CORNWALL, Ontario - Both the St. Lawrence River Institute and the Social Development Council of Cornwall and Area will be receiving financial support from the Trillium Foundation. The announcement came on Tuesday afternoon from Ontario’s Minister of Tourism, Culture and Sport . “We are fortunate to live in a province of inclusion, innovation and opportunity,” said Minister Eleanor McMahon. “Through the Ontario Trillium Foundation, our government is making important investments that result in real differences for communities across the province. Today’s announcement will strengthen the social and cultural nature of our diverse communities.” Both organizations will be splitting $114, 800. The Social Development Council of Cornwall and Area plan to hire a part-time garden network coordinator to formalize a Community Gardening Network initiative and the St. Lawrence River Institute wants to use their grant to establish a fish health assessment laboratory. “I think it is incredilbe that we are receiving this grant,” said Karen Cooper, Communications Officer for the St. Lawrence River Institute. “We’ve been working on the river for more than 20 years and this allows us to do more research and very targeted research.”

CORNWALL, Ontario - The first Breakfast Connections of 2017 took place at the Ramada Inn on Wednesday, Jan. 18. Breakfast Connections is a monthly lecture series that runs from January to June and from September to December at the Ramada Inn. Local politicians are typically the first in the series every year. This year saw the Mayors of Cornwall, South Stormont, South and North Glengarry address the audience along with local MPP Jim McDonell and the Grand Chief of Akwesasne Abraham Benedict. Mayor of South Dundas Evonne Delegarde was invited to attend but was not able to make it. Each leader was given five minutes to address the crowd and the presentations were followed by 15 minutes of questions from the audience. One question made to the panel came from Kelly Bergeron the founder of Code Heroes. “What kinds of efforts are being made to attract tech companies to the area,” she asked. Mayor Leslie O’Shaughnessy was the one who fielded that question. “One way is to make sure that we are welcoming to business,” he said. “We’ve heard from Jim McDonell this morning that we are losing jobs all the time and that the province

CORNWALL, Ontario - On Friday, Jan. 20, the Cornwall Community Police Service (CCPS) unveiled their new Internet Exchange Zone, a site designed to promote safety when buying or selling things to strangers met on the internet. The idea stemmed from increased dangers and unease around meeting strangers for purchases made through sites like Kijiji and Craigslist. In recent years there have been several high profile crimes perpetrated against people lured through these sites. In the United States, Philip Markoff became known as the Craigslist Killer for the series of murders he allegedly committed by answering ads placed on the classified ad site. In Canada, 2016 saw the trial of the murderers of Tim Bosma.

“The idea comes in the wake of the killing of Tim Bosma of Ancaster, who vanished in May 2013 after leaving his home with two men to test drive a truck he was selling online,” the CCPS said in a press release. “His charred remains were later found on a farm in Ayr and a firstdegree murder trial is before the courts.” Cornwall’s Internet Exchange Zone is located at 330 Montreal Road, the East End Station for the CCPS. There are two parking spots marked with a yellow square and surveilled by a security camera capable of infra-red capture for night time surveillance. “This was a minimal investment for a good cause,” said CCPS Constable Dan Cloutier. “The City of Cornwall was quick to assist us. Many have experienced the thought of a stranger coming to your home or being lured to an unknown location and not knowing what to expect.”

