Ideas that could bring parts of Plymouth’s foreshore to life along with identifying sites for hotels, housing, improved green spaces, heritage trails and public art are being put forward in a new masterplan for the city’s historic Waterfront. Wildflower and coastal grass could be planted on the fringe of the Hoe to remove its municipal feel and acknowledge its link with the sea, while on the water’s edge, empty buildings should be opened up. The suggestions are being put forward in the Plymouth Waterfront Strategic

Masterplan prepared by LDA Design who have been jointly commissioned by Plymouth City Council and the Plymouth Waterfront Partnership Business Improvement District (BID). The Waterfront has been identified as • continued on page 2

1,200 new homes built There were over 1,200 homes completed in Plymouth last year, the second highest number since 1988/1989. In the year ending March 2016, a total of 1,244 homes were completed in the city smashing the City Council’s own Plan for Homes target of 1,000 homes a year. Commenting on the figures, Councillor Patrick Nicholson, Deputy Leader and Cabinet Member for Strategic Housing, Transport, and Planning said, “Plymouth needs new homes for local people and this shows that the plans we have put in place are beginning to make a real difference. I am also pleased that last year we brought 55 empty properties back

into use and we want to do more on that in the coming months”. As at March 2016, there were also 1,007 homes under construction in the city and new housing starts were a further 1,282 both up from previous years. Councillor Nicholson added, “The figures on housing starts and houses under construction are both positive signs for the future; however I remain concerned that we still have 4,924 homes in Plymouth with planning permission that developers have not yet built. We want to work with developers to unlock these stalled sites, because we don’t want to lose green fields to housing development unnecessarily when there are planning permissions not yet implemented.”

Chris Arscott, Chair of Plymouth Waterfront Partnership said: “This is an extremely significant work and a major milestone in Plymouth Waterfront’s regeneration, as it builds on previous area action plans, the Mackay Vision as well as new ideas that have come forward from businesses in the Waterfront area.

The Masterplan is being unveiled as part of the massive consultation taking place with colleagues in the South Hams and West Devon through a Joint Local Plan which will guide and co-ordinate development. It took into account the current revival of coastal towns through food, culture and water sports as well the enduring attraction of staring out to sea and have come with proposals which they hope will cement Plymouth’s reputation as Britain’s Ocean City.

“For the past eight months the public and private sector have been working together as partners to develop this plan for investment and regeneration and this is the result. Whilst we already have a stunning Waterfront, our Masterplan proposes additional enhancements to really make the most of Plymouth.” Proposals outlined in the Masterplan include:

• Armada Way – opening up views to the Hoe, removing clutter and improving the route from the train station to the Waterfront as intended by the Abercrombie Plan.

Councillor Patrick Nicholson, Deputy Leader of the Council and Cabinet Member for Strategic Housing, Transport and Planning, said: “There are some great ideas here, but we want to hear about what the public and businesses think.

• Hoe Park and Foreshore – improvements proposed include wildflower and coastal grass being planted along its fringe to remove the municipal feel and acknowledge its link with the sea.

“Some ideas are already becoming reality – we are currently finalising details about opening up some empty buildings, for instance, but we want to know if the overall direction we are proposing is right for residents as well as for visitors. “Plymouth is Britain’s Ocean City and we have an extraordinary Waterfront. Yes, we want more tourists, but we also want to be a successful, working city; one with fishermen, boat-builders and other marine businesses. Getting the balance right – and funding – will be critical

• Better connections between the Hoe and Foreshore, amphitheatre type seating for viewing events and the Sound and a bandstand. Improved facilities for swimming and watersports, introducing, for example, pontoons and swim rafts and making better use of empty spaces and historic buildings on the water’s edge. • Replacing the Dome with a high quality cultural and events building that better links the upper and lower levels of the Hoe. • Millbay – the improvements and development here

• City Centre to Sutton Harbour and the Barbican – Ideas include an improved pedestrian route linking the proposed History Centre to the National Marine Aquarium via the City Centre and Barbican. The masterplan also proposes a major new urban village at the east of Sutton Harbour and better public access around the quayside. • Lock Bridge – the option to replace the structure as a high quality landmark in time for Mayflower 2020. • Quality Hotel – the site has been bought by the council for demolition with a view to selling to developers for a world-class, four star luxury hotel. • Waterfront Walk between Durnford Street and Millbay - plan for route between ferry terminal and Millbay waterfront. Most popular Summer Mix ever Coach station opens next month for hundreds of youngsters Spaces on hundreds of free, fun and exciting courses for young people as part of this year’s Summer Mix programme are filling up fast since registration began in July. Over 1,400 young people aged 11 to 19 – or 11 to 25 for those with a disability or special learning needs – have already signed up to try something new this August. Many of the fantastic courses on offer are already full, but there are still some spaces available. Plymouth’s fantastic Summer Mix 2014 is in its fifth year and its popularity continues to grow. With over 230 courses to choose from this year there is something for everyone. Courses and activities are booked on a first come first served basis, so young people wanting to put their name down are being urged to log on and enrol now. Plymouth’s new coach station will open on Thursday September 8.

• Computer courses ranging from video games for fun or for anyone interested in a career in game design, to two day taster courses covering hardware and the software side of computing.

Contractor SWH Civils is making good progress on the construction project off Mayflower Street which will replace the old 1950s coach station at Bretonside.

