City saddled with small deficit to end 2013, reserve account is overdrawn CORNWALL, Ontario - The city ended 2013 with a deficit of $145,000, according to financial statements presented to city council Monday night - and got another warning about its poor working reserve account. Finance manager Maureen Adams told city councillors the deficit is driven in large part by some winter clean-up work, as well as higher expenses when it comes to Workplace Safety and Insurance Board payments, not to mention a shortfall in the waterworks department. While there was a sewer surplus of $290,000, that was outstripped by the other line-items to the tune of $435,000 - resulting in the deficit.

While it may seem like a lot to some Cornwall wage earners who would have to work several years to ever collect such a payday, the deficit is actually a pittance compared to the total budget of nearly $160 million. Many financial experts would suggest the city has essentially come in on budget. “We had no issues with the numbers and no issues in terms of any management estimates,” said Ross Markell, of accounting firm Craig, Keen Despatie and Markell, which put its stamp of approval on the financial statements. But Markell took the city to task again for its poor working reserve account, which is actually in a deficit position of some $240,000. The reserves are used to pay for unforeseen expenses in many cases and Markell said in a wrost-case scenario the city may find itself having to go to a bank to borrow money to pay for operating expenses if it doesn’t act to stem the flow of money. “If you look at the working funds, they’re in a negative position,” said Markell. “You’re in a

position now where you have overspent. They will build themselves back up in a couple of years...(but) you have to do something.” The city is in that position because it purchased $2-million worth of land in the industrial park without having sufficient money in the working reserve account. “We could have went out and borrowed the money for the land, but instead we just decided to pay for it,” said Coun. Andre Rivette. Markell said the city should finance the purchase and then pay that debt off when the land is eventually sold. City council eventually pulled money from a pair of reserve accounts to pay for the land, but that decision didn’t come until Monday night. “You really didn’t have free money in your reserves to cover something like that,” he said, adding the city has used its reserve accounts to a fault. “The last couple of years you’ve been going like a kid to the candy jar.” He further recommended a policy be created to limit the occasions reserve funds

can be used so that a suitable balance can be created. The auditor’s remarks were welcomed by council members. “We need to have a policy people will stick to,” said Coun. Denis Carr. “We’re bad for policies because we put them in and then we break them.” But the news wasn’t all bad. The city is in a relatively stable financial position compared to other Ontario communities, and has some healthy assets including a secondary waste-water treatment plant that will be completed this year. The $55-million facility is being built in Cornwall’s east end. The city is covering about a third of the cost of the facility - the biggest project ever undertaken by the municipality - while the province and federal government are sharing the balance. “We are a competent and wellfunctioning municipality,” said Coun. Bernadette Clement. “This looks great. It feels good to be city councillor today.”

Hundreds flocked to St. Andrews West, as canoes took off in a rush down the Raisin River in an annual race that runs deep as the water itself. In total, 305 paddlers braved the frigid waters and challenging rapids last Sunday. Phil Barnes, assistant race coordinator, was pleased with the increase in participation this year. “The 42nd annual Raisin River canoe race provided plenty of thrills and chills along the banks of the mighty Raisin River, with boats running the gamut of 1930’s vintage right through to futuristic Kevlar composites of the 21st century,” said Barnes. Unlike last year, when water levels were too high, the lower levels and subsequent lower flow rates allowed racers to attempt crossing the Martintown Dam, where it flowed at a cool 7.5 degrees celsius. While 167 entered the race, only 160 actually got their boats wet. Large crowds cheered as 136 canoes paddled their way

through the finish line; a trek that took some up to four hours. Ahead of the pack, Corey Van Loon of St. Andrews West completed the race in just 2 hours, 46 minutes, and 23 seconds. Albert Lafave of Williamstown was awarded the Simon Fraser Trophy for Supporting the Canoe Race. And the high school champions with the largest contingent of youth paddlers were Char-Lan, with 14 registered paddlers. Dozens of organizations rallied to make the event possible: the local volunteer fire departments of St. Andrews, Martintown, Williamstown, Lancaster, and Glen Walter, OPP Auxiliary, ARES Communications, St. John’s Ambulance, and co-op students from St. Lawrence College and La Citadel. Siblings Christie and Dale Vanderburg, from Apple Hill, were ready to conquer the 42nd annual Raisin River canoe race. Dale, 22, participated in the race when he was in Grade 11, while Christie, 29, is a fullfledged newbie. The 30-km course, which runs from St. Andrew’s to Williamstown, has a reputation for

