When the U.S. Senate failed in September to enact six-year transportation legislation or to extend the existing funding authority in a responsible way, it created a billion-dollar-a-month hole for the construction industry. “The baseline for the federal highway account is reduced by a billion dollars each month we have a continuing resolution,” said Tony Dorsey, media spokesman of the American Association of State Highway and Transportation Officials (AASHTO). “It will cost our members one billion dollars every month we have a resolution.” While the huge loss is mostly on paper — so far — it nonetheless is a drag on the construction economy. Here’s the deal: Though the Senate agreed with the House at the very last moment to a one-month extension of existing transportation funding authority, senators failed to include a provision to roll back funding rescissions stipulated in the last six-year bill. The $8.7 billion in rescission money was a bookkeeping method of understating the true cost of SAFETEA-LU, which was passed in 2005 (two years into the six

Health care reform in the United States has been beaten nearly to death this year by advocates and critics alike. Yet as the debate moves into October, the final shape of “reform” remains elusive and elastic with construction industry executives anxious about its impact on their companies. Any change in the system definitely will have impact on contractors and a sweeping change could upend smaller firms — and most construction companies are small-tomedium-sized. The truth of the matter is the reform model in which government would provide most health care services would dramatically change the way every business operates, large or small. It is impractical to hope that health care reform will be tailored to the construction industry. Nevertheless, small businesses consistently favor certain reform initiatives over others. Were Washington to institute reform along the lines general contractors might lay down, the following features would be among the legislated changes: • New authority for associations to negotiate insurance packages for their members. Besides gaining clout in negotiating benefits, association insurance negotiators could win lower premiums, if given the opportunity. Associated Builders and Contractors noted that private insurance carriers must mark up premiums as much as 35 percent when dealing with small groups in order to meet profit targets and offset overhead. Whereas associations can provide the same administrative services for their members at a cost of 15 percent or less — if, that is, members are allowed to buy insurance through small business

Some of the bridges were transported as much as a mile and a half which is “a good distance,” Montoya said. “That was significant. There are a fair amount of projects where you move a bridge a couple hundred feet but we actually moved some of them a mile and a half.” The bridges that were moved vary in length from 85 to 173 ft. (25.9 to 52.7 m) and were 43 to 94 ft. (13 to 28.6 m) wide, Carlye Sommers, public involvement manager for Lochner, said. The largest weighed in at 1,350 tons (1,220 t). Work on a Utah freeway reconstruction project so unusual it was featured as National Geographic Channel’s “World’s Toughest Fixes” is heading for an on-time, on-budget completion at the end of the year. What made work on a 2-mi. (3.2 km) stretch of I-80 in Salt Lake City project extraordinary was the Accelerated Bridge Construction (ABC) method using Self Propelled Modular Transports (SPMT) to construct six of 12 bridges and one of two ramps in the project. The $139 million project along a 2-mi. stretch from State Street to 1300 East through Salt Lake City includes construction of the bridges and ramp “not at their final location,” John Montoya, project manager, said. Instead, the girders and decks were constructed on the ground at a “bridge farm.” Massive transporters moved them to be lifted into place along the expressway.

In trucking, cooperation is everything. The same could be said for construction work, all contracting and the running of any successful club or organization. Cooperation in all these arenas came together as one at the Antique Truck Club of America’s Little Rhody Chapter’s Sixth Annual Antique Truck Show on Sept. 13 on the Washington County Fairgrounds in Richmond, R.I. Working in conjunction with the Historical Construction Equipment Association’s (HCEA) Northeast Rockbusters once again, more than 60 members of the local Antique Truck Club brought out their finest old equipment, to the delight and surprise of other members, guests and enthusiasts. The Antique Truck Club and the Rockbusters hold this event every September, drawing people from every New England state. Machines that range from the unusual to the sublime fill the flat fields of the fairgrounds for passersby to
admire. “We combine our shows. We support them and they support us, even in the rain,” said Jackie Volatile, who organizes these shows with her husband, Roger, the club’s president. What made the presidential couple so proud this year was that the event was organized to raise money and food for the Rhode Island Food Bank. We brought in 800 pounds of canned goods. Last year, we fed 2,000 needy families for a year and we are quite proud of that,” said Jackie Volatile. They also are very proud of the cooperation and shared interests of their members who bring any and all working antique machines to these events, as long as they are able. “We welcome classic trucks, we welcome tractors, anything that comes in,” added Roger Volatile. “Antique is antique to us.” The Volatiles represent the Little Rhody Chapter at national events, usually held in the National Chapter’s home state of Pennsylvania. “There are 21 different chapters in the see ROCKBUSTERS page 14

