Hurricane-Damaged I-40 Through N.C.’s Mountains Reopens
Interstate 40 was scheduled to reopen through the Pigeon River Gorge on March 1, 2025, restoring the main highway connection between N.C. and Tenn. for the first time since damage from remnants of Hurricane Helene shut it down in late September 2024.
N.C. Gov. Josh Stein announced the reopening Feb. 10, 2025 just a few yards from where a section of the highway collapsed into the river.
He was joined by members of the state’s congressional delegation in the rugged gorge to meet with U.S. Transportation Secretary Sean Duffy, who saw the damaged interstate in person for the first time.
More than a mile of the eastbound lanes of I-40 were washed away by the swollen river just east of the N.C.-Tenn. line.
When the highway reopens, traffic will be confined to a single lane in each direction on the westbound side. The lanes will be 11 ft. wide, 1 ft. narrower than the interstate standard, so the speed limit will be 40 mph.
“At least it will start the process of reconnecting North Carolina with the rest of the country,” Stein told reporters.
Since shortly after last fall’s storm, contractors have worked to stabilize what is left
of the highway through a process called “soil nailing.” The process calls for driving long steel rods into bedrock below the road, filling them with grout that adheres to the rock and then spraying concrete on the cliff face to hold the rods in place to create a solid wall.
That work was expected to be done by the end of December 2024, allowing the North Carolina Department of Transportation (NCDOT) to open the westbound lanes the first week in January 2025. But another chunk of the highway fell into the river the week before Christmas, forcing a delay while contractors made sure all the vulnerable sections were secure.
The delay was necessary, Duffy told reporters at the site.
“You’re not going to open up a roadway that’s not safe, and I think that’s the consideration that caused the delay,” he said. “I think everyone here would agree that safety is paramount.”
Duffy is the second U.S. Transportation Secretary to visit the gorge since the storm; his predecessor, Pete Buttigieg, came to see the highway damage in October 2024 and to pledge enough federal support that “funding is not a barrier” to rebuilding.
Duffy echoed that sentiment.
“The president has indicated he is fully supportive of the rebuild,” he said. “I think you’re going to have the resources necessary to help you make sure you’re made whole after this disaster.”
Rebuilding Will Cost $1B, Need Plenty of Rock
The NCDOT has estimated it will cost $5 billion to repair and rebuild roads and bridges damaged by Helene; the 4-mi. stretch of I-40 accounts for $1 billion of that. Several sections of the eastbound lanes also gave way on the Tenn. side of the state line.
The Raleigh news source reported that the N.C. transportation agency and its contractors are still fine-tuning their strategy for rebuilding I-40 but are likely to restore missing sections with bridges or fill behind concrete walls. An early step will be building a stone causeway alongside the Pigeon River to give building crews access to what is now as much as a 50-ft. cliff face in many places.
To get the tons of rock needed to build that causeway and restore missing sections of the road, NCDOT has begun talking with the U.S. Forest Service about mining it on land
the federal agency controls around the highway, said Joey Hopkins, N.C.’s transportation secretary.
“It would be cheaper and easier to get the rock locally than from the nearest quarry, which is more than 20 miles away in Tennessee,” Hopkins said. “It may also keep thousands of dump trucks off the two-lane section of I-40 that is expected to open next month.”
“They’re receptive to the concept,” Hopkins said of U.S. Forest Service officials. “They’re at the table talking to us, and they’ve actually identified some sites that they would consider for us to mine from. So, we’re going to pursue that further.”
Duffy said his department also has been speaking with the forest service about streamlining the approval process for mining rock for I-40.
“If we can get permitting for that rock, it will be way cheaper and the project will get rebuilt way faster,” he said.
In addition, NCDOT is still negotiating with its contractors over how long it will take to fully reopen I-40 through the gorge, but it has set a tentative date of May 2027, according to the News & Observer. CEG

