Coming Apart at the Themes How Many Of You Actually Keep Your New Year’s Resolutions? A few years ago, I decided to change things up a bit and I’d create a theme for the year and stick to it. The year I started this magazine for example, was dedicated to “renewal.” There were a lot of changes and adjustments to be made, but at the same time a vision was being formed and part of that vision is what you hold in your hands reading right now. One of our themes was car washing and once a year we bring our annual Carwash Buyers Guide. While the independents continue to experience decline, the chains maintain relatively healthy growth despite a shaky economy and the industry remains stable and strong, especially in western Canada and southwestern Ontario. It’s a pleasure to be able to offer this popular section once again. Peruse the guide and you’ll discover something for everyone and please show your continued support to our advertisers and call them for advise on upgrades, renovations and new installations that you might be making to change the theme of your business in 2012. Meanwhile, our C-store section is open for business too and there are interesting changes afoot as Chip and PIN technology gradually becomes rolled out across the landscape. Frightening to some, a necessity to others, there are still a lot of questions that seem to remain as the deadline date gradually approaches. The change over may not necessarily be smooth folks, but it is necessary and its coming faster than you may realize. A constant theme running through this issue is the cost of everything. This point is driven home in Garratt Wootton’s insightful piece on equipment leasing and using logic to dig a little deeper Wootton hits a home run with his arguments in favour of leasing. All in all a pretty good package to kick your year into high gear. As ever, as always both my door and ears remain open to your feedback. Come to think of it, “opening doors” isn’t such a bad theme for the next 365 days…

Strength by Association When you’re one of Canada’s 25,000 convenience retailers it’s good to know you have a friend in your corner. That’s the view of Alex Scholten, president of the Canadian Convenience Stores Association (CCSA). He invites Canada’s C-store operators to see how much stronger the industry can become by joining. With a family background that includes four up-and-down decades in the C-store business, Scholten knows of what he speaks. “Back then there was no voice for the trade and when we had to bring a matter forward to government we had to do it with the voice of a single operator. The result is that we didn’t have much clout. With the CCSA, members have the

This view stems not only from his experience as a C-store owner but also his role as CCSA president. I should also note that I feel very fortunate that Rob Kadlovski at Nicholby’s has afforded me the time to be involved in this way.” Funk has been married to his “high school sweetheart” Evelyn for almost 36 years. “We just love living in the north end of Toronto,” remarks Funk. “We have four daughters, two of whom are married now. We have a one year old dog named Murphy and I golf and ski as frequently as I can but none of my friends have ever accused me of being an athlete and for good reason.” With a full schedule involving his new role with the OCSA combined with his own company and his work at Nicholy’s there may not be a lot of spare time for Funk to develop his athletic ability but members of the OCSA can rest assured that Funk is ready to fulfill his position as chair of the board and work on his list of things to accomplish on behalf of the association.

“Contraband is having a huge toll on our business through reduced tobacco product sales and, most importantly, in-store traffic, says Michel Gadbois, senior vice president of the Canadian Convenience Stores Association. “Smokers are a very important part of our clientele. They come more often and buy much more than just tobacco,” he says noting that smokers amid the $2.3 billion convenience store tobacco market buy 67 per cent more product in store and they shop twice the number of categories. In fact, the CCSA reports that Canada’s convenience retailers are taking a $700 million direct hit from contraband tobacco through lost sales on cigarettes and cigars. As well, the c-store sector is hurt further through the loss of more than $150 million in cross selling opportunities. In 2010, The Royal Canadian Mounted Police (RCMP) seized approximately 782,000 cartons/unmarked bags of illegal cigarettes, 43,000 kilograms of fine cut tobacco, 5,300 kilograms of raw leaf tobacco and 142,000 illegal cigars in Canada.

Between January and October 2011 the RCMP seized 517,000 cartons/unmarked bags of contraband cigarettes, 38,000 kilograms of fine cut tobacco, 2,200 kilograms of raw leaf tobacco and 945,000 illegal cigars. Across the country groups allied with organized crime are setting up shop to sell contraband tobacco, says Gadbois, adding that previously the locations were largely in Quebec and Ontario. Now this move has brought ‘smoke shacks’ to Manitoba as criminal elements begin a larger more national distribution of illegal cigarettes and cigars. Combating this move Manitoba government officials seized approximately 89,550 cigarettes from the Dakota Chundee Smoke Shop in the Pipestone area, a location just south of the city of Brandon that opened during the fall. On November 28, 2011 Manitoba Finance reported that its special investigations unit seized 54 cartons or 10,800 contraband cigarettes from the same location. A further six cartons of cigarettes were seized from two individuals leaving the premises. An official with Manitoba Finance told Convenience and Carwash

