A report by Ofsted says that the recent transfer of responsibility for music education to local Music Hubs has shown “little discernible difference from support previously given by local authorities’. At the same time recent research by Beijing Normal University has shown that music lessons in early childhood (between 3 and 15 years) lead to changes in the brain that could improve its performance far into adulthood.

A major programme of road improvements has seen 8,000 potholes repaired and more than 18 kilometres of tarmac laid on Plymouth roads over the past six months.

It has also carried out structural reconstruction of the worst affected areas, all alongside the council’s day-today road maintenance programme. Councillor Mark Coker, Cabinet Member for Transport said: “Repairing the city’s roads is a major priority for the people of Plymouth and for the council.

The programme started in May with a pothole blitz, which permanently repaired more than 2,000 of the city’s worst potholes over a three-week period.

“The past six months of work represents a major investment, despite significant cuts to our highways funding, and is part of our commitment to spend an additional £20 million in road repairs over the next decade.

Two patching programmes resurfaced 106 small areas on 36 roads where multiple potholes had developed. This was done alongside a fivemonth programme to resurface 42 whole roads or large sections of road that suffered the worst damage after the prolonged wet weather last winter.

“We can’t resurface every road but this year we have succeeded in addressing many of the problem stretches, and are already planning another comprehensive programme to improve the network next year.”

In Plymouth, most secondary schoolchildren have to pay to learn a musical instrument at school. This means that children from affluent families and those on free school meals, can receive tuition whilst many children from families ‘in-between’ cannot, including those who have shown aptitude at primary school. Plymouth Music Accord (PMA), a registered charity, recognised the issue and have been successful in running a scheme over the last three years, to fund tuition for those children whose families fall in the middle and find it difficult. PMA started by funding lessons to a group of children in one school. This was so successful – the ensemble won first prize at a music festival – that there are now three schools on the scheme with forty children learning a musical instrument, who would otherwise not have done so. The opportunity has been life changing for the pupils, all senior students from the first year have achieved A* GCSE’s in music, they play in ensembles and large bands. It is early days for the local Music Hub – whose task is to give every child the chance to learn a musical instrument. They have been given unrealistically short timescales and do try to provide high quality music education. Unfortunately, they have been unable to help PMA financially. Therefore through local fund-raising and the enthusiasm and hard work of music tutors and teachers, PMA have been able to augment the service and more children have been able to have access to this life enhancing opportunity. PLYMOUTH’S GET IT TOGETHER LAUNCHED • continued from front page Representatives from the private, public and voluntary sectors who specialise in health, welfare benefits, education, employment and training, IT and community development will be at the event to hear how Get IT Together Plymouth is going so far and what plans are in the pipeline Lena Santoro, the project co-ordinator for Get IT Together Plymouth, will be talking about courses such as the North Prospect Community Learning, which is delivering IT courses focused around job searches, and Plymouth Advice Centre for Employment, which is delivering basic IT sessions for learners. Other delivery includes sessions with Library Services and

Plymouth Community Homes. As part of a recent Get Online Week, Get IT Together Plymouth worked with Plymouth Citizens Advice Bureau and Plympton Library to help local residents learn basic IT skills and shop online for the best deals. Learners were also shown the best ways to stay safe online as many of them had expressed concerns about online fraud. Lena added: “We want to get people comfortable and familiar with the technology that is now part of everyday life. We can help them get to grips with Facebook, Twitter, online shopping and see the benefits of using computers – which in turn increases their skills – painlessly!”

Plymouth appoints its first-ever Poet Laureate Plymouth has announced its first ever Poet Laureate to help raise the profile of important events and spark discussion about current topics affecting Plymouth people. Michael Sullivan (nom de plume ‘Sullivan the Poet’) was recently appointed Poet Laureate by Plymouth City Council to act as a key voice in the city, tapping into public opinion and expressing popular views through poetry and creative writing. He will hold the honorary position for one year, until it is passed on to another talented Plymouth writer through a competitive process. Mike will take up the challenge of developing the role with the help of Literature Works, a registered charity and Arts Council National Portfolio Organisation, who nurture literature development activity in South West England. Councillor Tudor Evans, leader of the council, announced Michael’s appointment in Cabinet. He said: “I’m delighted that Mike has accepted the challenge of becoming Plymouth’s Poet Laureate. He is a professional and published poet, who is passionate about the city and issues affecting Plymouth people. In accepting the role, he is taking on the challenge of developing it into a coveted and hotly contested position in the city. “The value of this role will be in creating community conversations, as well as commenting on hot local and national topics, and promoting creative writing more widely.” Poet Laureate is an honorary role designed to act as a communicator of the public’s views. Typically they will comment on and respond to key events and occasions that might be seen as significant or having a particular impact on a community. The Poet Laureate can also reflect on what makes the city tick – it may not always be comfortable but can be an important critical friend for crucial cultural decisions. Tudor Evans congratulates Michael Sullivan on his appointment as Poet Laureate