Speeler Companies Relies On Takeuchi to Stay Afloat
Speeler Companies, based in Clearwater, Fla., has become a premier marine and pile driving business over the past 40 years for both residential and municipal projects.
Owner Doug Speeler grew up in the business; his father had a dock and marine business that was started in the 1950s and sold in the mid 1990s. Speeler started his company concurrently with his father selling his business.
Speeler attributes his success to quality staffing and one make/class of machines on his projects. Speeler said that Takeuchi excavators are the only machines on his job sites. When asked why, he said, simply, “hydraulic flow, reliability and they never break.”
Speeler purchased his first Takeuchi TB230 excavator approximately 12 years ago and that machine is still in daily
use. Today, the company owns eight Takeuchi excavators and none of them have been traded and all are in constant use, he said.
The Takeuchi fleet consists of a TB216, the original TB230, three TB240s, two TB250s and a recently purchased TB290, the second largest excavator in Takeuchi’s lineup.
These excavators have a demanding and diverse range of workloads. Much of the work required for Speeler’s projects include drilling from barges, which is the primary purpose of the 240-sized machines.
“We always need to be cognizant of a machine’s weight that our barges need to handle,” said Speeler. “The 240s are the perfect maximum weight for each of the barges we own.”
The company owns three barges — two 12-ft. x 30-ft. toot barges are drill barges and one is 20-ft. x 40-ft. for larger machines and materials. The smaller barges are easily trailered to a site.
For the company’s operations, the 250-sized machine works great for underpinning and screwing helical piling piers into the ground where increased hydraulic flow is required, according to Speeler.
The overall scope of drilling off of barges is for residential docks and marina work.
“We use auxiliary flow hydraulics for operating a Digga drill that hangs off of the end of an excavator stick in order to pre-drill holes below the surface,” said Speeler. “We use an assortment of drills, but the Digga has been working best for our purposes. In much of our work we encounter a couple feet of mud and then six to eight feet of hard surface that needs to be drilled through.”
On land, the company occasionally drills for installing pilings in backyards and other tight spaces and sometimes needs to barge a machine to a location and crawl it off on land for the project.
Buckets and thumbs are installed on all machines for movement of rip rap and even boulders used in seawall construction. Sometimes, the company requires a hydraulic breaker for a job,
which it has mounted on one of its Takeuchi excavators ready for work.
“The extra performance we obtain from Takeuchi machines over previous machines is a big advantage to us and makes it well worth the money,” said Speeler. “The operators love the Takeuchi machines. They say they are smooth in operation and the attachments work better with these machines over previous models we owned. ‘Tweaking’ the machine’s hydraulic flow to fit their needs is easy and a big advantage to them.”
What originally drew Speeler to the Takeuchi line was the Alta Equipment Company sales representative that has called on him over the years.

Volvo Trucks continuously develops its active safety systems to protect vulnerable road users such as cyclists and pedestrians, all with the purpose of taking steps towards the company’s long-term vision of zero accident involving Volvo trucks.
The latest example is Volvo’s Active Side Collision Avoidance Support, where the key word is active. This is an evolution of an existing safety system, with the active brake function being added.
Using radar sensors to detect approaching cyclists, the system can warn the driver and if necessary, it can now also actively brake the truck to avoid a collision with cyclists when turning the truck towards the passenger side.

Using radar sensors to detect approaching cyclists, Volvo’s Active Side Collision Avoidance Support system can warn the driver and if necessary, it can now also actively brake the truck to avoid a collision with cyclists when turning the truck towards the passenger side.