 The key features, the giant canopies that provide cover for passengers getting on and off coaches, are now up on the eastern end of the site. Through another contract SWH Build, also part of SWH Group, is converting the former Lloyds Bank building into a ticket office. Granite stones are being laid in what will become an outside waiting area and creating the chequered board look that will feature across the coach station. Deputy Leader and Cabinet Member for Strategic Transport, Housing and

Planning, Councillor Patrick Nicholson said: “It’s good to see this new coach station taking shape and the opening date means the end of the build is in sight. “For a long time people have felt that Bretonside did not give the welcome a modern city should give visitors. This new coach station will change that. We hope it will also mean more people spend money in and around this part of the city centre. Moving the coach services out of Bretonside will allow a £42 million investment get underway, which is great news for the city centre and great news for Plymouth. The new coach station will be operated by National Express which will operate direct daily services to towns and cities across the UK. New arrangements are being made for tour operators and visitor coaches to be dropped off and picked up at the bottom of Royal Parade and on the Barbican as part of the council’s plans to improve coach services for the city.

Big increase in complaints of cold callers to people’s homes Plymouth residents are being warned against the high pressure selling of services on the doorstep after a spate of complaints. The City Council’s Trading Standards Team has seen a series of incidents where tradesmen have targeted elderly and vulnerable people to carry out work such as powerwashing, roof repairs and guttering.

The role will involve spreading awareness and educating people is a vital step towards beating lung cancer. New members welcome at Moors Edge U3A Moors Edge U3A group meets at the Woolwell Community Centre on the second Thursday of each month at 2.30pm apart from August. The group welcomes retired and semi-retired people to join us. Sleeping with sharks! The National Marine Aquarium in Plymouth is gearing up for a twilight takeover with a difference this summer holiday season - a sleepover with sharks! Taking place on Friday August 12, Sleeping with Sharks promises to be a super evening full of entertainment, amazement and celebration of the shark. Not only will it take place during the Aquarium’s Super Shark Summer, it will also celebrate 10 years of the popular event and allow visitors the opportunity to experience its brand new shark themed exhibition, Jawsome World of Sharks and Rays. Sleeping with Sharks is an exciting way to see what happens in the underwater world at night. With the super heroes of the sea swimming silently overhead, their presence will fascinate anyone brave enough to spend the night in their company. A combination of entertainment and education, the evening is geared at getting across a greater understanding of the marine environment and how we all have a part in helping to keep it safe. Suitable for children aged 5-15, the evening includes a twilight tour of the Aquarium, arts and crafts in the Just Add H2O Creative Centre, games around the building, a big screen movie in front of the

Former nurse Elsie celebrates 100th birthday A Crownhill woman who survived a devastating bombing of one of Plymouth’s hospitals during the Blitz in 1941 has celebrated her 100th birthday. Elsie Roberts was working as a nurse at The City Hospital (later to become Freedom Fields Hospital) in March 1941 when it was bombed

by the Germans. Three nurses and 14 babies died as a result of the attack. Elsie escaped uninjured and continued working at the hospital until 1953, having married her husband Stan in 1951. Stan passed away in 1977 and they had no children. Elsie, who was born in Ermington, worked as a house parlour maid after leaving school.

Vegan juice bar opens in Plymouth City Market A former cocktail waiter is bringing his own nutritious mix of tasty, non-alcoholic drinks to Plymouth from a new vegan juice bar he has opened at Plymouth City Market.

Ross, whose own father was a cobbler in the market, said the market’s atmosphere and a strong community feel made it the perfect location for his new business. “I love the atmosphere, it is like a family,” said Ross, who ran his own tattoo studio in Plymouth for several years. Everyone looks out for each other and does each other favours. “The market team really has been fantastic. There isn’t one person who hasn’t tried to help out in their own little way. “It is not about making a lot of money, it is about seeing if I could make it work and do something good for people. “It seems there is a need for it. There are other juice bars in Plymouth but most of them are specialists in sweet juices. We are not just offering sweet juices, we also offer vegetable juices.” The opening of Rootjuice is one of a number of new developments taking place at Plymouth City Market to enhance the shoppers’ experience.

Oceansgate is five times the size of Royal William Yard and the council plans to transform the site with its industrial buildings and docks into a hub for marine related industries.

“While it is still early days, this briefing was about showing the potential Oceansgate offers not just companies that could move in, but the positive impact it could have on the wider supply chain and the spin-offs for the rest of the city.” Patrick Hartop, head of City Deal said: “We hosted this event so that existing marine businesses could have a look around, ask questions and understand the potential this site has for Plymouth and to help them become ambassadors for the project.

Ross Birchall is drawing on his experience of working in London’s trendy bars and his passion for healthy, vegan food to create delicious blends for his newly-opened Rootjuice bar.

Quarter, Ross is able to source most of his fresh fruit and vegetables from traders surrounding his stall.

The impressive location as well as business potential of Oceansgate helped create a real buzz at the first business briefing to be held at the key site.

She moved to Crownhill a few years before the Second World War when she took up the nursing post at City Hospital.