A short 19-mi. (30.5 km) stretch of road just north of Detroit has been transformed into an improvement project with a rather complicated strategy. Extensive work on the I-96/I-696 corridor in Oakland and Macomb counties has been divided into four separate projects. Project 1 consists of rehabilitation of eight bridges and repair of 4 mi. (6.4 km) of pavement in Oakland County between Novi and Halsted roads, including the I-96/I-696/M-5 interchange in Novi and Farmington Hills. Project 2 picks up where the first project ends and involves pavement patching and rehabilitation of 42 bridges on I-696 in Oakland County between Halsted and Campbell-Hilton roads. Project 3 focuses on rehabilitating 22 bridges on I-696, 15 of which are located within the I696/Mound Road interchange. Project 4 includes rehabilitation of six bridges and extensive pavement repairs to I-696 between Hayes and Nieman roads in Macomb County. Also included are safety upgrades and lighting replacement on the median and ramps. Overlap For all practical purposes, the $67 million overall project has been divided into two contracts — east and west — with two prime contractors: Dan’s Excavating out of Grant, Mich., on the west contract and C.A. On July 9 officials in Nashville, Tenn., broke ground on Phase II of the Interstate 40 White Bridge Road Interchange Improvement Project. Phase I was finished during the summer 2005. Since then, the project has been stalled for four years because of lack of funding. Now, the $32million project is being totally funded through money from the American Recovery and Reinvestment Act of 2009, which the President signed into law in February Many dignitaries, including Gov Phil Bredesen and Tennessee Department of Transportation (TDOT) Commissioner Gerald Nicely, were on hand for the groundbreaking ceremony “This project will enhance Nashville’s already excellent transportation system,” said Bredesen at the ceremony. “It will improve access to Interstate 40 and Briley Parkway and will contribute to continued economic development in West Nashville.”
Bell & Associates Construction LP, Brentwood, Tenn., is the prime contractor for Phase II, which includes a new interchange at I40 and Briley Parkway/White Bridge Road/Robertson Road. The company also constructed the $43-million Phase I.
Bell & Associates Construction is the prime contractor for the $32 million project. The company has all-terrain cranes by Lorain hard at work on the job site.
The contract also includes construction of two flyover ramps to and from I-40 and Briley Parkway, plus the replacement of the White Bridge Road Bridge over I-40. In addition, three noise barriers and five retaining walls will be built and a pedestrian bridge located just west of the interchange will be replaced. “The project is just over a mile long,” explained Jeremy Mitchell, project manager with Bell & Associates. There will be “three lanes west and three lanes east on I-40 and two auxiliary lanes for the new ramps.” The Interstate will be constructed of asphalt, and the ramps will be concrete paving. There will be more than 20,000 cu. yds. (15,200 cu. m) of concrete used on this project. The two major bridges being built are the White Bridge Road Bridge and the pedestrian bridge. The White Bridge Road Bridge, measuring just over 1,500 ft. (457 m) long, is being constructed of single-column hammerhead piers and structural steel plate girders. The pedestrian bridge is approximately 230 ft. (70 m) long and see TDOT page 40

TALLAHASSEE, Fla. (AP) Gov Charlie Crist and his “stimulus czar’’ said Oct. 9 that a recent federal report supports Florida’s go-slow approach to spending federal recovery money earmarked for highway projects and schools. Even so, Florida’s overall stimulus spending is a bit ahead of schedule, said czar Don Winstead, whose official title is special adviser to the governor on economic stimulus. Federal officials in February said they expected the state to spend about 20 percent of its estimated $15 billion in stimulus money by the end of September “I think we will be ahead of that sched-
ule,’’ Winstead said. “We are seeing rapid deployment and we’ll see over the next couple of months additional rapid deployment of some of the larger projects.’’ In letters to state lawmakers and members of Florida’s congressional delegation, Crist cited a Government Accountability Office report that focuses on stimulus spending for education, transportation and Medicaid. Winstead spoke about it in a teleconference with reporters. In August, U.S. Rep. James Oberstar, a Minnesota Democrat who chairs the House Transportation and Infrastructure Committee, sent Crist a letter chiding Florida for ranking last in spending stimulus money designated for highway projects and urged him to “refocus your efforts.’’

