City Deal may create 10,000 jobs Over 10,000 jobs, growth for 25,000 businesses and Plymouth’s South Yard open for business - that’s now in the pipeline, thanks to the historic City Deal. The Government’s Cabinet Office in January pressed the start button on the Plymouth and South West Peninsula City Deal which could see £296 million pumped into the region over the next 15 years. The flagship proposal of the deal seeks to unlock land at South Yard in Devonport Naval Base. Following the signing of this deal Plymouth City Council and the Heart of the South West Local Enterprise will begin detailed discussions with the Ministry of Defence over potentially releasing land at South Yard, which could provide a prime location for the marine industry due to its close proximity to other companies in the sector and has access to deep water which is needed for marine research, development, and testing. In return, the peninsula partners will fund the development and infrastructure needed to clear the way for up to £60 million of private sector investment. The yard is one of the few sizable sites with deep water access in the South West and will provide the marine sector with facilities to develop technology, manufacture and commercialise products

It will capitalise on expertise and investment, supported by Exeter and Plymouth Universities, which has led to over £100m investment in unrivalled marine research and demonstration facilities including the Wave Hub, the world’s largest consented demonstration area for marine energy technology, the FaB Test nursery site in Falmouth, a world-class hydrodynamic test facility in Plymouth University’s Marine Sciences building and extensive research capability at Plymouth Marine Laboratories.

Substantial business support package Business growth support will be enhanced in the region with £24 million of private and public sector money to help existing businesses flourish here as well as attract new investors. An array of practical initiatives which fill recognised gaps of support for the area’s 25,000 businesses to ensure their products and services reach the right markets, that companies maximise export opportunities and enjoy tailored support. It includes expanding the GAIN network using £5.8 million of Regional Growth Funding to encourage businesses of all sizes to tap into local expertise and existing support programmes, and • continued on next page

Alison joined a group of MPs and Peers from across the country for a Dementia Friends session in Parliament Dementia Friends was launched in February 2013 by Alzheimer’s Society. It is an initiative that aims to help people understand what it might be like to live with dementia and turn that understanding into action.

Over 1,500 young people will be helped into work, thanks to a package of initiatives which aim to give the next generation skills.

Professor Wendy Purcell, Vice-Chancellor of Plymouth University, said: “The City Deal success demonstrates the value of partnership working, bringing together local government with business and harnessing the power of universities to unlock growth in Plymouth and the wider South West. “With our collective worldclass research expertise,

in particular here within our Marine Institute, together with our enterprise agenda we are wellplaced to create a centre of excellence for marine renewables that will be relevant globally.” Over the last nine months representatives from local authorities, the education and business sectors have been working on the deal which culminated in a minister’s panel last month. The peninsula’s MPs have also backed the deal and lobbied at Whitehall. Through the delivery of the City Deal, by 2030 will

people back into sustainable employment To ensure that the deal is delivered, the partners in the peninsula will also invest including a £10 million investment from Plymouth City Council and Heart of South West LEP to support the Marine Industries Production Campus development at South Yard To deliver this package, the peninsula is asking the Government for help to cut red tape and help in delivery, support and a contribution worth over £19m.

Alzheimer’s Society is aiming to have one million Dementia Friends by 2015, to help make England more dementia-friendly and improve the lives of the 650,000 people currently living with the condition in the country. Alison was one of 30 MPs and Peers who took part in a number of exercises aimed at helping participants understand the affect of dementia on people’s everyday lives. Alison Seabeck MP said:‘I’ve signed up to show my support for Dementia Friends, and am encouraging people in Plymouth to do the same too. I intend to hold an event shortly which will allow some of the expertise available to be passed on to my constituents who have genuine fears about the onset of dementia in themselves or in their loved ones. “With a growing number of people living with dementia, it’s more important than ever that we all have a better understanding of the condition. “Plymouth is well ahead of many other parts of the country in terms of seeking to be a dementia friendly city with schools and shops signed up to better understand how people should be treated in day to day contact situations.”

...AND MORE GOOD NEWS FOR PLYMOUTH Over 2,500 new jobs, 5.6 million visitors to Plymouth, a two per cent rise new businesses, youth unemployment down by two per cent and a drop in people claiming job seekers allowance – that’s the results of a year’s concerted and sustained effort to create jobs and encourage growth in the city. Council leader Tudor Evans outlined the achievements made over the last 12 months by Plymouth City Council’s economic development team working closely with many partners both in the public and private sector at the Working Plymouth scrutiny panel in January. Councillor Tudor Evans said: “These are not just dry facts for a committee report. Behind these figures are real people, getting real jobs, bringing home money for their families and spending these hard earned wages locally.

“Behind this list of achievements are hundreds of young people who are getting opportunities and learning skills that businesses want to see in the work place and a sense of confidence is beginning to shine through – despite the incredibly difficult economic landscape we are in.

It includes the Plan for Jobs, Mayflower 2020, History Centre £12.5m HLF submission as well as imminent City Deal, the events programme, a strategic property review, to name but a few. The Plan for Jobs, for instance, has created 861 Jobs so far, including 569 jobs and 1900 opportunities for young people, 53 jobs through inward investment, 60 jobs as

Plymouth’s 1000 Club has been shortlisted for a prestigious national prize that recognises the public and private sector working together. The 1000 Club was set up through the Plymouth Growth Board – a partnership between business and public sector leaders – to make it easier for young people and employers to team up to better suit each other’s needs. Now it is up for an award from the Local Government Chronicle that recognises the work between local councils and the private sector to create some of the

most exciting developments in local government. Since the launch in September 2012, the club has been hugely successful and so far: 429 in employment; 504 apprenticeships; 206 graduate internships; 389 work placements and 611 student work experience placements Councillor Leader Tudor Evans said: “I’m thrilled to bits that this club is getting recognition on a national level. “It’s a simple but brilliant idea and it is down to the team work between partners in business and the public sector that this proactive effort to give young people a foot in the door has been such a success.

By being smarter with the land and building it own, the council has helped businesses create 63 jobs – a building extension to one our properties enabled the expansion of Sunshine Care, creating more jobs.