Plymouth already attracts a huge amount of interest in literature and creative writing and there was strong support for creating the position of Poet Laureate at the Open Space event in July this year. As Michael put forward the initial suggestion, he has been appointed to hold the title in year one and develop the role for the benefit of others. Mr Sullivan said: “I am both delighted and honoured to be Plymouth’s first ever Adult Poet Laureate; and look forward with relish to justifying the City’s faith in me and my abilities by rising to the challenges and achievements the next twelve months will surely bring...” It is tradition to present a Poet Laureate with a barrel of Spanish sherry for accepting the role. However, in true Plymouth style, Michael will be awarded a presentation gift of Plymouth Gin, kindly donated by the worldrenowned Plymouth-based company by the same name, by way of thanks from the city. Plymouth to host top international sailing race in June Thousands of sailing enthusiasts are expected to descend on Plymouth next year when the city hosts a top international sailing race. The 45th edition of La Solitaire du Figaro will stopover in Plymouth in June as some of the world’s top yachtsmen and women compete for the title. The Figaro is considered to be the world championships for single-handed yachtsmen and women and local sailor, Sam Goodchild will be among those taking part. Sam said: “To have the Solitaire du Figaro come to Sutton Harbour in Plymouth is fantastic news, to be able to sail home in the key event of the season will be exciting. I really hope we can use it as a springboard to increase the awareness of short-handed sailing to the general public in the UK.” It’s the first time the month long, four leg race has ever been to Plymouth. Around 45 sailors, all on identical 33ft boats will arrive in Sutton Harbour at the end of Leg 1 on Wednesday June 11. The course and stopover ports change every year. In 2014 the race will start in Deauville in Normandy before crossing the Channel to Plymouth. From Plymouth the fleet will race to Roscoff, Les Sables d’Olonne and Cherbourg. Plymouth’s bid to host the Solitaire was put together by the ‘A Future in Sailing’ consortium working in partnership with Sutton Harbour Holdings Plc. The group, made up of Plymouth City Council, Destination Plymouth, Royal Western Yacht Club, Plymouth University, Plymouth Waterfront Partnership, Horizons Children’s Sailing Charity and Sam Goodchild Racing’s team are working together to promote marine projects in the city. Amanda Lumley, chief executive, Destination Plymouth said: “Working with our ‘A Future in Sailing’ local consortium partners we will host an exciting and engaging event in partnership with Sutton Harbour. With its historic backdrop and vibrant shops, bars and restaurants it is the perfect place for this event. We anticipate upwards of 30,000 people will attend the event and there will be activities for the whole community including music, entertainment and opportunities to view the yachts up close.” 6

Coffee fund raiser for St Luke’s St Luke’s Hospice Plymouth is inviting local people to join them to hold a coffee morning in February 2014. Another new school and more primary places in £9m programme Plymouth is poised to add another brand new, purpose built school as part of the latest plans to increase the number of school places on offer in the city to cope with the growing population of primary-aged children. Under the plans set to be approved by Cabinet, known as the Basic Need programme, consultation will begin to push ahead with the expansion of three city schools and the construction of a new school in Derriford. This investment of almost £9m will see the creation of an additional 135 school places by September 2015. A further £2.475m could also be put into the Basic Need pot to build a brand new school at Knowle Primary, which had originally been ear-marked to receive extensive renovation works to replace heating, water and electrical systems, plus other structural works, with an estimated cost of £2.52m. A report to Cabinet highlights it would be cheaper, more efficient and much better for pupils and staff to demolish the existing 1950s building and replace it with a brand new, purpose-built construction, which would include a nursery. The new build at Knowle Primary would be constructed alongside the existing school until it was completed in September 2015. The existing school buildings would then be demolished and the vacated space used to create new sports and recreational areas. The new school would be a two form-entry (two classes per year) with a capacity of 360 pupils, plus early years childcare for under 5’s. Councillor Nicky Williams, Cabinet Member for Children and Young people, said: “We must seize this opportunity to create a brand new, custom built school for the North West area of the city, with an additional nursery attached. Quite simply it’s a no brainer – we can either spend money to bring the existing building up to scratch, which is no longer fit for purpose, or spend less to create a fantastic new building for pupils, staff and the surrounding community.” The report also looks at how the council can manage the increasing numbers of primary aged children across the city from September 2015, 2016 and 2017. The highest need for additional school places has been in the North West, North East and Central, South East and Plympton areas of the city. On-going investment now means the majority of need will be satisfied in all areas except the North East and Central and Plympton areas. Therefore to meet this latest demand, Cabinet is set to approve plans to begin consultation to expand six city schools from September 2015 including: Widewell, Woodford, Holy Cross RC, Woodfield, Pennycross and St Peter’s CE Primary School. In addition, Laira Green Primary, Victoria Road Primary and Woodfield Primary will be consulted on whether they could provide ‘bulge classes’ should they be required. This will mean adding an extra class of 30 pupils or half class of 15 pupils above the schools’ usual capacity for one particular year group, which will move through the year groups until pupils go onto secondary education. Investment required for these expansions could see Woodford and Widewell Primaries receiving almost £1.9m each and Holy Cross receive just over £800,000. The new build at Derriford previously announced would receive almost £4.4m including land purchase. Councillor Nicky Williams, continued: “The Basic Need programme ensures we can offer our growing population the best possible education in fit-forpurpose schools that inspire our children to achieve in life. Almost 90 per cent of children received their first choice of primary school last year, which is a good result when compared nationally. Our ultimate aim is that no matter where a child lives, they can expect excellent education from a first class local school.” 8

