Property tax rates in Kearny on the rise

By Taylor Sheaffer Ritter Tax rates for property owners in the Town of Kearny for the 2011-2012 Fiscal Year are on the rise, but town officials want you to know that it’s not that bad. OK. Whenever you hear “Raised Taxes” it sends a serious shiver down your spine, right? Understandable, as this is the sentiment felt by the majority of Americans in the current economic downturn. Money is tight, for everyone! This definitely includes the government on all levels. The Town of Kearny held a public meeting, the fourth meeting held specific to this issue, on Wednesday night, May 25, to meet and address any concerns the public have on the recent decision to raise the property tax within the town. Currently the proposed increase is $32,731 (for the entire town), which equates to roughly 34.18 percent. The proposed increase on a home

valued at $100,000 would be $52.96 per year; however, the majority of homes in Kearny are more so priced around $50,000; and in this case, the increase would be $26.48 for the year. The town receives roughly 15 percent of the total property tax dollars that are collected with the larger remainder going to the school district, Pinal County, and other entities. The town has no control over this. Last year, 2009-2010, the tax rate was $1.9776 per $100 of assessed valuation, whereas this year, 2010-2011, the tax rate is $1.6418, representing a reduction of .359 cents from the previous year. The reason stated for the reduction is due to the severe reduction in the real estate assessed value of $890,432 or roughly 16 percent. The proposed increase will cause taxes on a $100,000 home to increase from $154.97 to $207.93. The tax increases from $1.64 to $2.0793 per $100 assessed

valuation. Wednesday’s meeting was one of the most widely attended meetings the Town of Kearny has had this year, with every single seat filled and several members of the audience standing to hear what was said during the important meeting. It was explained that the entire council backed the decision to increase the property tax; this simply being due to the fact that they are attempting to receive the same amount of tax that they have received for the last eight years, $128,500, a figure which was voted upon by the council for the town to receive. Kearny Town Manager Gary Eide noted that this year the town would lose $129,299 of the General Fund from license tax, income tax and sales tax, due partially to the economy and the 2010 Census, and additionally that the town will lose almost $75,000 from the Highway User revenues (basically State Gas Tax) and $96,500 from

Pinal County Sales tax…thus the total loss being $263,060. Eide additionally expressed a long list of the many things that the town of Kearny has worked on to remain a fiscally conservative community, such as salaried benefits of employees being frozen for the third year in a row, eliminating positions within Public Works, reducing the hours at the Library and so on. He explained that the top salary of a Police Officer of the Town of Kearny is now $3,000 less than that of the starting salary of an officer in Eloy, Pinal County and Casa Grande, putting the town in a very difficult position as they recruit from the same pool as the aforementioned organizations. Eide explained that the town has utilized over $20 million in grant money over the last several years and currently runs with the help of a very large pool of volunteers. Once the meeting was handed over for comments, the comment was made by an

attendee noting the beauty of the town and that this would largely not be possible without the tax dollars coming in. James Hosea, a main proponent to the raise in property tax, stood and commented that the largest group in the community are those who live on a fixed income. “Their wages are not going up, Medicare is possibly going to get cut…social security is looking iffy, people have lost a lot of money in their 401k and someone just knocks on the door wanting more money, more money, more money,” he said. He additionally noted that there were 141 people who were unable to attend the meeting that wished to be present. Eide was asked personally by another attendee, since he is not a citizen of the community, if he is reimbursed for his gas; to which he explained that he is not reimbursed for gas, nor does he drive a town vehicle nor has he ever, since working

as town manager, applied for reimbursement for any meals. He was additionally asked how the property tax rate in Kearny compares to the tax rate of those communities he used as a comparison for salaries; he did not officially know the answer to the questions, though he did know that the sales tax rate is the same and that while the town of Eloy does have lower property tax, they are supplemented by $10 million in tax revenue that they receive from the truck stops on I-10. Town Manager Eide explained that he is available for questions or to meet with anyone at any time. Councilman Henry “Hank” Martin stood up to explain the many parts of property tax that the town had no control over, including the large amount that goes to the school district and Pinal County. “We want to be good stewards of your money and your town,” Martin said.

