Robert Joe Hammer
Robert Joe Hammer passed away Sunday, October 16, 2011 at his home with his wife and daughter in attendance. His son, Jonathan, arrived as soon as possible from his home up north. Joe is survived by his wife, Naomi; his daughter, Elizabeth; and his sons, Jonathan, Joe Jr. and Richard Hammer. He is also survived by his siblings, father, numerous nieces, nephews, cousins and granddaughters, Alexandria, Keisha, Natashia, Audrianna and Nakita, and a grandson, Russell. He was a widely traveled minister all of his adult life. He loved to garden and hike in isolated natural places as well as raise animals. He loved to help people in any way that he could. Griffith - Bulman Mortuary assisted the family.

Michael D. Noriega Michael “Mike” D. Noriega passed away on Oct. 23, 2011 in Mesa at the age of 51. He was born on Jan. 31, 1960 in Ray. He is preceded in death by his father, John Sr. and his brothers, Frank and Victor. He is survived by his daughter,
Jennifer; mother, Martha (Pablo) Yanez; brothers, John (Kathy) and Pat (Christina): nephews, David, Colter and Collin; and nieces Michelle and Cheyenne. A memorial mass will be held at 10 a.m. on Oct. 28 at St. Francis of Assisi Catholic Church. Interment will follow at Fairview Cemetery. Angel’s Cremation and Burial, Mesa, assisted the family with arrangements.

She was transported to Globe and booked into the Gila County Jail. Oct. 23 A 15-year-old male juvenile was arrested for burglary, criminal trespass and criminal damage. He was transported to Florence and booked into the Pinal County Juvenile Detention Center. A 16-year-old female juvenile was arrested for disorderly conduct/serious disruptive behavior. She was transported to Florence and booked into the Pinal County Juvenile Detention Center. Other calls included nine ambulance runs; three information reports; two open door reports; one agency assist; and three noise disturbance reports. Verbal warnings issued included one for a headlight violation; two for speed; and one for a brake light violation. Citations written included one for speed; one for no proof of insurance; and one for waste of finite resources.

Arizona Water Company requests water rate increase By Mila Lira Recently the Arizona Water Company advertised that it was requesting a water rate increase as required by the Arizona Corporation Commission. This rate increase will affect customers in Apache Junction, Superior,
Miami, Bisbee, Sierra Vista, San Manuel, Oracle, Winkelman and SaddleBrooke Ranch. In its application and notice of hearing, Arizona Water is requesting a $5,268,560 increase in revenue which is a 25.68% increase. Arizona Water
is requesting this increase to allow the company to fund the consolidation of the Bisbee and Sierra Vista water system into the Cochise Water System and also consolidate the San Manuel, Oracle and Saddlebrooke Ranch water system into the Falcon
Valley water district. The consolidation of these districts will allow for all the residential and commercial rates to be at the same rate. Its request, if approved, will allow the company to renew the arsenic cost recovery mechanism
(ACRM) for the Sedona and Eastern group water systems. The eastern group water system serves the areas around Apache Junction and Superior. This mechanism allows the company to fund the improvements to the arsenic removal systems

Southeast Arizona Land Exchange to have hearing in full House By Mila Lira Resolution Copper may finally get a hearing in the full House of Representatives this week on the Southeast Arizona Land
Exchange and Conservation Act of 2011 Bill H.R. 1904. The House of Representatives rules committee met on Monday, Oct. 24, to review any
amendments to the bill and was expected to set a time for the hearing to be held which is expected to be held on Wednesday, Oct. 26. This is the first time the
Southeast Arizona Land Exchange and Conservation Act of 2011 will receive a hearing in the full House of Representatives. Congressman Paul Gossar
introduced the land exchange bill into the 2012 Congress earlier this summer and has been working diligently with his Congressional colleagues to ensure the bill receives
prompt hearings in the House. Copper Area News will keep readers apprised of the hearings as information becomes available.

