Roadshows to explain changes to collections

From Monday May 8, Plymouth will move to alternate weekly collections with recyclables – in green bins – collected one week and the following week nonrecyclable waste – in brown bins – will be collected. The roadshows will give people the chance to find out about the changes as well as more general hints and tips about recycling, food waste and composting. Councillor Michael Leaves, Cabinet Member for Street Scene and the Environment for Plymouth City Council, said: “The roadshows will be on a drop-in basis at different locations around the city and are open to everyone. “We are making changes to increase recycling rates but also to run a smoother

and more efficient, cost effective service for local residents. The alternate weekly collections system has already been running successfully in a number of other cities across the UK for many years.” Wednesday April 26: St Budeaux Community Centre, 9.30am to 12pm. Wednesday April 26: Tamar View Community Centre, Barn Barton, 1pm to 4pm. Friday April 28: Morrisons, Outland Road, Plymouth, 9.30am to 12pm and 1pm to 4pm. Tuesday May 2: Southway Shopping Centre (outside Co-op), 9.30am to 12pm. Tuesday May 2: Ernesettle Shops (outside Co-op), 1pm to 4pm.

The team behind Plymouth’s £34 million History Centre has appointed polar explorer Antony Jinman as the project’s first-ever ‘Explorer in Residence’. The Plymouth-born adventurer is one of only a handful of people to have skied to the North Pole and solo to the South Pole. He also runs an organisation called ‘Education Through Expeditions‘ which gives school children the chance to learn more about climate change and sustainability in some of the world‘s most remote regions - and sometimes experience them first hand.

Over the next four years Antony will act as an ambassador for the History Centre which will feature a number of explorers, mountaineers, navigators and other famous characters who are connected to the city in its permanent galleries when it opens in 2020. Councillor Glenn Jordan, cabinet member for culture said: “We’re really pleased to have Antony on board and to start the process of unveiling a range of History Centre patrons and ambassadors over the next three years as we build towards our opening.” “Antony’s achieved a great deal and has well and truly secured his place in the history of exploration. We’ll be featuring him in our ‘100 Journeys’ gallery which will highlight a number of the voyages and expeditions which have emanated from Plymouth and helped put it on the map.” The History Centre team hopes to announce other high profile representatives at various intervals over the next three years including a series of Artists in Residence. “My love of exploration began as a boy when I dreamed of following in the footsteps of Scott of the Antarctic and Ernest Shackleton,” said Antony Jinman. “It’s exciting to know that visitors to the city will get the chance to learn

Plymouth-based frigate shadows Russian warships Plymouth-based Royal Navy frigate HMS Sutherland has escorted two Russian warships through the English Channel. The Type 23 frigate located the two Russian ships in the early hours of Good Friday morning as they sailed through the North Sea towards the Dover Straits. The Steregushchiy-class corvettes, Soobrazitelny and Boiky, were joined later in the afternoon by a Russian support tanker and an ocean-going tug. Royal Navy sailors on the Plymouth-based frigate kept watch on every movement of the ships, using stateof-the-art radars to track the course and speed of the ships as they pass close to the UK. As a high-readiness unit, HMS Sutherland may be called upon at any time to help prevent arms trafficking, people smuggling, conduct counterterrorism operations, maritime search and rescue, or escort duties, such as those performed on Good Friday.

The impact of the Plymouth History Centre on the city’s culture, heritage and visitor offer has been recognised by the Coastal Communities Fund with confirmation of £2million worth of funding towards the project.

for people who live here as well as the increasing numbers of visitors who are coming here. This project celebrates our incredible past as we look to the future and we are delighted that the Coastal Communities Fund is continuing to show its support for all that we are trying to achieve here, in one of the UK’s most significant maritime cities.”

And the project has received a further boost with a £250,000 grant from the Garfield Weston Foundation.

The History Centre, which is a partnership between Plymouth City Council, the University of Plymouth, the South West Film and Television Archive and the South West Image Bank, is scheduled to open in spring 2020 as part of the Mayflower 400 commemorations.

The Coastal Communities Fund aims to encourage and promote sustainable economic growth and jobs in coastal towns and cities throughout the UK. It began in 2012 and has already committed more than £125 million to over 200 different organisations. The funding will feed in to the ongoing development of the History Centre – a flagship new cultural and heritage centre for the city and the South West which is currently being created on the site of the former City Museum and Art Gallery, Central Library and St Luke’s Church buildings. The project will bring the city’s most significant heritage assets on to one site and showcase permanent collections on a bigger and better platform than ever before. It will also create new visual arts spaces, academic and research facilities – all of which will be boosted by ambitious exhibition, event and education programmes. Plymouth City Council leader Ian Bowyer said: “The good news about the History Centre just keeps on coming! We’ve had an incredible run of successful funding bids for this project and lots of key national organisations are really excited about what we are hoping to achieve here in Plymouth.” “Plymouth is a city that is on the up, with exciting plans

Congratulations to Miss Lucy Campbell of Plympton who was the winner of the competition in our March issue. Her prize was a year’s free membership worth £499 at Everyone Active in Plympton.

The History Centre is one of 33 applications to benefit from support in this new round of Coastal Communities funding which brought plenty of good news for the South West. 12 other projects in Cornwall, Devon, Somerset and Dorset were also successful bringing the total level of support for the region to £15 million. Coastal Communities Minister Andrew Percy said: “We’re putting the wind in the sails of over a dozen major projects along the South West coast line. From a new watersports centre in Ilfracombe to a new enterprise hub in St Ives, this funding will help make sure seaside towns in the South West flourish.” The UK-based Garfield Weston Foundation has been supporting arts, education, youth, community, health, welfare and environmental projects for more than 50 years and has donated over £58 million to a wide range of projects across the country in just the last 12 months. In addition to the Garfield Weston Foundation, funding support from Plymouth City Council, the Heritage Lottery Fund, Arts Council England, the Coastal Communities Fund, the University of Plymouth and the Wolfson Foundation has already been secured for the History Centre.

