They received some equipment already in place at the facility, including an x-ray machine and some surgical hardware. And there’s already other infrastructure in place. “We did not hesitate to buy this place,” he said. “It’s very solid, structurally. “And everything has a spare or a backup. km of Cornwall. The number jumps up, the farther out one goes. “One of the critical success factors for us is feedback from the community,” Gauthier said. “We may have to use political pressure. It may not be easy to get long-term care licences.” Indeed, it isn’t. Local MPP Jim McDonell has railed against a lack of long-term care beds in the community, attacking the suggestions from the Local Health Integration Network that there are already enough in the community. “We need new licenses,” said Gauthier. “Not to relocate them. CORNWALL, Ontario - Daniel Gauthier has jumped into the renovations taking place at the former Cornwall General Hospital with both feet...and the rest of him. You see, he’s living there. The native of Edmunston, N.B. and chief operating officer of Green Soldiers Inc., the firm that purchased the hospital site at the corner of Second and Marlborough streets in Cornwall last May for $2 million, is the lone occupant in a facility that used to employ hundreds of doctors, nurses and staff – not to mention care for dozens of patients. There’s living space carved out for Gauthier, complete with a television, small fridge and he even has a piano and electronic keyboard set up so he can enjoy his free time with music. “We need something to keep us sane,” he said with a laugh. “At first I thought it would be a little spooky – but the ghosts are friendly.” Free time, though, is something in short supply for Gauthier as het sets about completing renovation work in the hospital building in time for a spring deadline. The plan is to turn the hospital building into a health-care and wellness centre. It won’t come cheap – Gauthier estimates it could cost as much as $1 million to renovate the hospital building into a facility that could someday include services like acupuncture, day-time surgeries, physiotherapy and a long-term care component, to name a few.

The number climbs to as much as $2 million for the adjacent clinic building that will need new windows, HVAC and electrical systems before tenants can move in. Gauthier has some gauthier help. In addition to one other worker he has retained the part-time services of Terry Thompson, an engineer who worked at the Cornwall General Hospital for the better part of 30 years. They have set about painting and changing some of the aesthetics inside the building in preparation for becoming operational this April or May. Gauthier admits he’s no doctor – his background is in construction and business. But he has a plan…an ambitious one. “This will be a place where people come in for preventative maintenance, I call it,” he said. “What we have to remember is I don’t want to relocate doctors from Third Street to Second Street. “I want to attract new doctors to come here and get patients from outside the city, maybe within an hour’s drive, to start coming here.” And he wants to secure licences to operate additional long-term care beds at his facility. His company estimates there are as many as 600 on a waiting list for long-term care spaces within 50

Woman with Cornwall roots now living in France says terror attacks still resonating Friday the terrorist attacks in the French capital have left everyone shaken. that left 12 dead at a Paris satirical newspaper and resulted in a pair of hostage situations that had the world transfixed have left her family and friends searching for answers. “We were scared, of course,” she said. “A lot of our friends are ex-pats and everyone is (experiencing) a high level of concern. “There’s a lot of sorrow and sadness.” Kenney’s home is two hours from Paris, the centre of the attacks, but the entire country was forced to implement protocols associated with the highest terror-threat level France can implement. “We received e-mails from the school,” said Kenney, who was born in Cornwall and grew up here before settling in Ottawa. Kenney and her husband Greg have two young boys who attend school in the area around their new home. “In France they don’t have school buses - you drive your kids to school if they don’t walk,” she said. “In the carpool area where you drop your kids off it was gated. They just wanted you to drop your kids off and that’s it - no socializing.” Greg, who works for the Department of Veterans Affairs and is in charge of 14 Canadian First World War memorial sites throughout Europe, said the country has remained resolute in the face of the attacks - despite the day-today changes that have been implemented. “Here it is more of a defiant attitude,” he said.

Stacey Kenney and her husband Greg. “‘Je suis Charlie’ is everywhere. They even have it (labelled) in the top corner of some TV channels. “It just seems to have heightened everyone’s resolve.” A candlelight vigil in the community where the couple lives gathered more than 5,000 people this week. The couple had made their home in Ottawa before making the move to France in August. Ottawa was the centre of a terror attack this fall when a soldier was killed at the Canadian War Memorial. “You don’t expect this anywhere,” Stacey said of the attacks. “Nowhere is safe. It happens all over the world.”

