Copper Creek Fire contained

The Copper Creek Fire which burned in the Galiuro Mountains above Mammoth was declared 100 percent contained as of 6 p.m. Friday, July 1. Officials have estimated that nearly 1400 acres were burned. Larry Southard, Battalion Chief at Oracle Fire Department, said that his department and the San Manuel Fire Department sent water tenders to the site, shuttling water to a helicopter dip tank that was located somewhere on the mountain. The Copper Creek Fire was been difficult to fight, according to the Arizona Emergency Information Network website, because the terrain is extremely rough. Spike camps weren set up, the site reported, and crews worked through the night securing and patrolling the perimeter. The cause of the fire is under investigation at this point and the resources committed to fighting the blaze included: one Air Attack, one medium helicopter, one light helicopter, two engines, six crews and five water tenders. The fire was turned over to the Safford Ranger District with one crew monitoring the area. A final check was scheduled for Saturday, July 2. Southard said that crews in Oracle were extremely concerned about the July 4th holiday, due to the high possibility of fireworks being deployed. “Our biggest concern,” he said, “is that people who have already purchased fireworks, will decide not to use them in high visibility areas, since they are now illegal to use, but rather they will find more secluded areas to light them off.” Oracle added an additional six firefighters to its staffing

roster. These firefighters, Southard said, spent July 4th driving brush trucks (small fire engines) around town from 11 a.m. to 11 p.m. A sign posted Tuesday, July 5, at the Oracle Fire Department thanked Oracle residents for a fire-free holiday. “One of our engines just returned from an eight day assignment of protecting structures at the Monument Fire,” Southard said. “They said that the topography, fuels, and type of homes were nearly identical to Oracle. Our firefighters were actually working in people’s yards as the fire swept around the sides of the homes. The homes

that appeared to have used Firewise recommendations did fairly well, but homes that didn’t, did not do nearly as well and many were lost to the fire.” Pinal County Board of Supervisors Chairman Pete Rios paid a visit Thursday to the San Manuel Airport to meet with Forest Service Crews who fought the Copper Creek Fire and a small fire that burned in the Aravaipa area last week. The Chairman arrived at the airport on Thursday afternoon since it is used as the staging area to shuttle crews in and out of the fire lines. See Fire, Page 4

Oracle School Board to ask voters for $13 million By John Hernandez Members of the Oracle School Board narrowly approved a $13 million bond election in November. With Board President Kurt Steffens and Clerk Nellie Doran voting against the bond, the measure passed three to two. In a call to the public four concerned citizens requested that the vote be tabled for later so citizens can become more informed about the issue and other solutions can be looked at. Fred MacKenzie of SaddleBrooke representing Pinal County Citizens for Excellence in Government (PCCEG) proposed that instead

of the bond election that they look into leasing the empty B Avenue School buildings and bus the kids from Oracle as a less expensive solution. MacKenzie also asked Betty Harmon to recuse herself from voting on the issue as PCCEG feels it is a conflict of interest due to her son-in-law Dennis Blauser being the Principal of the school. Other speakers from PCCEG included Jim Holman who talked about a previous recall of three board members. He requested more detailed information on how the proposed bond money would be spent. He told the Board that the bond “won’t pass.” SaddleBrooke has the

votes and there are people organizing against it, he said. Dan McHenry recommended putting off the bond vote. He told the Board that with interest the bond amount would be $26 million and the school district would still be paying for it in 2035. Bob Skiba informed everyone that with the land donation to the University of Arizona at the Biosphere 2, the county will lose $10 million in tax revenue. Excellent work to obliterate the vicious, bigoted, racist words on the sign-in question. The bleeding heart liberals that maintain the sign had no right to single out a particular race

for their comments! Joe! Hooray for you and good work! Keep your active work going. I’m not Italian-I eat pasta and pizza, so by osmosis, I suppose I am part Italian –

but,object very strenuously to the comments. I have hoped, very strongly, that somebody would come with a backhoe and rip the whole thing out of the ground.