Major event to mark the 350th anniversary of Royal Marines Plymouth Hoe is to host two major music celebrations in 2014 as part of an exciting and ambitious events programme for the city. Cabinet members have approved funding for a spectacular public event in July to celebrate the 350th anniversary of the Royal Marines. The ticket-entry arena event, which will be one the main celebrations held in the UK to mark the 350th anniversary, will run over several nights and attract spectators locally as well as from across the country and overseas. Major General David Hook of the Royal Marines said: “Next year is a major milestone for the Royal Marines and we look forward to marking the occasion in Plymouth, a city we have a long and proud relationship with.” The Royal Marines’ celebration will be immediately followed by a major music event marking the 100th anniversaries of WWI and of the joining of the ‘three towns’ of Devonport, Plymouth and Stonehouse to form the city of Plymouth as it is known today. The music event will make use of the infrastructure already in place for the Royal Marines’ event, giving the Council an opportunity to stage a truly first class show to commemorate the start of WWI and the centenary of Plymouth being granted city status. It is hoped that some of the tickets will be made available free so that many of the local community get the opportunity to see the show first hand.

Deputy Council Leader Peter Smith said: “Plymouth looks set to host two of its biggest and most exciting events to date, allowing our local community as well as visitors form far and wide to commemorate some of the most important dates in the city’s history in spectacular style. “These events will feature performances from some of the world’s finest military bands and most talented musicians in the industry, bringing visitors from all over the UK and beyond. “By staging live shows of this scale, Plymouth will be cementing its reputation as a leading venue for major national and international events, as well as a thriving centre of culture and creativity.”

Hosting these high profile events will help the Council, Destination Plymouth, the Plymouth Waterfront Partnership and Plymouth City Centre Company to showcase the city on a national stage and raise awareness of the ‘Britain’s Ocean City’ brand, as well as plans for Mayflower 2020. 100 apprenticeship vacancies remain unfilled as construction demand rises

Don’t let your debt burden get you down Late last year, the Money Advice Service released figures on indebtedness across the country. These figures showed that over 8.8 million people are over indebted (missing more than three payments in the last six months or feeling that the debt is a ‘heavy burden’).

Plymouth-based Skills Group says employers are crying out for willing youngsters aged 16-18 to fill vacancies in a wide range of industries.

The study also revealed that in Plymouth 29% of the population is over indebted making our city the 48th most indebted city in the country, the most indebted in the rest of Devon is Torbay at 137th. The study showed that this level of debt makes us unhappy and anxious and that the majority of the population would rather pay off the debt sooner rather than later. Despite these astounding findings, still, only 17% of us access advice on debt.

A Plymouth training provider is struggling to fill more than 100 apprenticeship vacancies across Devon and Cornwall, despite high unemployment.

Is it because we feel uncomfortable talking about money in general? The most important thing to remember about accessing our service is that not only is it free, impartial advice that can help you to address your debt burden, no matter how large or small, but also that the service is entirely confidential. Our advisers are trained in discretion and are highly sensitive to the varying situations of clients. We don’t just operate through the drop-in either. The same high quality information and advice is accessible over the phone or online through the online enquiry form or through the links to information for self-help. There are so many reasons to address our debt burden, especially at this time of the year, when the festive season is over and the summer feels far away. 41% of us lack the confidence to deal with creditors. Taking control in this area of our lives could lead to changes elsewhere. 56% of us report that living with debt has a negative impact on their family life. Every day in my job I see the result of clients making the decision to take charge of their financial situation and deal with problems that have built up and escalated. For example clients with water debt who have cleared their arrears through a combination of grants and payment plans are able to turn over a new leaf with South West Water. We also help many clients with problems paying off credit, store and charge card debts as well as other unsecured personal loans. Sometimes clients are able to deal with their problem through information and advice alone but we also have specialist caseworkers on hand for more multifaceted issues. Advice Plymouth, funded by Plymouth City Council, provides a free, confidential and independent advice service to the residents of Plymouth. The service, based at Ernest English House, brings together four organisations with unique specialities: Citizens Advice Bureau, Age UK, Routeways and Plymouth Guild. Skills Group currently has 111 vacancies across Devon and Cornwall in everything from construction and business to hair and childcare. Mark Boulting, managing director of Skills Group Plymouth, said: “There are more opportunities out there at the moment for young people. This is the best opportunity youngsters have had to get apprenticeships that we’ve seen since the recession. We are really busy at the moment with vacancies.” Jeff Hughes, senior site supervisor for Contour Brickwork Services, spoke of the difficulty in finding enough workers to support building projects throughout Devon and Cornwall. He said: “We are really stretched. With the forthcoming Sherford Valley development there are three contractors for the site and each has to build 80 houses in a year. That is adding to what is already pressure of finding good quality construction workers.” Plymouth teenager Mackenzie Wells began his apprenticeship in brickwork in March and is due to qualify as a bricklayer next summer. The 18-year-old encouraged other youngsters who are interested in developing a career for themselves to ‘go for it’. He added: “It is a great opportunity to learn a trade and you will have that behind you for the rest of your lives. You can use those skills all over the world. I’ve always wanted to do brickwork and now with my apprenticeship, I

