Copper Basin Railway named one of the ‘Safest Railways in America’ By John Hernandez Copper Basin Railway (CBRY) just completed 21 consecutive years without an injury accident. This is a phenomenal achievement considering the railroad operates 24 hours a day, seven days a week hauling ore, copper concentrate, acid, lumber and military tanks. This record has resulted in the American Short Line and Regional Railroad Association naming Copper Basin Railway one of the safest railroads in the United States. Sheriff warns of possible phone scams

On June 1 and 2, the Pinal County Sheriff’s Office received two calls related to a “Publishers’ Clearing House” phone scam. Citizens are reminded not to fall prey to these scams by giving out personal information over the phone. The first call we received regarding this scam was on June 1. The caller who lives in San Manuel stated that she received a phone call from an individual and felt it was a scam. The victim received a phone call and the male subject on the other end of the line stated she had won money from “Publishers’ Clearinghouse.” The victim was told she needed to give the caller her credit card information so they could release the money to her. The victim put her husband on the phone who also refused to give their credit card information. The caller then made threats to come over to their residence in 15 minutes and hurt them if they did not give him their credit card information. The victims hung up and called 9-1-1. The second call received regarding this scam was on June 2. The caller who lives in SaddleBrooke stated that she received a phone call from an individual and she felt it was scam. The victim received the phone call from somebody who identified himself as an “FBI Agent.” The individual stated that her mother had won money from “Publishers’ Clearing House” but the money was in Spain and she needed to wire $3,000 by “Western Union” to receive the money her mother had won. The victim questioned the authenticity of the information. The caller told the victim she could call the Pinal County Sheriff’s Office and verify it through the Region Lieutenant. After she hung up the phone with the caller, an individual called her and said he was a Lieutenant with the Pinal County Sheriff’s Office and he verified the information to be true regarding her winning the money. The victim went to Western Union and wired $3,000 per the caller’s request. The victim still had a bad feeling about this so she called the Pinal County Sheriff’s Office and asked to speak with the Lieutenant she spoke with earlier. She was See Scam, Page 5

Operating Officer L.S. ”Jake” Jacobson. Jake is a third generation railroader and it would be safe to say a living legend in the railroad industry. In 1994, Railway Age magazine named Jake “Railroader of the Year.” He was the first and only Arizonan to receive this award. When Jake was given this award, he received letters of congratulations from Speaker of the House, Newt Gingrich, and Arizona’s favorite son, Barry Goldwater. Jake has also been named one of the Great Railroaders of the Century. He has 53 years of experience working for railroads. He has probably worked every job on the railroad not including when he was 11 years old and carried coal and water for the railroad in Kansas where his father worked. He learned from his father and grandfather about safety and between the three of them they have a combined 129 years of service without a personal injury. Many of those years were before there was safety equipment or government safety regulations. Jake worked for 29 years with Union Pacific Railroad. One of the highlights of his career was coordinating and supervising the last leg of President Dwight D. Eisenhower’s funeral train in 1969. The train delivered the President’s body along with his family and close friends, secret service agents, military personnel and railroad officials to Abilene, Kansas where the President was laid to rest. President Eisenhower had returned to the same train depot he had departed Abilene

from when he left for West Point, New York to attend the United States Military Academy in 1911. Jake said he has seen many changes in the railroad industry – from “steam engines to diesel engines, telegraph to email and the power of computerization.” After leaving Union Pacific, Jake became a consultant in safety management. Everywhere he went he improved the safety record of the company. “I enjoy turning troubled properties around,” he said. Jake’s name is synonymous with safety in the railroad industry. The American Short Line Regional Railroad Association award for safety was founded by Jake Jacobson and bears his name. It is known as the Jake Jacobson Safety Award but usually shortened to the Jake Award. When a safety award is named for you, besides talking the talk, you better walk the walk. Jake has been walking tall his whole career. More and more railroad lines are being awarded the Jake Award for Safety. Most of them because they have adopted the management style and the ideas that Jake has been successful with. His success has been praised by companies like insurance giant Zurich and Dupont. Jake was asked what he attributed CBRY’s remarkable safety record too. He replied, “It is pretty simple: treating all people fairly and equally and having a true partnership with employees.” Congratulations to Copper Basin Railway and Jake Jacobson for being a national leader in safety management.