The stall adds to a diverse mix of retail outlets including fruit and vegetables, meat and fish, homeware, fashion, pet supplies and a selection of British and international takeaway food, cafes and eateries. For Ross the emphasis is on healthy, vegan juices produced with locally and, where possible, organic ingredients in an eco-friendly manner. Among his creations are Detox Cleanse - a blend of kale, spinach, celery,cucumber, apple and lime; Forever Young incorporating beetroot, kale, celery, carrot and aloe vera, and Pineapple Sage which mixes pineapple, apple, lime and sage. Each juice is served in cups made from plant cellulose, which can be put on the compost. Ross is currently looking for a local hemp farmer who can add to his ingredients and is sourcing more health shots, such as wheatgrass, to use in his recipes. He plans to keep adding to the menu, with the possibility of launching a range of raw vegetable food pots in the future. “I have had some brilliant feedback,” Ross said. “I have really been impressed by how much support we have had.”

Many of the companies recognised the value the site offered to the city’s skills market and the opportunities for businesses and research to collaborate, he said and added: “This is a long term project, but we are building momentum nicely.” The planning application for the first phase was submitted to planners last month. The £7.5m proposal, submitted by Midas Construction, is for a front building of offices and two rows of industrial units at the entrance to the site creating 175 jobs. The facilities are designed to be flexible and easily adaptable so they can include office, design suites, testing labs and training rooms for technology development and prototypes production spaces as well as workshops for engineering and manufacturing and potentially laboratory space for research. The design has also taken into account the historic nature of South Yard and reflects the quality of the Plymouth Limestone buildings that exist on the site. If permission is granted, work could start early next year. The Enterprise Zone provides tax breaks including business rates discounts and more generous capital allowances as well as super-fast broadband. History Centre team celebrates grant funding The team behind the Plymouth History Centre project is celebrating again after receiving confirmation of a £128,000 grant from the Wolfson Foundation. The London-based charity supports excellence in the fields of science, education, health and the arts and humanities, including museums and galleries, historic buildings and landscapes. It has already awarded more than £1 million to some 20 projects across Plymouth as part of a wider portfolio of funding in the South West, with recently supported projects including the Plymouth Marine Laboratory, Theatre Royal Plymouth and St Luke’s Hospice. The news of the Wolfson Foundation grant comes hot on the heels of a positive planning decision for the History Centre, with the development unanimously being given the green light at last month’s Planning Committee. The Wolfson Foundation grant will be used to develop a gallery called ‘100 Journeys That Shaped the World’. Drawing on the city’s historic collections, the space will be used to explore Plymouth’s place in the world through tales of empire, discovery and conquest. Featured names will include Drake and the Spanish Armada, Sir Walter Raleigh, Captain Cook, Charles Darwin, Gertrude Benham, the Tolpuddle Martyrs, Francis Chichester and the Falklands fleet. Councillor Glenn Jordan, Cabinet Member for Culture said: “This is another piece of great news for the History Centre and we’re thrilled to receive this grant from an organisation as prestigious as the Wolfson Foundation. “As well as the support it has given Plymouth, the charity has supported projects including The Hepworth in Wakefield, the V&A Museum and Shakespeare’s Globe in London, so we’re in very good company indeed.” Paul Brookes, History Centre programme director said: “The 100 Journeys gallery will highlight how voyages to and from Plymouth over the ages have contributed to great change. The grant from the Wolfson Foundation will really help develop this exciting space and highlight the diversity of our collections, benefitting the History Centre as a whole.” The History Centre is set to open in Spring 2020 and will see the City Museum and Art Gallery, Central Library and St Luke’s Church buildings redeveloped into a world class cultural and heritage centre. Ping! returns to Plymouth It’s ‘game on’ again in Plymouth this summer, with Datto Ping! serving up another fantastic festival of free ping pong until August 21. 

 This year’s event will boast a record number of tables, bats and balls bouncing into 27 sites around Plymouth, from parks and shopping centres to the Armada Way piazza and Royal William Yard. 

 Ping! Plymouth is being delivered by Table Tennis England in partnership with Plymouth City Council’s Sports Development Unit and is funded by Sport England. The aim is to get the nation active and enjoying playing ping pong, as well as build a community who want to continue playing table tennis long after the festival is over. 

 It’s completely free to take part – all you have to do is grab one of the bats and balls provided, find a willing opponent and get playing! As well as free-play, Ping! Plymouth will be holding ‘random acts of ping pong’ at the tables, including those in the Team GB FanZone.
 Staff from the Sports Development Unit will be regularly dropping by to provide hints and tips and run games. There will also be a pop-up Ping! Parlour at the Methodist Central Hall (opposite Marks & Spencer) every Thursday from 1pm to 3pm.

 Councillor Glenn Jordan, Cabinet Member for Culture, said: “Ping! Plymouth was a huge success last summer and events like this are a great way of encouraging people to be more physically active. We’re really excited to be bringing ping pong to the people again this year!”