The Liberal morons that are responsible for the sign deserve any activity that destroys it. The sign that is posted, by the Ramada, is out of order. “Humanitarian Aid is never a

Board adopts 2011-12 budget of $357 million, streamlines operations FLORENCE – The Pinal County Board of Supervisors has approved the final budget for fiscal year 2011-12, adopting a spending ceiling of $357 million. This is 17 percent lower than the authorized budget ceiling of $429.8 million for the fiscal year ending today. The reduction came as a result of budget cuts from each of Pinal County’s elected officials and county departments, County Manager Fritz Behring said. A large portion of the reduction is the result of the state privatizing the long-term care program. Behring said that all departments and elected officials shared in making strategic business decisions to reduce spending, eliminate certain programs and streamline operations.

The Board of Supervisors began the budget process with a bipartisan agreement that they would not increase the property tax rate. The average property valuation in Pinal is decreasing by about 16 percent, which means that nearly all county residents will experience a decrease in the amount of tax they pay to support county services. Only about 28 to 31 cents of each tax dollar is used for county services. The remaining portion goes to schools, special districts and municipalities. “I would like to go back to one of my original statements when we started this process,” Chairman Pete Rios said. “If the State Legislature left us alone we would be doing pretty well. They didn’t. The cost

shifts, revenue cuts and the assumption of additional costs meant we were impacted by eight million dollars,” Chairman Rios explained. “What matters now, is that we are striving to achieve a balanced budget.” “We clearly demonstrated we can cross party lines for the good of Pinal County,” Supervisor Bryan Martyn said. “This is going to be an ongoing process. Tomorrow we begin to look at next year’s budget. We are moving forward.” “The annual budget is the most important document for any government organization,” Supervisor David Snider said. “There are a lot of moving pieces to Arizona’s economy and Pinal County’s economy. Basically, it is tough all over. I’m convinced

the way we find our way out of these economic doldrums is by finding new manufacturing jobs for Pinal County. We need to find companies that will export our goods and bring in new jobs. CHANecdote #4: Fancy Footwork and Flailing Feet! Dear Friends and Family, The P.E. teacher should have known he was in for it when he invited me to his evening adult traditional Bulgarian dance class. He probably never thought I’d actually COME. But, there I was . . . standing amidst a group of agile Bulgarian women, about to get my DANCE on. Now, if you know me at all, you know that I am prone to random attacks of Vertigo worthy of a star role in an Alfred Hitchcock movie. The whole world starts spinning, my knees start wobbling, and I feel like I’m stuck on the spinning teacups at Disneyland . . . apparently my left inner-ear likes to trick my brain into thinking that the earth really is spinning and that there’s no ground under our feet to catch us. There’s not much that can be done about it, but I have been experimenting with these “pressure point motion sickness wrist bands” called “sea bands” to see if that makes a difference. I was a little worried about going to a dance class where I would be spinning, turning, shifting, kicking, and twirling . . . so I went armed with my “sea bands” and I stripped them on like a plate of armor as soon as I got to the school, not worried about being the strange American wearing ridiculous gray cuffs around each wrist. And then the fun began! The P.E. teacher greeted me, made some crack about the American coming when he doesn’t know a word of English, and we began to DANCE . . . “Horo” after Bulgarian “Horo.” The Bulgarian “Horo” is not easy . . . it definitely takes some fancy footwork and body action to do it properly without looking like a foreign idiot. I tightly squeezed the hand of the unlucky lady who happened to be next to me, clinging and grasping desperately for dear life, until I realized that nobody else was breaking the finger bones and cutting off the circulation of the person next to them. Then, I suddenly became a spastic symphony of flailing arms, legs, and knees . . . . moving right when I should have moved left (until I was yanked in the right direction), kicking back when I should have

