The students at Immaculate Conception are treated to a Christmas meal every year by the teachers and staff. For the past four years, John Baxtrom and Baxtrom’s Independent Grocers has provided some of the supplies to make the meal happen, however, John Baxtrom says that none of this would really be possible without the dedication of the school’s staff. “All of the heroes are the people in this room who are serving and preparing this meal,” Baxtrom said, referring to the staff and volunteers who were slaving away over a hot stove to prepare the meal for the 175 students at Immaculate Conception. On the menu was of course, turkey, cranberry sauce, bread, butter, potatoes, gravy and cupcakes for dessert made by John Baxtrom’s wife.

YEAR IN REVIEW A message from your MPP Life continues to get more expensive under the Wynne Liberals. The Wynne Liberals continue to be dogged by stories of waste, scandal, and police investigation. The year started with media articles revealing a highly honed “Cash for Access” scheme with $500,000 minister‘s fundraising quotas, denied ministerial meeting requests being countered with $10,000 dinner tickets, and examples of generous donators being rewarded with large government contracts. The results are staggering; up to the end of 2016, the Wynne Liberals had raised enough money to finance two general election campaigns. While the Liberal government has been filling its coffers, the people of Ontario have been hit with service cuts and fee and tax increases that are making life unaffordable. Their plans include up to 600 school closures, and the Auditor-General reports hospital bed closures, long wait times, and electricity rates that are four times what they were in 2003. But it gets worse, as their Cap-and-Trade scheme received failing grades from the Auditor as well. Only 20% of the government’s planned emission cuts will occur in Ontario, with California receiving billions of dollars for paper carbon credits generated by their emission reductions. She reports that the cost of electricity will increase a further 23% by 2020. Does the government truly believe these exorbitant costs won’t shock our agriculture, manufacturing, and services sectors? During the past year, I continued to work at Queen’s Park during the week and to commute to our riding on the weekends. It has been my pleasure to attend events throughout SDSG

Cornwall On behalf of my colleagues on City Council, I would like to wish all residents a Merry Christmas and Happy New Year. The year 2016 has seen many positive changes, both throughout the community and at City Hall. The signs of progress are apparent in every part of the City, from the redevelopment of the cotton mills district and commercial growth on Brookdale Avenue to new housing starts in the north end and reinvestments by companies in the Cornwall Business Park. The City of Cornwall has been part of this progress with some significant achievements of its own. A new Strategic Plan was adopted to guide Council and Administration in the years to come. It outlines a series of action items broken down into four key areas – Quality of Life, Economic & Financial, Environment and Governance & Administration. In addition to this key document, Council also adopted a new Code of Conduct for elected officials. We continue to make important investments in our traffic network. This includes investments in two key infrastructure projects - the redevelopment and widening of Marleau Avenue and Ninth Street and partnering with the Federal Bridge Corporation Ltd. on the redevelopment of Brookdale Avenue. We have also invested in recreational projects such as the

Our country mourned as we saw the devastation of the wild fires that ravaged Fort McMurray and left thousands homeless. From that tragedy we were reminded of many of the greatest qualities of the Canadian people; generosity, selflessness and perseverance. We see those qualities daily right here at home throughout Cornwall and the Eastern Counties. We see thousands of volunteers who give their time to hundreds of charitable and not-for-profit agencies throughout our communities. We see firsthand the hard and often dangerous work done by our police services, fire departments and first responders. We are blessed to be surrounded by hundreds of small businesses that provide excellent services and create jobs for today and tomorrow. I am honoured and humbled to be the federal representative for our community and I give my all to make sure your voices, and our concerns are heard and addressed. My constituency staff offers assistance to tens of thousands of residents yearly. It is our privilege to serve you and we will continue to work hard for you. As we look forward to the New Year, we are

The overall 2016 corporate capital acquisitions to-date total $2.5 million. The township’s building department is pleased to report that permits were issued for 93 new units, and the year-to-date total construction value is over $24 million. North Dundas

North Glengarry

Council is very proud of North Dundas’ success in 2016, and without a doubt, we are optimistic about what 2017 has in store. North Dundas’ population is growing. We had $20 million in new development in 2016. The employment rate is solid, and new jobs have been created. Our retail sector has never been stronger with more stores opening and expanding, and businesses working together to promote our area. Our main private sector employer, Parmalat, has invested $3 million in expansions this year, with more growth planned. The former Nestle plant in Chesterville, that had been abandoned and declining for years, is revitalized and buzzing with activity again. In 2016, the North Dundas Community Improvement Program, that provides grants and loans to renovate business facades and interiors, has partnered with businesses and resulted in over $250,000 in upgrades to beautify our downtown cores and commercial businesses. We anticipate continued success with this program in 2017. Rural Ontario faces many challenges. We’re proud of the way North Dundas Council, staff,