Backcheckers needed to help cope with expansion Local publishers Cornerstone Vision, who publish the Plymouth Shopper and Plymouth Magazine, as well as the Torpoint Advertiser, are recruiting more local people to their delivery team. The family owned Plymouth company recently recruited an extra 19 door to door distributors, and with demand for their leaflet distribution service growing they are recruiting more people to their backchecking team. “Our distributors are brilliant,” said Tony Hodges, who has developed the growth of the service over the last three years, “we rarely have a problem with deliveries, and we ensure the integrity and timing of our service by ‘on the doorstep’ back-checks. “Added to that, we have a number of ‘mystery checkers’ who let us know when

they receive our deliveries. This gives our customers peace of mind and highlights any areas where we can improve.” The company is looking for local people who can deal with the public face to face, are polite, enjoy meeting people and can record details of deliveries accurately, giving a report back to the management team each month. The role is part time and self-employed. “Our back-checkers are a bit like ambassadors for our publications and our clients, they need to be cheerful, courteous and confident talking to people when they check they have received deliveries. There’s no selling involved, and it’s a great way to earn some extra money,” added Tony. Memory Walk appeal Alzheimer’s Society is urging families to spend time together tackling the nation’s biggest health issue, by joining the Plymouth Memory Walk on October 8 to raise money for a world without dementia. The charity is encouraging residents to rally around family of all ages – from grandparents to grandchildren - and take part in the event. A new survey by the charity revealed that 44% of families in the South West only spend four hours a week or less together.

Many of the people surveyed said that they didn’t feel they spent enough quality time with their immediate families, citing ‘modern life’ difficulties, including everyone being free at the same time, watching TV without talking, using social media or working long hours. The leading dementia charity is asking families across Devon to make the time they spend together count and join the Plymouth Memory Walk. The Lipson debate team of Charlotte Dobbs, Katey Glanville and Sophio-Maria Loladze, supported by fellow team member Daisy Bell took part in the much-anticipated finals of the PiXL ‘Up for Debate’ competition at Eton College in Berkshire. The team have been meeting since late February after school and together with other team mates they are committed to the highly demanding rigour of debating in a highly structured format. The challenge of working as a team on topics they may know little about mean that they really extend their own knowledge through structured argument as well as practising their speaking and listening skills. The team, escorted by Mrs Tranfield and Mr Fletcher, took in the local sights including Windsor Castle, the Long Walk, Windsor Barracks and Eton Bridge the evening before the competition. In what felt like a well-deserved break before the demanding day ahead, the girls enjoyed dinner at Pizza Express before retiring to practise their speeches for the next day. The competition was also very successful for Lipson, who after a slow start took two out of three debates with commendations from the judges for team work and attack, particularly for their prepared debate in Opposition to the motion: ‘This house believes in assisted suicide for the terminally ill’. The standard was extremely high, with the emphasis being on well-sequenced arguments backed up with evidence as well as tactical challenges such as points of information and rebuttals to the opposing teams. Group hopes Maths films will add up to a YouTube success

A project to help parents understand how to help their children with maths homework has turned a group of Plymouth primary school pupils into junior presenters.

They’ve helped create a series of short films about Maths - all filmed and edited by Stoke Damerel Community College’s videographer Matthew Grant - which were the brainchild of the Maths Action Group. A special Red Carpet assembly was held at Montpelier for the pupils from the six Plymouth primary schools who appear in the videos, which are all available on YouTube for anyone to watch and use. “We want as many people as possible to use them,” said Sarah Green, a teacher at Montpelier who is chair of the Maths Action Group.

Nathan’s dedication is recognised with top teaching award A teaching assistant at a Plymouth secondary school has beaten thousands of other nominees to win a prestigious Pearson Teaching Award.

He will now join fellow winners at the UK final of the Teaching Awards to be held at a glittering celebration at London’s Guildhall in October.

“I feel so honoured to have been recognised for doing something which I love so much,“ said Nathan, who has worked at the college since 2011.

“We are all thrilled for him and have our fingers crossed for him for the award ceremony in London in October.”

He is now in with a chance of winning a Gold Plato Award at the October ceremony - which is entitled Britain’s Classroom Heroes - which will be filmed and broadcast by the BBC as a showcase of excellence in education.

A film of students he supports was shown during the special assembly and Nathan said it was ‘humbling’ to see them describe the impact he has had on their lives.

The guest of honour at this year’s Olympicthemed event in July was Lee Spencer, a Royal Marine who lost his leg after he was hit by flying debris when he stopped to help the victims of a road accident in 2014. Since his recovery he has travelled the country as a fundraiser and public speaker. CSgt Spencer spoke to the packed assembly hall, filled with students‚ family and friends, about life beyond injury with the message that hard work, determination and a positive outlook can spell success. “I thought the awards ceremony was excellent,” said CSgt Spencer. “It was great to be part of something so worthwhile, encouraging the students in their sporting endeavours. “It was evident that the PE department have invested in the students and their enthusiasm has paid dividends in the school’s sporting achievements. “I’m a firm believer that through sport we can learn many lessons for life, such as teamwork, hard work, practice and determination. I found it personally very rewarding to be part of something so positive,” he added.

Morgan Hemming was recognised for his achievements in rugby, the audience was told he was ‘a very direct, powerful athlete’. It is the fourteenth time the awards have been staged at the college and PE teacher Matt Hatcliffe, who organised this year’s event, said he felt ‘very proud’ of the four student presenters at the event. “They did a wonderful job of showcasing the college’s sporting triumphs over the course of the year,” he said. “I know our students really enjoyed Lee Spencer’s speech – it was an inspiring message about the need to stay positive despite any setbacks they may face in life.”