SOUTH GLENGARRY, Ontario - Dr. Rachel Navaneelan’s House of Hope was opened on the afternoon of Jan. 18 with strong support of the Cornwall Community. “Having a facility like this fills a void that’s existed in Cornwall and the surrounding area,” said Cornwall Mayor Leslie O’Shaughnessy. One area of the new House of Hope is the Smilezone an area for kids who are on the autism spectrum or have other developmental disabilities. The Smilezone includes a sensory room for kids who might be sensitive to light or sound. The Smilezone is the result of a partnership between the House of Hope and Smilezone, a not for profit organization dedicated to helping children with medical needs. SOUTH GLENGARRY, Ontario - Residents of South Glengarry braved the freezing rain and icy roads to meet at Irvine Hall in Williamstown. There Dolytech representative Neil Knudsen explained the results of his company’s study. “With out a doubt,” he said. “Closing the schools in this area will cost the Township almost $7 million annually.” In terms of jobs, Doyletech’s report predicts that the area would lose 20 jobs if the Upper Canada District School Board (UCDSB) follows through with the plan it has laid out in its Pupil Accommodation Review (PAR). If the PAR passes the final vote by the school board on March 23, then S.J MacLeod Public School and Char-Lan District High School would close effective June 30. The residents of South Glengarry have been heavily involved in the consultation process setup by the UCDSB on the school closure issue and have also strongly opposed the move. The UCDSB has proposed to close schools across its region, including in SD&G. Five of the six counties of SD&G, including South Glengarry have hired Doyletech to conduct impact studies on the school closures. Neil Knudsen told the assembly on Thursday night, that South Glengarry will be particularly hard hit by the school closures. The lost jobs would mean a loss of $49, 000 to the tax base of the municipality in addition to the loss of nearly $7 million to the economy. The entire budget of South Glengarry Township is $15 million. Knudsen said that if families move away from the area because there is no high school the economic blow could rise to $8 million. On top of this, the exodus could cause a
permanent excess in houses on the retail market in the area, which will lower everyone’s housing prices. Knudsen and Doyletech also looked at the effect on the children. Children currently going to Char-Lan could expect a bus ride of over an hour one-way to get to school. Knudsen said that this would have a serious negative effect not just on their education, but also on the economic productiveness of the area as many of them help their parents on their farms. Knudsen shot down suggestions that a bigger school will create more educational opportunities for students. “We found that these increased opportunities often aren’t taken advantage of,” he said. Sally Phypers of the Save Char-Lan team told the assembly some plans they were going to present to the school board to demonstrate how Char-Lan can continue to be viable and innovate for the future. One is to have Virtual Classrooms. Virtual classrooms will allow teachers to teach interactively and remotely and reach a multitude of students at once. To make the Virtual classrooms work however, timetable alignment would have to be encouraged so that class times at different schools match up together. Phypers said that the families living in the Char-Lan Feeder group of S.J MacLeod, Williamstown Public School and Char-Lan had been the most responsive to the school board about their PAR, with the response being mostly against their proposal. The biggest solution that has been presented to the school board is to combine Char-Lan and Williamstown Public into a single campus K-12 school. how close Char-Lan and Williamstown Public were to each other. “Although as Director of Education he should be already familiar with the schools, he had said that he had forgot that Char-Lan and Williamstown Public were right across the street from each other,” she told the meeting’s attendees. Jennifer MacIsaac of the Save RothwellOsnabruck group visited the Save Char-Lan meeting to tell them some of the advantages of K-12 schools. The biggest benefit she explained to the meeting was the continuity in education and the sense of community that students develop by attending the same school, with the same students and teachers for 14 years. The final public Accommodation Review Committee meeting will be at General Vanier in Cornwall at 6:30 p.m. on Monday, Jan. 23. Those who want their voices heard are encouraged to attend.