“Therefore confess your sins to each other and pray for each other so that you may be healed. The prayer of a righteous person is powerful and effective. ”

Applications are now open for people to join the national Step Up to Social Work, a 14-month programme that combines real-world experience in a local authority social work team with high-quality university training. Successful candidates will be awarded a post-graduate diploma in social work when they graduate, allowing them to register and practice as a social worker. The Government is working hard to make the UK a country that works for everyone, and social work is at the heart of this fairer society. This includes making social work a career that many more people will aspire to and have the opportunity to join. This is backed by an over £800 million investment in social worker training and improvement, including through teaching partnerships, bursaries and our fast-track programmes Frontline and Step Up. Step Up is part of a range of qualifying programmes now available to potential students already offered through Plymouth University. It is part of the City Council’s ongoing investment in ensuring the safety and wellbeing of children and young people in the city. The Step Up programme runs every two years, with more students qualifying as social workers each time. In 2015, 300 students completed their training and we expect over 420 students to graduate in June this year. Many of those graduating will be offered a trainee social worker role with the local authority where they trained. This year more than 550 funded places are available to support trainees. After applications close in May, students will start training in January 2018. Candidates are eligible to apply if they have a 2:1 degree, or a 2:2 plus a higher degree, which can include a master’s degree or a Postgraduate Certificate in Education, in a discipline other than social work. They should also have the equivalent of a GCSE Grade C in maths and english, and experience of working with children, young people or families. The Plymouth Shopper

Plymouth to host Storytelling Gathering The Society for Storytelling’s Annual Gathering is coming to Plymouth in May as part of Plymouth University’s ‘Festival of Words’. The Gathering will bring together story-makers from across the UK and includes workshops, seminars, performances, music and family activities, based around the theme of ‘Change and Exploration’ - all taking place in the iconic Roland Levinsky Building at Plymouth University. There will be fringe events for the festival held in the public space, Drake’s Place Gardens – a story telling workshop on Friday May 5 at a cost of £2 per person and on Sunday May 7, an opportunity to picnic together and listen to story telling and other children’s activities from 2pm to 4.30pm. Enjoy storytelling performances in The Storytelling Tent from 10.30am on Saturday May 6 and from 9.45am on Sunday May 7. A selection of storytelling treats with a variety of stalls in The Market Place is also available on Saturday May 6 between 11am and 1.30pm and 2.30pm to 6pm and Sunday May 7, from 10.30am to 1pm – simply go to the Crosspoint area of Plymouth University’s Roland Levinsky Building. A special event revealing how storytelling can be used as a non-medicinal approach to help with the behavioural and psychological symptoms of dementia takes place on May 6 from 10.30am to 11.15am at the university. Plymouth based Abimbola Alao will share her experience of using storytelling to support those with dementia in memory cafes, and the audience will be able to participate in spontaneous storytelling that has the potential to bring hope to the world of dementia. Cost is £8. Tickets for the Gathering, which include food on campus are available at www.sfs.org.uk and can be purchased for the whole weekend or just for the day.

National Memory Day writing competition shortlist announced Thursday May 18 will mark National Memory Day, part of Dementia Awareness Week and a celebration of the power of the written and spoken word for those with and affected by dementia. National Memory Day was launched last June by a partnership of Literature Works, the University of Plymouth, Alzheimer’s Society and The Poetry Archive, with a writing competition at its heart. The competition has four categories: Best Poem (sponsored by the National Memory Day Partnership); Best Short Story (sponsored by Literature Works); Best Young Writer (sponsored by the University of Plymouth), and; Best Primary Carer (sponsored by the Alzheimer’s Society). In all, 1341 entries were received with an international reach from across the continents. Within the shortlists there are entries from the UK, Ireland, France, Switzerland and Trinidad and Tobago. Former Poet Laureate, Sir Andrew Motion, will choose the winner from the Best Poem shortlist. He said: “Congratulations to all the shortlisted poets; overall, the standard is very good.” Tracey Guiry, Director of the Poetry Archive, added: “The poems people sent to us demonstrated an incredibly inventive range of responses to our theme of ‘Memory’. From the very personal to the ubiquitous the poems reflected experiences which we can all relate to at some point and I hope everyone who submitted an entry will continue to write and enjoy poetry.” The winners of the National Memory Day writing competition categories will be announced on May 18. 8

Love your local market – try a stall for free! Plymouth Market, the city’s oldest and largest market, is celebrating national Love Your Local Market fortnight with the offer of a free twoday trial of a stall on May 26 and 27. Potential traders, who have an idea for a retail business but perhaps think they can’t afford to turn it into reality, can try market life free for two days (including free insurance) before deciding whether taking the plunge and renting a stall is for them. With a customer base of over 750,000 people a year, the Market offers entrepreneurs great value and the opportunity to test an idea and product offering without all the cost and commitments of renting a high street shop. If the free two day trial proves successful,

then the Market has a selection of great value stalls available for rent, starting from as little as £68.85 a week and the first week is thrown in for free! There’s a really great community of stallholders in the Market, with some traders having set up their stalls over 20 years ago. New stall holders Tracey Medley of chilli-based food stall, Some Like It Hot, and Emmeline Kwaan of craft stall Totally Potty, have only just joined the Market’s diverse mix of traders but are already loving market life. Tracey said: “I wanted to turn my hobby in to a business but didn’t want the hassle of selling at craft fairs so a stall in the Market was the obvious choice. “Here I can test the water without the expensive outlay of opening a shop in the high street and really find out what customers want. The stall has taken off much quicker than

I expected. I’d recommend other would-be entrepreneurs to try it here.” Emmeline agrees: she thought the Market was the ideal place to put her dream into practice, starting small and seeing where her idea goes. She says she would recommend to anyone to start their business in the Market, stating that one of the benefits is you don’t have to tie yourself in to years of a lease on a shop. She said: “Once people know about your stall, it’s a really good place to be. Come the autumn when the refurbishments are complete, people will be really keen to visit and see the changes here – so getting a stall now is a wise move.” The Market is currently undergoing a £3.5 million refurbishment which will deliver several new improvements. Anyone interested in taking a stall in the Market should contact the team on 01752 306551.

