CORNWALL, Ontario - In just a few days the final remaining high-level piece of the Seaway International Bridge in Cornwall will be no more. Andre Girard, spokesperson for the Federal Bridge Corporation, told Seaway News the last of the superstructure between piers 2S to 1S will be removed within days. All that will remain of the once mighty bridge that stood over Cornwall for decades will be the massive concrete piers that supported the lanky steel superstructure and a

small section on Cornwall Island. The piers are also being systematically jackhammered into rubble. Girard, who was in contact Friday with engineers who are mapping out the continued demolition of the bridge, said traffic patterns in the area will be returning to normal shortly after the last of the piers adjacent to Brookdale Avenue are removed. “He’s pretty confident it will be by the end of March,” said Girard, when asked when Brookdale south of Second Street will completely reopen. “But it’s safer to say sometime in April.”

Gabriel Valin, a Grade 10 student at Ecole secondaire L’Heritage in Cornwall, has made a scientific discovery that is turning heads on an industry level. Valin has found a way to convert the cellulose found in weeds like cattails into a viable form of ethanol fuel. The results of a United Counties Science Fair project that began last year are still bearing fruit in 2016, as his results continue to show improvement and point to a way to avoid using corn to produce ethanol fuel – saving a valuable food source. “This year we’re using beer yeast to make the cellulose into ethanol,” said Valin, who is being helped by mentors Jean Trottier and Carole Seguin, a pair of teachers at L’Heritage. “I’v e gone about as far as I can with this project. It was a great experience.” Trottier agrees.

Breanna Degonzaque-Jodoin is only seven months into her new life as a teen mom, and already knows being a single parent is as tough as it’s cracked up to be. When the 18-year-old accepted a helping hand from the Teach and Learn with your Child (TLC) program, what she found was a ‘one-stopshop’ for community services at the Early Years Centre in Cornwall. “It’s good to know I’m not the only mom going through things - this program was a lifesaver,” said Degonzaque-Jodoin, holding her seven-month-old daughter, Kylah. “I’m also glad there were other teen moms here, because I was scared with a newborn baby. And it was nice sharing our experiences so I have a better idea of what happens next. TLC really helped me out a lot.”

Nikolai Adams loves movies...even the ones many of us have forgotten about. The self-confessed movie geek has penned local reviews of Hollywood blockbusters and other productions in local media, but is now striking out on his own with Filmizon - a website dedicated to all things ‘lights, camera and action’ with a local flavour. And things are paying off – big time. The university grad who hopes to one day be a teacher has parlayed his love of film into occasions where he gets to rub shoulders with Hollywood actors like Ron Perlman and behindthe-scenes mainstays including Joe Kraemer, composer of the blockbuster films Jack Reacher and Mission: Impossible – Rogue Nation.

Local author Troy Guindon read his award winning children’s book, The Reading Promise, on Family Literacy Day at the Tri County Literacy Council building on Wednesday. As a long time English teacher with the Upper Canada District School Board at Tagwi Secondary School, Guindon is certainly no stranger to promoting the importance of literacy amongst students. “I want to inspire kids at a young age to be life-long readers,” he said. The event, hosted by the Community Homework & After-School Program, featured Guindon’s first public read of ‘The Reading Promise’ (Mascot Books).

Helene Sauve has a new perspective on life after a charity mission in East Africa. The semi-retired Cornwall school teacher spent November in Goli, Uganda, as part of a volunteer team providing childhood education and primary health care services, through the Canada Africa Community Health Alliance (CACHA), an Ottawa-based non-governmental organization. “I discovered many things about the schools and children of Uganda, said Sauve. “In comparison with what we have, they have so little but yet they are much happier.” The local do-gooder described her international aid mission as extremely rewarding, and fairly gruelling.

Tracey Doogan-Benoit is looking to spark everyone’s creativity with a new collection of chalk-style paint. The owner of Red Wind Studio in Cornwall unveiled the Fat Paint Company’s new Amanda Forrest Collection at an open house, complete with complimentary gourmet tastings and tastys bevs, on Saturday (Jan. 30). “It’s another way to express yourself through furniture,” said Doogan-Benoit, who turned a love for restoring cabinets and chairs into a “dream job.” The Amanda Forrest Collection is composed of six unique colours that are combined with The Fat Paint Company’s custom formula made by artisans, for artisans.

