski, equipment operator for the town. “Once he saw that everybody was done, he put his money on the table, walked out the door and jumped in his truck.” Then everything changed in an instant. “I was in the passenger backseat. Our deputy superintendent [Jason Rozelle] was in the passenger front seat. Nathan Henry [another coworker] was in the driver’s side back seat with me. We were waiting for traffic when a girl lost control of her vehicle. I saw her fishtail once or twice before she dumped it into the ditch then went airborne and Tboned us. That’s when I knew we were in trouble. 38
“When everything stopped, I thought, ‘I’m not hurt. I must be dead.’ I opened my eyes and looked around. I looked over to my left to check on Nathan [Henry]. He was looking at me. I asked if he was alright and he said, ‘Yup. I’m okay.’ I looked in the front seat and saw Bob. He was gone. The back window was smashed so I climbed out and went to check on Jason Rozell [deputy superintendent]. He wasn’t responding. By the time I got out of the back window, the young lady was screaming and hollering. I told her to get away and call 911. “Then I jumped out of the truck bed and went to check on Jason. He still wasn’t responding, so I went into The Auction Barn and had them call 911. Then someone handed me a towel. I had a cut by my right eye on my temple. The adrenalin was pumping. I was just waiting for everyone to get there to help and get Jason out. Nathan was pinned under the car. He just came back this week. Jason’s still out. He had a broken collarbone and nine ribs on the left side. He’s hoping for March, but he still has to undergo physical therapy. He is up and around and in good spirits. “I remember looking out the [diner] window. I said, ‘Oh my God. This can’t be good. That car is halfway through that pickup truck.’ It was unbelievable. I knew who it was. We were just talking with him. We were having breakfast together. Bob said, ‘I’ll meet you back at the town barn’ and I said, ‘We’ll be right up.’ He never made it. A couple of the other guys were sitting with me and they went out and helped Jason Rozelle get out. He was strapped in there with a seatbelt. He was choking and couldn’t breathe.” Jablonski and Henry have returned to work. Rozelle suffered a broken collarbone and nine ribs on his left side. “We don’t know when he’ll be back. He’s hoping for March but he still has to go through physical therapy. He is up and around and in good spirits. I check on him once or twice a week. He’s doing well,” said Jablonski. Employees not involved in the accident were Willie Henry, Brian Dean, Chuck Doty and David DePew. While the injured employees were being treated, crews from neighboring towns, including Hartford and Kingsbury, Washington County highway crews and the Fort Edward highway department worked together to help clear Argyle roads of snow as the town workers dealt with the tragedy. “Bobby would have done the same. That’s how he was.” About the Man Determination and dedication describe Bob Humiston. He was devoted to his family, friends and the community. He was logical, creative and intelligent. He treated people and those around him with respect and always did the right thing, even when it was difficult. He was the salt of the earth. Friends and family will tell you Bob’s children and grandchildren were a big part of his life. He also was 100 percent committed to the town. While the family and the town of Argyle are mourning the loss of their beloved Bob, they’re also celebrating a life well lived. Born on July 9, 1952, in Glens Falls, Bob was the son of the late Charles and Mildred (Nesler) Humiston. He graduated from Argyle High School in 1970, and on Nov. 2, 1974, he married Esther Potts at the Argyle Methodist Church. Bob served as highway superintendent for the town of Argyle for 16 years and president of the Washington County Highway Association. He served on the Argyle Youth Commission board for more than 20 years; was a board member of the Baptist church; and coached various youth programs. He also was on the Argyle school board for 25 years. “He loved everything about Argyle and this community,” said Jablonski. “There are thousands of stories of him doing some little thing. One time, a kid didn’t have a glove for baseball so he and Esther bought one for him. Every year they’d host the annual picnic or banquet for the Little League. He’d have 50 or 60 kids running around their property. 42