can make a living out of it.” In October 2012, the government introduced new regulations whereby youngsters must stay in some form of education or training until they turn 18 (if they started Year 11 in September 2013 or later). Mr Boulting believes this had caused some confusion about what young people can and cannot do. He said: “The problem is that a lot of young people are staying on at school because they don’t realise that there are the opportunities for jobs within training or apprenticeships. “We have positions across the board, construction being just one of them. There are so many vacancies but we’re finding that young people are just not applying for them.” Mr Boulting added that there were many benefits of securing an apprenticeship. “It gives young people the opportunity to

earn while they learn, gives them secure employment and full time jobs. It gets them on the first steps of building a career and delivers all round transferrable skills and enables them to qualify to industry standards. It not only gives them improved social skills but future prospects.” Skills Group has 35 vacancies in construction, from bricklaying, flooring to painting and decorating, eight in engineering and automotive, 19 in business, 18 in hair, 17 in child or adult care and nine in sport and leisure. The news came amid a national report released by City and Guilds which showed that one in five firms have former apprentices now in senior management positions, the South West region among the best performers. Planning permission granted for new bus link road in Derriford Proposals for a new bus link road between Derriford Hospital and the University of St Mark and St John (Marjon) have been given the green light by city planners.

The Marjon Link Road Scheme will provide a two-way, busonly road between Marjon and Derriford Hospital, with a segregated cycleway and footpath. It will allow buses to bypass part of the A386 and Derriford Roundabout, improving bus journey times and reliability as well as providing better access to the campus. Plymouth City Council has been awarded over £1 million for the scheme through the Department for Transport’s Local Pinch Point Fund, which will be boosted by an

additional £450,000 of developer contributions.

The new link road will help to ease congestion on the main route into Plymouth from the North and, together with the recently built Runway Road, will provide some of the strategic transport infrastructure needed to support Derriford’s future growth. As part of the scheme a dedicated lane will be provided on Derriford Road for traffic turning right into the hospital, which will not only reduce delays for buses serving the hospital but also other traffic wanting to travel straight on at this junction. This should improve journey times for people needing to access the Tamar Science Park and other business sites. Digital ‘real time’ displays will also be provided in the bus stops on the link road, as well as inside the foyer and waiting areas of the

hospital and Marjon.

Councillor Mark Coker, Cabinet Member for Transport, said: “The new link road should make a big difference to people living, working and studying in Derriford, as well as those travelling in and out of Plymouth along this busy route. “It will help to reduce congestion at Derriford Roundabout and improve the reliability of bus services - which will hopefully encourage operators to extend more of their services to call in at Derriford Hospital and Marjon. It will also provide better and safer facilities for pedestrians and cyclists and form part of the new north to south cycle route between Derriford and the train station and city centre. “In the longer term, the new link road will deliver the next phase of transport infrastructure needed to

support future growth within the Derriford area.” The planning application can be viewed online at www.plymouth. gov.uk/planningonline - the reference is 13/01908/FUL Detailed design of the scheme is now under way and site clearance will begin early in the New Year. Construction is due to start in summer 2014 and the link road is expected to open in spring 2015. • The new Marjon link road will provide bus services currently using the A386 between Derriford Roundabout and the George Junction an alternative, less congested route. From Derriford Roundabout they will serve Derriford Road, Derriford Hospital, Marjon Link Road, Plymbridge Lane, Runway Road and the A386 to the George Junction (and the same in the opposite direction).

She’s cut out many of the convenience foods and sugary snacks she used to rely on, and loves trying out all the delicious healthy recipes she picks up from other members at her Slimming World group. Is it really a benefit? Why ask the question? I found myself in the Housing Benefit office recently. I was appalled by the apparent complexity of the system which we have in place to help needy families, and want to write about it in the hope that my voice, added to others, may help simplify things in future. You never know... There seems to be a major disincentive to work inherent in the system. If what I have been told is true, then for every £1 earned, or received as income, up to 85% can be ‘clawed back’ from the Housing Benefit and Council Tax Benefit entitlement. Think about that: if you work and become liable to tax, the 20% taken from your wages, added to the 85% that can be lost in terms of a reduction in benefit, could mean that you are actually 5% worse off for every pound earned. If you add in the potential loss of tax credits, free prescriptions, school meals etc, you can see why so many people find it hard to get off benefits. If you are a student, it appears that student loans count as income for benefits purposes, and are therefore subject to the same treatment as earnings. I have not been able to discover whether the repayment of those loans in later years, is deducted from your income for benefit calculation purposes at that point. However, not all aspects of student support affects entitlement. I don’t remember the full details, but help may be available (see the contact details at the end of this article).