Thank You!!

SD&G for making us the LARGEST volume import dealer for the 3rd Year!! Supporters rally to rebuild boards with snow at the Vincent family’s front yard ice rink on Monaco Crescent in Cornwall on Jan. 10.Adam Brazeau

Future of Monaco Crescent hockey rink on thinning ice CORNWALL, Ontario - Play backyard hockey or shrink the rink are the Vincent family’s only options next winter, according to Cornwall CAO Norm Levac. The battle over Laura and Brian Vincent’s front yard rink on Monaco Crescent started after some neighbours complained to the city that the structure was breaking a bylaw since it was built within 20-feet from the road. “For this year, right from the start we said, ‘leave the rink for now and take the wooden boards down.’ So effectively that’s exactly what’s happened,” said Levac. Leaving the ice intact until winter is over was a gesture of goodwill on behalf of the city, but it’s not scoring any points with local hockey lovers and rink supporters. Levac called the issue unfortunate and a difficult situation for city officials. He encourages the Vincent family to continue their tradition, but in a new location. “If they want to build a rink next year, they should build it in their backyard, on their property, not city property. Or they could make arrangements for a community rink in a nearby park,” said Levac. The Vincents hope that the same municipal bureaucracy that ordered the dismantling of

their icy stomping grounds helps to find a permanent solution. “From what I’m being told this can’t happen next year,” said Laura. “But since council members are the ones who create and amend the bylaws. Maybe this year when they meet us for the first time, this issue will get on their agenda.” Volunteers worked to rebuild the rink, minus the offending boards, on the weekend.

CORNWALL, Ontario - Taxpayers will fork over around $7,500 for city council to make archival recordings of its private meetings. City councillors agreed Monday night to purchase a an updated system that will make recordings of their in-camera sessions. Coun. Andre Rivette, who was accosted by some of his fellow council members during the previous term of office while speaking at such a session, has suggested it’s time to return to the practice of recording in-camera meetings so that a clearer record of what was said, and by whom, can be maintained. “That’s going to be the best $7,500 this corporation ever spent,” he said. “If we spent that money years ago we would have saved tons of 5776863

money.” Such recordings, though, would not be made public. A report prepared by the city clerk’s department suggests the $7,500 update will include the installation of a new wide-angle camera in the council chambers, and will also come with safeguards to prevent the recordings from being broadcast via the city’s website. Councillors could have shaved the costs down to about $4,500 if they went with audio recording software only, and forgo a new camera. Mayor Leslie O’Shaughnessy has also openly mused about a return to recording in-camera meetings. The practice was ended in 2006 and since then simple minutes of in-camera meetings have been collected.

Draft budget calls for 5.58% levy hike The tax levy increase is being driven by a myriad of budget changes this year, including more grants for developers looking to improve brownfield sites in Cornwall (an additional $766,000 in 2015), additional contributions to reserves ($205,000) long-term debt costs ($174,000) service improvements within the land ambulance service ($221,000) and a reduction in transfer payments from the provincial government (a decrease of about $1.4 million) to name a few. Salaries and benefits for city employees have gone up about 3.3 per cent overall, and the purchase of goods like road salt and fuel for municipal vehicles, has spiked by 4.18 per cent.

CORNWALL, Ontario – If city councillors want to avoid a sizeable tax increase in 2015, they had better get their knives sharpened. A draft budget presented to city council Monday night calls for a 5.58 per cent tax levy hike, which would collect an additional $83 on a typical residential tax bill. “It’s going to be a baptism of fire for some of the new councillors,” said veteran Coun. Bernadette Clement. “This will be a tough budget to go through because that number is higher than we’ve seen in recent years.” In 2014 taxes in Cornwall increased by one per cent.

