Facing the prospect of a steep increase on residential property taxes, the Community Agencies Committee carefully considered the more than $200, 000 in funding requests it had before it on Wednesday night. Ultimately, the committee had $127, 000 in its purse to give out and with the looming fight over the tax budget on the minds of the members of the committees, some community agencies saw their funding cut. One such agency was Your Arts Council (YAC), a community agency dedicated to supporting and promoting the arts in Cornwall and the surrounding counties. The committee decided to grant the YAC $15, 000 of their requested $50, 000.

Bancroft returns to Warden’s chair after 20 years Marc Benoit, Special to TC Media CORNWALL, Ontario - Today marks the start of a new term for the Warden of Stormont, Dundas, and Glengarry, with the return of Jim Bancroft to the chair, after 20 years. Outgoing Warden Jamie MacDonald took the time to mention Bancroft’s previous tenure as Warden, and briefly outlined the many changes that have occurred in the region since the 1990s, including a quip about the age of former Warden, and youngest ever Mayor of North

Dundas, Eric Duncan, who would have only been 8 years old when Bancroft first served. In his first address, Bancroft discussed the accomplishments of his fellow council members, and touched upon the future concerns for residents of the United Counties, particularly the looming threat of school closures, and how to boost tourism to the region. “We have much to look forward to in 2017, as well as much to do. The county is strong,” said Bancroft. “As warden I am committed to working with everyone to ensure that we make positive progress.”

CORNWALL, Ontario - At their meeting on Monday, Dec. 12, Cornwall City Council heard proposed safety changes along Hwy. 138, including a roundabout where the major artery intersects with Headline Rd. Hwy. 138 is the responsibility of the Ontario Ministry of Transportation. Stantec was briefing Council on the provincial plan which includes new passing lanes, channelized turning lanes, carpool parking lots and a possible St. Andrew’s West by-pass in addition to a proposed roundabout at Headline Rd.

“I think if anything its an improvement to what it is now,” said Councillor Andre Rivette. Rivette and other councillors however raised concerns about the extended timeframe for the implementation of any of these changes. The minimum time frame for any changes to Hwy. 138 is 10 years, with changes such as a by-pass of St. Andrews being 20 or more years down the road. The study on improvements to Hwy. 138 and there are still public consultations to come before the Province makes their final decisions. The plan includes closing as many 29 entrances to the 138, including residential

driveways, or trails. Property acquisitions would also be required in order to install permanent snow fencing along some parts of the highway. The proposed carpools would be designed to ease parking demands on places such as the St. Andrews Church. The first public consultation is on Dec. 14 at the Lion’s Club on McPhail Rd., followed by a Municipal Advisory Committee Meeting on Jan. 10, 2017. “I think I said back in June, thank goodness you’re hear, so thank goodness you’re back,” said Councillor Bernadette Clement. “A lot of our residents are concerned with safety along the 138.”

Christmas is nearly upon us. On the date of publication of this paper it will be a mere three days away. Have you finished all of your Christmas shopping? Sent out all of your cards? Set your Christmas dinner plans, or worse, are ready to travel? All of this can make Christmas time some of the most stressful days of the year and they seem to last forever, but it shouldn’t be that way. Because more important than the gifts, cards, food and traveling is being able to look back on your accomplishments of the past year and plan on how you can improve during the next. If anything Christmas is supposed to be a time of the year that promotes peace, is it not? Christmas is the celebration of good deeds and not just around the holidays, but all year round. That being the case, Cornwall has a lot to be proud of this holiday season. The past few weeks, in this column and throughout our paper, Seaway News has been highlighting all of the great works that happen around this City at this time of year. There’s the work of the Optimist Club. Their toy drive and food drive make sure that no child