How will changes to AHCCCS affect local communities? By Lana Jones Changes to AHCCCS, Arizona’s Medicaid agency, proposed by Governor Jan Brewer will affect locals’ ability to see a doctor. The first set of changes, which went into effect April 1, reduced the fees paid to medical providers, like doctors and hospitals, five percent. For example, if AHCCCS used to pay providers $100 for giving a patient an x-ray, now they’ll only pay $95. Neal Jensen, CEO of Cobre Valley Regional Medical Center, said that ACHHHS already didn’t pay close to what it costs to provide medical services. Cobre Valley serves a region including Superior, Kearny, Hayden, Winkelman, Globe, Miami, and San Carlos. “If physicians aren’t making a living in the community, they’re going to leave,” Jensen said. “Many family providers are working very hard to make a living today and they’re

struggling to meet their day to day need,” he said, “and because of that, it’s very hard to recruit to rural areas.” Reducing payments to providers is going to make it even harder for physicians, and hospitals, to operate in rural areas. “It’s going to impact all the doctors and the ability to see a doctor. We need to look at basic care in our community and our ability to recruit to these areas. It’s a huge concern for Kearny and Superior and even Globe,” Jensen said. The Governor’s plan also leaves an opening for an additional provider rate reduction of five percent on October 1. Another change is scheduled to go into effect on July 1: AHCCCS will stop enrolling childless adults close to the federal poverty line. Parents at or above 75 percent of the federal poverty line will also be affected although their children will still be eligible. People already in the system

will still receive coverage but AHCCCS won’t accept new enrollment of those groups. This change is being challenged in court because it may conflict with Proposition 204. Voters approved Proposition 204 in 2000. It provides health care for anyone under the federal poverty line. The lawsuit, filed last week, questions the Governor’s and legislature’s authority to remove benefits that were voter-approved. Jensen said he hopes the lawsuit will bring the legislature and Governor back to the table because the hospitals have come up with a way to cover these patients. It’s called a provider assessment model. In this model the state would assess Cobre Valley, for example, $1 million. The state would use See AHCCCS, Page 8

October 11, 1940 - May 27, 2011 John Madrid, 70, entered into rest May 27, 2011 in Tucson, after a long illness. He was born in Tucson, Arizona on October 11, 1940 to John Madrid and Carmen Romero. John worked 34-years for Kennecott and Asarco, retiring as a carpenter in 2000. He was known by many as the “Guitar Man”. Over the years he played guitar in several bands, once with his favorite musician, Waylon Jennings. John enjoyed hunting, camping and woodworking. John is survived by his wife of 21 years, Vicki; daughter, Carmen Arbizo; grandchildren J.R. (Gina) Arbizo and Amanda Arbizo; great-grandchildren, Damian, Johnny, Arianna, Cassidy and Raymond. He is also survived by step-brothers, Arnold and Bobby Aguirre; step-sister, Evie Martinez; step-children, Mike Womack, Ron Brenner and Renae McEuen and their children.

Bill Sellers, age 80, passed away peacefully at Copper Cottage in Mesa, Wednesday, May 25, 2011. Funeral services were held on Wednesday, June 1, 2011 at 10 a.m. at the Summers-Bakker Funeral Chapel in Eastland, Texas. Interment followed at Eastland City Cemetery. He was born September 18, 1930 in Spur, Texas and graduated from Olden High School in 1949. Bill proudly served in the U.S. Air Force in Korea. He married Julia Beth Hurt in 1951, and they raised their three boys in Kearny. Bill graduated from West Texas