Canada that the cigarettes did not have Manitoba tax markings or stamps and therefore were not legal to sell or possess in Manitoba. This move by illegal tobacco sellers moved the CCSA to travel to Winnipeg in early December to help raise the awareness of this serious and growing problem. At the December 5th event Gadbois and CCSA President Alex Scholten pointed out that the Chundee Smoke Shop was selling to minors and offered media video evidence as proof. “This is now an issue for the Provincial Health Minister to address,” reported Gadbois. “These sites are run for the purpose of selling to non-aboriginal customers and they have few if any restrictions. Our membership on the other hand operate as the gate keepers for responsible service where tax bearing products are sold and regulations that seek to protect our children are upheld.” Addressing the full room at the news conference, Alex Scholten asked The Harper Government to step up and enforce the country’s laws. “We want to be constructive. gree of regulation in the tobacco industry due to years of social change. We feel turning a blind eye to contraband tobacco is counter to these changes and runs in the face of the challenges that have strongly impacted our industry. C-store retailers have been responsible and have incurred tremendous costs in the process. These contraband sites are making a mockery of the laws put in place to protect the public interest like advertising and display bans and restrictions on the sale of tobacco to minors – they pay no attention to them. This is not just and action must be taken to help an industry that contributes some $16 billion in taxes paid. ” Scholten would like to see the Manitoba Provincial authorities increase the pressure with more seizures done on a weekly basis. Here, the National Coalition Against Contraband Tobacco (NCACT) and the CCSA applaud the government of Manitoba for taking action to seize the cigarettes but cautions that inspecting smoke shacks is only one step in fighting contraband tobacco. “Smoke shacks like this make a mockery of government tobacco control regulations,” says Gary Grant, a 39-year veteran of the Toronto Police service and spokesperson for NCACT. “We need to make sure that these facilities are inspected to check that they are complying with all laws and regulations, including those for display, labeling, and the collection of government taxes. When they don’t, they should be shut down. Governments must also starve the demand for illegal cigarettes by targeting the supply. This means dealing with the 50 illegal manufacturing facilities that operate within Canada, increasing penalties and enforcement of smuggling, introducing licensing requirements for non-tobacco cigarette manufacturing materials, and improving coordination between different governments and police forces.” During February of 2011, the Manitoba Finance Special Investigations Unit made three unrelated and separate seizures in Winnipeg. On February 1, 240,000 cigarettes were seized 10 January | February 2012

from a self-storage unit and on February 10, 150,000 cigarettes were seized from a vehicle and self-storage unit. On February 21, 910,200 contraband cigarettes were seized from a vehicle and a private residence. “The contraband tobacco issue is extremely serious and increasing in Western Canada,” says Western Convenience Stores Association director Doug Hartl. “If there is no action taken, the contraband tobacco issue will continue to escalate.” Each carton of cigarettes sold in Manitoba brings in approximately $51.17 in tax revenue, says Gadbois. “Assuming conservatively that a new smoke shack sells 10 cases, or 500 cartons, a day, the lost daily revenue for the government amounts to $25,000,” says Gadbois. “Over a year that adds up to $9.3 million.” The RCMP, as well as provincial and municipal law enforcement and government representatives, is working to combat the issue of contraband tobacco in this country. “The RCMP has a Contraband To-

bacco Enforcement Strategy and is working together with government and non-government agencies to tackle this illicit trade,” says Sergeant Michael Harvey, Customs Policy Analyst with the Customs and Excise Branch of the RCMP. “The RCMP enforces the federal Excise Act 2001 but in each province municipal and provincial law enforcement and ministry of revenue officers enforce the provincial Tobacco Tax Act. We are all working together. For example, in Cornwall, the Cornwall Regional Task Force has officers from the RCMP, Ontario Ministry of Revenue, Ontario Provincial Police, Canada Border Services Agency and Cornwall Police working together and laying charges under provincial and federal tobacco laws. In Valleyfield, Quebec, the RCMP works with the Sureté du Quebec jointly to tackle the tobacco problem.” The number of illegal tobacco manufacturers fluctuates readily, notes Harvey. “It is estimated that there are over 60 illegal manufacturers in Canada and approximately 10-12 in the United