kicked front, kneeing down when I should have kneed up, spinning low when I should have spun high, stomping once when I should have stomped twice. In the first five minutes, my feet were begging for mercy and sweat was pouring from my face in buckets . . . so much so that I thought it was still raining, until I realized that the droplets were warm and salty. But, the Vertigo was still in check, thanks to the strange Alien Orbs monitoring my wrists. However, I knew I was in trouble when the teacher took me aside to teach me the “moves” . . . and he was obviously very patient with me as my left went right and my right went left. “Edno, Dve . . . HUP!” He chanted as he showed me how to stomp and kick. “Edno, Dve . . . HUP!” Well, I HUPPED alright . . . right onto his toes! Before long, the other women were patiently trying to demonstrate as I invaded their line . . . finally giving up as I did my OWN combination of fancy footwork. Steppity, Steppity, Steppity, Step . . . Steppity, Steppity, Steppity, Step . . . . KICK!!!!! The women laughed as my feet had a mind of their own and my kicks were gregariously delayed. I lacked in the foot department, let alone when the line started doing little

body twists, turns, and hand movements . . . I certainly couldn’t manage all of that all at once! And just when I had the moves all figured out . . . . who am I kidding, I never had them figured out! I flailed in every direction (as local kids passed by to check it all out), certain that I am most-definitely ready for “So You Think You Can Dance” . . . . after that scene, I don’t just THINK I can dance (I KNOW it). It was evident in the faces of the other women in the class as they seemed to think I was a natural . . . despite the occasional snickers and utter bewilderment. Honestly, they weren’t laughing AT me . . . they were laughing WITH me and they were clearly quite impressed by my Fancy Footwork and my Flailing (no, FANTASTIC) feet . . . it’s too bad everyone can’t be as good. Don’t risk it! ADOT offers safe driving tips for monsoon season PHOENIX — The headlines are all too familiar. Dust storm causes fatal chain reaction crash. Flood waters claim driver crossing swollen wash. Heavy rain sends boulders onto highway. These are among the often tragic or frightening events that occur when monsoon storms strike in Arizona each summer. The Arizona Department of Transportation is joining other public safety agencies, including the state Department

of Public Safety and the National Weather Service, in passing along advice to drivers during Arizona Monsoon Awareness Week. ADOT urges drivers to be prepared for summer storms and potentially hazardous driving conditions by following these Monsoon safety driving tips: • When it doubt, wait it out! If you see a dust storm ahead, it’s best to exit and wait for the dust to move through the area.

• When faced with low or zero visibility conditions, pull your vehicle off the road as far to the right as possible. Turn off your lights, set the parking brake and take your foot off the brake pedal. These steps reduce the chances that other drivers mistake your vehicle as the one to follow. • Don’t risk crossing a flooded wash, even if it doesn’t look deep. Water is a powerful force that should not be underestimated.

in the Galiuro Mountains or the north side of the Catalina Mountains. “We have used this airport as a base of operations quite a bit in the past few years,” Risch said. “It helped out in our fight against the Aspen Fire in 2003 and other blazes that have broken out in the area. We like it because it there is no dust to be stirred up when we take off and land.” Risch said that the crew stationed in San Manuel has been on numerous fires in the past month. “We just got off the Monument Fire in Sierra Vista,” Risch said. “We’ve also been called into fight the Horseshoe 2 and Murphy Fires as well. We’ve been busy.” Due to the rugged terrain and

lack of accessibility to the site of the fires, the National Forest Service is using a Eurostar helicopter to shuttle crews in and out of the site. The Eurostar helicopter that is based at the airport is on temporary assignment to the National Forest Service in Southern Arizona. The helicopter and crews move around the western United States depending on where they are needed. “We have this helicopter in the area from April 22 until July 10 and then it will move to another location for their fire season,” Risch said. “We’re just like a little army – we’ll go where we are needed.” Chairman Rios thanked the crews for their hard work and efforts over the past week to

help battle the Copper Creek and Aravaipa fires. “I have offered this crew any assistance Pinal County can provide,” Chairman Rios said. “This is a hard job for everyone. The crews battle the fire and the Arizona heat. That is the definition of a tough job.” The Eurostar helicopter was one of two helicopters used to fight the Copper Creek Fire. The second, a Bell 212, spent two days on the job, ferrying crews to the remote location and using its tank to drop water on the fire. The Bell, classified as a Type 2 Helicopter, is based out of Los Angeles, California, and just prior to the Copper Creek blaze, was in Sierra Vista fighting the Monument Fire.