An increase in property assessment, to the tune of about 4.5 per cent, is also impacting the bottom line for taxpayers. The city budget is measured at about $165 million. Finance manager Maureen Adams told councillors the money set aside for capital projects will go up by 3.55 per cent, totaling some $8.8 million for things like road and sewer repairs, as an example. Not surprisingly a huge component of the city’s budget expenses are being driven by Cornwall’s police service, fire department and land ambulance service. Some 45 per cent of the tax levy, or about $29.1 million, is spent by those three

departments. Adams said the cash draw from those three areas is impacting other city departments and services. “Their budgets are significant…but they are all almost completely funded by the tax base,” she said. “Really what’s happened in previous years council has tried to put pressure on trying to keep the tax levy as low as possible. “But these departments have taken up a significant portion of the levy increases over that time period which has not allowed for as much (funding) for capital projects and other city departments.”

It’s time to park snowmobiles within city limits Todd Lihou

country. But we do here. Why? It’s not like we are a remote northern community that relies more on snowmobiles and horses to get around during the winter. We’re fortunate enough to be affluent to the point that cars, trucks and buses can get us to work and the grocery store more often than not. Which means this…snowmobiling is a hobby, plain and simple. So do us a favour, city hall, and change policies concerning snowmobiles – they should be trailered within city limits to approved trails OUTSIDE Cornwall where their engines can be revved up as loud as the operator wants, and one does not have to concern themselves with getting clipped while walking down a sidewalk on… say…Cumberland Street, for example. Snowmobilers will likely cry foul, complaining the added expense of trailers and vehicles capable of pulling their machines will make it impossible for them to enjoy their hobby. Tough. I have an expensive hobby too – boating. I would love to drive a vehicle that runs on a thimble-full of gas, but instead I require a truck that is capable of pulling a boat from my driveway to the launch. I also need a trailer, which includes annual maintenance costs over and above that of the boat itself. I’ve heard boaters say: “If you can afford the boat, you can afford the trailer too” and they’re correct. The same thing goes for snowmobilers – or at least it should.

Everyone (well, nearly everyone) has jumped on the bylaw bandwagon in recent weeks, thanks to the controversial Vincent family rink on Monaco Crescent. You know, the rink that created a national furor from coast to coast and pitted neighbour against neighbour on what is typically a quiet Cornwall street. Allow me to muddy the waters, (or yellow the snow) a little further with the suggestion that a wintertime bylaw in Cornwall needs to be changed – the one governing snowmobiles. Cornwall continues to allow the practice of snowmobiling on public property, as long as the operator follows a litany of rules. The most specific protocols suggest snowmobiling in the city is allowed, as long as one is taking the most direct route to and from their home to approved trails (pfft!), stays at or below 20 km/h (ha!) and travels as close to the right-hand side of the road as possible. It also prohibits snowmobiling on sidewalks – but I continue to see it. Like that nut on Cumberland Street last week, whipping along on the LEFT-hand sidewalk while travelling north at break-neck speeds. It’s time for city hall to change its tack on this practice and ban the use of snowmobiles within city limits. We wouldn’t exactly be reinventing the wheel. Ottawa doesn’t allow snowmobiling within city limits. Neither do Windsor or Niagara Falls and a host of other communities across the

City councillors, especially some of those new ones looking to make a name for themselves, should consider tasking administrators with determining the impact of banning snowmobiling in Cornwall. Aside from the wailing from the minority of people who enjoy the practice, I’m betting the majority of voters would support such a move. Of course a snowmobile ban doesn’t have to be completed overnight. The city could phase in such a ban much like police do when traffic laws change. Perhaps next winter warnings could be issued to those snowmobiling in the city – with the suggestion that in 2017 the practice will be completely illegal. And speaking of the cops…where the hell are

they on this thing? I’ve lost count of the number of snowmobiles I’ve seen breaking the rules in Cornwall this winter – but as anyone who’s rolled through a stop sign knows, the red lights start flashing soon enough. The bylaw outlining the use of snowmobiles in Cornwall was last updated in 1996 – nearly 20 years ago. It’s time has come…and gone. Someone is going to get run over one of these days, while doing something as innocent as walking down a sidewalk on a cold winter afternoon minding their own business. The city has a chance to curb the chances of such a thing happening if council changes its archaic snowmobiling bylaw – now.