1 pound fresh lump crabmeat, drained 1/4 cup finely chopped green onions 1/4 cup finely diced roasted red peppers 2 tablespoons mayonnaise 1/2 teaspoon sea salt 1/2 teaspoon white pepper 3 ounces smoked salmon 1 cup panko (Japanese breadcrumbs) 1/4 cup canola oil Spicy Avocado Tartar Sauce Garnish: fresh cilantro sprigs
Flatten each ball into a 3-inch patty. Divide smoked salmon into 4 pieces, and place in center of 4 patties. Place remaining patties over salmon, pressing edges to seal; coat cakes in breadcrumbs. Heat oil in a large nonstick skillet over medium-high heat; add cakes, and cook, in batches, 3 to 4 minutes on each side or until golden. Drain on paper towels. How could they say yes? Four months ago the Upper Canada District School Board (UCDSB) chose to begin its Pupil Accommodation Review (PAR) based on a report from their administration. That report called for the immediate closure of a majority of the Board’s schools that are in rural communities. Furthermore, it recommended that students be bused, sometimes for more than an hour to a different school outside of their community. When looking at such a prospect in that light, it raises the question, how could they have said yes to this plan in the first place? In September, the original reason given for closing so many schools that are performing well, and pillars in their communities was for reasons of provincial funding. You see, under the new funding model introduced by the Ministry of Education in March 2016, the provincial government will not subsidize empty spaces in public schools. Furthermore they will not grant capital funding for new schools as long as there were spaces in old ones. This was the first reason given by the UCDSB for the school closures. Slowly however, that first reason morphed from being about money, to being about student learning. Students, parents and eventually entire communities began to poke holes in the financial motives that the school board had had to close
and consolidate schools. Most of the communities in SD&G that are affected by the school closures hired Doyletech to conduct a study on how the UCDSB’s plan will financially impact their communities and in the cases of North Glengarry, South Glengarry and South Stormont Doyletech found that the cost of school closures would be in the millions of dollars every year. The UCDSB would not be immune from this financial hit as some residents would inevitably move away and take their tax dollars with them. The financial argument clearly does not make sense, so the conversation shifted towards the well-being of students and their future academic success. The argument arose that students would be better off academically in larger schools as they would have access to more programs. Doyletech found that this is not true as students often do not take advantage of more programs in bigger schools. Right now in their smaller schools students are given opportunities to get more one on one time in clubs and in class and they only have to compete against dozens of students for a spot on a sports team rather than hundreds. Furthermore, at the most recent Accommodation Review Committee Meeting Dr. Anna Williams explained that longer bus rides would be detrimental to the health of students. The student welfare argument does not seem to fall in favour of school closures

Given the work that the communities have put into this effort and their opposition to the school board’s plan, it makes you wonder that when it comes time for the final decision, how could they say yes?

Today’s 730-foot freighters have even fewer crew than the 250-foot canallers of the pre-Seaway era. More ‘stuff’ being transported by fewer crew. The last time I had someone pump my gas locally was in Alexandria. That gas station at the north end of town employs ladies only to do
that job. However, it’s been decades since anyone at any pump has offered to clean my windshield, check the tire pressure, coolant level and top-off the engine oil. Unfortunately, the absolutely brilliant invention of putting wheels on travel luggage has caused the noble and much appreciated profession of the porter to almost disappear. As I wind down this column, may I ask when’s the last time you’ve had the service of a theatre usher? Does your TV reception still depend upon a tower? What do their manufacturers and installers do for a living now? Other than trying to sell off their stock, are there any renters of video tapes and DVDs out there? No wonder there are so many unemployed in today’s society. Productivity through efficiency has come with a loss of jobs. Who benefits most from those cost savings?

The venerable Douglas DC-3 carried 30 passengers and plodded along with a flight crew of pilot, co-pilot and perhaps a navigator. Today we have Boeing 747s carrying 350 passengers, with only a pilot and co-pilot up front, thanks to systems computerization. When’s the last time you saw a caboose being used as a caboose? How many of the laidoff ‘caboosers’ got jobs at the front of the train, or at head office? Cabooses are now used as a tourist information outlet on Highway 17, an ice cream stand in Lewiston, NY, or a fast food outlet on Cornwall’s Marlborough Street. The garbage truck that comes along my street every Tuesday morning has a crew of one, a guy who not only drives but also hustles the bags into the truck’s compacter. He’s amazingly
productive. Jesse, who corrals the errant shopping carts back into YIG, does the work that would normally be done by two or three less energetic employees. If you can’t find Monica to help you at Wal-Mart’s photo kiosk it’s because she’s also required to keep things going in the paint and electronics departments. At big box stores, I have the option of selfcheck-out or a cashier. I choose the latter. When the tally comes to $56.78, I continue to exercise my right to save two cents by including three of the pennies I keep in reserve. If they are rejected, I counter with, “Using pennies is still valid until 2019. “Even though she usually ignores my, “No, I don’t need a bag,” she starts to bag my purchase. Our minds are so numbed by the incessant use of machines to do our calculating, the differences between ‘rounding up’, ‘rounding down’
The real reason that this entire school board closure issue boils down to is that under the Ministry of Education’s new funding model the UCDSB cannot build a new school. CCVS is more than 60 percent empty and according to the school boards measurements is in poor shape, yet they know they will not get funding to replace Cornwall’s largest public high school unless they pack CCVS to well beyond capacity. The communities of SD&G that are the most affected by the school board’s proposal have