For three winters, Jean Joyal has found an angler’s paradise within the small confines of his toasty ice hut on the frozen surface of Hoople Creek in Ingleside. The Long Sault resident and his fellow Union Gas retiree Jim Whaley, of St. Andrews West, reeled in perch-after-perch as the pair enjoyed the outdoors, mostly indoors, on Saturday (Jan. 30). “What more can you ask for?” said Joyal. But a late start to the winter season has kept him away from his favourite pastime. That was until a recent spate of cold weather added several more inches of new ice. “Before we used to come out on Christmas Day, but we just got it set up last week,” he said.

CORNWALL, Ontario - Like all parents who have been through a tragedy, Chris Munro can remember - sometimes with specific clarity - the trials of having a child with cancer. And the smiles. Her little daughter Amy Seguin, just six years old, passed away nearly 20 years ago following a valiant battle with leukemia. She said the inner strength her daughter, and other childhood cancer patients, can find when the adults seem to be weighed down with grief, is amazing. “I can remember when she was first diagnosed...I was talking to a woman at the hospital,” she said. “And this little boy goes whizzing by, and she was like ‘Yup, that’s my boy.’” It was much the same for Amy, who would come home from a chemotherapy treatment and still find the strength to zip around the yard, stop to be sick, and then continue playing. “The kids are so resilient. They take everything so much better than the adults,” she said. Munro has been named the honourary chair of the 2016 Masquer-Aid fundraiser to benefit Candlelighters Childhood Cancer Support Programs. She said giving back to an agency that has helped young people and families in

#BULLYFREESDG: Cornwall Transit tickled pink by revamped Boys & Girls Club campaign Adam Brazeau adam.brazeau@tc.tc

CORNWALL, Ontario - Cornwall Transit staff are ready to make an anti-bully fashion statement for the Boys and Girls Club of Cornwall/SDG. Scott Szabadka, transit operator and BGC board director, is challenging other city departments to step up and participate in Pink Shirt Day 2016, a national anti-bullying campaign hosted by the non-profit, on Wednesday, February 24. “We are putting a challenge out to other city departments in hopes to sell more T-shirts,” said Szabadka. For the past five years, all of the $10 pink T-shirts have sold out. Jacquie Richards, the club’s executive director, says the short-sleeved garments will go on sale at

Baxtrom Your Independent Grocer and Scotiabank Cornwall on Monday (Februray 1). “We sell out every year, and 2016 will be the same,” she said.”This year, we decided to take a different direction with the campaign and focus on positive behaviour since the antidote of bullying is kindness.” And there’s a new addition to the campaign, as well as a new catchy slogan and fresh social media movement. Richards unveiled this year’s T-shirt design featuring a rock star and the motto: “It’s cool to be kind” and a hot pink toque with the Twitter hashtag: #BULLYFREESDG. The stylish headgear will be availble for $10 at the BGC 506 Clubhouse. For more information, visit http://www.bgccornwallsdg.com/.

CORNWALL, Ontario - Lawson MacDougall helped make it an even more special night for Jesse Winchester at the Ed Lumley Arena. MacDougall had a three-point night to lead the Colts to a 6-1 victory over the Hawkesbury Hawks as Winchester was immortalized on the Colts’ Wall of Honour. Winchester is an eight-year NHL veteran and played for the Colts from 2001-2004. MacDougall’s two goals and an assist included a rare awarded goal as he was hauled down while on a breakaway with the net empty with less than a minute to play in third period. Keegan Mulhearn (12), Matthew Morin (12), Dean Derouchie (7) and Brennan Markell (12) also scored for the Colts. Lawson MacDonald added two assists as the Colts improved to 25-222-1 for 53 points and sole possession of eighth place in the CCHL standings. Brett Nichol made 31 saves to earn the win in goal. The Wendy’s Restaurant Three Stars were First Star Brett Nichol (COR), Second Star Matthew Morin (COR) and Third Star Damien Charette (HAW). The Cornwall Toyota Hardest Working Player of the Game was Lawson MacDougall. The Colts next game is against Nepean this Saturday. The game is part of the CCHL Showcase

