World Food Day focuses on food scarcity and climate change CORNWALL, Ontario - With a global consensus forming around the risks and realities of climate change, some community leaders are trying to get people to rethink everything about their food and where it comes from. That’s why Transition+ Cornwall and All Things Food teamed up with Knoxx St. Paul’s United Church to deliver an

informative afternoon on the future of food security, all in time for the UN’s 2016 World Food Day. The event was held on Sunday, October 16 at the Knoxx St. Paul’s Church. The afternoon featured guest speaker Kate Green, from USC Canada (founded in 1945 as the Unitarian Service Committee of Canada) to discuss the future of agroecology in the face of climate change. Guests were treated to fresh vegetarian soup, bread and

Her work has primarily focused on assisting farmers in areas such as Bangladesh, achieve access to quality seeds, soils, and sustainable farming practices. Both Transition+ and All Things Food have been holding public, educational celebrations for World Food Day for a number of years. In the past they have primarily featured informative video presentations, however with a growing awareness and increased interest in the food movement, the event is expected to grow again next year.

Following Green’s presentation, event goers had the opportunity to partake in a food preservation workshop. “We’ve been doing this for a couple of years... recognizing World Food Day, in part because we’re aware that lots of people don’t have access to food,” said Bill Carrier, a representative from the food action committee of Transition+ Cornwall. “It’s just so people become more conscious that food is something way beyond just going to the grocery store. There is a lot of complexity to it.” “The climate is changing, and agriculture and food have to adjust to that as well, both in Canada and overseas,” said Green. “Climate change is

Huge support for firefighters at Avonmore Firefighters Run AVONMORE, Ontario - The 2nd Annual Chenier Mechanical Avonmore Firefighter Run on Saturday October 15th exceeded the expectations of organizers. The event held in Avonmore is a fundraiser for the Avonmore Firefighter’s Association for new equipment. Race Director, Garnett Last said last year’s race brought in

around $900 for the Association. “This year it will probably be at least $2000,” he said. With the registration quickly filling up for the 5 km and 10 km races a cap was put in place this year. Last explained, that every participant receives a medal. These medals need to be ordered to be available as each person crosses the finish line. He said, “We had to set a hard cutoff at 200 (participants), because of the medals.”

Today at last count, there were 164 participants with 15 to 20 registering this morning. This event includes firefighters from 10 different stations from as far away as Waterdown Ontario. In the 5 km race the top runners were: 1st place Pierre Lavc, 2nd Kevin Riddell, 3rd Kaela Coleman and 4th Stephane Lavign. In the 10 km the top runners were: 1st Eric Neilsen, 2nd Harmony Koiter, 3rd Jennifer Suggars and 4th Terry Lauzon.

Local business owner, Linda Salter, a Registered Massage Therapist was at the event to give massages for a donation to Avonmore Firefighter’s Association. She said, “I called and volunteered my services. What’s better than a massage after a race?” A date has already been set for next year’s race, October 14, 2017. Last said, “We have already sent out “Save The Date” cards to participants.”

Protest at Char-Lan DHS over school closures nicholas.seebruch@tc.tc

CORNWALL, Ontario - Char-Lan District High School students walked out in protest after the singing of the national anthem on the morning of Friday, Oct. 14. The move was in protest of the Upper Canada District School Board’s proposed plan to close the school and 11 others by July 2017. After marching around the front yard of the school, students took to a stage setup near the front entrance to talk about their grievances with the School Board’s decision and explain why their school should not be closed. The first person to address the crowd however, was Theresa Lauzon of the OPP who encouraged the crowd to protest peacefully. Stormont, Dundas and South Glengarry MPP Jim McDonell was on hand to give advice and encouragement to the protesting students. “We have to write letters to the school board and to the Trustees to let them know we are not going to sit down and take this,” he said. “If we make this just our fight, we lose. We need to make this a fight right across the Province.” Former school board Trustee Art Buckland praised the students for the efforts they had undertaken so far. “If this happens, never again will we see such

a group of bright students as you will be dispersed across this board,” he said. One student who got up to speak, Nick Danaher, said that many students would not be staying in this school board if the UCDSB follows through with what they have proposed. “We need to make it clear that we don’t plan on staying in the school board if they close CharLan,” he said. Colin Munro, a Char-Lan alumnus and representative of MP Guy Lauzon, put it in more straightforward terms. “The folks in Brockville picked the wrong community to mess with,” he said. Throughout the morning, students were invited on stage to talk about what they liked about their school, what was unique, and what was at risk of being lost if the school closed. Many pointed to the closeness and community they felt they could only find at a smaller school like Char-Lan. Others pointed to Char-Lan’s unique culture and openly questioned if they would be given a day to celebrate St. Andrew at a new school. They also pointed to the schools strong sports and academic performances and history. “We don’t want to be treated like just another number in a big school,” said Grade 12 student Angus McRae. One member of the community, Tanya Flaro,