Staff votes ‘No Confidence’ in CAC President, Jenkins; Board to investigate By Mila Lira Last week, the Pinal County Community College District Governing Board met at the Signal Peak Campus for their monthly meeting in a packed room full of concerned faculty, staff and Pinal County residents. The October meeting had a bit of twist to it as the faculty, technical and maintenance constituency staff groups of CAC voiced their recent votes of no confidence in the current college President Dennis Jenkins during his report to the board.
Board President Gladys Christensen explained during the meeting that they would take comments from the public regarding their concerns but asked that staff not read letters that were already submitted to the board. She indicated that the board had read all of the letters prior to the meeting. Several members of the staff spoke publicly of their concerns that the college is not being led in the right direction. Many of the comments made by staff addressed accusations of the
President being a tyrant to work with, unfair hiring and firing practices, numerous violations with the Environmental Protection Agency (EPA) and Occupational Safety Health Administration (OSHA) for the disposal of chemicals in the science and chemistry departments at CAC. Several staff members and residents of Pinal County expressed concerns that the college was in jeopardy of losing their North Central Accreditation. There were a few comments of support for President Jenkins: one
comment was from a staff member and the other was from a resident of the City of Maricopa. Following the public comments during the open meeting the board adjourned to an executive session. The Board remained in Executive Session for several hours. Upon returning to open session the board made a resolution to begin an investigation into the allegations. In the resolution the board made it clear that they have full confidence and support in the President.
The resolution also stated that the board is not comfortable that they have all the facts on the allegations and they have asked Jim Kimsey to conduct a complete investigation into the matters. The investigation will come with limitations and specific direction from the board as addressed in the resolution. The investigation won’t
question the qualifications of the President the board stated that they have already addressed those concerns. The investigation will not look into any allegations that have been made that occurred prior to Jenkins becoming the current President at CAC, and the investigation will only be on the alleged policy See CAC, Page 12

Pinal County Supervisors choose redistricting map By Mila Lira The Pinal County Board of Supervisors recently approved a new redistricting map that will affect all residents in Pinal County. The Copper Corridor will see a few changes but for the most part the region remains intact with only the southernmost part of the region being moved into a new district. The 2010 Census numbers showed that the
population of Pinal County is at 375,770 residents. Because of this population increase, the county is required by law to add two new supervisor districts. Pinal County Elections Director Steve Kiser explained to the board that he had conducted nine different public meetings throughout the county to get feedback from the public and that the county provided opportunity for residents to submit their
comments on the proposed redistricting maps online. Originally there were three map options available for public comment. After the public comment meeting and review of the online comment submissions, map three was the most agreed upon by the public. Residents in Coolidge, Queen Valley, Queen Creek and San Tan Valley made several requests and most of those requests were able to be

charges for wastewater services. Rates will increase to a minimum of $25 per month and will increase by $5 every 90 days until
New faces seen at Hayden Town Hall By Mila Lira The Town of Hayden voted at their October meeting to hire the first Town Manager the Town has ever had and also appointed an interim Police Chief. Bill Leister was officially approved as the Town Manager during the meeting. Leister comes to the Town of Hayden from Central Arizona Association of Governments where he was employed as Transportation Planner. The council accepted the resignation of Police Chief Monty Antcliff. With the resignation of Antcliff, the council voted to advertise the job opening for the Police Chief position. The council will advertise in the local papers as well as the Arizona Daily Star and the Arizona Republic.
State laws require that municipalities with police departments have a chief of police; the Council appointed Scott Gillan as the interim police chief. Hayden police officer Juan Alvarado was also terminated by the Council following an executive session regarding his employment. The council voted five in favor of the termination. Mayor Monica Badillo voted no and Councilmember Rhonda Cooper abstained from the vote. Alvarado waived his right to have his personnel issue heard in public session. The Town of Hayden passed a resolution of support to the Independent Redistricting Commission to keep Rural Arizona Together. This initiative has been spearheaded See Hayden, Page 6

Districts: District One which has primarily been the eastern edge of the county affectionately known as the Copper Corridor remains in District One and includes Superior, Kearny, Winkelman, Mammoth, San Manuel, Oracle, Florence, Coolidge areas around Eloy and all the areas in between. SaddleBrooke will be moved into the newly formed District 4 which will also include Marana, Maricopa and areas south of Eloy. District Two consists of Queen Creek and
San Tan Valley. District Three includes Apache Junction, Gold Canyon and Queen Valley. District Three includes all of Casa Grande and the Gila River Indian Reservation. Officials for the five Board of Supervisor districts will run for election in November of 2012 and the new supervisors for will take their oaths of office in January 2013. October is Fire Prevention Month; Winkelman Fire Department to host open house October is Fire Prevention Month and fire departments around the country are inviting people to explore the Fire Department and learn fire safety tips. This year, the Winkelman Volunteer Fire Department will be hosting a free Open House on Saturday, Oct. 29, at 2 p.m., at the Fire Station located at 101 West Third Street. Aside from visiting local fire stations, one can find quite a bit of information on fire safety and fire prevention online. The council approved the purchase of a golf cart for $700, the purchase of ammunition in the amount of $1,031, the purchase of a garbage packer for $150,000 and also approved repair to the dump truck which will cost $3,100.

