Forward march I’m now at the half-way point of my tenure as NASC President; one year in with one more to come. Having set out my list of Presidential objectives in last year’s Yearbook it seems fitting to take stock of accomplishments and progress made so far in this edition as well as look at the year ahead. To open with a general overview of the past 12 months, I feel that we have put many wheels in motion during my fi rst year as President and have generated a great deal of momentum. It’s now about keeping this going in my second year to ensure all successes are fully maximised and platforms put in place to deliver long- as well as shortterm benefits. Keeping this momentum going will require greater support and input from our membership and I encourage all members to get involved with NASC events and activities. Delving a little deeper into activities achieved to date, I think the establishment of the Current Affairs committee has been one of the major successes of the past year. This small committee has been created to give the NASC a proactive ‘fast response’ group, which can deliver results across a broad range of areas quickly and decisively. The committee brings together a diverse group o f individuals – featuring various skills and expertise

and an almost 50/50 make-up of men and women – and has already achieved a great deal. Chaired by Sarah Klieve of High Peak Scaffolding Ltd, the committee has overseen the creation of promotional collateral for full contracting members, raised awareness of the importance of providing mental health support to employees and produced a mental health policy advisor y sheet for employers, and developed greater links with FE and HE training providers in a bid to encourage more students to take up roles in the scaffolding industry. There are also a number of plans in various stages of development, many of which correspond with my Presidential objectives, which will be unveiled in the coming weeks and months. Another success has been our increased communications efforts. Through the appointment of in-house marketing manager Simon Robinson, we have been able to better engage with our members and the scaffolding industry as a whole. We have become much be t ter at engaging with the construction industry face-to-face, explaining what we offer and promoting the benefits of using NASC members. This has been achieved through exhibiting at various trade shows and also hosting regional
NASC seminars; one in London and the other in Manchester. Another event we’ve worked hard to organise is the NASC AGM and Awards & Ball, held at the Sheraton Grand Hotel & Spa, Edinburgh. We’ve raised the bar in terms of the size and scale of this event, looking at ways to make the AGM far more engaging and informative than it has in the past and changing the format to make the Awards more of a standalone, prestigious celebration of our members’ work. I would like to thank our members for supporting us in this endeavour, not only by taking up sponsorship opportunities required to cover the cost of hosting such an event but also by submitting a record number of entries for the newly-expanded Awards. We will continue to host more events in the coming year – enabling us to further increase understanding about what the NASC is and does and how this is of benefit to not only NASC members but also the scaffolding industry and wider construction sector. This year we have also focused on people. It is encouraging to see that the number of trainees and labourers entering our industry continues to rise year-on-year. We have put plans in place to ensure more and more children are aware of the numerous highly-skilled

careers that are available to them in the scaffolding industry – from inspection to design, supervision to management. We’ve also worked hard to encourage more women to take up roles in the industry. Both the NASC and TRAD Group sponsored the Construction News Inspire Me campaign, which saw a series of roadshows take place across the country to discuss ways in which we

can remove the various barriers that prevent women from playing a larger role in the sector. I was delighted to speak at one of these roadshows and was pleased to hear about the way in which delegates were successfully opening up more opportunities for women in the construction sector as well as promoting construction as a positive career choice for both men and women. The NASC has also been exploring ways to increase mentoring opportunities across the industry to enable a wider range of employees – including those who may lack formal academic qualifications – to progress. Training is key. This is why I’m pleased that a pot of up to £500,000 has been created to devote to training, with a significant proportion of this pot being allocated to former armed forces personnel, funding I am proud to
have spearheaded and driven forwards. There’s much more to come on this. The industry is changing as is the business landscape – particularly with the Brexit cut-off date getting ever nearer – and we must change with it. It is vital that we adapt and evolve as required if we want to continue to further improve safety and quality levels and drive uncompromising standards for the UK scaffolding industry. Please be assured that we will continue to do everything in our power to provide guidance and support to members to help them best navigate the uncertain times ahead, when the implications of Brexit begin to take greater shape. On a more positive note, I’d like to thank each and every one of our members for their efforts in maintaining NASC core principles of quality and professionalism and particularly thank those who have given up their time to contribute to our various committees, which all carry out fantastic work to keep pushing us forward. Finally, I’d like to encourage all members to have their say on the future of the NASC. I believe that the NASC should represent all members, regardless of size and location, and would welcome any input on how we can continue to raise standards.

A warm welcome to our regular readers. This year’s publication is packed with helpful information, reviews and updates on the work of the confederation, and includes reports from its standing committeesincluding the new NASC Current Affairs committee, which has already made a strong impression. Another excellent project news section is this year underpinned by a requirement to submit entries for the NASC annual awards, the winners of which will be announced at the NASC Annual Ball in November. The 2018 awards testify to greater engagement and support from the members, not only in terms of the number and quality of the entries, but also in terms of member sponsorship and advertising. As we approach 2019 it is worth reflecting on the achievements of Des Moore (CEO Trad Group) at the mid-point of his NASC presidency. Des set out his objectives at the NASC AGM in November 2017, and it is clear that great strides have already been made. Throughout 2018 the confederation has been engaged in presentations and events up and down the country. The NASC will build on this platform in 2019 with a view to increasing
the number of clients requiring NASC membership as a pre-requisite for their projects. In common with the wider construction sector, the confederation is playing its part in promoting mentoring and wellbeing within the membership. It is also gratifying to see clear evidence that more women than ever before are playing a key role in the work of the NASC. Membership continues to grow, and we expect the 250 barrier to be breached in terms of the number of scaffolding contractors in NASC full membership during 2019. All NASC full members are required to meet stringent requirements at point of entry to the confederation, backed up by a rigorous audit process to ensure continued compliance. This provides assurance to principal contractors and clients that they will receive a fully compliant and professional service from NASC contracting members at all times. I would like to take the opportunity to thank the NASC staff and all member representatives who sit on NASC standing committees for their service and support in 2018. Member involvement is critical to the development and revision of industry guidance which assists those who work in the scaffolding sector.