being the longest canoe race in eastern Ontario. But avid participants and spectators are more familiar with its contrasting duality. What starts as a peaceful paddle down the river, quickly escalates into an exciting rush as the course dips through the Devil’s Chute, rapids, and the dreaded Shoot the Dam, as it makes a turn for one more exciting twist at the McIntyre Rapids. “Last time I didn’t make the dam,” said Dale. “This will be exciting, that’s for sure.” Christie was visiting with family before she heads back to British Columbia. She considered the race a great opportunity to try something new with her brother. The Vanderburgs had a trial run on Friday to test their skills. Dale borrowed the canoe from a friend, which he hopes comes back in one piece after the event. “This race is a real challenge, and I think together we can conquer it,” said Christie. CORNWALL, Ontario - Hot and fresh off the press, Boston Pizza celebrated its grand opening in Cornwall, adding a new taste to the local menu. Paul Toor, the owner of the new restaurant, and his 74 staff members, welcomed local political dignitaries, business owners, and community leaders who accepted a delicious invitation to be the first to taste the menu and experience the chic atmosphere in their new $2.6 million establishment, on Saturday, April 26. Toor was quick to point out that Boston Pizza can be a misleading name for Ontario’s

CORNWALL, Ontario - Not only is there a new face at Rachel’s Kids, but there are some new projects on the way as well. The local charity that has made it its mission to help local children in need, as well as those overseas, has a new executive director in Kim Lauzon. Lauzon, the first of her kind to assume the responsibilities with Rachel’s Kids, said in an interview she’s looking forward to a slew of new initiatives with the local charity, including a new project that will grant wishes for local children facing a terminal illness or other kind of impediment to their development. She said local families are already in touch with her office to grant wishes via the ‘Small Moments of Joy’ program. Items like a new Ipad, tickets to sporting events and others have been purchased for local children. “It could be something larger too - maybe they want to rent an RV and go camping for a weekend,” said Lauzon, who has been on the job for a couple of weeks, following several years working in the non-profit sector in Cornwall. She said the opportunity to work with young

people in need makes her job rewarding. “Dealing with the kids - I love it,” she said. “Those are moments that I really enjoy. It gives you that warm fuzziness you’ve been missing.” Lauzon will also be helming changes to some popular local fundraising events, including Rachel’s Kids annual garden party that is changing locations. Instead of taking place at the home of Rachel Navaneelan, the charity’s namesake, the party will move to Nav Centre in Cornwall’s east end. “We’ve really just outgrown the (previous) location,” said Lauzon. “We’re hoping for 450plus to attend the garden party this year.” The event serves as a major fundraiser for Rachel’s Kids, which last year gathered $125,000. CORNWALL, Ontario - City councillors decided Monday night to get back into offsetting the cost of dumping garbage collected at Cornwall apartment buildings and seniors residences. City councillors reversed a decision made during budget deliberations in February to shelve a policy that paid a credit to those in Cornwall who haul waste to the municipal landfill - saving taxpayers tens of thousands of PHARMACY

dollars by instead getting apartment owners and the like to foot the bill. For years the city covered the cost of tipping fees for apartments and condos in Cornwall - the belief being that if the facility was considered a primary residence and not a commercial property, the cost to dispose of garbage would be covered by the city. That all changed April 1, when the city eliminated the credit it paid out to agencies like Tomlinson Environmental, who collect garbage from large bins at condo complexes

and apartments in Cornwall. Steve Reynolds, the site manager at Tomlinson in Cornwall, said he has no choice but to pass the charges on to his customers. “We had to put it on their account...each account was sent a letter to let them know - with the new rates,” he said, adding the increases range from as little as $15 a month to as much as $600, depending on the size of the complex. He said his customers aren’t happy “but they’re kind of caught between a rock and a hard place, because they have to still” get the waste removed. Councillors decided Monday night to re-instate a waste credit system with the condition that payment is paid directly to the

building owners. The move could cost up to $90,000 this year - which has not been budgeted. Property owners were crying foul, demanding to know why one apartment complex that has its garbage in a large bin that is collected by an outside firm has to pay, while a similar apartment across the street pays nothing because their tenants put the garbage out to the curb on their own. If the owners remove the garbage bins, in favour of having tenants truck their waste out to the curb every week, there were fears residents may start seeing more apartment balconies littered with waste as people will have to store it somewhere, waiting for weekly pick-up.