So, not only does the system seem to have a disincentive to work – it would also seem to act negatively on some people who may want to consider getting state funded adult education. To make matters worse, it also seems that the types of support can vary from year to year, and different types are treated differently for benefits purposes. Personally, I wonder: do we, as a country, really want to make it harder for people from getting on and finding ways to support themselves and their families? I feel really sorry for the people who claim these benefits, and the Council employees who have to process the information and try and explain the outcomes! I have seen one report that was 83 pages long and this covered a two year period – it was very hard to understand, and I’m an accountant! So that’s the problem, what’s the answer? Get help! There are several really good agencies in Plymouth who can help with this issue. For example, Advice Plymouth and perhaps CAP or Plymouth Focus, can all help negotiate this minefield. The council has a battery of advisers to assist with the claims, and monitoring them on a regular basis. I would suggest going into the Civic Centre and seeing someone, but make sure you ask them to confirm advice given in writing, so there are no misuderstandings later - with such a difficult system, it’s easy for even the well-trained Council staff to make mistakes, and it could be the recipient of the benefits who loses out. The Government is trying to simplify the system, thankfully, but any transition is

difficult, and will take time. My advice is to get help, and record all the advice received. It may help to know who told you what, and when. Oh, and write to your MP to try and get some simplicity built in. Two new apppointments for small businesses committee The Plymouth branch of the Federation of Small Businesses has announced its committee for 2014 - with two new members helping bolster the committee’s strengths in representing 1,000 members in the city. Guest house owner Anne Anderson and publisher Sasha Fenton join the committee of experienced representatives from small businesses across the city. Anne runs Sea Breezes Guest House in Grand Parade, while Sasha is an astrologist and palmist and owns Stellium Ltd and Zambezi Publishing in Camels Head. Anne, aged 58, who moved to Plymouth seven years ago, said: “The guest house was my first business venture on my own. I already knew about the FSB and always felt it was a support for small businesses. There is a lot going on in Plymouth, a lot moving forward and it is nice to keep abreast of things. “I think it is good if there is a strong ethos behind FSB and I’m joining a wealth of experience. For the smaller business people I think it is a must for support.”

“For the first time in many years, we have nine people on the committee, which will undoubtedly help us in our lobbying on the local, regional and national issues which matter to FSB members. We can all share the load as volunteers, in trying to build a better understanding in the city of what small businesses are capable of doing in terms of strengthening the local economy.” The committee is also made up of vice-chairs Ross Dent, of Sunrise Windows in Plympton, and Deborah Southwould of Mitchell Architects Ltd, Plymouth. Deborah is also committee secretary while Dawn O’Connor of Yannons Chartered Accountants is treasurer. Other committee members include Bruce Cardwell of Techclean Services (SW) Ltd, David Mott of Patafit and Paul Philpott of Fresh Air Studios Ltd. The FSB is a non-profit making and non-party political pressure group campaigning on behalf of the interests of the self-employed and owners of small businesses across the country and has 200,000 members spanning 33 regions and 194 branches.

Sasha, aged 70, added: “Small business people can be unprotected in areas like the law and tax. It is a comfort to know that you have somewhere to turn. “What is nice about the committee is that there is a mixed group of experience. There were smiles on faces and lots of laughter on Derriford’s children’s wards, thanks to Starlight’s Christmas Panto.

Joanne Cross, Play Specialist at Derriford, added: “The Panto has become a highlight of our festive calendar and we always look forward to their performance.

Children, relatives and staff were treated to a performance of Sleeping Beauty by the interactive theatre group, The Panto Company, as part of an eight week tour of the country’s hospitals and hospices. The pantomime was staged in the Activity Centre on Level 12, Derriford Hospital, exclusively for the Starlight Children’s Foundation, a national charity that provides entertainment in hospitals and hospices and grants wishes for seriously and terminally ill children.

“Play and distraction can significantly help to reduce the amount of pain and anxiety children feel as they undergo treatment and today’s performance really helped to put a smile on the faces of many of the children who are currently with us.” The panto’s four actors danced, dazzled and sang. Step closer to major new history visitor attraction

Leader of the council, Councillor Tudor Evans, said: “The Plymouth History Centre will be a place, no, a community for people of all ages and backgrounds, who will flock to see its fascinating collections, hear its incredible stories and enjoy its unique atmosphere. It will be a regular haunt for students to research and study, a must-see for tourists, a mainstay for local families looking for adventure and fun, and an irresistible magnet for history and art-lovers. It will celebrate and save our heritage, bringing legends to life and instilling pride in our past, present and future. It will create jobs for local people, attract visitors to the city and benefit the local economy enormously. There may be 52 Plymouths worldwide but we are the original and we’re staking our claim with the help of this city’s heroes and legends!”

Plymouth is a step closer to creating a major new visitor attraction today that will proudly tell the stories of some of the city’s legends and heroes who shaped the modern world. Early plans for the much-anticipated Plymouth History Centre have been sent to the Heritage Lottery Fund (HLF) as the first step in a bidding process that could achieve £12.5M investment for the city. The plans outline ideas for how the city could create a historic and cultural centre that breathes life into Plymouth’s most influential historic figures such as Scott, Darwin, Reynolds and Drake, and tells some of the most fascinating and intriguing stories, relevant not only to people in the city but national and international visitors. If successful, any funding from the HLF would be added to the £5M already committed by Plymouth City Council and work on the History Centre could begin in 2016 to create one of the largest and most impressive historic and cultural collections in the South West. Councillor Peter Smith, Deputy Leader, said: “We are really pleased to be in the running for HLF funding and we’ve made good progress since August when we first committed £5m to the History Centre, but we’ve got some way to go yet. “That said, we’re really excited about our plans, which show this is so much more than a building project, although refurbishing our beautiful grade II listed buildings is part of it - it’s about creating something for the people of Plymouth and our visitors. Plymouth’s history is coming off the shelves and taking its rightful place in the very centre of our city for people to see, touch and experience. “We want to attract more visitors, create local jobs and boost the city’s economy, as well as provide more opportunities for residents to discover the city they live in by developing a ‘not to be missed’ attraction by 2018.” Exciting plans for the History Centre include uniting five separate heritage collections into one single location by refurbishing the listed buildings on North Hill which