goes without a Christmas. The Agapè Centre and Agora Centre make sure that not only do people have something to eat on Christmas Day, but also, that they don’t have to eat it alone. Since the kickoff of the United Way Fundraising Campaign in early September, I have seen countless businesses and individuals come together to support this good cause. The United Way supports many causes throughout this community, but their Executive Director Lori Greer and Co-Campaign Chairs Bill Makinson and Pauline Bray have made it clear that all of their work would not be possible without, as they’ve said time and time again, the community of heroes that support them. Back at the United Way Campaign kickoff breakfast, I heard a poignant question that has stuck with me and that I have thought about since, and that question was: “Is there enough charity to go around?” From what I’ve seen, there’s more than enough. Citizens of Cornwall are more than ready to dig deep and donate to causes that they believe in, whether it be with time or money. The team from Home Depot and Baxtrom’s

As mentioned Optimist Toy Drive also had meals to give out specifically for families and the children at St. Columban’s West have been collecting presents and food for families of needy children. More than 10,000 names were submitted in a process that engaged people of all ages across Canada. The Nova Scotia government granted Desmond a posthumous pardon in 2010.

Viola Desmond’s courageous fight for social justice in Canada made history many years ago. The same woman, who died in 1965 at the age of 50, has made history once again. This comes at a time when Canada is moving in the right direction in creating a fair diverse nation. Desmond’s face will grace the new $10.00 Canadian bill beginning in 2018. Her image will replace that of Sir John A. Macdonald, Canada’s first prime minister. Canada’s Finance Minister Bill Morneau and Bank of Canada Governor Stephen Poloz announced the selection last week.

Morneau called Desmond an “extra ordinary woman.” Black rights activist was jailed for defiantly sitting in the “whites only” section of a Nova Scotia theatre. She now becomes the first Canadian woman to be featured on the country’s new currency. This sad incident, a reminder of South Africa’s apartheid policy, dates back to 1946. Desmond’s intention was not to make a scene. This Halifax entrepreneur, at the time 32, was on a business trip when she had to stop to have her car repaired. While waiting for repairs, she decided to watch a movie and purchased a ticket for the

Beginning two weeks before Christmas, city homes received twice-a-day delivery, Saturdays included. * Busiest place on Dec. 24 was probably the two LCBO outlets ... Pitt Street and Montreal Road. By noon on Dec. 24 long lines overwhelmed the outlets. A police officer was assigned to help with crowd control. This was the day when the booze was kept in a backroom. Customers had to fill out their order and take it to the counter. The liquor store employee would disappear to the back room and return with the bottle(s) that would be placed in a plain brown paper bag, not to be

As a kid, one of the best things about belonging to the Howard Smith Paper Mill family was the annual Children’s Christmas Party at Cornwall Armoury. As usual, the party two weeks before Christmas 1955 had 2,300 pumped-up kids. After watching a magician brought in from Montreal and two or three singing acts, the big moment arrived. With the master of ceremonies whipping the kids into a frenzy and urging them to sing another chorus of “Here Comes Santa” louder than the previous three, he would say, “Oh ... I hear sleigh bells. I think ...” That’s when the big garage door on the west side would roll up. In came a red convertible with the man himself, Santa, sitting on the back seat, waving and shouting “Ho, Ho, Ho.” The place would go nuts. The whole thing ended with every kid - all 2,300 - getting a stocking filled with assorted candy and a gift. Some other sights and sounds of Christmas season circa 1955, much different from today: * The annual Children’s Christmas Concert in the Cornwall Collegiate auditorium, a fivehour extravaganza was broadcast live by CKSF. The 1955 list of performers included the Leo Motard Quartet, trumpeters Bobby McGillivray and Billy Heward, vocalists Nancy Ruffo, country and western singer Rex Silmser