CORNWALL, Ontario - Ontarians have the right to know if a sex offender lives close to their home, and Cornwall police chief Dan Parkinson said he supports any move that increases awareness about the risks those criminals present. The Supreme Court held up a lower court ruling last week that gave citizens the right to know how many sex offenders live within a specific geographic area in Ontario, based on the first three digits of a postal code. Parkinson said that while such a move might lose its lustre in a small community like Cornwall - which only has a handful of postal code prefixes - he supports the decision in principle. “I would support the heightened awareness that comes with the risks of a certain individual,” he said, adding there are probably

Pounding the pavement for a cure For nine years, Christian Belair has been running for a cure. In 2006, the 39-year-old Summerstown resident took the top spot at the Run to End MS fundraising event’s half-marathon (21 kilometres). As he laced up his sneakers at the 13th annual run last Saturday at St. Lawrence College, his quest for victory and a cure continued. “I’m here every year because this event supports a great cause,” said Belair. “Plus, I love running on the bike path along the river, it’s very scenic.” Since he’s quicker than most, Belair enjoys the encouragement and high fives from fellow runners (and walkers) as he circles back after 10 kilometres. Pat Clarke, race director and event founder, said because of participants like Belair, $300,000 has been raised for the MS Society of Canada - Cornwall & District Chapter. Over $22,000 was collected for the local MS Society this year; 400 people participated. Despite the weather, we had a great

Clarke noted that in 2016, the race’s 15th anniversary, a full marathon will be added to the event. “We really appreciate all the support,” he said. “This is a key fundraiser for the local MS Society.”

CORNWALL, Ontario - Krystal Delage can tell you exactly how many grams of protein, fat and carbohydrates she eats every time she puts something in her mouth - and that kind of commitment to training is paying dividends already. The 23-year-old Alexandria woman finished in the top three at the Montreal Classic bodybuilding show in the “novice figure” category at her very first show. The event, which is sanctioned by International Drug Free Athletics, took place earlier this month. Her finish means that she can now compete in the open category of a similar show taking place in July in Gatineau, but it has also legitimized her desire to excel in a sport that brings along with it months of training and specific dietary requirements. “You either love the process or you hate it,” she said. Part of her training regimen includes carbohydrate depletion, where she purges her body of carbs in an effort to maximize fat loss. But it comes with a price. The experience of a depletion phase can come with overwhelming fatigue, irritability, reduced tolerance to anything from the song playing on the radio to the boss at work, and a reduction of performance. Delage said she’s been able to set aside those days, because the payoff is so worth it. “I really just fell in love with this competition,” she said. Her mother Sue has been Delage’s inspiration. Sue Delage is a former Miss Cornwall, who continues to train in the gym - often alongside her daughter. “I remember seeing her pictures and

More details are emerging concerning the worries among local doctors about changes to the pathology department at the Cornwall Community Hospital – and if only a few of those worries are legitimate, I sure hope I never have to wait on a cancer test. A surgeon in Cornwall has circulated some correspondence among colleagues in the city outlining some very specific worries concerning the consolidation of the pathology department at CCH. I was provided a copy of the correspondence following a city council meeting earlier this week where councillors asked local doctors, surgeons and the like to appear at the May 26 council meeting when hospital brass are expected to outline the reason for making changes to the pathology department. You’ll recall that last week in this space I took the city to task for basically putting its nose in hospital business – and I made the argument that if the roles were reversed the city would be unimpressed. I stand by those sentiments, but once one gets beyond the city’s decision and looks at what could be happening at the hospital, it certainly gives you a moment of pause.

The pathology department is being merged with the so-called Eastern Ontario Regional Laboratory Association (EORLA). Critics charge the move boils down to moving the pathology department to Ottawa, while the hospital counters that the decision will create greater efficiencies in the system. Who you believe is up to you, but the fact is doctors in Cornwall are worried for patients. “This decision has been made with absolutely zero input from the key stakeholders,” said the letter city councillors received Monday night. “I am very worried about how (consolidating the department) can be done without severely restricting our work here, and forcing us to cut down a lot of what we do here.” The work done in the pathology department is an integral component of cancer treatments. Lymphoma tests, biopsies and the screening of test results are done on-site to ensure adequate samples are taken. As well, large breast lumpectomies and mastectomies are required to reach the pathology lab to be processed within one hour, according to the letter. Which begs the question – how will this be accomplished if the department is consolidated with a host of others and headquartered in Ottawa?