Asarco makes a splash in Kearny, donates funds to open swimming pool Without the help of ASARCO, the Kearny pool would not be open this summer. So, when you gather together to dunk, dip and dive your way into relief from the sweltering heat, cooling yourself from brow to tootsies, spare a kind thought for the folks of ASARCO who have accomplished great things for the children of Kearny and shown their support for their employees that live here. The pool is not the only thing they’ve done by far, but it is the only one you’re invited to wear a swimsuit to and soak your head in. The community of Kearny and the Kearny Town Council want to thank Manuel Ramos, President and Chief Operating Officer ASARCO; Joe Wilhelm, General Manager Hayden Operations; and Steve Holmes, General Manager Ray Operations, ASARCO LLC, for their support of the Kearny Pool. ASARCO Grupo Mexico donated $12,000 to the Town of Kearny for the operation of the pool. The letter accompanying the check, from ASARCO Hayden Operations and Ray Operations, states, “Asarco recognizes the impact the Kearny swimming pool has in the community. It provides a municipal benefit for all to partake – young and old alike. We are fortunate to have recreation available in our rural communities.”

Resolution Copper announces 2011 scholarship and leadership grant recipients Eleven graduating seniors from area high schools are the 2011 recipients of scholarships from the Resolution Copper Scholarship Program. Four-year, renewable scholarships valued at $6,000 each were awarded to students from high schools in Apache Junction, Florence, Globe, Hayden, Miami, Ray, San Carlos and Superior. Also awarded were two Resolution Copper Steven L. Besich Leadership Grants. These one-time grants of $500 each help defray educational costs and are awarded annually

to students at Superior High School and Globe High School. Resolution Copper scholarships are awarded to students attending an Arizona university, community college or business or trade school and favor, but are not limited to, students pursuing studies in math, science, engineering and business. Leadership grants, established in honor of late Gila County Manager Steve Besich, recognize outstanding leadership achievements of high school students. To date, Resolution

Copper has awarded more than $310,000 in scholarships, and 18 recipients are attending Arizona colleges and universities. “We’re delighted to play a role in supporting worthy local area students who aspire to broaden their horizons and accomplish their career and personal goals by furthering their formal education,” said Jon Cherry, Vice President Environment, Legal and External Relations. Scholarship award winners were each presented with a personalized plaque at their

schools’ year-end award ceremonies, and will be honored at a dinner hosted for them and their families by Resolution Copper in late June. was born in Miami on July 16, 1947, to William J. and Dorothy Bracamonte. She spent most of her childhood in the copper mining towns of Globe/Miami and Kearny. Billye spent her entire career in the Hotel/Restaurant industry. She had, also, enjoyed working with numbers and accounting as well as preparing taxes for her friends and families. Billye planned several fundraisers for the Muscular Dystrophy Association, served as the Chair of the Copper Basin Days celebration and as President

Billye married Lloyd “Tick” Andrews in 1999 and enjoyed traveling with him as his employment took them around the country. She and Lloyd frequently returned to Arizona to spend holidays with their children and grandchildren, until they retired in 2007. After retirement, they spent summers in Washington State and winters in Arizona. Billye was preceded in death by her daughter, Tamara. She is survived by her husband, Lloyd “Tick” Andrews; children, Pamela Ogule, Lesli Napier, Rhett Wilson, Dorothy Nakayama; sister, Karen Hinderberger; brother, Johnny Bracamonte; five grandchildren: Meghann, Hailey, Jaren, Monei, Alexis; stepchildren, Lloyd Andrews Jr., Lorri Andrews; six stepgrandchildren: Megan, Katrina, Jaylet, Dallas, Amber, Cory; and, seven step-great-grandchildren.

Jerrold “Jerry” Fremont Shelley, 62, of Yuma and Scottsdale, Arizona, departed this life and continued into the next, on Thursday, June 2, 2011 in Yuma, Arizona. Jerry was born on March 23, 1949, in Chuquicamata, Chile, where his father worked as an accountant with a United States mining company. At the age of nine, he moved with his family to Kearny, where his father continued to work in the mining industry and served as Town Mayor in the early 1960s. Jerry graduated from Ray High School in Kearny in 1967, where he was a high school tennis State champion. He later received his bachelor’s degree from the University of Arizona, and in 1975 earned his law degree at the University of Arizona College of Law. Following law school Jerry worked as a public defender in Apache County, Arizona, and in 1977 moved to Yuma where he worked as a prosecutor for the Yuma County Attorney’s Office. Shortly thereafter he began a thriving private practice, which he continued for the next 33 years, focusing on the areas of family law, criminal law, bankruptcy, personal injury, and general civil litigation. Jerry also served as a court commissioner for the Yuma County Superior Court. Jerry was a faithful and active member of the Church of Jesus

