Resolution Land Exchange Bill passes Committee, heads to House Floor By Taylor Sheaffer Ritter On Wednesday, July 13, Arizona District 1 Congressman Paul Gosar’s major job legislation, H.R. 1904, known as the Southeast Arizona Land Exchange and Conservation Act of 2011, was passed by the full Natural Resources Committee, following a full committee mark up. This vote was the last step to be taken before the legislation will be discussed for vote by the full U.S. House of Representatives. “This bill means new jobs to Arizona and domestic copper to the country,” said Congressman Gosar. “Today’s full committee mark up brings Arizona’s First Congressional District one step closer to seeing this vital economic development project become a reality…I appreciate the support of my colleagues on the Natural Resources Committee, and I am optimistic this legislation will be taken up by the full House of Representatives by the end of the year.” H.R. 1904 is legislation geared towards revitalizing the economy of Southeast Arizona and preserving and protecting Arizona’s natural treasures. Specific to Superior, the legislation authorizes a land exchange near the town, in the Oak Flats area, located in Pinal County; the land exchange would enable the opening up of the third largest undeveloped copper resource in the world to be mined by Resolution Copper Company.
“This legislation initiates a long-awaited land exchange that will ultimately lead to nearly 3,700 new jobs, providing for $220 million in annual wages for my constituents,” Rep. Gosar continued. “The total economic impact of the project on the State of Arizona is estimated to be over $61.4 billion, nearly $1 billion per year, and another $20 billion in federal, state, county and local tax revenue. In these tough fiscal times, this is exactly the type of legislation the United States Congress should be taking up expeditiously.” The resulting project, mined by Resolution Copper Company within the Rio Tinto group, will significantly contribute to U.S. mineral and energy independence, producing up to 25 percent of the current U.S. demand. The Gosar legislation is also a conservation bill. The land the federal government acquires in the exchange is highlycoveted recreational and conservation areas. The “7B” property, which happens to be located near the San ManuelMammoth area, acquired by the federal government via the bill, contains nearly seven miles of the lower San Pedro River, as well as more than 800 acres of ancient intact mesquite bosque representing what is probably the largest old-growth mesquite forest remaining in Arizona. While legislation concerning Oak Flats has been introduced by
members in the past, today’s full committee mark up is the first time the legislation has advanced to the full House of Representatives. One amendment to Congressman Gosar’s original legislation was adopted during the Committee’s meeting. The amendment simply made a few necessary technical corrections to the bill language. The amendment was adopted by the committee as offered by Chairman Rob Bishop. The amendment made technical changes that made sure that staff was correctly referencing updated maps, language was consistent and concise, and proper US Code was cited. It is not yet known when the bill will be presented to the House of Representatives, though it will likely be soon. Jon Cherry, Vice President of Resolution Copper, who had traveled to Washington, D.C. for each of the hearings concerning the bill, said: “We’re pleased that the land exchange bill has passed through the markup stage in the House Natural Resource Committee and that it continues to make progress. We look forward to a House vote. We also look forward to its eventual passage and the 3,700 jobs it will create. We’re very grateful for the hard work Rep. Gosar and his staff have put into this bill and their efforts to engage the other members of the Arizona Congressional delegation and stakeholders.”

started taking things apart to see how they worked and learned how to put them back together. While still in high school, he worked at the Shell station in Hayden and ended up manager. He was the manager of Downtown Auto, in Tucson for several years. He had no formal manager or mechanic education. Andy taught himself the guitar and was a quite the computer wizard. He always succeeded very well at what he attempted. When anyone needed help, he was always there to lend his helping hand. He took wonderful care of his mother for several years, until losing his sight. Many have said, “Andy was my Angel; he was there when I needed help.” Andy donated his body to Biological Resource for the betterment of medical science and education; another selfless gift he gave. Services will be held at 2 p.m. on July 23 at 30 South Palo Seca Oracle, Arizona. For more information, please call 896-2231.
Patricia “Pat” Finerd, 82, passed away, July 12, 2011, at her home in Kearny. She was born Aug. 8, 1928, to Lester and Gladys Shamp in Rudolph, Ohio, where she lived, one among nine children. Her stepfather was Merle Sterling. Pat married Robert L. Finerd, November 15, 1945, in Alabama. She was a loving and wonderful wife, mother and grandmother and will be greatly missed. She loved to read, collect dolls and do arts and crafts. She was very social with friends and family alike.