States that illegally supply product to Canada,” says Harvey. “Prices of a carton/unmarked bag of illicit cigarettes sell as low as $6 a carton. Compared to the legal cost on average of $80 a carton it is a real challenge to convince people that when they purchase the illicit tobacco they are financing organized crime.” Between May 2008 and May 2011 at least 56 organized crime groups of various levels of sophistication involving contraband tobacco were disrupted as a result of RCMP investigations across Canada, says Harvey. “According to the Criminal Intelligence Service Canada 2010 National Threat Assessments, 80 of 631 organized crime groups identified nationally were involved in the illicit tobacco trade,” states Harvey. “Of note, the majority of these tobacco trafficking groups were also active in other forms of criminality such as smuggling and distribution of drugs–primarily marijuana and cocaine and to a lesser extent synthetic drugs, hashish and prescription pills; the smuggling and distribution of other contraband–alcohol and firearms; human smuggling; vehicle theft; and financial crimes– such as payment card frauds, mass marketing frauds and mortgage frauds.” Realizing further success in the fight against tobacco demands that greater enforcement be placed on the illicit manufacturing process–from suppliers of raw materials to the illicit manufacturers to the large volume distribution networks, states Harvey. “While enforcement is a critical component of a comprehensive strategy to combat the illicit tobacco trade, enforcement alone will not eliminate the illicit trade and that is why we need to all work together,” says Harvey. “In going forward, other complimentary non-enforcement measures such as public awareness campaigns and strengthened controls over tobacco manufacturing must be evaluated.” The Government of Canada has committed to tackle contraband tobacco by establishing a new RCMP Anti-Contraband Force of 50 officers, notes Harvey, who says this will build on the progress made since the introduction of the RCMP’s Contraband Tobacco Enforcement Strategy in 2008 to implement additional enforcement measures specifically targeting cross-border smuggling and illicit manufacturing processes. The Conservative party’s 2011 campaign platform “Here For Canada” refers to contraband tobacco as a massive black market industry that results in huge losses in revenue. It also states that contraband tobacco makes it cheaper and easier for children and teenagers to start smoking. Gadbois states that the federal government’s

publicity campaign has produced few results and that governments have created the right conditions for contraband tobacco to resurface over the past decade by raising tobacco taxes to record heights while letting illegal smoke shacks operate freely on Native reserves in Ontario and Quebec. He adds that several provincial governments, “notably in the Maritimes and Western Canada, have ignored common sense and chosen to increase tobacco taxes at a very bad time.” Gadbois is calling on governments to become much more determined and mobilized against contraband tobacco. “So far, we see politicians leaving this problem to the police and RCMP who will never have the necessary resources whereas it has much more implications financially, socially and so on,” says Gadbois. “The government could devote more resources to strengthen border security and stop the on-going flow of smuggling by boats. They could invest in advertising campaigns, something that they have never done, to tell Canadians about the dangers. They could stop licensing Native manufacturers who sell their products to illegal smoke shacks. They could also pay more attention to the problem by initiating parliamentary commissions for instance, something that has just been done in Quebec, which is the first time such a review has been done in Canada since the problem resurfaced.” With more than 50 illegal manufacturers and 300 illegal smoke shacks, the criminal contraband infrastructure is currently strong enough to supply a majority of smokers in Canada, says Gadbois.

With the addition of ethanol blends and biofuels it makes for some very interesting product mixes and performance issues that are directly related to fuel storage. Increased awareness of MIC (microbiological internal corrosion) and its effect on metal tanks has owners, lenders, and risk and environmental managers concerned about the inside of their tanks. Are you building? If you have already chosen a fuel supplier, they may assist you with the logistics of your business. Otherwise, your money will be well spent on an industry specific design/engineering company or a consultant who will review your ideas and plans. They will tell you what size of tanks you need, where to locate your tanks and where to locate your pumping or delivery islands. They will recommend the industry contacts and contractors and will provide their advice as to product and services selection. You do have choices in regards to new tanks. Today’s market offers steel tanks that are coated, jacketed or wrapped to protect against external corrosion and fibreglass tanks that are corrosion free inside and out. In most Canadian provinces and jurisdictions double wall tanks have been legislated although there are still a few that permit single wall tanks. As a result of the added security and piece of mind that corrosion resistant secondary containment provides, double wall fibreglass tanks have become the standard of most Canadian oil companies, fuel retailers and environmentally conscious organizations. Unlike everyone else that knocks on your door I am not going to try to sell you a load of expensive equipment and a false sense of security so you can feel safe at night. I’m telling you right now to forget everything you know about operating your site and listen to this: a. The price of gas is extremely high and everyone hates you for it b. You are most likely losing close to $2,000.00 on every million litres you pump c. Your leak detection system will most likely not work and you could lose everything you own You can do one-of-two things at this moment. 1. Run as far away as you can (I recommend running somewhere warm in the winter season!) 2. Stop giving away your gas and properly monitor your site to protect your investment and future and make everyone think you are the most honest retailer around. Okay, so if my methodology is correct the only people left to read this sentence are the ones that are interested in what I have to say: A proper fuel management and leak detection program is not a cost. It is an investment in your future, and if you design and manage it properly it will provide a return on investment. Think of your new leak detection program like a sandwich: you can pick any kind you like as long as it has two pieces of bread. First thing you need is the bottom slice, which I like to call leak detection. If you try to make a sandwich without a bottom slice you may be crazy as