University of Oregon (UO) basketball fans are eagerly following the progress of the new Matthew Knight Arena, which replaces the affectionately regarded but much outdated McArthur Court. McArthur Court, nicknamed Mac Court and The Pit, is the second oldest on-campus gym in the country, according to UO’s sports history Web site. Built in 1926, the court’s original capacity was 6,000; improvements over the years brought capacity to its current 9,087. “There are a lot of fond memories of The Pit,” said Tim Clevenger, vice president of marketing and brand management at The Papé Group Inc., who is a UO graduate and past president of the university’s alumni association. “However, as the program has grown, it’s just been

harder and harder to get people in there.” “Matt Court,” as some fans refer to the new arena, will seat 12,541 — in wider, modern-style seats with better court views — and have more than four times as many restrooms compared to McArthur Court. The Matthew Knight Arena is named in honor of UO patron Phil Knight’s son, who died in 2004. In 2007, the cofounder of Nike pledged $100 million to the university’s athletic department, catalyzing funding of the $230-million arena project. Ground breaking for the 397,825-sq.ft. (36,960 sq m) arena took place in February. The first Ducks game in the new arena is scheduled to take place as early as December of next year, giving general contractor Hoffman Construction and approximately 70 subcontractors less
Over the weekend of Oct. 10, a massive landslide covered a half mile of state Route 410 in Nile Valley, Wash., with rock and debris up to 30 ft. (9.1 m) deep. The slide disrupted the course of the Naches River, pushing the riverbed up the slope opposite the slide, leaving fish exposed on the rocks dozens of feet above their previous home. The affected section of highway is between Mount Rainer National Park and SR 410’s junction with U.S. 12, about 20 mi. northwest of Yakima. The slide also damaged another main route, Nile Road, which runs parallel to SR 410. When both of those roadways were closed, the 1,500 residents of Nile Valley were faced with a 90-mi. detour. The cause of the slide is unknown. Although Washington’s Department of Natural Resources is investigating further, right now the Washington State Department of Transportation (WSDOT) is less concerned with the “why” behind the slide and more focused on the “how” of fixing the problem. AGC of Texas Hosts Trade & Equipment Show in Austin