Robert Moffat plays the bagpipes and leads the procession of protesting students in front of Char-Lan DHS on Friday, October 14 (Nick Seebruch/ Seaway News). had helped the students organize the event and said that she had spoken with a Trustee about the protest. “I got a message from a Trustee who is against us and said that we are going about this the wrong way,” she said. “He said that this should have been done during lunch time and should

not have disrupted classes. I told him that the school board were the ones going about things the wrong way.” Student Shane MacFarlane gave the school a strong rallying cry. “Let’s make sure we’re not the last Crusaders to go through that door,” he said.

Civic Complex picked as site of future Arts Centre Nick Seebruch nicholas.seebruch@tc.tc

CORNWALL, Ontario - In a vote of 7 to 3 Cornwall City Council voted to choose the Civic Complex as the site of a future Arts Centre in Cornwall. “This is momentous,” said Councillor Bernadette Clement excitedly before the vote

after drumrolling on her desk. “I know we’re not going to build this next year, but this is a step forward. This is a big deal tonight.” The Civic Complex was cited as the preferred option in a report presented to Council by Sierra Planning and Management (SPM) and +VG Architects in July. The report also presented the Si Miller Arena site, the Cotton Mill area and the Aultsville the-

Council ignore the recommendations of the consultant’s report and instead consider purchasing a vacant building such as an empty church or school. Councillor Denis Carr however had a concern as to what this vote could mean for another home of the arts in Cornwall. “Building Arts Centre at Civic Complex could signify the demise of Aultsville Theatre,” he said. Rivette motioned that the decision on the location of the new arts centre be deferred to budget time, which was seconded by Carr, but that motion failed. The passing of the motion to identify the Civic Complex as the future site of the Arts Centre does not mean that there is an immediate plan to begin renovations or a timeline towards opening. CAO Maureen Adams emphasized that this was simply the first step. Councillor Carilyn Hébert pushed Council to not leave these plans for an Art Centre on the shelf indefinitely after this decision and made a notice of motion that the Council receive quarterly progress reports. Councillor Hébert’s motion will be considered at he next meeting of Council.

atre as possible options. The consultants said that while the Civic Complex was the option that most closely fit the criteria for a new Arts and Culture Centre, it would need some renovations. Specifically, the report suggests adding an 8, 000 square foot addition to the Complex and a new entrance on the Northwest side of the building. Estimated costs for such renovations is approximately $12 million. “We don’t have $12 million for this project so it will not be this year, unless council approved $12 million tomorrow,” said Municipal Engineer Michael Fawthrope. “We could create some artspace in the existing space in the salons to get the project rolling.” However, the $12 million price tag raised concern from some Councillors who wanted to put off the decision until the money could be found. “We should defer the decision until budget time,” said Councillor Mark MacDonald. “We promised not to raise taxes.” MacDonald was referring to a pledge made by six Councillors during the last election to not raise taxes. Councillor Andre Rivette suggested that

CORNWALL, Ontario - In an email to Council, Administration and the Media, Councillor Mark MacDonald announced his firm stand against property taxes in the City of Cornwall, going so far as to say that he will not be voting for a budget unless they are addressed. “We need a long term financial plan that deals with this issue,” MacDonald wrote. “I will not be voting for a budget unless it includes a plan for addressing this major problem.” MacDonald referred to a pledge signed by himself and 22 other Council Candidates in the last municipal election where they promised to roll-back the property tax. The petition claimed that as of October 2014, residents in the City of Cornwall paid 28.5 percent more in property taxes than residents in South Glengarry and 35.5 percent more than residents of South Stormont. Other current members of Council who signed the pledge include Denis Carr, Maurice Dupelle, David Murphy, Claude MacIntosh and Justin Towndale. “I signed the attached pledge because I firmly believe the statement is true, our taxes are too high compared to the Counties,” MacDonald wrote. “We have to do everything in our power to “Roll Back” property taxes.” Councillor MacDonald referred to the rising

SOUTH STORMONT NEWS

South Stormont students could be sent to an overcrowded CCVS Nick Seebruch nicholas.seebruch@tc.tc