She is survived by her daughters, Joyce (Ed) Francisco of Kearny, Eloyce (George) Weisenbough of Michigan, Sue (Fred) Varela of Apache Junction and Janice (Arnold) Bailey of Tucson; son, Robert (Susan) Finerd of St. John; two sisters in Apache Junction and one brother in Findlay, Ohio; 21 great-grandchildren and nine great-grandchildren, as well as many nieces and nephews.

June 27 Frederico Madrid Aldrete, 35 of Indian Hill, was arrested for shoplifting. He was cited and released. June 30 Theft was reported on the 200 block of Upton. A railroad tie was missing from a residence. July 5 A fight was reported in progress involving two adult males on the 500 block of Greenwich. July 7 An ATV roll-over accident with injuries was reported in the desert area behind the Town of Kearny Public Works Yard. He is married to Phillis Blake, has four children and six grandchildren, whom he enjoys very much. He has been active in his community through the Chamber of Commerce, Rotary, Lions Club and various sporting activities. Blake has been battling Lymphoma Cancer since January 2010. Georgie Digs By Georgie Wood (ggannwood@yahoo.com) By the end of 1980, we residents of lower Aravaipa Creek who lived upstream of those who lived near Highway 77 were very glad to receive rural mail service from the Winkelman Post Office after our creek neighbor Myrtle Pohle had started a petition
for that service, and the person who delivered the mail was the same friendly gal who still does - Dorinda Shelby. In May of 1986, Cliff and I received an interesting letter from the author, Edward Abbey, who we had first met when the Defenders of Wildlife (DOW) had appointed him as “coordinating custodian”

after DOW had assumed The Nature Conservancy (TNC) mortgage on our Wood Brothers Panorama Ranch in April of 1972. We also met his friend, Doug Peacock, during that period. Ed had given us selfautographed copies of seven of his novels, and after he had found out from Doug Peacock that we were upset over a newspaper article which had stated his views about the beef industry and the wool growers, he wrote in that May of 1986 letter to us that although he thought Cliff and Cliff’s brother, Fred, were two of the exceptions, it would be false on his part to apologize for what he had written about cowboys and ranchers because he meant what he wrote. Enclosed with his letter were several pages of his handwritten script of a speech he had made at the University of Montana, and he wrote that the speech had been transcribed on tape, that parts of it had been printed in a Montana magazine called Northern Lights,
then reprinted in Harpers Magazine, and then reprinted in various newspapers around the country. Ed Abbey wrote that if we read the enclosed script, perhaps it would ease our minds a little concerning his attitude, but if it didn’t he would regret it very much for he always admired and respected the whole family, and hoped we could continue to be friends. Also, that he still wanted to get “Uncle Cliff’s” stories down on tape, as soon as he finished the g-- d----novel he was working on. The handwritten script indicates that Abbey’s speech had covered quite a few topics. He quoted Tolstoy, Hemingway, and J. Brahms who I imagine was Johannes Brahms, German composer and pianist, because Abbey stated, “ J. Brahms once said, ‘ If there’s anyone here I failed to insult, I apologize’. When talking about cowboys and ranchers, he did pay compliments to Cliff and Fred for their love of the land, but

He was transported to Florence and booked into the Pinal County Adult Detention Center. A grass fire was reported on the 100 block of Hartford. KFD responded and took care of the situation. July 12 Kelly Maxine Young, 45 of Kearny, was arrested for disorderly conduct. She was cited and released. Barry Wayne Whelchel, 64 of Kearny, was arrested for disorderly conduct. He was cited and released. An unattended death of an elderly lady was reported. July 13 James M. Ramirez-Valdez, 20 of Tempe, was arrested for underage consumption. He was cited and released. July 16 A brush fire was reported at MP143 just outside of Kearny. KFD responded and controlled the situation. July 17 Lupia Beatrice Alvarez, 19 of Kearny, was arrested for assault. She was cited and released. Other calls included two fire call assists; one suspicious person/ vehicle/circumstance report; one report of tampering with city facilities; one alarm drop; one found property report; one citizens assist; one open door report; five 911 hang-up calls; two extra patrol requests; one motorist assist; and six information reports. Citations included one for no proof of insurance; one for no current registration/riding double on a ATV; and one for waste of finite resource/no proof of insurance. Verbal warnings consisted of seven tail light violations; one for a license plate lighting violation; two for speed; one for no license in possession; and one for loud music from a vehicle. Repair orders written included one for a brake light violation; and for one for headlights, tail lights and license plate light violations.