Members of the team involved in the work on the Foreshore

The first phase of a project to extend the life of the buildings on the Hoe Foreshore has been completed. Plymouth City Council authorised £1 million capital investment for the programme of urgent repairs to the foreshore in January, after surveys identified damage to the Bathing Houses and Sun Terraces as well as several areas on the winding paths that needed stabilising and strengthening works.
The Tinside Bathing Houses and Arcaded Sun Terraces are the oldest buildings on the foreshore area and form an integral part of the paths and walkways. The buildings were finished in 1913 and are a unique focal point of the foreshore area until the Lido was constructed in 1935, both of which are within the Plymouth Hoe Conservation Area.
The works included strengthening, conservation and repair of the existing structures and sea walls which were damaged by the winter storms. The restoration works were led by the Council’s Facilities Management Team, directed and supervised by the Historic Building Consultants, High– Tech Services and the works undertaken by JNE Construction,. Councillor Mike Leaves, Cabinet Member for Streetscene said: “This is such a popular and unique part of Plymouth’s waterfront, so I’m really pleased we were able to get these works completed in time for the Easter break. I’d like

to personally thank both High-Tech services and JNE for pulling out all the stops to get these works completed on time.”
The council, together with the Plymouth Waterfront Partnership Business Improvement District (BID), is working to make the waterfront a cleaner, better maintained and more vibrant destination with increased opportunities for local jobs and recreation. Chris Arscott, Chairman of Plymouth Waterfront Partnership said: “We’re delighted to have worked with our partners at Plymouth City Council and see this hugely important work successfully completed, as this area has been a primary concern for Plymouth

Waterfront Partnership and our Waterfront BID businesses. “Plymouth City Council finishing this phase of the Hoe Foreshore improvements in advance of the Easter weekend is fantastic, particularly with the excellent weather forecast; we look forward to seeing many visitors and residents enjoying Plymouth’s stunning Waterfront” Although the majority of the works are complete some additional repairs will continue on the upper levels over the coming summer months so members of the public can still enjoy the area, before work continues at the end of the season to complete the upper levels over the winter period.

Mayflower 400 plans taking shape Plans to commemorate Mayflower 400 in 2020 are gathering pace. Capital investment and support from Central Government for a ‘Mayflower Muster’ have been confirmed. The Mayflower Muster, expected to be held across a number of days, will be an event on a global scale, combining activities on land and water alongside a programme with ambitions to bring together UK, US and Dutch naval forces to celebrate the special relationship between the Mayflower linked nations. Charles Hackett, chief executive of Mayflower 400 said: “We are pleased to report that Destination Plymouth and Plymouth City Council are seeing progress across planning in a wide range of areas: cultural projects, heritage, education, tourism and economy, volunteering and trade, all of which have funding committed by

Plymouth City Council and Central Government.”

The Mayflower programme of activity has already attracted £500,000 of funding from central Government for cultural projects within Plymouth and a further £500,000 for marketing across the international Mayflower partnership. Talking of further commitment by the council for the Mayflower commemorations Ian Bowyer, Leader of the Council said: “Plymouth City Council has committed £2.25million over five years to deliver a dedicated Mayflower 400 programme team and a series of major events that will inspire the city’s residents to get involved, create a renewed sense of pride in the city and its role in the Mayflower story. “The programme will bring in more visitors to the city – which is good news for the businesses here, particularly the hotels, shops, cafes and restaurants.

“We believe this programme is so important to the city’s reputation and future that we have earmarked £5 million investment into developing a series of heritage trail projects to make sure the city is able to make the most of the opportunity that Mayflower 400 represents.” Capital projects include the implementation of heritage trails, upgrades to key assets such as the Elizabethan House, and to provide match funding for an Arts Council bid to deliver a Mayflower public art installation. The report, submitted to the council also highlights the work being done to attract American tourists through engagement with tour operators and Mayflower 400 involvement at international marketing events with the tourism market already returning interest in Mayflower 400, with operators booking accommodation across the partnership.

Minister updated on 2020 plans Tourism Minister Tracey Crouch has visited Plymouth to see Britain’s Ocean City for herself, and to hear more about preparations for the Mayflower 400 commemorations in 2020.

visitors during the commemoration year.

The Minister visited Plymouth during the recent English Tourism Week as the city makes vital preparations working with national and international partners to mark the 400th anniversary of the sailing of the Mayflower.

“It is a wonderful opportunity to strengthen our relationship with international partners such as the US and showcase a global, outwardlooking Britain.”

Other ideas include major music events on the Hoe, a ‘Mayflower Muster’ display involving the US, UK and Dutch Navy forces, major theatrical events and public art commissions.

Prime Minister Theresa May has appointed Plymouth MP Oliver Colvile as her Special Representative for Mayflower, and Ms Couch, the Minister for Sport, Heritage and Tourism, will be overseeing the work at national level.

MP for Plymouth Moor View Johnny Mercer, who joined the minister and Mr Colvile at the Mayflower Steps on the Barbican, said: “Mayflower 400 is set to be a seminal point in Plymouth’s history as Britain’s Ocean City. It will give us the opportunity to capitalise on our beautiful natural surroundings, highlight our top tourism credentials and provides new openings for local businesses to form new commercial relationships.”