Accident stats continue to fall The latest NASC Safety Report shows zero fatalities in the previous 12 months – for the fifth year in a row – and the overall incident rate has fallen to an all-time low of 5.41, down from 5.65 in the previous year. The Safety Report is available for free via the NASC website. The 2018 Safety Report shows how workplace accidents can be reduced through compliance with industry safety standards and adherence to NASC guidance. The NASC Health & Safety committee has also updated guidance notes and is developing new ones, available to download from the NASC website for all members and non-members. New safety guidance and information developed in the past year includes: SG5:18 Overhead Power Sources and Earthing of Scaffold Structures, SG4:15 Poster (Preventing Falls in Scaffolding Operations), SG37:18 Effective Supervision as well as the revised/ updated SG36:18 Unauthorised Modifications of Scaffolds and Unauthorised Use. “The committee aims are always to ensure that safe working procedures cover every known aspect of work, regulations and all legislation ensuring its place is maintained at the forefront in making the workplace safer,” says committee chair Adrian Rooney. To enable the committee to be at the cutting edge of legislation, it has representatives on various industry forums and committees such as Access

Industry Forum, HSE’s Construction Industry Advisory Members Committee, Build UK, European Committee for Standardisation, British Standards Institution and the Temporary Works Forum all of which widens its reach, exhibiting and speaking at Health and Safety Shows and to a variety of different services users such as HS2, Crossrail and Local Authorities. After five years as chair of the committee, Adrian Rooney of Midlands Scaffolding Services will be stepping down, but will continue to be a member of the committee. Adrian has overseen the development and revision of all the safety guidance, making them available free of charge from the NASC online shop. Leading the way forward to drive down the number of incidents reported from 134 in 2012 to 89 for 2017 with zero fatalities, the NASC and the Health & Safety committee wish to thank Adrian for his leadership over the past five years.

Committee marks first year with new manager The NASC created a new committee last year to focus on marketing, based on a recognition that in a growing market, the need to effectively engage current and future members, as well as contractors and clients, has become increasingly important. Its initial focus for its first complete year was to establish in-house marketing resource for the NASC. In early 2018 Simon Robinson was appointed as marketing manager. Simon has brought much needed expertise in driving a measurable and cost effective marketing strategy for the NASC. He will be leading the communications plan to help achieve marketing goals and contribute to the President’s objectives. “Our biggest challenge has been to cut through the noise created by other industry bodies about the benefits that the NASC delivers to our members, and the contractors and clients we work for,” says Simon. “We have tackled this directly, acknowledging that the NASC has to improve how we communicate the genuine benefit we deliver. “We hosted our first event for contractors and clients in London, which has been followed by other regions. The learning from engaging clients at this level was the need to promote the rigorous auditing and standards we set for the industry and ourselves. “We add a level of reassurance and accountability to supply chain decision-making, and we support our members in growing safer, more productive businesses. “This is the message we need to clearly communicate as the scaffolding industry’s only trade body.”

CISRS standardisation success spearheaded a good year The ASITO committee’s priority for 2018 has been achieved by assisting CISRS to ensure that all its core courses were standardised. Whilst all CISRS training centres worked to the same criteria it was imperative that all centres used the same timetables, presentations, design drawings and revision notes etc. Following the hard work of the standardisation working party and the scheme manager this was achieved this year. The working party will now continue to update existing courses and work to standardise any supplementary courses. Work has now been completed on the new scaffold awareness course for non-scaffolders which will act as an introduction to the scaffold industry for many users of scaffolding e.g. other trades, clients etc. The Scaf folding Apprentice Trailblazer has been finalised during this calendar year and went live on 1st October. There is still some uncertainty about Trailblazers in general and it may take a short period of time to get fully up to speed with some of the processes, which are out of our control, however the hard work of the working party has ensured the new scheme content and programme is in place. It will mirror the existing one where possible and the impact to our businesses has been minimised. CPD has been hugely successful with over 3,250 candidates attending courses and updating their skills and knowledge in the first 12-month period. The feedback has been overwhelmingly positive from the candidates attending the courses.
Many ASITO members have been busy attending trade events, engaging in school/college open days and flying the flag for the scaffolding industry but this is one area that we need to improve on if we are going to encourage “fresh blood” to join the Industry and bridge the skills gap. The news that CITB is planning to withdraw from direct training sent shock waves around the scaf fold industry although they have stated they will only follow through on that decision if and when they negotiate suitable new ownerships of their centres. Potentially this could have a huge effect on the scaffold training and the construction industr y in general. We will need to be aware, prepared and flexible on our approach to such changes to ensure the hard work and high standards achieved in scaffold training to date does not disintegrate due to this unexpected decision. The CISRS card scheme is seen by most of the construction industry as the pinnacle of the scaffolding training and has become the absolute minimum for proving competency with over 66,700 current cards issued. We need to continue to drive this forward ensuring we maintain the high standards set without becoming arrogant that we can take our “foot off the gas”. A big thank you to all the committee members particularly those who form the working par ties, the scheme manager and CISRS staf f and consultants who once again have worked hard to progress scaf fold training.