The council has been closely involved in projects which has let to further funding worth £86.8 million for projects ranging from the Ocean Studios £4m, Millfields Trust Block C £5m and EU Structural Funding £72.4m (Devon, Torbay and Plymouth) The Economic development team also worked with Atlantic Inertial Systems to secure Regional Groqwth Fund worth £2 million. A key area which people tend to overlook is the work carried out by the Council’s estates management team. Last year saw 126 lettings and a 98 per cent occupancy – which has brought in a rental income of £5.3m By being more canny and more commercially-minded with the assets the council owns, a further £216m investment has been secured for the city including schemes such as the Higher Home Park, a mixed use leisure proposal worth £50m, a Marine Industries Production Campus at South Yard, worth £63m and Seaton Neighbourhood development worth £70m (900 homes and £21m of community benefit) and the Watergate Bay Hotel in the Royal William Yard worth £18m. Growing opportunities to help Children’s Hospice Staff and volunteers at Children’s Hospice South West (CHSW) are working flat out to plan another year of fundraising. Funds are always needed to be able to keep providing the care and support that CHSW offer to families with children who have life limiting conditions. Although 50 miles from one of CHSW’s children’s hospices – Little Harbour in St Austell – Plymouth is a key fundraising area for CHSW and is also the home town for many families who visit Little Harbour and are supported by CHSW. With Little Harbour now supporting over 50 children and their families, together with 15 bereaved families and 102 siblings, it is vital that fundraising continues in order for the charity to be able to keep providing the care and support that they offer. There are two CHSW charity shops in Plymouth, one on Cornwall Street in the City Centre and one special furniture and home shop on Mutley Plain. So if your house is rather full after Christmas, why not donate any unwanted good to the CHSW shops, or collection can be arranged for large quantities or large items. Alternatively if it is spare time that you have on your hands rather than bulging cupboards then why not offer the shops a couple of hours of your time as a volunteer? It will give you a chance to do something different and meet new people and do your bit for the charity at the same time. Care home invite to special free event A Plymouth dementia care home is warmly inviting local people who feel isolated in their own homes to a special free social event. As a Dignity Champion, Waypoints home is supporting a national campaign running in February by holding an informal free event where people can come together for a friendly chat over tea and cake. It is estimated that 41,700 people aged 65 years and over live in Plymouth and almost 16,000 of them may live alone. The Plymouth event on Tuesday February 25 from 11am is part of a national initiative by The National Dignity Council to encourage dignity and compassion at the heart of care and communities. The Tamar Bistro at the Waypoints home in Ernesettle Lane is the venue for the ‘Digni-tea’ event. Waypoints care home manager Tessa Marriott said: “Our residents are like an extended family and they benefit greatly from the social interaction and peace of mind knowing that someone is close to hand if they need anything. We know that there are many people living in their own homes who do not have regular contact with anyone. “Talking and even just being in a room with other people is very therapeutic. Having contact with others is stimulating and can do wonders for confidence and selfesteem. We want our neighbours in the wider community to feel valued and know that we care about their health and wellbeing.”

Fans wanted to pedal for pounds

Plymouth Argyle Youth Department, Argyle Community Trust and the Green Taverners will be pedalling for pounds when they cycle from Oxford to Plymouth prior to the home game against Oxford United in April. Organisers want fans to join them to raise thousands of pounds for three charities and youth groups by getting on their bike and cycling from the Kassam Stadium to Home Park. The Pilgrims entertain Oxford United on Saturday, April 12 and want keen cyclists to take to the saddle to cover the 220-mile trip to Home Park in the three to four days leading up to the match and raise funds for Argyle Community Trust, Argyle Youth Academy and Prostate Cancer UK. The event has the full backing of the Football League Trust and the entrance fee will cover transport to the start point from Plymouth, all accommodation and food/snacks/ drinks over the course of the four days. Councillor Jill puts down bench mark Stoke councillor Jill Dolan, has used the money from her annual Community Grant Scheme to provide two benches in Victoria Park as requested by local people, and four replacement dual use bins on sites around Stoke Village. As well as working for the people of Stoke and sorting out various problems which have arisen over her seven years in office, she has continued to run a monthly surgery on the last Friday afternoon of the month in Stoke Library as she feels strongly that people should be able to contact her and meet her in person. Jill is due for re-election in May and this time is standing as an Independent candidate having become disillusioned by the constant swinging to and fro between the major parties. Jill feels that an elected councillor should listen to their residents and be able to put those opinions forward, regardless of party politics. Ghana Link event A special event aimed at raising awareness of Ghana Link is taking place in March. A study carried out by the Royal Devon and Exeter NHS Foundation Trust, found preliminary evidence that regular singing exercises may benefit people who snore. “This prompted us to ask Rock Choir members whether they or their partners had noticed any improvements in their snoring since joining. Over 10% of respondents said yes. We’re always receiving emails and letters from choir members telling us how much being in Rock Choir is helping them to feel happier, increase their confidence and even lose weight. So this is yet another bonus!” Rock Choir member Dagmar Rathbone says her husband has noticed a difference since she joined Rock Choir: “Apparently my snoring is now quieter,” said Dagmar. “My husband says I’ve gone from a tank to a motorbike!” Another Rock Choir member, Viv Feeley, said her snoring has reduced since joining. “I’m now thinking of getting my husband to join Rock Choir too,” she said. How YOU can help Plymouth Guild secure funding for Ageing Better initiative Plymouth residents aged 50 and over have an opportunity to make their opinions count in shaping a successful bid for up to £6 million funding over the next six years. The BIG Lottery funding would be targeted to provide a range of services and support for older people, reducing loneliness and isolation and improving their quality of life, as part of the Fulfiling Lives: Ageing Better intiative. In October 2013, Plymouth Guild was appointed to lead Plymouth’s bid for this funding, in partnership with ten other agencies in the city. Plymouth was just one among 100 local authority areas bidding for the funds. They succesfully got through to the second round, and are now down to the final 32 that are working hard to secure this funding. Competition is fierce, as only 15 to 20 awards will be made. “We believe Plymouth is in with a great chance,” commented Plymouth Guild’s Chief Executive George Plenderleith. “We have already identified some of the needs of the older population through the Plymouth Fairness Commission interim report. It shows that loneliness and isolation are key problems, and we want to work with the over 50’s to overcome this, and to introduce better access to support and services, in the coming years. We really want to ask older people all over Plymouth what their views are, so that we can bid for funding for things that they actually want to have, and which they believe will solve some of the problems associated with older age.” One of the main ideas undergirding Plymouth’s bid is to set up a Social Enterprise*, run by and for older people. This group will represent and support older people, to: Provide services to help people get involved in various activities across their communities; Provide support for people at risk of becoming isolated; Empower older people to make decisions about (and to design) the services on which the Council, and others, spend money; Provide business opportunities for the provision of services and consultancy. “With the help of local people, we believe we can put forward a very strong bid supported by all the Agencies that the Plymouth Guild is partnering with in this project. Fund-raising golf day in memory of Chaddlewood Inn Golf Society founder member A golf day organised by the friends and family of the late Mark Sayers, raised £550 for the Oncology Department at Derriford Hospital. The golf day was held at the nine-hole course at Sparkwell, in memory of Mark, who lost his three-year battle with throat cancer in May 2013. More than 30 golfers took part in the morning. The fundraising continued into the afternoon at the Chaddlewood Inn, with a raffle, an adaption of the television programme, ‘Play Your Cards Right’ and face painting for the children. Hamish Stewart, a close friend of Mark’s and one of the organisers of the day, said: “Mark was one of the four founding members of the Chaddlewood Inn Golf Society and played to a good standard. “It was an easy decision to hold a golf day in his name to raise funds for the Oncology Department at Derriford, where Mark had undertaken his treatment of both chemotherapy and radiotherapy. During this time, Mark never lost his dry sense of humour and rarely complained. “The day proved to be an amazing success. Over 30 golfers of all standards played with prizes being given for