From Holland to Boston, the world will be commemorating the Mayflower Pilgrim’s historic and perilous journey across the Atlantic to the New World on board the Mayflower in 1620. Plymouth is leading a national partnership of eleven locations across England who are all united in their ambitions for an internationally significant commemoration which will be celebrated through major international events, development of new tourism itineraries and products, culture and the arts, education programmes, community participation and volunteering schemes and joint scientific and business projects. Tourism supports over 7,000 jobs in Plymouth and brings over £316 million into the local economy annually. It is estimated that across the national Mayflower partnership there will be an increase in tourism visitors of over 1.4 million

Tourism and Heritage Minister Tracey Crouch said: “The Mayflower 400 commemorations will be a wonderful event that will attract visitors from around the world and encourage them to travel beyond London and see this wonderful part of the country.

Mr Colvile, MP for Plymouth, Sutton and Devonport, said: “I’m delighted the Tourism Minister has chosen to celebrate English Tourism Week here in Plymouth as we prepare for one of the most important commemoration anniversaries in the country’s history.” “A huge number of people are busy working behind the scenes to make sure all the national partners and Plymouth are able to take full advantage of the opportunities Mayflower 400 could bring, including an uplift in US tourists, new investment and business opportunities, education and community programmes.” Top of the agenda is an ambitious new national heritage trail between the national

partnership towns and cities with historic links to the Mayflower story. Plymouth projects already unveiled include renovations to historic city buildings; a “world class” Mayflower monument; a history trail taking visitors on a journey back to the 16th Century and a new History Centre.

Promoted by Visit Britain and Visit England, English Tourism Week raises the profile and understanding of the nation’s tourism sector – the country’s third largest employer - with decision makers, the media, employees and those considering a career in the industry. Council leader Ian Bowyer said: “We are extremely honoured that the Tourism Minister has chosen to visit Plymouth during English Tourism Week and we are thrilled to be able to keep her up to date with all our plans.” The Plymouth Shopper

HMS Enterprise home after three years away The Royal Navy survey ship HMS Enterprise has made a triumphal return to her baseport of Plymouth after three years on deployment.

A crowd of family and friends lined the jetty cheering and waving banners in HM Naval Base Devonport as the ship berthed. Emotional reunions followed when their loved ones were welcomed on board by the crew who served on a rotational shift basis during the three years, meaning two thirds of the 78 ship’s company have been on board at any one time. HMS Enterprise was at the heart of operations to prevent people smuggling in the Mediterranean. She evacuated more than 200 British citizens from Libya, rescued 9,180 people attempting to undertake deadly crossings of the Mediterranean and destroyed 117 unseaworthy vessels used by people traffickers. In almost three years, she has steamed across the world, covered 150,000 nautical miles, visited 20 countries, and navigated four seas while conducting maritime security operations, protecting Britain’s economy and rescuing people in danger. The ship’s work has been recognised with the presentation of various Royal Navy awards, both fleetwide and for the survey squadron for efficiency and engineering and for her humanitarian achievements. The ship entered Plymouth proudly flying an efficiency pennant - an award given to the ship last year and granted special permission to fly the pennant on her return home. Chief Petty Officer John Williams joined the ship part way through the deployment. He was ovewhelmed by a warm welcome from his wife Claire, and children Gabby, 15, and son Kane, 19, and Kane’s girlfriend,

Jess Lowe. John said: “It’s really good to see my family again and spend more time with them. This is the third time I’ve served on the ship and she’s a great vessel to serve in. It’s been a long time away from her baseport for Enterprise and it’s also good to see her back home. The trophies and accolades we have been awarded are testimony to that.’’ Kane, who is also in the Royal Navy, said: “I don’t see dad much when he is home, let alone when he’s away, or I’m busy at work with the Navy. So it’s extra special to see him come back home after a busy deployment.’’

Petty Officer Stefanie Merlo, 32, the ship’s manpower co-ordinator and ‘policeman’ was greeted by her brother Daniel and his union flag-waving sons Thomas, ten, and James, four, Daniel’s partner Amie Whorton, and Stefanie’s mother Brenda - all the way from Preston. Stefanie said: “It’s lovely to have such a warm welcome, especially from James and Thomas. I joined the ship in the South Atlantic, so it’s been a long trip back and pretty rough in the Atlantic. It’s been quite an epic achievement by ship and crew.’’ The youngest person on the jetty was five-week-old Isaac, son of the ship’s navigating officer Lieutenant Nicholas Radue who scooped him out of the arms of his wife Alex as soon as they stepped onto the ship. Nicholas said: “It’s wonderful to see little Isaac again. Even though the Navy kindly allowed me home to see him when he was born before I had to rejoin the ship for the journey back – I have missed half of his short life and he is a different boy already!’’ Alex said: “I’m used to seeing Nicholas off and welcoming him home again. But from now on it will all be different with our first child. It makes homecomings extra

special for a start.’’ Minister of State for the Armed Forces Mike Penning said: “During her three years deployed away from the UK, HMS Enterprise and her ship’s company have helped make the world a safer place. “From disrupting people smuggling in the Mediterranean to assisting in the free flow of trade in the Gulf, and from providing reassurance to our overseas territories to surveying the world’s oceans, she has epitomised how the Royal Navy is protecting the UK’s global interests.” “The crew of HMS Enterprise are justly proud of the work they have done since deploying, and the wide variety of operations will be hard to match in the rest of our careers,” said Commander Philip Harper, the ship’s Commanding Officer. “The results of our deployment speak for themselves and we are all eager to spend some time with our families before the ship deploys again later this year.” HMS Enterprise’s deployment began in June 2014, when she headed to the Mediterranean on maritime security

