A summer of festivals and conversation
It’s been a great summer of events across the City of Port Phillip. January was a busy month with a commemoration for Albert Jacka, VC, MC and Bar; celebrating the City’s multiculturalism at the Piers Festival at Princes Pier; welcoming new citizens with our Australia Day citizenship ceremony in the St Kilda Botanical Gardens and kicking off the St Kilda Festival with the opening of the Yalukit Wilum Ngargee. The beginning of February saw us marching down Fitzroy Street for Pride March and we finished the festival calendar on a high note with a spectacular St Kilda Festival Sunday. I hope you were able to drop in to one of the many Council conversation caravans we held across the

municipality during February to give us your views on the Budget process and Council Plan. We’ve had great feedback both from the caravans and through ‘Have Your Say’ on the Council website, which is open until Monday 9 March. Council is now collating your suggestions and ideas which will help us form the forthcoming Budget and Council Plan. Renew your furry friend’s registration Annual pet registration renewals are due by Friday 10 April. Every dog and cat three months of age and over must be registered with Council. Council’s Access and Ageing Department has been awarded the Rainbow Tick by Quality Innovation Performance (QIP). The accreditation, which Gay and Lesbian Health Victoria helped develop, recognises Council’s work in providing a safe, inclusive and welcoming environment for people who identify as gay, lesbian, bisexual, transgender or intersex. Over the last 18 months, Council staff used the goal of getting Rainbow Tick accreditation to ensure that all GLBTI

Community participants helped refine parameters for the site last year, exploring opportunities for greater activation, foreshore connectivity and funding options. Participants commended the consultative process undertaken to colaboratively discuss and explore ideas during this stage.

Safety improvements in the fast lane As part of Council’s Bike Plan 2011-20 strategy, a new northbound bike lane has been installed on Marine Parade from Point Ormond Road to Shakespeare Grove. Council’s long term objective is to provide a continuous inbound bike lane along the bay between Elwood and Port Melbourne.

Work on the much anticipated upgrade to the south side of Fitzroy Street is planned to start in the middle of the year. The project will provide greening and lighting improvements between Grey and Jackson streets. Other elements of the upgrade include new palms, planting, feature paving and seating at selected locations, and artwork that will

Get on board the business bus The Small Business Bus makes it easier to get information about starting and operating a business. The bus distributes information about business seminars, workshops, programs and time-saving tools. Palais by numbers St Kilda’s Palais Theatre is a vital part of the contemporary music scene which attracts local, interstate and international artists. The 87 year old heritage listed theatre is owned by the State Government and managed by the Council since 2006. Due to its age, it now needs urgent repairs and other work to ensure the building complies with today’s standards. A recent economic impact assessment showed the Palais generates $3.4 million directly and $34 million in visitor spending per annum as well as attracting 21,500 interstate and international visitors. It also supports around 200 full time equivalent jobs, many of which are located within our City. 8
Given the importance of the Palais to the local and Victorian economy, Council recently committed up to $7.5 million towards the much needed building work, contingent on a significant State Government contribution. Prudently investing in key assets which deliver a wide range of community benefits is part of Council’s role and local traders recognise how the Palais contributes to their business. Alex marks the spot
The local entertainment economy received a boost last month with the opening of the Alex Theatre St Kilda in Fitzroy Street. Melbourne theatre promoter and National Theatre-trained actor Aleksander Vass has invested $1 million to transform the former George Cinema into three new theatres for live productions, cinema and a multi-use arts hub. Vass has added a mezzanine level to the largest room to give it a 500 seat capacity to operate alongside a smaller 350 seat theatre and a sprung floor performance and rehearsal space that can seat 250. With the flexible capacity and fitout, Vass imagines the Alex as a place for new and mid-range shows that can’t risk the costs of CBD commercial theatres. The variety of spaces also means that the Alex will be suitable for comedy, art installations, exhibitions, festivals and children’s programming.
Vass’ appointment of Richard Fitzgerald, former CEO of Her Majesty’s Theatre Melbourne, as General Manager gives a hint to his strategy. So too is the choice of Sexercise as opening show. A premier musical about relationships and busy lives commissioned with the Alex in mind, this musical was written by Melbourne musician and writer (and sometime St Kilda local) Derek Rowe. With an impressive cast of experienced musical theatre performers, the first show takes advantage of both the new venue and the thriving Melbourne talent pool to promise a fun night of musical theatre. Underpass gets a makeover Over 30 pieces of art have brightened the Graham Street underpass in Port Melbourne as part of a project aimed at reducing graffiti. Eight local artists worked with young people to produce these artworks, to build a sense of pride in and ownership of the space. Council worked in partnership with the St Kilda Police and Citizens Youth Club (St Kilda PCYC) to organise the art. The St Kilda PCYC provides activities for young people at the Graham Street Skate Park on Mondays and Thursdays 4 pm - 7 pm until the end of March (after that, only on Mondays).

Revised planning scheme helps protect against flooding Community comment is invited on a revised planning scheme for localities with a higher risk of flooding. Council is revising planning controls to help protect localities that have the potential to experience overland flooding in a severe storm event. Following revised flood modelling by Melbourne Water and Council using new technology and updated data, areas covered by the 15 year old Special Building Overlay (SBO) are set to change.
The SBO does not prevent further development; rather it aims to reduce the risk and impacts of overland flooding by ensuring new development is appropriately sited and designed, which includes raising the floor level of new buildings. The changes to planning controls will take effect through Amendment C111 to the Port Phillip Planning Scheme. All owners of properties included in the revised SBO are being notified by mail and anyone can make a written submission up until Wednesday 8 April.

Door-to-door transport Volunteer drivers are needed to help extend a vital door-to door transport service for the elderly. South Port Day Links (SPDL) has been helping people get around Port Melbourne and South Melbourne for over 25 years. It is trialling an extension of the service to residents of St Kilda, Elwood, Ripponlea and St Kilda East until Easter. SPDL needs volunteer drivers who can assist for four hours per week.