For example: As of 2005 over 450,000 tanks were confirmed to be leaking in the U.S. You’re crazy if you think it can’t happen to you. You can use any kind of bread you like for your sandwich however, I recommend a chapati bun because they are so good and they are shaped like a perfect little triangle. For your monitoring system I recommend using one of the three most common, including secondary containment. If you don’t have it already, this system requires that you remove your current system and install a full double wall tank and piping system.

Secondary containment system (double wall) For any of you who think you have a double wall system because the person you bought the site from told you that, you may be crazy and should have your head/site inspected. If you know 100 per cent you have a double wall tank and line system and have never had the system inspected..... You guessed it.... crazy! A secondary containment system is only as good as the single wall sumps and monitoring system which are supposed to alert you to a problem. Don’t think for a second it’s some kind of foolproof magical system with fairies inside making sure that everything is working wonderfully and you’ll never have a problem. If you think I’m over exaggerating you’re crazy… I hear it at least once a week! (No I don’t hear fairies)

Secondly, as an alternative to the first you can effectively monitor your single wall system with one of the following:

Electronic monitoring If you have a fancy electronic box on the wall and think that box has all the right parts and programming to monitor the site secretly behind the scenes...you may be crazy. Most likely it is just dipping your tanks real fancy-like with typed numbers on that cash register paper which I would never want to use in an emergency. Unless the electronic monitoring system provides you with a report that says “pass,” there is absolutely no leak detection test taking place. Further, even if it’s doing a leak detection test on the tank you may be crazy if you think the piping is being monitored (where most leaks happen).

WHAT KIND OF PIPING DO YOU HAVE? a. Suction system: This means if you have ever opened up the front cover on your pump you will see a rubber belt and a motor....If you have never opened up the front of your pump you’re crazy! Unless you have electronic leak detection equipment in the sump you should check inside on a regular basis to ensure there is no product leaking from mechanical joints. Anyway, the electronic monitoring system you installed for you pump doesn’t cover your single wall suction lines unless you paid a ton of money for the gold-plated platinum edition which would include upgrading your pumps and POS system to conduct a continuous statistical inventory leak detection test (CSLD). b. Pressure system: This means you have a pump called a submersible turbine pump (STP) at the tank which sucks the product out of the tank and pushes it to the dispenser. In layman’s terms you will have an approximately two- foot round diameter circle or a 2 x 2 square in your parking lot. If you have one of these you have a pressure system which I am 90 per cent sure is not being monitored by your electronic system. If it is covered by your monitoring system you would know because most likely the alarm is going off all the time.

Statistical Inventory Reconciliation (SIR): This is a third party system which uses mathematical and statistical laws to monitor your tanks and lines, however not all systems or vendors are the same. Make sure you use one that is certified as a leak detection test. If you think that dipping your tanks and subtracting the fuel you sold that day is the same as SIR you’re crazy! If you are a vendor of this service and think that you can do an accurate statistical method of leak detection with historical data and no record of calibration or compliance testing… you’re crazy! Enough of the bottom bun… Let’s get to the meat! Or for vegetarians or vegans, I recommend the Portobello mushrooms because I don’t believe anyone can really say

they like a tofu sandwich (tastes like dirty socks). Actually, If you like tofu maybe you should stop reading my article. Meat lovers continue. Think of the gas at your site like the delicious centre of your sandwich and you would bite someone’s finger off if they tried to take it. You need to make sure that where the gas leaves your system there is no error. I talk to people everyday who spend the majority of their time wondering when the best time to buy fuel is...they are constantly watching the rack price of fuel to try and time or determine when the price will be low and they can fill their tanks...they are neurotic about this! On the other side of the patty, they have no idea that they are giving fuel away...crazy! They have: No idea when their pumps were last calibrated Think that Measurement Canada did it for them. (Measurement Canada does not care if you are losing fuel. As long as you are within a LARGE tolerance they will do nothing and move

on. If you are outside the tolerance or a majority of your pumps are shorting the consumer they will put a bag on the nozzle and tell you to have it calibrated. Tell me that they had new pumps installed recently (usually means a year or two) FYI... new pumps wear quicker than old pumps. In layman’s terms, you need to stop pumping away your profit. If you sold gold for a living you would ensure the scale is accurate so you know that the gold quantity you buy and sell is accurate.