Just a few meetings is enough to approve the 2016 budget Todd Lihou todd.lihou@tc.tc

By the time this column arrives in your hot little hand the first city budget meeting of 2016 will have come and gone. Could it be the only one of the year? Some councillors are sure angling that way. With administrators taking a cue from council that large-scale tax hikes won’t fly in 2016 a budget document that includes a 1.9 per cent increase, on average, has been submitted by bean counters. While others may experience a slightly larger (or smaller) tax increase based on the budget as-is, the magic number in recent years that seems to keep the grumbling to a minimum is two per cent. With council being split into two committees (one each for the budget and outside agencies) some people around the table, Coun. Denis Carr being one of them, think the councillors looking after the budget itself can wrap things up in one meeting. Or two...or three. The suggestion has merit. I have asked most, if not all, council members if they think a tax freeze is possible given how close we are to zero. The answers have fallen somewhere between “probably not” and “no.” The reason Mayor Leslie O’Shaughnessy gave me is that too much has to be spent on capital projec ts (for example the

underground piping in Cornwall is millions of dollars behind where it should be in terms of repairs) and making more cuts in the short term will result in long-term problems. And while there are some left-wingers around the council table that will have no problem adding to a potential tax increase in 2016 there is unlikely to be enough converts from the balance of council to see that happen. So do we have to take taxpayers through a weeks-long journey of financial ups and downs only to arrive back at the same result by the end of the month? It says here we don’t. Don’t get me wrong, I actually enjoy covering budget meetings. It gives one an appreciation for how things work at a municipality. But most taxpayers care about one thing – the bottom line…”How much are my taxes going up?” City hall tried a one-meeting, winnertake-all budget session one year decades ago. Local columnists and editorial writers would often bemoan the lengthy budget process and suggest things could be sped up. Those same pundits screamed bloody murder when the city wrapped things up with one meeting, with suggestions that something was being hidden. Of course those were the days when

budgets were handed out in binders several inches thick and the Internet was something a short-order cook wrapped his hair in. Today the entire budget is available for viewing with the click of a mouse. If one is interested in what a specific city department spends on pencils and erasers it can typically be found with little difficulty. If administrators had returned to city councillors with a tax increase pegged at five or six per cent I would argue that a thorough examination of the budget would be warranted. But given the current state of things, and

the fact that there appears to be no political will to dig any deeper, taking taxpayers through a muted budget exercise that is likely to result in few changes seems like a big waste of time. The same can’t be said for councillors on the outside agency committee. That’s where the most polarizing material in the 2016 budget comes from, with $1.2 million being asked of a city that didn’t even spend half that last year. They have their work cut out for them... and will need time to find a way to say “no” to so many people.

Alberta needs this pipeline badly. Ottawa cannot and must not leave Alberta without a mean of getting its oil to the market. Montreal Mayor Denis Coderre, a former cabinet minister, was blunt at times in opposing the pipeline. Coderre’s remarks immediately prompted rebukes from Saskatchewan and Alberta. The proposed $15-billion Energy East pipeline that would run from Alberta through Quebec and Ontario, including Cornwall, must be allowed to proceed. All governments must seek assurances from the owners of the pipeline that every precaution will be taken to avoid spills. The pipeline can and will rescue Canada’s sluggish economy.

Of course, there are risks. There are risks when oil is transported by road, the seaway, rail and also the pipeline. But, with today’s modern technology, every effort is made to avoid unfortunate accidents. Despite the strictest measures, sometimes accidents happen. There is simply no guarantee. And environmentalists must realize this. Canadian Energy Pipeline Association data shows that between 2002 and 2013, pipelines transported oil with a 99.999 per cent safety record. This includes pipelines that feed refineries in Quebec. According to available information, Quebec spent nearly $14-billion in 2013.