‘longest drive’, ‘nearest the pin’, ‘champion golfer’ and a booby prize for the ‘worst golfer on the day’.” The prizes were presented by Mark’s widow and his sister, who travelled from Brighton for the event, both called Melanie Sayers. After the golf, the golfers and their caddies, retired to The Chaddlewood Inn where the manager, Rob Buckley, had prepared a buffet lunch for everyone. Plymouth has been selected as one of seven UK cities to join Cities of Service – a government-backed initiative to work with volunteers on city challenges. Cities of Service is run by Nesta, the UK’s innovation foundation, and backed by the Cabinet Office. It is the first time it has been run in the UK and is built on the successful Cities of Service model developed by ex-Mayor of New York City, Michael Bloomberg. Over the past three years, the movement has spread internationally to inspire Team London and ‘Count on Me’ in Madrid. As part of this prestigious programme Plymouth will appoint a new chief service officer to boost the role that volunteering plays in helping solve local issues.

“It is a pioneering approach, improving services in new and exciting ways and learning from international good practice. This funding will enable us to invigorate the culture of volunteering which is vital if we are to help communities have more control over their lives and the services we deliver.”

A motion discussed at the last full council meeting from Councillor Sue McDonald, Cabinet Member for Public Health and Adult Social Care, highlighted the huge difference in the amount of cash awarded to Plymouth by central government when compared with other similar cities. Councillor McDonald explained: “It is crystal clear how badly underfunded we are when we look at Plymouth’s settlement figure alongside other similar cities. “This council cannot stand quietly by and allow the people of Plymouth to be short-changed. They deserve the best of health and to support this we must ensure we receive fair funding for public health.”

“We know the impact of welfare reform and sharply rising living costs are badly affecting people’s ability to buy and prepare fresh, healthy food.

Of the seven cities, Plymouth is one of four selected as a partner city and will receive £180,000. The three remaining associate-status cities with receive £30,000.

The number of people using Plymouth Foodbank has increased 237 per cent in the last year. Families on a tight budget are opting for cheaper processed food rather than home cooked fresh and often healthier meals.

Plymouth settlement for 2014/15 is set to be £47 per head, whilst settlements in similar cities include: Portsmouth £75 per person, Brighton and Hove £66, Bristol £62 and Southampton £59.

As well as grant funding to roll-out the project, Plymouth will receive mentoring and advice from US cities that took part in the New York City programme. Plymouth will also take part in a programme of training and learning events that bring partner cities together to develop their skills in key areas like needs assessment and impact evaluation.

Alan has also produced a number of independent documentaries on a wide variety of subjects among them: The Life of Brunel and The Life of Shakespeare with Dame Judi Dench and the late Ian Richardson, as well as a string of natural history productions, notably Year of the Working Sheepdog – which sold over 80,000 copies worldwide - and various native pony films and extensive productions for the Donkey Sanctuary, one of the largest animal charities in the UK, which saw him filming in Egypt, India and Spain.

Plymouth councillors have called on the Government for a fairer amount of cash to tackle major public health issues in the city.

Plymouth gained its place on the Cities of Service programme by showcasing ideas for food growing and sharing community gardens and the Plymouth Energy Community to help tackle fuel poverty – an issue that affects 14,000 homes in Plymouth. Over the next few months the city will develop its final City Service Plan which will be launched in the summer.

The public health picture in Plymouth is challenging only four out of the 32 targets have been achieved and in 18 of those the city fairs significantly worse than the national average. Public health funding is to achieve two main outcomes: increased healthy life expectancy and reduce differences in life expectancy and healthy life expectancy between communities. The Motion required the Leader of the Council to write to the Rt Hon Jeremy Hunt MP, Secretary of State for Health and to the Parliamentary Under Secretary for Public health, Jane Ellison MP to request a meeting with the council and the city’s MPs to ensure this funding shortfall is rectified as a matter of urgency. It also recommended the council’s chief executive seeks an urgent meeting with Duncan Selbie, chief executive of Public Health England to discuss the matter.

£115m - the cost of caring for vulnerable in Plymouth Caring for Plymouth’s most vulnerable children and adults costs approximately £115 million per year and makes up almost 55 percent of Plymouth City Council’s overall budget.

Council faces big challenge as cuts bite

Councillors Nicky Williams, Cabinet Member for Children and Young People and Sue McDonald, Cabinet Member for Adult Health and Social Care are determined to protect frontline services for Plymouth’s most vulnerable and make it clear to residents just how much of the Council’s budget is dedicated to providing social care and support.

This year the adult social care services budget has been set at almost £89 million and despite having to make savings of approximately five per cent, the amount dedicated to care packages will increase to £77 million.