Calibrate your pumps! The absolute most basic leak detection method of manual reconciliation to the most expensive electronic system will not work unless the pump meter calibration variable is removed from the equation. If that still doesn’t make you want to immediately pick up the phone and call the person with the ad associated with this article (me) I have something else to tell you. The federal

government just passed a new law called The Fairness at the Pump Act, itself an amendment to the Weights and Measures Act, which requires that you have your pumps certified every two years by an approved provider. In conclusion, no sandwich is complete without the whipped cream. If you thought I was going to say the top bun you need to think more about presentation. Don’t be pigeonholed by the norm and think that this leak detection and calibration thing is just another expense for your business. A proper leak detection and calibration program will make you feel good because you are helping to protect the environment... it is important! You’re still crazy! A good leak detection and calibration program will provide a means of protection against the unthinkable leaking system and optimize the performance of your business. Your inventory loss rate is going to go down (for most–you will finally know and track your loss rate) and your customer throughput is going to go up because you are the most honest retailer around with that nice fancy Measurement Canada sticker on your pump! The day has finally arrived… those two rusted old pumps in front of my store need to be replaced and I’m in desperate need of a new Point-ofSales System (POS). After contacting a few of the equipment suppliers I found in this magazine, it turns out my new equipment with installation is going to cost me roughly $58,000. That is more than I make in a year! A younger and less educated version of me would have kicked the stones and gawked at the number. “I know those new pumps will make my station look more appealing to my customers, and the POS system will save me close to eight hours of inventory counting each week but I am not prepared to spend $58,000…I would, but it is going to take me two years to save up enough money just to purchase the equipment.” So the penny saving begins. I am now putting away $5.00 from every sale I make so that way two years from now I will hopefully have accumulated enough funds to purchase the pumps and POS system my location needs. Twelve months into saving, one of my

rusted pumps stops working completely. I can now only pump half as much gas as I used to and it is going to take me an additional six months to reach my $58,000 target. If only there was a better option….

Who’s in Your Wallet? Credit Card Canada pays some of the world’s highest transaction costs for credit cards. Do you know who’s in your wallet?

It’s fair to say that few Canadian merchants believe they are paying reasonable prices for card services. Until recently it was difficult for merchants to even learn just how much they were paying, period. Moves by The Retail Council of Canada (RCC), The Canadian Convenience Stores Association (CCSA) and The Canadian Federation of Independent Business (CFIB) have now pushed the Bureau of Competition Policy and the federal minister of finance to review the fees banks and card companies like Visa and MasterCard charge for services such as credit and debit. Canadian small businesses pay among the highest credit card processing fees in the world. These fees are about one-and-a-half per cent-tothree per cent of the transaction per sale. for “premium” credit cards, like Visa Infinite or MasterCard World Elite are even higher. Consider that merchant credit card fees for a $400 sports jacket purchase could be as high as $12. The same purchase would see much lower fees (0.12 cents) if customers paid by debit card, which is operated by Interac, a non- profit organization that manages Canada’s low, single-fee debit system. The transaction fees are eventually fed back to consumers because these get embedded into the purchase price over time and Canadians end up paying for borrowing costs whether they use a credit card or not. Last year, following strong lobbying on behalf of Canada’s small business owners, Finance Minister Jim Flaherty announced a finalized Code of Conduct for the credit and debit card industry.

According to groups like the CFIB and the Canadian Council of Grocery Distributors (CCGD), this Code will help increase transparency and restore fairness to small businesses and consumers in their credit and debit card transactions. David Wilkes, senior vice president CCGD, says “The PAC (Payments Accountability Council) remains focused on three key principles needed in the Canadian payments system. There is a need to provide clarity for both consumers and merchants. There is a need to provide merchants with effective tools to manage costs associated with debit and credit cards. Further, there is also a need to ensure that the costs built into the system through loyalty and other programs are paid for by those who introduce and benefit from these costs”

Principles in the Code: • Requirements for more transparency and information disclosure about transaction costs • Proper notice provisions to merchants about contract changes and an ability to exit a contract without penalty • Issuance of premium cards only on request • Ability for merchants to offer a variety of discounts for cash or debit • Provision banning competitive cobadged cards • Disallowing negative optioning In another move to assist merchants with high credit card fees, the CFIB launched a campaign that asked customers to consider paying with cash or debit. Within the Code of Conduct, banks were obligated to offer Canadians Interac services if they wished to provide a standalone debit card to go along with their credit card.