The city can’t be everywhere, all the time

- like back when the rink’s stakes were first being put in the ground, or last year when it was first built - this issue might not have become a problem. Now, they’re trying to close the barn door after the cows are out. But that’s mostly because the city just doesn’t have the staff to be everywhere all the time. They rely heavily on citizen complaints. Yet, when it does enforce something, we complain anyway. It seems the only enforcement we really want to see is what doesn’t intrude

The politics of ice rinks… While the Monaco Crescent rink is being touted nationally as an example of the big city Grinch dumping on kids who want to engage in some healthy play outdoors, from a council perspective it’s rather a different matter, or should be. We complain often enough that the city is not enforcing its bylaws. If it did so regularly

on us personally or on the things we like. But bylaw enforcement is done for very valid reasons and being popular isn’t among them. Now 2003, when this particular bylaw was approved, wasn’t that long ago. Kids were already vegetating inside with their video games and the numbers playing outside had dwindled considerably from what they once were. So, the councillors of 2003 weren’t working in a vacuum. But the devil is in the details and this is a good example of how the details of a bylaw can come back and bite when least expected. One wonders whether they really foresaw something like a skating rink cropping up or if they would have changed their bylaw if they did. It’s been argued that the city can use discretion in its enforcement. But who decides the limits of that discretion? How can the rest of us know just where the red line actually is? Will it be in the same place every time for everyone? Or will some people get special treatment? Exemptions for the few might seem a popular solution, but they’re not fair for all the rest who duly follow the law. So relying on discretion leads to a new set of problems. Whatever the outcome, the present council is already involved in this and will likely have to do something. I expect this will end

up at the next council meeting in some form or other. Councillors have a few options available. They can fully support the existing bylaw, which would force the removal of the offending rink boards. They can direct the staff to ignore the bylaw for this one case. Or they can amend the bylaw in some other way to suit their liking. I expect some councillors will seek an exemption for this one rink for the remainder of the winter, which might make some practical sense since everything is now frozen in place. But it’s far from ideal. Council is expected to provide principled leadership. One of those principles is that bylaws are meant to serve the best interests of the city as a whole and not be twisted to serve the interests of individual residents. Ignorance of the law has never been an acceptable excuse. It will end up costing all of us more than we expect if a council gains a reputation for bending the rules or seeking compromise on every issue. Perhaps every time a bylaw comes up for approval, city staff should be openly asking the question: are you really prepared to have us actually enforce this? Followed immediately by: will you support us when we do? And that’s the way I see it.

THIS AND THAT Of all the outside media reports on Rinkgate, the most blatantly biased, one-sided, screw-the-facts performance was pulled off by Sun TV’s Brian Lilley. The saving grace is that hardly anybody watches the ultra-conservative channel. ... Funny thing about Lilley and fellow ranters at Sun TV is they didn’t denounced Pierre Karl Peladeau’s coming out of the Quebec separatist closet. ... Guess we can put the Kraft Hockeyville bid on ice for this year. ... SPORTS STUFF The Cornwall Chargers/Mustangs junior football (circa 1960s) sweats will gather for a reunion later this year at the Navy Club. The team played in the Interprovincial Junior Football League. The first season (1966) was rough. The team was 1-7 (won the last game 35-13) and was outscored over the eight games 229-96. However, the team’s swift running back (who also played defensive back and returned kicks) Henry Blanchard was named league most valuable player. And running back Andy Petepiece, who went on to play at Carleton University, was runner-up for the league rookie award. We will tell the bleached uniforms and phone story in future musings. ACROSS THE POND Supported with federal grants that total almost $15 million, Cape Air will continue to fly to Boston and Albany from Massena and Ogdensburg airports. The Ogdensburg subsidy of $10.3 million is spread over four years, while the Massena subsidy is $4.8 over two years. The airports are about 45 minutes apart. Somebody has crunched the 2014 passenger numbers. The subsidies work out to $2,000 per passenger. ... A national retailer, Deb Shops, will become the sixth outlet in Massena’s St. Lawrence Centre to close during the past 12 months. Not much left. A problem for the mall is fewer Canadian shoppers. Seems the traffic from this side is heading to the casino instead.