The concert raised $2,800 to help purchase Christmas food baskets for needy families. * CKSF, in a large ad in the StandardFreeholder, which owned the station, wished all its listeners a Merry Christmas. The station’s Christmas Day programming included the morning service from St. Paul’s United Church (First and Sydney streets), CBC news and weather, the Bob Eadie Show, Billy Graham and the Queen’s traditional Christmas message. * Cornwall Lions Club carollers - in traditional French-Canadian Les Guignolers garb - made the rounds in the ancient search of alms for the poor. * Eddy’s Barber Shop, 14 Second St. E., notified customers that the shop would be closed Dec. 26 and 27. CORNWALL, Ontario - Winter weather is here and the Agapé Centre wants to get residents to start thinking now of the less fortunate stuck out in the cold. In its fourth year here in Cornwall, the Coldest Night of the Year fundraiser helps fund programs at the Agapé Centre and also raises awareness about life on the street in the winter. Every year the Agapé Centre invites residents to form teams, raise funds and walk with them through Cornwall to get a feel of the cold. This year, the Coldest Night of the Year will be held on Saturday, Feb. 25. There will be two, five and 10 kilometer walks around town.

No matter the length, each walk will start and end at the Knights of Columbus hall at 205 Amelia St. On the five and 10 kilometer walks, the Agapé Centre will serve as a midway pit stop. Last year nearly 150 people participated, this year the Agapé Centre is hoping for 25 teams and 200 participants. Their goal this year is to raise $25, 000 to raise awareness and help those who cannot get out of the cold, whether that be because they are homeless or because they cannot afford to heat their house. It is possible to sign-up online on the Agapé Centre website or at the Agapé Centre. Angela has demonstrated excellent leadership at SNC since she started her career with us in 2001. Every year the Optimist Toy Drive collects thousands of toys for area children who would otherwise go without presents at Christmas. On Friday, Dec. 16 Sparky and his team of firefighters and volunteers went around town to collect toy donations. The thousands of donations were collected, sorted and distributed by nearly 500 volunteers.

By Tuesday morning, the Cornwall Armoury was packed with toys to be distributed to needy local families. There were not only toys however, but food from the annual food drive as well. Efforts of volunteers like the Optimists and firefighters help ensure that families do not go without food or presents at this time of the year and are able to celebrate Christmas.

CORNWALL, Ontario - The Federal Bridge Corporation and Louis Bray Construction have notified the City of Cornwall that Brookdale Avenue would be delayed. The reason for this delay has been blamed on street light poles not being received from the manufacturer. The City cited its own concerns of nighttime traffic on Brookdale Avenue without street lights. “Reopening Brookdale Avenue will result in changes to traffic patterns and driver behaviour adaptation at a time of year when there are more hours of darkness than daylight and when volumes are higher with the lead up to the holiday seasonm” The City of Cornwall said in a statement. “The area near the traffic circle is a particular concern. We are disappointed with the situation and regret that the poles are delayed. Although frustrating, it is in the interest of public safety to wait a few additional days to reopen Brookdale Avenue.” The City said that hopefully Brookdale will re-open sometime next week.

La CNS annonce la nomination d’une nouvelle directrice générale Un changement à la direction de la Conservation de la Nation Sud (CNS) se produit pour la première fois depuis près de 30 ans. Le directeur général de la CNS, Dennis O’Grady, prendra sa retraite le 1er mai 2017, et transmettra ses responsabilités à Angela Coleman, présentement directrice de la gestion et de l’approbation des propriétés de la CNS. Doug Thompson, président du conseil d’administration, a déclaré : « Au nom du conseil d’administration de la CNS, nous sommes heureux de voir Angela Coleman accepter son nouveau poste. Elle a fait preuve d’un excellent leadership depuis qu’elle a débuté sa carrière chez nous en 2001. Compte tenu de ses compétences, de son expérience et de ses qualifications, il était tout naturel de lui confier le poste de directrice générale / secrétairetrésorière. » Angela détient une liste impressionnante de diplômes avec un baccalauréat ès arts, un baccalauréat en éducation ainsi qu’un diplôme en droit reçus de l’Université d’Ottawa. Elle a rejoint la CNS en 2001 à titre de coordonnatrice des communications et est devenue directrice des communications et de la