Expanding membership and greater guidance In 2018 the Technical committee has expanded to 21 members with more on the waiting list , and the committee reports a fresh growth in topics for consideration. The update to TG20 remained a key issue with vast amount of comments received from members and outside organisations which been collated and reviewed. “It is not anticipated that there will be any major changes. Obviously, consideration will be made to new standards and guidance. Any new developments will be published separately by the subcommittee set up to carry out this review,” says James Attridge, chair of the committee. “The appropriate hand over to our representation on CEN and British Standards at BSI will run smoothly. We do not envisage any major changes in the standards, but our inclusion on
these committees is crucial as we review TG20. Brexit will not change our position nor should we let it as we will want our members to grow in export markets as well as at home and be able to meet all standards when competition grows here from European scaffolding/construction companies.” A new joint guidance note for edge protection has also been developed. A safety guidance note on how to erect edge protection and the first batch of generic designs have been published. These will continue throughout 2019 and include edge protection for Class B roofs. The following guides have all been reviewed, updated or created this past year: TG3 Rubbish chutes - recommends that as a scaffold contractor no chutes bigger that 10m to be incorporated onto the scaffold; TG14 Supplementary couplers
– this highlights the need to correctly install a supplementary coupler; TG21 A Guide to Commissioning Scaffold Designs is an aid with all the terminology to help protect the members' interests when asked to produce a design; TG22 Scaffold Products not covered by British Standards - an invaluable aid to designers and contractors who previously have been using products with no technical data; and TG23 Lacing and Bracing of Beams – includes latest deeper beams now available. James expressed thanks to Ken Johnson, the current secretary who is retiring after over 20 years on the committee. “We would like to wish him every success in the future. With the new appointment of a technical secretary it will always bring fresh views but Ken's experience and knowledge will be missed.”

The committee has also, in conjunction with the Contractors Legal Group (CLG), updated and reissued the CIP Scaffolding Contract
2018. This contract is designed specifically for the erection, hire and dismantling of scaffolding, and is considered appropriate for use by CLG members and also by members of the National Federation of Builders and the Scottish Building Federation. The 2018 version includes the amended Schedules of Rates tables taken from the NASC’s recently updated guidance note CG11:17 Preparation of Schedules of Rates. Details of how to purchase this are available on the NASC website. The committee expresses its gratitude to Liz Bridge (Joint Taxation Committee) and this year David Lang from BEIS UK Ltd T/A SGB has joined the Contracts committee.

CoP heralds new buyer’s guidance
New NASC rapid response team
The NASC Hire, Sales and Manufacturing committee’s broad reach continues to see cross committee interaction with several other standing panel members covering varying topics from training to auditing. The past year’s focus has primarily been the development of the committee’s own guidance notes, centred around products. The new documents follow the same design format as all NASC guidance and are known as ‘PG’ – Product Guidance notes: PG1:18 EN39 Tube to PG6:18 EN System Scaffolds. The guidance has been developed in conjunction with the NASC Audit committee (working party) for inclusion within the contracting member audit. The product guidance has industry wide appeal outside the NASC membership and provides important buyer awareness information on matters such as product quality, traceability and liability – what to look for and consider when sourcing and purchasing access equipment.
The Current Affairs committee is the newest NASC committee, set up this year to provide the confederation with a ‘fast response’ team that can take on – and quickly achieve – a wide variety of tasks across a range of focus areas. The committee, chaired by Sarah Klieve of High Peak Scaffolding Ltd, is intentionally small yet features a good balance in terms of both men and women as well as expertise and skill sets. To date, the committee has created and disseminated a tender submission support flier aimed at promoting the benefits of NASC membership and utilising NASC full contracting members; developed closer links with providers of construction-related FE and HE training; and produced a mental health policy guidance sheet. The committee has also outlined areas for further attention, including: engaging more closely with smaller scaffolding contractors; increasing understanding of the range of careers the scaffolding industry can provide young people; and giving NASC members a tool to help encourage internal staff development. The committee welcomes input and feedback from members on its work.
Six guides have been developed, covering EN39 Tube, EN74 Couplers, BS2481 Scaffold Boards, Aluminium Beams, EN System Scaffolds and EN 10219-1 HT Tube 3.2mm – with further products planned in the near future. 2018 has also seen collaborative work with the ASITO committee to develop and approve a CISRS system scaffold inspection course, open to all brands of modular scaffolding. Following several working parties and drafts, a framework course has been developed. The NASC Hire, Sales and Manufacturing committee continues its work and development on its key objectives, one of which is to encourage new members engaged in hire and sales to join both the NASC and standing committee. This year has seen three new member companies join the committee. Work also continues with the CoP product audit and its expansion to encompass other products. New to the agenda for 2019 will be unit transoms and specialist couplers.
Audit
Audit plaudits: new system proves successful The new online audit and application system introduced in 2017 has received a very positive response from the membership, and was supported by the introduction of an electronic audit reporting programme. Developed through iAuditor, it enables NASC auditors to produce conclusive and easy to read reports that highlight any non-compliance issues. In September 2017, the NASC became a SSIP Registered Member so its qualified SSIP Assessors can carry out free assessments on members at the time of audit. Members had the choice to complete the full SSIP assessment questions at the time of audit or choose the deemed to satisfy (DtS) route instead. That process is now standalone, which means the NASC can offer SSIP accreditation year-round rather than only at the time of audit. A bespoke SSIP certificate has been

developed for NASC members to show to their clients and other SSIP schemes, which means they can apply for accreditation via the DtS route saving time and money. “The NASC is very proud of the tough membership criteria required but realises it is important that the processes we have are user friendly and modernised so that the information can be supplied and audited efficiently so as not to delay in the renewal of their membership certificate,” says Mel Archer, chair of the committee. “We have seen a drastic reduction in paperwork as all information is uploaded to our secure portal where the auditor reviews this information prior to their site visit. This gives the auditor more time to focus on the physical side of the audit inspection which includes the yard and site inspections.”