Councillor McDonald said: “It is well known that councils across the country are facing unprecedented budget cuts and we are being forced to consider some very difficult decisions in order to continue to pay for crucial front-line services. “We want to make it absolutely clear that we are committed to protecting the frontline care and support provided to some of the city’s most vulnerable people. “A large part of our budget is committed to looking after adults during times in their lives when they need extra support - whether that’s providing domiciliary care to enable someone to continue living at home, funding for residential and nursing care, or supporting those with dementia. “We are relied upon to help people cope in old age or illness and we understand how important that is, no matter what pressures are upon us.” The figures released as part of budget scrutiny reveal there are currently more than 36,000 over 65s in Plymouth and this is estimated to increase to over 46,000 by 2016. The total adult social care services

bill reached £94 million last year and within that £76 million went directly to Plymouth people through packages of care and prevention services.

This must provide services for approximately 4,000 adults receiving social care packages, pay for over 1,100 people to be cared for in residential and nursing homes and over 10,000 hours of domiciliary care provided to those living in their own homes. Councillor McDonald continues: “The population of adults who need our help and support is growing as fast as our budgets are shrinking. It’s a constant struggle to find new ways of making our budgets go further whilst continuing to provide the quality of care that people need and deserve.” The picture is similar for services for children and young people in the city – the children’s social care budget for the coming year has been set at just over £26 million and the support education and families budget (not including dedicated grants for building schools or schools) is just over £18 million, plus £5 million for youth services. Forecasts show there are currently 18,937 primary aged children and 17,221 secondary aged pupils. This is predicted to increase to 21,729 and 17,725 respectively by 2019. More people than ever before contacted the council last year with concerns about children, which

resulted in a 17 percent increase in referrals to children’s social care of approximately 4,100. This increase had a knock-on effect to the number of children subject to child protection plans, whose numbers rose to 382, an increase of 30 percent. Councillor Williams, explained: “We don’t want to be alarmist but this just shows the added pressures that families are under. Financial worries and hardship have a dramatic impact on family life and result in more referrals to children’s social care. “We feel it’s really important for the public to understand the pressures the city is faced with so when it comes to prioritising our services, residents are informed about the choices we must make. “Getting the care and education of children and young people right is absolutely crucial, because we know if we don’t, the cost to society of dealing with problems later in adult life far exceed those involved in providing early help. “We are working hard to develop our early intervention plans with partners, but even that vital grant from Government has been cut by eight percent, so we’re battling on all fronts.” The council is dealing with Government cuts of £30m made over the last few years and another £33 million of funding cuts over the next three years – real terms cut of 26 per cent. The council’s budget for next year is £202 million. The £115m figure relates specifically to the combined adult social care and children’s social care services budgets. This does not take in to account capital budget figures or budgets for education, learning and family support or youth services.

Mark is new Catholic Bishop of Plymouth Monsignor Mark O’Toole became the ninth Bishop of Plymouth during a special service at Plymouth Cathedral on January 28. He is the first new bishop to be appointed in England and Wales by Pope Francis. He will succeed the Rt Rev Christopher Budd who is retiring after 27 years and who will consecrate his successor in this rarely-seen ceremony. Mark O’Toole has been Rector of Allen Hall seminary in London since 2008, where more than 40 men are presently studying to become Catholic priests. Before this he was private secretary for six years to Cardinal Cormac Murphy O’Connor, then Archbishop of Westminster. As Bishop he has the oversight of a diocese extending from the Isles of Scilly to Bournemouth. It includes all of Devon and Cornwall and most of Dorset being the greater part of the South West of England with an estimated Catholic population in excess of 58,000. The last ordination of a bishop took place in Plymouth Cathedral in 1986 and is seldom seen. It was a colourful and joyful occasion accompanied by wonderful music and singing. There were priests from all over the diocese and beyond as well as more than 30 bishops and other church leaders. Guests of honour included Cardinal Emeritus, Cormac Murphy O’Connor and the present Archbishop of Westminster, the Most Rev. Vincent Nichols. Her Majesty the Queen will be represented by the Lord Lieutenant of Devon, Sir Eric Dancer, KCVO, CBE, KSJ, JP and civic dignitaries will include the Lord Mayor of Plymouth, Lord and Lady Clifford and members of the Weld family. New steps at Jennycliff for the South West Coast Path Plymouth City Council is installing new steps on the South West Coast Path near Jennycliff Bay, as part of a £24,000 repair programme for the popular walking route. The refurbishment got under way at the beginning of February and will see the existing wooden steps, which have deteriorated considerably since they were installed in 1998, completely upgraded. They will be replaced with new steps made of recycled composite plastic, which is more resistant to the elements and will last significantly longer. The repairs will also include new safety fencing, handrails and signage and the path itself will be widened and resurfaced,

Contractors will be going on site this week at Commercial Wharf and work to convert empty arches at Firestone Arches inside the historic Royal Naval victualling yard will start in a few weeks’ time.

Plymouth City Council submitted a successful bid, designed in partnership with the Plymouth Waterfront Partnership Business Improvement District (BID), for £670,400 from the Coastal Communities Fund for the scheme.

There was also success for another Plymouth fish and chip business at the National Fish & Chip Awards.

“More and more people are waking up to the benefits of cycling – not just for getting to and from work, but for fun days out for almost every age. We need to make it as easy as possible for people to get cycling.” Council leader Tudor Evans added: “Plymouth is one of the few places where you get such a stunning view from a city. We are very proud of Plymouth and our branding reflects this – Britain’s Ocean City. This project will help us spread the message. We’ve an incredible waterfront with 10 miles of the South West Coast Path – sea views on one side, fascinating facts along the way and great food at either end and at all points in between.” Rockets and Rascals already run a bike shop and cafe on the Barbican and have pledged to provide a hire service 364 days a year as part of their proposal. They also say their proposal would generate five full time positions, including an apprentice, as well as casual labour in summer. Work on the cycleway improvements will start in April with an initial phase of changes to Madeira Road and Millbay Road roundabout. Improvements to lighting in West Hoe Road together with resurfacing along Caroline Place and other minor work will be carried out later in the year.. Chairman of Destination Plymouth, Duncan Currall said: “Plymouth is a serious contender for people looking for that combination of good living and an interestingplace to visit. This scheme adds to our growing portfolio of great things to do.” 12

Derriford A&E is top performer Derriford’s Emergency Department has been named as the best in the country among non-Foundation Trusts for seeing patients within the national target, as the vast majority of patients going to the department at Derriford are being seen within four hours or less. According to data submitted to the Trust Development Authority, 98.6% of patients attending our emergency department have been seen within the national four hour target, making us the best in the country – for the second time over the winter period. Kevin Baber, chief operating officer for Plymouth Hospitals NHS Trust, said: “This is great news for

patients attending our emergency department and is a true reflection of the hard work and efforts of our staff. We did a lot of planning in the lead-up to winter to make sure we were as prepared as we could be, including opening a short stay ward, which provides targeted care for medical patients requiring a stay in hospital of less than 72 hours.” Dr Stephen Dunn, director at the NHS Trust Development Authority said: “This performance stands as a testament to the hard work that Plymouth have and continue to put into making sure that patients are being seen as quickly as possible in A&E. Plymouth and others continue to show what can be achieved if everyone in the NHS pulls together to try and tackle these challenges.”