Christ of Latter-day Saints, and served in many church leadership callings including First Counselor in the Second Ward Bishopric, Stake High Counselor, High Priest Group Leader, Young Men’s President, Seminary Teacher, and Gospel Doctrine Teacher. Most recently Jerry served alongside his wife, Nancy, as a teacher for primary children in the Chaparral Ward in Scottsdale, Arizona, where he and Nancy spent their weekends for the past several years. Jerry was a devoted and loving husband who counted his wife of 36 years as his best friend and eternal companion. Likewise, he was a loyal and faithful son and brother, who took into his home each of his parents, Jay and Jan Shelley, and his wife’s parents, in the final years of their lives. For the past six years he lived with, loved, and took care of his special needs brother, John. He was also a devoted and funloving father and grandfather who was always generous with his time, advice, and wonderful sense of humor. His hobbies and interests were wide-ranging, and included spending time with his children and grandchildren, studying the scriptures and gospel topics, vacationing in San Diego, tinkering with and maintaining his cars (and his children’s cars), and carrying out a seemingly endless series of home improvement and repair projects which kept him busy during his weekends in Scottsdale. Jerry is survived by his wife,

Mary Ayala Jauregui, 88, passed away on May 23, 2011. She was preceded in death by her father, Candido Ayala; mother, Pola Verdugo Velasquez; son, Rudolph Jauregui; brothers, Pascual “John” Ayala and Enrique Ayala, and sister, Oralia Nava. She is survived by daughters, Cecelia Barragan, Frances Bufanda (Lawrence C.), Cristina Lem (William O.) and Margaret Renteria (Randy); 13 grandchildren and 32 great-grandchildren. Visitation was held on Friday, May 27, at Carrillo’s Tucson Mortuary (North Chapel), 204 South Stone Avenue, with Rosary recited immediately following. Mass was offered Saturday, May 28, at St. Augustine’s Cathedral, 192 South Stone Avenue. Interment followed at Holy Hope Cemetery. Arrangements were entrusted to Carrillo’s Tucson Mortuary.

Kearny Police Report According to state law, there are two methods by which police may arrest suspected offenders. The suspect may be physically taken into the department and booked into jail, or the arresting officer may write a citation and release the suspect to appear in court later. All suspects are presumed innocent until proven guilty in a court of law. Only criminal citations are listed. All damages are estimates. May 31 A case of stolen identity was reported. Harassment was reported on Alden Road June 1 Burglary was reported at the Kearny Golf Course Clubhouse. A window had been shattered to gain entrance. Damages were estimated at $250. June 2 Harassment by telephone was reported on the 200 block of Fairhaven. Other calls included 12 ambulance runs; four information reports; two 911 hang-ups; one animal detail other than dog bite; and two extra patrol requests. Verbal warnings issued included two for license plate violations; one for illegal U-turn; one for faulty equipment; and two for speed.

May 28 A motorist contacted the Pinal County Sheriff’s Office to report that a tree had fallen on his vehicle which was parked in the 14000 block of North Highway 177 near Kearny. Hayden Fire Department was dispatched and assisted the motorist with removing the tree. He was told to contact his insurance company about damages to his vehicle. May 29 Criminal damage was reported in the 76000 block of East Indian Hills Drive, Dudleyville.