You probably won’t like the answer. “All this travelling time is clearly going to lengthen the amount of time the patients wait for their results,” said the doctor. “We do this work every day, and so, often underestimate the stress of the patient waiting and wondering if they have a cancer.” I’ve been there. I was barely out of college when my doctor thought he found a lump during what was supposed to be a routine exam but very quickly turned into a two-week odyssey of fear and anxiety. I didn’t tell anyone, because I figured there wasn’t really much to tell. But I had to wait until I could get an appointment for an ultrasound to determine if there was any validity to the doctor’s concern. In a nutshell, it turned out I was fine and the ultrasound determined there was nothing to fear.

Anyone who has been through such a wait knows that your life quickly becomes consumed by the all-important test results. Making the decision to consolidate the pathology department probably looks great on a financial ledger, but a patient who is forced to wait for test results is going through a special hell I wouldn’t wish on anyone. The hospital attempted to clarify its position in a press release issued last week. Even the letter-writing doctor had a hard time swallowing it. “The truth is, this press release did not say anything specific, really,” they said. “If it did, I must be very dense, for I cannot really figure it out.” No kidding. Maybe we will get some more specific answers May 26. Until then we wait – which could become a running theme, to the detriment of worried patients throughout Cornwall.

Judging from a slew of previous attempts by hired guns to take a shot at forecasting the city’s population over the approaching 20 years, city council could have saved us a lot of money in the latest crystal ball gazing by hiring an unemployed gypsy soothsayer. According to the latest stab at our population growth, done by Watson & Associates Economists, Cornwall will/should burst through the 50,000 plateau, a milestone of sorts, from its current sluggish 47,900 (sign at west entrance to city pegs the population at 47,000) by 2036. That is an increase of about 185 people each year, hardly a record-setting clip. For myriad reasons, or excuses, Cornwall has had little growth over the past 40 years, while cities once of comparable size - such as Brantford, Niagara Falls, Welland, Guelph, Kingston - have rushed over the 100,000 mark.

Few years back, the city’s population even decreased, albeit ever so slightly. When it comes to the science of trying to predict Cornwall’s down-the-road population, it is somewhat like running a marathon with an hallucinatory finish line, or giving a five-day weather forecast. When the St. Lawrence Seaway project started back in the mid-1950s, one “expert”, in a national magazine article, boasted Cornwall’s population would balloon to 100,000 by the 1980s. He missed that one by about 56,000. In the 1980s, a city planner boldly predicted the city’s population would be “around” 80,000 by 1999. He missed by a mere 34,000. Up until now, we’ve been spinning our tires on population growth. One factor is that if your son or daughter doesn’t land a job in the public sector, they aren’t likley to return home after college or university. There really isn’t any reason to come “home”, unless it is to camp out in the basement. Few years back the city had hoped to jump start the stagnant population growth by expanding the population at a modest 100 or so

souls a year pace. But there is a gleamer of hope on the horizon. With the factory town image, and its stench, all but gone, the city has become attractive to big city folks looking for a slower pace in their retirement years. Three years ago a demographic expert predicted that retiring Baby Boomers in places like Toronto, Ottawa and Montreal would be looking at cities with a slower pace. He named Brockville and Cornwall as two of the communities that would be most appealing. So perhaps the 50,000 figure is attainable. If not sooner than later. Just don’t bet the farm on it. Problem is he’s working with, as they say in hockey, a short bench. All is quiet on the city church closing front but there is speculation one or two parishes could be served by the same priest.

There were two important meetings last week dealing with the city’s Official Plan that will have some impact on city priorities over the next 20 years or so. The first was a briefing to the Planning Advisory Committee last Tuesday. The second was an open house meeting last Thursday where residents got to offer their ideas. The first session provided an overview of planning elements, outlining population, employment and commercial growth prospects for the city and the land and zoning needs to support that growth. It covered some obvious trends such as the ageing of the population and continued commercial growth along Brookdale Ave out to the 401. It also suggested that land for new industries

to provide for future employment is at a premium. With the area along Brookdale Ave continuing to grow as a main shopping area, maybe it’s time to acknowledge that our traditional ‘downtown’ has changed, probably forever. We need to find a new role for the area. Along with that, it’s time to rethink the roles of the Heart of the City operation and the two Business Improvement Associations. Dressing up empty storefronts is not going to change things back to where they were. Maybe the future lies in more residential accommodation instead. Concern about more ‘employment’ land naturally led to some discussion about amalgamation. It will occur in some form eventually, quite possibly within the next 20 years. But in the short term, there is scope for sharing services (and their costs), such as police, fire, transit, as well as water and sewer, which can benefit both Cornwall and the adjacent townships. If amalgamation is the