State College with a degree in education in 1960, and the family moved to Arizona in 1962. Bill taught at Ray High School in Kearny, Arizona until retiring in 1992. He loved teaching and was loved in return by his students and fellow staff. Bill and Beth lived in Payson after retiring for a few years and spent most of their remaining lives in Mesa. In recent years, Bill was able to visit many of his old classmates, friends, and relatives in Texas which made him very happy. Bill was

loved by his many friends and family, and he will be missed by us all. juveniles were arrested for minor consumption and curfew violation. They both were cited and released to responsible parties. Reynaldo Camarena Jr., 20 of Tempe, was arrested for underage consumption of alcohol and failure to show drivers license. He was cited and released and his vehicle was towed. May 28 Patrick Allen Jivery, 50 of Apache Junction, was arrested for driving with a suspended license. He was cited and released. Other calls included nine ambulance runs; three animal details other than dog bite; three alarm drops; two extra patrol requests; one welfare check; and ten information reports. Verbal warnings included four for speed; two for headlight violations; one for a license plate violation; one for a registration display violation; and one for a windshield violation. A vehicle was also red-tagged in violation of the parking ordinance.

Pinal County Sheriff’s Report The Pinal County Sheriff’s Report is taken from the daily logs, based on the information provided by deputies. All persons arrested are presumed innocent until proven guilty in a court of law. May 14 Tim Ray Chacon Jr., 31, Winkelman, was arrested on two warrants for interfering with judicial proceedings. He was transported and booked into the Pinal County Jail. May 21 Criminal damage was reported in the 77000 block of East Chama Avenue, Dudleyville. An unknown substance was smeared on a wall. May 21 Guillermo Juaquin Alvarez, 26, Dudleyville, was arrested in the 78100 block of East Saguaro Circle, Dudleyville, and charged with disorderly conduct. Taylor’s Take: Sometimes it pays to be nice!

By Taylor Sheaffer Ritter I could be wrong and I certainly hope someone will tell me if this is not the case, but I try to be nice, helpful and generous if the opportunity is there and I am able to do so. This is just my belief and I am sure I have had a hypocrite moment or two, but I try not to judge others on a first impression simply due to the fact that I have no idea what their experience in life has been nor do I have any understanding of what trials and tribulations they are currently undergoing. I feel like there is a chance to learn something from everyone you meet, whether the experience be pleasant or not. Having said this, I have to admit that it is really cool when you’re nice and nice comes right back to hug you. This happened to me recently and it only reinforced my belief of ‘why not be nice?’ Here’s how it went: Ben was heading back to Minnesota to hang with his twin brother and dad to get some serious guy time in watching hockey games, drinking Pabst and what not…and whenever Ben leaves I get a little stir crazy. The last time Ben left me alone home by myself with the dogs, a spider the size of a large mouse darted across my room and I ran around with a broom, screaming like a three year old, for the better part of an hour…of course, this happens when Ben is gone. So as it was still somewhat pleasant outside, I gathered up a few friends and we set off to go camping in the White Canyon Wilderness. I arrived early to secure our spot in this awesome canyon…if you have not explored it, I really recommend it. Since the White Canyon is used by ranchers, our campsite was rather full of, shall we say, “fertilizer,” and as I surveyed this I mentally karate-kicked myself in the head for staring at my shovel earlier and thinking ‘Why would I need that?’ I have luck like this, even when I have a perfectly capable large shovel, purchased for exactly this type of moment, I am stupid and would rather struggle over large mounds of ‘doo’ with a rather flimsy piece of cardboard with bullet holes in it, that ‘Thank goodness’ someone was good enough to leave behind. I felt my dog, Roo, silently judging me, ‘Not one of your top moments, Mom!’ After eradicating that pleasant material from our campsite, I set to putting up the tent in a beautiful little patch of grass with branches blessedly bent over it in a nice arch. It was lovely and soft and perfect and within five minutes I was confronted with why this was the case. A large black cow, cause of the ‘doo,’ was standing on the other side of my tent, I assume rather irritated that I had just pitched my makeshift home over her bed. This standoff lasted 15 minutes while I clapped, tried to tap her with a branch and attempted to shoo her away. She resolved herself to stand across the creek-bed and angrily moo at me; ornery, old sow. Because I am a nerd and my mother never taught me that camping meant no-gourmet, I had planned a hearty meal of bourbon bbq-ed ribs, crisp pan-roasted potatoes and green beans with a selection of delicious cheese and soft baguette to start. As we were preparing our meal, two hikers ambled in and we talked for a while to find out that they were hiking from Apache Junction all the way to Albuquerque. This meant that they had to pack everything they needed on their back… which basically spelled out Ramen. Ramen is good when you are studying for an exam or just need a quick treat before work or whatever, but definitely gets a little old if consumed for two months straight. Friends and I looked around, we had more than enough food, so we invited the pair to stay for dinner with us. It was scrumptious and I assume the best meal they had and would have in a while. We ate and drank and were merry and eventually all retired to our respective tents, having said good night to our guests who had an early start. We awoke the next morning to find a couple business cards on the table. It just so happened that one of our guests was