currently house the Museum and Central Library, plus building a brand new extension. This will create a space three times the size of the current museum. The staggering array of historic treasures will be displayed in ‘WOW’ spaces to show off some of the most intriguing pieces, and will be brought to life with interactive displays which encourage people to explore further. The collections will include all artefacts in the current Museum and Art Gallery, including a Beryl Cook painting and a pair of Scott’s skis; amazing images from the South West Image Bank (SWIB), footage and objects from the South West Film and Television Archives (SWFTA), including the legend that is Gus Honey Bun, and fascinating documents from the Plymouth and West Devon Record Office. The former St Luke’s Church on Tavistock place would also be restored as part of the History Centre plans. It will offer a grand and impressive space that will frequently change and could see some of the most impressive travelling national and international exhibitions visit Plymouth. The results of the first stage of the HLF bid will be decided in May 2014 and if successful, Plymouth’s History Centre would go through to the second round in May 2015. Final funding awards will be decided by August 2015.

Generous gifts for children in hospital Thanks to a generous donation from customers and staff at Sainsbury’s, children staying on wards at Derriford Hospital will have lots of new toys and games to play with. Representatives from Sainsbury’s Marsh Mills Store, Grace Evans and Pam Tremayne, visited the hospital’s Activity Centre on Level 12, with the large donation. The toys were donated by the store’s customers and staff during their recent toy event. Sam Cartwright, Play Specialist, said: “We would

Students win social enterprise awards Students from Plymouth and other parts of the South West have been recognised at an awards ceremony held in the city, as part of the weeklong Plymouth Social Enterprise Festival.

Their journey began in January of this year, when they were asked to develop a social enterprise that encouraged the use of foreign languages in the school. Our Way supports local businesses in the South West to increase sales by introducing their products and services to the French market.

The students were all supported by the Real Ideas Organisation (RIO), taking part in the Social Enterprise Qualification (SEQ), the first qualification to accredit social enterprise learning, or in RIO Challenge Days, designed to get students to think about social enterprise and how to generate income for their schools.

With national and international press coverage and a trip to meet business leaders in France, this is a social enterprise that is building international relationships whilst encouraging the use of French in their school.

The Social Enterprise Qualification was developed by RIO in partnership with SFEDI awards. Nick Temple, Director of Business and Enterprise at Social Enterprise UK, presented the awards to the hardworking students. Plymouth College of Art students were awarded Best Product Design when Plymouth City Council tasked them with developing beautiful products to promote and celebrate Plymouth’s West End. They designed custom jewellery and other hand-crafted products which they sold at their own pop-up shop. This was also part of their Gold SEQ project. The award for International Market Builders was given to school students from Plymstock School for their Our Way social enterprise.

Lauren Peel, from Our Way, commented, “To think that we are able to access the world of social enterprise and international trade is an achievement in itself. To win an award for this is something else entirely.” Plym Student Union won Most Effective Collaboration for their unique student union collaboration across four sixth forms from Hele’s School, Ridgeway School, Plymstock School and Coombe Dean. The students worked together to set up a university style student union which works to improve and enhance the life of all students. The union is ‘for students by students’ and has so far run a careers programme, a making memories campaign for school leavers, and social events. Katriona Goodsell, from Plym Student Union, said: “It feels amazing to win this award! It’s the best feeling in the world to know that all you have achieved is being acknowledged and praised. It’s good to know that what

The awards were a chance to recognise the great entrepreneurial work that is being done with young people in schools and other establishments, and a clear sign of the impact that social enterprise can make.

The Japanese delegates were treated to a tour of the city and shown the fantastic services and activities provided to people with dementia. Plymouth is recognised as leading the way nationally with its work to improve the lives of people with dementia and their families and carers. Plymouth is set to become one of the first ‘dementia friendly’ cities in the UK and already boasts the country’s first dementia friendly university in the UK. Plymouth City Council, Plymouth University and the NHS are leading a number of projects to raise awareness and understanding of dementia. Ian Sheriff, Academic Partnerships Lead for Dementia at Plymouth University and one of the Prime Minister’s National Dementia Champions, said: “It is fast becoming the case that when people think of advances in dementia research and care, they think of Plymouth. The University is pioneering innovative new techniques and treatments and, in partnership with the wider city, is working to lead the national agenda

on ways to tackle this devastating condition. Dementia has finally been recognised as the crisis it is, and Plymouth is setting the standard for others across the world to follow.”