eventual aim, then City council’s decision last September to nix a shared water and sewer arrangement with South Glengarry is looking more and more short-sighted. It’s time to begin some joint discussions. The second session, last Thursday evening at the Civic Complex, was itself the second in a series. The first, late last year, asked the question: what do you like about Cornwall? In other words, what are the main elements that define what our city is, now? This latest round asked: what are the key things that need to be developed between now and 2034? About 100 people turned out, the majority aged 50 and over and, much the same as the last time, the views of those 100 are representing what the other 45,000 think. I can understand that many people in younger age brackets are busy with family activities and many other priorities. Besides, planning is sometimes like watching paint dry. It’s not that the ideas of a small, older crowd are not worthwhile, but it begs the question: what

I am a wheelchair-bound senior and was having a problem with my handicap equipped van. The electric door latch would not release. After changing door parts elsewhere and still not resolving the problem, I took my vehicle to Kelvin’s Auto Body Sop in the city’s East end.

different priorities and ideas might have come forward from a larger and younger audience? What did the planners not have the benefit of hearing about a future vision? One school of thought puts the onus on city hall to find ways to better involve more young people in the process. I’m of an older school where the onus is on the people themselves to get engaged in the process and live up to their civic responsibilities, or be left out of the equation. Seven of our 10 incumbent councillors were at the session, but only one or two of their challengers appeared. It wasn’t an election event, but it left an impression that those aspiring to lead us had little interest in listening to what residents want for the future or in contributing to the long term planning process. I hear rumblings that people want change, but I’d like to think those who are proposing to bring that change know something about the territory first. And that’s the way I see it.

Retour du balancier pour les adultes autistes Trait d’Union Outaouais (TUOI) souhaite remédier à une problématique qui dure depuis trop longtemps en offrant des services aux adultes atteints du trouble du spectre autistique. La directrice générale Jocelyne Sylvestre désire développer les services de façon générale dans la communauté. Elle estime qu’il en existe très peu, présentement. «C’est comme si pendant des années, on avait tenu pour acquise cette clientèle. Durant les dernières années, on a entendu parler des enfants autistes, mais très peu des adultes.» Surtout qu’une fois que l’enfant atteint l’âge adulte, il a toujours les mêmes besoins. «On ne guérit pas de l’autisme. Après 21 ans, il n’y a pas grand-chose pour eux. Je le dis souvent: l’âge adulte, ça dure longtemps.» Le principal défi, selon Mme Sylvestre, est de devoir travailler avec une clientèle hétérogène. Autant on retrouve des enfants non-verbaux que des jeunes qui poursuivront leurs études au cégep et à l’université. «Le spectre de l’autisme représente vraiment bien l’hétérogénéité de la clientèle avec des gens qui ont des capacités vraiment différentes.» D’autres projets trottent dans la tête de la directrice générale comme le développement et l’amélioration des services aux anglophones, une clientèle qui grossit de plus en plus selon elle. À TUOI, on aimerait également avoir un deuxième point de service afin de déployer les activités sur le territoire de l’Outaouais. «On a reçu de l’argent l’an dernier pour développer des services pour les adultes. On ne veut pas prendre de l’expansion trop vite. On va prendre notre temps pour bien faire les choses une étape à la fois», ajoute Mme Sylvestre. Pour ce qui est d’un autre point de service, elle précise que ce n’est ni dans les plans à court terme, ni à moyen terme. Faute de ressources, de mains-d’œuvre qualifiées et de postes ouverts qui ne se comblent pas, Trait d’Union Outaouais ne peut avancer à sa guise. «On veut grossir l’équipe avant tout.» Une plus grosse équipe permettrait également à l’organisme, qui aide déjà entre 160 et 180 familles par année, de pouvoir diminuer sa liste d’attente.

Il a pratiqué ce type d’art plus d’une vingtaine d’années avant de graduellement bifurquer vers la représentation de scènes de paysages urbains. Il a aussi été inspiré par le Château Montebello et divers autres lieux célèbres de la région. Plusieurs de ses œuvres sont présentées à la galerie d’art L’encadré à Gatineau. à Montebello où il y a une masse critique d’artistes et de touristes plus importante, a confié l’artiste. Dans la Petite-Nation, la nouvelle boutique d’artisanat qu’ouvrira Lucie Raby à Montebello au printemps tiendra des cartes et lithographies de Mercer. Les médiums préférés de Mercer sont l’huile et les crayons de couleur. Il envisage de contacter le comité organisateur du Rendez-vous des arts de Papineauville afin de pouvoir participer à l’événement cette année.