operations. At the time, growing unrest in Libya led to the UK government encouraging British citizens to evacuate, and Enterprise was tasked with rescuing more than 200 people from Tripoli. She was then tasked with conducting survey operations in the Gulf and southern Red Sea, joining the continuous Royal Navy presence in the region which works to secure some of the most vital shipping lanes in the world and protect Britain’s economy. Those on board had opportunities to visit 33 ports, including Goa in India and Port Victoria in the Seychelles. But there was still work to be done - teams from the ship volunteered to visit an orphanage in Goa, helping to refurbish several classrooms, build some swings and even fix a trampoline. In 2015, Enterprise joined the naval force in the Mediterranean which was set up to deal with people smuggling in the region. Over the course of the following year, the sailors on board destroyed 117 unseaworthy craft and rescued 9,180 people attempting to make deadly crossings - the highest number of people ever to be rescued by a Royal Navy ship. She also surveyed some 2,600nm2 of the ocean floor, was awarded the Firmin Sword of Peace, the Naval Capability Prize and the HM Efficiency Award, as well as receiving a personal commendation from the Chief of the Defence Staff. The survey ship’s work in the Mediterranean also led to 20 suspected smuggling ringleaders being identified and subsequently arrested by Italian authorities. Following the heat of the Mediterranean it was time for Enterprise to experience the South Atlantic, as she headed south to stand in for Falkland Islands patrol vessel HMS Clyde during her refit in South Africa. “Having successfully mastered integrating with the Italians and other EU partners, the ship now had to integrate with the RAF and the Army,” said Navigating Officer Lieutenant Kyle O’Regan. “A very busy time followed, conducting training with Typhoon aircraft, winching with Chinook helicopters and still managing to fit in some survey operations.’’ The visit also allowed Enterprise to strike out for South Georgia, and after a choppy three-day journey across 800 miles of open sea, the ship’s company reached Gold Harbour. There is little time for the ship to rest up, as she deploys again in July this year.

£6.4 million resurfacing programme gets under way in Plymouth Ninety Plymouth roads will get a new lease of life over the next 12 months as part of a £6.39 million investment in carriageway and footway repairs.

The council’s resurfacing programme for 2017/18 got under way in April, targeting stretches on main routes where the overall road surface is nearing the end of its life or where multiple potholes have developed.

Thirty-four roads will be fully resurfaced and a further 56 sites will be micro-asphalted.

Micro-asphalt is used as a preventative treatment on roads showing the first signs of wear and tear, tackling damage in its early stages to reduce costs in the future. As well as extending the life of the road it increases skid resistance, which improves road safety.

The works are being carried out by the council’s new road maintenance contractor South West Highways (SWH), alongside its day-to-day repairs to individual potholes.

Photo shows (left to right): Council Leader Ian Bowyer, Adrian Trim (the council’s Head of Highways, Parking and Marine Services), Councillor Steve Ricketts and Neal Gibson (Operations Manager for SWH)

Councillor Steve Ricketts, Cabinet Member for Transport and Housing Delivery, said: “We’ve made

it a priority to keep Plymouth moving and a resilient road network is absolutely key to this, especially on the city’s busier routes. We will be investing almost £6,390,000 in carriageway and footpath maintenance this year, including protective treatments to slow down deterioration, as well as full resurfacing.”

Roads being resurfaced during April and May include:

Valley Road,
Haye Road,
Elburton Road,
Billacombe Road,
Madeira Road,
Hoe Road,
Millbay Road,
Church Hill Road and Wolseley Road.

Advance warning signs will be put out on the roadside to let motorists know when works are due to be carried out and most will take place at night to minimise disruption to traffic.

Local residents and businesses will receive letters in advance and a customer liaison officer from SWH will consult with any businesses that may be affected. Access to properties will be maintained as far as possible and any diversion routes will be signposted.

Upcoming roadworks can be viewed and sign up for tailored e-alerts on the council’s website at www.plymouth.gov.uk/ roadsandpavements/roadworks.

Film focuses on changes in city centre down the years...

There was an extra poignancy to the launch of the latest DVD about Plymouth as the venue for the well-attended event was St Andrew’s Church. The film ‘The Story of Plymouth City Centre: Then & Now’ included a sequence on the Blitz and immediate post war period in which St Andrew’s was featured as a burnt out shell, an open air garden church and a successfully rebuilt structure, and attendees were quick to comment on the almost surreal feeling of watching images of inside the devastated property from that same vantage point today. Despite the oddness of that experience it was

nonetheless easier to relate the images of the past there to those of the present day, as so much of the rest of Plymouth City Centre is entirely unrecognisable today.

However film-maker Alan Tibbitts and historian Chris Robinson have made a first class job of relating the pre and post-war City Centres to each other. Alan’s clever film work dissolves from the past to the present and Chris’s intimate knowledge of all things Plymouth make for a compelling watch and one that will almost certainly entertain and inform even the most savvy of local shopkeepers and residents. Sponsored by the Plymouth City Centre Company the event was introduced by the BID

Chairman Douglas Fletcher. Chris Robinson also addressed the audience - a large crowd which included the outgoing City Centre manager, Jon Walton, and the Lord Mayor, Pauline Murphy - before settling down to a showing of the 73-minute film.

With a detailed review of all three incarnations of Drake Circus and featuring some of the earliest footage of Plymouth ever seen (from before the First World War) together with some fascinating police material showing street scenes from the 1920s and 1930s, as well as a huge amount of other stills, clips and contemporary comparisons, the film is a fascinating review of the City Centre over the last 200 years or so and is an extremely valuable addition to the City’s archives.

creating wonderful new homes for these essential insects.”

After the fantastic feedback received last summer about places including Western Approach, Derry’s Cross and North Cross roundabouts, the decision has been made to increase the number of vibrant and colourful wildflower road verges throughout the city.