planification de la protection des sources en 2006. Après avoir obtenu en 2009 son diplôme en droit, elle est revenue à la CNS à titre de directrice du marketing et des communications, pour être ensuite nommée directrice de la gestion et de l’approbation des propriétés en 2013. « J’ai grandi à Crysler et ma participation active au sein de la communauté m’a permis de bien cerner les défis auxquels font face les collectivités rurales, dit Mme Coleman. À la CNS, nous avons toujours été conscients de ces défis et nous travaillons en étroite collaboration avec les résidants du bassin versant et avec nos partenaires municipaux pour y répondre. » Dennis a débuté sa carrière à la CNS en 1978 en tant qu’étudiant d’été et a passé les 39 années suivantes à travailler avec les offices de protection de la nature. « Les offices de protection de la nature sont les meilleures organismes pour protéger l’environnement, affirme M. Lors de chaque cérémonie, certaines classes préparent un spectacle ou une vidéo en lien avec les valeurs mises en évidence. Les élèves de la 2e année et de la 4e année étaient à l’honneur lors de cette dernière cérémonie. L’Office de protection de la nature encourage les efforts de plantations L’Office de protection de la nature de la région Raisin (OPNRR) est de nouveau fiers d’offrir les citoyens du bassin versant l’occasion d’embellir leur propriété avec une variété de conifères ainsi que des arbres et arbustes feuillus. Que votre objectif est de planter un brisevent, crée un habitat faunique, d’améliorer le rivage ou tout simplement ajouter à paysage existant - ce programme est pour vous! Tous les arbres sont des espèces indigènes souvent non disponibles dans les pépinières locales. Cet achat en gros par l’OPNRR permet l’acquisition de ces arbres sur une base de recouvrement des coûts. Pas de longs trajets hors de la ville, pas de consommation excessive de gaz, et une réduction de votre propre empreinte carbone. “Comme le vieux proverbe chinois dit, le meilleur moment pour planter un arbre était il y a 20 ans et le deuxième meilleur moment est maintenant”, selon Normand Génier, Spécialiste en foresterie de l’OPNRR. Il a

Au total, 27 espèces sont disponibles cette année et comprend des conifères tels que l’épinette blanche et le pin blanc, des arbres feuillus comme le noyer noir et le noyer cendré, et arbustes feuillus tels que l’Amélanchier à feuilles d’Aulne et l’Aronie à fruits noirs. Le programme AMPROOB (Approche multidisciplinaire en prévention des risques obstétricaux) est un programme complet visant la sécurité des patientes et l’amélioration de la performance dans les services obstétricaux au pays. Le personnel des Services de santé pour les femmes et les enfants de l’Hôpital de Cornwall a participé en septembre au lancement de l’an 9 et à la journée de formation du programme AMPROOB, qui comprenait des kiosques d’information offrant des occasions d’apprentissage additionnelles sur le soutien à l’accouchement, la dystocie des épaules (qui désigne un arrêt du travail après la sortie de la tête, lorsque l’épaule antérieure du foetus peut difficilement passer) et la réanimation néonatale. Chaque année, un sondage est effectué auprès des participants au programme AMPROOB afin d’évaluer les progrès réalisés, dans lequel sont examinés 6 éléments, soit la sécurité des patientes, l’habilitation des personnes, l’apprentissage, le travail d’équipe, la valorisation des personnes et la communication ouverte. « Votre équipe a fait preuve d’un engagement constant envers le programme et l’amélioration de la sécurité des patientes. Vous méritez des félicitations, car les résultats de chacun des six éléments liés à la sécurité des patientes se sont améliorés depuis l’année dernière et vous avez obtenu un pointage supérieur au pointage recommandé pour chacun d’eux », peut-on lire dans un récent rapport d’AMPROOB présenté à l’Hôpital de Cornwall. « Votre équipe de soins obstétricaux se consacre avec dévouement à la création d’une culture où la sécurité des femmes constitue la principale priorité de chacun de ses membres », s’est exclamée Susan Heideman, facilitatrice principale chez Salus Global. Grâce aux rénovations effectuées aux Services de santé pour les femmes et les enfants en 2008, à l’intégration des services de sage-femme en 2012 et au programme de contact peau-à-peau après une césarienne offert depuis l’été de 2015, l’Hôpital de Cornwall honore son engagement de devenir un lieu de naissance de choix pour les familles de la région. Depuis janvier 2016, 485 bébés sont nés à l’Hôpital de Cornwall (depuis le mois d’obtobre); à ce rythme, nous pourrions assister au plus grand nombre de naissances annuelles dans notre établissement depuis 2011. Le taux d’accouchement avec l’aide d’une sagefemme est également en hausse de 12 % cette année. « Nous sommes fiers des soins prodigués dans notre service d’obstétrique et nous travaillons sans relâche avec notre équipe et nos patientes à appliquer les normes de qualité les plus élevées », indique Jeanette Despatie, présidente-directrice générale de l’Hôpital de Cornwall. CORNWALL, Ontario - The winner of this year’s United Way Celebration Sleigh was drawn at noon on Friday, Dec. 16. Todd Rozon of Rozon Insurance drew Carl Major as the winner of the 2016 United Way Celebration Sleigh and the $5, 000 worth of prizes it contains. For a month the Celebration Sleigh has been sitting at the entrance of Baxtrom’s Your Independent Grocers, for $3 hopeful winners entered to win the whole prize. As mentioned the sleigh itself was worth $5, 000 in gifts and other prizes that were all donated by local businesses to the United Way of SD&G. The United Way however estimates that they raised much more in selling off raffle tickets for the contest. United Way of SD&G Executive Director Lori