The Key Stage 3 winners were Chardonnay James described as ‘an outstanding sportswoman showing great talent in every sport or activity she plays’ and Matt Richards who was also congratulated for his rugby prowess and described as ‘a great leader within the team’. More than 150 awards and trophies were handed out during the 90-minute ceremony which Mr Hatcliffe described as a ‘great evening’. He added: “The students were all outstanding and a real credit to the school – it was privilege to organise.”

Apprentices rebuild school garden A Royal Navy admiral congratulated Ministry of Defence apprentices on their school community project.

Vice Admiral Jonathan Woodcock, Second Sea Lord, was a special guest at Drake Primary School in Plymouth where the apprentices are rebuilding a wildlife garden. Adm Woodcock said: “Apprentices are fundamental to the Royal Navy’s future. I’m delighted to meet the apprentices at Drake School where they are broadening skills and helping the community. I am sure they will be a great asset to the MOD and Navy in the years ahead.’’ Twelve Defence Equipment and Support apprentices from Devonport Naval Base, carried out their community project as part of their formal training prior to taking up placements within Devonport Dockyard to continue their apprenticeship, as support engineers working alongside Royal Navy ships and submarines. The school project benefits the children’s science education and gives the apprentices experience of teamwork and leadership and project management. They designed the area’s improvements, budgeted for the materials and worked out the logistics and divided the labour. Team leaders are James Cooke, 27, and Owen Hoffmeyer, 17. James said: “This is very rewarding. You only have to see the faces of the children when they see what we’ve done - that’s gives us all a lot of job satisfaction. The teachers are also very appreciative. “This tests our leadership skills and how we work together. It’s very much hands-on and we literally get our hands dirty, which is great.’’ School headteacher Joe Roberts said: “I’m very pleased with the work of the apprentices. They’ve worked very hard and are a pleasure to have on the premises. The children can’t wait to make the most of the environmental area which they have transformed. It used to be an untamed area hard to access. We don’t have the funds for the labour, so they have done that for free for which we are very grateful to the MOD. “This is a small school with minimal green area which is on a slope. They have built a path and steps, a ‘bug hotel’ and a rotting wood habitat. So, it’s now accessible and a great outdoor classroom for teaching science.’’ Lorna Stubbs, apprentice development manager said: “It is important that the local community can see how MoD personnel can contribute to their community, and in wider terms, it is essential that we engage young children within the science, technology, engineering and maths initiative. If we can capture their imagination early, they may be our future apprentices.”

The changing face of apprenticeships

Among those about to take up the new qualification is Cheryl Reuben who, having been in the lettings industry for nine years, was ready to step up her managerial qualifications.

A Plymouth-based apprenticeship provider is ‘raising the bar’ when it comes to training provision with the launch of new highergrade qualifications.

Cheryl is area manager for Lang Town and Country Lettings, who are located in North Hill. She is about to start her Level 4 in Business Management having recently completed Level 3.

Skills Group has introduced Level 4 and 5 apprenticeships across a range of sectors enabling youngsters to train up to managerial and supervisory roles while getting real-world experiences.

Brexit - so what?

Scams awareness In July, Citizens Advice Plymouth, with the help of its partner agencies from Advice Plymouth spread the word about being scam aware. The aim of Scams Awareness Month was to create a self-supporting network of confident, alert consumers, people able to spot scams. I’m going to highlight a few of the key messages that we can all take forward into our daily lives. It’s reported that one in ten people have fallen victim to financial scams losing hundreds, thousands and sometimes even hundreds of thousands of pounds. And the estimated loss each year by UK consumers to mass-marketed scams via phone and post is a huge £5 billion! This demonstrates just how much of a problem scams are and how vital it is that we as consumers are able to spot the signs to avoid becoming a victim. There are many different types of scams and to see an extended list visit the following websites: • www.citizensadvice.org.uk/consumer/ scams/scams • actionfraud.police.uk • www.met.police.uk/fraudalert One of the most prevalent scams at the moment is the Pension Scam. Due to the new pension freedoms introduced in April 2015 consumers have added flexibility in their choices, however its vital consumers make decisions using trusted sources. The Citizens Advice report ‘Too Good To Be True’ states 8.4 million people have been offered unsolicited pension advice or reviews since April 2015. Pension scam warning signs include: offers out of the blue promising in excess of 8% returns on pension investment, pressure to sign paperwork including sending a courier, and offers to access pensions before the age of 55.

By Anna Salisbury of Advice Plymouth The best way to be protected against a scam is to be able to spot the signs, below are some regular signs: • The call, letter, email or text has arrived unexpectedly. • You’ve never heard of the lottery or competition they are talking about and didn’t buy a ticket. • They’re asking you to send money in advance. • You’re being urged to respond quickly so you don’t get time to think about it. • They’re telling you to keep it a secret. If you suspect you’re the target of a scam there are three things you can do: Get advice from Citizens Advice consumer service 03454 04 05 06. Get online consumer advice at: www. citizensadvice.org.uk. To report a problem to trading standards, contact the Citizens Advice consumer service. Trading standards are responsible for protecting consumers and the community against rogue traders.