Caveat Emptor Banks are now seeking to offer their own debit brands outside of Interac. CIBC recently launched a new card that offers both Visa credit and debit products in addition to Interac debit. After questions were raised, CIBC indicated that all Canadian debit transactions would be run through 26 January | February 2012

the Interac network and its 0.12cent fee. Online and international purchases however, would use the Visa debit and its higher fee structure. This would mean that some Canadian merchants conducting business either online or over the phone, could not know if they were paying higher fees. Now, thanks to the Code, higher fees are only charged if the merchant specifically requests it from the service provider. Furthermore, Dan Kelly, the CFIB’s senior vice president of legislative affairs says, “The Bureau is calling for the Competition Tribunal to strike

This followed complaints from merchants who reported being gouged on for among other things, excessive fees on leasing equipment and misleading information on exit penalties. While C-stores are not in a position to cease using a major point of convenience for Canadians, says CCSA President Alex Scholten, the credit card and debit fees have to be in line with services offered. “If there are higher fees to be paid by operators they should receive some of the benefits. This is not happening with the premium cards where the cardholder gets to book flights and the merchant gets to pay more for the sale.” The CCSA reports that 20 per cent

He points out that premium card users tend to be in higher income brackets. “These premium card customers are just the ones a retailer wants to see. They spend more frequently and their purchases tend to be larger.” Still, the merchant should be able to decide if they want the added expense and should be free from contracts that gouge and misinform. Certainly change is in the wind. Will Canadians use less plastic when they go out to shop? Not likely. Will operators get a better handle on high credit card fees? “Yes,” says Scholten. “But operators must stay vigilant and let banks know they have to be more responsive to the needs of small business.”



When Chip & Pin Come to Town With 60,000 ATMs staring down massive change to their technology systems by the end of next year, stakeholders need to be aware of some critical shifts in behavior and responsibility.

With 60,000 ATMs across the country needing critical upgrades to comply with new security features required by The Interac Association of Canada by the end of next year, the countdown is now on to meet that fast approaching target. Currently, debit and credit cards carry a magnetic strip on the back of the cards, which harbor sensitive data that identifies both the customer and their personal identification number (PIN). However, this has proven relatively simple to copy and counterfeit. Once thieves obtain this data, they can deplete the ATM customer’s bank account faster than an ATM can dispense cash. To combat this, two new security features, Europay MasterCard Visa (EMV) and Encrypted Pin Pad (EPP,) will now be required on all ATM machines and POS terminals.

EMV has been on a global uptick, as thieves get smarter, using both stealth hardware and physical tactics to steal money from bank account holders. Skimming devices have popped up across Canada at alarming rates. In 2010, Interac reported $119 million lost to debit card fraud. While this only accounts for one per cent of cash transactions on their network, it’s a cost Interac would no doubt like to pass along to the merchant. And by employing the EMV upgrade in Canada, the liability will shift directly to them. Canadian banks seemed to have both the means and strategy to implement this upgrade quicker than non-deposit ATM companies (often referred to as “white label” ATMs). As of December 31, 2010, Interac reported that 96 per cent of deposit-taking ATMs were already upgraded to be EMV-compliant. To the ATM user, this means marginal change in how they complete their transaction. For the ATM owner however, it can equate to thousands of dollars in fraud charges or being denied transactions, rendering the ATM useless. Since the first chip debit card transaction occurred in 2008, financial institutions have taken the brunt of the burden to comply with EMV (called CHIP and PIN technology in Canada). The changeover to EMV is a small microchip embedded in debit cards, which stores and processes data, creating an added level of protection for the consumer against skimming or counterfeit cards. This requires hardware and software upgrades to older ATMs, and is not a kit that the store-owner can purchase and do on their own. Deadlines, costs and requirements differ from POS-to-ATM; credit card-to-debit card, and merchant-to- issuing bank. To try to simplify what it means for merchants, we’ll target each product separately.

Interac ATM Transactions All non-deposit taking ATM companies claim they are on track for 100 per cent completion by December 31, 2012. This is positive because there is a significant loss in revenue if they aren’t. When the ATM is not upgraded, it is turned off.