Greer said that the focus of the campaign was to raise awareness that all that the United Way does would not be possible without community support. “We really wanted to drive home that our donors are our heroes, they’re superheroes,” she said. Also drawn was the winner of the Travel Quest Gift Certificate which was donated by Your Credit Union. Bonnie Brisebois drew Kelsey Lemire’s name as the winner of that coveted prize. Anyone who donated more than $25 to the United Way during this campaign was entered into that draw. So far, the United Way has raised 75 percent of their $700, 000 goal. Campaign Chair Bill Makinson wanted to emphasize that even though the campaign was coming to a close, that residents could and do support the United Way year round.

CORNWALL, Ontario - MOREOB (Managing Obstetrical Risk Efficiently) is a comprehensive performance improvement program focused on creating a culture of patient safety in obstetrical units across the country. The Women and Children’s Health department at Cornwall Hospital had their MOREOB Year 9 launch/education day in September with education stations providing additional learning opportunities on labour support, shoulder dystocia (this is when labour is obstructed after the delivery of the head, the anterior shoulder of the infant

cannot pass easily) and neonatal resuscitation. Every year, MOREOB surveys its participants to assess improvements, examining 6 elements which include patient safety, empowering people, learning, teamwork, valuing individuals and open communication. This excerpt comes from the recent MOREOB report to Cornwall Hospital: “Your team consistently demonstrates commitment to the program and to improving patient safety. You are to be commended; there was an increase in each of the 6 patient safety elements over last year’s results and you have

Third times the charm on water & sewer budget CORNWALL, Ontario - Cornwall City Council meet at a Special Council Meeting on the night of Monday, Dec. 19. Council had previously failed to pass two separate motions on the water and sewer budget at the Council meeting on Dec. 12. Administration was proposing a 1.43 percent rate increase to the water and sewer budget. The major reason for the increase

Both fell to a tie. Councillor Carilyne Hebert was not present at the meeting and proved to be the deciding vote at the Special Council Meeting. The loss of Sensient Flavours resulted in a $87, 000 deficit in the budget.

Manger in a Walnut Ornaments ~ One European Christmas tradition involved painting nuts in silver or gold and hanging them on the tree. Oftentimes, a scripture or tiny manger scene was placed in a hollowed-out walnut.