INGLESIDE, Ontario - A packed community meeting at Rothwell-Osnabruck school on the night of Oct. 17 heard how the Upper Canada School Board (UCDSB) plans to send South Stormont students to what will be an overcrowded CCVS. The meeting was organized by the Save Rothwell-Osnabruck School group to address the School Board’s Pupil Accommodation Review. The Review would see 12 schools closed by July 2017 including Longue Sault Public School. Rothwell-Osnabruck school would be turned into a K-Grade 6 school and all of the high school

students in South Stormont would be sent to CCVS. Jennifer MacIsaac, one of the organizers of the meeting, said that the School Board had undermined and neglected South Stormont schools. “The School Board set us up by taking away educational programming,” MacIsaac said. Dale Rudderham, took to the stage to explain how both Longue Sault Public School and Rothwell-Osnabruck are mostly full, and are also in what the School Board considers to be good condition. Longue Sault Public School is 96 percent full, Rothwell-Osnabruck is 61 percent full. This was

School Board cannot build new schools under current Ministry of Education rules as long as there are spaces in old ones. The Board’s plan to send more students to CCVS would result in the school being 142 percent over capacity. Mayor Jim bancroft was present and said that he would do what he could to support the efforts to save the schools of South Stormont, even raising the possibility of the Township contributing money to the cause. A similar meeting held at Char-Lan found that many parents would prefer to pull their children out of the School Board than send their kids to the city.

compared to CCVS, which is the school that the Board wants to send South Stormont students to. CCVS is only 38 percent full. The condition of CCVS is also 45 percent worse than the average of other schools in the Board. School condition is measured by the Board through and Facility Condition Index (FCI). The lower the FCI, the better the condition of the school. The average FCI in the UCDSB is 35 percent. Longue Sault Public’s FCI is 32 percent, while Rothwell Osnabruck’s is 30 percent. CCVS’ FCI is 76 percent. The crowd gathered at the meeting learned that CCVS needs to be replaced, but that the

Seems strange that to fight global warming folks might have to break out the long johns and throw another log on the fire this winter - and for many more winters - as they continue to lower thermostats to keep heating bills from going through the roof. As one wisenheimer quipped, “It’s so cold in my house that when I open the door, the light comes on.” Welcome to the world of cap and trade, the global warming crusade and spikes in energy costs far above inflation. All in our best interest, of course. Not a lot has been said about how cap and trade will affect the average Ontario family budget, but the natural gas company has put Cornwall and area customers on notice that the additional cap and trade tax will bump up the average bill by about $70 to $80 for the coming heating season. That is $20 more than what the provincial government forecast. Based on the history of Liberal forecasts and promises, I’d go with the gas company’s forecast. The gas company followed up the cap-andtrade tax alert with a notice that the Ontario Energy Board has approved a rate adjustment which will add $40.11 to the average bill. Together, it means the average bill will increase about $120 for the 2016-2017 heating season, which usually lasts for six months. The cap and trade tax is expected to increase in following years. Some energy watchers believe we are in for some huge spikes in heating bills. And since the cap and trade tax will be buried in the delivery charge part of the bill, it will be taxed by the HST. Often the delivery charge is more than the charge for actual usage. Imagine a furniture store charging more to deliver a stove than the sticker price. They would be out of business ... unless, of course, they were the only furniture store. Meanwhile, over at the gas pumps, beginning Jan. 1, the cap and trade tax will add about four

cents to a litre of gasoline. In this case it will be a tax on tax on tax, which is why the provincial and federal governments make more on a litre of gas than the oil companies who get blamed for high gas prices. For beleaguered rural Hydro One customers trying to keep their heads above the financial tide and raise a family, it means paying more to heat their homes, to keep the lights on, to feed their families and drive to work. But hey, Preem Kathy says she feels your pain. _____________________ Sometimes the last place one can find justice is in the justice system. Take a Toronto -area incident involving an intoxicated 16-year-old whose mother bought him a case of beer to share with a pal. He, along with the friend, after finishing off the beer, stole a car from a used car lot. He had never driven a car. It crashed leaving the friend with permanent brain damage. The car lot owner, the kid and his mother were sued. The court decided that the owner of the car lot, because the keys were left in the ash tray, was more at fault than the mother and the kid who stole the car. He was ordered to pay hundreds of thousands of dollars in damages to the badly injured passenger. The mother and kid were found responsible to a lesser degree, but they don’t have any money. The car lot owner faces financial ruin. File this under “No justice.” TRIVIA ANSWERS Courtaulds (Canada) Ltd. was one of four plants in North America that manufactured a line of Larson fibreglass boats. Thanks to satellite technology, we can navigate with the help of an affordable item that was exclusively in the hands of the military when Grandpa and Grandma celebrated their silver wedding anniversary A GPS (Global Position System) has a tremendous data base consisting of streets, roads, trails, bodies of water and places where you can buy a six-pack, get your car serviced or be rushed to the hospital. In real time it can also communicate with a series of satellites that are way out there and way