“We can arrange to visit people’s homes to give advice that will help make them safer, including the fitting of smoke alarms free of charge. But if we don’t know where they are or their circumstances, we can’t help them. 14

Don’t panic! With the stock market bouncing around all over the place, the pound falling to its lowest level against the dollar in decades, and interest rates being cut to prevent another recession, it would be easy to panic. However, any who remembers Dad’s Army, will recall the negligible impact of Corporal Jones as he ran around in a panic, shouting ‘Don’t panic’. While all he did was panic. Most investments should be made with a minimum seven-year time frame in mind, so even a year of volatility should not throw you off track. The really big picture No one really knows what is going to happen as we negotiate our way to a new relationship with the EU. We know that there will be some advantages, and some disadvantages over the next few years. There will be “winners” and “losers”. I have already seen the first impacts among my client base, and the effects have been both good and bad.

What can each of us do? Back to the financial advice. Interest rates are likely to be cut, probably in the near future. For those with base rate linked mortgages and other loans, you should see a drop in your monthly outgoings. Use the unexpected extra cash to pay down those debts. Start with the ones carrying the highest interest rates. Even a little extra payment every month can cut drastically the time over which the loan will be repaid. Savers should review their accounts again. Perhaps now is the time to look at higher paying investments, but remember, these usually carry a higher risk of failure. Build up a cash reserve. We used to call it a “rainy day” fund, but in Plymouth.... Seriously though, even a small regular sum can build up if left untouched Our family save into an account in my wife’s name, and I cannot get access to it! Over the past two years, we have been able to replace the TV (very expensive), and buy her some new spectacles (not so expensive) without having to borrow. We also replaced the washing machine last year too. You could use the savings for more exciting’ things, like holidays or Christmas presents. Whatever you choose, make sure it is not too easy to access before you are ready. Those

rainy days do come around quite frequently after all. Conclusion The lack of certainty can make you worry for your future. Some of the steps I have outlined above may help to reduce your nervousness, and if I have achieved that, I can rest easy too. Enjoy your life, inside or outside the EU – you only live it once! There are spaces in all of the 22 Mama Bear’s Day Nurseries in the South West - including two in Plymouth at Crownhill and Pennycross. The nurseries are open to children eligible for the year-round childcare allowance, but managers say parents are largely unaware of the help available to them. Kerry Sturmey an experienced early education practitioner and regional manager at Mama Bear’s says utilising the scheme means disadvantaged children are just as likely to receive early years education as their more advantaged peers. The Stretched Funding scheme, which allows families to claim their entitled childcare funding for two-year-olds throughout the year rather than only during term time, is just one funding scheme available to South West parents. Kerry said: “There are so many funding options available to families to help them with the cost of childcare but they just don’t

know about them, and therefore are not making use of them which is a real shame. “The Stretched Funding scheme for example is brilliant, not only does it mean parents can spread the funding out across the year, making childcare slightly easier financially, it’s also great for the children who gain from consistent care and don’t have to settle back in to nursery life after longer holiday periods. “We find that the main age-group affected is two-year-olds. Parents of toddlers just don’t realise that they are entitled to funding too. Nursery classes for two-year olds are so beneficial as it’s their very first taste of early education and can really help with a child’s social, emotional, physical and intellectual development as well as aiding speech and cognitive skills. “At two-years-old children are keen to learn new things every day and socialise with their peers.

“As soon as they are confident on their feet, children are ready to go exploring. It is so important to encourage toddlers to learn about themselves, their environment and the world we live in by providing a full range of resources and activities and sometimes this is not possible within the home. “At Mama Bear’s we have worked hard to create a stimulating environment designed especially for that age-group. We have also invested in age-appropriate toys and devised activities aimed at developing two-year-olds in a fun and exciting way.” Assistance available to families includes childcare vouchers, working tax credits, funding for young parents and students and the free nursery entitlement scheme, which has been expanded to include two-year-olds. Every three-year-old and an increasing number of two-yearolds are entitled to government

funded hours. Traditionally the funding was offered for 15 hours a week for 38 weeks of the year but the new Stretched Funding Scheme is now available for 12 hours a week for 48 weeks of the year, meaning parents’ monthly bills are more even and children have access to all-year-round funded care. Mama Bear’s Day Nursery is a family run childcare organisation which was established in 2002 with the aim of making highquality, affordable childcare available to families living, working or studying in the South West. Each nursery is open weekdays from 7.30am to 6pm, or until 7pm on request, for 51 weeks of the year, closing between Christmas and New Year, and all bank holidays. Exhibition is Jawsome!

Plymouth’s National Marine Aquarium in Plymouth has launched a brand new exhibition, Jawsome exploring the world of sharks and rays.

The impressive new exhibition wraps around the equally impressive Atlantic Ocean exhibit - the UK’s deepest tank containing 2.5million litres of water - and will be a huge exploration of sharks and rays. There will be also be a number of new arrivals joining the Aquarium family to complement the revamped exhibit space. Alongside the likes of Sand Tiger Sharks, Lemon Sharks, Eagle Rays and many more will be Bonnethead Shark, Coral Catsharks, Whitespotted Bamboo Shark, Northern Wobbegong, Epaulette Sharks, Speckled Carpetshark and Flapnose Rays. Already the UK’s largest Aquarium, the new additions will mean the National Marine Aquarium also boasts the most shark and ray species at an Aquarium in the UK, with 30 different species and more than 100 individual sharks and rays on display. As well as showcasing a wonderment of sharks and rays, Jawsome will be an interactive

Plymouth Sound exhibit is also being updated, creating a more immersive experience for visitors as they enter the attraction, and the re-developed Biozone exhibit will showcase the Regal Tang, better known for its starring role in the new Disney Pixar film, Finding Dory.