The Township of North Glengarry had a busy and productive 2016. Over the year we have constructed approximately 2 km of sidewalks in Alexandria, Glen Robertson and Dalkeith. Considerable construction was done by our Public Works department including paving, four bridges and several culverts and guard rails were installed throughout the township. The Township’s Community Improvement Plan has been a resounding success with property owners Alexandria taking up the opportunity to rejuvenate storefronts and preserve heritage facades on Main Streets in both Alexandria and Maxville. We expect that success to continue and have done what we can by building a new courtesy crosswalk on city rd 34 and Mill Square in Alexandria. A great deal of activity took place in Island Park. A mechanical weed harvester cutter was purchased to control the weeds in Mill Pond with great success. The splash pad was upgraded with new features and a new stamped concrete walkway was installed to improve accessibility to the beach. The Township continues to work diligently to bring safe reliable drinking water to the village of Maxville and to improve the sewer system in Alexandria. Both are vital infrastructure projects we will continue to focus on in 2017 to preserve and expand economic base. The prospect of the closure of several of our

schools has brought the community together. It is hoped their efforts will bear fruit have an impact when the Upper Canada District School Board reviews options in the spring of 2017. South Dundas Council and staff are very proud of achieving many goals and accomplishments in 2016. Our focus on expanding communications and outreach into the community was supported by hosting our first annual Council community breakfast; an open forum session; Small Business Week sponsorship; reconnecting partnerships; and continued expansion and use of our website; social media and the 360 Guide. We participated in a First Impressions Community Exchange program with the Town of Gananoque and gathered valuable information with respect to tourism and the business community. New signage was installed on Highway 401; and at hamlets and facilities throughout the municipality. Several businesses expanded or opened throughout the year; including the Upper Canada Creamery yogourt facility; Homestead Organics factory outlet store; Quesada food outlet; Morrisburg Self Storage; Royal LePage real estate office; Cardinal Flowers & Gifts Gallery; Operating Engineers Training Institute of Ontario (OETIO) dorm addition and renovations; large agricultural farm building expansions; and relocation of Eckel Industries to a larger facility. Construction value totalled approximately $20 million over the year; primarily in residential and agricultural builds and expansions. The Campbell Street industrial road project was completed with the installation of water; sewer and hydro services. Three properties have been sold and the balance is available for future development. Two major announcements in the Fall included the Swank Construction Dutch Meadows 200-home residential development east of Morrisburg and the expansion to Ross Video in Iroquois with expectations of approximately 80 new jobs to the facility. South Dundas is fortunate to have many

Cornwall Nationals gain new investor

CORNWALL, Ontario - While the expansion Cornwall Nationals have had a respectful start to their first season, it’s been a critical week for the Federal Hockey League team off the ice. The Nationals are proud to announce that a new local investor, Will Beauvais, has stepped up to partner with the team. “Will has such a huge passion for sports and we’re so excited to have him on board with us,” said Rodney Rivette, owner and president of the Nationals. “It’s business as usual for the Cornwall Nationals right now; we’re moving forward full steam ahead.” Meanwhile, part owner and general manager Mitch Gagne is no longer with the organization. Rivette has bought Gagne’s share of the team. “Mitch had a major role in bringing semi-pro hockey back to Cornwall and we are grateful for all of his efforts,” said Rivette. New dispatch service now in use for South Glengarry LANCASTER, Ontario - Effective Dec. 12, 2016, the Township of South Glengarry has transferred fire dispatch services from the City of Brockville to the Cornwall Police Dispatch Center. Major upgrade to fuel system at Cornwall Regional Airport SUMMMERSTOWN, Ontario - Cornwall Regional Airport is about to become a more popular landing choice for pilots. The Airport Commission has completed a major upgrade to its fuel system and can now offer Jet A fuel as well as 100LL avgas, 24 hours a day, 7 days a week. “The sale of fuel is an important service and the new upgrades will mean that even more pilots can choose to fuel up at our airport,” says Frank Prevost, Chair of the Airport Commission. “The proceeds from fuel sales help to pay for the operation and maintenance of the

