Article 18 Assignment Pay

ARTICLE 18 ASSIGNMENT PAY

Section 1. Specialty Units

To be eligible for the bonus provided for in this Section, the member must be assigned to one of the following specialty units:

• Investigations; • VIN; • K-9, • Strategic Enforcement Team; • Community Involvement; • Bicycle; • Training; • Street Intelligence Unit; • Youth liaison; • Burglary Enforcement and Reduction; or • Threat Management Unit.

Members assigned to one of the above specialty units will be paid a bonus in the pay period including January 1 and July 1 of each year. The amount of the assignment pay bonus is $1,500 per semi-annual period for Law Enforcement Officers, or $115 per twoweek pay period in which the member served in a specialty unit.

If a member assigned to a specialty unit is transferred from a specialty unit to a nonspecialty unit by the department based on departmental needs, the member will be compensated for the time spent in the specialty unit, at a prorated rate equivalent to $115 per pay period worked for Law Enforcement Officers in the specialty unit, based on the $1,500 semi-annual amount.

Section 2. Motorcycle Officers

Members who are trained and assigned to the Traffic Unit (a specialty unit) as a Motorcycle Officer shall receive a 5% increase to their base pay.

Section 3. Additional Assignments

Additional assignments are duties that a member may be assigned to in addition to their primary and regular assignment. Members assigned to one of the following will be paid a bonus in accordance with the following:

• SWAT Commander: $3,100/year • SWAT Executive Officer: $2,800/year • SWAT Team Leaders (including sniper team leader): $2,400/year

• SWAT Assistant Team Leaders: $2,000/year • SWAT Members will be paid a bonus based on the following years on the SWAT team: o Calendar Year 1: $1,500/year o Calendar Year 2: $1,600/year o Calendar Year 3: $1,700/year o Calendar Year 4: $1,800/year o Calendar Year 5: $1,900/year • Negotiators: $1,200/year • Command Vehicle Technician: $800/year • Dive Team: $1,200/year • Public Information Officer: $500/year • Civil Unrest and Tactical Support: $500/year

Members will be paid the bonus once a year. Payment shall be made in the pay period that includes December 1. Members who do not serve in an additional assignment a full calendar year will receive a pro-rated cash bonus in the pay period that includes December 1.

For transition purposes of Dive Team and Public Information Officer, members assigned to those additional assignments will only receive a pro-rata assignment pay bonus for the months of June 2021 to December 2021.

Section 4. Payment of the assignment pay bonus in Sections 1 and 3 is nondiscretionary. However, members rotating through a specialty unit, assignment, additional assignment, or any other job or position that may be covered by this Article shall not be eligible for the assignment pay bonus.

Members on any non-Workers’ Compensation related leave of absence (including use of sick, vacation, or comp time) for greater than 45 consecutive calendar days will receive pro-rated assignment pay bonus as provided for herein.

Section 5. The selection, assignment to, and/or removal from any specialty unit or additional assignment provided for in Sections 1, 2, and 3 of this Article shall not be subject to any grievance or arbitration regardless of the purpose of such selection, assignment, and/or removal. The City maintains the complete management right of unilaterally assigning members to any specialty unit or additional assignment provided for in Sections 1, 2, and 3 of this Article.

Section 6. Members who voluntarily terminate their employment before the established bonus payment date provided for in Sections 1 and 3, above, shall receive a pro-rated bonus upon their separation date.