Letter to the Editor: Here’s some ‘truth in taxation’

Editor, Copper Basin News: The Kearny Town Manager compared Kearny Police salaries with those of Eloy, during the public hearing about truth in taxation. I want to share some truth in taxation with everyone. There are many facts about Eloy that will never compare with Kearny. Fact 1: Eloy has city limits of 110 square miles and a planning area covering 545 square miles. Kearny? Well, it will fit on one hand. Eloy’s population has went from 6,256 to 16,631 in the last 10 years. Kearny’s population is around 2,000 to 2,500. Eloy encourages manufacturing development,

plants and industries. Kearny says, “Too much noise” or and “Too dusty. Let Superior have the manufacturing plant.” When questioned, our manager failed to mention that Eloy houses four CCA prisons, Eloy Detention Center, La Palma, Red Rock and the Saguaro Detention Centers. You can view the tax facts for these prisons at pimacounty. az.gov, then, click on parcel info search and type ‘CCA’ in the name box and look for yourself. CCA property tax for the La Palma unit, in 2010, was $3,837,072.56. Eloy has two truck stops and a freeway. This nets over $10,000,000. Eloy has an annual budget of around $71 million, which is

Georgie Digs By Georgie Wood (ggannwood@yahoo.com) The first annual meeting of the Aravaipa Property Owners Association, Inc. (APOA) was held on September 7, 1975, and because the members’ main concern was the increased traffic on the Aravaipa road and the needed road improvements, it was suggested at the meeting that the Bureau of Land Management (BLM), who managed the Aravaipa Canyon Primitive Area, might be asked to help with road improvement funding. Pinal County District One Supervisor, Virginia Newsome, attended the meeting, after which she soon sent to the APOA copies of an Aravaipa road report drawn up by Robert L. Stryker, Director of the Pinal County Highway Department in which he wrote that he and Jesse White, Foreman of District One, Oracle, had conducted an inspection of the Aravaipa road, and his recommendation was to provide normal maintenance with road widening done in certain areas. The county did do that, but, as far as I was able to learn, BLM did not provide any funding. There was some unusual traffic on the Aravaipa road in February of 1976 when a small part of the movie “Hawmps” was filmed on the Allotment land on the creek, not far downstream of the property Cliff and I had bought from Gladys Graff in 1973. Our son, Neal, was hired to be night watchman for the production company’s equipment and trailers that were parked along the county road, and a catering service provided the food. Everyone was very hospitable as a few of us residents watched the filming. Because the movie required the use of camels, a wide area between the county road and the creek had been cleared of rocks and made smoother for the segment of the film where “soldiers” rode their camels while chasing “Indians” who were on horses. After the Indians ran their horses across the creek, then up a steep hill, the soldiers’ camels stopped short when they came to the creek water, causing the soldiers to fall into the creek. That creek water was cold in February! That site was near the head of the “Indian Ditch”, that deep irrigation ditch that had been there for many years, and just below the site where the 1871 massacre took place of the Aravaipa Apaches, most of them being women and children. My husband, Cliff, had heard

more than 10 times Kearny’s budget. Eloy lost the same state and highway funds that Kearny lost but has announced that it balanced the budget, without sacrifices, for 20112012. This was published in the Eloy Enterprise newspaper, June 2. I am sure that Eloy can pay its police $3,000 per year more than Kearny; but Eloy can do a lot more than Kearny. They have more money to do it with. Yet, the property tax rate in Eloy is lower than Kearny, coming at $0.96 per $100 of assessed valuation, compared to Kearny’s rate of $1.6418 per $100 before the proposed tax increase. The facts are in. We are more closely compared to Mammoth, who has lower sewer rates, lower garbage rates, etc. Eloy has business, other than retail, to draw from. We issue property tax abatements for the retail store. This has taken five to eight years of property tax revenue

from Kearny and from our school. Kearny has teachers that took a wage cut to stay employed. I get concerned when our council, repeatedly, says that the county and the schools get all the money. I don’t feel it’s right to tell the county to take from our schools and to give it to the town. The government entities, on all levels, are being forced to work with less. It is time to shrink away from big government, manage our funds accordingly and put the government monster on a diet. The working man and the retiree are almost devoured by more mouths than there is pie! I have had over 200 calls, in three days, requesting the letters and petitions, so, they will be back, per your request. The petitions will be placed back out for you to sign, if you have not already signed them. Also, a form letter requesting that our council members listen to the voice of the voters and vote down the increase,

will be available for you to sign and deliver to City Hall. If anyone needs help looking up property tax info for their

that horses didn’t like camels, and because he was curious to see how his horse, Buck, would react to the camels, he rode Buck down to the filming site. Before Buck even saw the camels, he must have picked up the smell of them, because he went wild! He snorted and bucked so much, which was not his way, that Cliff decided he had better head for home! Luckily, home was not far upstream, because the ride there was not easy, and it took quite a while for Buck to settle down.

