GG/LA Names Texas Central’s High-Speed Train Top Project The Texas high-speed train has been named among the top global infrastructure projects by infrastructure advocacy group CG/LA in its 2019 Strategic 100 Global Infrastructure Report. On the national level, CG/LA ranked the Houston-toNorth Texas line as one of America’s most important projects. Designed to identify projects with the most potential opportunity in the upcoming year, the CG/LA reports select those with widespread benefits and strategic importance in 30 targeted counties. “The Texas train is a transformational project that is generating attention and excitement among infrastructure experts who recognize it as a catalyst for creating jobs, boosting the economy and providing a much-needed transportation choice,” said Texas Central CEO Carlos Aguilar. “We are ushering in a new industry, backed by an international team of partners, creating local jobs, and we are proud to be recognized among some of the most important infrastructure projects in the world,” Aguilar said. First Phase of El Paso’s 92-Acre East Side Park Under Way By Jennifer McKevitt CEG CORRESPONDENT
The East Side park project is just one example of the many quality of life projects the city of El Paso is offering its citizens.
Ground was broken on the East Side Regional Park in El Paso, Texas, on Aug. 23, 2018. Sundt Construction is handling the project. The work will be completed in phases. Phase one along Jason Drive will include development of an indoor 50-m lap pool, a recreational pool, a splash pad, a lazy river, a rock climbing wall, a recreational center, new parking lot and landscaping. Phase two will involve the
development of fields and various support infrastructure. Phase three is more speculative, and will happen if funding is available. Phases one and two are being paid for by a 2012 “Quality of Life” bond program that will provide $48 million for the upgrade. East Side Park is simply a working name for the project. The 92acre former golf course will be formally named upon completion. Approval for the park project occurred in late June. The master plan was first presented in 2015. City engineer Sam Rodriquez shared details of the project.
“There’s been tremendous public interest and input,” Rodriquez said. “We held a meeting at which public art contributions were discussed. The community is heavily involved with the project.” Though Phase One of the project is set to open in summer of 2020, the advance PR will begin late this summer, in 2019. “We’ll be starting a promotional campaign months before the park opens,” Rodriquez said. “You have to time it properly: you want to build excitement, but not too much too soon.” see PARK page 15

It’s almost like taking a fingerprint of
the asphalt binder. The analysis time after the measurement is only a few seconds.” So far, TxDOT said its XRF analysis — confirmed by laboratory tests — indicates that adding more than five percent REOB by weight of total binder can negatively impact the rutting and cracking resistance of asphalt mixes and affects seal coats in a similar fashion. Researchers also found that binders produced with the same
performance grade or PG target, but with different modification techniques can have quite different flow and embrittlement properties. “Due to the findings of this project, we’ve issued a special provision to TxDOT Specification Item 300 that limits the REOB content to five percent in all asphalt binders,” said Barborak. “That means asphalt cement binders for seal coats also are included in this requirement.”
Bechtel Completes Train 1 at Cheniere Energy Facility Cheniere Energy Inc. and Bechtel Oil, Gas and Chemicals Inc. announced substantial completion of Train 1 of the Corpus Christi liquefaction project was achieved on Feb. 28, 2019. Commissioning is complete and Bechtel has turned over care, custody and control of Train 1 to Cheniere. “Train 1 at Corpus Christi has achieved substantial completion, becoming the first liquefaction train placed into operation at a greenfield liquefaction facility in the lower 48 states,” said Jack Fusco, president and CEO of Cheniere. “This momentous achievement was made possible by Cheniere’s professionals and our EPC partner, Bechtel, who worked diligently together to ensure a seamless transition from construction to operations. I’d like to thank the Cheniere team and Bechtel for their world class execution, which has

