New school soars South Melbourne Primary School Principal Noel Creece with some of the newest students at the newest school. The soaring five level centre includes the primary school plus a range of community facilities, including a kindergarten, managed by Council. 2
The new South Melbourne Primary School, the first vertical primary school in Victoria, sets a welcoming tone for the emerging Montague neighbourhood. Not only does the bold design impress, but the inclusion of fantastic community facilities also sets a high standard for new developments. Watch for news about a community open day coming soon. Across the municipality there is a lot happening to encourage welcome and appropriate growth. The new residential zones will go a long way towards protecting the character of our residential neighbourhoods by directing growth to the most suitable areas. Encouraging quality design and development is crucial. In March our much anticipated Design and Development Awards will be presented
during NGV Melbourne Design Week. The entries show that quality design is alive and well, especially in residential architecture.
Another design highlight is the win by local architects of the Pride Centre design competition. While the design still needs go through a planning process, the new centre will give Fitzroy Street an inviting new vibe. Welcoming new neighbours and supporting new integrated community infrastructure like schools is all part of being a vibrant, welcoming city that values its character while being open to the benefits that growth delivers.

High rise kinder
Where better than Barring Djinang Kindergarten’s inner city rooftop to enjoy early learning?
The award winning* high rise South Melbourne Primary School is a first for Victoria. But did you know that it includes a rooftop kindergarten, two sports courts and two community rooms for hire? The Ferrars Street Education and Community Facility integrates the new school with a range of Council managed community facilities (including the Barring Djinang Kindergarten).
Local win for Pride Centre design
The sports facilities include an indoor competition standard netball court and an outdoor court. There are also two community rooms available for booking during school hours on weekdays, some evenings and all day on weekends. Two consulting rooms on the ground floor will host maternal child health and community services for the community.
The new facility, supported by a $4.35 million contribution from ratepayers, helps establish the emerging Montague neighbourhood as a family friendly community. Find out more www.portphillip.vic.gov.au * The school building was awarded Future Project of Year at the Berlin 2016 World Architecture Festival Awards.
Architects’ impression of Pride Centre design.
Local architects have won the Victorian Pride Centre Board’s competition to design Australia’s first Pride Centre on Fitzroy Street. The winning proposal by Grant Amon Architects, and Brearley Architects & Urbanists, was described by Jury Chair Dimity Reed as a memorable and exuberant building. The design will now move towards a planning assessment process. See more about the winning design pridecentre.org.au

Design to shine
Excellence in local design will be part of NGV Melbourne Design Week, as will an event to announce the winners of the Port Phillip Design and Development Awards. This is a major step forward for the awards and an important recognition of the contribution that architecture makes to our City.
Judging Panel Chair, University of Melbourne Architecture Professor Donald Bates, said “the power and impact of an awards program is the degree to which it makes the community suddenly aware that architecture is producing positive transformations to their environment. The Port Phillip Design and Development Awards once again reveal the diversity, the ambitions and the successes of architecture within Port Phillip. Award ceremony at NGV International Tuesday 20 March www.portphillip.vic.gov.au

New residental zones protect character Recently approved residential zoning changes seek to manage growth while keeping character. Faced with concerns about Melbourne’s growing population, the State Government asked all councils to apply new residential zones to better manage this growth. Port Phillip’s local application of Amendment C123 was based on the Council’s Housing Strategy which included considerable community input.
Both the strategy and the amendment direct new housing to areas near shops, transport and other services, while protecting the character and heritage of established residential areas.
generally with a three storey limit. GRZ includes some ‘Review Areas’ (identified in Amendment C123) that will be revisited in 2018/19 as part of an updated housing strategy.
The new residential zoning was approved by the Minister for Planning and came into effect in December 2017.
Neighbourhood Residential For areas where more limited development is anticipated, including most heritage areas, generally with a two storey limit.
It includes three new residential zones: Residential Growth (RGZ) Allowing increased housing growth and higher density, generally with a four storey limit. General Residential (GRZ) For areas with good access to services and transport where housing diversity and moderate growth is encouraged,
Much of the anticipated population growth in Port Phillip is likely to be in mixed use or commercial zones outside established residential areas, mostly in South Melbourne, Port Melbourne, St Kilda and along St Kilda Road. Go online to check your zone www.portphillip.vic.gov.au
Nearly half of the municipality is included in zones that strongly protect character with only two per cent in the Residential Growth zone (RGZ). 14