ssociated General Contractors (AGC) of Texas hosted its 26th annual Trade & Equipment Show in Austin Convention Center, Oct. 19 and 20. The event reinforced the two prevalent themes in 2009 for the salvation of the U.S. economy were highway construction and the need for immediacy, which puts this industry, once again, at the cutting edge of the economy. It is with these two themes in mind that AGC of Texas created the 2009 theme for the Trade and Equipment Show. The AGC of Texas Trade and Equipment Show is still the biggest trade show in Texas, and drew people in the thousands. The show attracted highway, heavy, industrial, municipal, and utility contractors, as well as banking, computer, demolition, distributor, finance and insurance firms. Additionally, manufacturers and suppliers along with TxDOT officials, county commissioners, and city managers attended the event. For more information, visit www.agctx.org. Visionaire’s Model 2900 Ideal for Off Highway Vehicle Cab Visionaire Inc. of Grand Prairie, Texas, announced the Model 2900 remote coolant heater for applications where engine coolant is not readily available to heat an off highway vehicle cab. The compact model 2900 contains a Webasto coolant heater that uses diesel fuel to generate 8,600 to 17,000 btu/h (2.5 to 5 kW) of heat. The 2900 also houses the coolant reservoir, filters, pumps and plumbing necessary for a self contained heat source. An available auxiliary fuel tank can be mounted beside the unit, reducing exposed plumbing. Available alone or in combination with various Visionaire air handlers, the 2900 reduces the number of redundant components inside compact cabs. In crane, boom truck, and mining equipment cabs, design engineers often have to find space for both an air conditioner and a diesel air heater. Two separate systems mean separate inlet and outlet ductwork, blowers, and controls. Often placed under a seat pedestal or armrest, the heater becomes difficult to service and is neglected. The 2900 allows cab designers the flexi-
bility to integrate heating, cooling and cab pressurization into a single in-cab system keeping combustion, fuel and noise outside the cab. ft. (9.1 m), on average, with the deepest sections reaching 44 ft. (13.4 m). The company ran a Caterpillar 345 excavator and two 330s, as well as a Caterpillar D7 dozer leased from Halton Co. Additional trucks were hired from companies such as Delta Sand & Gravel Co. The first Ducks game in the new arena is scheduled to take place as early as December of next year, giving general contractor Hoffman Construction and approximately 70 subcontractors less than 24 months from start to finish.
Crushing, Screening & Recycling Section Sennebogen 850 Locomotive Units Keeps Production Rolling Since going into operation in 2007, the Sennebogen 850 locomotive units at the Axis location of Tube City IMS (TCIMS), one of the world’s leading steel services organizations, have seen an impressive 15,000 hours of service. Working in conjunction with other rubber-tired Sennebogen machines — 850 M and 870 M — the two locomotive units charge buckets for the site’s melt shop and have played a major role in maximizing the site’s production volume. “Visitors to the site are always extremely impressed with the kind of volume we turn out here,” said Dave Chapman, TCIMS general manager, Mill Service Group. “We charged over 1.7 million tons of scrap in 2008. That’s a phenomenal amount of work for a yard designed to operate with a monthly maximum inventory of 80,000 tons of material. Our Sennebogen machines have definitely been a major factor in helping us achieve this kind of volume.” Sennebogen Fleet Keeps Things Moving at Axis Site The TCIMS Axis location is a hub of activity. Scrap metal is delivered to the yard
by rail car, truck and barge. TCIMS 50 ton (45 t) haul trucks deliver scrap off-loaded from barges at the company’s dock facility, while scrap from outside suppliers arrives in trucks and by rail cars on rails that run through the yard. Equipped with interchangeable grapples and magnets, the site’s rubber-tired Sennebogen machines move around the dirt and gravel yard working the outside scrap pile lines and handling all of the truck deliveries. The Axis site administers and provides mill services for all scrap metal coming into the yard. “The Sennebogen 850 locomotive units’ primary purpose is to load charge buckets with scrap,” said Darrin Blount, TCIMS scrap yard and dock superintendent. “The units’ Caterpillar engines and hydraulic systems are used to move them along rail tracks within the yard. Using 2-yd. (1.8 m) grapples, the 850 special locomotive cranes usually unload scrap from rail cars directly into the charge bucket, and at other times unload it onto inventory commodity piles to be charged later. The loaded charge buckets are then shunted to the melt shop via Kress RT pallet carriers. It’s a pretty efficient operation
that allows us to process the impressive amount of material we have managed in the last two years.” TCIMS Maintenance Superintendent Tim Middleton said mounting the 850 material handlers onto the locomotive cars and getting them operational was a joint co-operative effort between Sennebogen Service Manager Jim Westlake, Danny Wright at Tractor & Equipment Company in Mobile, Ala., and the yard’s own maintenance crew, with the latter putting in most of the work involved with the installation. Routine maintenance on the machines is done onsite by TCIMS technicians, while service and parts for the machines are provided by Tractor & Equipment, said Middleton. Sennebogen Elevating Cab a Winner With TCIMS Operators The elevating cabs on the Sennebogen 850 locomotive units were deciding factors in the acquisition of the units and have proven to be important in increasing their efficiency for this application, said Middleton. “Being able to look into the scrap rail cars
as we unload them is an absolute necessity,” said Middleton. “The elevating cabs on our Sennebogen 850 locomotive units enable us to do that. The elevating cabs on our mobile machines enable us to do the same thing with trucks and trailers that come into the yard. The all-round visibility offered by the cabs saves time, eliminates guessing and has helped us eliminate potential damage to rail cars and trucks and trailers.” The Axis location management team agreed that their Sennebogen 850 locomotive units are simple to use and service, and with a swing speed from 0 to 6.5 rpm they have a higher cyclical rate for handling material than other manufacturers’ machines they have used with the locomotive application in the past. Morbark Inc., HTI Form New Partnership Morbark Inc. announced an agreement with Heat Transfer International (HTI) of Kentwood, Mich. field superintendent Michael Zollner. Each of the trucks had to be washed before leaving the site, due to the city of Eugene’s erosion control regulations. K&E rented an elaborate wheel wash system, but it couldn’t keep up the pace. The problem was remedied with the most basic solution: laborers with hoses washing down tires, “working their tails off,” Zollner said. The weather complicated matters; at one point it rained two inches over the course of two days. The winter water table for the site is 13 ft. below ground level and K&E was working at 17 ft. below. K&E hired BakerCorp to set up a
pump/filtration system and train K&E workers to use it. Zollner said that for five months, two men were dedicated solely to the task of running the filtration system, ensuring that the water was purified before being sent into the storm drain. “By the time the water came out of the filtration system, it was pretty much drinkable water,” said Zollner. After excavating the arena area, K&E moved to a related project: an $18-million underground parking garage intended to accommodate Ducks fans. While K&E was at work excavating the area for the three-level garage, Delta Sand and Gravel hauled nine feet of rock into the arena site as
backfill. Between the arena and the parking garage, K&E prepared for more than 300 footings, plus an additional 25 as part of yet another related project: two practice courts of more than 16,000 sq. ft. For the arena footings, K&E used Trimble GPS systems. Over the past two years, the 130-employee excavation company has ramped up its GPS use, adding units to its machines and dedicating eight workers to operate the systems, fulltime. “Once you learn and understand the system, it’s the way to go,” said Zollner. “Production goes way up with it.” At present, K&E has about five employees on the UO job, as it wraps up work for the season by finishing the practice courts’ footing excavation and backfill. K&E will return to work in the spring; completion for its contract is scheduled for September/October of next year. In the meantime, other contractors will continue to work on the arena. The prime concrete contractor, Pence/Kelly Concrete of Salem, has nearly finished the structural concrete. Over the next few weeks, pre-cast stadia slabs will be hoisted into place. In December, structural steel, including roof trusses, will begin to go up. The financial benefits of such a landmark project in a state with the fourth highest unemployment rate in the nation are obvious. There are also other, less tangible perks for the contractors involved. Zollner said: “To have a chance to work on a high profile job like this is a once-in-a-lifetime deal…My grandkids will be able to come to a Ducks game [at the new arena] and know that their grandfather helped build it.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) With its corporate headquarters based in Eugene, where the University of Oregon is located, it’s no surprise that The Papé Group Inc. employs a lot of UO graduates. in rock and gravel to build up the road. They put in culverts to direct the wandering river under the temporary gravel road and put rocks and trees alongside it to keep the water from eroding the route.
The Naches River is “still trying to figure out where it wants to go, as far as a new channel,” said WSDOT spokesperson Meagan McFadden. “That was something we were up against last week: the river constantly diverting itself while we’re trying to
build this temporary roadway.” The contractor created a large pool area near the landslide to help offset the unpredictable flow of the river and to make the construction of the emergency route possible. Now, to prevent spillage from that pool,