“We are working to turn publicly accessible spaces including unused corners of parks, community gardens and patches of unused urban space into new nesting sites and beautiful flower-rich areas,” said Laura.

This spring work will start on new areas along Exeter Street, Plymouth Road and Ernesettle Lane, as well as improving and extending existing areas at both Marsh Mills and in the city centre. All of these places will be full of beautiful flowers and buzzing with life come the summer. Laura Larkin, Plymouth’s Urban Buzz officer said: “Urban Buzz, with the help of some fantastic local volunteers has now added over 60 new places for pollinators right across Plymouth, including new wildflower meadows in many parks and road verges. What are the most common terms? Research by Citizens Advice showed that more than a quarter of people with defined contribution pensions felt that they didn’t understand their pension plan, while fewer than one in five felt very confident. The top ten pensions jargon which people find most perplexing include: Annuity: An annuity is an insurance product that gives you a guaranteed regular income, either for your lifetime or for the term of the annuity, which can be a shorter fixed period. There are lots of different types of annuities. You don’t need to stay with your current provider to buy an annuity and can shop around to find the best product for you. You’ll usually get a higher retirement income by shopping around. Open market option: This is the right you have to shop around to find an annuity that suits your needs. You don’t have to stay with your current pension provider. The rates you are offered by different annuity providers can vary dramatically and once you have made your choice, it can be extremely difficult and often impossible to go back on your decision. Guaranteed Annuity Rates (GARs): This is a rate that was guaranteed by your pension provider when you took out your policy. As annuity rates have worsened over the years, these are likely to be very valuable and guarantee you a fixed rate of income much higher than annuity rates on offer today would buy. Selected retirement date (SRD): When you take out a personal pension you select the date when you think you would like to access your pension pot. You do not have to take your pension at the SRD, you may be able to take it earlier or later, but you should check the terms and conditions of your policy with your provider, as some policies may have restrictions. If your pension pot is invested in with profits funds, the provider will often have the ability to apply a reduction to your fund if you take it at a date other than your SRD. Safeguarded benefits: These are special features attached to your pension pot that guarantee certain payments. Safeguarded benefits are usually defined benefit pensions (for example, a final salary pension, guaranteed minimum pension, or guaranteed deferred annuity). Some defined contribution pensions have features attached which make them safeguarded, which includes a guarantee from your pension provider about the rate of pension to be provided when you retire (for example, a guaranteed annuity rate). Transfer value: If you want to move your

pension from one provider to another, this is the amount you’d get if you moved your pension elsewhere. It may be less than the ‘fund value’ of your pension because it will include any charges for transferring. Adjustable Income (sometimes referred to as Flexi-Access Drawdown): This option means that your money remains invested in a pension fund. You can draw money out directly from the pension pot flexibly, to either provide an income or to take lump sums. You can only take one tax-free lump sum of 25% of the total pot when you put the whole pot into drawdown. All other money drawn will be taxed as income. The money left in your pension can be invested, so the level of funds could go up or down. Lifetime allowance: The Lifetime Allowance is a limit on the amount of pension benefit that can be drawn from all of your pension schemes – whether lump sums or retirement income – without triggering an extra tax charge. It applies to the total of all the pensions you have, including both your defined contribution and defined benefit schemes, but excluding your State Pension. From April 2016 this is set at £1million. In some circumstances you can apply to protect your pension savings. If you are above this threshold, a tax charge will be applied to any excess payments. Benefit Crystallisation Event (BCE): A BCE is an event that triggers the need to test your pension savings against the Lifetime Allowance, to check they are within the savings limits allowed. If they go above this limit excess funds will be subject to an additional tax charge. A BCE happens in a number of circumstances, such as when you access your pension funds by purchasing an annuity or drawdown product. Also if you die before taking any of your pension pot or you have not taken all of your pension funds by 75, this is also a BCE and the savings versus lifetime allowance test is applied. Uncrystallised funds pension lump sum (UFPLS): This option became available through the new pension freedoms. It allows you to take multiple withdrawals (cash lump sums) from your pension. For each withdrawal, 25 per cent is tax-free and the other 75 per cent is taxed at your marginal tax rate for that tax year. The remainder of your pension pot remains invested. Media boost for Bubble Rush

Plymouth’s local radio station Radio Plymouth has been announced as the media partner for Children’s Hospice South West’s (CHSW) upcoming Bubble Rush fun run.

The Bubble Rush is coming to Newnham Park in Plympton on June 3 and Radio Plymouth are supporting the promotion of the event to help CHSW get as many people there as possible to raise vital funds for the charity. Bubble Rush is a 5km sponsored fun run which people can run, jog or walk and it is suitable for all ages to take part in. The unique part of this event is that as people make their way around the route they will go through four bubble stations where they will get covered in different coloured bubbles and foam. This event is a great opportunity to get together with colleagues outside of work or friends and family, and spend your weekend doing something fun for a good cause. This is the first time the event has come to Plymouth and the team from CHSW are delighted to be bringing Bubble Rush to the City and to work with Radio Plymouth. Kiley Tellam, events fundraiser for CHSW said “We are really happy to have Radio Plymouth on board for the Bubble Rush and the team at the station seem just as excited as us about this event coming to Plymouth. “Working with Radio Plymouth means that we can spread the word far and wide about the event and give as many people as possible the opportunity to come and join us & help raise vital funds for our hospices.” Tricia Duff, managing director of Radio Plymouth said “Our team are proud to be working with CHSW on this exciting event that’s coming to Plymouth. The event will enable the hospice to support Plymouth families further, allowing them the chance to spend precious time together.” CHSW have three hospices in the south west, Little Bridge House in Barnstaple, Charlton Farm in Bristol and