Next-Generation Emergency Brake System
The second system is Volvo Trucks’ next-generation Collision Warning with Emergency Brake. This system was first introduced in 2012 and has been continuously improved ever since. It uses both camera and radar sensors to monitor the traffic ahead of the truck and if a risk for a collision is detected, the system is designed to warn the driver, and if necessary, automatically brake to avoid or mitigate the collision.
With the latest improvements, this system can detect, warn and brake not only for other vehicles but also for pedestrians and cyclists. It has been certified to meet the new tougher European legislation for Advanced Emergency Brake Systems that doesn’t come into force until 2028. Border Equipment Names Industry Vet New Sales Manager
Preston Smith, a long-time industry veteran, has returned to his roots in Case construction equipment distribution as the new sales manager for Border Equipment’s Atlanta branch. He will be based at the company’s Conley, Ga., location.
Smith’s career began in a unique way — working as a mechanic’s helper on shrimp boats for Ring Power in Tampa, Fla., in the early 1960s. He then moved on to roles with an Allis Chalmers dealer and a Cummins dealer. His desire to move away from working on diesel engines led him to CASE Power & Equipment in Tampa, where he started as the company’s service manager before transitioning into sales.
Throughout his career, Case Power & Equipment recognized Smith’s sales talent, which led him to positions in multiple cities: Tampa, Fla.; Columbia, S.C.; Orlando, Fla.; Dallas, Texas, and finally, Atlanta, Ga., where he helped boost sales in each market. The Atlanta dealership was later purchased and became Southern Power & Equipment. After a few years with Southern Power & Equipment, Smith was recruited by Yancey Bros. Co., where he served as BCP manager from 1997 until his retirement in 2022.
Now back at Border Equipment, Smith said, “At the Atlanta location, we have a relatively inexperienced team. My role is to help grow the maturity and sales culture. Bret Arrowood, company operations manager, has been stretched thin with the other loca-
tions and his other responsibilities, so he’s looking to me to increase market share in the competitive North Georgia market and leverage my experience in sales training, prospecting, and core sales techniques.”
Smith’s personal philosophy for success is to equip sales representatives with the tools they need to succeed. His approach emphasizes showing reps how to execute a plan and empowering them to close deals on the spot, rather than waiting for approvals. He stresses the importance of prospecting using historical data and reaching out to every customer who has owned a Case product in the past 20 years to capture market share.
Smith’s strategy is simple:
• Step 1 — ensure every Case machine owner is fully serviced and satisfied, and
• Step 2 — grow market share.
He acknowledges that returning to equipment distribution wasn’t a necessity, but rather a choice motivated by his desire to re-engage with customers. He felt that the opportunity to work with a competitive product line, like Case equipment, was where he truly belonged — a “coming home” moment for him.
“The diverse selection of Case compact machines, including powerful units like the Minotaur, along with comprehensive field service and a high percentage of in-house parts availability, make these products a true value for high production with minimized downtime,” he said.
Stats Show Automated Speed Enforcement Saves Lives
The Michigan legislation “will help combat speeding and reckless driving in construction zones,” said Rep. Will Snyder, who co-sponsored the legislation.
He believes the two bills focused on work zone cameras “will protect our essential road workers and drivers alike.”
Michigan Gov. Gretchen Whitmer echoed Snyder’s comments: “These bills will make sure that every Michigander is safe on our roads.”
The Michigan Infrastructure and Transportation Association (MITA) fought for the Michigan laws, Lance Binoniemi, vice president, told Fox17.
He said Maryland saw an 85 percent drop in the number of speeders in the first five years of the program.
According to Safety & Health magazine, the bipartisan Michigan legislation allows speed cameras to be positioned in roadway work zones.
Drivers exceeding the speed limit by at least 10 mph in a work zone with workers present will be issued a written warning.
The warning will be issued “using a form that is created by the automated speed enforcement unit,” according to Safety & Health.
Fines for a second speeding violation within three years can reach $150; subsequent violations can go up to $300.
In announcing the legislation in late 2024, Michigan DOT noted that 23 other states currently use camera technology.
Some states have had similar laws dating back to 2020 on the books. Maryland’s Gov. Wes Moore signed legislation last April.
In January 2022, the USDOT released its National Roadway Safety Strategy targeting the number of accidents and deaths on U.S. roadways.
And as the Pavement Network noted, while roadway fatalities had been in decline for 30 years, beginning in 2020, deaths began to increase.
The DOT strategy tackles safer people, safer roads, safer vehicles, safer speeds and post-crash care.
Automated speed enforcement systems are proposed as part of the solution to address safer speeds.
The DOT promotes speed safety cameras “as a proven countermeasure” against speeding, reported the Pavement Network.
Pennsylvania was an early adopter, going back to 2020 when PennDOT used 17 unmanned white Jeep Cherokees with cameras mounted inside. The devices monitored and captured drivers in active work zones. If a driver was 11 mph over the work zone speed limit, the driver was issued a warning.
Second offenses, according to the Pavement Network, garnered a fine of $75 while third offenses carried a $150 penalty.
The agency reported that speeding in 2021 was reduced to 20 percent in all zones, and speeding over 11 mph was reduced to just 3 percent.
PennDOT also said the camera program issued 842,546 speeding violations; 84 percent were issued as warnings for first-time offenders.
In 2023, only 13 states at the time allowed the use of cameras to track speeders in active construction zones. It was a
fairly new safety application then. Several states debated related legislation, and not all of them liked the idea for various reasons.
More than one state prohibited the use of cameras because of the notion of state DOTs and cities profiting from the program. Others were concerned about privacy, according to the Pavement Network article.
But those states that moved forward with program implementation, it said, saw “measurable” drops in work zone speeding, it said.
In its speed safety camera program planning and operations guide, the USDOT said local governments have found safety cameras can reduce fatalities.
Reductions in fatalities are especially critical around schools and constructions zones, said DOT.
The SSCs “have been shown to reduce roadway fatalities and injuries by 20 to 37 percent.
Local governments have used cameras to address safety problems where crashes cannot be addressed more effectively with other countermeasures, it said.
It outperforms traditional enforcement, signage, public outreach and speed feedback signage in these situations.
Citing three success stories, DOT started with Pennsylvania’s program, which allows the use of SSCs in active work zones.
Aspects of the program including how fines are used, are outlined, said DOT. Revenue first goes to running and maintaining the program.