Scaffolding changes the lives of apprentices of the year nominees Four worthy contenders for the 2018 Apprentice of the Year award caught the judges attention: Callum Ward, Robert Grant, Jordan Edwards and George Duke. KAEFER nominated Callum for being “highly motivated and keen to work”. His communication skills have also been praised along with his measuring and estimating. “He doesn’t stop, he is always looking for work – which is a breath of fresh air!” Callum has already learned how to lay a roof, towers, birdcages, independents, and hand rails.

Pete Tugwell, regional manager, has high hopes for Callum. “I have watched Callum mature into a very big asset to our business. I see him as a future leader within KAEFER.” Second chances By his own admission Robert was “a bit of a tearaway” when he was young and ended up on the wrong side of the law, say his employers ASC Edinburgh. Robert joined in August 2017 and has now successfully completed his part 1 and part 2 and taken his CISRS skills test and assessment in September. He has also gained his City & Guilds in High Risk Confined Space training. “What we found admirable about Robert was the self motivation and determination to succeed. Having had challenges and obstacles growing up, Robert has shown a resilience and determination to change his life,” says Jennifer Syme, office administrator. Jordan has also found that scaffolding has helped him turn around his life. “I have come a long way since I started
scaffolding. Previously I couldn't maintain a job and did poorly in secondary school. I have also been in prison due to being involved in the gang culture. But scaffolding is something I actually enjoy and want to progress in and become qualified. I live a totally different life now because of scaffolding.” Employed by TRAD Group, Jordan's aim is to secure Part 1 by the year end. Since George Duke started working with Connect Scaffolding in February 2017 he has blossomed. He has worked on a variety of dif ferent projects and is currently working on a large Bouygues site. “George was initially very reserved and apprehensive of the older scaffolders on site,” says Mark Williamson, SHEQ manager at Connect Scaffolding. “If you look at George now it is like looking at someone with a completely dif ferent personality; he has significantly developed his technical and social skills and is now more than happy to actively get involved in all situations.”

Product purchasing publications part of NASC portfolio The NASC is currently developing a suite of comprehensive product purchasing guidance documents – due for publication in the new year. This reference material, which is being prepared by the NASC Hire, Sales & Manufacturing Committee, will give scaffolding contractors key advice regarding product specification. The six guidance notes include detailed sections on EN39 tube, EN74-1 couplers, BS2482 timber board, aluminium beams and high tensile 3.2mm tube and list the basic compliance requirements for each product group. The documents are also designed to assist NASC auditors when auditing contracting member companies. Publication is anticipated in January 2019. The NASC continues to update, amend and expand its range of guidance notes
– separated into Contractual, Safety and Technical categories – to ensure reference materials remain exhaustive, up-to-date and fit-for-purpose. Robin James, NASC Managing Director, said: “The confederation looks to review all published materials every five years, bringing them up to date with legislation and the evolving requirement of scaffolding contractors as required. “It is worth making the point that the health and safety and technical guidance titles – with the exception of the pocket guides and the TG20 suite of publications – are all available to download free of charge from the NASC website. “This decision was made to assist us in our efforts to continue to raise industry standards, not just for our members, but for the construction sector as a whole.”

NASC member: Coventry Scaffolding Company (London) Limited Client: Christo & Jeanne Claude The London Mastaba in London’s Hyde Park is unlike any other scaffold project in the world: an imposing art installation created by world-renowned Bulgarian artist, Christo and his late wife, Jeanne Claude, the structure floated on the Serpentine Lake from June until September 2018. Hailing from Ancient Egypt, a Mastaba is a tomb-like funerary monument in the shape of a truncated pyramid. The London Mastaba stood at 20 metres high with base dimensions of 40m x 30m and was formed of 7,506 horizontally stacked, brightly-coloured barrels.
These barrels were supported by an intricate scaffolding framework, supplied and erected by Coventry Scaffolding. This unique scaffolding project presented a distinct set of challenges. To test the concept, Coventry worked on a one-third scale version of the Mastaba on the Black Sea in Sozopol, Bulgaria, when initial design problems were overcome. To achieve the desired size and shape of the structure on time, whilst providing the team with total flexibility, a system scaffold, interspersed with traditional tube and fittings was used. Work on the London Mastaba on the Serpentine began on 23 April and took two months to complete. Scaling up to the full 40m x 30m x 20m of the structure required additional rigidity by bracing every line of scaffolding along the length

and breadth of the steel frame. Cross-bracing was installed in the first four metres of the scaffolding with connections to the steel baseplate. The strength of the resulting truss system ensured the stability of the structure. As well as overcoming the original challenges of the distribution of the weight of the scaffolding and preventing the floating piers from deflecting in the middle of the structure, the senior team had to work around a lot of complex engineering calculations to meet the precise dimensions of the installation. Owing to fixed sizes of the barrels, as well as the 4x3x2 proportions of the structure, tolerances were down to the very last millimetre; this was doubly difficult because the barrels had to be installed after the scaffolding was erected. In addition, the first line of barrels had to be supported below the base line of the scaffold in order to achieve the perfect aesthetic for the artist; it was critical the barrels looked like they were floating on the lake, so the scaffolding could not be visible. An additional constraint was that the diagonal walls across the sides of the Mastaba had to be precisely 60 degrees to accommodate the natural pitch of horizontally stacked cylindrical objects. Prior to moving the barrel lines into place, a black steel mesh was fixed to all four exterior sides of the structure to avoid any exposure of the scaffolding between the gaps in the barrels.

The Big Ben Conservation project is arguably the UK’s most visible scaffolding project, encasing one of the world’s most visited and iconinc tourist landmarks: the Queen Elizabeth Tower at the Palace of Westminster, more commonly known as Big Ben. It was a complex project for PHD with myriad difficulties that had to be overcome in relation to security, design and logistics.