The Great Barrier Reef exhibit will also eventually welcome some new arrivals, with a new male Zebra Shark and Grey Reef Sharks joining over 70 species of fish, Samson the Grouper and Snorkel, the Aquarium’s resident Loggerhead Turtle. The new Zebra Shark, Zeus will be joining the two female Zebra Sharks, Zulu and Zion, who joined the exhibit earlier this year and the Aquarium hopes to see the Zebra Sharks breed in the years to come.

To celebrate the new wrap around exhibit, Jawsome, the Aquarium will be dedicating its summer holidays activities to the mighty Shark, with Super Shark Summer.

Power to the people! By Dave Simpson

Chris Cole is taking a few months welldeserved rest from writing his column for the Shopper, so for the next couple of editions, Ian Pilkington and I will be putting pen to paper - don’t worry, Chris will be back! Unless you have been trapped on a desert island for the last few months you will be fully aware that on June 23 the British people voted to leave the European Union. At times of such significant political decisions there is almost always a feeling amongst people that ‘it will be better when this happens’ or ‘it will be better when this person is elected’. The EU referendum has been no different. Of course the truth is there are many things which do change for better and many things which change for worse in such scenarios. Exactly what is better and what is worse tends to be a subjective opinion differing depending on who you speak to… In some regards this tendency to place positive or negative change squarely at the feet of politicians or governments concerns me. But isn’t it they who have all the power? I hear you ask. Well to an extent you are correct. They do have a mandate to govern after all. However there is immense power which we all hold which can all too often be overlooked.

And what sort of power do we have now? Well, when asked what the greatest commandment is, Jesus said it is to love God with all your heart, soul, mind and strength and to love your neighbour as yourself. In effect he was asked what is life really all about? The answer Jesus gave to this question was, love. The power that we have is the power to love. To love those around us. No government or political leadership can do that for us. No matter how good they are. The really interesting point about it all is that we have a choice in this. We can’t be forced to love. As much as we have power to love we also have the power to hate.

I am not naïve. Or at least not very! I know that loving people, particularly those we find it hard to agree with, is really hard to do. In fact truly loving anyone consistently can seem almost impossible. So how can we do it? I think the order in which Jesus answered the question of the greatest commandment is important. When we find that we are loved by God and we learn to love him, we gain a new appreciation that everyone else is loved too and we find a greater capacity to love those around us. Since the referendum many remain voters have been giving reasons why this country will be worse when we leave the European Union. At the same time many leave voters have been saying how Britain will get much better.

This isn’t a new idea. It was the same 2000 years ago. Radio station fund raiser is big success

The strategy sets out the funding needed to provide council services and deliver priorities for the city over the next three years. The draft considered by the Wellbeing Overview and Scrutiny Committee highlights the rising costs facing the Council, particularly in providing adult and children’s social care services as demand increases. The council is facing a further shortfall of £12.8 million between 2017/18 and 2019/20 after already delivering more than £30 million savings over the last few years. The report outlines how the council has been addressing its reducing funding with a large-scale programme of transforming services. This has seen services provided in new ways such as the pioneering integration of council social care and NHS staff into one service. Council leader Ian Bowyer said: “The Council has done well in facing its financial challenges so far but looking ahead things are going to be even tougher and we are facing very serious threats to valued services unless firm action is taken soon. This is why the draft medium term financial strategy needs to be considered at an early stage and we are doing this openly, starting with Scrutiny. “There’s a lot of work to be done on it but we wanted input from all members on how we face up to these challenges. “Officers have suggested some potential ideas for reducing spending that they feel we should consider but we want to receive more ideas from all members before taking anything forward for further working up. “I am hoping not just scrutiny – but all members – will come up with further ideas. We want to make decisions that are in the best interests of Plymouth families that we are here to serve.

“One of this administration’s commitments is to involve our communities more in setting the budgets for local services so we will be asking for ideas from residents. Nothing at this stage can be ruled in or out – we need to look at the full picture and all suggestions before making any decisions.”

It is hoped that Cross Rhythms will be able to plan more events like this in years to come which will raise much needed money for both Cross Rhythms Plymouth and other local charities. Sixteen students were presented with awards for making a significant contribution, often against the odds, from across the College’s diverse curriculum. From these winning students, a further six special awards sponsored by local businesses and organisations were presented for: Community (The Herald); Employability (Plymouth Citybus); Enterprise (Plymouth University); Equality and Diversity (Livewell SouthWest); Opportunity (University of St Mark and St John); and Student Voice (Radio Plymouth). The celebration was held in PL1, the College’s popular training restaurant, with a special menu prepared and served by hospitality and catering students. There was also live music courtesy of the College’s music students. The awards evening was attended by each of the 16 winners and their families, lecturers, College staff and Governors, and representatives from the six sponsoring organisations. Ofsted celebration at Shakespeare Primary

Staff and pupils at Shakespeare Primary School in Honicknowle are celebrating their latest Ofsted inspection report after inspectors judged them to be a ‘good’ school.