PARENTS URGED NOT TO TAKE TERM TIME HOLIDAYS Nearly 190 parents in Plymouth have been fined for taking their children on holiday during term time since new Government regulations came into force last year. Plymouth City Council received the alerts from schools across the city highlighting unauthorised absence for the reason of family holidays from 1 September 2013 to 24 January 2014. The new government regulations mean Headteachers can no longer grant holidays during term time in ‘special circumstances’, only ‘exceptional circumstances’ which are classed as unavoidable causes such as illness or exclusions. Amendments to the 2006 regulations removed references to family holidays and extended leave as well as the statutory threshold of ten school days. They also increased fine amounts to a maximum of £120 per child – £60 per parent per child. So if a family with two children go on holiday during term time, the likely fine will be £240. The total amount of fines in this school year in Plymouth is £11,340 and the vast majority of the penalties issued have already been paid, although there are currently 14 pending court actions. Councillor Nicky Williams, Cabinet Member for Children and Young People, said: “We don’t want to fine families so we are reminding everyone of the changes and urging parents not to take their children on holiday during term time.” Last year, before the new rules, 177 fines were issued in Plymouth for persistent unauthorised absence from school. The most common reason was parents’ failure to work with the Education Welfare Service to stop persistent absence. Fines can also be issued for persistent lateness, young people being allowed out in public places when they are excluded from school and parents’ failure to explain the reasons for persistent absences. If fines are not paid, the Council must take parents to court for failing to ensure their child regularly goes to school (not for failure to pay the fine) and this can increase fines up to £2,500 or result in three months imprisonment. The new regulations came about following the Taylor Report which stressed the importance of regular attendance at school. These extra measures are in addition the Government’s previous reduction in the national persistent absence target from 20 to 15 per cent. Councillor Williams continued: “We have always worked hard with schools to ensure that reducing persistent absence is a top priority and continue to do so with the full support of teachers. Work under way on affordable homes Work has started on a £2.7million new development of 28 affordable homes for Plymouth.

The properties are being developed by Mi-space for Affinity Sutton, an affordable housing provider, as part of a project to create a mixture of new houses and flats for the affordable rental market, and help address a current shortage of affordable properties which Plymouth City Council is working to overcome.

“In total the development will provide 28 new homes for the affordable rental market, all built or refurbished to a very high environmental standards which will help insulate the residents from spiraling energy costs. “The development is in close proximity to other homes, but Mi-space specialises in carrying out construction work in residential areas. We will work hard to minimize the disruption to the neighborhood and to keep residents informed every step of the way.” Building work is being led by teams from the Mi-space division of Midas, one of the largest independent construction companies in the South West, and is due to be completed by August 2014. Affinity Sutton is one of England’s largest social landlords, providing homes for more than 120 local authorities. Council apprentices up for challenge Plymouth City Council has entered the Brathay Apprentice Challenge for the second year running in the hope to be crowned ‘apprentice team of the year’ 2014.

Last year the council’s apprentices won the regional heats and took their place at the national finals where they finished in fifth place.

Godfrey Owen, Chief Executive of organisers, Brathay Trust, said: “The tasks that the teams complete as part of the challenge allow the apprentices to develop a huge range of skills. These are skills that are not only useful within the challenge but essential for the workplace. It is good to see so many companies including Plymouth City Council engaging their apprentices in such a Challenge.”

The council was also named Large Employer of the Year at the regional heats of the National Apprenticeship Awards 2013 and is listed as one of the top 100 apprenticeship employers in the UK. Ken Holder apprenticeships co-ordinator said: “We are extremely excited to be supporting this challenge for a second year. Last year’s success has really spurred us on and 2014 will see us coming back stronger with a new team, supported by some of last year’s team. “It’s a great, fun way to spread the apprenticeships message and the value that young people can bring to an organisation and we are really looking forward to the challenges which lay ahead over the coming months.” Now in its third year, the Brathay Apprentice Challenge tests apprentices on their team building, leadership, logistical and communications abilities in a series of challenges including awareness raising and community projects. Solo sailor Sam braves the storms to return to Plymouth for final visit before big race in June

As practice for the prestigious French race known as the unofficial worLd championships of solo offshore sailing, Sam and the Artemis Offshore Academy fleet planned to sail half of the first leg of the course from the Needles Fairway to Sutton Harbour, Plymouth and to sail the full second leg of the prestigious solo race from Sutton Harbour, Plymouth to Roscoff as part of their training. Setting out from Cowes, home of the Artemis Offshore Academy, the fleet of four identical Figaro Bénéteau II’s, which are specifically designed to race in La Solitaire du Figaro, were met by a vicious 45 knot storm and choppy seas submerging their 33ft boats for most of the trip, conditions that ended the journey to Plymouth for all but Sam. Former Plymouth University student and solo offshore sailor Sam Matson braved ripping winds and crippling waves off the south coast in January to pay a final visit to Sutton Harbour ahead of ‘La Solitaire du Figaro, Eric Bompard Cachemire 2014’ in June.

Proving himself in training over the past four months, Sam was selected to progress to the next level of Academy training in Lorient, France ahead of the racing season. Sam will train in his Figaro in Lorient for the next three months and compete in three smaller 300 mile solo Figaro races, the Solo Maitre Coq, the Solo Concarneau and the Solo Basse Normandie in a warm up for the epic race starting on June 8 in Deauville, France.