Standing at 96 metres tall, the conservation of the Elizabeth Tower includes conserving the stonework and cast-iron roof, as well as dismantling the Great Clock piece by piece with each cog and component removed from site, examined and restored. Programme constraints identified by Sir Robert McAlpine Special Projects gave PHD a significantly reduced period to erect the scaffolding. Historically, Elizabeth Tower has needed attention about every 30 years, but there has never been a survey of the Tower so to determine the extent of the conservation work needed scaffolding had to go up quickly to investigate. A reassessment of the works revealed the extent of the remedial works were more complex than initially anticipated. This would later create further challenges for the PHD design team to overcome. The Elizabeth Tower is hemmed in by structures on three sides which added to the cost and complexity. These include a set of redundant steps and an underground tunnel to the north, a parliamentary building abutting the tower on the south side and a colonnade walkway to the west. The only elevation where scaffolding could go down to the ground was on the east and even that had its challenges. The solution was to erect four, 30m-high freestanding towers on each corner of the tower. These support trusses running east to west on the north and south sides of the tower. The scaffolding is supported by the trusses on the north and south sides – the scaffolding below the truss is suspended. The scaffolding is a Layher system that does away with separate couplers, which were considered at risk from being dropped from height. Lifting the trusses into place was a major operation, necessitating the closure of a main road for a week. The trusses were brought to site in four pieces, joined together and lifted into place from the road with a 300-tonne
crane. A second crane was used to position the truss on the south side of the tower. Navigating it around the tower would have been impossible and movement of all scaffold materials up and down the tower was taken care of by an extra-wide hoist selected to enable the 4.2m-long minute hands of the clock to be taken down in one piece. Getting materials onto site was also a challenge because of the tight security requirements and to avoid disrupting parliamentary business. Loads were bundled up and security checked with notice of every delivery given in advance to the Palace of Westminster. This requires careful advanced planning. Furthermore, operatives are working in a footprint of 15m by 15m so coordination between the trades was very important once they started utilising the structure. PHD had up to 40 operatives working on the structure but had to erect two lifts per week to the top of Big Ben to stay on programme. A team of eight scaffolders achieved this, including two apprentices and 1 female scaffolder. A daily meeting with the client takes care of the co-ordination issues between the various trades and planning sessions held to prepare six weekly projections.

BROMLEY HEATH VIADUCT

NASC member: TR Scaffolding (Bristol) Ltd Main contractor: Farrans The Bromley Heath viaduct was built in the 1960s and needed structural repairs. Owned and managed by South Gloucestershire Council work also included widening a footpath and creating a cycle path. The viaduct is part of the A4174 ring road which circumnavigates South Gloucestershire and Bristol and carries 500 cyclists and approximately 55,000 vehicles a day. The viaduct needed to be closed to traffic and pedestrians during the works. As well as being a technically challenging delivery, TR Scaffolding had to provide the installation in a 12 week timeframe. The scaffold needed to provided access to the five bridge spans, three sets of piers and two abutments. The main purpose of the scaffold was to facilitate removal of the existing reinforced concrete cantilever parapets to the South and North elevations. This meant safe access, structural report, water and noise egress protection. An added complication to the design was overcoming a 20 metre span over the River Frome which ran at a 21 degree skew to the viaduct. Farrans required a maximum deflection limit of 10mm for the north and south elevation structures. Environmental considerations such

as historical high water floor levels were required to ensure the beams were clear of the highest flood levels. The firm used a Layher All Round bridge truss system adapted to be used as a truss support structure, The removal of both south and north cantilever parapets were carried out by a combination of saw cutting and hydro demolition, with both operations
using large quantities of water. In order to avoid environmental contamination to the river and land below the viaduct, it was important that a solution was provided which would contain and allowed removal of the contaminated water. The solution involved constructing both south and north structural scaffolds working decks on a one degree slope, which encouraged the water to run off into a sump. Working with a local felt roofing company, both north and south working platforms were covered with a waterproof industrial strength anti-slip membrane with integral runoff gully. For the hydro demolition process dust and noise levels had to be contained. A tube and fitting framed tent was formed off the main working platforms, with sheet metal protect to the deck, timber noise suppression panels to the side and triple layered debris netting for the roof which maintained light levels within the tent. The Frome Valley walkway runs underneath the viaduct, and had to be kept open to the public following completion of the scaffold installation. A protection tunnel was formed through all scaffold structures which ensured the public remained safe during the works.

Intu Watford Shopping Centre Roof

NASC member: TRAD Scaffolding Co Ltd Client: Seele Seele, manufacturer of large scale bespoke roofs, needed a specialist scaffold to take the loads required for the roof for Watford Shopping Centre. TRAD Scaffolding chose system scaffold as the build programme was very tight. A support scaffold was built for the construction of a bespoke curved roof to the new shopping centre. A system birdcage scaffold was constructed in Plettac-Metrix for speed. Due to floor restrictions the scaffold had to be bridged in several areas posing a bigger challenge due to the imposing loads. The project was supported on large RMD steels to assist in spreading the load over the ground floor due to the basement below. The scaffold was stepped in almost every gridline to allow for the curve of the roof to fit tightly underneath. Some areas had a total load of over 150KN/m2. Every type of manufactured beamed was used on this project. 450mm/750mm/ladder beams and the 1.3m dessa beam. Large macaloy support struts were design in to the roof so the scaffold had to be built to avoid clashing with the scaffold. This was a huge challenge due to the macaloys varying in several degrees and pitch dependent on where it was designed on the buildings edges.
The build of this project used every type of scaffold within the industry including large cantilevered areas, long bridges. Huge amounts of bracing were required in tight areas. The main deck at the top needed to be a flush to allow the contractor to use timber spreaders where required and their propping equipment. When using system decks the bridging beams had to be set correctly