airport.” Jet A fuel is available for the first time following the installation of a 3500 gallon tank and fuel pump. A new chip and pin upgrade to the payment system means that pilots can fuel up at any time of the day or night. Jet fuel is a type of aviation fuel designed for use in aircraft powered by gas-turbine engines. Avgas is used in spark-ignited engines common to many light aircraft. The airport had been receiving requests for jet fuel for some time, sparking the decision to invest in the system upgrades, which cost

approximately $140,000. “The airport is used by a number of recreational, corporate and government users that includes law enforcement and medical flights,” says Steve Small, Airport Manager. “The new fuel system will allow more planes to fuel up and we will be spreading that word to our customers.” Earlier this year, Ottawa Aviation Services began operating flight training operations out of the Cornwall Regional Airport. Cornwall Aviation is also based at the airport.

New Year’s Resolutions have always seem rather arbitrary to me. Why make promises to yourself that you don’t intend to keep just at New Year’s when you can do that all year-round? I remember three years ago when I first promised myself that I would start going to the gym, and I also remember the summer of 2015 when I finally followed through on that. Since then I have promised myself that I will go back to the gym several times. Sometimes I go, sometimes I don’t. The last time I went to the gym I kept up a regular schedule for two-months, after which I decided that I had earned myself a well-deserved break . . . that was in July. I have a feeling that if I only made commitments to self-improve at the start of the New Year that I would never follow through on anything. In fact, I find the whole process of making New Year’s Resolutions just to be another task to

put under my to-do list. With all the rush to buy Christmas presents, write cards, plan end of the year and Christmas parties, now I have to remember to reflect on my entire year and plan for the next one too? Yes, it is good to reflect on your recent past and use that as a basis to plan for the future, but wouldn’t it be better to take stock of your actions all the time rather than just once a year. New Year’s Day must be a procrastinator’s dream! “Hurray, now I have a full 365 days before I have to think about making decisions to improve myself again.” If you want to quit smoking, why not start right now? If you want to eat better, why not now? In fact, the only New Year’s Resolution that does make sense is to go to the gym. A lot of people go to the gym to get ready for beach weather in the summer and if you start going to the gym on January 1st, you won’t see drastic results until about July. The best New Year’s Resolution that you can make is to promise to make resolutions all year-long.

My New Year’s resolution Nick Wolochatiuk ~ Dances With Words This is the traditional time of year for otherwise intelligent people to amass a raft of noble resolutions. As I look around my world, I see an abundance of issues and causes worthy of being attended to, guided by carefully thought out directives. If the following directives are adopted as resolutions by the people I am about to specify, and are followed by them, what a wonderful world we would have! Here’s my list. It’s not in ascending nor descending order of priority, nor is it prioritized by degree of urgency. It’s in alphabetical order of the people who should abide by these resolutions. DOGS – Since you don’t have opposable thumbs, train your owner to use a doggy bag every time you do a doo-doo drop. FANATICS - Be more tolerant of others’ beliefs. “What this world needs is more tolerant fanatics.” I don’t mind fanatics – as long as they are tolerant. GULLIBLES – Just because you saw it on The Web, or heard on some wee small hours

TOURISTS – When you travel in Third World countries, budget some money for generosity toward street performers you stop to gaze at and enjoy: the guy with a dog that has been trained to do tricks; the street musicians who entertain you with their indigenous melodies; the sidewalk chalk artists that you gaze at, then photograph, with admiration for their work;

On return to duty he was made court officer and helped out in dispatch. A son, Randy, followed in his father’s footsteps. He became a member of the Ontario Provincial Police. It was the first shooting of a city police officer since 1927 when Const. William Caul was shot in the face while attempting to arrest a man who was trying to steal a car. Caul survived. He died in 1951 after retiring from the force. The only Cornwall police officer killed on duty was John Robert Davey shot to death by a drifter he was attempting to arrest on Sept. 6, 1892. It was Davey’s first day on the job. He was 47. He left a wife and three children. The man responsible for his shooting was convicted of murder and hanged in the county jail courtyard. TRIVIA ANSWER Queen Elizabeth’s coronation took place on June 2, 1953. TRIVIA May 4, 1967 was a special day in Toronto with a parade and civic celebration at Nathan Phillips Square. The overnight shift was a few hours into what was turning out to be a quiet Christmas Eve with a few routine calls. By 2 a.m. officers were looking forward to spending Christmas Day with their families. Such was the case shortly after midnight Dec. 25, 1962. But that was about to change with a single telephone call to the dispatcher. Two Cornwall police officers were dispatched to an Augustus Street home after the station received a call from a female inside the house, where a party had been under way for several hours, requesting police assistance. She told the dispatcher a man had locked himself in a bedroom ... and that he had a gun, which might be loaded. She was afraid he was going to harm himself. Const. Ford McGillis, 27, a five-year veteran, and his supervisor, patrol sergeant Albert Seguin, soon arrived at the home. Seguin attempted to gain entry through the front door but it was barricaded. McGillis decided to make his way to the back door. He found it unlocked and entered, quickly opening the front door for Seguin. The two officers were directed to a main floor bedroom. They knocked on the locked on bedroom door and tried to talk to the person inside. There was no answer. Suddenly, the door swung open. The two officers found themselves confronted by a man