Devonport High School girls win culinary team challenge A team from Devonport High School for Girls (DHSG) has been crowned the overall winner of City College’s annual Young Chef Team Challenge. The college has been running this competition for over a decade giving visiting students a chance to test their culinary skills and use industry-standard facilities. The competition is open to local schools that enter teams of three students which have two hours to prepare, cook and serve a three-course meal for two people. This year they were supplied with three ingredients Dover sole, lamb fillet and bananas and had to plan their dishes around these items. The menus had to reflect the healthy, high energy requirements of Plymouth Raiders’ judges; Rhys Carter and Nathan Schall. The competition had more schools taking part than ever before with fierce competition from Devonport High School for Boys; Devonport High School for Girls; Kingsbridge Community College; Launceston College; Lipson Co-operative Academy; Marine Academy Plymouth; Sir John Hunt Community Sports College and Torpoint Community College. Kingsbridge Community College won best starter with Dover sole rolls with mint chutney. Best main course went to DHSG for their lamb tagine with apricots, and butternut squash served with couscous. Best dessert was won by Launceston College who prepared a mini croquembouche.

Five-time champions DHSG’s overall winning dishes were Dover sole goujons with a Thai dipping sauce, lamb tagine with apricots and butternut squash served with couscous and banana custard profiteroles with creamy coconut caramel sauce. Chaz Talbot, academy manager of Hospitality and Catering at the College, said: “This is a fantastic opportunity for any budding chefs to get some hands-on experience in a real life restaurant environment. “Each year the standards rise and the young chefs produce high quality food, showing plenty of culinary skills. Congratulations to DHSG for a well-deserved win.” “We can’t believe we won and not just one prize, but two!” said Connie McLaughlin, Josie Steel and Monique Russell from DHSG. “Being crowned overall winner is so exciting, we received tickets to a Raiders’ game and the chance to help with food preparation for this year’s FlavourFest. We’ve really enjoyed the event and can’t wait to go back to school and show off our trophies.” Jane Tribe, food technology teacher at DHSG, said “We love coming to this competition every year as it is always so much fun. I was amazed at how the girls performed well I say that, but they always do us proud! “These girls are only in year nine but have been so professional and organised, working well as a team. They produced three fantastic dishes which everyone agreed with and we are delighted to be taking home the trophy.”

If you shouted and screamed at The Beatles at the ABC or bopped around the juke box at ‘La Cappuccino’, this could be the event for you.

‘Sounds of the Sixties’ will officially mark the start of a major Plymouth History Centre community engagement project called ‘Plymouth After Dark’. This four year outreach project will explore the range of activity that takes place across the city at night. Led by members of staff from the City Museum and Art Gallery it will capture stories from people of all ages and backgrounds, collect objects to add to the permanent collections, provide a series of events and commission new work.

The winning team from Devonport High School for Girls

Historian Chris Robinson will talk about the Sixties at the event

set from top tribute band ‘The Revolvers‘. Mark Tosdevin, Programmes Manager at Plymouth City Museum and Art Gallery said: “The 1960s was a decade of rapid change which saw major developments in society, fashion, technology and of course, music. With so many themes to focus on it’s the ideal launch pad for our major community engagement project - and it promises to be a fun and entertaining evening.” Members of the Museum team will also be on hand at the event to chat to people who want to share

Councillor Glenn Jordan, Cabinet Member for Culture said: “Staff from the City Museum and Art Gallery are working on a number of initiatives to engage communities while the History Centre is under construction. “The theme of ‘After Dark’ is brilliantly wide ranging and will enable us to capture the experiences of different people, ages, professions and cultures helping to reveal a part of the city’s cultural heritage that many of us take for granted.“ Tickets for ‘Plymouth After Dark: Sounds of the Sixties’ are on sale now and are priced at £16.50. Tickets can be booked via www. motsixties.eventbrite.co.uk For information about the History Centre project and the Museum and Art Gallery’s events and activities visit www.plymhearts.org

New Primrose nurse joins Derriford team thanks to local breast care charity A new specialist breast care nurse has joined the breast care nursing team at Derriford Hospital, Plymouth, thanks to the local breast care charity, The Primrose Foundation. Rachel Wood, officially took up her new role as ‘Primrose Nurse’ at the beginning of April, having just spent a year with the team as maternity cover. Rachel, who has previously worked in specialist roles within Derriford Hospital, will be supporting patients who have had breast cancer surgery and now need to have follow on treatment, including chemotherapy and radiotherapy. The new position is a partnership between Plymouth Hospitals NHS Trust and The Primrose Foundation, who have agreed to fund the specialist role initially for the next two years. “I am really excited to be taking on this new role of Primrose Nurse and would like to thank the charity for this opportunity to expand the support offered to patients by the breast care nursing team,” said Rachel. “One of our key roles as breast care specialist nurses is to support women and men from their diagnosis right through to their final treatment. However, as can be found in other areas of the country, there can be gaps in this support, particularly when patients move on from their surgical procedure to needing oncology treatment. Last year, Joanna Terrell, 28 from Plymouth, started her treatment for cancer, after finding a lump in her breast. Whilst Jo has successfully had the lump removed, she is still receiving regular injections and has also had radiotherapy and chemotherapy as part of her treatment. “I think the support from the breast care nurses is

so important,” Jo explained. “They build a one-toone relationship with you; they get to know you and they know your story. When chemotherapy was first discussed as an option, I refused it initially. I then came in and met with my breast care nurse and we talked it all through. I put all my trust in her. “I did go ahead with chemotherapy treatment and whilst I was well cared for by the nurses and doctors within the chemotherapy unit, when I wasn’t sure of something or if I had a problem after the treatment, I felt alone and I didn’t know who to turn to or speak to.” The Primrose Foundation raises funds in order to enhance the facilities and services provided in the Primrose Breast Care Centre at Derriford Hospital. This year the centre will mark its 16th year of being open and the Foundation will be celebrating its 20th anniversary. “This is a new departure for the charity and one which we are very proud to be making,” added Sue Hobbs, chair of the Primrose Foundation. “The development of this particular role was largely born out of the vision of the late Dr Steve Kelly, a dedicated oncologist and esteemed colleague. “It was Dr Kelly’s vision, as well as the feedback we’d received from patients and staff, which helped inform our decision to fund this position, so as to further enhance our skilled and dedicated breast care nursing team.” More than 6,000 women and men will come through the Primrose Unit each year, with over 1,000 people needing support from the breast care nursing team. Of these, 500 people will be diagnosed with and will have surgery for breast cancer and two thirds of these will need further oncology treatments. To find out more about the Primrose Foundation, visit www.primrosefoundation.org

MONEY MA££ERS with Tony Jopson

New coin - but same old value! So as I write people are brandishing their first shiny new 12 sided £1 coins!