crews are constructing a channel to carry the water away from the temporary road. “We’re building a channel that will handle the velocity of the river and water flow,” said McFadden. Meanwhile, a design team is planning another roadway, probably also temporary but intended to last through the winter. This road will be at a higher elevation, above the 100-year floodplain, and it will be paved. It may or may not remain past spring; McFadden said designers are still determining where the new roads are going to go. For now, the push is on keeping the emergency route from eroding until the higher elevation, interim road is built. “We have no timeline. We’re just working as quickly as we can to get things open and fixed temporarily for wintertime. Usually the snow comes down the third week of November, so we’re trying to work against the clock here,” McFadden said. The current estimate for the emergency response, channel construction, and building the emergency and winter roads is $7.8 million, although the numbers are far from firm at this point. HydrauliCircuit Technology Experiences Major Growth In 1996, David Perry, CEO of HydrauliCircuit Technology (HCT) was busy assembling and selling hydraulic kits for attachments from his garage. The company, which specializes in production of easy to install hydraulic kits to operate attachments or combination of attachments on excavators, loader backhoes and wheel loaders, wasn’t there for long, however, as growth came quickly for the Jonesboro, Ga., company; the following year Perry moved the operation out of the garage and into a 3,000 sq.-ft.facility and hired staff members. In 1998 he had to double his square footage required to build hydraulic kits, and then again in 1999. In 2009, he expanded yet again. This latest expansion puts HCT into a facility that is almost triple the size of the previous location — 35,000 sq. ft. — and was purposely designed by Perry and built for further expansion of his business. “The previous facility was only 13,500 sq. ft. and we were completely full. To accommodate production, we had to rent additional space in adjacent buildings,” Perry said. Situated on a 12.5 acre site located on a street appropriately named Fluid Drive, in McDonough, Ga., the new site was chosen to provide the company with plenty of space for expansion and loading and offloading machines. The square footage is broken down to 25,000 for shop space and 10,000 for office. The new facility provides more space for design, assembly, shipping and storage of hydraulic kits. It also equates to providing HCT