Kearny to hold council elections By Mila Lira The Mayor and council recently voted unanimously to call for an election and also authorized Pinal County to provide election services. The two year term of
Mayor Debra Sommers and the four year terms of councilmembers Sheila Stephenson, Henry Martin and Cheryl Chiquete will end in June 2012. Those seats will be available for election.
Residents wishing to run in the upcoming council election can pick up a candidate packet at the Kearny Town Hall starting on Nov. 14. Those packets will need to be returned by Dec. 14. The primary
election date is set for March 13, 2012 and the general election if needed will be held on May 15, 2012. The Town of Kearny will pay Pinal County Election Services $8,200 to handle the election.
The cost includes ballots, tally official results, use of election equipment, create an election board, provide registers of qualified electors. The fee will also cover the costs of personnel, election
material and other supplies. Residents of Kearny who are not already registered to vote must be registered by Feb. 13, 2012 in order to be eligible to vote in the upcoming election.
Town of Kearny adopts capital projects for 2011-2012 By Mila Lira At the October meeting of the Kearny Town Council, the council adopted a list of priority capital projects for the Town. The top 10 capital projects in priority order are: • Replace five fire hydrants; • Continue swimming pool repairs; • Purchase a new fire truck; • Purchase water rights; • Water quality improvements at the Kearny
Lake; • Park playground equipment; • Sewer cleaning equipment; • Rail and Copper Park restroom facility; • Street sweeping equipment; and • Maintenance to the streets and sidewalks. In his report to the Council, Town Manager Gary Eide reported that the number one project from this year, which
was a new a water well, received funding through Community Development Block Grant Funds (CDBG) and is in design. The project is expected to be bid on by the end of the year. He also reported that significant improvements have been made to the swimming pool by ASARCO and their contractors last year. Eide also shared with the council that there is loan funding available to
purchase a new fire truck but cautioned that council that repayment from the Town general fund could be challenging especially due to the loss in population. He also said that staff has made some progress in the conversations with ASARCO and other parties on acquiring water rights which is priority item five on the list. In other business the council approved an
amendment to an existing intergovernmental agreement with Pinal County for building service and approval of agreement for installation services. The amendment was necessary to amend the current IGA with the county because the Arizona Department of Fire, Building and Life Safety Office of Manufacturing have the authority to inspect modular homes
prior to the home being installed. The county will no longer be responsible for inspecting modular homes or factory built homes. The construction inspections of those homes are approved by the state agency prior to being sold to the purchaser. The council also approved road closures for the Great Pumpkin and Electric Light Parade events hosted by the Copper Basin Chamber of Commerce.

Lady Lobos return to action; playoff status teeters on outcome of Tuesday’s Globe game By Nolberto Waddell After a two week break from volleyball action, the Lady Lobos returned to the court with three games on their schedule and every one of the games crucial in their effort to return to the state play-offs. The first match after their lay-off was a varsity only match against the Lady Eagles of Imagine Prep School of Coolidge. It also was an evening when the studentathletes participating in football, volleyball and spirit line honored their parents with Parent’s Night festivities. The match against the Lady Eagles was a big mismatch with the Lady Lobos destroying the Eagles in the first set with their hard serves. The final score in the set was 25 to 2. The second set started out close before Marlisse Perez went to the line with a score of 9 to 6 Lobos. When her serve was finally broken the Lobos sported a 22 to 7 lead on their way to a 25 to 7 second set win. The Lady Lobos swept the match taking the third set with a 25 to 9 score.
The Lady Lobos boarded the bus on Wednesday, Oct. 19, for a trip to Superior to take on the Lady Panthers in another important match for the Lady Lobos. The Lady Lobos came out torrid in the first set winning with a 25 to 13 score. The second set was more exciting with the Lady Lobos winning with a close score of 25 to 22. The third set was even more exciting going into overtime before the Superior team finally broke into the winning column with a 24 to 26 score to give Hayden a 2 to 1 set lead in the match. Another close set developed in the fourth set with the score going back and forth before the Lady Lobos finally got it together to score a 25 to 21 win to take the match and the very important power points that go with the win. In Lobo JV action, the Lady Lobo JV returned to their winning form after dropping two straight matches with a sweep of the Lady Panther JV. In the first set, the serving of Kyana Garcia carried the Lady Lobo JV to a 25 to 18