The deadline to comply for Interac transactions at the ATM is December 31, 2012. After that time, no transactions will be processed on the network, rendering the ATM effectively useless. Magnetic strips will continue to be carried on the back of the debit cards for use in other countries that do not employ EMV, but will no longer be accepted at ATMs within Canada. Currently, if an ATM is not upgraded to CHIP and PIN on the Interac network, the issuing bank (also called “acquirer”) is responsible. The upgrade comes by way of software and hardware to the actual ATM terminal. The cost to upgrade can fall on the merchant, although sometimes the ATM provider will cover the costs, CONVENIENCE & CARWASH CANADA

which range from $1,000-to-$1,500. Can Do Cash, with a fleet of approximately 850 terminals, charge customers $1,200 to upgrade and report 100 per cent of their customers have to be migrated to EMV technology. Constantine Jeha, VP of sales and marketing, cites “parts were a problem as there was a shortage from the manufacturer”. On the other hand, DirectCash Payments Inc, Canada’s largest white-label ATM company, with over 8,000 ATMs on their network, charge only merchants that own the machine, though they do offer a payment plan. Jeff Palinka, the EMV project manager, employed a specialized team of EMV technicians to handle the number of upgrades and locations across Canada. “We were strategic as we could see this migration coming based on other countries.” Their hiccup to comply, he admits “was minimized given we started deploying EMV upgradeable ATM terminals years ahead of our competitors.” With only 125 ATMs, the smaller firm JackCash is bearing the upgrade costs. Director of JackCash Michael Sainchuk, acknowledges “the two biggest challenges have been time and the money involved. Each machine can cost as much as $1,000 to upgrade. As a small, growing company, being forced to meet this standard has come with a large investment into just maintaining business.” All non-deposit taking ATM companies claim they are on track for 100 per cent completion by December 31, 2012. This is positive because there is a significant loss in revenue if they aren’t. When the ATM is not upgraded, it is turned off. This means no transactions can be processed. 32 January | February 2012

ATM processors had to be at 50 per cent compliance by December 31, 2010 or face fines of $100 per terminal by that date, and increased to $500 per terminal in 2011. Some terminals (typically older models) can’t be upgraded, due to incompatible hardware and software. In this case, the merchant has two options: a) purchase or lease an EMV-compliant ATM, which may or may not require a new processing contract, or b) stop processing on December 31, 2012, which may be in breach of contractual obligations with the ATM provider. Two of Canada’s largest ATM manufacturers, GRG International and Triton Systems, have prepared for this migration given their activity in other countries already EMV-compliant. Vern McLean, the Canadian sales manager at Triton, warns “their main concern is the last minute crunch as a lot of ISOs are waiting until the end of the year to finish their EMV upgrades” order the required parts are their biggest challenge. “Some customers are virtually completed with their upgrades while others are just starting” says McLean . This will lead to a mad rush to get an adequate inventory of hardware and a sufficient number of ATM technicians to deploy the upgrades. To the end-user, the newly upgraded EMV terminals will mean added safety. To complete a transaction with a CHIPenabled card, the card will be held in the reader while the transaction is being completed, instead of swiping. Most issuing banks have already rolled out CHIP cards to their customers, and it’s simply a change in habit in inserting versus swiping.


In Summary Customers will find their confidence in the payment systems increasing with EMV compliance. You should have already been contacted by the processor of your ATM machine to determine if your terminal is upgraded or requires an upgrade. If a new contract is required, make sure you read it thoroughly and understand all the costs or fees associated with the new agreement. It seems fair to warn that if something comes for free, there are corners cut to recoup the cost. Failure to comply with the mandated upgrade is more than just your ATM no longer processing any transactions. You may still be bound to the terms of your contract you have with your ATM processor. Remember that there is a timeline for completion, and as it nears, parts and service will become a barrier. Depending on how much traffic your ATM sees, cleaning should be once a week for card readers for high-volume transactions, and at minimum once a month.

Credit Card ATM Transactions While EMV was developed by Europay, MasterCard, and Visa, they are not the body requiring the ATM machines to be upgraded. They are simply making the recommendation. In doing so, they have shifted the liability in 2010 for any fraudulent charges to the merchant or “owner” of the ATM. Prior to this, it was the cardholder who was responsible for the loss. C

New Trends in Fireworks The best show in town just got bigger and brighter As a supplier I have enjoyed selling the amazement and wow of fireworks. Customers use fireworks several times a year and want the best show that money can buy. They are also becoming more sophisticated in their buying styles and use the latest technology to help them out. In this article I’ll highlight a few of the growing trends and give you a snapshot of how suppliers are expanding their product lines and using the latest technology to offer customers the best buying experience.