with capabilities it did not have before, and is equipped with brand new machinery, including digital automated tube bending equipment; semi automatic phased pulse MIG welding; and in-house powder coating ovens for components. A new sandblast booth and phosphate steam degreaser will provide cleaned and degreased components to work on or to powder coat. There are a total of five shop bays, four of which are dedicated bays for in house hydraulic kit installation and can accommodate virtually any machine the company provides work on. “With more service bays we are able to accommodate more machines than ever before. We offer local dealers such attractive labor rates for installing the kits that they like to bring the machines to us. Having a particular model excavator or backhoe in our shop is

the best way to obtain engineering information for producing hydraulic kits on other like machines. When a machine is in our shop, we’re not only installing a hydraulic kit, we’re doing a comprehensive study on the machine’s hydraulic and electronic system to develop the technology and engineering for numerous kit designs on that model.,” said HCT president, Navin Baliga. All kits are custom built to match the machine and attachment specifications. In looking back at the progression of his business, Perry said, “our original customer base was end users back in the early days of the company. Business then expanded more to equipment dealerships, which quickly became our largest customer base. Now, we are
the OEM kit supplier to many attachment manufacturers. Most recently, we have begun to work with the carrier machine OEM’s. So we’re seeing the OEM as the direction for future business expansion. We think there will be opportunities with this new facility for the OEM’s to bring machines here. Whereas before, the hydraulic kits were shipped out and installed in the field, we can do research and development here for the OEMs. “We already are working with companies such as Komatsu, John Deere, CNH Corp. Kobelco,

Right now, we are working with a manufacturer on engineering, design and development of wheel loader hydraulic kits for utilizing roll out buckets, hydraulic forks and different attachments where you need a third hydraulic function.” Recently, HCT plumbed a brand new John Deere 850D, 85-ton excavator, at their facility in McDonough which was transported from the port of Savannah, Ga. “Having a convenient location just off of Interstate 75, the JD850D was dropped off here for the work and then was transported on to the end user in Knoxville, Tenn. We anticipate more business being conducted in the same way in the future. Savannah is a major entry point for excavators and other machines coming into the U.S. We make it very convenient to drop off a machine at our facility to have the work done before being transported to its final destination,” Perry said. “Looking back, it seems like there has been a natural progression of starting with end users, then to equipment dealers, then onto attachment manufacturers, and now to the manufacturers of the carrier machines. Late Model Cat Iron Up for Grabs in Texas

at Auction Services held a sale at its Houston facility in Baytown, Texas, Oct. 22.
With more than 120 pieces of late model Cat equipment — including a variety of excavators, loaders, graders and track-type tractors — the Houston event drew bidders from across the United States and around the world. More than 100 pieces qualified for a Caterpillar Extended Protection Plan. Additionally, buyers were invited to view the entire equipment list online prior to the event.