ARTAVIA to Bring 5,200 Homes to Conroe Worth $2.4B AIRIA Development Company announced on Feb. 26 the development of ARTAVIA, a 2,200-acre master-planned community in the Montgomery County/Conroe area. ARTAVIA is located north of the Grand Parkway, midway between I-45 and U.S. 59, and south of SH 242. Homes in Phase I are expected to range in price from the $280,000s to the $500,000s. The United States Federal Energy Regulatory Commission has issued the Final Environmental Impact Statement for Texas LNG Brownsville LLC’s proposed 2 train, 4 million tonnes per annum LNG export facility located in the Port of Brownsville, Texas. The FEIS has been issued in accordance with the anticipated dates listed in the Notice of Schedule for Environmental Review received in August 2018. The FEIS is a result of FERC’s comprehensive environmental, safety and security reviews, which analyzed publicly available data, federal and state agency input, stakeholders’ comments, and information provided by Texas LNG Brownsville. The FEIS is the final step in the environmental review process leading towards the June 13, 2019 Federal Authorization Decision Deadline and anticipated FERC approval. Baystar Celebrates Groundbreaking Bayport Polymers LLC, the 50/50 joint venture owned by Total Petrochemicals & Refining USA Inc. and Novealis Holdings LLC — itself a joint venture co-owned by Borealis AG and NOVA Chemicals Inc. — held its official groundbreaking ceremony for the construction of a new 625,000 metric ton-per-year Borstar polyethylene unit at its production site in Pasadena, Texas, with an anticipated startup in 2021. The state-of-the-art Borstar technology, which will be used in North America for the first time, will allow Baystar to produce enhanced polyethylene products for the most demanding applications. Approximately 1,750 jobs will be created during the peak engineering and construction activity. Baystar also is building a one-million-ton per year steam cracker in Port Arthur, Texas. The new cracker will process ethane, which is abundantly available and competitively priced in the United States, and will supply feedstock for its existing 400,000-ton-peryear polyethylene units as well as the new Borstar polyethylene unit in Pasadena. “This new Borstar unit will more than double the site’s capacity and allow Baystar to provide our North American customers with a greater range of high-value-added and
resource-efficient products,” said Diane Chamberlain, Baystar president. “The Port Arthur cracker and the new Borstar unit are tangible evidence of the power of partnership between Total, Borealis and NOVA Chemicals.” Speaking at the ceremony, the three joint venture partners commented:

U.S. Transportation Secretary Elaine L. Chao announced that the U.S. Department of Transportation’s Build America Bureau will provide up to a $46.94 million Transportation Infrastructure Finance and Innovation Act (TIFIA) loan to the Central Texas Regional Mobility Authority (CTRMA). The loan is for the 290E Manor Expressway Phase III Project. “This $46 million investment will help reduce congestion at a major intersection along U.S. 290 expressway, and also will improve reliability on this hurricane evacuation route,” said Chao. Ritchie Bros. Sees Record Attendance Ritchie Bros.’ Fort Worth auction site set a new bidder record during its first auction of the year, attracting close to 7,200 people to participate in its more than $56 million auction. More than 4,800 items from more than 670 owners were sold in the two-day event March 12 to 13. Approximately 88 percent of the assets were purchased by United States buyers, including 44 percent purchased by buyers from Texas. International buyers from such countries as Mexico, Malaysia and Australia purchased 12 percent of the equipment. Kobelco Dealer Helps Kick-Start Fifth Generation Business The Moss family has been installing utilities in the Dallas-Fort Worth (DFW) metroplex for almost a century. The fourth-generation family-owned business, Moss Construction Co., was founded in 1989 and became one of the largest utility contracting companies in DFW of its time. The business continued to thrive until 2008, when it was forced to close its doors due to the economic downturn. In 2016, Garrett Moss, fifth generation, along with Case Whitfield, decided to start Moss Utilities with the goal of continuing the family legacy of excellent workmanship, a passion for the industry and conducting business with honor and integrity. Moss and Whitfield needed an equipment supplier to help kick-start their new business. The project is transformational not only because it will be the first true high-speed train in the United States, but also because it is financed by investors. It is not a government project and will not use federal grants or state appropriations. Last year, CG/LA recognized the Texas train in its Strategic 100 North American Infrastructure Report, calling it a crucial option “in advancing public and business interests.” The projects are “game changers,” the report said, important “for job creation, business development, longterm investment and the critical inputs that citizens demand, mobility and health, along with opportunities.” The 200 mph Texas train will link the nation’s 4th and 5th largest economies in 90 minutes, with a midway stop in the Brazos Valley, with its 80,000 college students. As Texas adds 1,200 people a day, the train will help relieve congestion and serve the demand already there and growing, including 50,000 supercommuters now making the Houston-North Texas trip regularly. Other U.S. projects cited in the latest report include the Detroit Capital Improvement Plan, the Purple Line Extension in Los Angeles and the New England Clean Energy Connect. Because the project is still in progress, some details, such as how best to fund the ongoing operation of the park once it opens, have yet to be determined. “Council has to decide how much revenue is needed to make the park self-sustaining,” he said. “We want to maximize our revenue successfully. Also, up in the air is whether or not the city will subsidize some fees in order to make usage more appealing to every resident. We do believe that the great experience people will have at the park will make any fees acceptable.” Rodriquez also explained how the master plan notes that the topography of the 92-acre lot includes a center portion that tends to retain storm water would be utilized. “It’s a benefit,” he said. “Any time you have an opportunity to collect groundwater it should be taken. In our situation, because we’re in the desert, we’ll be using any storm water we collect to irrigate flat fields and landscaped areas. It’s a Green Building measure and highly desirable.” Lastly, he added that the East Side park project is just one example of the many quality of life projects the city is offering its citizens. “We have spray parks and aquatics programs opening at other parks around the city as well,” Rodriquez said.