The second set was more exciting with the lead exchanging several times before the Lobo JV finally got their game together to defeat the Panther JV with a 25 to 22 score to win the match in a sweep. The Lady Lobo march to the state play-offs took a bit of a set back on Thursday, Oct. 20, in the Lobos’ trip to San Manuel to take on the Lady Miners. The Lady Lobo team, every bit as talented and hard playing as the Lady Miners, seemed to be in a slow down pattern not wanting to move, standing around and watching the Lady Miners do their game. In the first set, the Lady Lobos had an 11 to 9 lead after four ladies had gone to the service line. After breaking the Lobo serve, the Lady Miners put the set away when their server went to the line and hit for nine unanswered points to take a 12 to 19 lead on their way to a 19 to 25 first set win. The second set consisted of more standing around for the Lady Lobos after taking an 8 to 5 lead. The next four Lobo servers could not score a serve point as the Miners built a 12 to 18 lead after the first round of serving. Lupita Calzadillas brought the Lobos back into the game getting three service points to narrow the Miner lead to 16 to 19. It would be as close as the Lobos would get losing the second set 17 to 25. The Lady Lobos came back strong in the third set playing their hard serving and dominating net game to take a 5 to 0 score behind the serving of Lupita Calzadillas. The Miners did not back down and after the first round of serving the Lady Lobos held a 19 to 15 lead before Calzadillas returned to the serve line again this time hitting for five serve points behind great support from her teammates to win the third set 25 to 15. The all around hard play of the Lady Lobos disappeared again in the fourth set going back to

The loss was a big set back for the Lady Lobos when it comes to the power point situation. They had one more very important match yesterday against the Lady Tigers of Globe High School. A win and they have to wait for the final power point outcome for a continuation of their season at the state playoffs; a loss and it’s time to
put the volleyballs away and get the basketballs out. The outcome of the game was not known at press time. In Lobo JV action the Lobos again came out victorious sweeping the match from the Lady Miner JV. The Lady Lobo JV played hard on the court and supported the serving of Stephanie Encinas on their way to a 25 to 18 first set win. The Lady Miners seemed on their way to a second set win taking a 7 to 20 lead over the Lobos but the
Lady Lobo JV would have no part of losing fighting their way back into the set behind the great play of the team and the serving of Lainey Lopez, Karina Serrano and Kyana Garcia to narrow the Miner lead to 22 to 23 and put the set and match away when Melinda Marinez hit for the final two service points to win 25 to 23. Good luck to the Lady Lobos and here’s hoping that the power point situation comes out good in your favor.

Eighth grade Lady ‘Cats win first place By Stacy Johnson The Lady ‘Cats have had a motto this season coming from Coach Johnson: “Win with 17 and figure out how to play well with whoever is on the court.” That way of thinking had the Lady ‘Cats ending the regular season as number two with a record of seven wins and one loss. The Lady ‘Cats took on the Lady Blue Devils from Eloy in their first match of this year’s Central Junior High League
Volleyball Tournament held in Kearny and never looked back. Stormee Galka lead the way with eight jump serves in a row to keep the Lady ‘Cats fired up. Great sets from Gaby Juvera and Stormee helped Savannah Willis and Sarah Duncklee take charge at the net. The Lady ‘Cats won game one 25-17. In game two, Gaby Juvera took control at the serving line for the Lady ‘Cats. The Lady ‘Cats stayed aggressive with their game plan of getting three