Le mercredi 9 avril, les garçons et les filles des deux équipes de quilles suédoises ont participé au tournoi de la région de l’est du CEPEO à Hawkesbury. Le sport des quilles suédoises se joue avec sept joueurs sur le terrain. Les joueurs ont le droit de faire trois pas avec le ballon avant de le passer à un coéquipier. Pour marquer un point, le joueur doit lancer le ballon vers un banc sur lequel quatre quilles sont en équilibre. Pour chaque quille tombée, l’équipe marque un point. L’équipe masculine ainsi que l’équipe féminine ont mérité la deuxième place

au tournoi. Les entraîneurs Mme Mélanie Davidson et M. Robert Davidson étaient très fiers de leurs joueurs. Organisée pour une quatrième année aux installations d’athlétisme Terry-Fox à Ottawa, la course Vivre ses défis ne cesse de s’agrandir. Plus de 800 personnes ont enfilé leur paire d’espadrilles pour l’événement qui amasse de l’argent pour combattre les maladies rénales chroniques. Cette année, l’organisation a récolté plus de 20,000$ et les sous continuaient d’être comptabilisés. La première année, environ 350 participants avaient endossé un maillot pour la cause. Upper Canada board appoints new superintendent CORNWALL, Ontario - A new superintendent’s position will allow the Upper Canada District School Board to meet its information needs to more effectively align with organizational changes that were announced by Director David Thomas to the Board of Trustees on April 23, 2014. Planning and Research Officer Phil Dawes has been promoted to the position of Superintendent of District Alignment and Accountability, a position that will oversee the communications, planning, research, and relationship management functions of the Upper Canada District School Board. The role brings these key departments together to oversee the alignment of information and data to enable informed decisions in support of our schools and students.

“It will help us to get at the heart of what students need for a relevant educational experience,” said Dawes, in explaining his new role. “We have made tremendous growth in recent years. This new structure will help our organization serve the needs of our students and schools even more.” The appointment was made as part of a reorganization announced last Wednesday at the Committee of the Whole meeting. The senior management structure has been streamlined to support the responsibilities of ten coordinating administrative principals who will work with the principals of their respective families of schools to find innovative and local means to align school improvement with student achievement. The coordinating principals will report

to Director David Thomas and Associate Director Ian Carswell, who will guide their progress as instructional leaders. This change will build the character and leadership capacity in our system where it matters most – in our schools. Director David Thomas said Dawes was selected for the job because, as Planning and Research Officer, he has worked closely with schools and a wide range of departments across the board including program, communications, human resources and information technology services. “Phil has a knowledge of our operations that is both wide and deep, making him uniquely suited to his new role to ensure that we have the right information at the right time to make decisions to advance student achievement,” said Director David Thomas.

Employers in Eastern Ontario regularly face situation where employees just leave their jobs without notice or move on to another job with what is perceived as little regard to the impact that it has on their employer. Well if you are an employer, you are not alone with this problem. Canadians may have some commitment issues when it comes to their jobs, according to a new poll by employment website Workopolis and Linda Nguyen from The Canadian Press did a story on it. Her story tells us that the online survey found that about half (51 per cent) of those polled said they had been in the same job for less than two years, while 30 per cent said they had held one job for more than four years. That compared with survey results from 1990-2000 where just 16 per cent reported holding that same job for less than two years, and fully 60 per cent who said they had been in the same job for more than four years. Tara Talbot, vice-president of human resources for Workopolis, said people’s career goals have changed in the last 20 years. Today’s workers appear more willing to “job hop” to find the perfect position rather than stick it out for 30 years in the same place. “The world in business and employment is shifting so quickly that there is not the stability that there used to be,” she said. “The 30-year employee, although they still exist, is

not the experience that most people have.” The Workopolis survey also found that 48 per cent of those polled reported that they’ve had three or more separate career paths. The poll did not ask the reason why workers left their jobs, which could include leaving by their own choice or as a result of restructuring and layoffs. For those who did quit on their own, the No. 1 one reason cited was due to bad relations with their boss (37 per cent); followed by boredom and unhappiness at work (29 per cent) and better opportunities elsewhere (20 per cent). “We’ve all heard the term: ‘People don’t quit the job, they quit the boss.’ That is one of the most prominent relationships you’re going to have in your life. If it’s not positive and constructive, it’s going to wear on people,” said Talbot. The Workopolis survey results were taken from several polls conducted online between January and March. The polls were done with samples of between 1,000 and 5,000 Canadians. Although it did not ask respondents their age, the majority (57 per cent) of users on Workopolis are between 35 and 55 years old. It’s interesting to note that the Workopolis findings are very similar to a series of exit interviews with workers from the manufacturing sector conducted by the Eastern Ontario Training Board eight years ago. Legacy on the St. Lawrence

