Framework: Waste & Environmental Improvement & Open Space Services Employer: Halton Borough Council, Cheshire Halton Borough Council, based in Cheshire, took on 11 new apprentices in summer 2012, offering Intermediate Apprenticeships in Waste and Environmental Improvement and Open Spaces Services. Councillor Eddie Jones (Executive Board Member; Portfolio Economic Development) explains: “We recognise that the success of our business is built upon the knowledge, expertise, and commitment of the workforce, and our apprentices have been a real asset in helping us to deliver quality services that improve the lives of local people.” Halton Borough Council were keen to offer Apprenticeship opportunities to people under-represented in the Council’s workforce, such as young people who are NEET (Not in Education, Employment or Training) or those leaving the care system. The Council was impressed by the applications it received and successfully recruited 11 enthusiastic apprentices, who have all successfully taken on the challenges of their new roles. The apprentices are an asset to the organisation, as Councillor Eddie Jones explains: “Our apprentices have demonstrated that they share our ethos and commitment to provide quality services to the local community and are delivering high quality work, which benefits the service and local people.” Whilst working with Halton Borough Council, the apprentices will gain Level 2 NVQs in their chosen field alongside specific qualifications related to their jobs. They also receive mentoring and personal training plans. The Council is in no doubt about the benefits these apprentices will bring as they continue through their Apprenticeships. “We’ve calculated that Apprenticeships will save the Council £59k per year in the Waste Management Division alone, as we no longer need to employ more expensive seasonal staff, which enables us to maintain services that may have otherwise been reduced or ceased,” says Councillor Eddie Jones This case-study has been sourced from the National Apprenticeship Service: www.apprenticeships.org.uk

Framework: Sustainable Resource Management Employer: LCC Wales, Nr Aberdare Rachel Jones (page left, centre), recentaly named Apprentice of the year at the Quality Skills Alliance Apprenticeship Awards in Wales, speaks to Chris James, Chief Executive of WAMITAB about her experience at waste and recycling firm LCC Wales. What attracted you to the recycling and waste management sector? I came across it by accident. I had to abandon my university studies because of a spinal injury, so was looking for another opportunity. I was put on a six-week unpaid transfer to LCC, a waste recycling company in Aberdare, Wales. I must have done a good job because I am still there four years later, although I do get paid now. The job offers me all the responsibility that I love, plus it feels good that I am helping to ensure that our bit of the environment is kept clean and safe through our work. Why did you choose to take on an Apprenticeship? My boss wanted to take more of a back seat, so he needed someone who could look after some of the day-to-day running, such as taking team meetings and keeping risk assessments up to date. An apprenticeship in sustainable resource management was the best way to ensure I had all the necessary skills for such a task. How did the apprenticeship fit in with fulfilling your work commitments while learning? I was able to complete the theory parts of the apprenticeship during downtime in the office. The practical elements helped me more than I could have imagined because I now run a team on the site alongside my desk work. Would you recommend doing an apprenticeship? Definately. It has helped me so much in so many ways. I never thought I would be leading a team of employees when I started the course, and now I do it without batting an eyelid. I would recommend it to anyone who not only wants to learn, but also grow as a person. View from the Assessor: Linda Waite As a direct result of the apprenticeship, Rachel has developed skills that have enabled her to carry out key activities on-site effectively, such as undertaking risk assessments. This has resulted in an improvement in Rachel’s confidence, so that she now feels able to identify and flag when systems need improving. This led to Rachel developing a new form to be completed when collecting asbestos, to minimise contamination and ensure the safety of her colleagues. Rachel’s new-found confidence, supported by the ability to develop new procedures to improve company performance, has led to LCC recognising Rachel as a valuable asset to this small, growing company. This provided her with career progression opportunities as a direct result of the apprenticeship.

What is an Apprenticeship?
Apprenticeships are nationally recognised, work-based training programmes designed around the needs of employers to facilitate the development of practical, job specific skills by allowing inexperienced individuals to work alongside more experienced staff.
What is an Apprenticeship Framework?
An apprenticeship framework is comprised of several qualifications designed to provide you with the knowledge, skills & understanding required for the job you are employed in. Each apprenticeship framework has: • A competence based qualification (e.g. National Vocational Qualification or ‘NVQ’) • A knowledge qualification (also known as a ‘Technical Certificate’) • Functional skills qualifications (English, Maths & ICT)
What is an Apprenticeship Training Agency?
An Apprenticeship Training Agency (ATA) is a business whose core function is the recruitment, support & employment of apprentices. Under the ATA model apprentices are employed by the ATA & hired out to host employers.
What is the WAMITAB Apprenticeship Training Agency?
The WAMITAB Apprenticeship Training Agency is a partnership between WAMITAB & the Cornwall Apprenticeship Agency (CAA) which aims to facilitate the delivery of high quality apprenticeships by offering a unique approach to the recruitment & support of apprentices for the cleaning; street cleansing; facilities management; resource management & recycling industries.
Why has WAMITAB partnered with the CAA?
The Cornwall Apprenticeship Agency (CAA) is a nationally-approved Apprenticeship Training Agency (ATA) with funding from the Government’s UK Commission for Employment & Skills (UKCES). By partnering with the CAA, WAMITAB can offer a new & dedicated skills support service to businesses operating in the waste & resource management sector.
How long does an Apprenticeship last?
An apprenticeship will last between 12 months & 4 years depending on the job role & length of training.
What if I can’t commit to the minimum 12 month Apprenticeship term?
The CAA model gives you increased flexibilities as an employer & can provide you with apprentices for less than 12 months or less than 30 hours per week; provided that one or more other host employer(s) can be matched with you.
What will it cost me to recruit an apprentice through the WAMITAB ATA?
The host employer pays the CAA a fee for the apprentice’s services; this fee includes the apprentice’s gross wage agreed with the host employer (at least the NMW for apprentices, £2.68/hr) & the CAA management fee.
Are there fees associated with the Apprenticeship training itself?
If an apprentice is 16-18 years old on their start date (up to 19th Birthday), then the Apprenticeship training is fully funded by the Government so the host employer pays nothing towards the costs of the training. If an apprentice is 19 years or older on their start date, the Apprenticeship training is co-funded by the Government, meaning the host employer will need to make a contribution to the costs of training. How much will depend on the type of Apprenticeship, the age of the apprentice & the selected training provider’s pricing structure.
What happens if the host employer cannot retain the apprentice(s) for the duration of their Apprenticeship training?
If circumstances change & the host employer is unable to retain the apprentice, the CAA will try to find alternative & appropriate employment for the Apprentice giving them the reassurance that they can continue their Apprenticeship.
How long does it take to find & recruit a suitable apprentice?
It will usually take between 8 – 12 weeks to find, recruit & place a suitable apprentice in your business once you’ve expressed an interest in hiring an apprentice.