THIS WEEK CIRCA 1962: Prime Minister John Diefenbaker announced a $10 increase to the monthly old age pension cheques, bringing the new rate to $68 a month. The old age pension kicked in at age 70. • Finishing touches were being made to the new St. Columban’s convent at Fourth and Augustus streets. The new convent would be home to 10 teaching sisters. • United Counties Council fired off a letter to the province protesting high rural rates charged by Ontario Hydro. • Petty Officer Second Class Thomas Burgess of the Cornwall Stormont Sea Cadet Corps was named most proficient sea cadet in Ontario. • Plans to enlarge Cornwall Collegiate and Vocational School with three classrooms, a science lab and motor mechanics shop were announced. The addition would bring the school capacity to 1,410 students. School board officials expected enrollment to reach 1,600 within five years. • NHL referee Red Storey was guest speaker at the Howard Smith Paper Mill Fish and Game Club annual banquet at the Cornwallis Hotel. Folks like that single mom in southern Ontario who said her hydro bill is higher than the mortgage on her house, and she worries that she can’t afford both. And the family that takes money out of the grocery budget to pay a skyrocketing hydro bill. Or the country store guy whose bills run over $1,000 a month. TRIVIA ANSWER: Mary Mack made local history in December 1947 when she became Cornwall’s first woman to serve on city council. This was a time when few women held elected position across the country at any level. A post1947 election editorial in the StandardFreeholder noted that “Mary Mack assaulted the previously all-male conclave at City Hall to become Cornwall’s first woman councillor.” Mack, who died in 1978 at age 79, was an accomplished artist who trained in Montreal and Paris. She founded the Cornwall Art Association. She also helped organize the Family Counselling Centre of Cornwall and United Counties and was a founding member of the local branch of the Red Cross. In a January 2001 the “All About the Legends” supplement, she was described as “Cornwall’s Grande Dame who devoted her life to making Cornwall a better place to live.” TRIVIA: His name is on four Stanley Cups, all with the Toronto Maple Leafs. The grand fromage is going off Claude McIntosh ~ Mac’s Musings An interesting letter penned by le grand fromage at Hydro One appeared in full-page ads in some of the province’s daily newspapers on Saturday. In it, after leading off with public relations blarney about warm wishes for a Happy New Year, Mayo Schmidt, the utility’s president and CEO, said he “is not just aware of the frustrations many of you have expressed about the cost of your electricity” but that he is “very aware” of those frustrations. Excuse the pun, but that’s cold comfort to thousands of those frustrated customers. This follows Preem Kathy’s pre-Christmas confession that up until recently she wasn’t fully aware of the financial pain hydro bills were having on so many of the unwashed. Back to Mr. CEO. How a guy pulling down a seven-figure salary varnished with gold-plated perks can say he understands the frustrations of folks at the other end of the food chain who open their Hydro One bills with all the trepidation of a bomb squad cop fiddling with a suspicious package is a stretch. The only thing that makes Hydro One customers choke more than their bills is the annual read and weep Sunshine List that the utility’s employees, mostly management types, monopolizes. Schmidt has assured Hydro One customers that the monopoly is working hard at keeping its costs down and delivery rates affordable. Hydro One missed the affordability bus about five stops ago. A paragraph in the letter explained the breakdown of a Hydro One bill and noted that bills are