The Beginning: The St. Lawrence River Institute of Environmental Sciences began with a community concern about environmental problems in the St. Lawrence River. This concern was revealed when the International Joint Commission (IJC) identified the St. Lawrence River at Cornwall as one of 43 Areas of Concern in the Great Lakes Basin. Our community wanted to know the economic, social, and health effects of polluted river ecosystems. We wanted to know the source and health effects of Christina Collard, contaminants, the technologies Program Leader Administration and Special Projects involved in remediating these for the past 20 years. contaminants, the effects of physical alterations to the ecosystem, and the fate of chemicals in rivers. A unique partnership was born – multiple levels of government joined forces with the Mohawks of Akwesasne, and included representatives from business, industry, academia, and the community at large. In 1994, the St. Lawrence River Institute of Environmental Sciences was established as an independent, non-profit, charitable organization with a focus on environmental research, education, and community outreach. With modest beginnings in donated space in Cornwall’s Cotton Mill complex and several other temporary homes, the River Institute moved in 2003 to a brand new $1.2 million dollar research facility. This move cemented the Institute as a fixture in the community

with a solid foundation for environmental research, and a partnership in education with St. Lawrence College. Today, the River Institute remains true to its initial mandate. Over the past 20 years, we have addressed scientific issues that have a global impact. We have inspired tens of thousands of youngsters to consider a career in science, and we have provided knowledge and expertise to our community. Since its beginning 20 years ago, the River Institute has earned an international reputation for its contribution to the scientific literature, and for its dedication to freshwater research, education, and community action. What began as a community initiative has evolved into an amazing success story – we encourage everyone to join our celebrations in 2014! Thousands of students learn about freshwater by getting involved in real research with our scientists. During school workshops and internships, they track and monitor fish, identify invertebrates, catch and release turtles, and analyze water samples. College and university students work side by side with our research scientists on current research projects. The River Institute Flows Forward In the twenty years of scientific work in and along the St. Lawrence many discoveries and environmental changes have taken place and the Institute has played a significant role . However, the River Institute is not resting on past accomplishments. Much like its namesake River, the Institute continues to flow forward undertaking new research and facilitating new projects. The River Institute continues to focus on 4 key pillars of scientific research, education, community involvement and technical services. Another busy summer lies ahead for staff, students, and citizen scientists as they work together to tackle studies on the American Eel, Bats, Beach Health, Algae, Water Quality as well as Biodiversity in the St. Lawrence River basin.

Concert evokes memories of the 60s CORNWALL, Ontario - The Upper Canada Playhouse kicked off its sure-to-bestellar summer season, on Saturday night, with the very entertaining, live concert, Memories of the Summer of Love, which runs until May 4. Featuring three fabulous singers backed by an incredible four-piece band, the audience was treated to the music of such legendary artists as The Beach Boys, Gerry & The Pacemakers, The Monkees, Peter, Paul & Mary, Sonny & Cher, Bob Dylan, Gordon Lightfoot, Joni Mitchell, The Mamas & Papas, Simon & Garfunkel, and many more. CORNWALL, Ontario - Until the final pin drops, three local bowling teams will be rolling like thunder at the Youth Bowling Canada (YBC) National Championships in Winnipeg this weekend. Young athletes, ranging from ages 8 to 17, will be testing their skills as they compete in 21 games against the country’s best, from May 3 to 5. Local MPP Jim McDonell doled out congratulatory certificates to all 12 of the provincial champions at Cornwall’s Olympia Bowl on April 26. Marolyn Desrosiers, coach of the bantam girls team, says her young bowlers are determined to become three-peat YBC national champs. The team consists of Sophia Dorie, 10, Amy Wang, 8, Savannah Ingola, 10, and Brianna Lauzon, 9. “We’re going for a triple crown,” said Desrosiers. “They’re very excited – many have never flown before.” To prepare for the event, bowlers from the bantam girls, bantam boys, and senior boys teams have been practicing twice a week. Near South Lancaster, where the Raisin River empties into the St. Lawrence River, is Cairn Island. The Cairn appears on the logo of Lancaster Township and the Rozon Insurance Agency. It is touted as a major tourist attraction. It has been designated as a National Historic Site. And yet it is posted as being off limits. Political correctness, the danger of being branded a racist, silences any protest. Supposedly some human remains may have been found on the island. Since being declared off limits in 2009, has there been any investigation of that claim? Human remains exist in our cemeteries, yet visitors are more than welcome to visit. At the east end of Cairn Island is the commanding structure that gave the island its name. At the base of the winding external