to avoid any gaps within the scaffold. Every day the loads could differ once the welding was completed or the roof hadn’t been bolted together so ensuring the scaffold was fit for purpose demanded daily checks. When the roof was being craned into position the team had to ensure the area was exactly as required as minimal time could be taken when placing in its required position. This was achieved by a three-man team working closely with Seele. Additional challenges were presented by extreme weather conditions: heavy snow fall increased the loads to the scaffold so snow had to be cleaned off. Part of the scaffold had to be built at night because a large bridging section at one end was over the existing live shopping centre. This section was also erected off a steel purpose built frame because the shopping centre roof couldn’t take the imposed loads of the scaffold and new roof. The project was an outstanding achievement to deliver a scaffold that not only followed the extreme curves to the new roof but withstood the large amounts of loading. Working next to a live shopping centre increased the dangers but the whole project was erected and dismantled without a single injury.

Bridge Street, Winchester
This unique and complex project on one of Winchester city centre’s busiest roads required night working, transporting goods up river and the use of lifejackets for operatives. Remedial work needed to be done on an 18th century building where the side elevation had a fast flowing river directly below and the front elevation faced onto a narrow road with high footfall, meaning no lorry access was possible. Due to the narrow width of the bridge and high foot fall around the building, work had to take place overnight.

Vision constructed a counter balanced horse scaffold with water butt kentledge for the front elevation but it was deemed to be too high risk to erect the side elevation during the night. As the client required access to the whole elevation it was decided the safest and most cost-effective way to erect the scaffold was to initially erect a beamed scaffold over the river to give access to the top two windows. In order to achieve this, access to the rear of the property was required to erect the horse scaffold section. Given the age of the building no materials could be carried through the building due to the tight design, therefore the only option was to transport materials through the river. The river below posed a major risk to operatives during the erection, so a number of precautions were put in place such as high level lighting, lifejackets and only working in close proximity/above the river in early daylight hours. A safety line was erected across the river as an anchorage point with all operatives wearing life jackets throughout the erection and a safety boat downstream. Once the first phase was erected and the client had completed their work to the top half of the elevation the scaffold had to be adapted into a twolift hanging scaffold in order to access the lower level brickwork and windows.

NASC Member: Malvern Scaffolding Ltd Main contractor: Wates Positioned on one of Birmingham’s busiest streets the Left Bank 2 tower will become the city’s tallest residential building once completed: 31 storeys tall (100m+) and providing 206 one, two and three-bed apartments, internal and external residential amenity space and a commercial retail unit. The scheme was fast moving and challenging with a complex requirement for Malvern Scaffolding to design a scaffold that provided site operatives pedestrian site access beneath a gantry scaffold whilst supporting 150kN (1.5m2 area) vertical mast-climber loads. The firm had to use multiple scaffold products that will need very little maintenance throughout the year and a half it will be standing and, in a short duration to complete the scaffolds, the team had to adapt quickly to changing site environment. “From early design point we were keen to use products that would stand the length of time, whilst giving good clear access to the operatives on site,” says Steve Fellows, managing director of Malvern Scaffolding. “With this in mind it was decided that the double boarded protection deck would be wood on the underneath with the plastic inlay secured with composite
boards. We felt that wood on wood will deflect and warp when left in place for the long duration of the job. Where there is a single boarded walkway we used Safe-linx board retainers to secure the boards and prevent warping. To date no board has had to be changed. “Where there are lifts to access the cradles these also protected, we utilised structural transom
units in order to omit bracing and give clear access. "It has been crucial to give head clearance on the ground walkways but we have been limited to the height the mast climber platform had to set at to commence their works, this meant we used steel ladder beam to keep the lift height to a minimum.” Scaffold materials were delivered out of hours to eliminate having a wagon on site all day taking up valuable space. Using tube-lock scaffold and no component longer than 4m, as well as ordering accurate quantities enabled the storage of materials to be kept to a minimal footprint. The stair access and birdcages were erected in HAKI system ensuring the speed of erection minimised the time scaffold was being stored on the ground.

UK Hydrographic Office Taunton (UKHO)
The UK Hydrographic Office is Taunton’s largest construction project, approximately £30m in value, with a scaffold package of nearly £500,000. The new buildings consist of a new 11,000 sq m headquarters and a separate security building to replace/expand the current operation which dates back to 1941 and supported the Royal Navy in the Second World War. The establishment is a 24/7 operation which provides surveys, charts and data to mariners and maritime organisations across the world. The building has Passive

sustainability features and an open plan layout for 700 desks. LTC was awarded the scaffold package for the internal and external scaffold. The main building was a curved 'H' shape on plan which required the external scaffold to be curved with areas of building fabrics (primarily linear timber cladding and Dutch style brown brick 600mm long 50mm deep) that could not be tied therefore resulting in designed buttressed scaffolds. The inside link (atrium) which is a combination of concrete, glass and beams (10no 15-28m long weighing 15 – 30 tonnes truncated ‘V’ cross section) also curved required a designed bridged (to allow continued access), stepped, curved birdcage. Haki system loading bays and staircases were erected and fixed transom units were utilised to enhance production. The main challenges were the atrium birdcage and the substantial change of programme. LTC topped the safety scoring charts month on month for all subcontractors on the site and onsite supervisor Doug Smith received BAM's award for Best Sub-contractor Supervisor for 2017 at its annual Supply Chain Awards 2018.