SVTC’s ‘Joseph and the Amazing Technicolor Dreamcoat’ returns to stage Alycia Douglass CORNWALL, Ontario - With just over a month until opening night, rehearsals for Seaway Valley Theatre Company’s production of Joseph and the Technicolor Dreamcoat are now in full swing. The musical, which follows the Biblical saga of Joseph and his coat of many colours are sure to have every toe tapping with its wide catalogue of musical genres, ranging from pop and rock and roll to country and western. “It all starts out at a preliminary look at the book,” said director, Brenda Quesnel. “In this case, it was just a vocal book. There was no staging or anything like that involved. We basically had carte blanche to tell this story the way we wanted to.” With the help of producers and designer, Leslie Ellam, Quesnel’s vision began to take shape. “We eventually came up with a plan and had the auditions,” said Quesnel. “You always go in pretty blind - you’re never sure if you’re going to get all the people you need.” This year’s winter production not only allowed for more creative liberties, but also
more flexibility in terms of casting. “The musicals we’ve done in the past have been very specific as far as casting goes,” said Quesnel. “There are certain people who have been dying to get back onstage, and this is a vehicle where you can use everybody; men, women, kids - and there’s a place for them in the show.” As the cast ramps up for opening night, Quesnel says that now is the time that trivial details can start to add up. “It’s all fun and games until we get closer to production time,” said Quesnel. “Now, we’re getting to the juicy part of it where we get to expand on what we’ve done in the blocking and pick up on all the funny stuff, the dramatic stuff, and keep moving forward with that.” “We have some very seasoned actors, we have some new people, we have people who’ve been away from the theatre for a while,” said Quesnel. “It’s just a way of doing community theatre with a professional attitude.” Tickets are available for purchase through the United Way/Centraide Stormont-Dundas & Glengarry, by phone at 613-932-2051, or through SVTC’s new ticketing website.

CORNWALL, Ontario - L’Office de protection de la nature de la région Raisin (OPNRR) est présentement à la recherche de propriétaires fonciers intéressés à planter des arbres le printemps prochain. Une subvention qui peut couvrir jusqu’à 75 % des coûts de l’établissement d’une plantation est toujours disponible. Pour être admissible, les zones de plantation doivent avoir au moins 1 hectare (2,5 acres) de superficie avec peu ou sans couverts forestiers (ex. terres agricoles abandonnées, les champs de foins) et ne pas avoir été considéré un boisé (tel que défini par la Loi sur les forêts) depuis 1990. Les propriétaires fonciers, en retour doivent contribuer un minimum de 25 cents par arbre
planté et doivent signer une entente de 15 ans et maintenir les arbres. “Il n’y a jamais eu un meilleur temps pour planter des arbres », dit Normand Génier, Spécialiste de la foresterie pour l’OPNRR. “Cette subvention de Forêts Ontario peut aider à couvrir environ 75% des coûts totales pour la création d’une nouvelle forêt. » Pour les plus petits projets, l’OPNRR vend également des semis d’arbres par l’entremise du Programme des semis d’arbres de l’OPNRR. Les semis d’arbres viennent en multiples de dix par espèce et doivent être commandés avant la date limite du 31 mars. À l’école Rose des Vents, une foule de technologies sont mises à la disposition des élèves. Ces dernières les aident à accomplir leurs devoirs et leurs projets de façon efficace et autonome. La plupart des classes sont munies d’un TBI (tableau blanc interactif). Cet outil est très utile puisqu’il permet de montrer des images et des vidéos, en plus des leçons et des exercices préparés par l’enseignant ou l’enseignante. Le laboratoire d’informatique de Rose des Vents est équipé de 33 ordinateurs. Les élèves peuvent profiter de ces ordinateurs lors des périodes d’informatique avec leurs enseignants ou pendant les récréations lorsque Mme Manon leur permet de venir s’avancer dans leurs travaux et faire leurs devoirs. Ce n’est pas tout! Nous avons plusieurs chariots d’ordinateurs portables qui permettent aux élèves de travailler en salle de classe. Certains se transforment même en tablettes! Pour accéder à tous ces ordinateurs, chaque élève dispose d’un compte Gmail protégé par un mot de passe. Une fois connectés, les élèves ont accès à une panoplie de logiciels qui peuvent les aider dans la réalisation de leurs travaux. Ils ont également le droit d’envoyer des courriels aux enseignants et à leurs camarades de classe. Toutes ces activités sont supervisées par le personnel ainsi que par un logiciel qui permet de détecter toute activité douteuse. En plus de tout cela, l’école possède des Ipad. Ces tablettes sont remplies de jeux éducatifs pour les plus petits et sont idéales pour l’étude de mots en 1re et 2e année! L’utilisation de tous ces outils a un grand impact sur