up there. By triangulation of signals received, the GPS calculates our location, current speed, altitude and direction of travel. If we want to be somewhere else, just ask the GPS. It’ll calculate the distance, route and your ETA (Estimated Time of Arrival), and keep track of how fast you are driving, giving ETA revisions whenever needed. It’ll talk to you, too: “In 500 meters, turn left; in 100 meters, turn left; turn left.” If you miss your turn, the GPS will drone, “Recalculating, recalculating… In 500 meters, make a U-turn; make a U-turn...”. Unlike Grandpa, programmers have not incorporated any emotion or sense of humour into the

driving instructions emoted by GPS units. With the precision and calm of a seasoned air traffic controller, instructions are meted out as needed. You’ll never hear the little device say, “Hey! I told you to turn right! Dammit, now I have to figure everything out again. Next time, listen up!” It’s obvious that the digital voice of GPS units was not learned by immersion. They can be programmed to give instruction in a wide choice of languages, but their accent and mispronunciation can range from correct to comical to atrocious. Just as when travelling with Grandpa or road maps, GPS units have to keep up with the times. Things do change. Gravel roads morph into

four-lane expressways. Businesses come and go. Warrens of new streets spring up in suburbia. Old bridges are decommissioned. Whenever you are driving, listen to Grandpa’s instructions with one ear, but listen to the GPS with the other. Keep one eye on the traffic and the road and the other eye on the road signs. If you see a flagman, ignore everything but him (or her) and proceed with caution. Don’t expect your GPS to navigate you through a detour route. There is no substitute for keeping up to date, making intelligent use of whatever resources are at hand and making swift decisions. Just ask Chesley ‘Sully’ Sullenberger.

Goodbye UCDSB English Public System, at least that in the English Catholic System and woth $1, 000 more in the Franco systems. Thus one sees huge advertising campaigns, not to increase the Ontario educaiton population from outside the Province, but to sell the idea of transfer from within from one system into one of the other systems. So, to apply dollars to the meeting’s tally results and indicate what a cataclysmic financial loss would result, consider, not if the tallied 80 percent plus student body would rush to other boards, but if fewer students leave, the English

Board (UCDSB) would suffer more than a $2.5 million funding loss in the closing of just one of their proposed 29. In addition, parents of elementary students indicated that their children would be leaving English education assuming the same decision by UCDSB, thus further reducing future secondary school enrolment. Perhaps “Demolishing for the Future” would be a more appropriate title for the plan. This would be a more serious error than the decision made on busing in the early days of that eight county forced union education board

(UCDSB). That administration, freshly appointed, insensitive to the culture of the East and determined to have”similar policies” acreoss the whole board’s jurisdiction, introduced a busing plan which sent hundreds of students to the other boards in the East. A generation later that decision still affects UCDSB, as children of those students originally affected by that dumb decision continue to attend those other boards. End English education in Glengarry? To the UCDSB Trustees, Don’t Do It! Art Buckland, Martintown

Dear Editor, At the latest packed house meeting of parents and community members, the tally from the previous meeting indicated that the parents with students attending Char-Lan had voted overwhelmingly to transfer their students out of English Public Education if the UCDSB plan “Building for the Future” were to be adopted. This plan is designed to end English secondary education in Glengarry, something which has flourished for 200 years. CORNWALL, Ontario - A wave of light spread through a Cornwall park on Saturday evening, as a crowd gathered at the Cenotaph on Second Street to remember babies lost during pregnancy and infancy. Candles were held by those in attendance as they assembled around the park’s fountain, which glowed pink and blue—the colours which represent Pregnancy and Infant Loss (PAIL). October is PAIL Awareness Month with the 15th named as a day of awareness and remembrance, culminating with the International Wave of Light beginning at 7:00pm. The worldwide candlelight vigils bring together those who have been affected by a miscarriage, ectopic pregnancy, still birth, or the loss of an infant and allow people and families to reflect on their loss, while being surrounded by those who have dealt with similar grief. Penny Brown organized the inaugural evening and said “I plan on doing it every year because it helps people remember their babies and lets us honour them in a special way.” Brown, who has suffered multiple miscarriages, felt that being together was the most important part of the vigil. “I think its best that we all unite like this because it’s easier to talk to people who have been through it and tonight lets us know we aren’t alone.” The quiet remembrance was highlighted by soft music and angel decorations, while gatherers reflected over their candles, many of which bared the names of the babies they had lost. Catherine Bergeron attended the event with her husband, Michael, to remember their onemonth son who they lost 32 years ago. “I feel there’s a healing here tonight and it’s still so emotional, even though it was long ago for us” said Catherine “it’s important to know that you’re not alone.” Michael added “We came to be able to get together with other people who have lost children and it’s been heartwarming and it lets us remember in a good way.” Pregnancy and infant loss affects 1 in 4 people and the PAIL network is devoted to bringing awareness, education, and support to the issue, which many suffer with in silence.