Prime Minister Justin Trudeau and his new government must take a firm stand soon on the Energy East Pipeline. If nothing is done, there is a real fear it may be delayed like the massive and much talked about the Canadian Keystone XL pipeline. The fate of the Keystone may depend on the outcome of the US elections. If the Democrats retain power, then we can kiss goodbye to the pipeline. President Obama has made it clear this pipeline “would not serve the national interests of the United States. Quebec has long been an important hub for Canada’s transportation system. It is a hub that connects Canada from coast

to coast that connects the country to the world. Every single day, be it by rail, road or the important St. Lawrence Seaway, goods are moved from Canada to international markets. Building Energy East is a nationally important piece of transportation infrastructure. This pipeline will benefit the country as a whole. It would allow Quebec refineries to use Canadian crude oil, mostly from the volatile Middle East, and would connect New Brunswick and markets abroad to Canada’s vast oil resources. All Canadians, including people in Quebec, will benefit from this pipeline. What is needed is a unified national will to turn this vision into reality.

the province had not stepped in, out of cost concerns, and told the judge to start winding it down, the inquiry might still be going on. As was, it became the longest and most costly public inquiry in provincial history. THIS AND THAT To help deal with ballooning arena deficits, some municipalities have brought in surcharges on tickets sold for events in city-owned arenas. North Bay, to help pay for multimillion dollar arena renovations, has a $2.50 surcharge (aka tax) on each ticket sold for Ontario Hockey League games at the Memorial Gardens. The city-owned building was expected to cost $607,000 to operate for the year but that figure climbed to $1 million. Gee, doesn’t that sound familiar. When Cornwall Civic Complex opened in 1976, taxpayers were told that it would have a modest $100,000 deficit for the first year of operation then produce annual surpluses. ... Unless the policy is changed, municipalities that contract out policing to the Ontario Provincial Police might have second thoughts about welcoming wind turbines. Frontenac County near Kingston has been told that its policing bill for 2016 will increase by $26,000 because the 85 wind turbines on Wolfe Island are treated as households. The policing bill for Frontenac County is calculated at the rate of $300 per household. ... Rene Desrosiers (skip), Roger St. Germain (third), Don Lamorie (second) and Marcel Lapierre (lead) finished second. Ed O’Brien took third place with Don Orton finishing fourth in the 29-rink draw. ... The Ottawa Rough Riders, then part of what was called the Big Four, would hold something called a “Young Canadians camp” for young prospects. In 1958 three St. Lawrence High School football players attended the camp. They were Maurice Racine, Ray Sommerville, both 20, and Doug Billing, 17, who broke his nose during the workouts. Sommerville, a quarterback, would go on to have an outstanding career with St Francis Xavier University. Racine was signed by the Riders, not as a fullback but as a lineman. This from an Ottawa newspaper: “Frank Clair (head coach) hurried over to his office to sign Maurice Racine, the big Cornwall boy who caught the eye of both Clair and Bill Smyth (assistant coach).” The story said Clair saw Racine’s future (in the pros) as a lineman. And, as they say, the rest was history. TRIVIA This 100-bed health-care facility was officially opened on Sept. 15, 1937 in what was Charlottenburgh Township. Some of the good, bad and ugly for the first week of the last full month of winter. Mike Duffy spotted by some folks from Cornwall on a flight to Florida last week. At least this time the Old Duff was travelling on his own dime. (We think). The hot romance between the freshly-minted federal government and public service unions may be cooling off. The feds have warned the unions that it will be taking a tough position in contract talks. Early in 2015 they received a 2.3% increase ($3,400) that raised the base salary to $167,400. Over in the slumber room (aka senate), assuming they showed up for work, they woke up long enough to see their base salaries climb 2.7% ($3,400) to $142,400. All increases well above inflation. Believe it or not, there is a rule that says senators can’t be paid less than $25,000 than MPs. Meanwhile, the thousands of Canadians who rely on Old Age Security to survive (mostly widows who were stay-at-home moms) received a few extra loonies in their monthly cheques. To steal a line from Marie Antoinette, “Eat cake.” These days can’t say “eat salad” because it has become too expensive. ... Brockville Police Service came out of 2015 with a whopping