staircase is a plaque that outlines the cairn’s history. The following text is an excerpt from my personal journal of 2012: “We paddled out to Cairn Island yesterday. Since 1976, I have paid many visits to the island and its impressive cairn. At one time it welcomed visitors. The grass was mowed; a few picnic tables and garbage cans were provided. Small boats could land at the modest dock. The cairn had been periodically repaired; the Canadian flag flew over it. Now the island is a hostile presence. Weeds, especially nettles, grow waist high. There are no footpaths to allow access to the cairn and its spiral staircase. The only positive thing that has occurred is the placement of tons of massive boulders around the periphery of the island, thus preventing any erosion. What a frustrating waste! Political correctness prevents me from saying more. All I can do now is fly over it to take aerial photos and gaze down at it, pondering the many fond memories I have of that idyllic and historically significant place.” Perhaps some representative of the

Without any exception, we all come to several cross-roads in our life when we are trying to figure out, “Which way should I go?” “What should I do now?” “Which road must I take?” If we take the time to carefully consider the essentials, the opportunities, the possibilities, and the options, we realize we cannot do it all. We have to be selective. We have to be discerning. Every path will not be as equally satisfying and productive. If we

sincerely desire to know and do the will of God, then we should consider these six guidelines. This is not an exhaustive list at all. We must search our own motives and ensure that they are genuine and pure. We must consciously surrender our will to the will of God – let God be God in our life and on the journey. We must feed our minds on good, sound, reliable information. Let’s not be deceived – let’s stick with the truth and follow it. We must sincerely pray to God and ask for His wisdom and His guiding hand in our life. We must obey what the Word of God and the Spirit of God show us. And, finally, we must wait in faith for the gradual unfolding of God’s plan for our life. Whatever we do, let’s go God’s way!

WILSON, Claire, Reg. N. (née Benoit) – Mrs. Claire Wilson, with her family by her side at the University of Ottawa Heart Institute on Saturday March 22, 2014. Claire grew up in Crysler, Ontario in the shadow of her father’s general store. As one of nine children born to Rosario Benoit of Crysler and Mabel Provost of Moose Creek she spent many joyful days playing tennis, piano, and enjoying her life by the Nation River. She attended Pensionnat Notre-Dame de Lourdes in Ottawa before graduating as a Registered Nurse from St. Joseph’s School of Nursing in Cornwall in 1958. For over thirty years, Claire proudly and diligently served the Cornwall community as a Nursing Supervisor at both the Hotel Dieu and MacDonell Memorial Hospitals. In 1976 Claire co-founded Wilson Funeral Home in Cornwall with her husband Ron. Together, while continuing her career as a Nurse and raising their six children, they worked with tenacity and determination to build a business that would serve their community and sustain their family. This legacy continues to thrive into the next generation today. Claire was the devoted wife and partner of 54 years to Ronald Wilson, formerly of Lancaster. She was a loving mother and leaves behind her six children and fourteen grandchildren: Caroline LeBlanc, husband Peter, and children Justine and Nicholas of Newmarket; Charlene MacLennan, Mike Lalonde, and children Cameron MacLennan and Ashley Lalonde of Cornwall; Allan Wilson, wife Bonnie, and children Jessica (fiancée of Dimitri Fotenas), Grant, and Evan of Cornwall; Kim Simpson, husband Michael, and children Kaitlin, Scott, Jillian, and Neil of Beaconsfield; Donna Aitken, husband David, and children Allister and Kathryn; Paula Wilson, husband Adriano Palumbo, and children Mary and Veronica of Ottawa. During the kick-off event, residents and groups will be able to pick up cleanup supplies (consisting of garbage bags and gloves) for their clean-up assignments. CORNWALL, Ontario - The City of Cornwall and Le Village and Downtown Cornwall Business Improvement Areas are joining together to present the annual Spring Clean-Up Week from Saturday, May 3rd to Saturday, May 10th. During the week, residents are encouraged to get involved in the City’s clean-up efforts by forming a team and cleaning a park, boulevard or other public space. Teams who register in advance (at www.Cornwall.ca) will have a chance to win some great prizes.