Sam is one of a possible three British Solitaire Rookies (first timers) hoping to compete in 2014. With La Solitaire du Figaro, Eric Bompard Cachemire 2014’ being the first UK stopover in 11 years this year, 2014 is set to be a huge year for the Artemis Offshore Academy and British solo offshore sailing. when is borrowing OK? Well, here we are well into 2014 with Christmas fading into the memory. However, many will have been reminded of the cost of Christmas as a bank or credit card statement has landed on their doorstep in the last week or so! While some are no doubt experiencing the physical pain of trips to the gym following the (usual) ‘must get fit and lose weight’ New Year’s Resolutions, many may be also feeling the financial pain of repaying debts incurred over the festive period. It’s always better to budget for Christmas early – I recommend starting budgeting for Christmas 2014 around now! If you can save a few pounds each month throughout the year then the potential financial pain of December 2014 could be greatly reduced. You might even shop for Christmas now – I just picked up 12 decent quality Christmas crackers for £1.24 locally for instance. These would have cost me £8 in mid December 2013. If you don’t budget for it then you may be faced with either going without things or borrowing money to pay for Christmas 2014. Of course not all borrowing is bad – some is enabling, such as borrowing for a house so

you have somewhere permanent to live, or a car so you can obtain work and earn money – these assets enable us to live better and improve our lives. Some borrowing is however enslaving. What we buy with the money we borrow may give us a short term ‘rush’ (such as Christmas) but it fades away like the summer rain (not the winter rain you will note…) and we then find ourselves enslaved with the residual pain of repaying the debt for an experience long gone. So whenever you’re considering spending money I recommend you always ask yourself – will what I am spending this money on enable me or will the debt I am going to incur enslave me. Remember the proverb is true, “the rich rule over the poor, and the borrower is the servant of the lender” (Proverbs 22 verse 7). Our money is an area we can usually control in terms of what we do with it. Life is about choices for most in this country. If you do have debt problems don’t despair or do anything rash – take the brave step of admitting the problem to yourself and anyone close to you who needs to know. Plymouth to invest in local renewable energy source Plymouth residents will soon have the opportunity to become investors in local renewable energy when Plymouth Energy Community launches a new solar power community share scheme. In mid-February the first ever community share offer in Plymouth will be launched, which will allow local people to invest in solar shares. Expressions of interest to invest are now being accepted prior to the official launch. The money will be used to install solar power panels on roofs of local schools and commercial buildings across the city and will

allow Plymouth to generate a share of its energy needs from local renewable energy sources. Alongside the environmental and social benefits, the community investment scheme will also offer a fair return for those investing in the scheme. In addition to the contribution from local people, Plymouth City Council has also pledged its support for the initiative. Although this will be the first community share offer in Plymouth, similar schemes have already proved to be successful in other parts of the country. It is hoped that Plymouth’s solar

share scheme will emulate their success. To date, over 20 local schools have registered for the scheme which will see solar power panels being installed on their rooftops during the summer term. The schools will benefit from reduced energy bills, a reduction in their carbon footprint and educational benefits for the pupils too. Comedy night raises funds for ward A comedy night, organised by a patient and his wife, raised more than £1,300 for a Derriford neurosurgical ward.

Poster ideas help promote city’s ‘Your Space’ plan City College Plymouth has been working in conjunction with Plymouth City Council, Plymouth Waterfront Partnership and Plymouth City Centre Company on the ‘Plymouth Your Space’ initiative.

Council leader presents Plymouth Music Zone with 1000 Club certificate Plymouth Music Zone (PMZ) has been hitting the right notes when it comes to encouraging young people to sample life at work. The award-winning community music organisation has been helping young musicians add more strings to their bow as they prepare for the world of work. They have taken on apprentices to help deliver tailored music workshops for some of the most disadvantaged people in Plymouth. Councillor Tudor Evans said: “This organisation is phenomenal and inspiring and we are thrilled to have them as part of our 1000 Club. “I’m passionate about music and it makes me incredibly happy to see the Plymouth Music Zone helping young people who are mad about music get crucial experience and learn how to pass on their enthusiasm and skills to others. “Plymouth Music Zone has a great track record for mentoring and developing the potential of young people in this city.” Plymouth Music Zone has around 50 music activities across the city and from its education centre in Devonport every week for around 500 children, young people and vulnerable adults. It currently employs two apprentices (both with disabilities) as part of the ‘Reaching Communities’ project funded by the Big Lottery Fund. Former apprentice, Shane Gray took part in Plymouth Music Zone workshops and after carrying out work experience, he applied for and became an apprentice music leader. Shane finished his apprenticeship in 2012 and is now employed as a music leader at Plymouth Music Zone. He leads the weekly open access session ‘Jam Band’, as well as other music workshops and mentoring.

The initiative aims to bring disused landmarks within Plymouth’s waterfront and the City centre back to life by allowing enterprises to use these vacant spaces.

There will be over 40 exhibitors with clothes, jewellery, handbags, and beauty. This will include a children’s section.

Sites such as the Liner Lookout on the Hoe, the sun terrace above Tinside Lido and vacant city centre units in Cornwall Street are available for new enterprises such as pop-up shops, art galleries, temporary cinemas, floating restaurants and temporary salons. Four College apprentices took part in a competition to design a poster advertising the available buildings and landmarks. Billy Edwards, Sophie Lee, Rachael Thomsen and Rachel Edwardes all designed a unique poster that was entered into the Council-run competition. The economic development team from Plymouth City Council chose the winning poster design, which was designed by business administration apprentice, Rachel Edwardes. Rachel won £100 worth of shopping vouchers and her poster will be displayed in many of the empty spaces around Plymouth. Sharron Robbie, head of corporate relations, employability and enterprise at the College, said: “We were delighted to be involved in the project and involve many of our apprentices in the unique poster design competition. “We were pleased apprentices from the College could be involved in designing a unique and eyecatching poster that will really promote the business spaces available. Look out for the winning poster around the City!” Rachel Edwardes, business administration apprentice and poster campaign winner, said: “I was very excited to learn about the project and have the opportunity to get involved. “I was delighted to win the competition and hope it helps incite the same excitement for others.”