with a shotgun pointed at them. Without warning the man fired the 12-gauge shotgun at point blank range. The officers had no chance of ducking out of the way. The pellets struck McGillis in the chest. He fell in a heap, blood steaming from an ugly chest wound. The white sheet covering him quickly saturated with blood as he was taken from the house on a stretcher to the waiting Cornwall Exclusive Ambulance vehicle. There were no paramedics in 1962, just ambulance attendants with, at best, basic medical training. Their job was to get a patient to the hospital as quickly as possible. Five local doctors, all specialists, arrived at the hospital within half an hour of the call going out. The fight to save Ford McGillis’s life was under way. Ironically, one of the doctors, a lung specialist, years later would be convicted in the shooting death of his estranged wife. The pellets that ripped into McGillis’s chest damaged a lung and bruised his heart. It was as close to death as he could have come. If not for his police shield affixed on the left side of his tunic, his heart would have received a fatal blow. Thanks to the medical talent in the operating room and the officer’s strong physical condition, the father of a young son made a slow but steady recovery over the next two weeks. His wife was expecting with their second child in March. A 21-year-old man, an Ontario Hydro worker with no previous brushes with the law, was taken into custody at the scene and charged

Donald Benedict, 44, of Cornwall, Ontario, is charged with two counts of conspiracy under paragraph 465(1)(c) of the Criminal Code of Canada and one count of aiding or abetting the illegal entry to Canada of one or more persons under Section 18(1) of the IRPA. Edwin Benedict, 48, of Cornwall Island, Ontario, is charged with two counts of conspiracy under paragraph 465(1)(c) of the Criminal Code of Canada. Jessica Martin-Conners, 43, of Cornwall Island, Ontario, is charged with one count of conspiracy under paragraph 465(1)(c) of the

Criminal Code of Canada. The investigation is ongoing and more charges may follow. “The CBSA works closely with its national, international and local law enforcement partners to detect and prevent illegal crossborder activity such as human smuggling,” Jeff Davidson, Director, CBSA Northern O nt a r i o R e gi o n , E n fo rce m e nt a n d Intelligence Operations Division was quoted as saying. “This is an excellent example of how law enforcement organization work together to stop the illegal movement of people across our shared borders.”

CORNWALL, Ontario - Five people have been arrested following a seven-month investigation into a human smuggling operation in the Cornwall-Massena area as part of Operation Project Oinertia. CORNWALL, Ontario - St. Columban’s West Catholic Elementary School has started its new math strategy, which it launched on Tuesday, Dec. 20. The new strategy is designed to promote new interest in math in students and open new avenues for teaching. The strategy is a part of a province wide initiative to improve math skills for elementary students. As it is now, students at St. Columbans already spend one hour every morning working on math. St. Columban’s new approach to math promotes games, team learning and competition. The whole school is divided into four “houses” coloured red, green, blue and yellow. They’re called gratitude, belief, peace and courage. The idea of

students from all grades in one school belonging to different houses is similar to the school of Hogwarts in the popular wizarding kids series Harry Potter. The houses are awarded points based on their perfomance in math and in team challenges. “The kids are excited about math now and the house challenges raise school spirit,” said Grade 5 and 6 teacher Judy Legault. “The houses also promote inter-grade mentorship and friendships.” At the kickoff celebration of the new math strategy on Tuesday, all four houses were dressed in their respective colours and entered the gym chanting songs and ready to compete in math. “We’re right there with them,” she said. “We’re Some of the competitions included geometric the coming year.