In the 2006 federal election Liberal ownership of Ottawa-Orleans was revoked. It took 136 years, but the Conservative candidate, who grew up in Cornwall, pulled off what was considered impossible. Now one-time Liberal enthusiast Royal Galipeau, a graduate of St. Lawrence High School, is looking for a fourth election victory in a campaign that is expected in October, if the Prime Minister doesn’t tear up the fixelection schedule and send us to the polls earlier, which some political observers believe he will do. Prior to Galipeau arriving on the scene, the Conservatives staged a full-court press in an attempt to break the Liberals’ stranglehold on the riding, running Walter Robinson, head of the Canadian Taxpayers Federation in 2004. Robinson was trumpeted as the favourite. He lost by 2,800 votes. The Conservatives could be forgiven if they figured there was no chance of taking the riding in 2006. Enter Royal Galipeau the underdog. Galipeau’s monumental upset was no fluke. He increased his 1,200 vote margin of victory in 2006 to 4,000 in 2008 and slipped slightly to 3,938 in 2011. Pretty good numbers. However, the Liberals have rolled out a big gun for 2015. They have handed the job of recapturing the riding to a retired general Leslie Andrews. He was the personal pick of leader Justin Trudeau. The general even

moved a few doors away, at taxpayers’ expense, so he could say he lived in the riding. It is a pretty safe bet that if the Liberals return to power Andrews will be given a key cabinet post. He would a perfect fit for the troubled veterans affairs portfolio. Galipeau who waged a battle against cancer during this term had considered stepping aside. “I did offer the party, if they thought they could have a better candidate, I’d make room. But they didn’t take me up on the invitation,” he told the Ottawa Citizen. Hard to believe that they could come up with a candidate better than the one who broke a 136-year Liberal domination. Political prognosticators will be keeping an eye on the riding, rechristened Orleans: as Galipeau goes in October, or whenever the PM calls the election, so may go the Conservatives fortunes in Ontario. As they say in TV land, stay tuned. IN THE REAR-VIEW MIRROR Cornwall’s population “exploded” on Jan. 1. 1957 when 29 square miles of Cornwall Township became part of the city, which until then was one square mile (Water Street to Ninth, Marlborough to Cumberland). Overnight the city’s population soared to 36,000 from 17,030. It hasn’t done much soaring in the last 57 years. ... In 1978 the $1.1 million Pitt Street Pedestrian Mall was unveiled with much fanfare. In 1991 the street was reopened to vehicles with much fanfare. It was

CORNWALL, Ontario - If you don’t already love independent film, then come get a taste of what the fuss is all about as The Aultsville Wednesday Night Movie Series returns on Wednesday, Jan. 21, with the intense and inspired WHIPLASH. Winner of both the Audience Award and the Grand Jury Prize at Sundance, it’s the story of an ambitious and gifted young jazz drummer, played by Miles Teller (Footloose, Rabbit Hole, Divergent) who is tormented by his instructor, played by J.K. Simmons (The Closer, Spider-Man, Juno), at a prestigious music school. The story is gripping and the performances, musical and acting, were outstanding. A reviewer from the International Business Times says it all when he writes; “If you’re looking for a feel-good, sentimental film about the student/mentor relationship, a la Dead Poets Society, you’ve got the wrong film. The dark, gripping and unpredictable Sundance hit, Whiplash, will keep you as off-kilter as the syncopated jazz drum beat that leads its audience toward the film’s electrifying and surprise ending.”

Council shelves massive pay raise, goes with cost of living increase CORNWALL, Ontario – City council shelved a massive pay raise Monday night, and instead will receive increases that are based on the cost of living. A majority of councillors, many fulfilling campaign promises, agreed to set aside controversial pay raises approved by the previous city council. Council had a chance to go with a freeze on pay increases – councillors Mark MacDonald and Andre Rivette argued that if council is serious about cutting municipal expenses, it had a golden opportunity to do so on its own. “I’m on a fixed income – I’m not going to lie about it,” said Rivette. “If you’re really dedicated to making things happen in this community, go to zero.” MacDonald was of a similar mind. “If you want to set an example you should be going to zero,” he said. “That would be a good example to set. We have to do something about the numbers.” Council found out Monday night its draft 2015 budget comes with a 5.58 per cent tax hike. MacDonald, Rivette as well as councillors Elaine MacDonald and Mayor Leslie O’Shaughnessy voted against the cost-of-living increase. Elaine MacDonald suggested councillors are not paid enough. “I can’t imagine a worse night