$600,000 surplus. And the 2016 budget is 0.29% lower than the 2015 budget. The chief denies that the sharper budget pencil has anything to do with an OPP costing currently under way and the possibility council may throw out the force in favour of cheaper OPP enforcement. HERE AND THERE (2) The Cornwall business community along with local politicians were ahead of the curve back in 1956 when they urged the province use tolls to pay for a highway connecting Cornwall and Ottawa. Sixty years later a bankrupt provincial government is talking about toll highways, along with a slew of other ways, to finance highways. ... As they say in Texas, who would have thunk it. A head of cauliflower is now three times more expensive than a litre of gasoline. The problem for provincial and federal governments is that they don’t collect the kind of taxes on cauliflower as they on a litre of gasoline. ...Bet if Stephen Harper had a chance (before he left office) to take back two senate appointments it would be Duffy and Patrick Brazeau. Talk about screwing up. ... If Donald Trump is elected president there is a good chance he will find a place for Sarah Palin in his cabinet. Know what, if that happens we may want to build a wall to keep out Americans fleeing the Excited States of America. ... For almost three years, Ottawa defence lawyer Bill Carroll who died of a heart attack last week was a familiar face in Cornwall. He spent that time representing the Ontario Provincial Police Association at the drawn-out Cornwall Public Inquiry. If

OPINION

Some questions were impossible to answer Nick Wolochatiuk Dances With Words nuthilltoo@gmail.com

If you pray for oranges, but you get lemons, instead of complaining, make lemonade. That applies to life, in a way I’ll explain later. Let me tell you about an affliction that dogged me almost all of my teenage years. Any suave male teen wants to be gifted with the orange of smooth speech, especially when it involves young ladies. Instead, I was burdened with a lemon, an exasperating case of recurring stammering. Only if you’ve suffered from stuttering, can you empathize. I can already hear you comment, “Make up your mind! Is it stammering or stuttering?” There seems to be little agreement among

speech pathologists as to whether stammering and stuttering are the same – or different. There is also a difference in usage between British and American authorities. However, I like the comment of one of them when asked to settle the matter: “Most people think stammering and stuttering are the same, but they’re as different as diarrhoea and constipation. Stuttering’s when you say the first bit of the word but can’t stop saying it over and over. St-st-st-stutter. Like that. Stammering’s where you get stuck straight after the first bit of the word. Like this. St... AMmer.” I side with his explanation. Stammering was with me from grade eight until my second year in Grade XIII. (Yes, I did two years in Grade Thirteen). Imagine my agony when a teacher asked for my name.

“Nnnn….oh, who - me?” (‘Nick’ just wouldn’t come out) “Yes, you! Who else do you think I’m asking!” “Oh, it’s Www…. First or last name, sir?” (‘Wolochatiuk’ was stuck in there too) “See me after class! Next!” Then there was the attempt to have an initial phone conversation with that cute little blonde I noticed last week. “Hello, may I talk to Alice?” “Sorry, she’s out right now. Who should I say called?” “Please tell her that Nnnn…called. Nnnn..” “Who?” “That’s okay. I’ll call later.” Then came my first year of teaching, fresh out of high school, September, 1959. I had 40

grade six and seven boys in my classroom. Fortunately, by then my stammering problem had gradually resolved itself. Lo and behold, one of the boys, by the name of Richard C., had my stammering problem. I could empathize with him, I offered suggestions to help him, but none were of any use. Finally, one day I took him aside and said, “Richard, I used to stammer – just like you.” He stared incredulously. “Really? Just like me – but not any longer?” “Yes, really, no more.” By June, thanks to me revealing the speech problem I used to have to Richard, his stammer was gone. My lemon had finally become a useful orange.

Kitchen Reno Tips Kitchen renovation tip - Use quality materials. -quality drawer slides and hinges mean cabinet doors will stay closed and drawers won’t stick. Stay away from drawers that are stapled together or made of particleboard. For cabinet interiors, wood veneer is more durable than melamine, laminate, MDF or particleboard. Kitchen renovation tip - Determine cabinet heights. If you have eight-foot ceilings, choose cabinets that go to the ceiling. They offer more storage, enabling you to use extra wall space for artwork or open shelves. If your ceilings are higher than eight feet, leave 15 to 18 inches above the cabinets. Kitchen renovation tip - Decide whether to paint or stain. Though stained-wood cabinetry is forgiving,

most finishes date quickly and aren’t easily altered. Brush-painted cabinets can lend a unique personality. Kitchen renovation tip - Select an elegant countertop. White Carrara marble (honed or acid washed and sealed) and stained wood add elegance and warmth. We also like honed Kirkstone slate, soapstone and Wiarton limestone, and plastic laminate with a wood edge for a sophisticated look. Kitchen renovation tip - Install an island that works. Beware of placing a bulky cube in the middle of the room. We like islands that have an open, airy look. Ideally, an island should be unencumbered by appliances, but if you want it to house a dishwasher-sink combo or a cooktop, try to maintain the light look of a leggy harvest table.