Looe Valley Line

There are many great value day trips you can make by train from Plymouth. Looe is around an hour away from Plymouth by train. Take the train to Liskeard and change there for the Looe Valley Line to Looe. The Looe Valley Line is one of Britain’s most unusual and picturesque branch lines. After running through the heavily wooded Looe Valley, the valley opens out and the train runs

Novel experience is a literary milestone for Kerry A Plymouth mum is celebrating the launch of her first novel. Kerry Cole, who lives in Peverell, who previously published an art-style book said: “I wasn’t expecting to write a book. It literally ‘came upon me.’ One day, while I was browsing in a local art gallery, a scene and a character popped into my mind. “It was quite out of the blue and not related to any picture that I was viewing. But I knew instantly that I had to start to write. One year, nine months later, I have finished the novel. “The creative process was amazing. As I got into the flow of the story, I found I most liked to work between 11pm and 3 o’clock in the morning! I was never a coffee drinker up until then, but found it very useful to have a strong mug-full always at hand. “As the novel developed, I started doing strange things. I’d be in my car, driving along on my own and would speak out loud what my characters would say to each other. “I’d be in the gym and hurry back into the changing room,

Why it is so important to take professional advice first... This is a story of three men. Sadly all involved family breakdown and the problems that arose from that event. All men took advantage of our preliminary free interview that we offer (both to men and women!) to discuss their issues. The first called into the office unannounced. He had been worried whether his wife could get any assets. I spent some time discussing the matter with him. He had never taken any professional advice before. However, he had spoken to some friends. He had been separated from his wife for many years. I discussed divorce but he said that he was already divorced. On enquiring further he understood that as he had been apart for so many years the divorce happened automatically. That was what is friends had told him. He was quite surprised to discover that, in fact, he was still married and that there was no automatic divorce process. The second person had a substantial property that he had transferred to his partner. He had never taken any advice when this was being done. He merely completed the relevant Land Registry forms. It was a long standing relationship but they had never married. The relationship had subsequently broken down. He was in a one-bedroomed flat and he wondered if he could get something back from the property.

Wanted: homes for Woodside pets Woodside Animal Sanctuary, based in Elfordleigh, have now repeated the process by releasing pictures of the 10 most unwanted animals from 2013.

“There seems to be a craze to breed or own breeds such as Husky, Malamute and American bulldogs and owners are not doing their research before buying them. There are less mongrel breeds than we used to have which is a shame because there as so many more suitable homes for them than there are for these new designer breeds.”

Carole Bowles, Woodside founder said: “The appeal six years ago was a great success and we decided to run a similar one at the start of this year for two reasons.

• Flo the resident rabbit has been with the sanctuary since June last year. Patient owners wanted - Flo can be a little naughty!

“Firstly to appeal for experienced homes for the animals pictured. Secondly, and most importantly, to appeal to the people who are breeding these animals to stop and think of what they are doing.

• Kye is a four year old Rottweiler who has been at the sanctuary since may and will need a Rottweiler experienced owner who is willing to visit the sanctuary often to form a close bond before going to a new home. He has now been found a home.

Five years ago a local animal sanctuary appealed for homes for their top 10 unwanted pets.

“The dog breeds that we are now seeing need such specialist homes that many are often not suitable as family pets and spend long periods of time in rescue kennels.

• Jasper is a two year old Husky who will need a owner who is used to the breed and has time to give him the training he needs.

Laira Rail Bridge contractors appointed Plymouth City Council has appointed South West Highways as the main contractor on its iconic Laira Rail Bridge pedestrian and cycle scheme.

The £3.5 million scheme will refurbish and convert the disused Laira Rail Bridge to provide a new alternative shared pedestrian and cycle route across the River Plym, to complement the existing route on Laira Road Bridge. It will link existing walking and cycling facilities running 28

parallel to The Ride, east of the river, with the existing Laira Cycleway immediately west of the river and form part of the existing National Cycle Network (NCN) Route 27. Works will include repairing and strengthening the fabric of the bridge structure and removing old timbers and rail tracks, along with an abandoned gas main. Works are expected to start in February or March and finish in March 2015. The majority of the works will take place off-road, away from busy traffic routes, so there should be minimal disruption to the highway network.

• Mad Marley the rabbit is the longest stayer of all the animals on the list looking for a new home and arrived at the beginning of 2013. He is two years of age and has relaxed a lot since arriving. He will need an adult only home with lots of stimulus as he loves his treats and activity toys. Mad Marley is fun to watch when he is given new toys and will spend hours playing and investigating anything new. • Hector is a two year old cat who has in the past suffered an injury to his head resulting in a slight head tilt. He can be a bit of a scallywag and will need to be rehomed on his own with adults. • Tilly is four years of age and is often overlooked simply because she is ‘another black and white cat.’ She would need to be the only pet in the home and to live with adults only. • Mitzi is two years of age and came in for being temperamental. She needs to be in an adult only home with no other pets. • Amber is a four year old cat and has been at the sanctuary since August. Little is known about Amber’s backround but she is looking for a adult only home with no other pets.

He was rather taken aback when I informed him that as he had given the properties outright, there was very little we could do to help him. His comment, almost as he left the office was ‘Perhaps I should have gone to a solicitor rather than save myself a couple of hundred quid.’ The third had recently separated from his wife after quite a long marriage. There were a number of worries that he had. He and his wife had sorted things out for the initial stages of the separation but he was concerned that he was being seen off, or that he was being unfair. I looked at the temporary arrangements which met their needs appropriately. I gave him advice about how matters may progress in the long term. It was clear that the separation was very recent and it was too soon to look at longer term plans. It was agreed he would come back in about three months when things settled down. He went off at ease with what he had put in place and with some appropriate knowledge about the next stage. I know that I have often said this in these articles but I think it bears repeating. Whatever your problem take advice early. The only person who left the office content was man number three, reassured that he was on the right path. I have given family incidences in this article. Legend of the Angels of Mons The Battle of Mons was the first major battle of the First World War undertaken by the British Expeditionary Force. The British Army attempted to hold the Mons-Condé Canal against the advancing German Army. Many troops who were either from Plymouth or had passed through the port would have fought at Mons. One of the most enduring tales of the time features the legend of a group of angels who supposedly protected the British Army as they fought. Many soldiers were reported to have seen angels over the battlefield and the tale greatly boosted recruitment. Even today, the story is still taken to be true but was, in fact, a work of fiction and although many people retold the story, not one British soldier who was

The story told of phantom bowmen being called upon at the Battle of Agincourt by a British soldier fighting the Germans. It was written as a firsthand account although was total fiction. However, readers thought that it was a true account and Machen was asked to provide witnesses to the event.