Councillor Sue McDonald, Cabinet member for Public Health and Adult Social Care said: “I’m delighted to welcome the Japanese delegation to Plymouth. Our Dementia Friendly Cities work is considered nationally to be exemplary. With the Plymouth Dementia Action Alliance and our partners, Plymouth City Council is working to not only provide better support but also to improve the awareness and understanding of the condition.” Building links between the generations is the focus of dementia work at Stoke Damerel Community College, where dementia education is becoming embedded in the curriculum. The Japanese delegation will visit the college where they will be treated to a game of croquet - which students regularly play with older people from the local community. This will be followed by presentations by pupils about their work on the dementia project. Darren Towers, Dementia Project lead said: “As a Dementia Pioneer School we have been recognised in a report to the Prime Minister for our unique curriculum-wide approach to

dementia education. We are excited to be able to see our practice spread to an international level with the visit from the Japanese delegation.

“Our students were pleased to share their learning and experiences with the visitors and were keen to demonstrate why they believe it is so important to educate everyone about the condition as well as showing how dementia education can help to deliver so many skills across the curriculum.” The tour also included a visit to a ‘Singing for the Brain’ session run by the Alzheimer’s Society, a memory café and St Barnabus, an extra care housing scheme managed by care and support provider Aster Living which contains a specialist unit for people with dementia. Teresa Parsons, Alzheimer’s Society Services manager for Plymouth said: “Even when many memories are hard to retrieve, music can sometimes still be recalled - if only for a short while. “Singing for the Bra in helps people with dementia communicate, improving their mood and leaving them feeling good about themselves. We are really pleased that the delegates from Japan will be able to attend this session to see the service first hand, and to meet the group.”

Plymouth’s Lord Mayor, Vivien Pengelly, met representatives from Small Business UK who were travelling the country to encourage new business and to encourage support for Small Business Day early in December. Among those she met were Tom Flynn and Maggie Flynn of Small Business and from local Lloyds Bank branches Shirley Trevealen and Margaret Kelly. The Lord Maroy also spoke with Marion Bignell of Cover My Cast, who offer fabric covers for casts and splints locally and throughout the world. The visit was featured widely on BBC 1 national news broadcasts.

The Great Treasure Hunt of 1904 Paul Slade, a London journalist, contacted me in November 2013 about a nationwide treasure hunt that was held by the Weekly Dispatch back in 1904. Medallions were buried all over the country and clues were issued in the paper daily. Anyone finding a medallion could claim a cash prize, with the most valuable being worth £50 (a fortune in 1904). Medallions worth thousands of pounds were buried in many towns and cities and the resulting treasure hunt led to chaos. In January 1904, a London barrister, Thomas Wright, came home to find a mob of treasure hunters digging up his garden. When he confronted them, he was attacked and, fearing for his safety, took refuge in a neighbour’s house until the police arrived. Gardens were destroyed, public highways were torn up and general mayhem followed whenever the Weekly Dispatch announced their latest location of buried treasure.

Writer Derek Tait looks at the astonishing story of a treasure hunt which caused riots more than a century ago. Derek has had many books published including Plymouth at War; Images of England: Plymouth; Saltash Passage; Memories of St Budeaux; Plymouth Hoe; Mount Edgcumbe; Plymouth Tales From the Past; Plymouth Through Time; Saltash Through Time and Rame Peninsula Through Time. Derek’s website can be found at www.derektait.co.uk February 1904, the Weekly Dispatch stopped posting clues and the treasure hunt came to an end. This followed the paper being issued with an injunction from London County Council’s parks committee, which was backed by the Attorney General, which requested that the scheme be dropped immediately. Many medallions were never found and four of these were hidden in Plymouth. One of the clues to the location of the Plymouth medallions was issued in the newspaper on 31st January 1904. A reporter from the newspaper had recently travelled to Plymouth to hide the tokens and stated:

Men, women and children carrying knives, shovels and sticks dug wherever they pleased leaving a trail of havoc. Many ‘Inky dark it was, and the rain fell in torrents as cases ended up in I turned sharp to my left from Mill Bay Station, court and the treasure under the bridge, and followed the train-line. hunt lasted for several ‘I was struck with the exceptional beauty, weeks. Second World War and much rebuilding, it seemed unlikely that they would have survived or ever be found. However, the story takes a strange twist and Paul was recently contacted by Alvaro Casares who had found one of the tokens while using a metal detector in November 2013. It was located just four inches beneath the soil of Plymouth’s Brickfields Recreation Ground. It’s amazing that it had remained hidden for all that time and three more, perhaps, are still out there, although they probably have little value nowadays.

‘Here, I thought, was my chance. Exploring the street, I noticed that the road was loosely laid in places. It would be easy to press the treasure under the stones there. I was just stooping to do so when a man, evidently late for work, rushed round the corner, so I pretended to be fastening my shoelace. After that, the street was never quite clear of people, so I decided to leave it for a few minutes, possibly to try again a little later. ‘Meanwhile I visited another street not far away. Opposite a large establishment which is doubtless deeply interested in the ‘big or little loaf’ question was a low wall. I looked over it.’

And so, almost 110 years passed without the Plymouth medallions ever being discovered. With the

Handover of Devonport Market Hall for an exciting new future Council leader Tudor Evans has been handed the keys to the historic Devonport Market Hall in a deal to restore the landmark and create a fantastic future as a high tech ‘play market’.