Other people would say, ‘No thanks.’ Not Bob and Esther. They’d do it and it would bring a smile to their faces every time. It’s a devastating loss to the community, not just to his family.” Town Supervisor Robert Henke fondly remembered his friend. “I’ve known Bob since grade school. He’s been a fixture in the community for almost his entire life. Not only was he a local farmer, he was always involved with youth athletics and the youth commission for over 20 years. He was the president of the commission and coached all kinds of teams. He did everything from working on building the athletic fields to cooking for the fund-raising breakfast.” Henke also admired Humiston’s commitment to the job. “During his tenure, Bob brought the purchasing and equipment program forward. He modernized the motor fleet and instituted a purchasing plan that established replacing equipment on a routine basis, not as emergencies. Argyle has almost 100 miles of road; half of them are paved. Therefore, the town uses large amounts of road sand. When the salt leaching from the stockpiles appeared to be escaping into the environment, Bob oversaw the building of a sand shed to protect the huge pile from the elements — an innovation that’s being copied by other towns. “He spent huge amounts of time checking the roads in our hilly, diverse town, finding spots that had iced and working incessantly to keep the school buses and other travelers safe. We often joked that if we could have given him a snowflake-zapping laser beam, he would have manned it 24 hours a day to keep anything from getting to his precious roads.” Bob also upgraded the department’s equipment. continued on page 44

“Our equipment was in terrible shape. Now we have a master plan and replacement schedules. The equipment is being replaced in a timely manner as opposed to worrying about money when there’s a great emergency because something died. “The other biggie is our sand barn. We have 100 miles of road in Argyle. Half of that isn’t paved. So, we have a huge usage of road sand every year. We’re also noticing that you have to mix some salt in with that to keep it from freezing up so you can actually use it in the winter. We saw it starting to leak out in the ditches and were concerned about the ground water. Under Bob’s tutelage, we built an immense sand shed. Now all our sand is under cover. Constructing a building like that is a pretty big deal for a town this size. We had to be creative in our finances. Bring the sand in, stockpile it, and then mix it with salt. The Department of Environmental Conservation (DEC) is getting on people about salt leaking out of piles, particularly in the Adirondack Park. Other towns are coming to us wanting to know how we did it and financed it. It’s an idea that’s spreading that started under Bob’s tenure.” What was it like working for Bob? “Bobby was one of those guys who knew if he took care of his guys, his guys would take care of him,” said Jablonski. “He knew family was one of the most important things. If someone had a family emergency, or anything, no doubt he would make sure it was taken care of. Several times he’d call me when were out in a storm. Bobby would be listening to the local radio channel. This one time, he said, ‘EMS called your grandparents’ house. Go check it out. Make sure they’re okay. That’s the type of guy he was.” “It’s a great loss. He loved his wife and kids. He was proud of everything they did. When Bob told stories, he’d get all big chested when he talked about his boys and his grandkids playing ball. Sometimes the kids would have to wait at the office until their parents could pick them up. He’d look like a big papa bear with a little cub playing around. That was Bobby.” Bob was also big on second chances. “Being on the school board, if two people came in for a job interview — if they had equal qualifications — Bob would lean toward the Argyle resident,” said Ken Luskin, sales representative of Peckham Materials. “His thought was if you live here, pay taxes here, it should work in 44