The structure is on three levels and designed to give access to MEWPs and spider cranes to access the roof. The scaffold sits on the thin concrete planks from the existing terrace. Despite the need to load 2.5 tonne MEWPs and cranes on the deck, efficiencies by design meant that no back propping was needed. The 780 tonnes of scaffold consists of 40 miles of tube, 81,000

GKR Scaffolding was on Court one at Wimbledon to serve an ace scaffolding project. The brief was design, deliver and erect scaffold to mobilise access for the roof construction and the refurbishment of the boxes. The precision engineering of the scaffold across a number of levels in a complete circular structure led to visually impressive results. However, the solution was value engineered to enhance productivity and commercial efficiencies.
fitting and five miles of lattice beams. All was delivered in 43 lorry loads over two months. Early planning made it possible to overcome some significant technical challenges; namely the steps and seats, and the circular structure needing to accommodate a 16m gradient. Micky Goodwin, GKR project manager, and his team worked closely with Sir Robert McAlpine’s engineering team to plan around these challenges and value engineer to create cost and time savings without compromising quality or safety. There were a number of challenges associated with the project relating to the time constraints and the environment we were working within. Each phase needed to work in nine month cycles due to the tennis Championships including a month for setup and decamp. The time pressures reinforced the success of early engagement in the planning stages and co-ordination of works with other trades.

At more than £300m, the Waterloo Station upgrade is the biggest part of the South West Trains network upgrade. The works, undertaken by the Wessex Capacity Alliance (WCA), a collaboration between Network Rail, Skanska, Colas Rail, Mott MacDonald and AECOM, include platform modifications, and a range of improvements to outlying stations and rail systems. CCS Scaffolding Ltd has been involved with this project from the very beginning. As well as access and edge protection handrail requirements CCS also helped engineer and deliver bespoke tube and fitting and system scaffold solutions to maintain the clients programme dates. This included system staircases; track bed access for plant and operatives; independent, birdcage and tower scaffolds for demolition, construction and finishings and overhead gantry access. CCS erected multiple sound-proofed hydro-demolition enclosures and crash decks of varying sizes to allow works to continue day and night and introduced further measures to save time such as the SafeTime Scaffold Inspection system, which allowed the company to quickly and easily retain weekly inspection records. Martin George, site manager at CCS said: “By far our biggest challenge was the blockade that took place. In order to deliver what the client required in

the time frame allocated, WCA agreed to extend Platforms 1-4 and upgrade the rail infrastructure to Platforms 5-8 in the middle of the overall programme of works and also to divert all trains from Platforms 1-8 to Platforms 20-24 to minimise disruption to the network. This was a logistical nightmare as it involved making safe and opening our current work site to trains and passengers for nearly four weeks and relocating our entire workforce and construction site. “The blockade ran 24 hours a day for 26 days, with continual operative cover. On top of having to increase our labour resource, we had to ensure detailed handovers were completed between shifts to give continuity of work and to deliver our clients programme safely and on time.”

Longrock Depot Penzance
The Longrock Depot project ran for a year and involved an innovative single wheel rolling deck to enable asbestos removal and trades access. Traditional birdcage was not an option due to time and building closures: the building was in use 24/7 and the trains had to run underneath the scaffold. Instead, Chris Sedgeman created an internal rolling deck. The scaffold had to be designed around the kinetic envelope of the train. The main innovation was to adapt the wheel. This is normally a double wheel on both sides but by adapting this to one wheel in the centre it made the system move easier. Chris Sedgeman carried out a prototype in its yard prior to the works starting and Chris Sedgeman pushed the deck with one had, demonstrating how easy it could roll. The rolling wheel design of the roofing system had to work with the Plettac Contur system that was 75mm wide. The system was rolled over three days with three men. It was also used to erect the edge protection on the outside because no cherry pickers could be used. After a bad storm one of the outer walls became unstable but it was easily it was moved by moving the deck over 100m to the area that needed repair, then rolled back into position, within a weekend. were also erected, including liftshaft, stairwells, the plantroom and edge protection. Erecting the system involved drilling 1,000 holes in the floor, erecting trakcs to take the wheels; using brackets on the inside to take the retractable transom, off which stabilising standards were added as the mobile tower was only on single wheels. A fireproof membrane was installed on the underside to protect the platform from the heat and fumes from trains .

NASC member: Connect Scaffolding Ltd Main contractor: JV – Poplar HARCA, Londonewcastle and Telford Homes plc Constructed in 1967, Balfron Tower in East London was designed by legendary architect Erno Goldfinger – and is now undergoing work that will preserve and restore 146 apartments in this renowned Brutalist Grade II listed, 26-storey tower, with access provided by Connect Scaffolding Ltd. A Joint Venture project for Poplar HARCA, Londonewcastle and Telford Homes, Connect Scaffolding used the Layher Allround system to provide a full access scaffold to all external elevations with 2.0m wide runways to all floor levels from three goods/personnel hoists. The scaffold provides clear access for façade repairs, window replacements and access for the internal trades’ materials. The building is designed with the lifts, boiler systems and other services separated from the living space in order to minimise noise disturbance to residents and which are joined to the main building by suspended walkways on every third floor. These ‘streets in the sky’ were intended to encourage residents to interact. After it was completed, Erno Goldfinger himself lived in one of the flats on the top floor for a few months, getting to know the residents and understanding how

he could improve the design of his future residential buildings. Given the fragility of some of the concrete panels, a significant issue facing Connect’s Design and Engineering team was how to develop a suitable tie solution. The Connect team carried out preliminary tie testing to pre-calculated loads based on the scaffold’s geometry, its use, tie pattern, sheeting conditions and the local wind loading. The result was a secure solution with a satisfactory safety margin that would have minimum impact on the façade. Due to existing ground conditions, Connect engineers also had to find a solution to transfer the vertical loads. A design using the Layher HD beams fixed to six standard columns provided a solution which transferred the loads back down to existing foundations.
“A lot of time was invested in the design and logistic planning at the outset,” explains Martin Templeman, Connect Scaffolding’s contracts manager, “and, through great collaboration with our customer, it has allowed our site team to build the scaffold to programme and play our part in helping restore this East London landmark building.”