Plymouth City Council, the Devonport based regeneration agency, Real Ideas Organisation (RIO) and Plymouth University have joined forces in a pioneering project that will put digital gaming into the heart of a regenerated Devonport. The council is now the owner of the derelict market hall after the Homes and Communities Agency (HCA) formally transferred its ownership to the council and provided a £2.5m investment to help with the cost of taking on and renovating it. Once restored, it will be home to the university’s Institute of Digital Arts (i-DAT), there will be a ‘hatchery’ for new firms, a testing ground for established companies and a unique visitor attraction. RIO has developed a business plan for the play market which aims to entice a new generation of researchers and would-be designers from schools around the city as well as local and international students at the university looking to develop their work.

The building was built in 1852, although the Ministry of Defence annexed the building and land around it behind a security wall in the 1960s. It has a distinctive Italianate clock tower. The hall has three iron-trussed roofs with iron lattice balconies supported on iron columns together with a large central staircase.

New homes are changing its landscape and this is an exciting time. Celebrating launch of two new local books The Clovelly Bay Inn in Turnchapel was the venue for the launch of two new local books.

It was a two course lunch launch with Bernard Mills’ ‘Backtracking Around Friary, Laira and the Plym’ first up. Featuring over 150 full colour Then & Now comparison shots, almost all them taken by Bernard himself in the early Sixties and Seventies (and revisited earlier this year), the book reads as a lament to the loss of steam – and freight – trains in the area, as well as what would today be very useful branch lines from Turnchapel, Yealmpton and Plympton into Plymouth. Plymouth Pubs Past & Present Chris Robinson’s new book meanwhile looks at all the ‘village’ pubs inside the modern Plymouth boundary today, but outside the town 100 years or so ago. In other words the pubs of Turnchapel, Oreston, Plymstock, Plympton, Eggbuckland, Crownhill, Tamerton and so on. Both authors spoke at the event and the Clovelly Bay Inn kindly

It, along with every other city, has its faults. However, one look at the Hoe (whatever the weather!) makes me realise what a wonderful place it is. Plymouth has gone through many changes throughout the time I have lived here. For instance, when I arrived we had a small polytechnic and a large naval base and dockyard. Now the roles are reversed. Law has also changed dramatically over the years perhaps more so over the recent years than any other time. During the course of the last year we have seen the ending of legal aid for most family matters. Many law firms have ceased trading (five in Plymouth). Heavy advertising is wrongly suggesting that dealing with a faceless person (not necessarily qualified) over the phone when discussing a legal issue is a perfectly sensible way of dealing with matters. The Citizens Advice Bureau is swamped and the County Court no longer has a counter open to the public unless you make an appointment (that assumes you can get through on the phone). Where then do you go to for advice on a legal matter? The answer is, still, your local solicitor. We along with other solicitors will offer a free diagnostic interview. You have a face to face meeting with somebody who will have the skills to work out what needs to be done.

In addition to the diagnostic interviews which are available at all our offices we have for some time been running legal clinics in other locations in Plymouth and elsewhere. Currently we have legal clinics in Plympton, Ashburton and Beacon Park. If, for some reason getting to our offices causes you a problem ask about these when you give us a call. I am conscious that I have said this before in my articles, but I do think the message needs repeating. If you have a legal problem takes advice early.

Backtracking around Friary, Laira and The Plym

Fifty years later this founder member of the Plym Valley Railway took his camera back to many of those same locations. The result is a sad but compelling lament to the loss of local industry and, what could still be today, a number of very useful local branch lines.

I have had the privilege and pleasure of working in Plymouth throughout my professional career. It is the only city I have ever lived in.

They will have local knowledge, for example we know exactly what Southside Street looks like and where it is if that information is necessary to your case.

There is a similar story in Plympton and with Wetherspoons opening a new venue there this month the pressure on the rest will only increase. The book is a fascinating record and documents the pub scene at a time when the industry is facing serious challenges.

In the early Sixties Bernard Mills, then a young railway enthusiast and employee, went around Plymouth, Plympton and Plymstock recording the last days of steam and the advent of diesel.

wistful throughout, this is a must for everyone interested in Plymouth’s rich and diverse history. Because Bernard‚‘s images are in colour they have a distinctly contemporary feel to them, however the majority are over 40 years old, and many were taken over 50 years ago.

The contrast is therefore striking and the losses to the city of so many handy branch lines is all the more keenly felt. It is hard to read this book and not find yourself saying ‘if only’ over and over again, but then hindsight is a wonderful thing.

Many of these lines were lost as motorways were being driven across the English countryside and now a number of them have been converted to take the motor car. Both books are published by Pen & Ink Publishing.

Organised by employees from EDF Energy’s Outland Road office in Plymouth, the golf events have been held annually for the last nine years, and have raised £125,160.12 for St Luke’s. Next year will be the event’s 10th anniversary and the organisers are hoping to raise a record-breaking amount. Event organiser, Andy Lloyd, set up the event in memory of a former EDF Energy colleague Chris White.

I sincerely hope that something of the ‘Spirit of Christmas’ invaded your family and personal experience this Festive season, and that you can look forwards in 2014 with a sense of renewed hope and refreshed from the holiday.