to make a speech in favour of (the increase),” she conceded. “Currently our councillors are paid lower than what they would make on minimum wage. None of takes the job for the money – and none of us needs the money. “We make sure we try to be fair with what comparable rates are across the province.” But the majority felt an increase that uses the consumer price index as a measuring stick would be fair to the electorate. “We talk about we’re behind some of the other communities. Has anyone looked at the average household income? We’re way behind on that one too,” said Coun. Claude McIntosh. “Maybe we should be looking to do something about that.” Council received a report that outlined the raises it has earned the last 10 years has used the CPI to determine raises. In 2004 a city councillor made $12,626. Today that same councillor pulls in $15,402 - an increase of about 22 per cent over 10 years, or about $277 a year. The mayor made $41,907 in 2004, but now earns $51,129 - similarly a 22 per cent hike over 10 years, or about $922 a year. Past city councils have shelved proposals from outside consultants concerning raises. “Since at least 2006, none of the committee’s recommendations have been supported by council,” reads a report from the city clerk’s department. “Council has chosen to only take a

BIG

cost of living increase.” Coun. David Murphy suggested he’d be fine with such a scenario unfolding again. “I think it will end up going the way it has for the last few years,” he said of council raises. “I’m more than satisfied with that.” The previous city council was vilified in the community for narrowly approving a massive raise. The controversial pay hike for the mayor saw a jump to nearly $75,000, including a $12,000 expense budget.

Councillors were set for a big hike too – going to a little more than $25,000 a year. Coun. Mark MacDonald maintains now is the time for cuts to the city council budget - including reducing the number of councillors to eight from 10. “Council should be leading by example,” he said. “I strongly believe we are heading into a financial crisis with respect to funding our programs. “We cannot fund programs the way we are funding them now.”

CORNWALL, Ontario - Cornwall’s fine dining scene comes into full flavour at the Seaway Winter Food Festival. Hundreds flocked to Bastion Hospitality’s summer food festival last year, where six of the city’s top eateries dished out nearly 1,000 meals. Since Cornwall area foodies are still hungry for more, organizer Sebastien ‘Mani’ Manigat has put the offer back on the table. The Seaway Winter Food Festival (#SWFF) runs from Tuesday, March 3 to Saturday, March 7. For five days, local chefs will be serving up a three-course meal for $22 or $28. Eight Zero Zero and Moustache Joe’s are back on the menu. And Manigat expects to see Truffles, Casa Paolo, Schnitzels, Bar Q on the list, too. Participants will be revealed in mid-Feb. on www.swff.ca. “If you ever wondered about a restaurant that you thought might be out of your price

range, now is your chance to do so all with the security of knowing exactly what you will be spending,” said Manigat. Eight Zero Zero owner/chef David Petrynka was overwhelmed with the response last year. “Every single night we were busy and all of our plates were very well received,” said Petrynka. “It helped our business and it brought in a lot of new people.” Manigat started the festival to spotlight Cornwall’s locally owned restaurants and vibrant culinary scene as well as offer a unique platform to socially engage connected consumers. Adding additional flavour from Stormont-Dundas-Glengarry is also in the works. “We hope to attract new consumers, and reengage establishments with old ones,” said Manigat. Petrynka is currently fine-tuning an eclectic menu to show off his advanced skills. But he still

», explique M. This year’s honorary chair of Bowl for Kids’ Sake is ZWithC instructor Christal Bowen. Coun. David Murphy is event chair. Tim Hortons franchise owners Nelson

Whether you throw a spare, a strike or even a gutter ball, Bill Makinson, BBBS president, encourages everyone to grab their bowling shoes and sign-up a team. Each team, consisting of four to six players, will bowl for one hour to 90 minutes. Last year, over 200 teams signed-up.