Is Your Furnace readY Home Depot brings colour to the Boys and Girls Club For old Man WInter? (Nick Seebruch/ Seaway News).

Nick Seebruch nicholas.seebruch@tc.tc

CORNWALL, Ontario - The Boys an Girls Club were this year’s beneficiaries of Home Depot’s Orange Door Fundraiser in Cornwall. The Orange Door fundraiser involved Home Depot customers buying orange paper doors from Home Depot with the store donating the money raised to a local non-profit. This year the fundraiser raised more than $5, 000 for the Boys and Girls Club of Cornwall. Team Depot spent an additional $1, 000 on buying paints, supplies and tools for some out-

door landscaping. On Wednesday, Oct. 12, six volunteers from Cornwall’s Home Depot arrived at the Boys and Girls Club to paint the main hall and do some light yard work outside. “This has been five years of doing the Orange Door project with them,” said Boys and Girls Club Communications and Marketing Coordinator Trevor Smith. “We’re lucky enough to be their receipients.” The volunteers were all employees of the Home Depot in Cornwall who had elected to spend their day off painting for the Boys and Girls Club.

RACINE, Gilles

In Loving Memory of

Carolyn Dumoulin

who passed away on October 19th, 2015 It’s true the pain gets easier as time goes by But no-one can appreciate how things were between you and I I think about you constantly and not just on this day I cry inside all the time because you were taken away. We were so very content to travel life’s path together I hoped it would always be so and it would go on forever But life is hard it shoots its arrow without a warning or a care This arrow stays inside my heart until once again the days we share. I would like to thank everyone for all their support and condolences this past year. Richard Dumoulin and family. 6975936

1935 – 2016

The family of the late Gilles Racine wish to express their appreciation to their family and friends who paid tribute, sent sympathy cards, food, floral arrangements, mass cards, donations to Hospice and to all who attended the Mass at St. Francis de Sales Church. Special thanks to Father Kevin Maloney and Msgr. Rejean Lebrun for the beautiful mass and comforting words; Candy Provost, soloist, Brian Finn, reader. To the impressive honour guard, the Cornwall Fire Fighters; Dr. Randlett and staff, hospice; CCAC and nurses from St. Elizabeth; Wilson Funeral Home for their assistance in this difficult time. We will miss Gilles’ wisdom, great sense of humour and willingness to always help others. Jeannette and Family.

Second Street and Brookdale scheduled to open this week Nick Seebruch

nicholas.seebruch@tc.tc

CORNWALL, Ontario - The intersection of Brookdale Avenue and Second Second Street, which has been close for nearly two months is scheduled to re-open sometime this week. This is the second delay in the re-opening of the intersection as it was originally scheduled to be open on Sept. 30, and again this past Friday,

Oct. 14. “Concrete curbing is expected to be poured Tuesday (weather permitting) and if all goes well, the intersection should be reopened later this week,” wrote City of Cornwall Public Information Coordinator Kevin Lajoie in a statement to the media. “We will provide additional updates if and when we receive new information from the contractor and Federal Bridge

Corporation Ltd. The City of Cornwall would like to thank all motorists for their continued patience and cooperation while this major project is completed.” Traffic will continue to be detoured via Cumberland Street, Seventh Street and Hoople Avenue. In a previous press release from two weeks ago, Lajoie explained the reasons for the delays.

“This $7-million project involves replacement of critical infrastructure such as watermains and sewers on a major arterial road,” he wrote. “The location of utilities and old infrastructure, in some cases dating back to Cornwall’s industrial development, has slowed progress somewhat. This infrastructure must be well constructed and done in a safe manner, however it will take more time than originally forecast.”

Halloween safety tip around home: • Be safe at Halloween or at any time after dark. Attaching reflective strips to clothing and costumes is inexpensive and easy. • Do not light candles around the walkways. If you would like luminaries or to light a jack-olantern, use a battery-operated light source or glow stick. Keep walkways unobstructed and well lit. Don’t let strangers into your home. Be on the lookout! SD& G OPP remind motorists that the deer population is on the move. Be cautious when driving, especially in the evening and early morning hours.