Expand the Variety of Effects Fireworks explode in many different ways. Every effect looks different but recently, more have been added to the firework makers palette. Manufacturers have also learned to use a combination of effects to produce the best display in a consumer item. You’ll see fireworks that spin, whistle, pop, spark, bang, and even swim! Every effect has a name to it. In multi-shot cakes there are a few new effects. “Timed Rain” is a new crackling effect. Another new effect that until recently, was only seen in professional fireworks is called “Falling Leaves”. These are small pieces of paper that burn various colours. They’re given this name because of the falling leaf effect that’s created as the paper slowly floats down. It’s a very calming effect! Low level fountains have a variety of sparks with their own labels ranging from Pine to Chrysanthemum, each one producing an effect quite different from one another.

Lower Priced High Performance Items Suppliers are working hard to give consumers the best bang for their buck. There has been a steady increase in lower-priced firework products and you’ll find several multishot cakes, comets, bombshells, and fun novelty products all introduced in the past year with a lower price point. Regardless of whether the customer has just a few dollars or hundreds, there are products to suit their budget!

Shaped Fireworks Attracting consumers to buy the plethora of fireworks is not an easy task. Through the years label designs have evolved to be bright and fun so that buying fireworks is almost as fun as shooting them off! There are a few suppliers who started to change the shape that the firework comes in. Until recently multi shot cakes were only available in cubic or rectangular packaging. They later became available in triangle-and-X shapes. Now they have new exciting firework shapes that include battleships, cats, ghosts, UFOs, and even a deck of cards(complete with club, heart, spade, and diamond shapes), castles, Roman theatre, carved pumpkins and more! With every different shape comes a performance that’s very different from one another! There are faces that strobe, battleships that explode in the air and cats that breathe fire. It’s just as exciting to sell these as they are for customers to use!

QR Codes You’ve likely seen these magical little funny square codes all over the place but never realized what they were called. Quick Response (QR)Codes can be scanned with a smart phone and link the consumer to a phone number, website, etc. They can be seen on billboards, advertisements, vehicles, store front windows, business cards and on consumer products. Fireworks are starting to become available with the QR code so that all a consumer needs to do is scan the code on their smart phone and watch the video of that firework! Customers get to evaluate the product before they buy, ensuring that they buy with confidence and have a great show. There are up-selling opportunities as customers will convince themselves to buy the bigger item. Customer service is even easier as you won’t need to spend time selling the products as the customers will already know what they do!

Novelties–Lower Energy Products Backyards in small communities may not have the room required by some fireworks. Suppliers have met this demand by creating lower energy products that use less height in their performance and therefore don’t require as much horizontal space. Fountains have been dramatically improved with a wide variety of awesome ground effects, enough to satisfy even the biggest firework connoisseur. There are small single-shot items resembling Halley’s Comet or single-shot bombshells that resemble the larger ones. There are even smaller ground use items that include miniature moving novelties! It’s amazing how much fun is packed into such a low energy novelty item!

Other Growing Trends in Fireworks Customers and retailers are all about making the sale cycle quick and easy. Family fireworks packs are pre-assembled shows designed to a particular price point. Distributors are introducing a larger selection of family fireworks packs in different price points to combine the ease of buying with the convenience of a preassembled fireworks show. 금융업계에서 1년넘게 신기술로의 이 전을 위한 준비기간이 있었고, 현재 캐 나다 전역에 배치된60,000대 이상의 ATM기계를 개선하는 것은 간단한 일 이 아니다. 캐나다 Interac 협회( Interac Association of Canada)의 규정에 의해, 모든 ATM 기계와 데빗 (판매시점 관 리 시스템-POS) 단말기들을 두 개의 새로운 보안 기능을 갖춘 기기로 업그 레이드(개선)해야 한다: EMV (Europay MasterCard Visa)와EPP (암호화된 비밀 번호 입력 패드)이다.

CHIP 을 이용한 카드로 거래를 완 료하기 위해서는 거래를 완료하는 동안 에 카드를 긁는 게 아니라 판독기에 카드 를 삽입해야 한다. 대부분의 발급 은행은 이미 손님들에게CHIP카드를 제공했으 며, 단지 카드를 긁기보다 판독기에 끼 우는 것으로 습관을 변경하는 것이다.