One priest proposed to write a preface to the story and asked Machen for sources of the event for which he replied that none could be given as the story was a work of fiction. The priest replied that Machen must be mistaken as the ‘facts’ of the story were true, and that Machen must have based his story on a true account. Machen said later:

‘It seemed that my light fiction had been accepted by the congregation of this particular church as the solidest of facts;

The story re-emerged in the 1980s. No witness accounts existed although it was said that some soldiers had seen visions of phantom cavalry as they retreated. However, these hallucinations were put down to the exhaustion of troops who had not slept properly for days. In 2001, an article published in the Sunday Times claimed that a diary of a soldier named William Doidge had been found which proved the existence of the angels. This was accompanied by film and photographic evidence. However, this later turned out to be a hoax. No doubt as stories emerge during the centenary of the commencement of the First World War this year, the story of the Angels of Mons will be re-told over and over and, even one hundred years later will still be taken, by some, as fact.

The tale developed from a short story written by Arthur Machen for the London newspaper, The Evening News, entitled ‘The Bowmen’. It was published on 29th September 1914.

A couple of months later, Machen was asked by priests if the story could be reprinted in local parish magazines.

and it was then that it began to dawn on me that if I had failed in the art of letters, I had succeeded, unwittingly, in the art of deceit. “This happened, I should think, some time in April, and the snowball of rumour that was then set rolling has been rolling ever since, growing bigger and bigger, till it is now swollen to a monstrous size.’ Variations of the story began to appear each reporting the story as fact. On 24th April, the British Spiritualist Magazine published stories of angelic warriors being seen over the Battlefield at Mons and by May 1915, the story was said to show that God was on the side of the Allies. As the rumours of angels at Mons spread across the world, Machen tried to dispel the rumours by publishing the story in a book with a long

Seven editions reaching 62,000 homes Military doctors will face extreme conditions in fund-raising trek

An Arctic challenge for Derriford medical trio

Three military junior doctors from Derriford Hospital will face a challenge of a lifetime in February when they take part in the Arctic Winter Race, Rovaniemi 150.

Half full or half empty? It is often said that some people see things half full whilst others see things half empty.

Next month, representing all three of the armed services, Flight Lieutenant Michael Thompson, Surgeon Lieutenant Alex Bamford and Captain George Graham, will travel to Lapland to take part in the gruelling challenge, which takes place between February 14 and 16. The challenge will see the trio run/ trek across 150km of Northern Finland, pulling all of their necessary kit in a traditional pulka, in aid of a leading UK charity specialising in the care of veterans’ mental health, Combat Stress. Temperatures are forecast to be anywhere between -20C and -30C. Flight Lieutenant Michael Thompson, explains: “On February 14, we’ll be setting off on a 150km footrace in the Arctic Circle. With temperatures as low as -30 degrees Celsius and only 42 hours to complete the race,

There is, however, the reality of faithful people. Their ‘yes is yes’ and their ‘no is no’ - they can be relied upon to deliver what they say. This is built on integrity and character, born out of a strong conviction of whatsoever or whosoever they ‘trust in, cling too and rely on’ as the faith in their ‘world view’. Once again, these are people who can be found both in and outside the faith community. These faithful people also live in the same ‘messy’ life that we all do...

From my Christian ‘world view’, established by what I understand from the ‘Inspired Book’ the Bible and my spiritual experience, is the ‘revelation’ that life is messy. There is no such thing as a perfect person or perfect family, either in the church community or outside it.

The Long Road to Freedom, the film about Nelson Mandela, affirmed a few truths about Mandela’s ‘world view’, one being that his family life was ‘weakened’ by his conviction that he was to ‘father’ the ANC at a great cost to his personal life. He was prepared to become a martyr if necessary to see Apartheid dismantled, but it cost him dearly in terms of his family life. He also embraced the reality of forgiveness which disarmed the tensions between blacks and whites in South Africa in the early 1990’s. This then led to a peaceful transition into democracy and the establishment of the Truth and Reconciliation’ process championed by Bishop

Desmond Tutu. Without a doubt, Nelson Mandela’s life was messy, but he was faithful to his convictions.

Leaders are people, too. For a Christian, praying for those who lead us, whether in the church or civic life, is a requirement of our faith. I’m certain that Christians all over the world were praying for South Africa, and that should encourage all of us who have a faith to pray for those who have the unenviable role of leadership and governance - including our own civic leaders who are responsible for Plymouth. During the Queen’s speech this year, I was struck by Her Majesty’s message, to reflect and meditate on the deeper issues of life. This was obviously focused on the spiritual realities of faith. Pray for the Queen because she is a great ‘influence for good’ in a very messy world. All our leaders are human and have, I’m sure, messy lives. Bearing in mind that we’re all imperfect and live in a messy world, in the face of all the opportunities and challenges that 2014 will bring, let us encourage each other not to be too cynical. There is just as much to be thankful for as there is to moan about. Once again it comes back to one’s ‘world view’ - none of this process is perfect. Give a thought especially to the men and women who with good heart endeavour to bring spiritual support to those in their care, and who are often themselves misunderstood and overlooked. When scripture encourages us to “be perfect, therefore, as our Father in heaven is perfect” it is pointing to the ‘spiritual principle’ that our Father in heaven (who is Love Personified) is perfect and that in His Love, through Jesus Christ, we can be perfected in that love which is the purpose of our spiritual life on earth. As we have said before on Cross Rhythms: Jesus came to die, to set us free from the power of evil. When Jesus submitted to the crucifixion and was raised from the dead through the power of His Holy Spirit, He broke the power of evil in the lives of those who put their trust in Him. Slowly, but surely the purposes of God are advancing through the ages to the point when Jesus will return again to the ‘Mount of Olives’ just outside the walls of Jerusalem. The power of destruction in our lives can be broken and our souls healed by the Love of God. The (right understanding) of ‘the fear (proper respect and submission) of the Lord being the beginning of wisdom’ is probably what the Queen was alluding to in her speech. She has needed that wisdom for decades. So do we all.