After a courageous battle with her illness, with her loving companion by her side in Hamilton, Ont., Pauline in her 71st year, formerly of Cornwall, passed away on Monday, January 16th, 2017. Predeceased by her parents Francis and Irene Norton (Bourbonnais), her sister Jean Norton and one grandchild Robert Jacob. She is sadly missed by her devoted and caring companion John Green, her daughter Shelley Jacob, Fort Covington, her sister Helen Parisien (late Victor), Cornwall, brother Henry Norton (Bonnie), Ottawa, Sherry Lynn Maullen (Alan), Kimberly Green (Jay), Stefanie Green (John) all of Hamilton, several grandchildren and two great-grandchildren, several nieces and nephews. As per her wishes, there will be no visitation and a Graveside Service will be held at a later date in Cornwall at St. Columban’s Cemetery. Audience gets to weigh-in on school closures In 2016, the township collected 1.5 million dollars in education taxes for the Upper Canada District School Board. Manley urged people to consider this number in respect to the proposed closures. “We have to do better than that,” said Manley. “We need public schools in our two largest communities, and we need to work together. Growth in North Glengarry is growth for the Upper Canada District School Board.” Brian Caddell described the proposal as “a political excuse for a policy aimed directly at saving money for the province.” Caddell described that his pursuit of a career in
teaching stemmed from his innate desire to help others. “I can hardly express how deeply saddened I am today that the organization which I joined to help young people get a good start in their lives in now the very organization that puts money first and people second,” said Caddell. “When you get to answers like ‘we’re not going to have a high school for a whole municipality,’ or ‘we’re going to close high-performing, full schools’ - I can’t politely figure out how that makes any sense,” said Jason Crites of the Township of South Stormont. “The ministry works for us, not the other way around.”

CORNWALL, Ontario - The second Accommodation Review Committee (ARC) public meeting was held at the former General Vanier Intermediate School on Monday, Jan. 23 to discuss the proposed school closures. For the first time, statements from the audience were allowed. Ten delegations came forward to discuss issues such as busing, boundaries, and the importance of rural schools. If the proposals are passed, the consequences may also have a grave impact on students’ overall well being. “It is desirable for medical and psychological reasons to minimize the length of school bus travel for young people - their time is valuable, and the value of their time must be recognized and appreciated,” said Dr. Anna Williams. The presentations focused heavily on the importance of community involvement, and how relocation could severely affect opportunities. Tagwi Secondary School students, Ayeisha
Khan and Brooklyn Woodside discussed that while their school was not under threat of school closure, roughly a third of Tagwi’s students are slotted to be redirected in September. This would mean not only mean longer bus rides, but also limited ability to participate in extracurricular activities, and being at a disadvantage for scholarships and bursaries. “Tagwi is part of the solution, not the problem,” said Woodside. The Township of North Glengarry’s Jeff Manley and Brian Cadell described a community headed in the direction of extreme growth, and how the proposed closures do not align with this vision. “Our planning department has already received dozens of applications for new build projects in Alexandria,” said Manley, who is a Councillor in North Glengarry. “Growth in North Glengarry is going to happen. In my mind, there is only one piece of the puzzle missing, and that is the status of our North Glengarry public schools.