Truth in Taxation Hearing Notice of Tax Increase Thursday, July 21st, 2011 at 7:00 p.m. In compliance with Section 42-17107, Arizona Revised Statutes, is notifying its property taxpayers of Town of Mammoth’s intention to raise its primary property taxes over last year’s level. The Town of Mammoth is proposing an increase in primary property tax rate to 2.6295 from 1.8193. For example, the proposed tax increase will cause Town of Mammoth’s primary property taxes on a $100,000 home to increase from $181.93 to $262.95. This proposed increase is exclusive of increased primary property taxes received from new construction. Kids’ Closet to begin fall distribution for M-SM students By Judy Falewicz It’s back to school time (almost) and Kids’ Closet is already planning to help a new slew of kindergarteners. Kids’ Closet in San Manuel will kick off the Fall Season for school clothes on Aug. 9. This is just a one day event for the new kindergarten students and any new students in the Mammoth/San Manuel School District. These children wear uniforms and the first day of school is Aug. 11 so they need to get their new clothes. The regular schedule for all other children for their Fall Wardrobe will start on Sept. 29. The uniforms provided are red or navy collared polo style shirts with khaki slacks. Of course students get the rest of the wardrobe which consists of sneakers, a jacket, underwear, socks, toiletries and a bonus of a dress or skirt for the girls and a belt and baseball cap for the boys. Often, though, girls choose the belt and cap over the dress. Parents should contact your child’s school and get a permission slip for each one of your children. Proposed Changes to the 100–year and 500year Floodplains for the Cañada Del Oro Wash and Tributaries upstream of the Pinal-Pima County Line. The Pinal County Flood Control District has submitted proposed changes to the floodplains for Cañada Del Oro Wash and two of its tributaries to the Federal Emergency Management Agency (FEMA) in the form of a Letter of Map Revision (LOMR). The proposed revisions to the Cañada Del Oro Wash begin at the Pinal-Pima County Line and extend 4.5 miles to the north. The revisions to the Dodge Tank Wash begin at the confluence of the Cañada Del Oro Wash and extend 1.9 miles east. Revisions to the tributary begin at the confluence with the Cañada Del Oro Wash at the Pinal-Pima County line, and extend approximately 1.3 miles upstream (north) to the Saddlebrooke development. The proposed map revisions reflect new hydrology and better topographic information. The maps cover portions of Sections 13,14,23,24,25,35 and 36, Township 10S, Range 14E. When accepted, the revised floodplains, and BFEs would modify Flood Insurance Rate Maps 04012C 2500E and 04012C 2475E. The proposed floodplain maps can be viewed at the District’s office located at 140 N. Central Arizona Adele Early celebrates birthday College helping Pinal County residents earn GED with no-cost test prep classes PINAL COUNTY, Ariz. - Central Arizona College is gearing up for another semester of helping students earn their General Educational Development (GED) diploma at several locations throughout Pinal County this fall semester. GED classes will be divided into two eight-week periods and are currently provided at no cost for Arizona residents. The first session begins Aug. 15 with preregistration starting Aug. 1. The second session will begin the week of Oct. 10 or Oct. 18, depending on location, with preregistration starting Sept. 26. On Friday July 1, Adele Early along with family and friends celebrated her 90th birthday. The event was held at the San Manuel Country Club Grill. Another end of an era? The San Manuel Country Club Golf Course announced last week that it would be closing on Friday, July 1. The golf course has been in existence since the early 1970s when a group of local businessmen organized a golf club and along with Magma Copper Company built the course. Magma Copper backed the project and helped support it. The San Manuel Golf Course was sold by Magma Copper to BHP. The San Manuel Golf Course and membership continued to operate with the help and support of BHP until 2006. It was then purchased by a private company Play Through Retirement, LLC. Membership had declined in recent years and the housing market and economy made it difficult to continue to operate. It is unknown what the future plans are for the golf course. This is another significant blow to San Manuel. It was hoped that the golf course would help draw retirees to move into the area.