connector will improve travel time reliability by directly linking the airport to Interstate 49 with a new highway that’s designed to freeway standards.”
According to Wiley, construction of the project was made possible by the voters in November 2020. The public approved Amendment 101, which provides a stable source of state revenue in the form of a permanent half-cent sales tax that will be used to implement construction and maintenance projects across the state.
The project received HPP earmark funding, which was used for project development, including right of way acquisition and utility relocation. XNA provided the required 20 percent non-federal match. In 2023, an additional $7 million in earmarks was awarded in the form of community project funding. The remainder is being backed by traditional federal and state highway dollars.
Wiley noted that more than 4,000 cars currently use Airport Boulevard each day.
“Of course, the XNA Connector will carry more traffic than that because it will provide a direct link for travelers who are bound for Highfill, Gentry or other points in the rapidly growing western Benton County region.”
Wiley also said reaction from the traveling public has been positive.
“The community has been supportive of our efforts. Aaron Burkes and his team at XNA have been a pleasure to work with throughout the project development process.
“Seeing impactful projects like this is one of the things a highway engineer looks forward to most. We are in the business of improving people’s lives by helping them get to their destinations safely and more efficiently. That is our primary objective. Successful projects lead to improved quality of life which, in turn, leads to economic competitiveness for our state.”
Construction calls for clearing and grubbing, earthwork, rock removal and fill and asphalt paving. Approach slabs and
gutters, concrete ditch paving, minor drainage and erosion control also are required.
“I think the magnitude of the project, combined with its tight schedule is the biggest challenge,” said Stacy Burge, ARDOT district engineer. “Each task alone is something that’s done on roadway projects on a daily basis throughout the state, but when combined into one project, it can be daunting.”
Currently, Crossland Construction Company and its subcontractors are hauling and compacting dirt; placing rock fill; installing drainage structures and placing ditch paving; and permanent seeding and mulch cover. Crews also are installing permanent sediment basins; preparing subgrade for aggregate base course; installing wire rope safety fence; and working on the sub-structure/super-structure at eight of the 11 bridge locations.
It will take most of the life of the project to complete the structures, which are not all the same.
“Some bridges have pile and concrete foundations, so piles and concrete foundations are installed first,” said David Bushey, a District 9 construction engineer. “Other bridges have drilled shaft foundations between six feet and nine feet in diameter, so separate contractors are drilling through bedrock before steel placement and shaft concrete pours, and some are underwater.
“Columns, caps and abutments are next, as are preparing beam seats and bearing pads. All the bridges are continuous plate girder units, the longest of which is 590 feet. Once girders and expansion joints are installed and graded, overhang deck supports and deck forms between beams are also finely graded before placing concrete for bridge decks. To complete the bridges, steel-reinforced concrete parapet rails are installed, and the deck surface receives a protective surface treatment.”