part-owner of the Arizona Diamondbacks. One of his business cards would afford us two tickets to a game. Sweet!

Recently, Ben and I found out that his favorite team, the Minnesota Twins, were playing the D-backs so we looked at the business card and decided

to make a trip of it. We arrived assuming that we would get cheap seats way up among the birds. Once again, let me remind

you, being nice is just a great thing to practice and takes very little effort; yet occasionally, being nice gets you 27th row first base seats to a Major

Leagues game and you get to watch your fiancé act like he just won the sports lottery and excitedly watch his favorite team play.

Only after again reading that and the 1991 published book, Dreams Come True For Cowboys, Too!, which also included information given by Jo Flieger, I decided to enter the following about the

After our Wood Brothers Panorama Ranch was sold in 1970 to The Nature Conservancy (TNC), we assumed that Gussie Flieger had called TNC’s Western Regional Director to find out if TNC was interested in buying the Fliegers’ property because the Director wrote to us that he had talked to Gussie on the telephone and told her TNC was definitely interested in getting their property as part of the Preserve, but TNC wasn’t quite ready because of their financial obligation. Of course, this was before the Defenders Of Wildlife (DOW) assumed TNC’s mortgage on the Panorama Ranch in April of 1972. It was said that the Fliegers, who lived just upstream of the

Panorama Ranch headquarters along Aravaipa Creek, thought their ranch property should sell for more money than ours had, and it was presumed by some that jealously over the publicity about the sale of our ranch might have prompted the allegations that some of the Fliegers’ cattle were missing, with Gussie Flieger making her appearance at the Panorama Ranch with tally book in hand as we were selling cattle with the stock inspector present; and that someone in our family had shot up the Fliegers’ ranch sign on their gate by the county road. Our friend, Pinal County Range Deputy Beryl Kent, whose home was in Mammoth, was the one who told us about the ranch sign accusation when he came to visit us one day, after

The only Y fruit I could find was yellow watermelon and since we just talked about watermelon I figured I should find something else. So it is going to be yoghurt. There are a few ways to spell yogurt, yoghurt, yogourt and many ways to eat it. I remember when the frozen yoghurt shop opened up down town, that was the first time I had eaten it; it was wonderful and not nearly the amount of calories as ice cream. Yoghurt has been around for thousands of years. It is probable that

Fred Ash kept his “Cooks Lake” property by the San Pedro River, which had previously been bought from the Fliegers; the Fliegers moved to Oracle; and Hal Reeb, step-son to Fred Ash, moved into the exFlieger house along Aravaipa Creek with his wife, Janice, and children. The Ash family also had the A&A Chevrolet business in that part of Hayden along Highway 177 near the Winkelman town limits (the present-day site of the Eddie Tire and Auto Parts business), and Fred Ash donated a small piece of property for a well site for the Aravaipa Branch of Central Arizona College which was built along Aravaipa Road just east of Highway 77. It was then called Arizona College of Technology, and I understood it had over eight hundred students enrolled when it opened in September of 1974.

