Welcome to Council and goodbye As we go to print, I have had the great pleasure of swearing in the nine Councillors who will take our City forward over the next four years.
One of their first jobs is working on the Council Plan to set out their vision for Port Phillip from now until 2021. We’ll be sharing more information and look forward to hearing your thoughts next year as the Plan progresses.
Although I am departing Port Phillip soon, I will retain tremendous affection - and memories - of this wonderful City. I hope Tracey Slatter, you enjoy all Port Phillip offers over the CEO summer months.
We now have three Councillors representing each of the three new wards, Gateway, Lake and Canal, instead of seven single Councillor wards.

Acland alive
Acland Plaza is a new community space that’s ideal for busking, displays, community events or simply sitting around enjoying the passing parade. Created as part of a streetscape upgrade and new tram terminus, Acland Plaza will be a space for year-round activities and events. To kick-start the 12 month program, Council invited applications for Vibrant Acland Seed Grants in November (applications closed on Friday 25 November). These grants encouraged activities in and around Acland Plaza, including Acland Street between Barkly and Carlisle streets, Monarch Lane, Shakespeare Grove, and Blessington, Belford, Irwell, and Albert streets.
‘I’m inspired by the possibilities,’ says Stan Yarramunua, the artist and didgeridoo player with a gallery on Acland Street next to the tram stop. ‘The community can do so much in this great space.’ 4
Council is excited about Acland Plaza and precinct hosting a variety of free, diverse and inclusive events including small festivals, pop-ups, public classes, and recreational and creative activities. Ferrars Street school set for 2018 With the foundations of the new primary school in Ferrars Street now in place, Victoria’s first vertical Government school will open in just over 12 months. Designed for 525 students, the five-storey building in Fishermans Bend’s Montague Precinct has been designed to maximise space and provide co-located community services. The school principal will be appointed in early 2017 and student enrolments for the 2018 school year will open in mid-2017. There are now six outdoor fitness stations across Port Phillip, each with high quality equipment you can use for free. Most recently opened is the fitness station at Moran Reserve in Elwood. Bubup cubby is the best Children at Bubup Womindjeka Family and Children’s Centre in Port Melbourne are delighted with their new Eco Gunyah* cubbyhouse. Thanks to funding from Victoria International Container Terminal, the cubby is made from recycled apple crates and has state-of-the-cubby eco features including garden beds planted
with vegetables, tin roofing with guttering flowing into a water tank, solar power panels, recycled vintage milk churn letterbox and a slide. Now that’s a cubby with the lot. Gunyah means ‘hut or shelter’ in the Boon Wurrung language.

The sun shines on Town Hall
The roof of the St Kilda Town Hall is now home to a 172 kW solar panel system that will save Council about $44,000 a year on electricity and supply costs. With a minimum lifespan of 25 years it will enable Council to annually avoid
Toward Zero progress Council has launched its 2015/16 Toward Zero Annual Report, which shows how Council is tracking to reach its environmental targets by 2020. Key milestones for 2015/16 include mounting a solar panel system on St Kilda Town Hall, installing 330 new energy efficient streetlights, and creating 2.5 km of on-road bike lanes and 21 new on-street car share bays. Council is preparing a Toward Zero Community Action Plan to focus on Toward Zero community targets, with consultation in 2017.

Applications can now be submitted via the Online Services portal on our website, or in digital format via USB at the Planning and Building counter at the St Kilda Town Hall. When you apply, you’ll receive an email receipt and tracking number, making it easier to track the progress of your application. Hard copy planning applications will continue to be accepted at the St Kilda Town Hall.

Works by the Port of Melbourne Corporation have extended the off-road bike trails from Perce White Reserve in Port Melbourne to a spectacular new observation deck at Webb Point, adjacent to the docks and CBD.

Pint sized penguin ambassadors Elwood Primary School Grade 4R students are learning to be penguin ambassadors by getting a better understanding of how litter effects our environment. Visiting the St Kilda penguin rookery with educators from the EcoCentre,
the young citizens are getting a first-hand view of the environment and how they can help improve it. There are many ways to get involved. Young people between 15 and 25 meet on Sunday afternoons at the pier as part of the RE-Generation youth project.

Run by community volunteers, these libraries lend quality toys to families for a small membership fee. Each library is open a few hours each week for selection and return.