hits. Addy Romero stepped in and helped Sarah set to our top notch hitters in game two who were: Ainsley Bull, Dany West, Stormee Galka and Savannah Willis. The Lady ‘Cats won game two and the match with a score of 25-17. The Lady Cats then met the Mountain Vista Lady Cougars of Oracle for the championship game. The Lady Cougars beat San Carlos in their first match and in their second match they beat the number one seed the Superior Panthers to reach the championship game. Ray won the toss and elected to serve. Sarah Duncklee started the game with a hot hand at the service line and then Gaby Juvera and Stormee Galka helped out with their serves as well. The Lady ‘Cats stayed focused with their game plan of three hits and all serves in. This back and forth game had the ‘Cats come out on top with a score of 25-23. In game two, the Lady ‘Cats had to run on all cylinders. The Lady Cougars were awesome at the serving line. They made Coach Johnson work hard in subbing players to figure
out how to break their serve. There was a time out at 22 all and Coach reminded the Lady ‘Cats of their goals they set in August. Now, was the time to be proud of who they are. This game was like riding a teeter totter on the playground and hoping you weren’t going to be the one to be bumped hard on the ground. That is when Gaby Juvera stepped up to serve the three winning points for Ray to give Ms. J. goose bumps and the Ray fans another chance to stop holding their breath. The Lady ‘Cats won game two and the match 25-22. A special thanks to the rest of the eighth grade Lady ‘Cat players who stepped up for Ms. J. when called upon for their assistance in these two matches. “You helped all of us be winners,” the coach said. “I do believe it took the whole community’s support to be champions two years in a row. A big thanks to Mr. Cook and all the Ray staff that worked the tournament or just came out to support this group of ladies.” Lady ‘Cats you made us proud: Coach J, Coach Firsty, Coach Monica and Mama Kitty.

The girls turned it around and were a completely different squad against Cibecue winning in three games with scores of 25-15, 25-7 and 25-20. Scoring for the ‘Cats were Emily Bickley with 20 points, Sidney Chenoweth following with 14 points, Anne Palmer and Harmony Wormwood both with 11 points, Elisia Romero with 11 and Leti Arguello with 9. Lady ‘Cats were feeling more confident and ready for their next night against SanTan at home. Coach Hansen was excited and prepared for the night saying, “The girls are doing great and work well with each other. We have a good group of quality girls. They always do what is asked of them and they are always looking to improve themselves.” They swept their match in three games with scores of 25-18, 2518 and 25-13. Scoring against SanTan was led by Elisia Romero with 20 points, followed by Anne Palmer and Emily Bickley with 15, Sidney Chenoweth and Harmony Wormwood with nine, and Leticia Arguello with seven. Each night after the loss to Miami the ladies were showing improvement in all areas both offensively and defensively. The ‘Cats then traveled to Superior once again winning in three games 25-17, 25-17 and 25-18. On the final game at home, the seniors, Samantha Martinez, Leticia Arguello and Anne Palmer, were recognized for parent night and the band was in full force supporting the Lady ‘Cats. Globe attacked at the net and
made the Lady ‘Cats work for every point. Defensively Globe outplayed the Lady ‘Cats and in the end they were victorious. The first game score was 25-13 Globe. The fans, parents and band were cheering for the ‘Cats to pep them up for the next game. A few errors, dropped balls and strategically seeing the open area on the court allowed for another Globe victory in the second game with a score of 25-17. Refusing to give up, even though frustrated, the ‘Cats gathered together and fought hard in the third game winning 25-19. Going into the fourth game it looked good for Ray playing better as a team and communicating with one another. Mariah Denny was an offensive threat killing the ball on several occasions. It was close with a final score of 25-20 Globe and Globe winning the match. Scorers for the ‘Cat final home game was led by Sidney Chenoweth with 15 points, Anne Palmer and Harmony Wormwood with 14, Emily Bickley with 12, Samantha Martinez with nine, Leticia Arguello with eight and Sabrina Martinez with three. The following night was a trip to Globe to face the Tigers again and regain the win the Tigers took from them the night before on their home court. The Lady ‘Cats were out to prove a point and needed a win for playoff points. From the start it was a battle in the first game. The ‘Cats and Tigers went back and forth throughout all five games for the win. In the third game the Lady ‘Cats jumped on the Tigers 8-0 with Sidney Chenoweth serving and Anne Palmer controlling the net. The final scores were 27-25 Globe in the first game, 25-18 Ray second game, 25-11 Ray third game, 25-19 Globe fourth game and 15-8 Ray in fifth game with Ray winning over Globe in Globe.

All persons arrested are presumed innocent until proven guilty in a court of law. Oct. 16 An unattended death was reported in the 59000 block of East Dix Drive, Kearny. Oct. 19 Josh Cade McGuire, 30, Kearny, was arrested on a warrant for probation violation. He was transported and booked into the Pinal County Jail in Florence.