It is impressive and supposedly much harder for criminals to forge than its predecessor. It is estimated that as many as 3% of the old £1 coins may be counterfeit, so ingenious are the fraudsters these days. The new coin has a hologram in the £1 symbol apparently, which is very hard to simulate; a complex “patented high security feature” to prevent copycats. Mind you, some will likely see this as a challenge. Other distinctive features include grooves on the coin and tiny lettering, which are meant to make it easier for shopkeepers and bank tellers to recognise a genuine coin. It is as you’d expect a ‘politically correct’ creation, sporting on its tails side a design of the four plants (leek, thistle, shamrock and rose) that represent the UK’s four nations (at present count, potential further independence referendums notwithstanding). Shoppers have been able to use both old and new coins since 28 March. They have until 15 October to spend old £1 coins or return them to the bank. This means we should raid our piggy banks and search sofas and glove compartments before our spare change loses its legal tender status. Vending machines, slot machines, parking meters and toilet turnstiles

will all have to be adapted to accept the new coins and reject old ones. The new coin looks like it should be worth more than the old coin – but it’s not. The value of £1 continues to erode; as I write inflation is stated at 2.3%, which is 0.3% higher than the Bank of England’s target Alongside this wage growth has slowed, which means finances are likely to remain tight for many. This is reflected in lower than hoped for retail sales in the early months of 2017. And the uncertainties of how Brexit (which still means Brexit) will work out remain. Suffice to say that there is no better time to maintain (or get) control of personal finances and reduce debts where possible. When the base rate of interest is at 0.25%, then interest rates of even 4% are relatively high (16 times the base rate!).

I continue to encourage readers to move towards becoming masters rather than servants - remember the borrower is servant to the lender’. Dealing with debts may require a long-term plan and may not yield instant results but it is definitely worth the effort for the freedom that can ultimately result. If you do have personal or business debt problems you might appreciate seeing someone locally rather than phoning one of the internet based remote organisations that will only deal with you by phone. In my firm we deal mainly with business related debt but apart from ourselves,

THE CHRIS COLE

Experience

Anxious? You are not alone... By Dave Simpson, Station Manager, Cross Rhythms Plymouth If you are feeling anxious, you are not alone. In modern life anxiety is a common issue. According to statistics from the Mental Health Foundation, in the year 2013, there were 8.2 million cases of anxiety in the UK. Since then this number may well have increased. Anxiety is defined as ‘a feeling of worry, nervousness, or unease about something with an uncertain outcome.’ Feeling like this before an exam, job interview or on the morning of your wedding day is common and to be expected. When you hear athletes or actors interviewed they often talk about how they value their pre-show or pre-match nerves. It is a bit of a cliché to hear, ‘If I wasn’t nervous before going on stage I’d be concerned, nerves just show that I care about what I’m about to do’. From what I remember from my days at University doing some modules on Sport

Psychology, nerves before a big event are simply the body’s way of preparing. A sudden spike in adrenaline and other hormones causes that nervous sense of anticipation that we have all felt. However, according to the NHS online, when this sense of nervous worry continues day after day and in all kinds of situations it is considered general anxiety disorder. Thankfully nowadays there is plenty of help available if you are struggling with an anxiety disorder.

anxious, you are not alone.

but actually from the heart of God.

There is also help available from a source you may never have previously considered. Some 2000 years ago Jesus is recorded to have uttered these words; ‘Who of you by worrying can add a single hour to your life?’ A truth that has always been the case.

Years before Jesus was born, the writer of the Psalms found this loving heart of God for himself. He wrote ‘The Lord is my rock, my fortress and my deliverer; my God is my rock, in whom I take refuge, my shield and the horn of my salvation, my stronghold.’ You may think that this only applies to certain people in certain situations.

He didn’t just stop there however, in the book of Matthew he is quoted as saying ‘come to me, all you who are weary and burdened, and I will give you rest.’ A promise of comfort and help in times of trouble.

People often think of God, if they consider there is a God, as being distant, The NHS estimate such disorders affect judgemental and certainly not concerned around 5% of the population, so levels with our everyday life. The bible tells us of awareness are better now than ever that Jesus is before. GP’s in fact God can offer help Chris Cole, is the founder of Cross Rhythms charity. He is also a Fellow and that and support of the Royal Society of Arts (FRSA). Also, download Cross Rhythms Plymouth app from Google from a wellanxious. If you Play and the Apple app store. meaning man are feeling

After all the writer of this quote was King David who faced wars, insurrection, and even banishment from his own land. The beautiful truth is that God wants to help all of us in every aspect of our lives. The apostle Peter wrote, ‘Cast all your anxiety on him because he cares for you.’ Notice he says ALL your anxiety. Not just some, not just the big concerns about important occasions but ALL of them. Even the ones you feel are silly or insignificant. God wants to know and wants to help. Why? Not because he wants to make fun or just thinks you should man up but because he cares for you. It’s that simple. If you are feeling anxious, you are not alone.