NASC member: Focus (MDC) Ltd Client: The Decommissioning Alliance As the UK Government announces plans for a new generation of nuclear power plants, Britain is still dealing with the legacy of its first atomic installation at Sellafield – a radioactive waste facility in one of the most challenging and hazardous environments in Europe. As part of the hazard reduction programme The Decommissioning Alliance (TDA) has been selected by Sellafield Ltd under the Decommissioning Delivery Partnership (DDP) Framework Agreement to support the decommissioning of the FirstGeneration Magnox Storage Pond (FGMSP). Constructed in the 1950s to store, cool and prepare used Magnox nuclear fuel for recycling into new fuel, the FGMSP urgently needs to be emptied of 1,500 cubic metres of radioactive sludge lying at the bottom of the pond. The pond also holds some 14,000 cubic metres of radioactive water which covers the radioactive material within. The clean-up of the First-Generation Magnox Storage Pond at Sellafield is widely acknowledged as one of the most challenging projects in the Nuclear Decommissioning Authority’s complex estate. As an established contractor on the Sellafield Site, Focus MDC Ltd was approached by TDA to tender for scaffolding work packages.
Radiating safety: provision of scaffold walkways was one of the key tasks for
ensured that the overhead crane was isolated and new scaffold edge protection was erected outside the boundary of the crane path to prevent clashes when re-energised. This also includes a deployable scaffold walkway system that allowed operatives to safely pass from the north wall onto a section of the subpond wall that stretches into the main body of highly active water within the pond. On completion of erecting the scaffold walkways the subcontractors could safely access the sub-pond wall to install permanent guardrails for the remainder of the FGMSP clean-up lifecycle. Ongoing and future works on the project include: a number of independent and access tower scaffolds erected across the North pond wall at ground level to allow the installation of crack monitoring devices; EVC Pump Improvements. A purpose-built scaffold erected to allow access on the 7m level to pull cables along existing cable trays; independent scaffold with two returns, using unit beams to span over the west hoist well south doors and along the east wall.

The works undertaken on the project so far include the design and erection of a number of bespoke scaffold access towers and independent scaffolds, some of which have Lifting points (Niko Track) and bridging sections spanning pedestrian walkways and staircases. A number of the scaffolds are designed for enclosure with weldmesh fencing and razor wire to mitigate against security breaches. These scaffolds will support the installation of new cable management systems and control panels for the new Control Room in the Retrievals Remote Workstation (RRW) Building. The most complex of works carried out so far is the provision of scaffold walkways and handrails across the north wall of the FGMSP. Designed Class A edge protection was required. Duty bound: defining responsibilities Given land values in our cities, there is an increasing tendency for buildings to become taller. This leads to an increased need to work at height. Given the increased complexity of these structures, we are seeing an increased use of access machinery. This machinery falls into the two primary types: •Building maintenance units (BMUs) •powered cradles Their primary function is to provide a safe place of work to provide high level access for routine cleaning, light maintenance of façade finishes and the repair of façade elements. When considering the safe use, maintenance and thorough examination of BMUs and powered cradles, an often overlooked aspect is who holds responsibilities under the standards concerned. To understand this, we must look to BS 6037 - Code of Practice for the Installation & Use of Permanently Installed Access Equipment for the answers. BS 6037 gives specific responsibilities to an individual – the duty holder – and defines this person as “a designated person with management responsibility for the safe use, maintenance and thorough examination of the suspended access equipment”.

Duty holders include employers, self-employed, building owners and employees. The duty holder has the following legal responsibilities in relation to the suspended access equipment (SAE). They must ensure: • That it is safe and fit for the purpose that it has been designed for • That it is properly maintained and examined • That it is used by trained and competent operatives • That proper records are kept including - Service reports - Test certificates - LOLER reports - Training certificates - O&M manuals This effectively means that the duty holder must understand the all the requirements of BS 6037. This is where the Specialist Access Engineering and Maintenance Association (SAEMA) can help. SAEMA is the lead body in relation to SAE, and holds within its membership many industry experts. These experts have drafted several guidance notes which are freely available through our website www.saema.org/publications/ . Of particular note in the case highlighted above is the SAEMA Document 14005 – Guidance on the use of Permanent Installed Suspended Access Equipment (PISAE). This document (and the others that accompany it) gives simple but extensive information on the requirements of the standard, and will help those who are (or may be) duty holders to comply with the standards. In conclusion, anybody who has SAE installed on a building they control or occupy should take the time to read the guidance to understand what is required. Aviva Building, York Yorkshire House on the corner of Rougier Street and Station Rise, is one of York’s most prominent office blocks for 50 years, is to be converted into a luxury 150 bed Malmaison Boutique hotel. The former Aviva building, Yorkshire House on Rougier Street, will be converted to a Malmaison hotel featuring a sky bar on the top floor with views across to York Minster. The site will also have a restaurant, bar and gym. A single storey extension will be built on the land between the block and the Grand Hotel’s Rise Restaurant, Terrace and Bar. Scaffolding has now gone up on the outside of the building. The external perimeter access will be accessed via a full boarded, 15 lifts fully designed scaffold. All 15 lifts

will include sheeting enclosure due to shot blasting. The North East Elevation of the External Perimeter Access includes 8.01m bridge at lift 3. The scaffolding will include high visibility safety standards at pedestrian level on North East Elevation, North West Elevation an North East Elevation of External Perimeter Access. The scaffolding will incorporate 2.57 x 15 lifts stair tower, internal independent scaffolds the internal blockwork walls, loading platform and internal service shafts at 16 lifts high.