The progress the school has made since the last inspection which judged them as ‘requires improvement’ particularly impressed the inspectors who noted that all pupils now make good progress in reading, writing and mathematics and that attainment is rising and shows consistent improvement. Ofsted stated: “Teachers plan purposeful and interesting work that enables pupils to practice and apply their skills well. As a result, standards in pupils’ writing are much improved.” The report also praised strong leadership from the headteacher, Karen Menis, her leadership team and governors. Karen said: “I am immensely proud of all the pupils, their parents, our staff team and our governors, who have worked so hard to secure a ‘good’ judgement for our school. To have recognition that we ‘instill a strong sense of ambition for all pupils’ is praise indeed and reflects the aim of our school, both for our pupils and the community as a whole.” Inspectors from Ofsted visited the school in June and observed lessons, as well as carrying out interviews with pupils, staff and parents as part of their inspection. Not only did they praise teachers for planning purposeful and interesting work that enables pupils to practise and apply their skills well. They also praised the behaviour of pupils and commented how strongly parents strongly supported the school. the Radford Family Centre, Plymstock. Graduates honoured at Derriford presentation Ten proud interns watched by equally proud parents, relatives and employers, have graduated from Project SEARCH Derriford, following nine months of intensive work based training gaining Diplomas in Progression. The interns, all of whom have learning disabilities, have been working in Derriford Hospital on honorary contracts, whilst developing and learning new work skills. In total, eleven interns have graduated from this most recent cohort, bringing the overall number of interns who have graduated from Project SEARCH to more than 50 in the last seven years. At the graduation ceremony, held at the Derriford Health and Leisure Centre, the students and their guests heard about the various internships they had undertaken, their experiences and the skills and confidence they had acquired from their time working at the hospital. Graduate intern, Jack Cunningham, described: “It has

boosted my confidence. I have found that I have got skills that I didn’t realise I had. I have made friends that I will keep in touch with. I was a teenager, now I feel like a man.” This sentiment was echoed by fellow intern, Stephen Watkins, who said: “It has given me more individuality rather than living in someone else’s shadow. It made me more confident. Having paid work means the world to me, it has given me a purpose.” Chairman of Plymouth Hospitals NHS Trust, Richard Crompton, presented the certificates at the ceremony.

Plymouth praised in national research on empty homes Plymouth has been held up as an example of good practice for its work on empty homes in newly published national research. The research ‘Affordable Homes From Empty Commercial Spaces’ published by Empty Homes (a national campaigning charity) and funded by the Nationwide Foundation, features a number of noteworthy case studies. These include Hoegate House, which was the former Job Centre which underwent a £3.5m refurbishment thanks to a partnership between the Homes and Communities Agency, the charity Chapter 1, and Plymouth City Council.

The Empty Homes agency is now calling on local authorities to look at making better use of empty commercial properties as a way of addressing the housing shortage, improving the vibrancy of the local environment, and reducing the blight of empty buildings that can be subject to vandalism and antisocial behaviour. Councillor Steve Ricketts, Cabinet Member for Transport and Housing for Plymouth City Council, said: “We are absolutely committed to making better use of our empty buildings in Plymouth and using them to create more housing, so we are delighted to be featured in this new report by Empty Homes. “The former job centre on Hoegate Street in Plymouth which had been empty for ten years but has been

successfully converted into 30 affordable flats is a great example of what can be achieved when all the different partners work together. “Since 2015 we have already brought 83 empty Plymouth homes into use are now working to make sure we make more new homes using existing empty buildings.” Other areas featured in the report include Bury St Edmunds, Maidstone, Lewisham, Camden and Croydon and renovations include a former warehouse, an old pub, disused offices, an empty hotel, and a parade of old shops. Report author Helen Williams from Empty Homes, said: “Our research showed that contrary to popular

belief, dealing with structural issues to create suitable housing from former commercial property is not the main barrier. The bigger issue is in fact engaging owners of empty commercial property to recognise and realise the potential of their asset in ways that they often do not think exist or can easily be overlooked when the day job is running a business or in the context of a large property portfolio. “One major target must be to raise awareness among owners that they can work with councils and other housing providers to bring commercial properties back into use in a way that supports their business goals, while enabling the work of those seeking to create homes for people priced out of decent housing in the area.”

Top health food retailer’s expansion in city Leading health food retailer Holland & Barrett has opened one of its largest stores in the region in Drake Circus shopping centre. The doors to its new bigger ‘More’ store opened in the middle of July. It replaces the smaller Holland & Barrett store in Royal Parade. The large store, which is the first of its kind in the south west and is one of the largest in Holland & Barrett’s 760 store portfolio, is filled with interactive elements to bring the shopping experience alive and show customers the huge range on offer at Holland & Barrett as well as its traditional fare. The Prince of Wales made it a special day for the young daughter of a recovering former Royal Marine when he visited the Royal Navy in Plymouth. Kezia, 11, with her father Mark Ormrod, an injured veteran, presented His Royal Highness with a posie of flowers and a basket of produce from a garden for rehabilitating troops at HM Navy Base Devonport on July 20. Mark and Kezia were among 350 military and civilian guests introduced to HRH during a stop on his summer tour of the South West. He is Commodore-in-Chief of the Royal Navy Command in Devonport. Mark, who lost two legs and an arm during a mine explosion in Afghanistan in 2010, represented charities such as Help for Heroes