CORNWALL, Ontario - We always knew Paul Deslauriers was an amazing musician - now the world knows too. The Cornwall native and leader of the Paul Deslauriers Band, returned from Memphis, Tenn. on the weekend with a second place finish at the International Blues Challenge. The competition is known as the Super Bowl of blues-related acts and performances and while Deslauriers has made headlines here and in Quebec where he now makes his home, the band’s performance in the U.S. has landed them a spot on the worl stage. “The offers are pouring in,” Deslauriers said in a phone interview as he made his way back to Montreal from Cornwall Monday morning. Don’t worry, he has hands-free for his cell phone...and those hands are still smoking from wowwing the crowd and blues industry leaders in Memphis. “We were really proud to have represented Canada,” Deslauriers said. “This is the biggest thing that’s ever happened to us. It’s taking it to the next

level. Now our names are in the ears of people from all over the world.” And those people like what they’re hearing. Deslauriers made it to the finals of the event four years ago when he entered as an acoustic duo with Dawn Tyler Watson. He returned with the Paul Deslauriers Band (PDB), which includes Greg Morency on bass and Sam Harrisson on drums, this year after winning the Quebec To Memphis Challenge sponsored by the Montreal Blues Society in October. The October win springboarded PDB to Memphis where the band adopted a simple philosophy. “We didn’t want to change or modify anything for a new audience,” said Deslauriers. “It really confirmed a lot for us. We wanted to do what we do best. “If you try to change for a certain audience... then you’re not being honest with your audience or yourself.” The Paul Deslauriers Band which includes Greg Morency, right, on bass and Sam If the early returns are any indication, Harrisson on drums, on stage in Memphis. Deslauriers and his bandmates shouldn’t change a thing. before he picked up the guitar – Deslauriers had He invested time on the piano and the classical The bluesman was born and raised in the already run through a number of instruments by violin before his teenage years when the thunder Seaway City and it was only a matter of time the time he reached his teenage years. of the electric guitar came calling.

THE BOOKIE AND THE PRIEST

A Jewish bookie was at the races playing the ponies and losing his shirt. He noticed a Priest step out onto the track and blessed the forehead of one of the horses lining up for the 4th race. Lo and behold, that horse - a long shot - won the race. Next race, as the horses lined up, the Priest stepped onto the track. Sure enough, he blessed one of the horses. The bookie made a beeline for a betting window and placed a small bet on the horse. Again, even though it was another long shot, the horse won the race. He collected his winnings, and anxiously waited to see which horse the Priest would bless next. He bet big on it, and it won. As the races continued the Priest kept blessing horses, and each one ended up winning. The bookie was elated. He made a quick dash to the ATM, withdrew all his savings, and awaited for the Priest’s blessing that would tell him which horse to bet on. True to his pattern, the Priest stepped onto the track for the last race and blessed the forehead of an old nag that was 100/1. This time the priest blessed the eyes, ears, and hooves of the old nag. The bookie knew he had a winner and bet every cent he owned on the old nag. He watched dumbfounded as the old nag pulled up and couldn’t even finish the race. In a state of shock, he went to the track area where the Priest was. Confronting him, he demanded, Father! What happened? All day long you blessed horses and they all won. Then in the last race, the horse you blessed never even had a chance. Now, thanks to you, I’ve lost every cent of my savings! The Priest nodded wisely and with sympathy. You are not Catholic, are you my son? No, I’m Jewish. That’s the problem, said the Priest, you couldn’t tell the difference between a blessing and last rites.

Caller would like to pass this message on to our readers before someone’s purse goes missing while attending church services. Ladies…when you leave your pew and your purse behind, anything can happen. Don’t wait for someone to take it. Unfortunately, people do steal in churches. It has happened before. It only takes a second. Take it with you when going to receive Holy Communion or going to the ladies’ room. If you must take a purse to church, only take what you need. Protect your valuables by leaving them at home.