Hayden scholars earn top dollars for future education endeavors Hayden High School top scholars earned thousands of dollars when scholarships were announced during graduation ceremonies last Friday and all 43 graduates were recipients of at least one scholarship thanks to the efforts of the Lobo Booster Club. Rhonda Cooper announced the Booster Club had raised $1,230 during the year and made the decision to divide the money equally among the whole class. During the program English teacher Gerald Jones, who is retiring after 30 years of service to the Hayden-Winkelman School District was presented a special gift from the students. He also was given the honor of presenting each graduate with their diploma and personally turning each mortar board tassel. The class also paid tribute to English teacher Diana Zilius with a gift. Ray Class of 2011 graduates in style at Friday Ceremony By Taylor Sheaffer Ritter The evening was warm, the light was soft and the crowds were raging…basically the entire surrounding area of Kearny converged on the Ray High School football field to celebrate with the newest graduates of Ray High School. There was a low-hum of excitement in the air as the ceremony got started…at one point a young child yelled “THEY’RE STARTING!” even though it was really the band getting warmed up for the evening. Principal James Simmons got the party started with some encouraging words. Senior Class President Lacee Reidhead lead the graduates and audience in the Pledge of Allegiance, quickly followed by an invocation by Student Council Vice President Samantha Juvera. Obviously, this class holds promise for the future, being a positive statement forward of the many wonderful possibilities to come. This sentiment was echoed in the eloquent commencement speech given by guest speaker Dr.

Ernestine Bustamante, who was invited to speak before the new class of graduates. Following Dr. Bustamante’s poignant speech, Student Council President Paula Real addressed the class with her own brand of humor; she was shadowed by the valedictorians’ heartfelt addresses given each by Holli Wormwood, Lacee Reidhead, Dylan Rubalcaba and Kendle Romney…each was greeted with immense cheers from the crowd. Dr. Robert Dunn, the Ray School District Superintendent, spoke to the graduates before presenting them with that most sought after paper, which was handed off by various members of the very proud Ray School Board. Once again, Lacee Reidhead, stood at the podium, this time to lead the class in the Exchange of the Tassel, marking them officially graduated…following this exciting moment, Frank Davila, Student Council Treasurer gave the benediction just in time for the field to be rushed by friends and family of the graduates. Congratulations Class of 2011!

Help out a hometown girl: Amber Hightower seeks donations to help with planned NYC trip By Taylor Sheaffer Ritter Recently 18 year-old Hayden native Amber Hightower was chosen to represent Barbizon of Arizona and the Southwest Model and Talent Agency at the IMTA New York 2011 convention. She was given this wonderful opportunity after auditioning with Laura Gentry, an internationally renowned talent scout, noted with discovering Eva Longoria of Desperate Housewives fame. Amber was chosen from over 200 different applicants for the chance to go to New York City and compete in this competition. At the IMTA New York convention, participants are reviewed by more than 300 professional modeling and talent agencies from the United States along with the rest of the world. When I spoke with Amber this week, she expressed how excited she was about the opportunity to go to New York and compete with all the different participants. Amber is currently residing in Mesa with her boyfriend Jimmy and working as a model for Barbizon when photo shoots are available; she returns to Hayden to visit family and friends regularly. Due to illness, Amber was unable to finish high school in the normal time frame and she is currently working towards finishing her high school degree online; she looks forward to earning her diploma and moving on to bigger and better things. Amber got into modeling at 15 years old after she did a quick audition in the mall, thinking ‘oh what the heck’;

In her free time, she loves to read Stephanie Meyer and Ellen Hopkins and enjoys the music of Paramore, Nicki Minaj and Carrie Underwood, among others. The state could give $1 million back to Cobre Valley and keep the rest. In this model, the hospital would get all its money back so it wouldn’t have to increase fees. “It’s budget neutral for the state and it ends up giving the state the funds it needs to run the program,” said Jensen.

If this model were adopted, the state wouldn’t need to lower provider rates or restrict AHCCCS enrollment. If this model isn’t adopted, how will medical providers cope with continued cuts? The provider rate reduction is expected to cost rural hospitals $11 million. Restricting enrollment will cost them $133 million. Hospitals, clinics, and private practices are businesses; they can’t continue operating long if costs exceed revenues. Jensen said that some of the costs are deferred to others. Everyone else pays more when provider rates and enrollment eligibility are cut because