Before work began, the project was a mix of open pasture and rough rolling hills. Trees had to be removed, along with some structures. Burge noted that wet weather has hampered progress of the dirt operations.
“Fortunately for us, we had a drier and warmer than usual fall, so it was a productive season for earthwork. A lot of rain can slow progress of the bridges. High water limits bridge operations when constructing the sub-structure. For example, if the creeks are up, we can’t get underneath them to work.
“Once the bridges are in the air, high water doesn’t affect that construction as much. Winter is the slowest part of the year. The limited daylight and the freeze-thaw cycles make it difficult to be as productive as other parts of the year.”
Roughly 85 percent of the earthwork is already complete. The contract calls for 1,294,951 cu. yds. of unclassified excavation (cut) and 1,447,865 cu. yds. of compacted embankment (fill) to be moved on the project.
Heavy equipment being used includes a Cat D11 dozer, 63-yard scraper pans and a 385 Komatsu track hoe. Dirt, rock, aggregate base course and asphalt are being used for the roadway portion of the project. Steel beams, reinforcing steel, concrete and piling are necessary for the bridges.
For Wiley, it’s rewarding to see the project making progress, although construction is far from over.

To provide more options for customers, the new R 934 weighs approximately 78,500 lbs. and is positioned between two existing models, the R 930 and the R 945. The R 945 is a new option for the 90,000 lbs. class range. In addition to improved engine power, the Generation 8 crawler excavators are equipped with a boom concept with a modified head, providing operators with an optimized load curve leading to better fuel savings on site.

New York City implemented a school zone SSC program, which expanded a pilot program to include more school zone locations.
Speeding during school hours was reduced by 63 percent and injuries from pedestrian crashes decreased by 17 percent at SSC locations, said DOT.
And, Seattle also first piloted SCCs in school zones using mobile vans in 2009. Following this pilot, the city launched a fixed camera program in 2012. The program began with eight cameras at four schools and expanded in 2014 and 2015.
Indiana DOT implemented a program for camera usage to reduce speeding in work zones this month, reported television station Fox59. Part of the state’s “Safe Zones” program, it puts speed cameras on the interstate where crews are working. The agency reported a 70 percent reduction in speeding after the installation of cameras along one I-70 work zone.
Now, drivers see signs saying “Speed limit, photo enforced” while passing through the construction zone.
For the most part drivers are taking it in stride. “I personally don’t have an issue with it because it’s about safety,” T.J. Davis told Fox59. “Everybody deserves to make it home to their family or to make it to their work safely. Safety is first for me, personally.”
New Mexico legislators, just beginning the discussion, introduced a bill to place speed cameras in construction
zones across the state.
The Santa Fe New Mexican reported that the bill would authorize NMDOT to place cameras in construction zones.
Over the past five years, New Mexico State Police issued more than 13,000 citations in construction zones.
The New Mexico proposal calls for a $50 fine for going 5 to 10 mph over the speed limit, $100 for going 11 to 15 miles over and $200 for anything above.
The state police will issue the citations, said Serna. The DOT will use the revenue to pay for the program and promote work-zone safety awareness.
Washington state gave notice that speed cameras are on the way to freeway work zones. The WSDOT was set to debut mobile devices to improve safety.
The state legislature passed a bill in 2023 to allow speed enforcement cameras in active work zones, reported news radio station KIRO. The station said Mark Ottele, senior project manager of Granite Construction, testified in favor of the bill.
“I wonder if people would slow down if they knew it was their daughter, son, grandfather, mother and uncle who was in those work zones,” he said.
“The program is intended to be a tool to enhance and complement existing state enforcement efforts,” Travis Snell, WSDOT legislative liaison, testified.
It’s also meant “to change driver behavior, reduce overall speed and increase safety for our highway workers and driving public,” he said.

They’ve been very diligent in keeping up with our business, including our current sales representative, Mike Jolley,” said Speeler. “They’ve always stopped in or called on a very regular basis. When we have upcoming jobs and I know I’m going to need an additional Takeuchi machine, they respond immediately and get what I need. If they don’t have it on the yard, they can get it.”
Other reasons for Speeler’s continued business with Alta is parts availability and service excellence.
“Alta’s parts and service departments are incredibly knowledgeable and helpful with the Takeuchi brand,” he said.
Most of the maintenance of these machines is done in-house. Some dealer maintenance is occasionally required for checking electronics and for maximizing the Tier IV machine efficiency.
“Alta is like a business arm or partner in our operation,” said Speeler. “As the president of the local Marine Contractors Association, I speak with other contractors. They’re all starting to buy Takeuchi machines. They see how easy the machines are to run and see that they work great.”
And Speeler added that he has never had a bad experience with Alta.
“That’s why we keep buying from them,” he said. “The people from top to bottom are very knowledgeable of their products and are seen as an extension of our business.”