reverse. We should support them.” In his free time, Bob enjoyed maintaining the family farm. He sold hay and grew vegetables that he sold at the local Farmer’s Market. He and his wife loved traveling to Maine and Myrtle Beach. On his vacation, he like to swim in the ocean with his children and grandchildren. He also was a big deer hunter. Loved his yearly hunting trip to Pennsylvania with the Carrington family and his trips to Ithaca with the highway association. As of this writing, Mark St. Jacque was appointed interim highway superintendent effective March 1. “We know of him,” said Jablonski. “He’ll stay in the position until the end of the year. I believe he’ll be running in November. I was interested in the position if I could have done it to preserve Bob’s legacy. I didn’t want someone to come in and change everything. I didn’t want a grenade to go off in the shop because we have a lot of good guys here. If that were to happen, all the work Bob and these guys did before would be for naught.” A Fitting Farewell Services for Bob Humiston were held at the Argyle Methodist Church. According to Stanley Mattison, highway superintendent of the town of Greenwich, “It was impressive. About 31 trucks came from counties and towns all over the state to lead the procession to the cemetery. The church was packed. I’d say about 1,500 people attended the service. That’s how much he was liked. Highway superintendents from the Washington County Association of Streets and Highways served as pall bearers and honor guards. I get emotional thinking about it.” Bob is survived by his wife of 45 years, Esther; his children, Jason (Allyson) Humiston; Joshua (Kielty) Humiston; Jared (Denise) Humiston; his grandchildren, Tyler and Kylee, Raegan and Wyatt, Hunter and Mason; his nieces and nephews, Richard Potts and his wife, Julianna, Amy Tsueda, Aaron (Arlene) Potts; his great nieces and nephews, Venessa, Anna, Owen, Xavier and Addison; his brother-inlaw, Enrique Potts; and his sister-in-law, Ruth Johnsen. Construction Industry Gathers in Big Way at ConExpo 2020
At ConExpo 2020. U.S. buyer attendance increased 8 percent from the 2017 show, and total buyer attendance improved by almost 5 percent.
M
ultiple construction and construction materials industry segments converged on the Las Vegas Convention Center and Festival Grounds as they came together for ConExpoCon/AGG 2020 to unveil new technologies and products, share knowledge, network with industry peers and buy equipment. Registrations for the show totaled more than 130,000. At the conclusion of the show, cancellations from international attendees totaled less than 1 percent. “We refer to ConExpo-Con/AGG as the ‘heavy metal’ show, but it’s more than that,” said Mary Erholtz, vice president of marketing of Superior Industries and ConExpo-Con/AGG 2020 show chairperson. “It’s also small equipment, education and technology. And that was reflected in every way this week. Giant machines, incredible exhibits, fantastic education and huge expectations. Organizers of ConExpo have
a legacy of building and innovating on previous shows, and the 2020 gathering extends that record of success. This has been one of the best editions of ConExpo — ever.” At the same time, the technological change revolutionizing these industries was pervasive across the shows’ record 2.7 million-plus net sq. ft. of exhibits featuring 2,300-plus exhibitors from the leading U.S. and global manufacturers, from multinational giants to small firms with specialized products. New Technology Takes Center Stage at ConExpo 2020

Now this is a first! The Bomag Robomag operator-free asphalt compactor. This is a fully autonomous tandem roller for asphalt compaction. Based on geo-fencing and GPS data, it can autonomously compact a pre-planned area. It includes Bomag’s Asphalt Manager technology for achieving optimal compaction results and documenting these. It also contains sensors for obstacle detection to improve safety.

Grassroots Ads Urge Action on Infrastructure
The U.S. transportation construction industry has launched a grassroots and advocacy advertising campaign on multiple fronts to increase pressure on Congress and the Trump administration to act in 2020 on a permanent Highway Trust Fund (HTF) revenue solution and a robust, long-term transportation infrastructure investment package. The multi-month Transportation Construction Coalition-initiated effort features three components. The first kicked off during the “Moving America Forum” Presidential Candidate Forum, held Feb. 16, at the University of Nevada Las Vegas, and featured targeted digital ads aimed at forum attendees. The ads directed construction industry professionals to the Hardhats for Highways site, where users can directly email their U.S. senators and congressmen and ask them to support passage of legislation that increases investment in the nation’s highway and transit programs. The second component includes the use of social and digital ads that target constituents of members of the Senate Finance and House Ways & Means Committees and encourages them to share their desire for action on new federal transportation investments. The committees are responsible for developing the funding mechanisms to pay for their respective versions of surface transportation investment legislation. The campaign’s third component will feature digital and television “Stuck” ads inside the D.C. Beltway. The spots highlight the impacts of traffic congestion on the U.S. economy and urge Congress to “get back to work” by passing transportation infrastructure legislation this year. The TV ad will run on cable news programs followed up with digital ads targeting members of Congress, their staff and other policy influencers to create additional urgency for action. NEPA Overhaul Will Reduce Job Delays
The Trump administration’s overhaul of the National Environmental Policy Act (NEPA) will both reduce delays to key transportation improvements projects and maintain environmental safeguards, according to the American Road & Transportation Builders Association (ARTBA). In comments submitted March 10 with the White House Council on Environmental Quality (CEQ), ARTBA noted: “[t]he nation’s transportation infrastructure needs are too pressing, and funding is too constrained, to continue wasting time and taxpayer dollars on unnecessary project delays resulting from the current NEPA process. “Everyone involved in this process can continue to serve as good environmental stewards while achieving the efficiencies envisioned in CEQ’s proposal,” ARTBA said in its comments. “NEPA modernization is welcome and long overdue.” NEPA was last updated more than 30 years ago. The statute is an essential tool for protecting the environment, but its outdated review procedures have delayed — sometimes for years — desperately needed transportation improvement projects while offering no tangible environmental benefits.