news

A recent study has determined… Among the most despised segments of society are litigation lawyers, child molesters, ISIS and tailgaters. I don’t know much about the first three, but I’ve done some extensive research about tailgaters to discover what makes them tick. A number of them are truck drivers who served under Montgomery and Rommel in the desert of North Africa. They survived because they were smart enough to avoid taking the lead in a convoy. Many of those who were in the lead set off land mines. Everyone else ate the dust churned up by the vehicle in front – unless they tailgated it, being so close that the dust didn’t even have time to rise up. The same principle applies to naval warfare. Any ship can be used as a minesweeper – but only once. That’s why some of today’s tailgaters are retired convoy captains who learned to survive the hazard of sea mines by following in the wake of the lead ship. Old habits die hard. Other tailgaters are would-be Indy 500 race car drivers. By drafting the vehicle in front, fuel is saved, thus minimizing time lost due to pit stops for refuelling. Some tailgaters are just map-reading challenged. I’ve discovered that whenever I venture

into Montreal, there are Quebeckers who seem bent on escaping to Ontario, but don’t know the route. As soon as they see my Ontario plate they take up the tailgating mode, then periodically flash their high beams and honk their horn. I take that as code for, “I’ll use you as cover and follow you to make my escape to Ontario. If I follow really closely, les flics de la langue français won’t notice that I’m getting out of here.” What really puzzles me is how many of the Florida-bound juggernaut motor homes are tailgated by Civics, Corollas, Fiats and Subarus. I assume they’re being driven by little old ladies or dwarfs, whose presence is obscured by the cars’ headrests. You would probably be surprised to learn that 24.7% of tailgaters are myopic. Of that group, 47.8% are on their way to an optician to get a new pair of reading glasses, a whopping 83.0% intend to make an appointment with an oculist some day and the other 54.1% are on their way to see an optician. Everyone in the myopic group (the 24.7%, the 47.8% and the final 83.0%) are keen on reading bumper stickers. That’s why they tailgate. By the way, those statistics are correct 99.4% of the time, four times out of five. My pickup truck not only has a tailgate. It also has tailgaters. My bumper sticker reads, “Sorry to be driving so close in front of you”.

HOW’S THAT FOR TAILGATING! – Motorhomes lumbering along the odd-numbered Interstates between winter and Florida frequently fall prey to relentless tailgaters. There ought to be a law! (Photo by Juliet Gill)

From a reader: The 2015 C.P.P. increase is for the grand sum of 1.8%. If you are at the maximum of $1,065, your raise will be $19.17 for a grand total of $1,084.17 per month or an annual increase of $230.04. WOW! How can we afford to give the CEO of C.C.A.C. a raise of $67,000 per year?

Now that the Christmas season is over, you can extend the life of your Christmas tree. Caller says, “why is gas in Morrisburg selling for 88.9 per litre, yet in Cornwall is selling for 95.7. This is just another form of customer rip-off in Cornwall. An explanation would be appreciated.” Pet Tip of the Week: If your dog has snow, ice or frozen mud caked on its paws, you should clean them off immediately. Your pet can get frostbitten, so be sure to watch for signs of scaling or skin that turns reddish, white or grey. Speak to your veterinarian if you have any concerns. Kevin Lajoie will eat a fried egg on just about anything. Tax increase pegged at 5.58 percent for now. It says here councillors will get the number down to something more manageable – they don’t have a choice. Mark MacDonald thinks council should go to eight members from 10. His colleagues are privately suggesting MacDonald is grasping at straws.

Salary donation Coun. Brock Frost is donating half of his council salary to Cornwall Hospice. “We are so grateful to Brock for this most generous donation,” stated Sandy Collette, Carefor Fundraising Coordinator. Shar’s Tip of the Week Baking soda (sodium bicarbonate) is a less alkaline relative of washing soda. It’s used in some powdered cleaners and presoak products to provide a little alkalinity but isn’t a major ingredient in prepared cleaners. Around the house, it’s a handy deodorizer. It can be used as a mild abrasive, and mild bleach from stains on countertops, fine china and similar surfaces. Although a baking soda and water solutions is often recommended as a general-purpose cleaner, it doesn’t have as much cleaning power as a detergent.

THE FORGETFUL ACTOR

An actor had been out of work for 15 years because he always forgot his lines. Then one day he got a phone call from a director who wanted him for a big part in a play. All he had to say was “Hark! I hear the cannon roar! After much worry the actor decided to take the role. Opening night arrived, and while he waited in the wings, the actor muttered to himself “Hark! I hear the cannon roar! Hark! I hear the cannon roar! The time for the entrance finally came and as the actor made his appearance, he heard a loud brooooom! He turned around and said, “what the hell was that?