Books are adventures waiting to happen. “Lord! When you sell a man a book you don’t sell just 12 ounces of paper and ink and glue - you sell him a whole new life. Love and friendship and humor and ships at sea by night - there’s all heaven and earth in a book, a real book.” said Christopher Morley, a great American writer and editor of a past generation. For a child, learning to read is more than entertainment. It is an opening up of possibilities of careers, communication with others, education of self even when unable to afford college. The entertainment, itself, using the mind in quiet contemplation of other worlds, learning how to imagine with the mind’s eye, rather than to simply be shown what others wish one to see, is an enormously life-enriching experience, in itself, though. The Fun Van, a program funded through First Things First, has one purpose, though many fun ways to achieve it. The goal is to promote literacy in children ages 0-5, through supporting parents in their roles as their children’s first educators, by providing an opportunity for a free parent session, story time, along with fun crafts and snacks, followed by a free book for the child, which they can take home. The Fun Van will be rolling into Kearny every Thursday throughout the month of June. It will be parked outside the Kearny Public Library and will be open for parents and children ages 0-5 years old at 10 a.m. So let the learning begin! One summer trip all parents need to take With kids on summer break, parents are planning trips for their families. One that they should not miss out on is the trip to the Health Department, or child’s physician, to get their child’s required vaccines up to date before the next school year starts. Children four years of age and older who are starting school and will need to receive their boosters. If your child is starting school and has not received any shots since they turned four, they will be required to receive their vaccines before they can register and start school. If your child is 11 years of age, or greater and in 6th grade, or higher, they will need a tetanus booster and a meningococcal vaccine, before they can register for their classes and attend school. These vaccines are required for all students attending Arizona schools. “Most parents wait until the last minute. Don’t risk having your child start school late, because, they aren’t up to date on their

The victim was able to quickly cancel the wire transfer and was able to get her money back. All of the calls came from blocked lines which could not be traced. Sheriff Paul Babeu stated, “Telephone scams have been around for decades but scammers are still finding new twists to trick consumers. The best way to protect yourself is to know the difference between legitimate offers and fraudulent ones.” How Can You Protect Yourself? • Don’t be pressured to make an immediate decision. • Don’t give your credit card, checking account, or Social Security number to unknown callers. • Don’t pay for something merely because you’ll get a “free gift.” • Get all information in writing before you agree to buy. • Check out a charity before you give. Ask how much of your donation actually goes to the charity. Ask that written information be sent to you so you can make an informed giving decision. • Don’t invest your money with an unknown caller who insists you make up your mind immediately. • If the offer is an investment, check with your state securities regulator to see if it’s properly registered. • Don’t send cash by messenger or overnight mail. If you use cash rather than a credit card in the transaction, you may lose your right to dispute fraudulent charges. • Make sure you know the per minute charge for any 900-number call you make. • Don’t agree to any offer where you have to pay a “registration” or “shipping fee” to receive a prize or a gift. If you have to pay, it’s a purchase — not a prize or a gift. • Don’t confirm your account information over the phone or by email. Some callers have your billing information before they call you. It’s all about supporting a great program and keeping something positive going in the community. “The ROTC program is good for our community and our country,” said Joe Wilhelm, General Manager of Asarco’s Hayden Operations. Wilhelm was on hand last week to present the Ray High School Junior ROTC program a check for $10,000. The contribution will help to enable Ray Unified School District #3 Governing Board to maintain the JROTC program. The Ray High School Marine Corps Junior Reserve Officer Training Corps program has

been in existence since 1978 and is the second oldest JROTC unit in Arizona. Currently, there are 37 cadets enrolled in the program. Several cadets are from the Superior, Hayden and Mammoth communities. The cadets travel across the state performing and competing in drill meets, shooting competitions, and parades. The cadets are also involved in many civic and charity projects in Kearny as well as neighboring communities. “The Ray High School R.O.T.C. Program has been a vital part of our school/ community for many years,”

said Kearny Municipal Court Judge and former Ray High School Principal Dave Orzell. “They have donated a great deal of time and effort in supporting school/community projects. The program is currently struggling to survive due to changes in funding for small rural programs. ASARCO’s generous donation will allow the program to continue for the near future, but additional support will be needed to ensure the future of this unique program. ASARCO is to be commended for recognizing the importance of this program to our community.”
